UP student tortured, shot dead; Acosta seeks probe By Jun David, Rey E. Requejo and Macon RamosAraneta A 19-YEAR-OLD Uninversity of the Philippines student who went missing for 10 days and whose body was found in a morgue in Caloocan City, was tortured before he was killed, the Public Attorney’s Office said Monday. PAO chief Persida Rueda Acosta said an autopsy conducted Sunday showed Carl Angelo Arnaiz, of Cainta, Rizal, had been beaten before he was shot dead.

Acosta said Arnaiz’s eyes were bruised and discolored, probably because of punches, and his wrists were wounded and swollen with handcuff marks. He also had five gunshot wounds—four in the chest and one in the right arm, she said. Arnaiz’s body was found on Aug. 28, and the autopsy was performed Sept. 3 by Dr. Erwin Erfe of the PAO forensic lab. “His body showed signs of torture and a beating, and there were signs that both his hands were handcuffed,” Acosta said in Filipino, in an interview on radio dzMM. Kian slay: Charges mount against 16 Caloocan cops THE Philippine National Police Internal Affairs Service said Monday it has found probable cause to file administrative cases against 16 Caloocan City policemen over the Aug. 16 killing of 17-year-old student Kian Loyd delos Santos. The charges will include grave misconduct, serious irregularity in the performance of duty and serious neglect of duty, IAS Inspector General Alfegar Triambulo said. Among those to be

charged are Chief Insp. Amor Cerillo, precinct commander; Police Officer 4 Arnel Oares, the one who allegedly shot Delos Santos; Police Officer 1 Jeremias Pereda and Police Officer 1 Jerwin Cruz. WA S H I N G T O N — T h e United States warned it could launch a “massive military response” to any threats from North Korea following Pyongyang’s provocative detonation of what it claimed was a miniaturized hydrogen bomb. Defense Secretary Jim Mattis spoke out on Sunday (Monday in Manila) after North Korea carried out an unexpectedly strong nuclear test, more powerful than the bomb that levelled Hiroshima in 1945. President Donald Trump called an emergency meeting of his national security advisers and had his second telephone call of the weekend with Japanese Prime Minister Shinzo Abe, but did not talk to South Korea’s Moon Jae-In—instead accusing Seoul of “appeasement.” He threatened drastic economic sanctions, including “stopping all trade with any country doing business with

North Korea.” In Manila, the Office of Civil Defense said contingency measures were already in place amid the latest move by Pyongyang to launch hydrogen bombs. “Rest assured that contingencies are being set in motion for the protection of our civilian populace. HE House committee on justice will hold marathon hearings on several impeachment complaints filed against three government officials, the panel’s chairman said Monday. Oriental Mindoro Rep. Reynaldo Umali said it is the justice committee’s constitutional duty to attend to the impeachment complaints filed, respectively, against Commission on Elections Chairman Andres Bautista and Supreme Court Chief Justice Ma. Lourdes Sereno and another expected this week against Ombudsman Conchita Carpio-Morales. “We have no choice. It’s a constitutional duty that we have to perform to the best of our abilities,” Umali said, even as anti-corruption groups filed a second impeachment complaint against Sereno on Monday. Earlier, former Negros Oriental Rep. Jacinto Paras filed an impeachment complaint against Bautista for betrayal of public trust and

culpable violation of the Constitution over allegations of ill-gotten wealth. The complaint was endorsed by at least three lawmakers. Lawyer Larry Gadon, meanwhile, wanted Sereno removed from her post for betrayal of public trust for the “whimsical” and “excessive” purchase of the latest model of the Toyota Land Cruiser amounting to P5.1 million, as well as her alleged failure to declare “exorbitant lawyer’s fees” allegedly amounting to P37 million.
