3-nation anti-terror patrols get under way By John Paolo Bencito INDONESIA, Malaysia and the Philippines began joint naval patrols in their region Monday as threats from extremist groups increase. The “trilateral coordinated maritime patrol” was launched amid continuing battles between Philippine troops and Islamist gunmen loyal to the Islamic State group, who have seized part of the city of Marawi in Mindanao. Indonesia’s military chief Gatot Nurmantyo said the patrols are timely as his country tries to stop any militants from Marawi escaping to Indonesia while posing as refugees. Another ‘Marawi’ ruled out By John Paolo Bencito and Florante S. Solmerin TERRORIST with links to the Islamic State will not be able to launch another major attack like they did in Marawi City, the military said Monday. Following the arrest of three individuals believed to have links with the Maute group in Iloilo Sunday afternoon, Armed Forces spokesman Brig. Gen. Restituto Padilla said that authorities have taken steps to safeguard communities against the growing extremist threat in Mindanao. “Well, there’s a possibility of one or two making it through. But being able to do something on the scale of Marawi, we don’t think so,” Padilla said. There couldn’t be anything like that. And that’s why we have strengthened our security along the borders and the areas where they could possibly use as avenues of escape,” Padilla said. He added that the military is still verifying the identities of those arrested, but confirmed they came from Cagayan de Oro Next page City.

NPA raids smack of opportunism, says Palace By John Paolo Bencito MALACAÑANG on Monday tagged the New People’s Army (NPA) as opportunists after they ransacked a police station in Iloilo over the weekend even though peace negotiators on both sides said they would refrain from at-
tacking each other as a confidence-building measure. “Although the attack was not in Mindanao, the act was opportunistic in nature and disregards the nature of the NDF declaration,” Presidential Spokesperson Ernesto Abella said, referring to the communist National Democratic Front.
“We ask the NDF to call on their armed comrades on the ground to walk the talk and to show genuine sincerity on the confidencebuilding measure initiated by the government,” he added. Armed Forces spokesman Brig. Gen. Restituto Padilla also said it was clear the NPA objective was
to get more arms. He also said the NPA forces knew the government defenses elsewhere were weakened because reinforcements were sent to Mindanao. “One of the reasons they did the attack on Maasin [is that] many Next page
By Rey E. Requejo SUPREME Court Administrator Jose Midas Marquez on Monday said there is no need for Congress to convene in a joint session, unless they intend to revoke President Rodrigo Duterte’s Proclamation 216 placing the entire Mindanao under martial law. Marquez offered this opinion when he and other aspirants for a looming vacancy in the Supreme Court faced the Judicial and Bar Council and were questioned about various legal issues. “I don’t think there is a need for Congress to convene on President
Duterte’s martial law after receiving his report. Congress only needs to convene if they intend to revoke martial law,” Marquez told the seven-member JBC. Marquez, who was first to face the seven-member council during the public interview for the post to be vacated by retirement of Associate Justice Bienvenido Reyes next month, was asked for his opinion on President Duterte’s declaration of martial law. “The Constitution is very clear, the President can declare martial law and it is very clear that the SC can look into the declaration.
