‘Bato’ to cops: Carry firearms when off-duty but hide them POLICE officers should carry guns and conceal them even when off-duty and in civilian clothes, Philippine National Police chief Ronald dela Rosa said Friday during an accounting of personnel at Camp Karingal in Quezon City. “When you’re in civilian [outfit], hide your guns properly. Don’t put them out when in civilian [clothes]. You will be admonished. I will scold you if your guns are displayed. Hide it well. That’s what we call concealed carry,” Dela Rosa said as he scolded the cops who didn’t bring their firearms with them. He said the guns should be hidden when, for instance, a hold-up was happening in front of them. “How will you react [without a gun]? If that’s a shootout, you’ll punch it out? If hold-uppers have guns, do you want a fistfight instead? Karate? Judo?” the PNP chief said. Concealed carrying of firearms would not violate any laws, Dela Rosa said. “They are policemen 24/7. They should just avoid displaying and pointing their guns [at people]— that’s a violation. But if they bring the guns as a concealed carry, it’s not [a violation],” he said. Next page

HE three government departments tasked to clean up the mess on Boracay Island in Aklan have recommended to President Rodrigo Duterte to close down the popular tourist destination for six months starting April 26, Environment Secretary Roy Cimatu said Friday.

PRESIDENT Rodrigo Duterte has ordered a crackdown on all colorum vehicles nationwide, including arresting their drivers and operators, after visiting the families of the victims of the ill-fated Dimple Star Transport bus accident in Occidental Mindoro on Friday. “Beginning tomorrow, all drivers will be arrested. I told the police, the highway patrol to find the operators and jail them also,” Duterte said at the 16th founding anniversary of the lumad group Supreme Tribal Council for Peace and Development. The President also threatened to shoot or kill the drivers and operators who will resist arrest, and to impound their non-registered vehicles. “If you resist arrest and the lives of the police were in danger, my order to them was to kill you,” Duterte added.

He also ordered the regional directors of the Department of Environment and Natural Resources to make an inventory of emerging tourism sites in their areas of jurisdictions and formulate management plans to avoid the problems in Boracay brought about by overcrowding, unregulated growth and inadequate sanitary facilities. “We want to make sure that the problem in Boracay will not be repeated. IBP seeks quo warranto plea dismissal By Rey E. Requejo THE Integrated Bar of the Philippines on Friday asked the Supreme Court to allow it to intervene and seek the dismissal of the quo warranto petition filed against Chief Justice Maria Lourdes Sereno for being “fatally flawed.” In a petition for intervention, the IBP’s board of governors asked the high court to allow it to formally oppose the quo warranto petition that assails the validity of Sereno’s appointment in 2012.
