Mazzarella Calls for End to DSS Dumping in Unsafe Structures

Responding to community complaints over the county placing the homeless in unsafe facilities, Jim Mazzarella said his first bill when he is elected to the Suffolk Legislature will make sure the homes have proper permits and follow local building codes.

His election on May 25th is assured as his opponent, former legislator Kate Browning, was removed from the ballot for violating the county’s term limit law.

The county Department of Social Services is under fire for providing rental vouchers for homes that lack rental permits and certificates of occupancy. The issue came to a head recently when an abandoned funeral home at 71 Beach Lane in Gordon Heights was sold by the county to a landlord who collected the voucher money from social service tenants.

Brookhaven inspectors were denied access to the home prompting Brookhaven Town Supervisor Ed Romaine to publicize the fact that the

home was unsafe and in violation of town codes designed to protect tenants.

“My legislation will make sure that the county does not voucher homeless residents into unsafe facilities,” Mazzarella said. “Communities in my district have borne the brunt of this practice and it’s time for the county to stop.” He said he will also see to it that the county does not sell surplus residential property to forprofit landlords. “Homes taken by the county through tax liens must be sold to homeowners who will build up our neighborhoods, not greedy landlords who are looking to profit from the broken social services system.”

The home, which was evaluated by the town twice for demolition as an unsafe structure, is owned by Kismet Domi, a landlord with numerous properties in the town that have been subject to complaints by nearby residents.

In a letter to county executive Steve Bellone, Romaine said, “As

“It’s bad enough that they keep dumping social service clients in certain areas, but they don’t even care that the facilities are unsafe. We need legislation to make sure the Department of Social Services ascertains that a home is safe with the proper town permits before they pay

for someone to live there.”

“I look forward to immediately addressing this and other quality-oflife issues when I am elected to the legislature,” Mazzarella said. “We pay the highest taxes and fees in the entire nation and the least we deserve is a government that looks after our best interests. As a legislator, I will make sure that the county abides by all town codes and regulations to keep everyone safe.”

At the time of filing, a copy of the original must be presented along with a current mailing address. The County Clerk’s office will return the original; issue a convenient identification card and two certified copies free of charge to the veteran.

When residents turned out for a Save Our Sewers rally, Jim was right there with them, pledging to make the long-awaited environmental and economic project a top priority. His opponent, Kate Browning, who served on the legislature while the project lagged, was nowhere to be found.

He announced that his first piece of legislation will require the county Department of Social Service to make sure homes are safe and legal before issuing rental vouchers for them. He also said he will make sure that the county does not sell surplus residential property to for-profit operators, a key consideration in revitalizing areas besieged with zombie homes and absentee landlords.

The son of an Italian immigrant whose family settled in Shirley in Candidate for Suffolk County Legislator the 1960’s, Jim served as a Trustee of the Mastics-Moriches-Shirley Jim Mazzarella Community Library for 10 years, with five years as president, and has been a member of the Rotary Club of Shirley and the Mastics since 1998. He has been active with the Crystal Beach Property Owners for 15 years and is well known for his involvement in many civic, charitable, and education initiatives in the Bay Area. He also serves as a member of the Brookhaven Town Board of Zoning Appeals and is the Secretary-Treasurer of Local 342, a public services union that represents 1,500 sanitation, highway, library, fire, water district and other municipal employees on Long Island.

Kate Browning was thrown off the May 25 ballot by Justice James Hudson for violating the county Term Limit Law. Years ago, Suffolk voters overwhelmingly said politicians like Browning should be limited to 12 years in the legislature. Yet she continues to push to get her old job back and ignore the will of the people. The voters specifically said no to career politicians and passed a law to bring new faces and new ideas into county government. Jim Mazzarella is just this person and we endorse him for election to this critical seat.

Sini & SCPD Commissioner Hart: Centereach Man Indicted for Allegedly Stabbing & Critically Injuring Police Officer Following Motor Vehicle Crash

Defendant was Allegedly Impaired by Methamphetamine at Time of Incident Suffolk County District Attorney Timothy D. Sini and Suffolk County Police Commissioner Geraldine Hart today announced the indictment of a Centereach man for allegedly stabbing and critically injuring a police officer following a motor vehicle crash in which the defendant was driving while impaired by methamphetamine.

“This defendant was allegedly high on drugs and driving erratically, and instead of pulling over and complying with lawful commands, he decided to speed through a residential area and ultimately attacked a police officer,” District Attorney Sini said.

“These are all conscious decisions that the defendant made - decisions that put so many peoples’ lives at risk – including Officer Racioppo, who is lucky to be alive thanks to the swift actions of the responding officers, good Samaritans, and the medical professionals at both Long Island Community Hospital and Stony Brook University Hospital. I’ll say this clearly and unequivocally: We will do whatever it takes to hold this defendant accountable for his horrific actions.”

“Officer Racioppo is thankfully home today, but he has suffered a grave injury that will take a lot of time to come back from,” Commissioner Hart said. “It was a lesson in courage that we saw when Officer Racioppo was viciously attacked and officers came to his rescue without question. I want to thank the District Attorney and his team on behalf of the men and women of the Suffolk

County Police Department for holding this defendant accountable and bringing him to justice.”

“I would like to thank the District Attorney Sini, the District Attorney’s Office and the Court for recognizing the severity of the actions of this defendant and for making sure he’s held accountable for those actions,” said Noel DiGerolamo, President of the Suffolk County Police Benevolent Association. “I also want to thank the men and women of the Suffolk County Police Department, the true heroes who work day in and day out and sacrifice so much for people they’ve never met.”

Jonathan Nunez, 25, is charged with Aggravated Assault on a Police Officer, a class B violent felony; Assault in the First Degree, a class B violent felony; Assault on a Police Officer, a class C violent felony; two counts of Assault in the Second Degree, a class D violent felony; Assault in the Third Degree, a class A misdemeanor; Resisting Arrest, a class A misdemeanor; Leaving the Scene of an Incident Resulting in Physical Injury, a class A misdemeanor; Reckless Driving, a misdemeanor; and Operating a Motor Vehicle While Impaired by a Drug, a misdemeanor.

At approximately 10:30 p.m. on April 10, Nunez was driving a 1999 Mercedes Benz southbound on South Ocean Avenue in Patchogue when he was allegedly observed driving erratically with no headlights on

which time Nunez allegedly fled at a high rate of speed and crashed into a 2004 Nissan at the intersection of South Ocean Avenue and Brook Street.

Nunez allegedly exited his vehicle following the crash and fled on foot into the yard of a nearby residence. Nunez then allegedly became engaged in a physical altercation with Officer Racioppo and stabbed him in the leg, severing his femoral artery and a vein.

Two good Samaritans assisted responding Fifth Precinct officers in rendering emergency medical aid to Officer Racioppo and apprehending Nunez.

Officer Racioppo was transported to Long Island Community Hospital in East Patchogue and then transferred to Stony Brook University Hospital where he underwent emergency surgery for the ruptured artery and was in critical condition. He was released from the hospital on April 26.

Following the incident, the driver of the Nissan was transported to Stony Brook University Hospital for treatment of nonlife-threatening injuries.

Nunez was transported to Long Island Community Hospital.

“The defendant was extremely combative and extremely violent,” District Attorney Sini said. “At no point did he have any interest in complying with lawful commands by members of the police department, and that behavior continued when he was brought to the hospital, where he was combative with the medical staff as

Nunez was arraigned on the indictment before Suffolk County Court Judge Stephen Braslow and was remanded without bail.

He is being represented by the Legal Aid Society and is due back in court on June 2.

This case is being prosecuted by Assistant District Attorneys Sheetal Shetty and Keri Wasson, of the Felony Offense Bureau’s Major Crime Unit.

Dr. Bonahue is a seasoned higher education executive with more than 20 years of experience in community college education, including service as a tenured faculty member and executive

In that role, he provides leadership for planning, management, and assessment of all credit and non-credit instructional programming, and economic and workforce development initiatives.

Zeldin Applauds New County Commitment to Forge River Sewer Project Congressman Lee Zeldin. “I applaud Suffolk County for bridging the funding gap and coming together in this effort to harness every level of government to improve water quality and other critical aspects of life for local residents.”

The CDBG-DR program was established by the Disaster Relief Appropriations Act of 2013 to provide billions of dollars to improve disaster preparedness in communities in the aftermath of SuperStorm Sandy.

Under previous law, there was a hard deadline of September 30, 2022 for the expenditure of CDBG-DR.

This saved three local sewer projects in Suffolk County: Carlls

River, Patchogue River and Forge River.

Today, Suffolk County announced it will contribute the funding needed to make up for budget gaps caused by an increased project cost due to the previous delay of construction.

“The Forge River Sewer Project is critical to our quality of life in Suffolk County, and it was critical to deliver this huge win to ensure this project gets over the finish line,” said

Several of the projects funded through these programs broke ground, while others were expected to begin construction soon, according to the timelines that existed prior to the onset of COVID-19. Many of these projects were on track to meet the requirements to utilize federal funds in full by the 2022 deadline. However, COVID-19 resulted in unexpected delays. Labor contracts and supply chains further complicated the long lead times needed to implement these largescale infrastructure projects, putting the funding of these projects at risk because they were unlikely to meet

Forge River Sewer Project Dear Editor, The Forge River Sewer Project is critical to our quality of life in the tri-hamlet. That is why I worked closely in December with House and Senate leadership and the White House to secure an extension of the deadline to use the $310 million in federal funding that makes this vital project possible.

This extension to 2023 saved three Suffolk County sewer projects: Carlls River, Patchogue River and Forge River.

On Thursday, Suffolk County committed to contributing the funds needed to close budget gaps, which were caused by increased project costs resulting from previous construction delays.

In Suffolk County, the Forge River, Patchogue and Carlls River sewer projects are part of the Suffolk County Coastal Resiliency Initiative (SCCRI), which has been allotted $67 million in CDBG-DR funds in addition to $243 million in Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) funds.

While the Forge River project itself is to be constructed with FEMA/HMGP funds, the Forge River, Patchogue and Carlls River sewer projects that are part of the SCCRI are tied together and interdependent because the Benefit Cost Assessment (BCA) that justifies use of HMGP funds for the Forge River project relies on the higher BCA rankings of the Carlls River and Patchogue projects. Those projects rely in significant part on CDBGDR funds, but their higher BCA ranking elevates the cumulative BCA ranking of the three projects, making the use of HMGP funds for the Forge River project possible. For this reason, it is critically important to the Forge River project that the CDBG-DR funding for the other two projects be protected.

State Comptroller Says Record Budget Unsustainable

The record $212 billion budget recently approved in Albany is not sustainable and foregoes any opportunity to reduce the state’s massive debt or improve its long-term outlook, according to an analysis released by state Comptroller Thomas DiNapoli.

The massive spending plan, which raises taxes by more than $4 billion to help cover $5 billion for $15,600 checks to illegal immigrants and others who couldn’t get COVID relief payments, raises state spending by 10 percent.

“And, for the second year, state leaders circumvented the state’s debt cap for debt to be issued in the coming year—with new state issuance likely to exceed the limits, rendering the cap meaningless,” the comptroller stated.

According to Weik, the record budget relies on $26.7 billion in new resources in an economy where employment has declined by 10.3 percent.

“The only thing that could have saved us was the state budget cap, which the Democrats have rendered meaningless,” DeStefano said. “Policies such as giving illegal aliens billions of dollars and failing to rein in Medicare fraud are making matters worse and those of us who are not fleeing New York will be left to pick up the tab.”

Palumbo Blasts Exorbitant Tax Hike Proposal Legislation Would Dramatically Increase Prices at the Pump and Home Heating Bills Senator Anthony Palumbo (R,C-New Suffolk) blasted the so-called climate and community investment act, a proposal being advanced by Albany Democrats that would increase the cost of gas by as much as fifty-five cents per gallon and increase home heating costs by more than twentyfive percent.

“New York is already home to some of the highest gas taxes in the nation with residents having little to show from paying these higher rates,” said Senator Anthony Palumbo. “Now, Senate Democrats want to dramatically increase these already costly taxes--placing new, and excessive burdens on families and businesses throughout Long Island at the worst possible time.”

The legislation would impose a carbon tax of $55 per ton of fossil fuel emissions in order to reach renewable energy mandates under the Climate Leadership and Community Protection Act, passed by the Legislature in 2019.

According to the Tax Foundation, New York currently has the 7th highest gas tax in the country, at 43.12 cents per gallon with California currently the highest at 62.47 cents per gallon. This legislation would raise New York’s tax to 98.12 cents per gallon, an increase of more than 127 percent, and would make New York’s gas tax more than 57 percent higher than any other state. New York State has repeatedly been named as one of the worst business tax climates in the nation by the Tax Foundation.

SUFFOLK CLOSEUP

BY KARL GROSSMAN “I’ve been doing this since I was 12,” Suffolk County Democratic Chair Rich Schaffer was saying the other day about his involvement in Suffolk politics.

Now 57 years old, Mr. Schaffer has been the Suffolk Democratic chair since 2000. As county Democratic leader, “I especially love the generational stuff— getting young people into politics,” he said. It’s kind of full-circle for Rich.

He’s a former member of the Suffolk County Legislature—elected to it at but age 22. On the legislature he charted an independent course—indeed, informed independence has been a hallmark of Mr. Schaffer’s route in Suffolk politics and government.

He’s been Babylon Town supervisor for more than 18 years. After two series of terms, he is the longest-serving supervisor in Babylon history. And this year he’s running for re-election.

“I’m a homebody, most comfortable staying local,” says Mr. Schaffer of North Babylon. “I love doing the supervisor’s job—I kind of love doing both, being supervisor and county Democratic chair.”

And, also, he is chair of the Suffolk County Supervisor’s Association, I’ve known Rich for decades. He’s

always been—and still is—a selfeffacing, open and available guy. For example, he lists not only his office phone but his cell phone number on the Town of Babylon website for constituents to call.

A person who served in the active military, naval, or air service and who was discharged or released under conditions other than dishonorable may qualify for VA healthcare benefits.

Reservists and National Guard members may also qualify for VA healthcare benefits if they were called to active duty (other than for training only) by a federal order and completed the full period for which they were called for or ordered to active duty.

BY TOM BARTON Wheelin and Dealin was the theme of the night for both New York teams on Thursday night as both teams made some aggressive moves in the first round of the 2021 NFL Draft. The night began with the Jaguars taking one of the most obvious picks in recent memory selecting Trevor Lawrence #1 overall. Lawrence held a ridiculous - 10,000 betting line. Then the Jets were on the clock and to no one’s surprise New York took Zach Wilson to be their new QB. Wilson held a -2500 betting line after Sam Darnold was traded away, this was another no brainer.

The night then became one for the record books. Trading was hot and heavy for much of the draft and the New York Giants

were one of the teams benefitting from desperate clubs needing a QB. The Chicago Bears saw their opportunity and offered Big Blue a package they couldn’t say no to.

To move up, the Bears sent their 2022 first-round pick, a 2021 fifth-round pick, a 2022 fourthround pick and Chicago’s 20th overall pick in this year’s draft. It was an absolute mega package for Gettleman and the GMen. The Giants would sit and wait for their chance to pick but suddenly the Jets were back on the clock. Gang Green traded the 23rd, 66th, and 86th overall picks in the 2021 draft to Minnesota in exchange for the 14th and 143rd selections. They had their QB, now was the time to get someone to protect him. Something many

Finally the Giants were on the clock and after targeting playmakers for their first pick but trading down New York still was able to get a weapon.

Kadarius Toney might not have Heisman pedigree, nor is he the level of Chase or Waddle, but trading down, getting a monster haul and still walking away with a playmaker at the position you targeted is a win win.

Overall the 2021 NFL Draft was exciting and active for New York fans. Now let’s see if it pans out on the field.

Last time, we talked about power (watts) and distance (height.) You want to have a lot of both, especially if you are the one sending the may-day. But as the song goes, “Is that all there is…?” As always, no. This article is about that.

Give Me Gain!

If you’ve ever bought an antenna, it notes how many “dB’s”(decibels) of “gain” it has. This is a very important element in selecting an antenna. Without a good antenna, your radio isn’t much better than a paper-weight. Gain, for the private boater, comes usually in 3 “sizes” – 3dBs, 6dBs and 9dBs. But what is it?

Gain is simply the measure of how focused the antenna is in taking the signal from the radio and, at a given wattage, shaping the rifle bullet of energy that it sends to the horizon. The higher the dBs, the more focused the beam of energy – the sharper the “rifle bullet” rather than the “buck-shot” of a shot-gun. And greater focus, going back to the last column on radios, leads to greater distance and greater effective power, meaning more of the wattage gets turned into distance over the water, as you send out your may-day.

Sometimes… Let’s go back to the firearm analogy. If you’ve ever gone hunting, you know you hunt for birds with a shot-

gun. Why? Because the birds are all over the sky and if you have to hit one bird with one bullet, you had better be a pretty darn good rifleman. But that “spread” of buckshot comes at a cost – power/distance. It will take down a duck – but not a roe buck.

For the power to take down a deer, you need to penetrate a highly muscled animal of several hundred pounds and hit a vital place.

For that, you need focused power – a rifle.

Oddly, radio gain is just like that.

Safety of Life at Sea: Your Radio – Shot-Gun or Rifle?

(50 x 2) antenna is going to send that radio beam into outer space as if it were shot out of a rifle. And when the boat is on the way down the wave, it is firing the radio beam

So, what to choose? Most skippers go with 6dB as that is the mid-point between distance (9dB) and spread (3dB). For those skippers with enough real estate and “moola”, two radios and two antennas gives them the optimum result. They use a 3-dB (or 6-dB) for the inside (lower) helm where they drive the boat in heavy weather and 9-dB for the upper or outside helm when the seas are flat.

All The Power Has To Go Somewhere!

Let’s think mathematically for a moment.

10 x 10 = 100, as does 50 x 2. If that were real estate, no one would want a living room that was 50 x 2, even if it was the same size in square feet as someone whose living room was 10 x 10. But gain is all about that.

High gain creates a focused beam – like the 50 x 2 living room. Lower gain creates the wider footprint – 10 x 10 living room. All the power coming out of the radio has to go somewhere (we’ll leave “minor lobes” for the radio-philes for another day) and that is why, in this example, both examples result in 100. If 50 is the distance, that is better than 10, for sure. Unless, like a shot-gun, you need spread. Then 10 is better than 2…

Like when the boat is rocking… as the boat rises to the crest of a wave, a high gain

when the boat is plowing down the wave into the trough, some of that signal is getting out, rather than being beamed into the back of the wave ahead, since the gain (rifle v shot-gun) is lower…

Lastly, where should you put the radio itself? As far from your compass as possible… Why? The speaker has a big magnet in it. If the compass “sees” that, it will point to it and think it is the North Pole (magnetic.) In any event, once you have installed your radio, develop a “deviation table” for your boat’s compass so you know how to adjust for readings under way.

What’s a deviation table and how do you create one? That’s a lesson for another day… into the back of the wave ahead of it. In this scenario, high gain works against you since the boat has to be just at the crest of the wave, essentially parallel to sea-level, for that radio beam to shoot out straight ahead and hopefully hit something – like a USCG

Craig M. Borsetti, age 39, unexpectedly passed away on August 7, 2020. He was the son of Theresa Borsetti and the Late Nicholas Borsetti. He is survived by his daughters KristiLynn and Sophia Borsetti; his brother, Nick Borsetti and sister-in-law Kathleen Borsetti. There will also be two (2) flares, which are used as a control for the biogas when it cannot be beneficially upgraded to natural gas quality for pipeline injection or in the event of an overpressure event in the digesters relieving to these flares. Three (3) exempt Emergency Hot Water Boilers (4.2 MMBtu/hr each) will also be installed to meet the process heating requirements if the heat recovery on the

engines (Combined heat and power- CHP) are not available to produce hot water. These boilers will be capable of burning both natural gas and biogas.

Annual total emissions of oxides of nitrogen (NOx), carbon monoxide (CO) and volatile organic compounds (VOCs) are capped below major facility thresholds.

The potential climate impacts of this project were evaluated in accordance with the requirements of the Climate Leadership and Community Protection Act (CLCPA).

The potential to emit of greenhouse gases (GHGs) from the proposed facility is 59,371 tons per year of carbon dioxide equivalents (CO2e). The facility will reduce GHG emissions by reducing the occurrence of biogas flaring by ensuring that sufficient upgrading capacity is available at all times to beneficially upgrade the biogas. This effort will be supported by automated monitoring and control of all plant processes, implementation of manufacturer’s r e c o m m e n d e d preventative maintenance, and using best practices for continuous improvement.
