Araja and Macon RamosAraneta PRESIDENT Rodrigo Duterte said Tuesday he would step down from office if former senator Ferdinand Marcos Jr. or Senator Francis Escudero—and not Vice President Leni Robredo—would succeed him. In a speech during a dinner he hosted for the Kapisanan ng mga Brodkaster ng Pilipinas in Malacañang, Duterte belittled Robredo’s ability to lead the country, saying she could not be a good leader compared to Marcos or Escudero. The President said he had nothing against Robredo but said he did not think she was capable of running a country with pressing problems, such as the drug menace. Duterte said he thought of stepping down because the fight against corruption was seemingly without n end. “I think deep in my heart, if you follow the succession and Robredo takes over, no. That’s my honest opinion. If only it were someone else, in the likes of Escudero or Bongbong Marcos,” he said. Aquino isn’t off the hook on Dengvaxia By Maricel V. Cruz A JOINT House panel has recommended the filing of charges against former President Benigno S. Aquino III and other involved in the allegedly irregular procurement of P3.5 billion worth of the Dengvaxia anti-dengue vaccine from French pharmaceutical giant Sanofi Pasteur. Surigao del Sur Rep. Johnny Pimentel, who chaired the House committee on good government and public accountability during the investigation of the Dengvaxia mess, said that the committee “did not clear anybody,” including Aquino of administrative, civil and criminal liability. Pimentel, who was replaced by Camiguin Rep. Xavier Jesus Romualdo as the panel’s chairman, said Aquino is
not off the hook, according to the recommendations of the committee. “Yes, of course,” Pimentel told The Standard, when asked if the committee which he used to head—included in its recommendations the filing of charges against Aquino. “We recommended for the filing of necessary and appropriate cases to those involved in Dengvaxia. It is very clear in our report,” Pimentel said. French pharmaceutical firm Sanofi Pasteur manufactured the drug, which in April 2016 was made the focus of a massive inoculation campaign by the Aquino administration. Zurbano and Macon Ramos-Araneta ABOUT 3,000 motorists were caught during the first day of the dry run for the new policy prohibiting single-driver vehicles along Edsa during rush hours, a program that senators assailed for being implemented without public consultation. Metro Manila Development Authority General Manager Jose Arturo Garcia Jr. said the flow of traffic along Edsa slightly improved during the Expanded High Occupancy Vehicle hours of 7 a.m. to 10 a.m. Garcia said 2,059 violators have been monitored through closed circuit television cameras and handheld cameras. “No penalty will be imposed against these violators. Still, we are calling on the motorists to observe the policy,” said Garcia during a news briefing held at MMDA headquarters. The week-long dry run activity of the Expanded HOV Traffic Scheme covers all lanes of Edsa, from North Edsa in Quezon City to Magallanes in Makati City. Driver-only vehicles are also barred from traversing the same portion of Edsa from 6 pm to 9 pm Monday to Friday. Next page
Budget impasse resolved; House resumes hearing
China has alarmed and angered its neighbors by claiming dominion over most of the South China Sea and building a string of artificial islands and military airbases. But the outspoken Duterte—keen to court trade and investment from Beijing—has mostly withheld criticism. In a change of tone, Duterte said in a speech late Tuesday to business entrepreneurs that China had no right to claim airspace above man-made islands. Philippine officials have claimed military pilots are repeatedly warned off by Beijing as their planes approach Philippine-held Thitu island, which lies beside a Chinese air base built on top of Subi Reef. “You cannot create an island. It’s man-made and you say that the air above this artificial island is yours,” Duterte said, according to a transcript released by the presidential palace Wednesday. “That is wrong because those waters are what [one] would consider international sea. And the right of innocent passage is guaranteed,” said Duterte, who did not refer to any specific incident. He added that he did not want to “quarrel” with China. The comments follow allegations in May of Chinese harassment of Filipino troops at another South China Sea garrison. Duterte’s national security adviser Hermogenes Esperon told reporters at the time that the Philippines could go to war “if our people are hurt there.” There was no immediate response from the Chinese Embassy in Manila.
