PH CREDIT RATING UPGRADED; STABLE OUTLOOK CITED By Julito G. Rada S&P Global Ratings on Tuesday raised the Philippines’ sovereign credit rating a notch to BBB+ from BBB, citing the country’s stable outlook, above-average economic growth, healthy external position and sustainable public finances. The upgrade put the Philippines at par with Mexico, Peru, Thailand, and Trinidad and Tobago, and higher by a notch than Italy, Portugal, Hungary, Panama and Uruguay. In a statement, S&P said the stable outlook reflects its assumption that the Philippine economy would continue to achieve above-average real gross domestic product (GDP) growth over the medium term, supporting the sovereign credit profile. “We may raise the ratings over the next two years if the government makes significant further achievements in its fiscal reform program, or if the country’s external position improves such that its status as a net external creditor becomes more secure over the long term,” it said. In his Executive Order No. 79, signed April 24, the President said the national government recognizes that “normalization is a process whereby communities can achieve their desired quality of life within a peaceful and deliberative society.” The EO also paves the way for the decommissioning of Moro Islamic Liberation Front forces and arms. Palace: Probe influx of alien doctors By Nat Mariano MALACAÑANG on Tuesday supported the proposal of Senator Richard Gordon to probe parent influx of foreign doctors in the Philippines. Presidential Spokesman Salvador Panelo told reporters Gordon was correct in his idea of investigating the “whys and wherefores” of the foreign medical professionals. “There are too many [Filipino] doctors who go to other countries and maybe we have fewer doctors here, and that’s why the foreign ones can enter,” Panelo said. “So that’s right. He should really investigate the whys and the wherefores of this influx of foreign doctors in the coun-
