TAAL FROM THE AIR.

An aerial view of Taal Volcano, which erupted recently, on Monday shows its cracked northeastern rim. Authorities warned that magma continues to deform the island, its movement resulting in an ‘uplift’ of the volcano, and could be an indication of a possible explosive eruption. ‘Windows’ in risk zone shut Economic losses reach P4.3b, agri-fishery worst hit—NEDA By Julito G. Rada, Willie Casas and Alena Mae Flores THE eruption of Taal Volcano last week has caused P4.3 billion in economic losses in the affected towns within its 14-kilometer danger zone, the National Economic and Development Authority said Monday. In a preliminary report released this week, NEDA said this was equivalent to 0.17 percent of the 2018 gross regional domestic product of the CALABARZON

(Cavite, Laguna, Batangas, Rizal, Quezon) region. NEDA said of the total amount, P3.167 billion was lost in the agriculture and fishery sector; P357.3 million in the industry sector; and, P789.1 million in the services sector. NEDA used 2018 as the basis for the loss computation. The towns and cities within the 14-kilometer radius considered as high-risk areas are San Nicolas, Agoncillo, Talisay, Laurel, Tanauan City, Tagaytay City, Cuenca, Mataas na Kahoy, Balete, Lemery, Taal,

Lipa City, Santa Teresita, Malvar, Alitagtag, and San Jose. The economic losses are even higher, at P6.66 billion, if the towns within a 17-kilometer radius from the main crater are considered, NEDA said. Of this amount, the foregone income in agriculture and fishery sector was estimated at P3.167 billion; P711.9 million in the industry sector, and P2.778 billion in the services sector. Towns and cities included in the 17-km radius considered as high-risk areas are

DENOTING DAMAGE.

Volunteers on Monday hand out donations to families affected by the eruption of Taal Volcano in Buso Buso, the eruption inflicting significant damage on the livelihood of tens of thousands of families in the area. AFP

Rody assures victims P30-b will be made available to them By MJ Blancaflor and Macon Ramos-Araneta PRESIDENT Rodrigo Duterte on Monday assured the victims of Taal Volcano’s eruption that the national government would provide funds to help them recover, after the explosion destroyed P3.2 billion worth of agricultural products and livestock. Saying that funds will be given up to the “last centavo,” the President said he would also ask Congress, dominated by his al-

lies, to allocate a supplemental budget worth P30 billion to help Taal’s victims, since the fund for them was not included in the 2020 national appropriations. “I’d like to assure [the people] the Department of Agriculture will provide agricultural assistance since we understand and acknowledge that this is one of your main sources of restoration,” Duterte said in his speech. “The government has money to help. It’s just a question of distribution of as-

sistance particularly money. We will plan that,” he added in his visit in Batangas on Monday afternoon. He also vowed that his administration will provide housing programs to thousands of displaced families, noting that government workers are willing to help since it has been professionalized. The President also said he will ask the National Treasury to release funds if the government budget would not be sufficient. Next page

Motorbike taxis can get going past test run, Go says By Macon Ramos-Araneta and Darwin G. Amojelar RIDE-HAILING motorcycle taxis can continue operating despite a Department of Transportation order to terminate their pilot program and to arrest drivers who ply their routes next week, Senator Christopher “Bong” Go said Monday. “I talked to Secretary [Arthur] Tugade

and Chairman Martin Delgra [of the Land Transportation Franchising and Regulatory Board] and told them to extend the operations and not stop the pilot,” said Go, a close aide of President Rodrigo Duterte. Go said in the interest of public convenience, he asked Tugade to cancel his order and allow the pilot program to continue until RA 4136 or the Land Transportation and Traffic Code can be amended to include

motorcycles as a public transport option. He assured drivers of Angkas, JoyRide and MoveIt they could continue operating next week with no fear of arrest. During yesterday’s Senate hearing on the legalization of motorcycles conducted by the Senate public services committee chaired by Senator Grace Poe, Go said he will recommend to President Rodrigo Next page

‘Recharging’ Taal hints of strong blast By Rio N. Araja and Willie Casas

A

UTHORITIES ordered a crackdown Monday on evacuees’ daily visits to their homes in the danger zone around Taal Volcano as scientists warned it could be “recharging” for a more powerful explosion. Those warnings come as the northeastern part of the volcano island has sunk, while the volcano itself has swelled. More than 110,000 people have taken refuge in evacuation centers since Taal burst to life a week ago, but many hard-hit towns have let residents back for hours each day to fetch items, feed livestock and clean up their houses. “We are directing DRRMCs (civil defense officers)... not to allow anyone to enter the danger zone,” said Epimaco Densing, undersecretary for the Department of the Interior and Local Government. “It’s dangerous, that’s why we have imposed a lockdown,” he told reporters. The volcano shot ash 15 kilometers high in the Jan. 12 eruption, which crushed scores of homes and killed livestock as well as crops. Next page
