HE government announced Friday the arrest of Rommel Dorango Salinas, said to be the secretary of the Communist Party of the Philippines, in Ozamiz City by local police and elements of the 10th Infantry Battalion of the Philippine Army. A consultant of the left-leaning National Democratic Front of the Philippines, Salinas was arrested at 11 a.m. in Bernard Subdivision, City Hall Drive, Barangay Aguada in Ozamiz. A warrant of arrest was issued against the 45-year-old in October 2013 for frustrated murder and destructive arson, Ozamiz police personnel said. Salinas is the second NDF consultant arrested after Rafael Baylosis was nabbed in Quezon City on Wednesday, and following President Rodrigo Duterte’s declaration of the Front, the CPP and its armed wing the New People’s Army as terrorist organizations. But Salinas’ lawyers said he was arrested long before this week, on May 11, 2017, and has been in detention since then. Edre U. Olalia, president of the National Union of People’s Law-

By Rey E. Requejo THE state’s top lawyer on Friday tore into Ombudsman Conchita Carpio-Morales and insisted that President Rodrigo Duterte has the authority to discipline Overall Deputy Ombudsman Melchor Carandang. Pimentel sees ‘19 plebiscite for Cha-Cha
THE Volunteers Against Crime and Corruption on Friday filed a complaint with the Commission on Elections against former President Benigno Aquino III in connection with the controversial anti-dengue program implemented by the government during the May 2016 election period. Also included on the complaint filed at the Comelec were former Department of Health secretary Janette Garin and former Budget secretary Florencio Abad, and current DoH officials. VACC officials led by Dante Jimenez and former DoH consultant Francis Cruz alleged
that the respondents violated the Omnibus Election Code, which prohibits the release and use of government funds for election campaign within 45 days before a regular election or 30 days before a special election. The complaint stated that “Aquino, Abad and Garin had caused the releases, disbursements or expenditures of over P3.5 billion in public funds in connection with the procurement of the Dengvaxia vaccine and implementation of the School-Based Immunization of Tetravalent Dengue Vaccine of the Department of Health (or Dengue Immunization Program) in the National Capital Region (NCR), Calabarzon Next page

SENATORS led by Senate President Aquilino Pimentel III think a standalone plebiscite in 2019 for constitutional change would be better than it piggybacking on the coming barangay elections this May. Senator Francis Escudero also said the Commission on Elections has no allocated budget for a plebiscite this year, which would cost the government around P8 million.
