40,000 cops, soldiers guard Asean summit By Sandy Araneta SOME 40,000 policemen and soldiers will provide security during the Association of Southeast Asian Nations Summit this week. “What you see here now is just a portion of the total 40,000 that we will deploy for the 30th Asean Summit from Friday to Sunday,” acting Interior and Local Government Secretary Catalino Cuy said in Filipino, during the send-off ceremony for the security team Sunday. A spokesman for the Metro Manila police office, Chief Insp. Kimberly Molitas, said some 9,000 security personnel were present during the ceremony. Also at the ceremony were Philippine National Police Director General Ronald dela Rosa,

Ambassador Marciano Paynor Jr., director-general for operations of the Asean 2017 National Organizing Council, and other top security officials. Paynor reminded the security personnel that the public should feel their presence even if the bulk of them would be virtually invisible. “That gives a feeling of confidence to everyone that we know what we are doing,” Paynor said. He said the security team must also use the summit next week to prepare for the summit in November where 22 heads of states will attend. “Let us outpace ourselves. Let us sustain the effort that we have done. Every single meeting that we protect and secure, we up the ante, always improve the standard Next page

Maute camp under fire; Lanao Sur residents flee By Nash B. Maulana MARAWI CITY—Fighting has displaced close to 2,000 people in Piagapo, Lanao del Sur, as government security forces intensified anti-terror offensives since the early hours of Saturday, officials and residents said. Bomber aircraft pounded suspected lairs of the Maute terror group, which had declared allegiance to the Islamic State. Residents said dozens of six-bysix military trucks carrying ground troops headed for Piagapo Sunday morning in an apparent full-scale operation. The military has yet to officially disclose to media the magnitude of the anti-terror offensive. But in an initial assessment report, the Office of Gov. Soraya AlontoAdiong said 416 families and 1,828 individuals have been evacuated to neighboring municipalities. Alonto-Adiong said the province needed supplemental relief assistance, since the latest evacuation took place when the Provincial Disaster Risk Reduction and Manage-

ment Council was hardly through attending to needs of families dislocated by last week’s magnitude 5.5 earthquake in nearby Wao town. Jeannie Tamano, Provincial Information Office head, said the Provincial Social Welfare and Development Office had packed 400 bags of food supplies consisting of rice, canned fish, packs of quick noodles, sugar and coffee. Heavy fighting continued into Sunday, military officials said. The group had moved into Piagapo from Butig Friday, said Brig. Gen. Rolando Joselito Bautista. Government forces faced fierce resistance from the cornered terrorists, military officials said. They added that the intensified campaign was in response to President Rodrigo Duterte’s order to crush terrorism in Mindanao. Initial reports said 15 members of the group had been killed, while the government reported no casualties so far. Police and military forces in Lanao del Norte and Iligan City were under heightened alert, with checkpoints set up in vital areas.

ASG beheads soldier, loses 3 By Francisco Tuyay and Sandy Araneta

HE Abu Sayyaf Group beheaded an Army soldier days following his abduction by a group of bandits in Brgy. Lagasan, Patikul, Sulu. In Bohol, the ASG suffered three more casualties during clashes with the government forces who were pursuing an ASG team out on a kidnapping mission.

Brig. Gen. Cirilito Sobejana Commander of Joint Task Force Sulu said the body of Sgt. Anni Siraji was found at 3 p.m. Sunday somewhere in Brgy. Taglibi, Patikul, just a few kilometers from where he was taken.

Sobejana said the decapitated head was about 50 meters away from Siraji’s body, which was already in a state of decomposition, suggesting that the beheading was done three days ago. He said that the beheading of

Siraji was hastily done as the bandits were being hunted after they clashed with the Army’s 32nd Infantry Battalion in Taglibi village on March 3, during President Rodrigo Duterte’s visit to Sulu. Siraji was a former member of the Moro National Liberation Front who was integrated into the Army in 1996. He was seized by seven armed men about 9:30 a.m. Thursday along the highway heading towards Brgy Lagasan, Patikul. Sobejana said Siraji’s body was at the morgue of the Busbus Hospital and will be brought to his family by a navy vessel. “In our assessment the beheading was done three days ago, hastily done because of our continuous

DoJ: Unify drug cases vs De Lima

NPA raids tourists’ hub in Davao Or.

By Rey E. Requejo THE Justice department has urged a Muntinlupa trial court to reconsider its decision rejecting its plea to consolidate its three drug-trading charges against detained Senator Leila de Lima. “While we respect the court, we filed a motion for reconsideration of its decision,” Justice Undersecretary Erickson Balmes said in a text message over the weekend. A panel led by Senior State Prosecutor Peter Ong filed the plea, insisting that the three cases against De Lima arose from a similar set of facts with common parties and issues and could be heard by one court. The Justice department filed three separate cases against De Lima before the Muntinlupa Next page

PH placates China: Pagasa visit part of normal routine By Francisco Tuyay and Sandy Araneta DEFENSE officials stood their ground Sunday after China protested a recent trip by top military brass to Pagasa Island, describing it as a routine visit to any of the country’s controlled territories. On Saturday, Beijing expressed “grave concern” and dissatisfaction over the visit by Defense Secretary Delfin Lorenzana and

operations. They beheaded [him] and then they fled; they attempted to bring the head, but they eventually left it some 50 meters from the slope,” Sobejana said. The military condemned the beheading of Siraji, who they described as a law-abiding and decent man helping the peace efforts of the government in Mindanao. “We condemn the barbaric act by the Abu Sayyaf against Siraji. They are both Tausugs, but still, they have beheaded their fellow Tausug,” Sobejana said. Three more ASG men were killed on Bohol island as government forces pursued remnants of a team that had aimed to conduct kidnappings in the area, authorities said Sunday. Next page

Armed Forces chief Gen. Eduardo Año to Pagasa Island in the South China Sea, where China has overlapping claims. But Año said the visit to Pagasa on Friday was part of the military’s normal visitation process. “There is nothing wrong with our visit. It’s part of my job,” Año said. Lorenzana, Año and journalists landed on Pagasa Island early morning Friday despite a series of

challenges from the Chinese coast guard. “We never landed on any island except ours, where troops are stationed. Pagasa is a municipality of Palawan,” Año said. The general said it was the job of the Department of Foreign Affairs to respond to the Chinese protest. “As far as the AFP is concerned, we visited our troops manning our territory,” Año said.

After the visit, Lorenzana laid out plans to improve the structures on the island, and plans to immediately build a beaching ramp so that ships could more easily unload construction materials to be used in the rehabilitation of the Rancudo airstrip and other facilities urgently needed. The chief of the Defense department’s public affairs office, Arsenio Andolong, said the trip Next page

DAVAO CITY―Communist rebels attacked Aliwagwag Falls in Cateel town, one of the main tourist destinations in Davao Oriental, around 4:30 a.m. on Sunday but were repulsed by soldiers, an official said. “No tourist was injured in the attack,” Captain Rhyan Batchar, chief information officer of the 10th Infantry Division, said in a phone interview. He said around 40 members of the New People’s Army’s Southern Mindanao Regional Command staged the attack that lasted for almost an hour and wounded a soldier. He said a team from the 67th Infantry Battalion was assigned to Aliwagwag to secure visitors as tourists trooped there during summer. “The place is secure right now.
