THE torrential rain and thunderstorms brought about by the southwest monsoon caused traffic congestion in several areas of Metro Manila on Friday morning, leaving commuters stranded and vehicles caught in floods. Owing to the monsoon system and the influence of tropical storm “Shanshan”—which is still far from the Philippine Area of Responsibility—the weather bureau said in its 4 p.m. update Friday that more rain and flooding could be expected during the weekend. Quezon City Mayor Herbert Bautista blamed the various infrastructure projects for the floods on Friday. But he praised the weather bureau for its “accurate” weather forecast for Next page

IN a sharp departure from the practice of her predecessor, Speaker Gloria Macagpagal Arroyo on Friday vowed that no legislative districts would be starved for funds, even though their representatives belonged to the opposition. “There will be no zero budget for opposition lawmakers. All lawmakers will receive their congressional entitlements as a gesture of goodwill,” Arroyo said in Filipino. Even Arroyo’s critics will get a fair shore of budget entitlements in their
legislative districts next year, said Majority Leader and Camarines Sur Rep. Rolando Andaya Jr. As far as the Arroyo-led House is concerned, the days of economic bullying are over, he said. “The zero budget policy is over,” Andaya said. “Appropriations proposed by the Executive for projects and programs in a congressional district represented by a non-majority coalition member will not be drastically cut or reduced to zero.” During his term as a Speaker, Davao City Rep. Pantaleon Alvarez adopted Next page

HE administration will still push for the revival of the death penalty bill despite the Vatican’s opposition, the Palace said Friday.
“It is the priority of this administration to reimpose the capital punishment for serious drug-related offenses,” Presidential Spokesman Harry Roque said in a press briefing in Malaybalay City, Bukidnon. The bill, which already passed by the Congress as House Bill 4727 in March 2017, is now in the hands of the Senate. “The decision, because it was already passed, now lies with the Senate... We leave it to the Senate whatever decision they may have. The President would still
try gentle persuasion, but it is really a decision for the senators now,” said Roque. On Thursday, the Vatican said Pope Francis declared death penalty “inadmissible” in all circumstances. The Roman Catholic Church approved the revision opposing capital punishment as it attacks the dignity of human beings and the sanctity of human life. The Roman Catholic Church revised the Catechism of the Catholic Church’s, which is a book containing the beliefs of the Catholic faithful. The revised draft stated: “The Church teaches, in the light of the Gospel, that ‘the death penalty is inadmissible because it is an attack on the inviolability and dignity of the person,’ and she works with determination for its abolition worldwide.” The book also stated that the increasing effectiveness of detention systems, Next page

“The amount is nearly four times the P1 billion earmarked this year for the fuel subsidy program,” Atienza said. The fresh funding for the program is contained in the proposed P3.757-trillion General Appropriations Act for 2019 that Malacañang submitted to Congress, Atienza said. Next page
