Xi president for life? China sets return to lifetime rule BEIJING—China’s Communist Party has handed President Xi Jinping an open path to indefinite rule—a move analysts warn carries enormous risks by abandoning a succession model that brought stability after turbulent decades under Mao. Xi, who has concentrated power, accumulated titles and purged potential rivals since becoming head of state in 2013, could remain president for life after the
party proposed abolishing a rule limiting the top leader to two five-year terms. But giving all the levers of power to one man could further erode human rights, unsettle other nations and even set up traps for Xi’s rule at home, analysts warn. “The two-term limit was supposed to increase stability. By ruling beyond the standard 10-year tenure, Xi will be subject

A
FORMER President Benigno Aquino III and Chief Justice Maria Lourdes Sereno were charged with graft before the Office of the Ombudsman Monday. Eligio Mallari, a suspended lawyer affiliated with the Volunteers Against Crime and Corruption, led the filing of the graft complaints before the Ombudsman together with VACC lawyer Manuelito Luna. The complaints were based on the claims of two Supreme Court associate justices that Sereno should not have been included in the list of nominees for the position of chief justice in 2012 for not being able to fully comply with all the requirements for the application to the position. During the last hearing of the House committee on justice on the impeachment complaint against Sereno, the two justices said the top magistrate did not submit to the Judicial and
PANEL of Justice department prosecutors will investigate the criminal charges filed against former President Benigno Aquino III and 19 others over the reported deaths of children inoculated with the anti-dengue Dengvaxia vaccine as leftist lawmakers said those who rushed the vaccination of more than 800,000 schoolchildren should answer for their crimes.

A Filipino touch in Black Panther By Nickie Wang SO MUCH has been written about the Dora Milaje, the all-female military group that protects the King and the fictional nation of Wakanda in the worldwide hit movie Black Panther. While their origin is debatable, there are two things we can be certain about these Amazons-like women: The film trains the spotlight on their special force to highlight women empowerment, and the group’s costumes in the blockbuster movie were inspired by a Philippine tribe. Police detect 40 terror suspects on radar; alert up By Francisco Tuyay SECURITY forces have spotted on their radar screen some 40 suspected terrorists reported to have entered the country’s porous archipelagic shoreline in the southern back door although they projected no imminent threat to replicate the Marawi City siege in other key cities in Mindanao. But National Police chief Ronald dela Rosa said they were closely watching the moves of the suspects while still verifying if indeed the militants had entered Mindanao. “We are closely watching if the 40 terrorists have already entered [the country]. We will be tracking them if they are inside the country and we will be having manhunt operations,” Dela Rosa declared. At present, Dela Rosa revealed the PNP, the Armed Forces, the Coast Guard and all other intelligence agencies of government were in constant communication on the government campaign against terrorism. In related developments: • President Rodrigo Duterte expressed his apprehension over the growing threat of terrorism as rebel groups might regroup and unite as an affiliate of ISIS in the country. “These terrorists, the New People’s Army and the rebellious factions in the Moro land are affiliated with ISIS,” the President said. “At the end of the day, they would regroup,” Duterte told his audience, adding “I would not speculate about the MI, [referring to Moro Islamic] and MN [Moro National] but there is really a problem in the horizon, the darkening clouds of terrorism.” • The AFP, while verifying the reported regrouping of the Islamic State-inspired terrorists Maute group responsible for the siege of Marawi City, admitted there would always be a gap in terms of security meaNext page sures.

China’s ‘illegal’ research in Benham Rise bared By Macon Ramos-Araneta A CHINESE ship conducted the first “illegal” research in Benham Rise, also known as Philippine Rise, in 2004, National Security Adviser Hermogenes Esperon said Monday. Speaking during the Senate science and technology hearing on the Philippine
Rise, Esperon said the government failed to know what the Chinese were researching at the time because of the lack of capabilities. Esperon said the unauthorized 2004 research was even used by China to support its request to officially name five underwater features in the Philippine Rise. “For one, they conducted marine sci-
entific research in 2004. It did not go through the process, they had no permits,” Esperon said. The research was done during the time of former president and now Pampanga Rep. Gloria Macapagal Arroyo. While he was concerned with this development, Esperon said they did not have sufficient capabilities to address it. Next page

MALACAÑANG on Monday disowned an online poll ran by Presidential Communications Assistant Secretary Margaux ‘Mocha’ Uson that the Edsa Revolution was a product of fake news, adding it was Uson’s undertaking and did not represent the government views. Presidential Spokesperson Harry Roque denied that Uson was under the Presidential Spokesperson’s office but appointed as Presidential Communications and Operations Office assistant secretary. “She’s not my Asec, because she is a PCOO Asec,” Roque said in a press briefing in Malacañang, when asked regarding Mocha’s Facebook poll asking the public whether Edsa was a product of “fake news.” “According to the law, it is not fake news.
