However, Evasco said the NFA could only be abolished if there is enough rice produced in the country to feed the people. He also said Congress must pass a law to abolish the agency. In the same press briefing, Evasco criticized the NFA for causing panic with conflicting statements about a rice shortage that triggered the rise in the price of commercial rice. The Cabinet secretary said the council would only make recommendations about the fate of the NFA based on “hard evidence,” which means they would wait for the results of a special audit to be conduct- ALMOST GODFORSAKEN. Cabinet told to restart work on peace talks By Vito Barcelo PRESIDENT Rodrigo Duterte ordered his Cabinet Wednesday to work on the resumption of peace talks with communist rebels with clear instructions on the importance of forging a ceasefire agreement to stop mutual attacks and fighting while talks are underway. “Let’s give this another chance,” the President said. He also committed to provide support, if necessary, to replace the “revolution-
ary tax” that the rebels collect from companies in areas where they are active. Duterte said the “revolutionary tax” must be stopped. Earlier, Duterte expressed willingness to revive the stalled peace talks with communist rebels but called on the insurgents to stop committing atrocities. The President also said he wants the New People’s Army (NPA) to respect a bilateral truce and to stop collecting “revolutionary taxes.” In a speech in Mindoro during the in-
auguration of Lisap bridge, Duterte even offered to subsidize the peace talks and hinted at paying for the hotel accommodations of the rebels’ consultants. The President said he would be happy if the rebels would be true to their word. “If you really want it, you stop immediately. You and I, let’s have a ceasefire,” he said in Filipino. “Not one blast, even from a firecracker and I’d be happy.” He said he expected there to be obstructions along the way because their Next page

‘Rude Rody’ tags UN human rights chief empty-headed PRESIDENT Rodrigo Duterte has launched a foul-mouthed attack on the UN human rights chief, calling him “emptyheaded” in a row over international criticism of the deadly war on drugs. Zeid Ra’ad Al Hussein, the UN High Commissioner on Human Rights, last month said Duterte needed “psychiatric evaluation” and that his verbal attacks on a United Nations rapporteur who condemned his anti-drug crackdown could not go unanswered. “Hey son of a whore, you commission-
er, I need to go to a psychiatrist?” asked Duterte in a speech late Tuesday. “The psychiatrist told me: ‘You are okay, mayor. You are just fond of cursing,’” Duterte said, referring to his former title. Duterte added he had been advised to refrain from commenting on the remarks of Zeid, a Jordanian prince, but he wanted to “seek revenge.” “Look, you have a big head but it’s empty. There is no grey matter between your ears. It’s hollow. It’s empty. It can-
not even sustain a nutrient for your hair to grow because his hair here is gone,” Duterte said as he touched his head. Duterte, 73, has launched curse-laden tirades on world leaders, including former US President Barack Obama and Pope Francis, as well as critics of his anti-crime crackdown. Duterte won a presidential election in mid-2016 after promising to eradicate drugs in society within six months by killing tens of thousands of users and dealers. Next page
