Tropical Storm 'Vinta' (international name Tembin) has lashed the nation’s second-largest island of Mindanao since Friday, triggering flash floods and mudslides. In Lanao del Sur, the Provincial Disaster-Risk Reduction and Management Office reported the death toll from Friday’s storm landfall had reached 16 in five affected Lanao del Sur towns.
Still, search and rescue operations continued for four other persons reported missing in WatoBalindong and Tugaya towns as of 6:12 p.m. on Friday. Gov. Bedjoria Soraya Alonto-Adiong also confirmed the casualties, saying two persons were reported dead and one missing in the municipality of Wato-Balindong; one fatality in Tugaya town where three
residents have been missing, and four more dead persons in Madalum municipality. In nearby Lanao del Norte, the provincial government placed the province under a state of calamity Saturday afternoon following deaths and devastation caused by Vinta. The Sangguniang Panlalawigan of Lanao del Norte made the decision in a special session following severe flooding in different towns across the province. A five percent calamity fund will be used by the Provincial Disaster Risk Reduction and Management Council to augment funds to address immediate needs of 11 se-
verely flooded municipalities: Maigo, Salvador, Kauswagan, Tubod, Lala, Kapatagan, Bacolod, Munai, Kolambugan, Tangcal, and Sapad. In Malacañang, Presidential Spokesman Harry Roque, in a statement, said at least 72,592 individuals were affected by the Vinta flooding and landslides. In his statement, he said: “We in the national government shall continue to provide assistance to affected communities. “The DSWD Central Office, Field Offices, and the NROC have total stockpiles and standby funds amounting to P735,066,659.89.” Turn to A2

According to the News Straits Times, the arrested suspect’s confessed recruitment work had raised worries among security officials that the terror group might attempt to recapture Marawi City, which has since been recaptured by government troops after terrorists launched a siege there in May this year. The Straits Times said the unnamed 50-year-old Filipino man was picked up on Dec. 6 in Kuala Lumpur in a special operation conducted by Malaysia’s

ISABELLE Duterte once again took to social media to clear accusations against an unidentified “friend” whom her father, Davao City Vice Mayor Paolo Duterte, reportedly mauled recently. “My friend, who is now in the hospital, is a good friend of mine since we were [in] 7th grade,” the controversial presidential granddaughter wrote on Facebook Friday night. “My friend’s family has shown respect to me and my mother over the years, I’m quite sure, considering that my friend is also coming from a respectable family, [that] my friend is decent enough to keep an image far from what my friend is accused of,” Isabelle added, in an apparent reference to accusations by her dad that she was being “pimped” by someone. But it reiterated the ban and discharge of Piccolo or “scratch bangers” and other prohibited firecrackers. At the same time, Palace spokesman Harry Roque told local government units to strictly enforce Duterte’s Executive Order No. 28, regulating the use of firecrackers and to designate community fireworks displays for the enjoyment of the public. “All allowable consumer pyrotechnics or ‘pailaw’ may be used outside designated community fireworks areas, meaning outside places of residences,” Interior officer-in-charge Catalino Cuy said in a recent memorandum order.
