HE camp of Chief Justice Maria Lourdes Sereno on Sunday admitted that she will certainly be impeached by the House of Representatives, but said she was treated unfairly during the hearing of the impeachment complaint filed against her.
Sereno’s spokesperson Josa Deinla acknowledged that the chief magistrate’s impeachment in the House was forthcoming. “She was denied of her constitutional rights under the Constitution. So in the end, we see that she will be impeached,” Deinla said in a radio interview. The House committee on justice is set to vote on Thursday to determine if there is probable cause for the impeachment complaint. Even before the proceedings started, Sereno’s camp had asked the committee chaired by Rep. Reynaldo Umali to allow her lawyers to cross-examine the witnesses presented during the hearings. However, the House panel turned down the appeal and insisted on Sereno’s presence. Next page
SC employees wear red against Sereno By Rey Requejo EMPLOYEES are set to wear red at the flag-raising ceremony at the Supreme Court this morning to show “love and support” to the 13 magistrates who compelled Chief Justice Maria Lourdes Sereno to take an indefinite leave. Judges and staff in regional trial courts will also wear red today, according to an insider. “The members of the judiciary support our beloved Supreme Court justices. We believe that their action was for the good of the entire judiciary,” said an officer of an organization of court employees who requested anonymity for lack of authority to speak for their group. On Thursday, the justices issued a statement clarifying that Sereno had gone on indefinite leave following her spokespersons’ claims that she was just on a 15-day wellness leave. They said the indefinite leave of the chief justice was a consensus among the justices during their session on Tuesday. China vows to take action if US harms trade BEIJING—Beijing warned Sunday that it is ready to hit back at the United States if it harms China’s economic interests, fueling fears of a trade war after President Donald Trump unveiled steel and aluminum tariffs. Trump’s announcement on Thursday sparked a flurry of counterthreats from other nations but its main trade rival, China, had avoided any overt warnings of potential retaliation until now. “China doesn’t want a trade war with the United States,” Zhang Yesui, spokesman for the National People’s Congress, told a news conference on Sunday, the eve of the rubber-stamp parliament’s annual session. “But if the US takes actions that
hurt Chinese interests, China will not sit idly by and will take necessary measures.” Zhang warned that “policies informed by misjudgment or wrong perceptions will hurt relations and bring consequences no side wants to see.” Trump’s announcement came as President Xi Jinping’s top economic aide, Liu He, met with US officials at the White House this week to discuss the fraught economic relationship. During his visit, according to the official Xinhua news agency, Liu and his hosts “agreed that the two countries should settle their trade disputes by cooperation rather than confrontation.” Since announcing plans to impose a 25 percent tariff on steel im-
ports and 10 percent on aluminum, Trump has shrugged off threats from other nations, boasting on Friday that “trade wars are good, and easy to win.” China has been the main target of Trump’s ire over the US trade deficit since his presidential campaign, but its steel and aluminum exports to the United States are minimal. While China is the world’s largest steel producer, it accounts for less than 1 percent of US imports and sells only 10 percent of its wrought aluminum abroad. Steel producers in Canada, Brazil, Mexico, South Korea and Turkey rely far more heavily on the US market. Next page
ACTING Chief Justice Antonio Carpio has rejected the Duterte administration’s proposed joint exploration of the West Philippine Sea with China, saying it cannot be allowed unless it complies with the country’s laws. Carpio made the statement even as he insisted that there is no way the government will give up its claims in the West Philippines Sea. “There’s absolutely no way under the Constitution for the government or for us to concede,” Carpio said, in an interview. “If China’s national offshore companies will secure a contract with the Philippine government under Philippine law, there is no problem,” Carpio said. However, Carpio warned that if the joint ventures would be with the Chinese government, it cannot be allowed because it would mean conceding half of the WPS belongs to China. “That cannot be done because that is our exclusive economic zone. We cannot concede our sovereign rights,” he said. “Even the President cannot concede our sovereign rights in the EEZ,” he added. The senior Supreme Court justice also cited the ruling of the Arbitral Tribunal upholding the country’s exclusive sovereign rights over the EEZ west of Palawan. The Philippine government has been asserting its sovereign rights over the West Philippine Sea in the disputed South China Sea, where Beijing has asserted expansive claims and fortified artificial islands. Graft court thumbs down Kentex plea By Rio N. Araja THE Sandiganbayan has rejected the motion to quash filed by the general manager of Kentex Manufacturing Corp., paving the way for his trial over a fire that hit the company’s factory in Valenzuela City and killed 74 people in May 2015. The anti-graft court ordered the trial of Ong King Guan, also known as Terence King Ong, after dismissing his claim. The court dismissed the accused’s position that he would be a victim of double jeopardy after a lower court in Valenzuela City tried him for a separate graft case.
