‘Leave mosques, fight in the open’ SC urged to dismiss plea on ML issue By Rey E. Requejo THE Office of the Solicitor General on Tuesday urged the Supreme Court to dismiss consolidated petitions seeking to compel the Senate and the House of Representatives to hold a joint session to review President Rodrigo Duterte’s Proclamation No. 216 placing Mindanao under martial law. In a comment, Solicitor General Jose Calida said the petitions filed by separate groups led by former senators Rene Saguisag and Wigberto Tañada should be dismissed for lack of merit. Calida said Congress is not required to convene in joint session to support a martial law declaration under Article VII, Section 18 of the 1987 Constitution. Next page

Hataman’s challenge came as the military announced the arrest of a Maute brother who they said provided the terrorist group with logistics, transporting ammunition by boat from the southern lakeshore of Lanao Lake, and transporting wounded militants from the main battle area to south of Lake Lanao. Col. Jo-Ar Herrera, spokesman of Task Force Lanao, said the government had strengthened patrols of Lake Lanao, which was being used to transport supplies to the

Seven of the projects will cost more than P687.47 billion and

will be funded by official development assistance, while the two others will cost about P50.61 billion and will be financed by government funds. Meanwhile, the Department of Trade and Industry is aiming to make the Philippines’ ranking in ease of doing business leapfrog to 20th place by 2022, Trade Secre-

tary Ramon Lopez said Tuesday. “You know, we are really aiming for the top 20 by 2020. Something like that. Because right now, we’re at 99th,” Lopez told reporters in a chance interview in Malacañang. “There is an improvement, but we will see first where will we land.” While the Philippines climbed

by four notches to 99 in the World Bank-International Finance Corporation Doing Business 2017 report, reflecting a better standing from 103 in the 2016 rankings, Lopez said they were doing everything to increase the country’s competitiveness. Those include automating business registration through mobile

phones and making it more accessible to possible business investors. “We’re in discussion right now which we will launch soon that will really try to automate everything,” Lopez said. “After streamlining the procedure, [we’re] making registration very easy even from mobile Next page

Hataman said the regional government allocated P77 million on June 15 for a continuing two-week humanitarian operation for 51,650 families or about 252,000 individual evacuees. “We have reserved P77 million, since we do have the fund still allotted, but that is supposed to be

Palace: No deal with terrorists as policy THE government on Tuesday ruled out negotiations with the Maute group terrorists holed up in Marawi City. Presidential Spokesperson Ernesto Abella said the government policy not to negotiate with terrorists remains in place and that a meeting between local religious leaders and the terrorists on Sunday was not sanctioned. “Let us continue to remind the public that the gravity of their offense is immense. They must all be held accountable for all their actions,” Abella said. Abella said they were still verifying reports that Abu Sayyaf leader Isnilon Hapilon had fled Marawi City. “Granting that this is true, it would be a clear sign of cowardice because he abandoned his

PRESIDENT Rodrigo Duterte remains “alive and well” amid speculation triggered by his lengthy absence from the public eye, Malacañang said Tuesday. Following his renewed six-day absence from the public from June 21 to 26, Presidential Spokesperson Ernesto Abella said that the President remains in the pink of health but needs more time to work on documents that need to be studied. “First and foremost, he is alive and well,” Abella told reporters in a Palace news briefing. “He is very well. He is just busy doing what he really needs to do.” The lack of official events recently marks Duterte’s new working style, his spokesperson said. “Being out of the public eye is really when he gets to work…The thing important to know is he is on top of every situation,” Abella said. Abella added that Duterte can better accomplish office work in private. “He signs papers, he reads, he consults, he is actually very busy. But the thing that is very important to note is that he is on top of every situation. He is aware of what’s happening. He’s updated regularly. He reads, he views, he listens to these. And he is quite aware. Questions about Duterte’s health were first raised when he missed out on Independence Day rites on June 12 and stayed out of sight until June 16.

LAWMAKERS on Tuesday said Congress had ample time to pass a bill postponing the barangay and Sangguniang Kabataan elections on Oct. 23 this year. “We still have enough time to postpone the barangay and SK polls. We hope Malacañang will certify the bill as urgent to make this possible,” said Surigao del Norte Rep. Robert Ace Barbers. Barbers is chairman of the House committee on dangerous drugs and author of House Bill 5359 that seeks to postpone the elections. Speaker Pantaleon Alvarez earlier said the House will give priority to the passage of several proposed measures calling for the postponement of the barangay Next page
