THE police will launch a manhunt against communist leaders Benito and Wilma Tiamzon after a Manila court ordered them rearrested, a Palace spokesman said Wednesday. “Police must hunt them down. That’s what’s expected of them,” Presidential Spokesman Harry Roque said. The Manila Regional Trial Court

Branch 32 ordered the couple rearrested, along with their co-accused National Democratic Front consultant Adelberto Silva, after the Justice department moved to have their bail canceled. The move to rearrest communist leaders comes after President Rodrigo Duterte ended peace talks with the NDF Next page

ENATORS agreed at an all-party caucus Tuesday night to reject a joint constituent assembly with the House of Representatives to amend the Constitution, Minority Leader Franklin Drilon said Wednesday.

• Puno:

“We are a failing democracy. We have to be realistic. Congress must change it.” Favors hybrid “Con-Con” and separate voting by Senate and House.

• Davide:

Charter change is a “lethal experiment” and a “leap to hell.”

• Pimentel:

Supports “ConCon” but voting “should be done separately.” At the same caucus, Drilon said, Senator Panfilo Lacson proposed that any Next page

Rappler draws heavy flak from Palace men By John Paolo Bencito THE Duterte administration on Wednesday continued to gang up on online news site Rappler, whose incorporation papers it revoked earlier this week over alleged violations of the Anti-Dummy Law.

After President Rodrigo Duterte accused Rappler of peddling “fake news,” Palace spokesman said reporters for the online news portal could still be bloggers after the Securities and Exchange Commission rules with finality to end its corporate existence. “They can be bloggers. Ma-

ria Ressa can continue to blog. Pia Ranada can continue to blog. But they might have to get accreditation as bloggers, because they cannot continue conducting their business as Rappler,” Roque said, referring to Rappler CEO and their Palace reporter. “All bloggers, in order to

have access to Malacañang, will have to seek accreditation,” he said. In a radio interview, Communications Secretary Martin Andanar singled out Ranada for continually criticizing him and ignoring the good work that was being done by his office. Next page

Mayon grumbles, lava flows THE Philippine Institute of Volcanology and Seismology has recorded at least 143 lava collapses and a tremor on Mayon Volcano in just 24 hours, or from 8 a.m. on Tuesday to 8 a.m. on Wednesday. The lava came out as it collapsed along the side of the summit, sending an ash cloud drifting toward the southwest portion of the volcano, director Renato Solidum said. Alert level 3 or a “relatively high level of unrest” remained over the volcano, and Solidum warned the public of a hazardous eruption within weeks or days. Residents have been strongly advised to stay away from the six-kilometer permanent danger zone and the seven-kilometer extended danger zone because of rockfalls, landslides and sudden explosions that could trigger volcanic flows. Meanwhile, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Bicol must brace for Next page

Rody threatens Prietos with plunder charges By John Paolo Bencito PRESIDENT Rodrigo Duterte warned Wednesday he would eventually file plunder charges against the Prieto family, former owners of a newspaper critical of his administration, the Philippine Daily Inquirer. “One of these days, I’ll file a plunder case. When I file a plunder case, you will go to jail without a bail. You’ll see, you fools,” Duterte said. Duterte, appearing unaware that the Prietos have already sold the newspaper to San Miguel’s Ramon Ang and returned a Makati property back to the government, insisted that they were cheating the government and used their media outfits to escape accountability. “You have been plunder-

ing government with your non-payment of taxes and hanging on to the property of government way beyond the years of the contract, he said. In August last year, Duterte said he would sell off the Mile Long commercial strip in Makati after the Rufino-Prieto-owned Sunvar Realty Development Corp. said that they would comply with a Makati court’s ruling to vacate the contested property. The President said he would not agree to a settlement, and once again took potshots at the broadsheet daily formerly owned by the Prieto group. He also threatened to file economic sabotage charges against Sunvar, warning its owners that they will suffer the same fate as the embattled Senator Leila de Lima.

Sereno’s choice of vehicle tantamount to graft, solon says By Maricel V. Cruz CHIEF Justice Maria Lourdes Sereno’s purchase of a Toyota Land Cruiser as her official vehicle could

constitute graft, a lawmaker said Wednesday. Rep. Eugene Michael de Vera said “branding” or specifying the brand of a bid subject was prohibited un-

der Section 18 of Republic Act 9184 or the Government Procurement Act. “Maliwanag po ‘yan, kapag may instruction na Land Cruiser yung bibilhin,

papasa na ‘yan sa RA 3019, influencing or persuading a lower officer to enter into a wrong contract,” De Vera said during the impeachment

THE Philippines maintained its “partly free” status in the 2018 World Freedom Index with a score of 62/100, despite the Duterte administration’s bloody war on illegal drugs. The Philippines, along with Malaysia, Myanmar, Indonesia and Hong Kong were all rated “partly free,” according to a US-based non-governmental organization committed to the expansion of democracy around the world. The Freedom in the World 2018 report on political rights and civil liberties warned of the rise of anti-democratic forces

across Asia-Pacific. North Korea, China, Vietnam, Laos, Cambodia, Thailand were deemed “not free,” the watchdog group said. The country also scored three out of seven in freedom ranking, political rights and civil liberties. Countries were rated one (most free) to seven (least free). The human rights advocacy group has yet to release a full report on the status of the Philippines, which is among the 58 countries that qualified as “partly free.” Last year, the Philippines received three points each for political rights and civil Next page
