RESIDENT Rodrigo Duterte has applied a direct veto on five provisions of Republic Act No. 10963, or the Tax Reform for Acceleration and Inclusion law, the first phase of his administration’s comprehensive tax reform package. In his letter to Speaker Pantaleon Alvarez and members of the House of Representatives, Duterte pinpointed five items which might hurt the government’s resolve to fund its social and economic infrastructure that will benefit the poor. Finance Secretary Carlos Dominguez said with the veto, government revenues should be closer to P90 billion in the first year of TRAIN, instead of the projected P82.3 billion.
