HIEF Justice Maria Lourdes Sereno on Friday challenged the House of Representatives to immediately transmit the impeachment complaint against her to the Senate for trial if they find probable cause.
“Give me my day in the Senate impeachment court or admit that there is no probable cause,” Sereno said before a gathering of judges, lawyers and law students at the University of Baguio. “If they were so sure of their evidence even to the point of perjuring themselves with baseless accusations that they can prove that I committed a harvest of sins against the people, why not bring it to the Senate?” she said in her first public appearance since going on indefinite
leave on March 1 to prepare her defense. Instead of immediately resolving the impeachment case against her, she said, there was an “additional terribly injurious spectacle where court and Judicial and Bar Council officials are being threatened with administrative and criminal cases.” She again rejected calls for her resignation and appealed to her critics “to respect the impeachment process,” which includes her looming trial in the Senate.
“I owe the people the duty to tell my story,” she said. She also vowed to fight for judicial independence. “It is when hope seems to be at its dimmest that you must be at your bravest,” Sereno said. “I am hopeful that after the impeachment trial, days of renewal for the Supreme Court can still be forged, united by the common desire to serve our people and protect their constitutional rights especially in these troubled times,” the chief justice said. On Thursday, Sereno apologized for the confusion created by conflicting statements made by her lawyers regarding her leave of absence. She also said her decision to go on leave did not mean she was contemplating resignation. Next page
Despite rejection, EU allots €3.8 m for drug rehab By Francisco Tuyay, Macon Ramos-Araneta and Rio N. Araja THE European Union said Friday it will provide the government €3.8 million (about P241.6 million) to finance the drug rehabilitation centers in the Philippines. The money will be given to tthe Department of Health despite the Duterte administration’s decision to decline aid from the EU, said Stefano Maservisi, the European Commission’s director general for International Cooperation and Development. The €3.8 million is part of the €260-million development assistance intended for
the Philippines, and is primarily for the Mindanao peace process, job creation and renewable energy projects. “This is the last important component of this program that we will disburse in the next days,” Maservisi told reporters. In other developments: * The Philippine National Police’s campaign against illegal drugs has so far pinned down 102 drug suspects in various operations months after the relaunch of project “Tokhang,” which triggered the surrender of 3,173 suspected drug dependents nationwide. Records from the Directorate For Operations showed that 102 drug suspects
died in 6,477 drug- enforcement operations while 10,088 drug suspects were arrested. PNP spokesman John Bulalacao said the 102 drug suspects were killed after allegedly putting up a fight against the arresting officers. * Two senators said Friday the Interior Department should ensure there will be no drug money to bankroll the candidacy of candidates running in the coming barangay elections in October. “Intelligence, intelligence, intelligence. Palace: China must earn Filipinos’trust By Vito Barcelo and Macon Ramos-Araneta PRESIDENTIAL Spokesperson Harry Roque on Friday said it is up to China to improve relations with the Philippines after a poll showed that most Filipinos continue to trust the United States more than China, which has encroached on Philippine territory. According to a December 2017 Social Weather Stations survey, 75 percent of Filipinos said they have “much trust” in the United States. This gave the US a “very good” net trust rating of +68. In contrast, China’s +20 score in the same survey gave it a “neutral” trust rating—which was up from a “poor” -13 score in September 2017. SWS said this was only the ninth time China had a positive score in 45 surveys since it was included in its survey in August 1994. Roque said the Philippines started to build friendly relations with China and strengthened the ties after President Rodrigo Duterte met China’s Xi Jinping during the recent Asia-Pacific meet in Vietnam.
