MMS Community Library Awards First Bond Demo Bid for Mastic Beach Annex

On Monday, April 26, 2021 the Mastics Moriches Shirley Community Library Board of trustees voted to award the first bid to start their $29.6 million dollar

capital bond project.

The project which was approved by taxpayers includes the complete gutting and reconstruction of the library’s main building on William Floyd Parkway in Shirley.

The library will also make renovations and add 4,000 sq feet to the former Mastic Beach Village hall building. This building will become a south shore annex.

The library will also be constructing a second brand new annex on Montauk Highway in Moriches. This building will be next to the old Red Schoolhouse.

The property in Moriches was given to the library by the William Floyd School District.

“It’s has taken sometime to prepare plans, receive approval and permits from the New York State Education Department. We also needed to complete surveys and agreements to transfer the Moriches property to the library,” said Library Board President Joseph Maiorana.

Supervisor Romaine and Councilman Loguercio Ask County to Take Action on Gordon Heights Illegal Homeless Shelter

Supervisor Ed Romaine and Councilman Michael Loguercio recently sent a letter to Suffolk County Executive Steve Bellone and Legislator Robert Calarco asking them to take “immediate action” on a house that neighbors say is being used as a “homeless shelter.” The house, which is located on Beach Lane in Coram, had been owned by Suffolk County for several years and was evaluated twice for demolition by the Town. However, the County did not sign off on allowing the building to be razed. Instead, Suffolk County subsequently sold the property to an individual who is using the structure as an alleged rental property without living there, despite having no rental permit.

The property, which is zoned A-1

Residential, has been a source of many complaints to the Town by people who live in the neighborhood. In addition, the new owner has commenced construction on an addition to the house without obtaining the proper building permits. The Town has issued violations to the property owner for having no Certificate of Occupancy for the addition and no rental permit. The owners, who do not live at the house, are due to appear in 6th District Court on June 24, 2021.

Brookhaven Town is seeking to have the County remove the tenants, cease social services payments to the owner, and require owner occupancy or allow the Town to demolish the house.

Supervisor Romaine said, “What the County has created is unacceptable

for the people of Gordon Heights and something must be done. This house should have been demolished by the Town after complaints from the neighbors about its condition. It was and is an eyesore that continues to have a very negative impact on the neighborhood. Something must be done to make this right again.”

Councilman Loguercio said, “I have heard loud and clear from many of the residents who live nearby, and I am determined to help them restore their good quality of life. It’s unthinkable that the County allowed this to happen to the hard-working residents of Gordon Heights and I will urge the county to reverse this bad decision and not allow it to happen again in any Brookhaven neighborhood.”

Bonner Meets with The Fisherman Magazine Staff at Cedar Beach in Mt. Sinai On April 28, Councilwoman Jane Bonner met with the executive staff of The Fisherman magazine at Cedar Beach and filled them in on all the improvements that the Town completed in time for the 2021 boating and fishing season. The results of the project are better water quality, healthier fish, more variety of fish and a new fishing pier.

Earlier this year, Councilwoman Bonner announced that the dredging of Mount Sinai Harbor was completed. It is the final phase of the Mount Sinai Harbor jetty reconstruction

and dredging project which was started in May 2020.

Councilwoman Bonner said, “I was happy to meet with my friends from The Fisherman magazine on their visit to Mount Sinai Harbor. It’s such a beautiful location and a very popular

destination for boaters and fishing enthusiasts. Now that the boating season is underway, I am sure that the improvements will be welcomed by everyone who makes Mount Sinai Harbor their home port this summer.”

Earlier this year, Councilwoman Bonner announced that the dredging of Mount Sinai Harbor was completed. It is the final phase of the Mount Sinai Harbor jetty reconstruction and dredging project which was started in May 2020. The Councilwoman worked for many years to secure the funding and the New York State Department of Environmental Conservation (NYSDEC) permits that were required before the project could start. She also worked closely with the Army Corps of Engineers to bring the project to fruition. Funding came from a $3 million New York State grant secured by former NYS Senator Ken LaValle, and $5 million from the Town of Brookhaven. Dredging of the inlet was recently completed by Suffolk County at a cost of $2 million and the dredge spoils were given to Port Jefferson Village for beach sand replenishment.

every May and encourages U.S. citizens to observe the month as a symbol of unity. It honors current and former members of the U.S. Armed Forces, including those who have died in the pursuit of freedom.

Ray Tierney, Republican candidate for Suffolk County District Attorney, has announced he has received the endorsement from former Suffolk County Presiding Officer and current Babylon Town Councilman DuWayne Gregory, a Democrat. Mr. Gregory has never crossed the aisle and endorsed a Republican candidate, but was compelled in this race.

Three-Year-Old Pedestrian Killed in Motor Vehicle Crash Suffolk County Police Seventh Squad detectives are investigating a motor vehicle crash that killed a child pedestrian in Shirley Saturday morning.

Jayson Dulay was driving a 2018 Toyota Tundra out of his driveway, located at 38 Floyd Road North when the vehicle struck Kameron Wilson, who was standing on Floyd Road North at approximately 10:30 a.m.

Dulay and his passenger performed CPR on the boy and called 911.

Six Business Owners Arrested for Alleged Tax Fraud in Tax Season Crackdown

Defendants Allegedly Defrauded NYS Out of More Than $337K in Unpaid Taxes Suffolk County District Attorney Timothy D. Sini and the New York State Department of Taxation and Finance today announced criminal charges against six business owners for allegedly filing fraudulent tax returns and failing to remit sales tax revenue to the State. The arrests were part of a concerted law enforcement effort during tax season to crack down on individuals committing tax fraud in New York State.

“We are now less than two weeks out from tax day, which was extended this year due to the pandemic,” District Attorney Sini said. “As people are preparing their taxes this year, these cases serve as a clear reminder that failing to pay taxes is a serious crime that affects all of us and that will not be tolerated. This has undoubtedly been a tough year for many businesses and business owners, but that does not excuse cutting corners at the expense of taxpayers by failing to pay their fair share of taxes. I thank our partners at the New York State Department of Taxation and Finance for continuing to work with my Office to investigate and prosecute tax fraud and to protect taxpayers.”

“New Yorkers who purposefully evade their taxes violate the trust of their community and place others at a distinct disadvantage,” said New York State Commissioner of Taxation and Finance Michael Schmidt. “This is money that would have made a difference in the lives of area residents by funding public programs and services. Instead, they used it for their own personal gain. We’ll continue to work with all levels of law enforcement including the Suffolk County District Attorney’s Office to root out tax evasion.”

The defendants arrested included six local business owners who allegedly filed false tax returns: • Vincent Corelli, 46, of Mastic Beach, is charged with three counts of Criminal Tax Fraud in the Fourth Degree, a class E felony, and three counts of Offering a False Instrument for Filing in the First Degree, a class E felony. Corelli is the owner of Corelli Drywall, Inc., located in Shirley. It is alleged that false tax returns were filed for tax years 2015 through 2017 to evade payment of $44,286 in taxes.

• Peter Cucurullo, 65, of Bethpage, is charged with two counts of Criminal Tax Fraud in the Fourth Degree, a class E felony; Grand Larceny in the Fourth Degree, a class E felony; and two counts of Offering a False Instrument for Filing in the First Degree, a class E felony. He is the owner of Maple Place Auto Body, Inc., located in Amityville.

Cucurullo is alleged to have filed false tax returns for tax years 2016 and 2017 to evade payment of $32,840 in personal income taxes. He is also alleged to have collected and failed to remit sales tax revenue owed to the New York State Department of Tax & Finance for 2016 and 2017 in the amount of $41,906.36.

• Joseph Divilio, 56, of Hauppauge, is charged with Criminal Tax Fraud in the Fourth Degree, a class E felony; Grand Larceny in the Fourth Degree, a class E felony; and Offering a False Instrument for Filing in the First Degree, a class E felony. He is the owner of Perfect Bodies Auto Body, Inc., located in Bohemia. Divilio is alleged to have a filed false tax return for 2017 to evade payment of $5,214 in personal income taxes. He is also alleged to have collected and failed to remit sales tax revenue owed to the New York State Department of Tax & Finance for the years 2014 through 2018 in the amount of $61,919.

• Russell Regan, 61, of East Islip, is charged with two counts of Criminal Tax Fraud in the Fourth Degree, a class E felony, and two counts of Offering a False Instrument for Filing in the First Degree, a class E felony. He is the owner of All Star Restoration, Inc., located in Holbrook. Regan is alleged to have filed false tax returns for tax years 2015 and 2016 to evade payment of $44,287 in personal income taxes.

• Jonathan Rubin, 55, of Lido Beach, is charged with four counts of Criminal Tax Fraud in the Fourth Degree, a class E felony, and four counts of Offering a False Instrument for Filing in the First Degree, a class E felony. He is the owner of East End Builders and Associates, located in Shirley. Rubin is alleged to have filed false tax returns for tax years 2014 through 2017 to evade payment of $52,611 in personal income taxes and $12,933 in corporate taxes.

• Andres Suarez, 49, of Brentwood, is charged with three counts of Criminal Tax Fraud in the Fourth Degree, a class E felony, and three counts of Offering a False Instrument for Filing in the First Degree, a class E felony. He is the owner of A1 Collision Specialists Corporation, located in Deer Park.

Suarez is alleged to have filed false tax returns for tax years 2015 through 2017 to evade payment of $41,795 in personal income taxes.

In total, the defendants allegedly defrauded New York State out of $337,811.36 in taxes.

If convicted of the top count, each defendant faces a maximum sentence of one and one-third to four years in prison.

Regan was arraigned today; Rubin was arraigned on April 14; Corelli, Cucurello, Divilio were arraigned on April 6; and Suarez was arraigned on Feb. 23. All defendants were released

District Attorney Sini and the NYS Department of Taxation and Finance would like to remind residents that the due date for New York State personal income tax returns originally due on April 15, 2021, has been extended to May 17, 2021, due to the coronavirus pandemic.

The cases are being prosecuted by Assistant District Attorney Jennifer Sacks, Attorney-in-Charge of the Financial Investigations and Money Laundering Bureau’s Tax Crimes Unit, and Assistant District Attorney Leslie Stevens, also of the Tax Crimes Unit.

A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

Man Arrested for Investment Fraud scamming investors out of more than $700,000 over the past year and a half.

Following an investigation, Seventh Squad detectives arrested Matthew Gallagher at the Seventh Precinct, located at 1491 William Floyd Parkway in Shirley, at 9:53 p.m.

Gallagher used investment schemes in fraudulent startup business ventures and insurance-related frauds to scam sixteen victims between November 2019 and April 2021.

Matthew Gallagher Suffolk County Police last night arrested a Rocky Point man for

Gallagher, 37, of 6 Rosewood Road, was charged with two counts of Scheming to Defraud 1st Degree, six counts of Grand Larceny 2nd Degree, eight counts of Grand Larceny 3rd

Degree, four counts of Identity Theft 1st Degree, six counts of Issuing a Bad Check, and one count of Attempted Grand Larceny 3rd Degree.

Gallagher is being held at the Seventh Precinct and is scheduled to be arraigned on April 29.

The investigation is continuing.

A criminal charge is an accusation.

Suffolk County Clerk Judy Pascale recently attended the unveiling of the “Jo-Ann Raia Records Center & Archives” at Huntington Town Hall in honor of retired Huntington Town Clerk Jo-Ann Raia.

The dedication was in honor of Jo-Ann Raia’s longtime commitment to archives and historic preservation. Raia served thirty-eight years as the Huntington Town Clerk before retiring in 2019.

SUFFOLK CLOSEUP

BY KARL GROSSMAN By launching a campaign for the U.S. House of Representatives this month, Suffolk County Legislator Bridget Fleming is moving early and strongly to get the Democratic nomination to run next year. In recent years Democratic primary battles have diverted Democratic fundraising and complicated the party’s runs in the lst Congressional District.

Ms. Fleming is clearly likely to get the Democratic Party’s designation.

At a press conference on May 3 at which she announced running for the seat held since 2015 by Republican Lee Zeldin, Ms. Fleming was flanked by Suffolk Democratic Chair Rich Schaffer; the presiding officer of the Suffolk Legislature Rob Calarco; a bevy of town Democratic leaders; and John Durso, president of Local 338 of the Retail, Wholesale and Department Store Union.

If Ms. Fleming ends up winning the lst C.D. post, she would be the first woman to represent Suffolk County in the U.S. House of Representatives since the seat was established and held in 1789

by Declaration of Independence signer William Floyd of Mastic.

If Ms. Fleming, a Noyac resident, wins, she as an East Ender will follow Tim Bishop, a Southampton Democrat, who held the seat from 2003 to 2015 and, earlier, Otis Pike, a Riverhead Democrat,

who held it from 1961 until his retirement in 1979.

Mr. Zeldin is from Shirley in Brookhaven town where he has done well. It seems quite probable at this

On that first Armed Forces Day they celebrated it with parades, open houses, receptions, and air shows in Washington D.C., 10,000 troops of all branches of the military, cadets, and veterans marched past the President.

She was first elected to the Southampton Town Board in 2010 and won a seat on the Suffolk Legislature in 2015. Last year, she was edged out of being the Democratic candidate in the lst C.D. as result of a three-way Democratic primary won by Ms. Goroff.

“For too long our district has been represented by someone who cared more about his job than he did about those of his constituents, and someone who cared more about his own political future than he did about our future generations,” Ms. Fleming said in her announcement. “That changes the day I’m elected to Congress and that’s why I’m running.”

The two women who ran for House seats from Suffolk last year—Nancy Goroff in the lst C.D. and Jackie Gordon in the neighboring 2nd C.D., both Democrats—were defeated. The lst C.D. covers the five East End towns, all of Brookhaven, most of Smithtown and part of Islip.

Also, being an East Ender could be a liability as the Brookhaven town is the political gorilla in the lst C.D. political room—the largest town in area of New York State’s 932 towns (bigger than all of Nassau County) and the second most populous town (after Hempstead) in New York State. In Suffolk, many voters traditionally vote based on their geography.

Women have made gains in being elected to the House. Currently, of its 435 members, some 118 are women. But that’s a minority—yet more than 50 years ago when there were just 13 female House members, or 30 years ago when there were but 19. The numbers have increased in the last several years going to 72 in 2007.

However, Ms. Fleming’s county legislative district encompasses not only Southampton, East Hampton and Shelter

Eastport to the west. She thus has had visibility in that portion of Brookhaven.

Meanwhile, she will be on the ballot this year for re-election to the legislature.

She has an exceptional public record.

Before moving to Noyac in 2001 with her husband, Bob, she was for nearly a decade an assistant DA in Manhattan. She served as a member of its Trial Bureau and also

the Korean War, the Vietnam War, Gulf War and still fighting in the Afghanistan War in which they have been fighting in for twenty years. These latter wars have been very difficult because the enemy is not dressed in a uniform and there are no defined battle lines. In addition the enemy is not only dressed in civilian clothes but includes females and children, plus the use of land mines and body bombs worn by civilians. We need to show our troops that we truly support them.

BY TOM BARTON As Giancarlo Stanton began to walk up to the plate against the hated Astros the Yankees faithful began to voice their opinions. Never shy, the Yankees fan base has been very vocal about Stanton and his lack of production for a while now.

This though, was different.

This sound was unusual as #27 strolled to the plate. The chants grew louder and louder ... MVP, MVP, MVP. They say in the New York sports scene if they dislike you, you’ll know it because you’ll feel, and most certainly hear, their hatred. But there is a flip side to that. The flip side is if you’re in the fans good graces, you’ll feel beloved like nowhere else on the

sports map. Giancarlo Stanton has finally found himself there.

Stanton is absolutely crushing the ball this season and Yankees fans have noticed.

While the chants of MVP might be a tad bit early, being only early May of course, the reality is linemakers across the country have taken notice.

Stanton opened the season at 50 to 1 to win the award and now in some sports books that number is all the way down to just 30 to 1. And for good reason. The Yankees were thought to be in peril just weeks ago, and now they are over .500, their pitching is turning heads, but it’s Stanton who is getting much of the credit.

One of my favorite ways to start out any fantasy baseball season is my old tried and true strategy of banking saves and steals. I can sit back and watch my team slump bad and hit .185 in the month of August, cratering my team batting average even if I did hit well in the months of April through July. But the saves and steals categories are counting stats, and a stolen base in April, is still there in your cumulative total in August, even if it feels like you need to steal 1st base at times in order to get on.

In recent seasons, it has become extremely noticeable that close to 1/3 of the designated closers that teams leave spring training with, are no longer the designated closers on May 1st. Well guess what? May 1st was Saturday. If you weren’t banking saves in April, you better start accumulating some in May. Recent history says the odds are on your side you can pull that off.

Many formats allow you to use 8 pitchers in your lineup each week during the season. It has always been my

experience to split the makeup of your staff at either 6-2 (6 starters/2 relievers) or 5-3. These two options leave you with the most balance between wins, strikeouts, saves, ERA and WHIP. It is very popular in American or National League only formats to include holds.

Leagues such as that tend to favor the 5-3 format.

I tend to ditch the formats. ERA is a ratio inning. WHIP is a ratio inning. I have to pitch well all season to dominate those innings and collect the most points. I’ve seen teams lead their respective league in saves using only 2 relief pitchers in the month of April.

When it comes to counting stats, I shouldn’t care about leading the league in saves as of April 30th. What I should care about is if I left saves on my bench during the month of April. Those saves never get added into my season long cumulative total.

So, if you’ve arrived at the month of May and you are in the bottom of your league in the saves category, there is plenty of time to bolster that category.

Yankees Fans Embrace Stanton In a lineup where Torres hasn’t found his power stroke, Judge is whiffing too much, DJ isn’t flashing his MVP form and guys like Hicks and Frazier are batting under .200, Stanton’s numbers pop out even more. As of this writing he is top 5 in the league in homers, top 10 in RBI and shockingly batting over .300 as well.

Is this the Stanton that we saw in Miami for much of his career? Probably not. But he is carrying this Yankees team and the fans have taken notice. Enjoy it Giancarlo and welcome to the other side of the New York fandom.

Take the situation in Cincinnati and Amir Garrett. Garrett (a St. John’s alumnus) started very late in spring training. But he was lights out dominance. Garrett pitched all of 3 innings in the last week and half of spring training. He faced all of 9 batters. But he also struck out all 9 batters he faced. It seemed a natural and obvious solution that Garrett had won

the closer job for his Cincinnati team.

Has he dominated in April? Positively not. Garrett has been terrible, arriving May 1st with an ERA of 12.27. His WHIP (walks + hits divided by innings pitched) is a frightening 2.32. For the entire month of April, Garrett collected 2 saves.

Cincinnati is about to anoint Tejay Antone as their new closer. Sean Doolittle and Lucas Sims stand ready to fill it at a moment’s notice. What should someone who has Amir Garrett on their team do? Place him on your bench if not drop him outright. The names don’t matter, the fact that this happens every year is a predictable and now common occurrence. Act quickly and recover from this mistake. Fantasy baseball is very humbling. Remove the ego from the decision. Know that this happens every year and stand ready to profit from it.

As I said earlier, this happens around 1/3 of the time in recent seasons. 10 divided by 30 MLB teams is a perfect 1/3 of the time. It has happened again.

Stick the saves in your piggybank.

Nothing wrong with climbing out to an early lead in a counting category like saves. The RotoMill will return in the coming weeks with a similar analysis of the stolen base category.

One thousand books may sound like an awful lot, but if you read only one bedtime story every night for three years you will have read 1095 stories! Read 10 books a week for two years and you will have read 1040! If you read just three books every day for a year you will have read 1095 books! By making reading aloud to your child a priority, you are spending quality time together and enriching their learning skills. Most children love and cherish bedtime story time, and even toddlers enjoy hearing your voice and looking at the pictures and words in books long before they are ready to read on their own.

ON THE SEA

In the days that followed September 11, 2001, those words kept running through my head… What could I do that would be something more concrete that writing a check to the Red Cross? While many Americans turned to volunteerism in order to put their hearts, hands and minds at work, I was faced with two realities – at nearly 48, I wasn’t exactly what the Army Recruiter at Times Square in New York had as #1 on his list of potential (or wanted) candidates and, secondly, it was apparent that the terrorists were seriously dedicated to wiping out as many Americans as possible.

The unthinkable – suddenly - became thinkable. “Terrorists are coming here to kill my wife and kids” kept running through my mind…

I suppose I could have fallen into a mental “Maginot Line” at that point – board up the windows, form caches of water, medicines and food and just keep peering over the ramparts – and hope they never came…

A friend in the US Military advised me to “Do something you love… many school-age children wanted to be

fire fighters or police officers when they were kids… go volunteer to help them…” So, I thought about it – beyond family, nation and our God above, what do I love…? The sea spread out before my mind’s eye…

So, I turned to the United States Coast Guard Auxiliary, an integral part of the United States Coast Guard Forces. I submit that it is among the most effective ways to “get in this thing…” If you live, work or “summer” “Out East” on Long Island, please read on.

Over two hundred years ago, Richard “Light Horse” Harry Lee, one of George Washington’s commanders and ironically the father of Robert E. Lee, coined the immortal saying about George Washington himself – “first in war, first in peace, and first in the hearts of his countrymen.” The key about an Auxiliarist is that they are neither for war nor for peace but are all about being for America. The US Coast Guard Auxiliary is a creature of the Congress itself.

The US Coast Guard Auxiliary, like any large organization, has an organization – there is a national level, a district level, a divisional level and, ultimately, the flotilla level. The flotilla is where the rubber meets the road or, better put, where the hull meets the waves.

Today the USCG Auxiliary plays a larger role with greater responsibilities than at any other time in history.

Do you need a boat to join?

Absolutely not! We’ll train you to

become a certified crewmember.

However, if you have one and want to get it certified as an “Operational Facility”, you one day could find yourself leading a patrol as coxswain on the deck of your own vessel with a crew under your responsibility.

Do you need to know how to swim to join? Again, no! There are many jobs within the USCG Auxiliary that are wholly land-based – public education, public affairs, radio watch standing at a USCG Coast Guard station or helping out as a mechanic at the motor pool.

You don’t even have to like the water… you just have to want “get in this thing” and do something for your nation.

It has been said that this will remain the land of the free only so long as it is the home of the brave.

Be brave. Get in this thing.

If your relationship with your teenager is open and honest, you both feel safe to address difficult topics with one another. You trust each other and do not breach that trust. This trust is built on your ability to negotiate with one another. However, the challenge with staying open to negotiating as a part of your parenting style is that it causes more anxiety all around than any of the other typical parenting approaches.

In the overcontrolling style (My way or the highway), parents experience little anxiety because if their teenagers don’t follow their rules, the problem is with the teenager. In the undercontrolling style (You decide.

Besides you never listen to me anyway), there is a minimum of anxiety because the teens are making the decisions and the parents are claiming no responsibility and ignoring all the bombs bursting around them. But in the consultant model, there is plenty

Negotiating with Your Teenager

of anxiety to go around because both parties are taking responsibility and constantly negotiating the terms of the relationship. It’s plain, old fashion hard work.

When you are open to negotiating curfew, dress, car privileges, friends – you are sending a message that you are open to their input, hence supporting their development of a stable identity by exercising their independence. On the flip side of this relationship, they have to put themselves in your shoes before negotiating. They must realize their past behavior matters and it increases the likelihood that they will behave responsibly in whatever they are negotiating for. Plain and simple, they know that if they mess up, it will come back to haunt them.

Negotiating with teenagers is never painless. Afterwards you are the one left with anxiety as you wonder out loud whether you made the right decision.

used in the budgetary process is exempt from taxation, list every type of exemption granted, identified by statutory authority, and show: (a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value or as a percentage of the total assessed value on the roll; (b) the cumulative amount expected to be received from recipients of each type of exemption as payments in lieu of taxes or other payments for municipal services; and (c) the cumulative impact of all exemptions granted.

The exemption report shall be posted on any bulletin board maintained by the District for public notices and on any website maintained by the District.
