‘Impeach-CJ mere formality’ THE impeachment proceedings to oust Supreme Court Chief Justice Maria Lourdes Sereno could be viewed as just a matter of formality, but the chairman of the House committee on justice, Oriental Mindoro Rep. Reynaldo Umali, said his panel would need nine or 10 more hearings before voting on probable cause. In an interview over radio dzBB, Um-
ali noted that Speaker Pantaleon Alvarez has said that given the super majority of administration allies in Congress, the impeachment proceedings in the house could be a mere formality. “Maybe. It is you who said that,” Umali said, referring to Alvarez. The hearings in the House are an offNext page

Mayon eruptions raise alert level, danger zone By Rio Araja MAYON Volcano erupted for the third time in less than 24 hours before Sunday noon. In a bulletin issued Sunday at 3:30 p.m., the Philippine Institute of Volcanology and Seismology said another steam-driven explosion occurred Sunday, 11:43 a.m. at Mt. Mayon in Albay and lasted about 15 minutes. “The event produced an ash plume that was largely obscured by summit clouds. Sulfuric odor was detected in and traces of ash fell on Camalig, Albay,” the report said. Alert level 2 remained in
effect over the volcano, Phivolcs said, noting that magma could heat water beneath the ground or on the surface, causing more phreatic eruptions—or even magmatic eruptions. “The public is strongly advised to be vigilant and desist from entering the sixkilometer radius permanent danger zone to minimize risks from sudden explosions, rockfall and landslides,” Phivolcs warned. The agency said communities on the western and southwestern flanks downwind of Mayon’s crater should cover their noses and mouths with clean, damp Next page
DIESEL and kerosene prices may go up this week by P0.45 per liter and P0.40 per liter, respectively, while gasoline prices could go down by P0.80 per liter, computations of the Energy department showed. This computation, however, does not include the impact of the Tax Reform for Acceleration and Inclusion Act wherein gasoline prices are expected to go up by P2.97 per liter, kerosene by P3.36 per liter and diesel by P2.80 per liter. “The DoE observed that last week’s international oil trading may affect the domestic prices of gasoline, diesel and kerosene,” the department said. Senate’s abolition unlikely—Pimentel By Macon Ramos-Araneta
S
ENATE President Aquilino Pimentel III allayed fears that the Senate would be abolished with the proposed shift to a federal form of government. “Don’t worry... Actually because federalism needs federalism needs the Senate, an upper house to keep the
country together,” he said. But Senate Minority Franklin Drilon said the abolition of the Senate is “certainly within the realm of possibility.” He said once a constitutional assembly is convened, anything and everything could be discussed. He noted that the power will be in the hands of the House of Representatives
and the Senate could be left with a ceremonial function once the country adopts a unicameral Congress. The chairman of the leftist group Bayan Muna, meanwhile, said the Charter change plans of the ruling party would abolish the Office of the Vice President but would allow the President to be reelected in 2002.
“Under the PDP-Laban Constitution, the office of the Vice President will be abolished by 2019 if they succeed in having the new Constitution ratified during the 2019 elections,” Bayan Muna chairman Neri Colmenares said in a statement. Colmenares said that under the PDP-Laban Next page
Lawmakers lack time to impeach Ombudsman THERE is no longer enough time to pursue the impeachment complaint against Ombudsman Conchita CarpioMorales, who is about to retire in six months, the chairman of the House committee on justice said Sunday.
“As she approaches her retirement in July, impeaching Ombudsman Morales is no longer practical and realistic,” said Oriental Mindoro Rep. Reynaldo Umali. He said Congress would be too busy with the im-
peachment of Supreme Court Chief Justice Maria Lourdes Sereno and the effort to usher in a federal system of government. “Let’s just wait for her retirement, especially now that we are very busy conducting
hearings on the impeachment complaint against the Chief Justice and of course, the push for federalism,” he said. On Dec. 13, an impeachment complaint was filed against Morales, but not a Next page

global security index report on cyber security preparedness. These facts were revealed by digital technology expert Reynaldo Lugtu, a member of the advisory board of Global Chamber Manila, a business network focused on the growing cross-border trade and investment around twitter.com/ MlaStandard

HONOLULU, United States—An alert warning of an incoming ballistic missile aimed at Hawaii was sent in error Saturday, sowing panic and confusion across the US state— which is already on edge over the risk of attack— before officials dubbed it a “false alarm.” Emergency management officials eventually determined the notification was sent just after 8:00 a.m. (1800 GMT) during a shift change and a drill after “the wrong button was pushed”—a mistake that lit up phones across the archipelago with a disturbing alert urging people to “seek immediate shelter.” There were frenzied scenes of people rushing to safety—a bathtub, a basement, a manhole, cowering under mattresses. Adventurer Alison Teal called it “the worst moment” of her life. Next page manilastandard.net
