By Nat Mariano MAJORITY of Filipinos are optimistic in welcoming 2019 with hope rather than fear, an independent pollster revealed on Monday. In its latest survey, the Social Weather Stations’(SWS) said nine out of 10 Filipino adults at 92 percent are entering the new year full of hope. “This is four points below the record-high 96 percent in 2017, and the same as the 92 percent in 2008, 2012, and 2015,” the SWS said. HE death toll from Tropical Storm “Usman” rose to 68 with the number of fatalities expected to climb even higher, civil defense officials said Monday.
Fifty-seven people died in the mountainous Bicol region, southeast of Manila, while 11 were killed in the central island of Samar, mostly due to landslides and drownings, the officials said. “I am afraid this [death toll] will still go up because there are a lot of areas we still have to clear,” said Claudio Yucot, Bicol civil defense director. “Usman” hit the country on Saturday. While it did not have powerful winds it brought heavy rains that caused floods and loosened the soil, triggering landslides in some areas. Many people failed to take necessary precautions because Usman was not strong enough to be rated as a typhoon under the government’s storm alert system, Yucot said. “People were overconfident because they were on [Christmas] vacation mode and there was no tropical cyclone warning,” he said. Although Usman has since moved westward away from the country, many affected areas were still experiencing seasonal rains, hampering rescue and recovery efforts, he added. A spokesman for the National Disaster Risk Reduction and Management Council (NDRRMC), Edgar Posadas, said at least 19 people were still missing, and that about 30,000 families―or about 130,000 people―were affected by the storm and its aftermath. ‘Cracker incidents, indiscriminate firing still ring in the coming year FIVE cases of indiscriminate firing and nine firecracker incidents were reported in Metro Manila from Dec. 21 up to 5 a.m. of New Year’s Eve, National Capital Region Police Office head Police Director Guillermo Eleazar said on Monday. Based on the NCRPO data, Eleazar said the Manila Police District recorded a stray bullet incident that wounded one person; and nine firecracker incidents that hurt nine people. No fires were recorded in Manila, he said. Eleazar ordered the five police district heads and the police chiefs in their areas to intensify the campaign against illegal firecrackers. The NCRPO chief said that 21 illegal firecrackers have been confiscated worth P3,170 but no one was arrested. Eleazar earlier called on the public to remain vigilant and promptly report any indiscriminate firing of guns to the near-
est police station or precinct. “We want to appeal to the public to be vigilant. If they see men having a drinking spree and one of them has gun in his waist, or [if they] hear gun shots, then report them immediately to the nearest police station,” Eleazar said in Filipino. Eleazar also said the NCRPO was set to deploy almost 10,000 cops on New Year’s Eve, with the aim of achieving a zero-casualty record in cases of indiscriminate firing of guns. “We will maximize the deployment of troops from headquarters including at the National Headquarters in Camp Crame,” he said. He ordered the cancellation of the rest and recreation and other leave applications of policemen; and directed them to report for duty during the holidays. “The concept is to deploy in areas where indiscriminate firing is prevalent or most common,” he said.
