‘Facebook ban’ fake news, wrong—Poe By Macon RamosAraneta SENATOR Grace Poe on Thursday described as “fake news“ the talk that she is proposing to ban Facebook in the country. “That’s fake news. That’s not true,” Poe said in a television interview. “First of all, that’s counterproductive. It’s wrong.
That’s disinformation.” While the “trending” Facebook video―which had been spliced to make it appear that the senator wanted to ban Facebook―was made to discredit her and the ongoing hearings on the proliferation of fake news, Poe said they could not stop what was being spread online. “Those that came out [in the social media], of course,
we will not prevent them. I am also on Facebook, even my children. Many of our countrymen get their news from Facebook,” Poe said. During the hearing on Jan. 30, Poe was asking a law expert about the extent of the government’s reach in blocking hate speech and expressions online that bordered on criminal liability.
“Not that we’re going to do this. I’ll be the first to disagree if they do,” said Poe, head of the Senate committee on mass media and public information, which has been conducting a Senate inquiry on fake news. “But let’s say, can you block a particular company like Facebook from being accessed in the Philippines?” she said. Palace dares Ombudsman’s deputy to quit By Vito Barcelo and Macon Ramos-Araneta
IN CUSTODY. Left-leaning National Democratic Front of the Philippines consultant Rafael Baylosis (above) and a companion are in custody after their arrest Wednesday afternoon during a surveillance operation by police and security authorities at the corner of Aurora Blvd. And Katipunan Ave. in Quezon City. Officials say recovered from them were two 45 cal. pistols, 14 ammunition, and two magazines.
CHIEF Presidential Legal Counsel Salvador Panelo on Thursday asked Deputy Ombudsman Melchor Carandang to resign to spare the Office of the Ombudsman from further embarrassment. He told a television interview Carandang should also step down to save his
superior from being dragged into a quarrel with the Executive branch. “If I were Deputy Carandang, just to stop all these, maybe I should resign,” Panelo said. “What he did was to drag the Ombudsman into this mess. [He violated an] administrative rule that you cannot reveal confidential documents.” But at least two senators on Thursday warned of a constitutional crisis
if the Supreme Court would not intervene to resolve the conflict between Malacañang and the Office of the Ombudsman over Carandang’s suspension by President Rodrigo Duterte. “The Supreme Court should immediately intervene. Otherwise, there could be a constitutional crisis as there is a conflict and a clash between two independent constitutional offices― Next page
NPA leader arrested Baylosis top rebel to fall after terrorist tag on Reds By Vito Barcelo and Francisco Tuyay
A
TOP communist guerrilla was arrested in Quezon City in the first swoop on the rebel leadership since President Rodrigo Duterte ended peace talks in November 2017, security forces said Thursday. Police said they arrested Rafael Baylosis and another armed man, said to be a member of the New People’s Army, on Katipunan Avenue and Aurora Boulevard in Quezon City Wednesday afternoon. Both are detained in police headquarters in Camp Crame. Baylosis headed the Communist Party of the Philippines during the 1980s peak of the insurgency to overthrow a capitalist system that has created one of Asia’s biggest rich-poor divides. Police described the 69-year-old as the “acting secretary” of the communist party’s guerrilla wing, the NPA, which the military says has shrunk to 3,800 members from a high of more than 20,000. Talks to end the conflict, which the military says has
claimed 30,000 lives, were conducted sporadically over three decades. The military said Baylosis was the first high-profile insurgent arrested since Duterte called off efforts to broker a political solution to one of Asia’s longestrunning communist insurgencies. The Palace said the arrest of Baylosis was legal because the Joint Agreement on Safety and Immunity Guarantees signed by the government and the communist rebels was no longer in effect after the President scrubbed peace talks in November last year. Security officials said they were executing an arrest warrant for Baylosis over a series of 1985 purges for which he and several other top rebel leaders were charged with murder. Next page

Customs fixer in P6-b shabu case wants to turn witness
Du30 assures bishops: No to extended term PRESIDENT Rodrigo Duterte has assured church leaders that he would follow the rule of law and that he had no intentions of remaining in power beyond his term, Presidential Spokesman Harry Roque said Thursday. “We understand the sentiments of the Catholic bishops for their aversion to Charter change and federalism. CUSTOMS fixer Mark Ruben Taguba II said Thursday he will consult his lawyer about turning state witness in the case involving the P6.4billion shabu shipment that slipped past port inspections in May last year. “My lawyer and I will discuss this. I’ll consult him,” Taguba said at the National Bureau of Investigation headquarters in Manila, where he was presented in a press conference following his arrest on Wednesday night. An accused can only turn state witness once he has satisfied the requirements under the law, such as the absolute necessity for the accused’s
testimony, lack of direct evidence for the proper prosecution of the case, and the accused should not appear to be the most guilty in the case. Taguba made his statement even as a Customs official on Thursday cried foul after he was named one of several people using the name of Customs Commissioner Isidro Lapeña to extort money to facilitate the release of shipments from the bureau. Customs officer Richard Rebong denied the allegations he was using Lapeña’s name as he had been on a “floating status” since 2013. Next page
