HE government is hunting down 230 individuals—including incumbent and former politicians—who supported or financed the Maute terrorist group that attacked Marawi City and led President Rodrigo Duterte to declare martial law in Mindanao.

“These are local politicians. Some of them were defeated in the 2016 polls. Others are persons of influence,” Defense Secretary Delfin Lorenzana told Manila Standard. These individuals form part of some 230 persons of interest whom Lorenzana, as martial law administrator, ordered arrested. “The first list is about 130 individuals. The second one is about

Crisis feared if SC pushes ‘joint session’ By Maricel V. Cruz SPEAKER Pantaleon Alvarez on Thursday warned of a possible constitutional crisis if the Supreme Court compels Congress to hold a joint session on President Rodrigo Duterte’s declaration of martial law in Mindanao. “My advice to the petitioners: Go over your law books. How can the Supreme Court dictate to Congress [on] what to do? They are co-equal bodies,” Alvarez said. Alvarez said Congress would defy any Supreme Court directive against the President’s declaration. “I will tear apart any directive issued by Supreme Court telling Congress, dictating to Congress to convene in a joint session,” Alvarez said. Defense chief absolves Aquino from ‘Marawi’ By Joel E. Zurbano DEFENSE Secretary Delfin Lorenzana on Thursday described rumors linking Senator Paolo Benigno Aquino IV to the Marawi terrorist attack as “too absurd to be believed.” In his exchange of text messages with the senator, Lorenzana assured Aquino that he “never gave credence to rumors about the lawmaker’s presence in Marawi” days before the skirmish between the government troops and members of the Maute group, as they were “too absurd to be believed.” On Wednesday, Justice Secretary Vitaliano Aguirre III repeated these rumors and suggested Aquino and other anti-Duterte politicians were seeking to destabilize the government, only to retract his accusation on the same day. In a radio interview Thursday,

Aquino said Lorenzana also absolved him and other members of the opposition of any involvement in the Marawi attack during a closed-door briefing on martial law. “During the briefing, I asked Secretary Lorenzana about the fake news being spread, but he laughed and said there was no truth to it,” Aquino said in Filipino. Aguirre earlier said Aquino was in a meeting with influential Moro clans in Marawi City on May 2, but the senator was actually the commencement speaker at the Polytechnic University of the Philippines in Pasay City, then attended a session of the Senate. Cops in Espinosa slay slapped with homicide By Rey E. Requejo THE Justice department has downgraded to homicide from murder the criminal charges filed against the policemen involved in the killing of then Albuera, Leyte Mayor Rolando Espinosa and his fellow inmate Raul Yap inside the Baybay, Leyte sub-provincial jail last year. In a motion filed on June 6, Leyte provincial prosecutor Arlene Hunamayor Cordovez informed the Baybay, Leyte Regional Trial Court, Branch 14, of the department’s May 29 resolution downgrading the charges against the accused. Cordovez said she received a copy of the department’s decision on June 2 ordering her to file the

required motion to amend the information against the policemen led by Supt. Marvin Marcos. The accused earlier filed a petition seeking to reverse the resolution of a five-man panel of prosecutors that recommended their indictment for murder in March. The Baybay RTC had effectively suspended the hearing of the case while waiting for the Justice department to decide on the petition. In its March resolution, the department said Marcos and the other respondents conspired with one another to kill Espinosa and Raul Yap inside their cells. He said he could not understand why the petitioners are insisting on a joint session over martial law in Mindanao, since both the Senate and the House of Representatives have adopted their respective resolutions supporting the declaration. “Maybe the President’s critics are pressing for a joint session of Congress in the hope of creating an opportunity to promote their personal political interests,” Alvarez said. DAVAO CITY—The father of the terrorist Maute brothers, Cayamora, was transferred to Metro Manila for security reasons, said Eastern Mindanao spokesman for martial law, Brig. Gen. Gilbert Gapay Thursday. Gapay said that after the inquest proceedings on Wednesday night, Cayamora and his daughter Norjannah Balawag Maute Tingao and her husband Benzar Ali, and one of Cayamora’s wives, Kongan Balawag were charged for illegal possession of firearms and explosives. “About 9:45 p.m. [Wednesday] they were transported via C130 aircraft of the Philippine Air Force going to Manila for security reason,” Gapay said.

Their driver, Aljon Ismael Salazar, was released after prosecutors Aimee Viscara Mabale and Ma. Cynthia Adao found no probable cause to hold him. Gapay also said that they are still validating the identification of Norjannah Maute Tingao since they have information that there are two people who share the same name, albeit spelled differently. Authorities also apprehended the former mayor of Marawi City, Fajad Umpar Salic, together with three others in a checkpoint in Misamis Oriental. Salic was arrested on a charge of rebellion. The Bureau of Jail Management and Penology on Thursday confirmed that Cayamora Maute, 67, the patriarch of the Maute family, and three others are now in their custody. Next page
