HE Communist Party of the Philippines on Sunday said it is willing to issue a ceasefire simultaneously with President Rodrigo Duterte’s administration on Aug. 20, when formal peace talks resume in Oslo, Norway.

Salary increase for tutors proposed THE Department of Budget and Management is studying a proposal to increase the salaries of soldiers and teachers, Malacañang said Sunday. “I have talked to DBM Secretary Ben Diokno and this is being studied by the DBM,” Communications Secretary Martin Andanar told dzRB radio. President Rodrigo Duterte had promised to increase the salaries of soldiers and public school teachers during a briefing with military officials in Camp Nakar in Lucena City on Thursday. Increasing the salaries of teachers, the police and members of the military had been one of his promises during the campaign for this year’s elections. He said the salary increases would start in August and continue until the amount was doubled. Diokno has said the increase in salaries in the Armed Forces will be difficult to implement because of other pressing financial matters―not least of which is the government’s huge debt to the military pension fund. “To further support peace negotiations, the CPP is willing to issue a unilateral ceasefire declaration separately but simultaneously with the Duterte government on Aug. 20. The timeframe can be determined through negotiations,” the communists said in a statement. Party leaders have drafted a ceasefire declaration in anticipation of peace talks with the Duterte administration since June, the CPP said. The CPP has long expressed willingness to engage in a ceasefire as long as there are peace negotiations, the statement added. On the other hand, Duterte declared a unilateral ceasefire last week even before it could fulfill his promise to release National Democratic Front consultants who were detained, as well as other political prisoners. Duterte on Saturday lifted the unilateral ceasefire after communist rebels ambushed a group of militiamen in Davao del Norte, killing one. Earlier, the communists, led by CPP founder Jose Ma. Sison, welcomed Duterte’s offer of a unilateral ceasefire, but did not reciprocate with their own offer of a truce. THE Department of Agrarian Reform has ordered the filing of a criminal suit against officials of the Aurora Pacific Economic Zones (Apeco) for the illegal conversion of a 2.5-hectare farm lot in Sitio Landing, Barangay Esteves, Casiguran, Aurora. Secretary Rafael Mariano ordered the Region III officials and the department’s task force on illegal conversion to immediately identify those who may be held criminally liable for the unlawful land use conversion and to file cases against them. In doing so, Mariano junked Apeco’s Dec. 14, 2015 plea and upheld the DAR regional office’s order not to change its land use without the department’s clearance.
