Rody dangles package, 607 Reds give up By Joyce Pangco Pañares AT LEAST 10 members of the New People’s Army have surrendered every day in the past two months, cutting by almost 20 percent the total strength of the rebel group, data from the Armed Forces of the Philippines showed. “This is the highest number of surrenderers ever,” AFP public affairs office chief Lt. Col. Emmanuel Garcia told Manila Standard. “Even we were surprised at the spike. We even had to delay the release of these numbers because we had to validate them.” As of March 4, some 607 regular members of the rebel group have surrendered since the start of the year, accounting for about 16 percent of the AFP’s working figure on the NPA’s total strength at 3,700. “We have yet to account for their rate of recruitment. But we have reason to believe they are not able to recruit as many now as before,” Garcia said. Garcia said an additional 1,656 who surrendered belonged to militia ng bayan groups, underground mass organizations, and mass supporters. Of the total 2,263 NPA members and supporters who have surrendered, an overwhelming 90 percent were from the Davao Region. Garcia said the unusually high number of NPA who are surrendering can be

In a quo warranto petition, Solicitor General Jose Calida urged the Court not only to nullify her appointment but to also order Sereno’s removal from office for being a de facto official whose authority was hinged on an appointment that was void from the start. Calida said the chief justice, who is also facing an impeachment complaint in Congress, did not meet the specific qualification of proven integrity for her post due to her failure to comply with the required submission of statements of assets, liabilities and net worth for 10 years. Her ineligibility, Calida added, meant she is unlawfully holding the position of chief justice of the Supreme Court, despite her being recommended by the Judicial and Bar Council.
A quo warranto petition challenges the legal basis of a person’s appointment and seeks the removal of the respondent from office because of a lack of qualification or legal basis to continue holding that office. Calida argued that Sereno’s inclusion by the JBC in its shortlist and her eventual appointment in August 2012 by then President Benigno Aquino III “does not extinguish the fact that she failed to comply with the SALN requirement under the Constitution and relevant laws.” “As the filing of the SALNs is a constitutional and statutory requirement, the existence of her previous SALNs for the years 1999, 2000, 2001, 2003, 2004, 2005, and 2006 precisely would have furnished the evidence to prove, among
others, that she is meticulous in complying with the law... The legal implication of respondent’s failure to file her SALNs to prove her integrity cannot be downplayed. As the SALN filing is a constitutional and statutory requirement for public officers and employees, she was bound to submit her SALNs,” the solicitor general argued. “The submission of SALNs is not an empty requirement. It is a mechanism devised by law to test the integrity of a person already in the government service,” Calida added. In an interview, Calida said Sereno failed the “integrity test” of the JBC when she did not file SALNs. “You know there’s a law and you violate it. That’s a sign that you are flaunting the law,” the chief state lawyer said. Calida also disputed Sereno camp’s claim that she cannot be subject of quo warranto proceedings since she can only be removed from office through impeachment as an impeachable official. “A lawyer who has a basic grasp of our Constitution and jurisprudence ought to know that impeachment and quo warranto

ASG leader named ISIS emir in SE Asia By Francisco Tuyay and Mark Navales THE Islamic State in Southeast Asia has announced a new “emir” to replace Isnilon Hapilon, the Abu Sayyaf leader who was killed in the siege of Marawi last year, the military said Monday. Army Maj. Ronald Suscano, spokesman of the 1st Infantry Division, identified Abu Dar, 40, an ASG sub-leader as the new emir of the terrorist network in Southeast Asia. A full-blooded Maranao born in Pagayawan, Lanao del Sur, he currently operates in the hinterlands of the province. Intelligence reports said Abu Dar was among those who slipped out of Marawi City, reportedly carrying a large amount of money that was looted during the early stages of the terrorist attack on Marawi City in May 2017. “He was the one who carried the money out of Marawi City. Duterte not taking part in Sydney’s Asean summit PRESIDENT Rodrigo Duterte is skipping a regional summit in Australia this month, his spokesman said Monday, as he faces international censure for Manila’s deadly drug war. Duterte’s decision to snub the meeting comes after he said he would not cooperate with United Nations investigators looking into alleged extrajudicial killings during the narcotics crackdown, which has left thousands dead. His spokesman Harry Roque confirmed the outspoken leader would not join fellow Association of Southeast Asian Nations leaders for the March 17-18 summit in Sydney. “Developments at home continue to require the President’s presence in the Philippines,” Roque told reporters.
