PRESIDENT Rodrigo Duterte on Tuesday warned businessmen to pay the right taxes or face a travel ban. “I will order the Commissioner of Internal Revenue [Cesar Dulay] to give me a list. If you’re rich, you cannot travel anymore,” Duterte said at the Hotel Elena in Davao City.

“I will ask the [Bureau of] Immigration to stop them because they have violations. “I will order the BIR to file cases and once these are pending in court, the freedom of movement is restricted. Just like the criminals, you will join them. It’s always a crime if you do not pay your taxes correctly.”

Duterte made his statement even as an Immigration official said a holddeparture order can only be issued if a person has a criminal case pending before a court. Legal officer Henry Tuban said the order must be issued by the court ordering Immigration to stop the departure of the person named. Next page

AGAYAN DE ORO CITY— President Rodrigo Duterte on Tuesday threatened to declare Martial Law if Chief Justice Ma. Lourdes Sereno interferes in his war against drugs. Duterte warned that a constitutional crisis will happen should Sereno continue assailing his antinarcotics efforts, including publicly naming more than 150 politicians, judges, soldiers and police allegedly involved in the illegal drug trade. “Not just because you’re the Supreme Court, you can order me. I will not follow you,” Duterte said. “Do not create a constitutional issue [because] there will be,” Duterte said in a speech before troops at Camp Evangelista in Cagayan de Oro City. “I will warn you: do not create a crisis because I will order everyone in executive department not to honor you,” he said. On Monday, Sereno sent a fourpage letter admonishing the President Next page

Killings, detention worry US By Sara Susanne D. Fabunan THE United States expressed concerns Tuesday about the spate of extra-judicial killing related to the Philippine government’s anti-narcotics campaign. We believe in due process. We believe in respect for universal human rights. We believe fundamentally that those aspects ensure and promote long-term security. We are concerned by these detentions, as well as the

High court probes 4 ‘narco-judges’ Grand welcome, By Rey E. Requejo THE Supreme Court on Tuesday ordered an investigation into four incumbent judges who were named by President Rodrigo Duterte as being protectors of the illegal drug trade. The investigation was ordered after the 15-member tribunal agreed to treat Duterte’s speech, in which

he named seven judges that he said were involved in illegal drugs, as a complaint against the four judges who are still active in the judiciary. These were identified as Judge Exequil Dagala of the Metropolitan Trial Court of Dapa-Socorro in Surigao; Judge Adriano Savillo, RTC Branch 30 of Iloilo City; Judge Domingo Casiple, RTC Branch 7, Kalibo, Aklan;

and Judge Antonio Reyes, RTC Branch 61, Baguio City, Benguet. The court ordered Executive Secretary Salvador Medialdea to submit formal complaints against the four judges within seven days, and submit the judges a copy of the complaint. Once they receive the complaint, the four judges will have Next page

Ceasefire with Reds ‘localized’ PRESIDENT Rodrigo Duterte said Tuesday he was not inclined to issue another ceasefire declaration with the communists soon as Malacañang was eying localized negotiations with the rebels. “I am not up to something like declaring another truce or ceasefire and I have to see the two panels talking about peace,” Duterte said in Davao City following his visit to Catbalogan City on Monday. “If they are willing, if they want to address the ceasefire issue, they can go on. But I’ll take my time because I do not want a repeat of what happened. “I really wanted just to show to them the good faith on the part of Next page

PRESIDENT Rodrigo Duterte on Tuesday insisted that the drug problem is bigger than the issue of the burial of President Ferdinand Marcos at the heroes’ cemetery that many are opposing. He defended his decision to allow the burial of the late strongman, whose preserved body is in a refrigerated crypt in Ilocos Norte, at the Libingan ng mga Bayani. “Because he was a President, period. Because he was a President and a soldier,” Duterte said. He made his statement even as the National Union of Students of the Philippines slammed the

proposal to give Marcos a hero’s burial because he was not a hero. “President Duterte said he would allow this to pass simply because Marcos was a soldier during the Second World War,” group spokesman Kevin Castro said. However, even the National Historical Commission of the Philippines has expressed dissent on the matter. The NHCP has stated Marcos’ military record is chock-full of inconsistencies, lies and self-serving myths. A hero’s burial based solely on his service as a soldier would be unwise and insensitive.” Next page
