‘Du30 deeds tame inflation’ House to compel Senate to act on Cha-Cha By Maricel V. Cruz and Macon Ramos-Araneta
A PRO-CHARTER change lawmaker on Wednesday said the House of Representatives may ask the Supreme Court to compel the Senate to act on the proposed federal charter if the senators “neglect” their job. Speaking to the ANC news channel, Leyte Rep. Vicente Veloso, chairman of the committee on constitutional amendments, said the Rules of Court provide
that “if you refuse to perform an act specified by law then you can be subject to a petition for mandamus. “I don’t like to make any further comment because we might be telegraphing our punches. But there are a lot of things that the House of Representatives can do,” he added. The House on Tuesday approved on second reading a proposed federal charter in line with President Rodrigo Duterte’s campaign promise to set up a
federal system of government. Unlike the draft prepared by Duterte’s consultative committee for Cha-Cha, the House version removes term limits for elected positions, restores the vice president in the line of succession for the presidency and removes the ban on political dynasties. Senator Juan Edgardo Angara, however, said the House should explain to the public the concept of federalism before it is implemented. Next page
Military forms strike force to stop NPA attacks By Nat Mariano and Francisco Tuyay THE military will form a unit to counter New People’s Army hit squads this month, made up mostly of intelligence officers from the Armed Forces of the Philippines and its different branches, Defense Secretary Delfin Lorenzana said Tuesday. “The core of this unit will be from the Intelligence Service of the AFP. The Army, Air Force, Navy and Marines have
their own intel unit, so they could form the core of this anti-SPARU unit,” Lorenzana said, referring th the NPA Special Partisan Unit. He said he supports the formation of the special unit to protect military personnel from attack by NPA hit squads. “I support the anti-SPARU unit that will protect our soldiers but I said let us be very careful in organizing these people. Some quarters are saying we’ll get civilians to do it. I think no, this will be
very difficult for civilians to do this [as] they might think they have blanket authority to just kill anybody they suspect of being NPA. I want soldiers to be our antiSPARU unit members and this should be supervised by officers,” he added. President Rodrigo Duterte proposed the creation of a “Duterte Death Squad” after reports said 136 people, most of them military, police and rebel returnees, were assassinated by the communist rebels in the last three years.
