Senate keen on probe of ‘parked’ pork

T

HE Senate may hold its own investigation into the parking of pork barrel funds in the budgets for infrastructure projects, but it will wait for the House of Representatives to finish its probe, Senator Cynthia Villar said Monday.

“Let the House investigate this, [and determine] how huge amount of funds were inserted, allegedly by the Department of Budget and Management,” she said. Both House and Senate on Friday exposed a kickback scheme by certain lawmakers, where large amounts of funds are “parked” in a legislative district by well-connected congressmen. Once it conducts a probe, the Senate would scrutinize the budget of the Department of Public Works and Highways and ask officials to explain any questionable budget insertions. In the House, Majority Leader and Camarines Sur Rep. Rolando Andaya Jr. said the owner of CT Leoncio onstruction and Trading, which allegedly bagged millions in government contracts, would

skip a scheduled hearing because of a trip to the United States. Andaya, chairman of the House committee on rules, said his committee had prepared to subpoena Consolacion T. Leoncio and others involved to compel them to attend a hearing on Jan. 3, 2019 in Naga City. He said he wanted to ask Leoncio how her company was able to win such huge government projects that were later subcontracted to other companies.

MISS Philippines Catriona Gray was crowned Miss Universe on Monday in Bangkok after a trailblazing ceremony praised for featuring its first transgender candidate but marred by gaffes about the English-speaking ability of two Asian contestants. Gray, 24, finished first ahead of the South African and Venezuelan finalists in the glittering televised event hosted by American comic turned TV host Steve Harvey and supermodel Ashley Graham. In the final round, Gray earned applause describing her work in the slums of Manila. “I work a lot in the slums of Tondo, Manila and the life there is… it’s poor and very sad. And I’ve always taught myself to look for the beauty of it, to look for beauty in the faces of the children and to be grateful. And I would bring this aspect as a Miss Universe, to see situations with a silver lining, and to assess where I could give something, where I could provide something as a spokesperson,” she said. The model and singer concluded her answer by saying that she would like to teach people to be grateful so we could have an “amazing world where negativity could not grow... and children would have a smile on their faces.” After winning she told reporters she would like to expand her work with an organization in the Philippines that promotes education on HIV and AIDS. “A few years ago I lost a close friend to health complications with HIV,” she said. “So spreading awareness on that cause and encouraging people to get the simple test and knowing their status is definitely one of my first projects that I’d like to pursue.” Gray—a student of music theory—beat more than 90 contestants from around the globe in the 67th installment of Miss Universe, which was held in the Thai capital’s Impact Arena. Gray was a crowd favorite during the swimsuit and evening rounds of the competition showcasing her signature walk, which her fans refer as a “lava walk,” and her slo-mo twirl while wearing a fuchsia-purple swimsuit. She continued to mesmerize the audience in a stunning, sultry red evening gown designed by Mak Tumang, who also created her IbongAdarna inspired national costume. Next page

PNP chief warns policemen: No to partisan politics By Francisco Tuyay POLICE Chief Oscar Albayalde on Monday threatened his men with penalties if they are found engaging in partisan politics during the midterm elections in May 2019. He said the members of the police forces should not in any way provide their services to any person, especially those seeking elective positions in 2019. “We are repeatedly reminding our commanders on the ground not to be partisan. They should not participate in any political activity or side with anybody,” Albayalde said. He made his statement even as the Commission on Elections on Monday advised the candidates running for the 2019 national and local elections to refrain from giving gifts, which the poll body would consider as premature campaigning. But Comelec spokesman James Jimenez said there was no specific law penalizing candidates found campaigning prematurely. Next page

Portion of P11-b shabu reaches Mindanao—PDEA SHABU worth P11 billion that supposedly slipped past the Bureau of Customs in August could have already reached Mindanao, the Philippine Drug Enforcement Agency said Monday. PDEA Director General Aaron Aquino said there were similarities in impurities found in the shabu seized at the Manila International Container Port, in Metro Manila, Cavite and Mindanao. “There was a high correlation. This only showed there was only one source, one manufacturer and the same way of producing the drugs,” Aquino said. Aquino said the PDEA was stepping up its operations during the holiday season, when drug use is expected to rise because of the many Christmas parties. Next page
