RESIDENT Rodrigo Duterte said Wednesday he may place the entire country under martial law if threat of terrorism for Islamic Stateaffiliated groups spill out from Mindanao, where he has suspended the writ of habeas corpus.

“If I think that the ISIS has already taken a foothold also in Luzon, and terrorism is not really far behind, I might declare martial law throughout the country to protect the people,” Duterte said after his official trip to Russia was cut short on Wednesday. “The government may consider [expanding] the covered areas of martial law in the event that members of the Maute group and other ISISaffiliated terrorists seek sanctuary or expand their terroristic activities in the Visayas and Mindanao,” he said. “[While] we are still in the state of emergency, sporadic skirmishes with the Maute group continues, showing the group’s capability to sow terror and unleash harassment and inflict destruction not only in Lanao del Sur but also in other parts of Mindanao and even in the Visayas.” He said he might also suspend the EXODUS. DEFENSE Secretary Delfin Lorenzana on Tuesday night said there was no lapse in intelligence that allowed Maute group terrorists to go on a rampage in Marawi City, but admitted that some of the reports they received were not properly appreciated. “We knew they were there, and in fact, there was this big firefight somewhere in Piagpo and in the mountainous area surrounding it. I don’t think there was a lapse of intelligence; it’s just the appreciation of the intelligence that was lacking,” Lorenzana told reports in Moscow. At around 1:45 p.m. Tuesday, a joint operation of the Armed Forces of the Philippines and Philippine National Police was launched in Marawi City to capture Hapilon, but security forces were apparently caught off guard by more than 100 Maute group members who took over vital installations in the area. In a press briefing, Lorenzana said the Maute group was receiving “small amounts of funding” from international groups. “That’s why they asked [Abu Sayyaf leader Isnilon] Hapilon to transfer to expand their base,” he said. FOLLOWING the imposition of martial law in Mindanao, several countries have issued travel warnings and called on their citizens traveling to Mindanao to be vigilant or defer going there if possible. That came to pass even as United States ambassador to the Philippines Sung Kim expressed his condolences to the families of the victims of the terrorist attack in Marawi. “My sincere condolences to the friends and families of the police

officers and soldiers who lost their lives in Marawi in the name of democracy,” Sung said. The US Embassy in Manila said it was aware of the martial law declaration and was monitoring the situation. In its advisory, the US Embassy temporarily suspended all travel to Mindanao pending a better understanding of the situation there. “While the US Embassy has no information that the event in Marawi City represents a direct threat to US citizens or US interests in the Philippines, we Next page

Duterte on doing an “unbelievable job on the drug problem.” Trump also extended an invitation for “good man” Duterte to visit the White House “anytime you want to come,” before the two leaders are set to meet in the Philippines in November. “Many countries have the problem, we have a problem, but what

a great job you are doing and I just wanted to call and tell you that,” Trump said, according to a transcript made by the Philippine government and released by The Washington Post and The Intercept.
