Our entire Metro Manila office no longer has rice supply. The stocks that we have, have already been bought by the DSWD. We have no food security. —NFA North District Office manager Arnel Alfonso
THE Supreme Court on Tuesday rejected the appeal of Solicitor General Jose Calida to recall its resolution ordering him to submit all records and documents related to the Duterte administration’s war on illegal drugs. Court spokesman Theodore Te said the justices resolved to dismiss Calida’s motion for reconsideration during the start of their yearly summer session in Baguio City. “The Court denied the solicitor general’s motion for reconsideration of the Court’s order dated Dec. 5, 2017 and directed the respondents to comply with the said order by submitting the required reports within a period of 15 days from notice,’ Te said, in a media briefing.
In its resolution dated Dec. 5, 2017, the Court ordered the Office of the Solicitor General to submit within 60 days documents including the list of persons killed in legitimate police operations from July 1, 2016 to Nov. 30, 2017; list of deaths under investigation from July 1, 2016 to Nov. 30, 2017; list of Chinese and Filipino-Chinese drug lords who have been neutralized; list of drugs involved whether shabu, cocaine, marijuana, or opioids; comparative tables in index crimes, statistics of internal cleansing within the police force and drug watch lists in affected areas. HE recount of votes for the vice presidential race in the 2016 elections hit a snag Tuesday after several heads of revision committees resigned for unknown reasons.
T
This prompted former senator Ferdinand Marcos Jr. and Vice President Leni Robredo to express concern because this could delay the proceedings to resolve the election protest. Only a day after the recount started, four of the 40 head revisors assigned by the Supreme Court, acting as the Presidential Electoral Tribunal, resigned. A head revisor leads a three-member committee, composed of the head revisor himself and one representative each from the Robredo and Marcos camps. “We are surprised and concerned with the withdrawal of the four head revisors for no apparent reason. I hope this will not result in another round of delays, especially now that we have started to uncover clear signs of fraud,” Marcos said in a statement. “They are no ordinary revisors, having undergone rigid psychological test and meticulous screening by the PET. They must
have a compelling reason for backing out and I am one with the Filipino people in asking why,” he added. The former senator said the PET had already postponed the recount twice—from February to March and then from March to April—because of the difficulty in securing the required number of revisors. The PET had initially planned to constitute 50 revision committees but was only able to fill in 40 committees with their head revisors. Marcos earlier bewailed the slow pace at the start of the recount last Monday, believing that it could take more than three months to finish the revision of his three pilot provinces--Camarines Sur, Iloilo and Negros Oriental—with a total of 5,418 clustered precincts. The former senator expressed hopes the manual recount would speed up once the Next page process is streamlined.

NFA runs out of cheap rice, Palace allays fears of shortage
By Rey E. Requejo
THE National Food Authority said Tuesday its supply of cheap rice in Metro Manila has already been consumed, and that the country no longer enjoyed food security. “Actually, the whole of Metro Manila [no longer has cheap rice],” NFA North District Office manager Arnel Alfonso told the TV news program Balitanghali. “The stocks that are left have already been paid for by the Department of Social Welfare and Development. We have no food security,” he added in a mix of Filipino and English. Alfonso said the NFA’s importation of 250,000 metric tons or 5 million bags in September wasn’t enough. On a nationwide basis, he said, the supply of seven to eight days was far from the 15 days mandated for food security, he said. Alfonso added, however, that there was no shortage of rice, per se, but of inexpensive rice. “The supply is sufficient,” he said in Filipino. “There is no rice crisis, but maybe a price crisis.” Malacañang on Tuesday admitted that stock of cheap NFA rice is low but assured the public that the overall rice supply in Metro Manila is more than sufficient and that there was no Next page need to panic.
THE Supreme Court on Tuesday decided to conduct oral arguments on the quo warranto petition filed by Solicitor General Jose Calida seeking to nullify the appointment of Chief Justice Maria Lourdes Sereno. During its summer en banc session in Baguio City, the high court also required Sereno to attend the oral arguments at the Court Session Hall on April 10 to answer questions from her colleagues regarding her case. Sereno is on leave to prepare for her impeachment trial at the Senate. “The Petition for Quo Warranto will be heard on the oral arguments on Tuesday, April 10, 2018 at 2 p.m.,” Supreme Court spokesman Theodore Te told reporters. Solicitor General Jose Calida backed the high court’s decision. “There no better party to address the petition head-on than Sereno herself,” Calida said in his Twitter account. “Any other litigant will only unnecessarily add more issues to be resolved by the Supreme Court. ” Calida made his statement even as at least 20 civil society groups vowed to hold a vigil at the Supreme Court compound in Next page
