FORMER senator Ferdinand Marcos Jr. on Monday sought for the immediate inhibition of Associate Justice Alfredo Benjamin Caguioa from further participating in his election protest against Vice President Leni Robredo, citing the magistrate and his wife’s undeniably close ties with former President Benigno Aquino III and the vice president. In an extreme urgent motion to inhibit filed with the Supreme Court, which acts as the Presidential Electoral Tribunal, Marcos said he recently discovered that Caguioa’s wife,

Pier Angela “Gel” Caguioa, was not only an anti-Marcos advocate but was also an ardent supporter of Robredo, having actively campaigned for her during the May 2016 elections. Caguioa is the ponente in Marcos’ election protest. As such, he is in charge of overseeing the progress and ultimate disposition of the election protest. “Accordingly, it is most respectfully prayed by the undersigned protestant that Associate Justice Caguioa immediately recuse and inhibit himself from participating in any of the proceedings in connection with the above-entitled election protest,” the motion stated. Napoles case: Philippines first, US extradition later—Justice By Maricel V. Cruz THE cases in the Philippines that alleged pork-barrel-scam mastermind Janet Napoles is facing should first be resolved before the government allows her extradition to the United States, Justice Secretary Menardo Guevarra said Monday. “We will have to evaluate that [request for Napoles’ extradition]... but it is quite unlikely because the Sandiganbayan has already acquired jurisdiction over her person,” Guevarra said at the sidelines of the Justice Department’s budget deliberations at the

House of Representatives. “So that is something that we have to deal with―the fact that she is already under the jurisdiction of the Sandiganbayan.” Sandiganbayan Presiding Justice Amparo CabotajeTang had earlier said Napoles could not be sent to the US right away because all her cases here should be resolved first. But her extradition while the cases were pending was an “option,” Guevarra said.

INHIBIT, YOUR HONOR.

WITH MY SIGNATURE.

Acting Chief Justice Antonio Carpio affixes his signature Monday on the oath of office of former Supreme Court Justice Samuel Martires (right), the new Ombudsman. Norman Cruz

“First and foremost when I asked him he said Hugpong has always been his party,” said Roque who took his oath under HNP, which was formed by Duterte’s daughter, Davao City Mayor Sara Duterte-Carpio. “I am the presidential spokesperson and the President has said Hugpong is his party. It’s only right I join his party. He is also the chairman of PDP-Laban, so I should also be there,” he added. Roque made the statement a day after Duterte-Carpio said the HNP is preparing for a head-on collision with the PDP-Laban in next year’s elections. “We are preparing for the PDP-Laban to field a full slate,” she said as she led the mass oathtaking of 6,000 new members of her party. “We would sign up alliances with other local government units and come up with a senatorial slate. We are recruiting more members for the 2019 elections,” Duterte-Carpio added. Her decision to create the HNP, inspired by her father’s own party, the Hugpong Sa Tawong Lungsod, led to a falling out with a key ally of the President, then Speaker Pantaleon Alvarez. In February, Duterte-Carpio slammed Alvarez for accusing her of being part of the opposition and undermining the PDP-Laban. Alvarez was eventually ousted during the State of the Nation Address of Duterte on July 23 and was replaced by Pampanga Rep. Gloria Macapagal Arroyo. Next page
