the “Piso Para sa KalikasanAct,” which seeks to impose a climate or carbon tax on electricity—equivalent to P1 per one kilogram of CO2 emission—on the monthly electricity bills of residential or household consumers.

“My bill is meant to reduce our carbon emissions [and] is two-pronged: it aims to generate revenues for the development of green energy and, at the same time, protect and preserve the environment,” Villafuerte, member of the House committee on ways and means, said as he urged the House leadership to prioritize the passage of his HB 4939.

Citing a study conducted by the International Food Policy Research Institute, Villafuerte said reducing the Philippines’ import dependence on petroleum products through the imposition of a carbon tax plus subsidies for renewable energy sources could boost the share of renewable power by as much as 60 percent by 2040 and cut carbon dioxide emissions by up to 50 percent in the long term.

Under Villafuerte’s bill, consumers will be exempted from paying this proposed climate tax if their monthly consumption does not exceed 60 kilowatthours each or if the electricity they consume are generated from renewable energy sources.

Villafuerte said the swift congressional approval of HB 4739 would signal the global community of the country’s strong commitment to international climate policy and the Congress’ affirmation of the people’s right to a balanced and healthy ecology as well as the State’s paramount duty to safeguard such right for the present and future generations.

“An alternative power development strategy will boost the share of renewable energy sources to reduce the country’s carbon footprint,” said Villafuerte, vice chairperson of the House committee on appropriations.

Cayetano said he even challenged Alejano to break his silence over the other non-Chinese features inside the country’s EEZ. “I asked Congressman Alejano, ‘Sir, why are you not protesting these too?’ … What is the truth? The truth is only the Philippines and Brunei are for the complete demilitarization of the area,” he said.

He acknowledged that the only feasible and permanent solution to the maritime dispute was to forge a binding Code of Conduct through dialog between the 10-member Association of Southeast Asian Nations and their giant neighbor China.

“Everyone is trying to lower the temperature so we can discuss the COC. Now, either we want the COC or we want to continue the shouting match. The reality out there is geopolitics [is] involved. This is a battle of the superpowers. It is the United States and the national security of the US and the region and the national security of China,” Cayetano said.

Cayetano said the stance of the Duterte administration might not be as “loud” as that of former President Benigno Aquino III, which won an arbitral ruling before a United Nations tribunal against China’s nine-dash-line claim over the entire South China Sea, but it does not mean it is less effective.

RANDOM DRUG TEST IN SCHOOLS HAILED, JEERED

HE proposal to subject school children to random drug testing and frisking has been assailed by two legislators but hailed by another one.

Opposition congressmen Tom Villarin of Akbayan and Gary Alejano of Magdalo Party-list said the bill of Kabayan Party-list Rep. Ron Salo opened children to abuse.

“While security measures in school premises include conducting searches upon entering are permissible, random inspection of personal belongings of students while already inside the school is a violation of privacy and subject to abuse especially that they are minors enrolled in elementary school,” Villarin

said Saturday.

He said random drug testing covered under the Comprehensive Dangerous Drugs Act must adhere to strict parameters of due process, objective sampling, strict confidentiality of results, health-based interventions rather than punitive or criminal; and should not be a law and order approach.

Villarin’s statement came amid talks between the National Police and the Department of Education to allow for random inspection of

school bags and other personal belongings for elementary students.

He said a random drug testing should be done by the Department of Health in coordination with the Department of Education and not the national police.

Alejano also assailed the ‘reported’ plan of the National Police with the DepEd to subject elementary students in public schools to random frisking and their belongings.

Alejano said “it is too extreme to have inspections of personal belongings of students and drug testing.”

“Campuses are supposed to be spaces of freedom and demilitarization. Schools are responsible for their students’ safety and well being while inside the school,” Alejano said.

“Police or uniform presence will

only scare off truants who might have more hope in life while in school.”

Instead of committing those abuses, Alejano said the Commission on Higher Education and the DepEd must intensify their efforts to keep campuses free from drugs without necessarily advocating checkpoints and police tactics.

Meanwhile, Surigao del Norte Rep. Robert Ace Barbers, chairman of the House committee on drugs, hailed both plans, saying the youth were vulnerable to drugs and “the inveiglement of criminal elements.”

“Yes I support that. The youth is (sic) the most vulnerable sector so we should start our campaign to protect the youth and check and rehabilitate those that have been already victimized by this drug menace,” Barbers said.

The announcement caps months of sometimes fraught shuttle diplomacy in which Chinese offers to purchase more American goods failed to assuage Trump’s grievances over the soaring trade imbalance and Beijing’s aggressive industrial development policies.

And as Trump warned of “additional tariffs” should Beijing hit back with tit-for-tat duties on American goods, China unveiled 25 percent duties on $50 billion in US imports.

“The United States can no longer tolerate losing our technology and intellectual property through unfair economic practices,” Trump said.

“These tariffs are essential to preventing further unfair transfers of American technology and intellectual property to China, which will protect American jobs.”

But at least initially, Trump’s new China tariffs will not cover the full $50 billion that Trump announced Friday.

US Trade Representative Robert Lighthizer said the punitive duties will apply on 818 Chinese products valued at $34 billion starting July 6, with a second list of $16 billion to be considered under a new review process—bringing the total possible affected import volume to $50 billion.

But it is likely companies will seek more exemptions so the final total could fall short of that amount.

Beijing’s countermeasures closely mirrored Washington’s, with 545 American exports, also valued at $34 billion, facing punitive duties as of July 6, including agricultural products and vehicles, according to the official Xinhua news agency.

The State Council said another 114 items will be subject to tariffs at a later date, according to Xinhua.

US farmers are especially concerned about the impact of a trade war, since they are sure to feel the hit.

Stinging reprisals as vote looms China’s Ministry of Commerce said the decision to impose tariffs meant “all previously agreed trade negotiation results are no longer valid.”

“It is deeply regrettable that in disregard of the consensus between the two sides, the US has demonstrated flip-flops and ignited a trade war,” the ministry said.

It also called on other countries to “take collective action” against this “outdated and backwards behavior.”

But the White House maintains that any Chinese countermeasures would be unjust and could be met with further US sanctions.

“We have taken essentially a defensive action,” a senior US official told reporters, adding that “further threats that are going to hurt other industries... would be a mistake.”

The official, who asked not to be identified, declined to say whether Trump would make good on a March threat to hit another $100 billion in Chinese goods with tariffs in response to Beijing’s retaliation.

China in April already put punitive duties on 128 US goods, including pork, wine and certain pipes in response to global US tariffs on steel and aluminum imposed by Trump the month before.

The US president outraged Canadian, Mexican and European leaders last month by imposing the steel and aluminum tariffs to protect American producers from allegedly unfair competition.

Brussels, Ottawa, Beijing and Mexico City already have shown they intend to inflict damage on export industries in politically-sensitive voting districts—something which

could prove damaging to Republicans already facing a loss of power in November’s mid-term elections.

In a conversation on Friday with French President Emmanuel Macron, Trump “called on the European Union to enter into negotiations to reduce trade barriers,” the White House said in a statement.

On Capitol Hill, influential Texas Republican lawmaker Kevin Brady, chairman of a House tax legislation committee, said he was “alarmed” by the tariffs which he said exposed US industries to “devastating retaliation.”

“I am concerned that these new tariffs will hurt American manufacturers, farmers, workers and consumers,” he said.

And the powerful US Chamber of Commerce warned that hundreds of thousands of Americans could lose their jobs if the trade war escalated and included the auto import tariffs that Trump has threatened.

“If these actions continue, our businesses will lose customers, workers will lose jobs, and American consumers will lose family income through higher taxes and higher prices,” Chamber President Thomas Donahue said.

The body of 54-year-old Wa Tiba was found Friday when villagers cut open the seven-meter (23-foot) python which was found bloated in the village of Persiapan Lawela on the island of Muna, offshore of Sulawesi.

“Residents were suspicious the snake swallowed the victim, so they killed it, then carried it out of the garden,” said local police chief Hamka, who like many Indonesians has only one name.

“The snake’s belly was cut open and the body of the victim was found inside.”

Some 100 residents, including worried relatives, launched a search for the woman after she failed to return from her garden Thursday night.

Hamka said villagers found the giant serpent lying about 30 meters from Tiba’s sandals and machete, adding she was swallowed head first and her body was found intact.

The garden in which she disappeared was at the base of a rocky cliff, pockmarked by caves, and known to be home to snakes, Hamka added.

The security and freedom of the NDF consultants should not be based on whimsical decisions of the government,”she added.

Baylosis posted a bail of P150,000 but he has yet to be released while Silva paid P100,000 in bail.

“If they do not surface, I don’t think anyone can blame them. I can’t do anything about that,” Pastores said.

On Friday, Justice Secretary Menardo Guevarra said the safety and immunity guarantees extended to the NDF consultants no longer stood.

“Since the peace talks were deferred upon orders of the President, the basis for the court order [for their release] no longer exists and the prosecution will consequently move for the revocation of said orders,” Guevarra said.

In a related development: • Senate Minority Leader Franklin Drilon on Saturday threw his support behind President Rodrigo Duterte’s call that the peace talks with communist rebels be held in the country.

“I support the President’s decision. The venue of the next round of peace negotiations with the rebel groups should be the Philippines,” Drilon, who served as a peace process adviser in the past administrations, said in a statement.

“It’s about time that we change the venue of peace talkswith the National Democratic Front and it is about time that it takes place on Philippine soil,” he added.

Drilon, who had once served as an advisor to the government’s peace talks with

the National Democratic Front, said, “The change of venue should not hinder the peace process.”

While the Norwegian government has played a valuable role in the country’s peace process, Drilon said that “the time has come for the Philippines and the Communist Party of the Philippines—New People’s Army—National Democratic Front to talk among themselves.”

“The peace talks have always been held in an (sic) international ground but it did not seem to accelerate discussion. Let the real peace talks begin in a local arena. No third party this time,” Drilon said.

Lorenzana made the remarks following Sison’s response to the government’s decision to postpone the peace negotiation to give them more time to achieve a better result that would benefit all concerned parties, especially the public.

Sison, who was once Duterte’s professor at the Lyceum of the Philippines when the latter was pursuing his pre-law course, commented on the peace postponement, saying the Duterte administration was “obviously not interested in serious peace negotiations and that the revolutionary forces and the people have no choice but to singlemindedly wage a people’s war” to achieve liberation.

AMBAYS” need not worry, as the police will follow proper procedures and will respect human rights if ever there is an arrest.

This was the assurance made by Philippine National Police Chief Director General Oscar Albayalde in the wake of the much-talked about order of President Rodrigo Duterte to rid the streets of “mga tambay” (loiterers).

In issuing a directive to the PNP, the President said the police have to step up its campaign against loiterers on the streets whom he described as “potential trouble for the public.”

Duterte said the streets should only be for lawabiding citizens and should not be a haven for drug users and criminals.

But the directive ruffled some feathers after the President suggested throwing into the Pasig River loiterers who will resist orders to go home.

‘MIAA WON’T ARREST AIR TRAVELERS WITH BULLETS’

By Joel E. Zurbano THE Manila International Airport Authority on Saturday assured the public that it will not arrest, detain or prosecute passengers caught with live ammunition and amulet inside the Ninoy Aquino International Airport.

But the agency warned that if the same passenger continues and keep bringing the prohibited items, he or she will have to face stricter action from authorities.

The MIAA made the statement following the complaint of a female passenger who posted her grievances on Facebook.

Kristine Bumanglang-Moran accused airport personnel of planting a bullet inside her bag at Naia Terminal 3 last Friday. She said the incident happened around 2:30 am while she was about to board her

flight to Zamboanga.

“We assure the public that tanim bala (bullet planting) is a thing of the past. Passengers found to have bullets or bullet-like items in their bags are now allowed to take their flight after proper logging of the incident,” the airport authority said in a statement.

Prohibited items like bullets or ammunition whether as amulets or for any purpose are subject for confiscation.

MIAA stated that finding bullets or bullet like items in passenger’s luggage is not unusual at the airport.

“We have records to prove that to this day, a lot of travelers still carry these items in their bags; knowingly because some claim they serve as amulets, unknowingly because the bag was just borrowed from a friend or a relative,” it said.

The MIAA added “nonetheless,

as a matter of procedure, we shall have the Office for Transportation Security check on the veracity of the claim.”

The airport authority will also assist the OTS by conducting a parallel probe to bring out the truth to the claim. “We shall coordinate with the passenger directly for the result of investigations.”

In 2016, more than 60 OTS personnel and 10 members of the PoliceAviation Security Group were relieved from their post in connection with the bullet-planting extortion scheme which victimize unsuspecting passengers at the airport.

Upon assumption of office, President Rodrigo Duterte prohibited authorities, particularly OTS and Avsegroup personnel, from arresting passengers for having bullets in their luggage.

Under the new policy, airport

authorities will not arrest the passengers but they will confiscate the banned items as potential evidence.

The passengers in possession will also be placed under profiling.

Last year, MIAA made a decision to remove the disposal booths or cubicles which served as passengers’ luggage checking station before entering security screening checkpoints at the airport.

The cubicle dubbed as the “Last Look Booth” was installed supposedly to help passengers dispose of items the airport authorities prohibits such as gun, bullets, knife and other deadly weapons and prevent delayed flights.

“The booths were removed because the passengers keep ignoring it, while more and more passengers are being caught for bringing in banned items,” said a MIAA public information officer.

COTABATO CITY—Officials and employees have painted a grim scenario of massive displacement and tugs-of-war of workers and teachers for positions in a smaller Bangsamoro bureaucracy, when the Autonomous Region in Muslim Mindanao is abolished.

The Senate version of the Bangsamoro Basic Law would inevitably displace workers and teachers in the ARMM from their current employment or mid-level positions, officials said.

ARMM human resource managers (HRMs) said a separation package amounting to 300 percent of all affected employees’ basic salaries was also reduced to only 200 percent in an amendment introduced by Iloilo Senator Franklin Drilon, an ally of former President Benigno C. Aquno III. Anak Mindanao Party-List Representative Makmod Mending Jr. told the Manila Standard that he had originally proposed a 300 percent separation package for permanent ARMM

employees, separated from government service because of the BBL. Worse off, practically only one position would be available for two or more displaced employees or teachers when agencies are merged, said Engineer Avila Abubakar, the HRM of the Office of Regional Governor Mujiv Hataman.

For instance, Abubakar said, the Department of Education and the Commission on Higher Education are merged under BBL education provision, and so only one set of plantilla positions would exist for both agencies that used to have separate sets of staffing patterns and employees.

Abubakar said the merger of agencies into single entities would leave only one set of positions up for grabs for three or more contending applicants in an Autonomous Region for Bangsamoro.

Drilon had said the separation package and the size of bureaucracy should be reduced, considering constraints in government financial resources.

THE House of Representatives has supported a bill allowing an employee in the private sector to work from an alternative workplace with the use of telecommunication or computer technologies through a flexible work arrangement.

House Bill 7401, with Parañaque City Rep. Gus Tambunting, as one of the authors of the bill, was approved on final reading by an overwhelming 239 votes among lawmakers.

The bill seeks “to protect the rights of workers and promote their welfare, especially in the light of technological development that has opened up new and alternative avenues for employees to carry out their work such as telecommuting and other flexible work arrangements.”

Under the bill, an employer in the private sector may offer a telecommuting program to its employees on a voluntary basis, and upon such terms and conditions as they may mutually agree upon.

The said terms and conditions shall not be less than the minimum labor standards set by law, and shall include compensable work hours, minimum number of work hours, overtime, rest days, and entitlement to leave benefits.

The bill also provides that the employer, in all cases, shall provide the telecommuting employees with relevant written information in order to adequately apprise the individual of the terms and conditions of the telecommuting program, and the responsibilities of the employee.

“The employer to ensure the telecommuting employees are given the same treatment as that of comparable employees working at the employer’s premises,” the bill states.

The proposal also said telecommuting employees shall receive a rate of pay, including overtime and night shift differential, and other similar monetary benefits not lower than those provided in applicable laws, and collective bargaining agreements.

They shall also have the right to rest periods by regulating the operation of their Internet servers after normal working hours as well as during weekends, regular holidays and special non-working days.

Moreover, the employees shall have the same or equivalent workload and performance standards as those comparable workers at the employer’s premises.

They shall have the same access to training and career development opportunities as those of workers at the employer’s premises and be subject to the same appraisal policies covering these workers.

The bill mandates the secretary of Labor and Employment, in consultation with the National Tripartite Industrial Peace Council and relevant stakeholders to issue the appropriate implementing rules and regulations of the proposed Act within 60 days from its effectivity.

JAPAN ‘INCLINED’ TO GIVE PH NAVY MORE PATROL PLANES THE Japan Maritime Self-Defense Force is inclined to give the Philippine Navy more Beechcraft King Air TC-90 patrol aircraft, Navy flag officer-in-command, Vice Admiral Robert Empedrad said.

“During my last visit to Japan, the head of the JMSDF said he is inclined to give the PN more of the aircraft (TC-90) they earlier gave us,” Empedrad said in Filipino in an interview with the military-run DWDD radio on Wednesday.

The JMSDF has earlier given the Navy five TC-90 patrol aircraft, three of which have been activated while the other two are being equipped and painted for Philippine service.

The TC-90 was offered by Japan shortly after the Agreement Concerning the Transfer of Defense Equipment and Technology was finalized on Feb. 29, 2016.

The TC-90 has a range of more than 1,000 nautical miles and a cruising speed of 226 knots, and is capable of carrying eight passengers, along with the pilots.

These additional TC-90s are expected to boost the Navy’s capability in intelligence surveillance reconnaissance, humanitarian assistance and disaster relief, and maritime air surveillance, Empedrad said. PNA

CHOLO’S PASSION TO TEACH KIDS SETS HIM APART A COMBINATION of vocal authority and persuasive speaking is making basketball coach Cholo Villanueva a rising star in his own right. With his involvement in various school programs and his long track record as professional coach, small surprise he was picked to steer the Makati Skyscrapers in the ongoing Manny Pacquiao-backed Maharlika Pilipinas Basketball League.

But while his ability to coach professional players is making a name for himself, it is his passion to guide aspiring youngsters that has given him that extra edge among the young coaches in the thriving Philippine basketball community.

Cholo Camp, the basketball clinic he put up in 2014 catering to boys and girls ages 4-18, concluded its summer program this year at Colegio San Agustin’s state-of-the-art basketball gym last May 27.

“I wanted to give back something to my high school alma mater Colegio San Agustin. Building a grassroots basketball program and developing kids with passion for the sport would pave the way for future college or professional prospects,” said Cholo, a former De La Salle Green Archers who was named coFinals UAAP MVP in 2007.

Cholo Camp’s latest summer programs featured Shooting and Ball Handling and Attack. Skills training camp in Makati and Nuvali begins in July.

Entertainment writer and recording artist Yugel Losorata, whose nine-year old son Ryde joined this year’s summer camp, noted: “My kid improved a lot in various facets of his playing. For one, exposing him to a shooting program really helped in developing that particular skill of his. It’s a big bonus that Cholo’s voice possesses that authority and calmness that the children need in following instructions and absorbing the takeaways.”

The Camp now has an average of 150 players per program; it runs five programs annually—three during the schoolyear and two in summer. It is present in Colegio San Agustin-Makati, Colegio San Agustin—Bulacan, De La Salle University Integrated School, and Beacon International School. Around 15 to 18 coaches exposed to intensive training themselves handle each program.

Villanueva, who also played in the PBA, sees the point in lending his nickname to establishing a brand. He explained, “I like to think that putting my actual name on the label keeps me on my toes. I mean, this is my personal mark. The whole program is reflective of me.”

He added, “Cholo Camp is a way for me to contribute to the basketball community. Aside from teaching basketball and sports values to kids, it also employs coaches and referees who share the same enthusiasm about basketball and teaching.”

HOW TO BE A DAD WHEN YOU’RE A MOM

IT’S Father’s Day today, and over the past few years it has become fashionable on social media and elsewhere to greet not only fathers, but also single mothers who raise their children on their own.

It’s a fitting tribute, I believe, but we must also remember that these greetings exist because we’ve been conditioned to believe that fathers do certain things on one hand, and mothers do certain things on the other.

Traditional roles of the father include providing the needs of the family and acting as the pillar of the house. He is the source of vision, strength, courage, stability.

Meanwhile, mothers care for and nurture the family. She keeps good house, makes sure everybody is fed and clothed well, and provides wise and loving counsel to the children.

Last month as we celebrated Mother’s Day, we extolled our mom and mom figures for all the loving, caring, nurturing things. This time around, it’s the fathers that get all of the tribute—and along with them, the mothers who perform the job, not necessarily of fathers, but of both parents.

Meanwhile, peace process adviser Secretary Jesus Dureza said the postponement will allow the government to engage a “bigger peace table” to include the public and other sectors in government.

Sison said this explanation was “bullsh*t,” while a leftist lawmaker said that saboteurs were throwing the peace talks off track.

You can’t—but you can always be a good parent.

Indeed in this day and age, anybody, whether it’s a father or a mother, can: 1. Earn a living to support the children, cover their basic needs and occasional wants.

2. Serve as a source of strength during trying times and an inspiration to do their best in whatever they do.

Either parent can be both a pillar (haligi) and a light (ilaw) of the home.

3. Show their daughters how they should relate to their current or future boyfriends or husbands—as equals partners, with their individual and distinct preferences. They are not some property to be owned, or hired help to wait on them. They should not be submissive and entirely dependent on the men in their lives.

4. Show their sons how they should relate to their girlfriends or wives (refer to 3).

5. Lead, by example, on how it is to be kind and honest in big and little things alike.

6. Remind children that nothing is beneath them. Children are impressionable, and the pressures of social media may lead them to think they have to keep up appearances.

They may be excelling in school or in their extra-curricular activities, and may have achieved many things at a young age. These, however, do not exempt them from performing household chores, assisting brothers and sisters who need them, or even taking public transportation.

7. Remind children that nothing is beyond them. After ensuring that they are grounded and humble, parents should also give their

It’s heartening that the talks are even resuming despite these prior events. Who does not want peace, after all?

After all these years, the issue is no longer whether there must be negotiations in the first place.

The tricky part is the how, and it is this effective method that has eluded the country.

We’ve wished long and hard for this insurgency to end.

We hope those involved in the talks would zero in on how to do things differently. If they use the same approach and fall into the same traps all over again, peace will continue to be a far-fetched dream rather than a reality we can see in our lifetime.

BLAZE GUTS TOP GLASGOW ART SCHOOL—AGAIN GLASGOW—Fire devastated one of the world’s top art schools once again on Saturday, destroying four years of restoration work after a previous blaze ripped through the historic Glasgow School of Art. The famed Mackintosh Building in Scotland’s biggest city has been “extensively damaged”, fire chiefs said.

A restoration project, set to cost between £20 million and £35 million ($26.5 million and $46.5 million; 23 and 40 million euros), had been returning the world-renowned institution to its former glory following a fire in 2014.

But much of that work has been wrecked, firefighters confirmed, after rushing to tackle the inferno which broke out at around 11:20 pm (2220 GMT) on Friday.

No casualties were reported.

“This is a devastating loss for Glasgow,” deputy assistant chief fire officer Peter Heath told a press conference.

He said firefighters who had battled to save the building four years ago were distraught to be back at the scene after it went up in flames again.

“The fire has had a good grip of this building and it’s extensively damaged it, but the emotional attachment -- there is a sense of loss not just amongst the firefighters, but I am sure the citizens of Glasgow.” AFP

ENVOY IN YEMEN FOR EMERGENCY TALKS ON HODEIDA SANAA, Yemen—The United Nations envoy for Yemen arrived in the rebelheld capital Sanaa on Saturday for talks on the key aid port of Hodeida where rebel fighters are battling a regional coalition.

Martin Griffiths is expected to propose to rebel leaders that they cede control of the Red Sea port to an UNsupervised committee to avoid further fighting with advancing government troops which are backed by Saudi Arabia and the United Arab Emirates.

He did not speak to reporters upon arriving at Sanaa international airport.

More than 70 percent of Yemeni imports pass through Hodeida’s docks and the fighting has raised UN fears of humanitarian catastrophe in a country already teetering on the brink of famine.

The Yemeni government and its allies launched their offensive on Wednesday.

Ar least 139 combatants have already been killed, according to medical and military sources.

The rebels have controlled the Hodeida region with its population of some 600,000 people since 2014.

ASHINGTON — Donald Trump threatened Japan’s Prime Minister Shinzo Abe he would ship 25 million Mexicans to his country, one of a series of bizarre missives that jarred fellow leaders at last week’s acrimonious G7 meet, according to a report on Friday.

The Group of Seven summit gathering of top industrialized democracies finished in disarray after the US president abruptly rejected its consensus statement and bitterly attacked Canada’s Prime Minister Justin Trudeau.

Behind the scenes, Trump’s counterparts were dismayed by verbal jabs on topics ranging from trade to terrorism and migration, The Wall Street Journal said, quoting European officials who were present.

At one point he described migration as a big problem for Europe then said to Abe: “Shinzo, you don’t have this problem, but I can send you 25 million Mexicans and you’ll be out of office very soon,” creating a sense of irritation in the room, according to an EU official.

The source added that when the topic turned to Iran and terrorism, Trump took aim at French President Emmanuel Macron, saying: “You

must know about this, Emmanuel, because all the terrorists are in Paris.”

European Commission President Jean-Claude Juncker also came under fire and was repeatedly described by Trump as a “brutal killer” about the bloc’s antitrust and tax fines against US tech companies that have run into billions of dollars.

Meanwhile, Japanese Prime Minister Shinzo Abe on Saturday called on North Korean leader Kim Jong Un to jointly overcome their mutual distrust, as he confirmed ongoing efforts to arrange a Japan-North Korea summit.

In a television interview, Abe said his government has contacted the North Korean side “through various channels” in a bid to arrange a meeting with Kim. During historic talks with US President Donald Trump in Singapore on Tuesday, Kim reportedly said he was open to a meeting with Abe. Japan wants the talks to push the emotive issue of citizens abducted by the North decades ago, which has seen little movement despite a whirlwind of international diplomacy in recent months.

“I want to take a step forward and resolve the (abduction) issue after each of us breaks our mutual distrust,” Abe said.

“I have a strong sense of mission to resolve the issue under my own responsibility,” he added.

Abe has already said publicly that he would be willing to meet Kim to resolve the abduction issue.

Japanese Foreign Minister Taro Kono is considering talks with his North Korean counterpart on the

sidelines of a meeting of ASEAN envoys in Singapore starting in late July, the Yomiuri Shimbun reported.

During the interview, Abe expressed a readiness to finance denuclearization costs in North Korea.

In the joint statement following Tuesday’s talks with Trump, Kim agreed to the “complete denuclearization of the Korean Peninsula.”

“It is natural for Japan and other countries which would benefit from easing fears of nuclear weapons to bear the costs,” Abe said.

But Abe warned that Tokyo has no plan to give financial aid to Pyongyang without a resolution of the abduction issue.

The issue of Japanese citizens who were abducted in the 1970s and 1980s to help Pyongyang train its spies has long soured already strained relations between Tokyo and Pyongyang.

The Japanese government has officially listed 17 people as abductees, but suspects dozens more were snatched.

And the president signaled the drama could drag on.

After Trump initially seemed to say he was not keen on a Republican compromise bill that includes a fix to the separation issue as well as DACA protections for young migrants who arrived illegally as children, the White House walked back his remarks.

According to a Department of Homeland Security spokesman, between April 19 and May 31, 1,995 children were separated from 1,940 adults who were being held by US border patrol.

Amid an outcry over the detentions, the DHS official insisted the minors were held in decent conditions.

“We have some of the highest detention standards in the world for children,” he said.

Some 1,500 boys are being held in a former Walmart supermarket in Texas, and the government is erecting tent structures near the border to house the increasing number of migrant children, including unaccompanied minors, in custody.

With the crackdown in full swing, the detained par-

ents are “in jail settings,” the official said, awaiting adjudication and possible prosecution for crossing the border. The process can take several weeks.

“This administration has made it clear that we are not going to ignore the law any longer,” the official said.

Meanwhile, congressional Republicans have struggled to craft a viable immigration plan.

The Republican-led House of Representatives may vote next week on two immigration measures -- a hardline bill drafted by House Judiciary chairman Bob Goodlatte, and a compromise measure that limits legal immigration while also ending the family separations.

“I’m looking at both of them,” Trump told Fox News.

“I certainly wouldn’t sign the more moderate one.”

Trump’s opposition would deal a body blow to efforts to tamp down the border crisis, which has raised alarm among evangelical leaders who backed Trump’s campaign.

“The administration shows no sign of backing down from its policy of separating children from their parents despite powerful new condemnation from faith leaders,” Tom Jawetz, vice president for immigration policy at progressive group Center for American Progress, told AFP. Hours after Trump’s comments, the White House issued a statement saying the president had misspoken.

MUNTI MARKS WORLD BLOOD DONOR DAY THE Philippines joined the international community in celebrating the World Blood Donor Day with the theme, “Be There for Someone Else.

Give Blood. Share Life,” last Thursday at the Muntinlupa Sports Complex in Tunasan.

A program was held at the complex following a motorcade and a mobile blood donation activity.

The Department of Health announced that it has finally realized its goal of collecting one million blood units from the total population after the enactment of National Blood Services Act two decades ago.

Health Secretary Francisco Duque III emphasized in his message, delivered by DoH-NCR Regional Director Dr. Corazon Flores: “The Department of Health continues to promote the regular, year-round blood donation to save lives. We are immensely grateful to the blood donors for their voluntary and sincere effort to be of help to those in need.”

Other officials attending the program include Muntinlupa Mayor Jaime Fresnedi, Rep. Ruffy Biazon, Philippines Blood Coordinating Council president Dr. Gary Ong, Philippine Red Cross secretary general Atty. Oscar Palabyab, Blood Galloners Club president Col. Joel Torregoza, among others.

This year’s celebration was hosted by the City Government of Muntinlupa as a model local government on voluntary blood donation in the country.

Muntinlupa was among pioneering LGUs that championed voluntary blood donation. It started the implementation of its National Voluntary Blood Services Program in November 1998 and has established its Muntinlupa Blood Council on 2001.

The city’s blood services program was recognized by the DoH and given the Jose Rizal Award on 2015 and 2017, the agency’s highest citation in the Dugong Bayani Awards, and the Andres Bonifacio Award on 2016 and 2017.

Fresnedi vowed to continue his support in the implementation of NVBSP and encouraged residents to participate in mobile blood donation activities in the city. Fresnedi is a “blood galloner” and a National Sandugo Hall of Fame Awardee for Outstanding Local Chief Executive.

The World Blood Donor Day was organized by the Department of Health in partnership with the World Health Organization, Philippine Red Cross, Philippine Blood Coordinating Council, Dugong Pinoy Association Inc., Blood Galloners Club, Muntinlupa Blood Council, and Muntinlupa LGU.

Violent extremism, he said, is a diverse phenomenon and it is neither new nor exclusive to any region, nationality, or system of beliefs, that even up to now there is no clear defi-

He said the US and Australia have offered their definition on “violent extremism as a belief or action of the people to encourage, condone, justify or support the commission of a violent act to achieve political, ideological, religious and economic goals.”

He told the barangay captains that “all terrorists are extremists, but not all extremists are terrorists” citing lessons learned over the recent Marawi City siege.

He presented the photos through his slide presentation of the Maute brothers who invaded Marawi City last May 23, 2017 describing the brood as belonging to a rich family.

“No one ever thought that the brood are terrorists because they are rich and some of their family members have studied abroad,” he said.

To the surprise of the crowd, Macario’s revelation said they were able to retrieve passports of the Maute brothers which traced to an address that was from Tanza, Cavite.

The passport sported a different name as a religious leader of the Muslim faith-based group and a “balikIslam” (converted to Islam) and was one among those killed in the skirmish between the enemies of the state and the government troops.

He also cautioned the barangay leaders on the indoctrination and teachings in schools as prone sites for teach-ins by the extremist groups and even in places of worship.

“Radicalization also happens in our public schools and state universities,” he confirmed as he urged barangay captains to also monitor what is being talked around in their respective communities by going around, familiarizing with community members, and knowing their constituents’ activities.

He encouraged barangay leaders to always be vigilant as even the ISIS and radicals made use of the social media by recruiting netizens to join their cause by offering huge money and the promise of good life. PNA

P6.8-M ‘SHABU’ SEIZED FROM LADY TEACHER, 3 OTHERS IN MAGUINDANAO DATU ODIN SINSUAT, Maguindanao—A team of anti-narcotics operatives, police and military personnel arrested on Friday a Maguindanao lady public school teacher and three other cohorts during a drug buy-bust operation, an official of the Philippine Drug Enforcement Agency-Autonomous Region in Muslim Mindanao said.

PDEA-ARMM Director Juvenal Azurin identified the suspect as Salama Diwa Talib, a teacher of Datu Unsay Elementary School in Maguindanao.

The operation involved a PDEA poseurbuyer, who had negotiated with Talib’s group to acquire some 50 grams of “shabu” worth P300,000.

At past 5 pm, PDEA operatives, backed by elements of the Army’s 19th Infantry Battalion and Maguindanao Provincial Police Drug Enforcement Unit, pounced on Talib after she handed over the stuff and received the supposed P300,000 cash from the PDEA poseur-buyer.

“We placed an original P1,000 bill on top of photocopied cut paper money inside a paper bag to make it appear it was real money,” Azurin said.

Authorities recovered a big plastic packet of “shabu” weighing 50 grams with a street value of P340,000, as well as 19 other sachets of the prohibited substance worth P6.46 million. PNA

BAYOMBONG, Nueva Vizcaya—The provincial government recently opened the P500,000 Organic Farmers Trading Center along the national highway here to boost production and promotion of organic products.

Alexander Domingo, provincial agriculturist, said the OFTC, located along the national highway here will serve as one-stop-shop among consumers patronizing organically-produced vegetables, fruits, poultry and pork.

“This project will serve as the major drop point for organically-produced vegetables, fruits and meat. In this way, the products of farmers will be further promoted and can be easily accessed by buyers,” he said.

The OFTC will be managed by the Vizcaya Fresh Organic Advocates Inc., a group of organic farmers supported by Japan’s Global Links Management Institute, the Philippine Rural Reconstruction Movement, and other farmer and environment-based organizations.

Domingo said farmers practicing organic farming in the province are now gaining success and promotion with the exposure of their products and model farms through the monthly conduct of Farmers Market Day in various municipalities supported by the local government units and other trade fairs organized by the Department of Trade and Industry and the provincial government.

In May 2012, the Japanese government donated P21.3 million to boost the production of organic products in the province by more than 100 farmers in barangays Pingkian and Tidang in Kayapa town, barangays Bacneng and Sinapaoan in Sta. Fe town, Macalong and Antutot in Kasibu town and barangays Canabay and Carolotan in Dupax del Sur town.

The fund will also be used in establishing new marketing channels other than middlemen; production of high profit vegetables and fruits using sustainable farming technologies; capacity building and knowledge development of producers in marketing of organic and reduced-chemical produce; involvement of local governments and partners in consolidation of the production environment; and dissemination of techniques and knowledge to other producers in the area.

The fund is part of Japan’s financial assistance through Japanese NGOs in the Philippines amounting to P204 million as of April 2012.

The fund was released under the Livelihood Improvement Project for upland farmers by the Ministry of Foreign Affairs through grant assistance for Japanese NGO projects.

BATAAN TOWNS FLOODED DUE TO HEAVY RAINS HERMOSA, Bataan—Intermittent light to heavy rains triggered by the southwest monsoon or “habagat” since Saturday last week have caused two- to six-feet flash floods in at least 12 barangays in three towns in Bataan province.

Of the flooded villages, the hardest hit was reportedly Barangay Almacen in Hermosa town as the Almacen River overflowed, immersing the village in up to six feet of floodwaters, and where bancas charging each passenger P20 were the only means of transportation going in and out of the village.

Alejandria Santiago, 86, lives in a concrete house near the river. She said there has been flooding in her village for more than 70 years now. “Ever since I was a kid, floods occur every rainy season,” she said.

“We do not evacuate. We just stay home.”

Liezel Limpiada, Almacen barangay secretary, said they have been experiencing rains since Friday last week and that the village began to be inundated in the afternoon of Friday, June 15.

Limpiada said at least 1,500 families in the village are affected but they prefer to stay home.

“The barangay officials are strictly monitoring and checking the level of floods so that we can inform the residents if there is a need for them to evacuate,” she said.

“It is the order of village chair Emeterio Villafania for everyone to take extra caution.”

Hadji Galura, a resident, said floodwaters in Almacen rose on Saturday morning. “The flood reached beyond the people’s height. The only mode of transportation is banca,” he said.

Floodwaters in Almacen swept through the neighboring villages of Daungan and Pulo.

HONOR YOUR FATHER

FROM WHERE I STAND ERIC JURADO FATHER’S Day reminds me of the fourth of the Ten Commandments, which reads: “Honor your father and your mother.”

This commandment is so important that it is one of the only commandments in the entire Bible that gives a reason for observing it: “That you may have a long life in the land that the Lord your God is giving you.”

Many people read that part of the Fourth Commandment as a reward.

But while it may be regarded as a reward, the fact remains that it is a reason: If you build a society in which children honor their parents, your society will long survive. And the corollary is: A society in which children do not honor their parents is doomed to self-destruction.

In our time, this connection between honoring parents and maintaining civilization is not widely recognized. On the contrary, many of the best-educated parents do not believe that their children need to

show them honor, since “honoring” implies an authority figure, and that is a status many modern parents reject. In addition, many parents seek to be loved, not honored, by their children. Yet, neither the Ten Commandments nor the Bible elsewhere commands us to love our parents. This is particularly striking given that the Bible commands us to love our neighbor, to love God, and to love the stranger.

The Bible understands that there will always be individuals who, for whatever reason, do not love a parent. Therefore, it does not demand what may be psychologically or emotionally impossible. But it does demand that we show honor to our parents. And it makes this demand only with regard to parents. There is no one else the Bible commands us to honor.

So, then, why is honoring parents so important? Why does the Ten Commandments believe that society could not survive if this commandment were widely violated? One reason is that we,

as children, need it. Parents may want to be honored—and they should want to be—but children need to honor parents. A father and a mother who are not honored are essentially adult peers of their children. They are not parents. No generation knows better than ours about the terrible consequences of growing up without a father.

Numerous studies have shown that fatherless boys are more at risk to grow up and commit violent crime, mistreat women, and act out against society in every other way. Girls who do not have a father to honor—and, hopefully, to love as well—are more at risk to seek the wrong men and to be promiscuous at an early age.

Second, honoring parents is how nearly all of us come to recognize that there is a moral authority above us to whom we are morally accountable. And without this, we cannot create or maintain a moral society. Of course, for the Ten Commandments, the ultimate moral authority is God, who is therefore higher than even our

parents. But it is very difficult to come to honor God without having had a parent, especially a father, to honor. Sigmund Freud, the father of psychiatry and an atheist, theorized that one’s attitude toward one’s father largely shaped one’s attitude toward God. There is one more reason why honoring parents is fundamental to a good society. Honoring parents is the best antidote to totalitarianism.

One of the first things totalitarian movements seek to do is to break the child-parent bond. The child’s allegiance is shifted from parents to the state. Even in democratic societies, the larger the state becomes, the more it usurps the parental role.

Finally, there are many ways to honor parents. The general rule is this: They get special treatment.

Parents are unique; so they must be treated in a unique way. You don’t talk to them in quite the same way you do anyone else. For example, you might use expletives when speaking to a friend; but you don’t with a parent. You don’t call them by their first name. And when you leave their home and make your own, you maintain contact with them. Having no contact with parents is the opposite of honoring them.

And, yes, we all recognize that some parents have behaved so cruelly—and I mean cruelly, not annoyingly—that one finds it morally impossible to honor them. There are such cases. But they are rare.

And remember this, if your children see you honor your parents, no matter how difficult it may sometimes be, the chances are far greater that they will honor you. eric.jurado@gmail.com

They can do anything, indeed, if they dream big and are gritty enough to follow through their ambitions with the commensurate hard work and persistence.

8. Protect them from harm, but allow them to make their own mistakes. It’s natural for fathers and mothers to obsess that no harm—physical or otherwise— comes to their kids. We can give advice, provide directions, nag them to death, but in the end one can only do so much. At some point we have to trust in the way we brought them up and that they can make sound decisions for themselves. And if they don’t—these are good, too, because setbacks, failures and heartaches will teach them better than any how-to list can.

So how does one become a good father when one is a mother? You can’t because you are a woman. The good news is that it does not really matter— you just have to do your best in being a parent.

What are our political conversations and how are these conversations stirred by the information available?”

HOLY RAP! ‘FUNKY’ JAPAN MONK GETS GRANNIES IN A SPIN KAGAMIMACHI, Japan—At a remote temple in Japan cradled by a croissant-shaped mountain range, Akinobu Tatsumi leads a rare double life—as a Buddhist monk who preaches about DJ-ing.

The amateur enthusiast has been dabbling in hip hop since he was a teenager and makes clandestine recordings of his own ambient music while his temple, located in deepest Kyushu, western Japan, sleeps.

After keeping his nocturnal hobby a secret from fellow priests for years, the 38-year-old Tatsumi now gives record-spinning tips to his ageing temple-goers.

“It’s true a monk does usually deliver a regular sermon,” Tatsumi told AFP at Syousanji temple.

“When I first began playing the grannies music and showing them how to scratch, they did look a little bemused. Around here people call me the funky monk,” the wannabe DJ added in an interview after chanting a sutra.

Tatsumi isn’t your typical Buddhist monk. He has long hair, tied in a ponytail, and fancies himself as a human beatbox—a genre also steeped in hip hop culture.

I didn’t tell other priests about my music but also hid the fact I was a priest from bars and clubs.

“I was influenced by hip hop—I started listening to Run-DMC and Public Enemy,” said Tatsumi, nimbly sidestepping the issue of rap music’s explicit lyrics.

“I got into beatboxing in that way. I used to practice on the edge of a cliff, where there was a lovely echo.”

Tatsumi’s digression from Buddhist writings to scratch sermons was fraught with risk—he also says he kept his monastic life hidden from night-time venues he played at.

“I didn’t tell other priests about my music but also hid the fact I was a priest from bars and clubs,” he said.

While the likes of Calvin Harris or the Chemical Brothers have little to fear from his recreational activities, Tatsumi’s love affair with music began very early—before he was even born, he claims.

“My mother used to hold a speaker to her tummy and play me classical music or 70s disco,” he said.

“Later when I discovered those records and played them, I felt I had heard them before, which was weird.”

Tatsumi takes care not to anger his fellow priests, using headphones when he mixes his music—which combines electro and dubstep with Buddhist chanting—to avoid getting into trouble.

Even when he was diagnosed with multiple sclerosis four years ago, Tatsumi persisted with his hobby, making music from his hospital bed.

“I used to use the beep-beep of the heart monitors to make club music,” said Tatsumi, who now walks with a cane.

The one-time skateboarding monk believes his illness has brought him closer to his fellow devotees.

“I suddenly felt a connection with the aged and temple-goers who were suffering from illness or injury,” he said.

SMALL electronic device invented by a Chinese pharmacist in 2001 is being viewed as the human race’s best hope to end smoking, while dividing healthcare professionals and disrupting the cigarette industry.

Around 500 healthcare experts, researchers, academicians, consumers, vaping advocates, parliamentarians and even tobacco executives from 60 countries gathered together under one roof in Warsaw, Poland to push for the regulation of electronic cigarettes, heat-not-burn devices and other low-risk non-combustible smokeless tobacco products that they say could save millions of smokers from premature death globally.

“Vaping is 95-percent less harmful than smoking,” Dr. Joe Kosterich, an Australian doctor, says during the 5th Global Forum on Nicotine held at Marriott Hotel in Warsaw on June 14 to 16. Vaping is an act of inhaling and exhaling the vapor produced by an e-cigarette—a battery-operated device which vaporizes a flavored liquid made of water, nicotine, propylene glycol, glycerol and flavorings.

Sarah Jakes, a UK-based consumer group representative, says vaping is equally pleasurable but less risky than the traditional burning of cigarettes. Unlike traditional cigarettes, vapes or e-cigarettes are heated and thus do not produce tar which is harmful.

While some scientists and experts support vaping as a harm reduction tool, the World Health Organization, along with health ministries and medical associations in many

countries refuse to endorse e-cigarettes.

Armando Peruga, who has two decades of experience in tobacco control, is quoted on the WHO website that “these devices have become popular over the last four or five years, so there are only a few studies on the health risks and we don’t know the long-term effects.”

In response, Kosterich says there is sufficient evidence to say that vaping is much safer than smoking. “If we wait 20 years to find out and do the epidemiological studies, a lot of people would have died unnecessarily. Do we need to have an absolute proof for something that is really quite obvious now…People will lose years of their lives, and people will die while we are waiting,” he says.

Gerry Stimson, a public health social scientist and an honorary professor at the London School of Hygiene and Tropical Medicine, says conventional medical treatments have a huge failure rating. “Nicotine replacement therapy for example has about 5 percent success rate or 95 percent failure rate,” he says.

David Sweanor, a law professor at University of Ottawa, says that without a better option, millions will have premature deaths because of smoking. “The WHO tells us that based on current trends and consumption, we can expect about a billion deaths this century as a direct result of inhalation of tobacco. Currently, there are over 7 million deaths annually or 21,000 people die each day. So the idea that some of us in wealthy countries have solved this problem is very far from the truth,” he says.

Sweanor says there are a billion smokers worldwide, while tobacco companies generate $800 billion in annual sales.

Dr. Colin Mendelsohn of the University of New South Wales in Australia says many of his patients who tried medication to quit smoking eventually failed. “E-cigarettes are illegal in Australia. That’s the problem. Nicotine is illegal to possess in Australia without a prescription. You can’t have nicotine for vaping to help you stop smoking, but you can buy cigarettes with nicotine everywhere which is much more harmful,” he says. Mendelsohn says it is the tar from smoking, and not the nicotine that is harmful to the body.

“In Australia, 19,000 people die from smoking every year...

We need every possible tool to help smokers to quit. The health effects are devastating,” he says.

e-cigarettes, and “55 countries have some sorts of regulation.” A survey by the International Network of Nicotine Consumer Organizations among its members listed Thailand as the worst country in the world to be a vaper, followed by Australia and India.

Meanwhile, the UK was listed as the most vaper-friendly, followed by Germany and France.

“The United Kingdom government has had the most remarkable change of heart on vaping. Four years ago it was trying to ban all e-cigarettes on the market. Today, the UK has three million vapers—and this is accelerating the decline in smoking among the British,” says Stimson, who represents the UK charity New Nicotine Alliance.

“In Japan, over the last two years, sales declined about 27 percent in tobacco volume.

That is an extraordinary change and was never seen anywhere else. Sweden, Norway, UK, Iceland—we’ve got lots of examples now where safer nicotine products are leading people away from smoking,” says Stimson.

Sweanor says Sweden has the lowest incidence of smoking at 5 percent. Iceland reduced smoking from 14 percent to 9 percent in three years. “In Korea, there was a double-digit decline in cigarette sales. In France, a million people stopped smoking. In the UK, there is a huge increase in vaping. We’ve got lots of evidence that this is happening,” he says.

Kosterich says the problem with Australian health authorities is that they do not mix with people who are like themselves. “They generally live in nice suburbs, they don’t mix with smokers, they don’t mix with people with different background.

They have no concept of these people, so they don’t know. They assume that their policies work because everybody that they talk to is like them,” he says.

Mendelsohn says smokers who keep smoking from the age of 35 will most likely die earlier.

“Every year they smoke, they shorten their lives by three months. There is some urgency because they are shortening their lives. The sooner the people quit, the better. If the standard treatments are not working, then they should be able to try other methods. But in Australia, they are banned effectively,” he says.

Amid the voluminous evidence against smoking, cigarette manufacturers have invested billions of dollars in research as a part of the transition to smoke-free products. Dr. Cristina Apetrei, manager of device projects at Philip Morris International, says the company is investing in new technologies that offer improvements in the e-cigarette category. “That will be our mission to transition the PMI portfolio towards that technology,” she says.

Manuel Peitsch, chief science officer at PMI, says the company invested $4.5 billion in

development and manufacturing of iQos heatnot-burn product and other platforms. “What attracted people in Japan to iQos is that it does not stink, it does not bother people around them, it does not produce ash and it is clean,” he says.

“Why did PMI do it? Where we are is because of the vision of some of our leaders. It has come to the point that you have to be extremely determined, you have to be patient and you have to follow through,” he says.

Christelle Haziza, clinical research and development manager at PMI, says a clinical study shows improvement in eight measures of the health of people who had used IQos for six months. She says the results imply that “switching to IQos is a better option than continue to smoke.”

Chris Proctor, chief scientific officer of British American Tobacco, says the tobacco industry invested around $10 billion over the past two to three years on next-generation products such as vapor products and tobacco heating products.

Ian Jones, reduced risk products science vice president at Japan Tobacco International, says the industry is changing. “We now have electrical engineers, mechanical engineers—things we have not seen in the past,” he says.

Cecilia Kindstrand-Isaksson of Swedish Match says the tobacco industry is quite committed to consumer safety. “We spend a number of years and spend a lot of money into investing in quality control,” she says.

While many countries have already allowed e-cigarettes, others remain cautious. Marewa Glover, a professor of Public Health at University of New Zealand who works to reduce smoking among Maori, says she and her colleagues had to convince the court in New Zealand about the benefits of e-cigarettes as a harm reduction tool.

“Luckily, the public understood, and the young people understood,” she says. She says while the court eventually ruled in favor of e-cigarettes, there are still some groups who lobby against it.

“The people who are against e-cigarettes, many in tobacco control, are lobbying for the law to be changed. We still have a battle ahead of us,” says Glover.

Sweanor says e-cigarettes will likely continue to proliferate. “E-cigarette came out of nowhere— something like what happened with disruptive technology,” he says. “Even regulation cannot stop it from happening.” Roderick T. dela Cruz

FA C E B O O K Philippines and the Overseas Workers Welfare Administration announced a partnership aimed at empowering overseas Filipino workers through digital literacy programs and small business training. Through different educational programs and workshops, the partnership will provide resources that can help OFWs gain knowledge on privacy and safety, critical thinking and empathy and spotting false news.

A one-hour digital literacy module will be provided for departing OFWs. Informational videos will also be played in OWWA offices and posted on their online platforms.

As part of the initiative, OFWs will have access to digital marketing workshops, which will be included in OWWA’s Entrepreneurship Development Training to help them start and grow businesses. “OFWs work very hard for their families and communities. We want to make sure that we support them in the best way possible: by letting them gain the skills they need to contribute to their communities online and offline,” said OWWA administrator Hans Leo Cacdac during the celebration of Migrant Workers Day on June 7.

“We are very excited to have Facebook on-board as we continue to uplift the quality of lives of our modern-day heroes—both through digital literacy and small business training,” said Cacdac.

To drive community-based impact, digital literacy programs will also be extended to OFW family circles nationwide. OFCs are communities of OFW families that aim to promote the overall s o c i o - e c o n o m i c we l f a re o f migrant workers through skills development. “OFWs use Facebook to connect with their friends and loved ones back home, while mak ing tremendous impac t worldwide,” said Clair Deevy, director of community affairs for Asia Pacific of Facebook. “ Together with OWWA, we want to help OFWs to have a positive and authentic experience online, and gain business skills that would help their families and communities,” said Deevy.

Beyond creating training and livelihood programs for OFWs and their families, Facebook will help OWWA better engage with their audience through social media training.

h ERE have been pet tales owners who By desiree carlos surrendered their dogs to the pound due to howling.

This is sad because the owners did not know, it appears, that pounds do not rehabilitate dogs or give them a better life. They are either euthanized (put to sleep) or die of illnesses of even hunger in pounds.

There are two kinds of pounds in the Philippines: 1. A kill pound where dogs are euthanized by means allowed in the implementing rules and regulations (iRR) of the Animal Welfare Act or put to sleep by lethal injection. The dogs are euthanized 3 to 5 days after their surrender or capture (depending on the local laws) if they are not claimed by their owners.

2. A no-kill pound where most times, food is scarce. Officials and/or staff of the pound will also tell you they have no funds (budget from the local government) for medical treatment when the dog gets sick or to hire staff to rehabilitate the dogs. Thus, dogs with behavioral problems like howling or aggression due to fear (most dogs become aggressive because they are afraid, they are just trying to defend themselves) will never likely be adopted if there are no personnel who will observe them, determine the reason for the behavior, and rehabilitate or retrain them. so if you think you are bringing your dog to a better place by surrendering the dog to a pound, you are wrong.

For two sundays, let us study why dogs howl and what we can do to stop the howling.

We always urge owners to never give up on their dogs and cats. if you love your dog or cat, you will never surrender your dog or cat, and will do everything to make sure your pet will never get hurt or live a miserable life. if you love anyone, you will never give up, right? if you can not commit to a lifetime of loving a pet, please, NEVER GET A DOG OR A CAT.

REASONS DOGS HOWL

in Why Do Dogs howl?, Melvin Peña listed five reasons in Dogster: 1. Dogs howl to call back other members of the pack. Your dog may be calling you back home if you have been away.

“Dogs who remain behind howl to provide the location of their base.

Dog howling acts as a vocal homing beacon or a kind of auditory lighthouse which guides other pack members back. Pet dogs howling can be a similar expression, particularly if you’ve been out of the house all day. Dogs howl to beckon their loved ones back home,” Pena says.

2. Dogs howl to mark their territory and as a defense mechanism.

Pena adds: “Of course, there are two sides to this coin. if your dog knows that you leave for extended periods of time, he may howl as an expression of separation anxiety. Dogs that don’t have toys or sufficient things to entertain them in your absence get sad, lonely and depressed.

The reason remains uncertain, since she never howled at the sound of other dogs howling. Perhaps the pitch of sirens awoke some otherwise-dormant genetic memory,” Pena shares.

Pena adds, “Much of our research confirms that dog howling occurs when certain sounds are perceived. The prompts and triggers can be anything: music on a stereo at a party, popular television theme songs, or the sound of musical instruments. People who enjoy dogs howling even seem to encourage their dogs by howling themselves! it would seem that one reason dogs howl is the experience of community or of bonding. Why do dogs howl at sirens? Why do dogs howl when you howl? Perhaps it’s to join in and be a part of the action.”

“Dog howling can be an expression of injury. People weep when they get hurt; dogs howl in similar situations. The vet will do the following (but again, ask your vet to show you how it is done first): - Position the tip of the ear cleaner bottle at the opening of the ear canal inside the ear flap.

- squeeze the bottle to “irrigate” the ear canal with fluid.

- Gently rub the base of the ear (thumb on one side, fingers on others) and very gently massage the ear for 60 seconds.

- Use gauze or cotton to clean out the dirt that will come out of the ear.

Globe has always supported education-related activities including the Digital Thumbprint Program (DTP) which promotes responsible digital citizenship; PRISM, which is aimed at advancing digital literacy of teachers; and Strategy Innovation, and Transformation (ShiftED), which assists the government and schools in developing globally-competitive students and teachers.

Time Please is also in line with Globe Telecom’s commitment to nine of the United Nations Sustainable Development Goals and appeals to the Filipinos’ strong culture of volunteerism rooted in the bayanihan spirit to collectively contribute to social development.

With the assistance of Future Maker iVolunteer Philippines, Globe has made it easier for everyone to create or look for volunteer opportunities by signing up at www.timeplease.ph and the volunteer portal of Gawad Kalinga through any device with Internet access. Groups comprised of two to four volunteers must be formed to join the activities. Additionally, companies without existing volunteer programs would be able to match their employees to various volunteering opportunities that suit them, while companies with existing volunteer programs may also register.

By joining this volunteer program and registering to the site, every group’s hours are counted while they gain the chance to win prizes from Globe.

Globe Telecom joins the Department of Education’s (DepEd) BrigadaEskwela 2018 with the theme, “Isang DepEd, Isang Pamayanan, Isang Bayanihan Para sa Handa at Ligtas na Paaralan,” as part of its effort to encourage more Filipinos to take on volunteer initiatives via Time Please, a collaboration between the telecom firm and The Walt Disney Company, Philippines.

Tapping into the selfless hearts of Filipinos, Globe aims to make volunteer activities, especially during the BrigadaEskwela season, accessible and fun to do with friends and family.

Through Time Please, non-government organizations, government agencies, private companies, the academe, and even individuals can easily connect with communities to continue spreading acts of kindness to those who are in need.

We hope that with the nationwide initiative like Time Please, we can engage more individuals, communities, and companies to actively contribute to nation-building by sharing their time, talent, and treasure like what we are doing for BrigadaEskwela,” said Yoly Crisanto, Globe Senior Vice President for Corporate Communications. Globe participates in BrigadaEskwela each year, with employee volunteers helping clean, paint, and repair classrooms, tables and chairs in time for the opening of classes.
