Wage hike in June seen

Bello upbeat on gov’t meet with workers By Macon Ramos-Araneta and Vito Barcelo

W

ORKERS can expect an increase in their salaries in June to cushion the impact of rising costs of goods and services, Labor Secretary Silvestre Bello III said Tuesday.

BUT WAGES ARE LOW. Militants stage a protest in front of Shell’s main office in Makati City on Tuesday, calling attention to what they call the ‘triple whammy’ the people are made to suffer—price hikes, low wages and continuing contractualization. They say that with the weekly oil price increases and the implementation of the Tax Reform For Acceleration and Inclusion Law, workers suffer the brunt in prices of basic commodities while wages have not flicked. Jobs portal to go with infra buildup By Vito Barcelo, Maricel V. Cruz and Macon Ramos-Araneta

THE Department of Public Works and Highways has launched a portal that will consolidate job opportunities under the government’s Build Build Build program, where at least 11,000 job openings have been posted. Public Works Secretary Mark Villar said the online jobs site aims to merge all employment opportunities from all concessionaires and construction companies involved in the government’s flagship infrastructure program. “The ‘Jobs, Jobs, Jobs’ Portal will serve as a job matching platform between potential employers and employees as the government moves to complement its “Build, Build, Build” infrastructure initiatives with more job opportunities for Filipinos,” Villar said. Lawmaker sues ex-lawmaker for theft Auditors on a roll, target lawyers of OGCC this time

By Maricel V. Cruz and Rio N. Araja

AKBAYAN Party-list Rep. Tom Villarin has filed a theft complaint against Labor Undersecretary Jacinto Paras before the Quezon City Prosecutor’s Office for allegedly stealing his iPhone X worth P74,000 in March. Paras has denied the allegation. In his complaint, Villarin said video footage would show Paras, a former congressman from Negros Oriental, snatched his phone during a congressional inquiry on March 20. On that day, Villarin said, his cellphone

was on top of his table when Paras approached him and placed his cellphone on top of it, then “picked up both cellular phones from the table and left De Venecia Hall and proceeded to Zulueta Hall on the second floor of the building.” A day after, the Legislative Security Bureau sent Villarin a memo to inform him that his phone was found. “One of the pictures in the memorandum clearly shows that respondent holding two cellular phones,” Villarin’s complaint read. At a press conference, a smiling Villarin said, “We should not let things like this pass.” Next page

Warriors odds-on bet vs Cavaliers

Curry

THE Golden State Warriors arranged a repeat NBA Finals’ showdown with the Cleveland Cavaliers following a 101-92 Game 7 victory over the Houston Rockets on Monday (Tuesday in Manila). Their best-of-seven playoff starts 9 am, June 1, Friday (Manila time) at the Oracle Arena in Oakland which is the homecourt of the defending champion Warriors. And if you are betting man, you may have to put your money on the Warriors winning against the Cavaliers. According to OddsShark, the Warriors’ title odds have jumped to -1100 (bet $1,100 to win $100), making them the overwhelming picks to repeat as champions. ESPN’s David Payne Purdum said the Cavaliers are the biggest NBA Finals underdogs since at least 2002. That the Cavaliers are underdogs is understandable as LeBron James and Co. were beaten by the Warriors in five games in last year’s Finals. Making matters worse is that the Cavs are without Kyrie Irving this time around. This season, the Cavs were also crushed by the Dubs in the only two times they met, 118-108 and 99-92. Another concern is the playing time of James, who is averaging 41.3 minutes per game in the postseason. The four-time MVP appeared burned out at times during finals and it will take another superhuman effort from him for Cleveland to pull off an upset in the NBA Finals. Moreover, the Cavs don’t have an answer to the Warriors’ Triple Threat of Stephen Curry, Kevin Durant and Klay Thompson in the finals. (Full story on A8)

“The instructions of the President were very clear, to address the issue of rising prices,” Bello said in Filipino. He said, however, that the wage hike might not be as high as the P750 sought by labor groups, because that could result in fewer jobs as employers might be unable to absorb the higher cost. Noting the urgency of the situation, Bello said the regional wage boards have been ordered to speed up discussions on the wage adjustments. He said representatives from the Department of Labor and Employment, Department of Finance, Department of Trade and Industry, National Economic and Development Authority, and Land Transportation and Franchising Regulatory Board will meet with labor groups on June 5 to tackle their demand for higher pay. He said demands for a higher national minimum wage must go through Congress. Next page

By Rio N. Araja and Rey E. Requejo THE Commission on Audit has called the attention of the Office of the Government Corporate Counsel for exceeding the 50-percent limit for an annual basic salary of a lawyer. In an audit report, CoA said OGCC violated its circular when it granted excessive allowances for its five lawyers. “Allowances received by the OGCC lawyers for legal services rendered to various client government corporations for 2017 exceeded the 50-percent limitation based on their annual basic salary amounting to P621,717.72, which is contrary to CoA Circular No. 85-25-E dated April 25, 1985,” the audit agency said. The OCGG, an attached agency of the Department of Justice, was headed by government corporate counsel Philip Jurado, who was sacked by President Rodrigo Duterte on Monday for issuing a legal opinion justifying the grant of a 75-year gaming franchise to a free port locator in Aurora province. The CoA identified the five lawyers—Elpidio Vega with an excess of P300,982, Medardo Devera, P96,322; Manuel Santos, P119,362; Efren Gonzales, P82,598, and Aniceto Calubaquib, P22,452. Next page

JUSTICE Secretary Menardo Guevarra on Tuesday gave his “vote of confidence” to Solicitor General Jose Calida and defended him from the allegations of conflict of interest as a result of the contract of his family’s security agency with the Justice department.

Guevarra said there was nothing irregular with his department’s contract with Calida’s Vigilant Investigative and Security Agency Inc., which became the basis of a complaint filed before the Office of the Ombudsman. “It’s a private security agency, not the OSG [Office of the Solicitor General] Next page
