Experts: Sereno ouster via quo warranto valid By Rey E. Requejo

HIEF Justice Ma. Lourdes Sereno may be removed from her post by her colleagues in the Supreme Court through the quo warranto petition filed by the Office of the Solicitor General, law experts say.

Contrary to Sereno’s argument, the law experts believed that the Court may also acquire jurisdiction

over the case to settle the justiciable issue of whether or not the chief justice post is covered by quo warranto proceedings in the Rules of Court despite it being an impeachable position under the Constitution. Law professors Tranquil Salvador and Butch Jamon, experts in remedial and political law, respectively, believed that the OSG was correct in filing the case before the Supreme Court despite the ongoing impeachment proceedings against Sereno before Congress. Six senators run to Sara for 2019 reelection bid SIX senators seeking reelection next year are discussing a partnership with the regional political party “Hugpong ng Pagbabago” led by Davao City Mayor Sara Duterte-Carpio, Senator JV Ejercito said late Wednesday. Ejercito said he and reelectionists Grace Poe, Nancy Binay, Cynthia Villar, Sonny Angara and Bam Aquino were displeased with Senate President Aquilino “Koko” Pimentel III’s “noncommittal” stance toward including them in the 2019 senatorial slate of the ruling party PDP-Laban. Ejercito said President Rodrigo Duterte’s daughter is open to supporting the reelectionists, who will be known collectively as “The Force.” House Speaker Pantaleon Alvarez, the PDP-Laban secretary-general, reportedly wants to exclude the six senators from the administration party’s lineup next year, and Ejercito said Pimentel was vague about it. PH, China cautious on joint oil exploration talks CHINA and the Philippines said Wednesday they will cautiously proceed with discussions on joint oil and gas exploration in the South China Sea, further reversing years of tensions over their competing claims to the region. The two states have long been embroiled in a bitter dispute over the waterway—with China claiming nearly the entire sea—but President Rodrigo Duterte has in recent years softened his predeces-

Requejo LEFTIST lawmakers on Thursday asked the Supreme Court to dismiss the quo warranto petition against Chief Justice Maria Lourdes Sereno, saying it would set “a very dangerous precedent” that could be used against any impeachable officer. In a motion for intervention and an opposition-in-intervention, the Makabayan bloc of the House of Representatives sought the dismissal of the quo warranto petition filed by Solicitor General Jose Calida, making them the second group to formally oppose the removal bid on the same day. The lawmakers said the quo warranto case sets a “very dangerous and ruinous precedent that can even be used against any impeachable officer, including other justices of the Supreme Court who go against the wishes of and [are] in the crosshairs of the administration or interest groups,” Bayan Muna Rep. A COMPLAINT for disbarment has been filed against lawyer Lorenzo Gadon arising from his alleged “disgraceful conduct” in the impeachment case against Chief Justice Ma. Lourdes Sereno. In his complaint filed last March 15, lawyer Wilfredo Garrido Jr. asked the Integrated Bar of the Philippines to immediately disbar Gadon and remove his name from the Roll of Attorneys for alleged dishonesty, arrogance and rudeness in the course of the impeachment proceedings in the House justice committee. The complainant accused Gadon of violating the lawyers’ Code of Professional Responsibility, particularly Canons 7, 8, 19 and Rules 7.03, 8.1 and 19.01 (A).
