Assembly Republicans Introduce Resolution to Bring New York in Line with CDC Guidance on Mask Wearing

Members of the Assembly Republican Conference today announced they will introduce a concurrent resolution to bring New York state’s mask rules in line with new recommendations from the federal Centers for Disease Control and Prevention (CDC).

Yesterday, Gov. Andrew Cuomo announced New York would keep its mask mandate in place even as the CDC has called for the mandate to be relaxed for those who have been vaccinated. Local officials, members of the public and health experts have all urged the governor to adopt the federal guidelines.

“As the nation continues to get back on its feet in the aftermath of the COVID pandemic, the

Identity Theft Cases Surged in New York in 2020 More Than 67,000 Complaints to Federal Trade Commission, Up 85 Percent from Previous Year Identity thefts in New York surged during the pandemic with more than 67,000 complaints filed statewide in 2020, which was 85 percent more than the previous year and more than four times the annual total from a decade earlier, according to a report released today by New York State Comptroller Thomas P. Often the pain is really felt later, when victims have trouble getting a job, renting an apartment, or getting a loan because their identity was stolen. We should all take common-sense steps to keep personal information confidential, and companies must do more to protect consumers from identity theft.”

Identity thefts have surged in New York over the past decade, but reported arrests and convictions have changed little from year to year. The 543 arrests by state and local authorities in state

COVID-19 Identity Theft

The COVID-19 era has been marked by new varieties of financial

fraud, including new identity theft scams. Although the full impact of the pandemic on the problem is not yet known, New Yorkers should be aware of potential scams and guard against them.

The FTC has compiled identity theft complaints related to COVID-19 for 2020 through mid-March 2021, reporting 3,617 in New York. Of the state’s identity theft reports, about two-thirds (2,375) were related to information misused to try and get a government document or benefits such as economic relief checks or unemployment insurance.

According to the FTC, imposters are filing claims for unemployment benefits using the names and personal information of people who have not filed claims. People learn about the fraud when they get a notice from the state unemployment benefits office or their employer about their supposed application for benefits. As of late April 2021, the state Department of Labor (DOL) said it had identified over 1.1 million fraudulent unemployment benefit claims during the COVID-19 pandemic, preventing more than $12.3 billion in stolen benefits.

DiNapoli’s office began an audit of the DOL in February. His office first conducted an assessment of the risk of potential identity theft fraud since the beginning of the pandemic, which included looking at complaints, large increases in payments, new programs and criteria, and changes to the internet technology. This assessment found numerous red flags that led DiNapoli’s office to launch a full audit.

Identity thieves have also attempted to leverage news of government COVID-related stimulus payments by posing as someone from an official organization and asking for personal or financial information. They have also tried to exploit pandemic fears by asking victims to pay out of pocket to get a COVID-19 vaccine or to put their name on a vaccine waiting list and, in the process, take their Social Security, bank account or credit card information.

Private businesses that collect and maintain personal information must redouble their efforts to safeguard such data, DiNapoli said. He called on social media companies to promote best practices and proactively educate users about ways to keep private information confidential.

DiNapoli recommends the following actions, among others, to help prevent becoming a victim of identity theft: Carry only the credit and bank cards you need.

Use two-factor authentication for online security where possible.

Use a password manager or strong passwords, including a mixture of capital letters, numbers, and symbols, and change passwords frequently.

Check bank or credit statements regularly.

When online shopping, look for indications that the site is secure, such as a secure URL that begins with “https” (rather than “http”) and a lock icon near your browser’s location field.

Assembly Passes Thiele Legislation to Prohibit Unfair Gasoline Zone Pricing

Assemblyman Fred W. Thiele, Jr. today announced that the New York State Assembly has passed his legislation to prohibit unfair zone pricing of gasoline based on geographical location (A.4112) by a vote of 110-37. “Zone pricing” refers to the establishment of price differences based solely on the location of the retail outlet within the relevant geographic market, without regard to the posted terminal price and any additional costs, where the effect is to injure competition.

In 2008, New York State passed the first law in the country to outlaw the practice of gasoline zone pricing. Since that time, the law has

been difficult to enforce. The vague definition of these terms in current law has hindered enforcement of the zone pricing law since its enactment.

Thiele’s bill (A.4112) would enact the recommendations of a 2011 State Attorney General report to clarify the statute outlawing this practice.

This legislation clearly defines the “relevant geographic market” and addresses the issue of “arbitrary” price differences.

Zone pricing occurs in many areas across the state, and the South Fork of Long Island has been an area where consumers have been significantly impacted by this practice.

Palumbo: State Should Temporarily Suspend Gas Tax in Wake of Colonial Pipeline Shutdown

Thiele stated, “There is no question that the ‘Big Oil’ special interests are using their market power to arbitrarily fix gasoline prices without regard to the actual cost of a gallon of gasoline.

We see this daily on the South Fork where gasoline prices can be 1020 cents higher than surrounding areas, and sometimes as much as 50 cents higher. There is no relationship between these price differentials and actual gasoline costs. Such pricing fixing also happens in other areas of the state where competition may be sparse because the area is rural or less affluent and effective competition does not exist. The Colonial Pipeline supplies roughly 45 percent of fuel consumed on the Eastern Seaboard, carrying more than 100 million gallons of fuel per day between Texas and New York. The shutdown of the system since last Friday has already caused supply shortages and increased prices at the pump.

Senator Palumbo noted that earlier this week, Georgia Governor Brian Kemp temporarily suspended the gas tax via Executive Order to provide relief from rising prices.

State law provides that the County Clerk’s Office files certificates for persons conducting business under an assumed business name. These are usually referred to as DBA’s.

DBA certificates must contain specific information. A Business Certificate form for filing can be obtained by visiting the County Clerk’s website at www. suffolkcountyny.gov/Clerk and clicking on online forms. At this time all new business filings are required to be sent in via mail to: County Clerk’s Office, 310 Center Drive, Riverhead, NY 11901.

There are three basic DBA filings: Original; Amendments; Discontinuances.

Prior to filing an original DBA, the filer should review business names already assigned to ensure that the desired name is available.

A list of current DBA’s is available for public review on the County Clerk website. All business names must consist of words that are used in the English language or it will be presumed to be a surname which can only be used by the person whose surname it is. Using a dictionary is advised to determine if the name you seek to use is acceptable. After checking on available names, and choosing a name that is available, a completed DBA form is filed in the Clerk’s Office with a fee of $35.00. The fee of $35.00 covers the filing, a certified copy for the filer’s record and a certified copy for a business bank account.

Amending a DBA

A DBA can be amended by filing a copy of the appropriate amendment form at the Clerk’s Office. The form can be obtained from various stationery stores, or by visiting the County Clerk’s website.

Amendments can only be filed to change the business name, the business address, or to add or remove partners. Amendments and discontinuances require a

reference to the original or most recent filing. The filing fee for an amended DBA is $35.00.

Discontinuing a DBA

A DBA can be discontinued when the individual or partners cease to conduct business. Like amendments, discontinuance requires reference to the original filing and amendments. Again, the form can be obtained from various stationery stores, or by visiting the County Clerk’s website. There is no fee for filing discontinuance.

Other Business Types

In addition to a DBA and Partnership, there are other types of business that can be started in New York such as Limited Liability Companies and Corporations.

Both of these business types and others are created with the New York Secretary of State. Additional information can be obtained at www.dos.ny.gov.

Yesterday, Suffolk County Legislator Nick Caracappa along with other elected officials and dignitaries gathered to Honor Santora/Bonacasa VFW Post 400 Commander Guillermo F. Sandoval in Farmingville.

Commander Sandoval, a United States Marine veteran, was honored for his immediate and lifesaving actions of aiding and saving the life of a Suffolk County Police Officer who was stabbed in the leg and severely bleeding. The news of his heroic actions reached National VFW Commander-In-Chief Hal Roesch, II who immediately scheduled a visit to Post 400 in order to show his pride and offer his profound congratulations.

Legislator Kennedy’s Scam Advisory: Charity Scam

The COVID 19 pandemic and the surrounding uncertainty has led to an increase in scams, resulting in a record number of consumer fraud complaints in 2020.

One of the ongoing scams is the “Charity Scam”*: Someone contacts you asking for a donation to their charity. It sounds like a group you’ve heard of, it seems real, and you want to help.

How can you tell what charity is legitimate and what’s a scam?

Scammers want your money quickly.

Charity scammers often pressure you to donate right away. They might ask for cash, and might even offer to send a courier or ask you to wire money.

Scammers often refuse to send you information about the charity, give

you details, or tell you how the money will be used. They might even thank you for a pledge you don’t remember making.

Help us help you and others by using the FTC’s top tips to avoid charity scams: 1. Take your time. Tell callers to send you information by mail. For requests you get in the mail, do your research.

Is it a real group? What percentage of your donation goes to the charity? Is your donation tax-deductible? How do they want you to pay? Rule out anyone who asks you to send cash or wire money. Chances are, that’s a scam.

2. Pass this information on to a friend.

It’s likely that nearly everyone you know gets charity solicitations. This

information could help someone else spot a possible scam.

3. If you spot a scam, report it to the FTC at ftc.gov/complaint or call 1-877-FTC-HELP (1-877-382-4357).

Celebrating its 25th anniversary, Long Island’s Best: Young Artists at The Heckscher Museum is among the most prestigious juried art shows for high school students on Long Island. Of the 50 high schools that participated, only 83 pieces were included in the exhibition, which runs from April 27-May 23.

To be considered for the exhibition, students chose an artwork on display in one of The Heckscher Museum’s artist exhibitions. They then created their own work of art based off of their chosen inspiration piece.

Each student wrote a statement as to why they chose that particular piece of art and how it influenced their work.

Both Giana and Maria completed their submitted artwork while enrolled in their current courses at Bellport High School. Maria takes Advanced Placement Studio in Art – 2D with Brandon Payne, while Giana takes Drawing and Painting 2 with Devin Auricchio.

Zeldin Submits Funding Request for Smith Point Bridge Replacement

Congressman Lee Zeldin (R, NY1) recently submitted a Member Designated Project request to the House Committee on Transportation & Infrastructure, which asks that funding for the Bridge Replacement of CR 46 (William Floyd Parkway) over Narrow Bay be included in surface transportation reauthorization legislation.

The requested funding totals $7.2 million and the project is sponsored by Suffolk County.

The bipartisan Safe Bridges Act that Congressman Zeldin co-led and secured into law in December 2015 as part of the Fixing America’s Surface Transportation (FAST) Act made state and local overpasses and bridges once again eligible for federal funding through the National Highway Performance Program. This legislative fix brought tens of millions of dollars back to Suffolk County for desperately needed infrastructure repairs,

including tens of millions in federal funding for Hospital Road Bridge and Smith Point Bridge.

In 2017, Rep. Zeldin helped secure funding to cover 80 percent of the Smith Point Bridge replacement project’s initial $75 million cost through the Transportation Improvement Program, with the remaining 20 percent being covered

by Suffolk County. An additional $9 million is needed to complete the project, therefore, Rep. Zeldin has submitted a $7.2 million request to the Transportation & Infrastructure Committee. Suffolk County would supply the remaining $1.8 million.

“To accommodate and sustain longterm travel throughout the region, we must address Smith Point Bridge’s existing deficiencies and make real infrastructure improvements that enhance transportation safety and efficiency for Long Island residents and visitors,” said Congressman Zeldin.

William Paca National Junior Honor Society Thanks Bus Drivers and Matrons for their Service

The William Paca Middle School National Junior Honor Society recently expressed their gratitude to bus drivers and matrons from First Student Transportation and Durham School Services, the district’s transportation providers, for their efforts throughout the pandemic. This group of young scholars brainstormed and decided to provide each of them with a note and a bag of M&M candy to illustrate the theme, “Thank you for the ‘Miles & Miles’ you go for our students.”

The students also wrote a letter to them, which states, “On behalf of the entire student body of the William Floyd School District, the William Paca National Junior Honor Society would like to sincerely thank you for your

dedication to our students during this past year. When the world seemed to shut down you continued your service to all of us, providing meals to so many students. When we returned to school you made sure we stayed safe while traveling on your buses. You truly were on the front lines and were essential to all of us. Thank you for your “Miles and Miles” of service!”

Students also created a banner and personalized each bag of M&Ms for every bus driver and matron in the district, not just at William Paca Middle School, added Shanna Marte, advisor, William Paca Middle School National Junior Honor Society. Extras were provided to First Student and Durham representatives to share across the district.

Memorial Day

BY REV. FREDERICK MILLER. PH.D. Memorial Day is an American holiday observed on the last Monday of May, honoring the men and women who died while serving in the U.S. military.

Memorial Day 2021 will occur on Monday, May 31.

HISTORY OF MEMORIAL DAY

The Civil War which ended in 1865 claimed more American lives than any than any conflict in U.S. history and required the establishment of the country’s first national cemeteries.

Americans in various towns and cities visited those cemeteries in the springtime paying tributes to the countless fallen soldiers, decorating their graves with flowers and reciting prayers.

On May 5, 1868, General John A Logan, leader of an organization for Northern Civil War veterans, called for a nationwide day of remembrance to take place on May 39th, 1868. He called the day Decoration Day, and its

purpose was to place flowers, or otherwise decorate the graves of comrades who died in defense of their country during the late rebellion, and those bodies now lie in almost every city, village and hamlet churchyard in the land.

He chose the date because it wasn’t the anniversary of any particular action.

During World War I the United States found itself embroiled in another major conflict, and the holiday evolved to commemorate American military personnel who died in all wars and the name Decoration Day became Memorial Day. In 1968 Congress passed the Uniform Monday Holiday Act, which established Memorial Day as the Last Monday in May in order to create a three-day weekend for federal employees; the change went into effect in 1971. The same law also declared Memorial Day a federal holiday.

Across the United States Memorial Day is celebrated with parades each year, often incorporating military personnel

memorials. Some people wear a red poppy in remembrance of those fallen in war – a tradition that began with a World War I

grew among the soldiers graves in Flanders. In 1918 Moina Michael attended a Overseas War Secretaries conference wearing a silk poppy pinned to her coat and distributed over two dozen more to others present. In 1920 the National American Legion adopted it as their official symbol of remembrance. The American Legion continues to use the poppy program every year as the symbol of remembrance.

BY TOM BARTON The New York Knicks are back in the playoffs for the first time in 8 seasons. That’s a sentence few would have thought could be taken seriously before the season, but here we are. The Knicks were absolutely buried by most sports writers across the country and the line makers had them at 6 to 1 odds to even make the playoffs. New York has defied the odds.

What is really special about this Knicks team is not only are they in the playoffs, but they are securely in. There is no play in game scenario, no backing in, no talk of getting in because of a weak Eastern Conference or easy schedule. No, this Knicks team earned their way and

impressed many along the way.

The Knicks ended the season as the top covering team against the spread in the entire NBA, which says that they were underrated all season long, but once again defied expectations.

We began to feel the swell of the Knicks anticipation as their odds shot up to about even money in early February and then right before the trade deadline they were sitting at -150 to make the playoffs. Tom Thibodeau has come in and made believers out of even the biggest skeptic, inside and even outside of New York. Their #23 ranked defense last season is now ranked squarely inside the top 3 in defensive rating. That is TM

In my last column, I mentioned how one of my favorite ways to start out any fantasy baseball season is my old tried and true strategy of banking saves and steals. Counting stats can’t be later erased by poor play, extended slumps and season ending injuries.

A stolen base in April is still there in your cumulative totals come August.

The ratio innings like batting average, Earned Run Average and WHIP can be watered down by poor play and injuries.

One month and a half into the 2021 baseball season, it is time to start looking at the stolen bases totals and find out where the steals are coming from. There are always surprises in store when we do a top down review of the category. We are in the middle of Week #6 of the 26 week long baseball season. A player with 6 steals has averaged a stolen base per week. This means he is on pace for 26 stolen bases this year. In Major League Baseball of 2021 26 stolen bases in a season puts you in

fairly select company. Let’s expand the pool slightly to cut off at 4 stolen bases. Where are the surprises?

4 stolen base candidates

• Tim Locastro of Arizona is one of the fastest players in MLB period.

His total of 4 stolen bases could easily double in a week. Don’t ever forget that stolen bases come in bunches.

This guy can steal 40 bases in a season. He is that fast. Bank on him for steals in late May and June.

• Catcher Christian Vazquez of Boston is a surprise with 4 stolen bases in 6 weeks. Is a 30 year old catcher a good candidate to steal 15 bases in a season? I tend to discount that. A review of Vazquez’s career stats show 7 stolen bases as his career high. His 138 games played in 2019 were a career high. His playing time has been erratic otherwise. I would skip over him and look on.

No one expects the Knicks to go out and win a championship this season, with +6000 odds they are one of the highest odds on the board. No one even expects them to be the best team in their own city, with Brooklyn’s championship odds sitting at about 2 to 1. No one expects much, but this is a tremendous year for the Knicks, and let’s say it again. No one expected them to be here, so maybe they will continue to defy the odds.

Benintendi’s 5 steals are not out of place when reviewing his career stats. See if you can get a discount in a trade with the Benintendi owner in your league. This should continue.

• Raimel Tapia of Colorado has long been written about a solid .300 hitting candidate with very limited power. But with 5 stolen bases in 6 weeks, he is widely available in most fantasy formats and could even be a free agent in your league. If he is available in your mixed league, snap him up.

6 stolen base candidates

• Austin Slater is widely available in most formats, and he did steal 8 bases in the COVID impacted 2020 season.

The 2020 baseball season was only 9 weeks long. If Slater stole 8 bases in 9 weeks, and in 2021 he has a steal a week so far, this is a fairly cheap source of stolen bases. Go out and get Austin Slater.

• At age 32, Mark Canha has always been a player of some ability who just couldn’t put together a full season with anyone. He’s never had above 400 at bats in his career. But in a rather sneaky way, Canha has put up a career OPS of .785. With a stolen base per week and a decent track record of being productive, I love adding players like Mark Canha to my team.

7 stolen bases and higher candidates

• When you look at the players who have stolen 7 or more bases, it is a

total of 9 players. This pace has these players on track for 30 stolen bases. In the 1980’s there were a lot of baseball players putting up 30 stolen bases in a season. A lot more than 9 in total.

• When you look at these 9 players, Whit Merrifield of Kansas City and Trea Turner of Washington are not surprises. Neither is Fernando Tatis Jr. But Ramon Lauerano/Robbie Grossman/Isiah Kiner-Falefa/ Tommy Edman and Jazz Chisolm are not household names, and were certainly not expected to be stolen base leaders going into the season.

Garrett Hampson has a long track record of stealing bases in the minor leagues.

When you see a player producing in a counting statistic, you don’t question it. You put it in for him and hope he adds to your cumulative totals. Going into this season, many of these names were not expensive to add to your teams. This is the meat and potatoes of a successful fantasy baseball season.

Hunkering Down – Hurricanes – NOAA Updates “Average” Season

The National Oceanic and Atmospheric Administration (NOAA) will issue its initial 2021 hurricane season outlook in a couple of weeks.

new numbers for an “average” season: 14 named storms, up from 12, and seven hurricanes, up from 6, including three major hurricanes (Category 3, 4 or 5).

The NOAA’s definition of “average” has increased because it’s now using a 30year period of record from 1991 to 2020.

The previous 30-year period used storms from 1981 to 2010.

“Major hurricanes” are defined as Category 3, 4 or 5 based on the SaffirSimpson Hurricane Wind Scale (see table below.) Hurricanes that fall in these categories have sustained winds above 111 miles per hour, which can cause catastrophic damage that could result in power outages and leave residential areas uninhabitable for several days to months.

We are still learning to separate ourselves from our primal emotions and instincts and this sphere of angels attempts to build mental bridges within us so we may overcome fears and pain that prevent us from becoming truly enlightened beings. They also inspire us to treat our bodies as temples, continually striving for a perfect integration of the physical, the mental, and the spiritual realms of our existence.

Understanding How Divorce Affects Children

Divorce brings painful feelings that are difficult for all family members to deal with, especially children. Parents worry how their children will be affected, and children worry about the well-being of their parents, who many times, seem to have become “angry birds!” In the next few weeks, I will share the effects of divorce on your children and the tools to help them adjust to their new family situation.

SHORT-TERM REACTIONS

PRE-SCHOOLERS

Often react to their parents’ separation with sadness and anger.

Boys tend to become noisier, angrier, and more restless. They may not play well with friends and tend to isolate more often. They often disrupt group activities. Some girls will be angry, too, but others will become “little adults.” These “perfect” little girls

become overly concerned with being neat and good and may lecture and yell at other kids, as if they were the parent or teacher. Both boys and girls will feel sad, cry more often, and become more demanding.

SCHOOL-AGED

Divorce seems to be especially difficult for 6- to 8-year-olds. Boys will be more distressed than girls at this age.

The primary reaction is sadness. They may break-down at school, to extended family members and even playing with friends. They tend to long for the outof-home parent, and boys seem to miss their fathers particularly intensely. At this age, children are prone to believe that they have been rejected by the departing parent. This intense feeling of rejection and being unloved results in lowered self-esteem, depression, and all – too often – a sharp decline in school performance. These children are extremely worried about their

parents, have trouble concentrating in school, and often try to prevent the divorce and keep their family together.

While the primary feeling for 6- to 8-year-olds is sadness, it changes to anger for 9- to 12-year-olds. These children may be intensely angry at both parents for the breakup or especially angry at the parent who they perceive to have initiated the separation. They tend to take sides with one parent against the other, even assigning blame.

ADOLESCENCE

At this age children are becoming more independent, and are focused on their social environment, they do not seek as much outward affection from their parents. Hence, they usually cope with divorce by distancing themselves from the parental relationship and become more involved in their own plans and future. They may worry how the financial situation will affect their ability to go to college.

This year is unlike any other that most of us have experienced. The world we all knew just a mere five months ago has completely changed. What
