With a special election on tap to fill a vacant seat in the county legislature, attention has focused on whether one of the candidates is legally allowed to run. Paul Sabatino II, the attorney who wrote Suffolk’s Term Limit Law, says No; the measure approved by voters in 1993 specifically bars legislators from returning to office after serving 12 consecutive years. This spells trouble for former legislator Kate Browning who is attempting to regain the Third District seat in a campaign against community activist Jim Mazzarella. The South Shore Press caught up with Sabatino, who served as counsel to the Suffolk Legislature for 20 years, to find out more.

How did Suffolk’s Term Limit Law come about: Sabatino: I recall vividly how Legislator Herb Davis came into my office looking for new ideas and we had a lengthy discussion on term limits. This was very groundbreaking at the time and we knew there would be opposition from the establishment. We decided that a public referendum would be the best way to get it done since it would be hard to oppose if the voters were behind it. The idea of putting term limits on elected officials turned out to be

What were some of the concerns of the legislators back then?

Sabatino: There was a lot of discussion about how long the term limits should be. Herb Davis and his two co-sponsors, legislators Mike D’Andre and Mike Caracciolo, believed that 12-years was enough time for an elected official to get done what they set out to do and then move on. They didn’t want politicians to become entrenched and hold these positions for life.

They felt that after serving in the legislature, you could run for something else or go into the private sector, or even retire using the time in office as the capstone of your career. After 12 years, they made it clear that you couldn’t come back.

What else went into crafting the law?

Sabatino: The sponsors didn’t want to pull the rug out from existing legislators who had been there for a while, so they were grandfathered in. Herb Davis was adamant about having new faces and new voices and didn’t want the legislature to be a lifetime job like you see in other branches of

government. He felt that 12 years was an elegant number. For a legislator, that’s six terms; quite enough in his opinion.

Would Kate Browning be an exception?

Sabatino: She’s not exempt from the law. There is no provision in the statute that says you can leave and then come back after serving 12 consecutive years. The sponsors were very clear on this point: they wanted the legislature to be a dynamic platform for new ideas and energy, not a place inhabited by the same politicians for years on end. Kate Browning is ineligible to serve again. Once you serve 12 consecutive years in any county office, you are ineligible to return to that county office.

Looking back, do you think the Term Limit effort was a success?

‘‘

Sabatino: Absolutely. This was pretty cutting edge for politicians at the time and I give them a great deal of credit. In fact, the law actually worked out as intended with many legislators retiring, running for different offices or getting private sector jobs. Kate Browning verified the spirit of the law herself when she ran for Congress. What she’s missing is that she can’t come back because her 12 consecutive years are done. Herb Davis and his cosponsors would not want to see her become part of the furniture.

There has been talk of raising the issue in court to hold Browning in compliance with the Term Limit Law. As the person who wrote the law, would such a lawsuit have any merit?

Sabatino: It would be a slam-dunk case. The statute says what it says: no one can serve more than 12 consecutive years in the Suffolk Legislature. I’m confident of that.

OTB Makes Second Bid to Site Casino in Medford

Suffolk OTB is on track to making a second bid for a Video Lottery Terminal, (VLT), gaming facility in Medford at 440 Express Drive South off the Long Island Expressway. The multi-faceted proposal includes a 192,332 square foot, two-story facility on a 30-acre parcel that would accommodate the current parking for 963 vehicles, plus a tri-tier underground parking garage that would include stalls for another 1,384 vehicles. Suffolk OTB’s first attempt to site the facility at this location in 2016 failed after facing staunch opposition by the community. Suffolk OTB would go on to successfully set up shop in what is now known as Jake’s 58, off Exit 58 on the north side of the Long Island Expressway in the Village of Islandia.

The proposal for Suffolk OTB to revisit siting a new VLT in Medford is a multipronged effort. The gaming area occupies the majority of the proposal where OTB is seeking to install 2,000 VLT’s, and would also include a restaurant, buffet and bar, according to OTB spokesperson Jon Schneider. But 2,000 machines exceeds the state’s threshold by the 1,000 which are presently permitted under New York State law. Anything over 1,000 lottery machines would require approval by the New York State Legislature. Brett Houdek, president of the Medford Taxpayers and Civic Association weighed in on the project. “OTB has zero permission to pursue 2,000 machines, because a New York State law passed in 2013 only allows OTB to have 1,000 in a single facility in Nassau and Suffolk,” Houdek said. “So they have no legal authority to ask for 2,000 machines.” Houdek further asserts Suffolk OTB is “robbing the lottery fund which should be funding education - not promoting another site.”

was establishing its facility in Islandia, it retained the Medford property. “Now they’re looking at the future and whether it makes sense to remain in Islandia or build new in Medford,” Schneider said.

“We can only operate in one location in a county, so we’re either going to remain in Islandia or relocate entirely to Medford,” Schneider said.

While Houdek claims the Medford property’s current Commercial/ Recreation zoning does not allow for an indoor gaming facility and that “gaming and gambling can never be allowed under this zoning,” Brookhaven Town Fifth District Councilman Neil Foley, in an interview last week, said the property in its current C/R zoning can accommodate video lottery terminals. “They (Suffolk OTB) wouldn’t need a zone change under the current Commercial/Recreation,” Foley stated. Rob Calarco, the Suffolk County Legislature’s Presiding Officer, said there are valid questions as to whether the zoning applies for the Town

of Brookhaven. “In the case of Islandia,” Calarco said, “a judge determined a casino was not valid, so the Village of Islandia amended its zoning code (to accommodate the casino).” Foley said, however, that he does not support the proposal. “I am not in favor of the project, the community is not in favor of the project, and I can’t speak for the Town Council, but this parcel has been empty for a long time and hopefully there will be a proposal that everyone in the community would be happy with,” Foley said. “My philosophy is to listen to the constituents I represent, and there’s been a ton of support to not build a casino here in Medford,” Foley added. “Jake’s 58 is perfect.”

Meanwhile, Calarco questioned why Suffolk OTB would relocate from Islandia to any other location in the county.

“Everything is working very well in Islandia, the broader question is, ‘Why do they continue to pursue this when they are currently operating in Islandia where they are legally established, and does it make sense to build a whole new facility in a whole separate location?” Calarco suggested they explore the feasibility of reconfiguring the Islandia location. “They should look into expanding the current footprint and expanding where the hotel is because it is my understanding that the hotel bookings weren’t at full capacity; this doesn’t make a lot of financial sense to me,” Calarco said.

But Schneider said the “large demand for gaming on Long Island” is, in part, what is prompting Suffolk OTB to revisit the Medford location. “There are a couple of decisions we want to make in the best possible way,” Schneider said. “Jake’s 58 is the most successful casino in New York State, and in a gaming study, we’re more than double the statewide average.”

Schneider said there is a “larger demand for gaming on Long Island that’s not being met” with the 1,000 machines in Islandia.

“So people are going to Connecticut and New Jersey, so all the money and the jobs are going out of state to other places.”

According to statistics cited by Schneider, Jake’s 58 reels in $100 million annually in New York State to education, on top of employing another 200 local jobs.

Another reason Suffolk OTB is revisiting its Medford location is logistics: “We’re looking at constructing a custom-built

facility with additional space amenities,” Schneider said. This, he said, would be in contrast to retrofitting the Islandia site which was originally built as a hotel.

“As we look into the future, these are questions we will be looking to resolve,” Schneider said.

Houdek added, “This project would be detrimental to the Medford community.

It’s a good old boys’ network of patronage jobs and OTB will pay zero taxes.” Houdek said the Medford Taxpayers & Civic Association stands poised to refile its lawsuit with no changes.

New York State Assemblyman Joe DeStefano spoke with reservations about a casino coming to Medford: “For the people of Medford, the casino project is a non-starter. The community remains adamantly opposed to a gambling facility and all of the problems it would bring,” DeStefano said. “We are doubtful that the community has the resources to handle the public safety aspect of a large casino and would prefer that its fire and police resources, already stretched out, would be reserved for their protection.” He added that “Medford is a quiet community and is against a casino operating at all hours.”

From a fiscal standpoint, Suffolk OTB would not pay taxes in Medford.

Schneider explained that Suffolk OTB contracted with Delaware North which owns Jake’s 58, essentially making Suffolk OTB the tenant. “So we pay a host fee of $2 million a year to the Village of Islandia,” Schneider said, likening the fee to PILOTs (Payment In Lieu of Taxes). “We’re a public benefit corporation and want to work with communities - that said, our expectation in Medford is that we would pay a fair host fee,” Schneider stated. “We want to be part of the community.”

Be on the Look-Out for State Tax Debt Collection Scam Suffolk County Clerk Judy Pascale would like to bring to the attention of Suffolk County residents a recently released scam regarding fraudulent tax debt collections. Law enforcement officials and other public officials have recently received reports of fraudulent activity by scammers posing as debt collectors seeking to settle alleged outstanding state tax debts. The scammers are pressuring consumers into sending payments via money order to satisfy debts that the consumers may not actually owe.

This latest scheme involves scammers telling consumers they owe a tax debt to the state, which may not actually exist, and then promising to settle the alleged debt for a fraction of the cost that they claim is owed. Some of the calls have been reported as coming from the number 305-507-8505. Scammers are reportedly using high-pressure tactics to intimidate consumers into purchasing money orders to satisfy debts and then instructing them to call back for instructions on how to submit the payment. Both federal and state tax authorities send notifications in writing. Consumers should be wary of demands for tax payment via phone, especially if the caller suggests the use of a money order to remit payment.

The Attorney General’s Office offered the following tips in an effort to help New Yorkers avoid various taxthemed scams: The IRS and legitimate government agencies never demand payment by phone;

If you owe money, you will receive a legitimate notice in writing that identifies the agency and the reason you owe money; Do not give out personal information, including your Social Security number or bank account information, to telephone callers; Legitimate government organizations will never threaten arrest or deportation for failure to pay a debt.

Suffolk County residents must be vigilant consumers and should report instances of fraud to the New York State Attorney General’s Office.

In an attempt to reduce the deer population a deer hunt is being conducted at both William Floyd Estates ad Fire Island National Seashore (FINS) from the end of February 2021 through March 2021. Last year, in March 2020 150 deer were killed by sharp shooters with rifles at William Floyd Estates and 100 deer at Fire Island. Most people in this area were never informed that the hunt occurred.

In March of 2019 the South Shore Press and the Long Island Advance published my article calling for the immunocontraceptive PZP to be used to control the deer population instead of employing hunters to kill the deer. I received over 70 letters from people favoring using the PZP. Even though a group of animal rights lawyers attempted to stop the hunt, Judge Fuerstein of Central Islip, ruled in favor of the hunt.

Both Alex Romero, superintendant of FINS, and Michael Bilecki, Chief of Resource Management, state that it is necessary to cull the deer population in order to insure an “ecological balance”. Administering PZP in the past was not as effective as shooting the deer. Head of the Harbor is now using PZP in an experiment that will take a year or two or more for the results. Staten Island also voted not to kill the deer even though they also have an over population.

Wertheim Preserve in Shirley just had their hunting season from November 2020 to January of 2021. People registered to use rifles as well as bows and arrows.

Give Someone Else a Chance Dear Editor: The term limit law has worked very well in Suffolk County since it was approved by voters back in 1993. Over the years, dozens of legislators have come and gone and our government remained vibrant as different voices had a chance to hold office. This was the intention of the voters and the system works as intended with legislators moving on to private sector jobs or different public office, while some just simply retired.

Kate Browning held the Third District seat for 12 years, which is the maximum under the term limit law. Under the law, she cannot return to this office. It is my understanding that she has a politically-appointed job in Babylon. Why doesn’t she just stay there? Why does she need to go against the term limit law to get back into the legislature?

I presume that the powers that be think that since Browning won six twoyear terms, she is their best hope in taking back the seat. I say otherwise.

The law is the law and the intent is to keep people like Kate Browning from holding office for life. It was time for Browning to move on and she did. Give someone else a chance to represent us in county government.

Nick Caracappa Recognizes Marisa Pizza of Farmingville as the Woman of Distinction in the Fourth Legislative District

Each year in March, Women’s History Month is celebrated in Suffolk County. In 2002, the Legislature passed a Resolution (No. 786-2002) stating that each Suffolk County Legislator shall select a “Woman of Distinction” who resides in his/her respective Legislative District to be honored as such.

For 2021, Legislator Nick Caracappa named Marisa Pizza of Farmingville as the Woman of Distinction in the Fourth Legislative District. Caracappa presented Ms. Pizza with a Proclamation and bouquet of flowers to commemorate the event.

For well over a decade, Marisa Pizza has been actively involved with the Farmingville Residents Association and the Farmingville Hills Chamber of Commerce, working diligently to improve the quality of life in her district.

Chairman Gerard Kassar said today.

“If the true number of nursing home deaths had been known during Governor Cuomo’s negotiations with Crown Publishing, it’s difficult to believe that his book would have even been published,” Mr. Kassar said. “So, the uncomfortable question of motive has to be asked: ‘Did Governor Cuomo doctor those numbers in order to publish a book that would reap him substantial financial gain?’ This question should lie at or near the heart of any impeachment

inquiry.”

The State Conservative Party has repeatedly called on Governor Cuomo to reveal the exact amount of money he received for a book largely based on a false premise, i.e., expert handling of the Covid-19 crisis.

Governor Cuomo has heretofore refused to release those numbers prior to a required May financial disclosure report. The Conservative Party maintains the public, whom Governor Cuomo serves, deserves to know how much he profited now, while impeachment talks are in progress.

First Responder Bill Makes its Way Through Albany Working behind the scenes with little fanfare or recognition during the COVID crises were the state’s emergency dispatchers, 911 operators and communications specialists who, when the call went out for help, made sure help was on its way.

In the State of New York, these frontline workers are not considered “First Responders.” This oversight will change under a bill co-sponsored

by Assemblyman Joe DeStefano which will give these emergency workers the recognition they deserve.

“Let us recognize our public safety dispatchers, our emergency responders, operators, and emergency services dispatchers,” DeStefano said from the assembly floor. “Let’s make sure these essential personnel within police and sheriff’s departments, and fire, rescue and emergency services operations are recognized. They need to be on par with the emergency service personnel they work with.”

The designation would qualify dispatchers for both federal and state benefits and protections including important training opportunities, as well as services to help cope with both the mental and physical symptoms suffered as a result of onthe-job incurred trauma, according to DeStefano.

With this established definition in place, these workers would be entitled to any future benefits and/or protections afforded to first responders.

“High levels of stress and the difficulty of doing the job is making it hard to train and retain these skilled operators,” another supporter of the bill, Assemblywoman Jodi Giglio, said.

“The designation will improve public safety by elevating these important positions to the status they deserve.”

“Handling emergency calls requires significant training and competence including sound judgment, multi-tasking and teamwork skills,” DeStefano continued. “It is not an easy job. They dispatch police, fire and medical first responders and serve as their communication partners. They have a high level of responsibility and must be recognized for their role in keeping us safe.”

In fact, The Homeland Security Act of 2002 defines First Responders as individuals in the first stages of an incident who are responsible for the protection and preservation of life, property, evidence and the environment. They serve at the start of the emergency process and help see it through.

As a Public Safety communication supervisor in the Suffolk Sheriff’s office for 27 years, DeStefano said he knows first-hand how important these dedicated individuals are to the emergency management system. “They are the first to answer a call for help and are a calming, knowledgeable presence in the time of an emergency. They are the nucleus of any emergency event and send out the first wave of help while simultaneously providing life-saving instructions. This bill shows that we care about them as much as they care about us. It should be passed without delay.”

Senators Blast Cuomo’s Continued OPWDD CoverUp Response to Senators’ Inquiry doesn’t Address Questions; Deadly Directive Remains in Effect

New York State Senators Anthony Palumbo (R-C, New Suffolk), Mike Martucci (R-C-I, New Hampton), James Tedisco (R-C, Glenville) and Fred Akshar (R-C-I-Ref, Binghamton), today blasted the response they received to their February 26th letter regarding an April 10th order to require group homes to accept COVIDpositive residents -- as well as the state’s overall response to COVID in groups homes -- as insufficient, incomplete, and disingenuous.

In a March 16th letter, the Office for People with Developmental Disabilities (OPWDD) claimed the number of residents that have died from COVID since the start of the pandemic is 548 people. Also included in their response was testimony delivered to the Assembly in September that logs 465 COVID-related deaths.

Unbelievably, the April 10th order that likely contributed to these deaths is still in place. As a result, since September at least an estimated 100 more vulnerable developmentally disabled people have perished at the hands of this ghastly order. It is

impossible to verify that the provided data on infections and deaths is thorough and up-to-date because the State Agency did not provide information on when and where the infections and deaths occurred.

Furthermore, the Senators’ letter from February 26th requested all communications between OPWDD, the Department of Health, and the Governor’s office. The response didn’t contain a single communication.

“OPWDD continues to stonewall our attempts to obtain up-to-date information of COVID-19 deaths in group homes and of caretakers during the pandemic. These refusals, combined with their callous decision to keep the disastrous April 10th directive is a continuation of this administration’s failure to protect New York’s most vulnerable residents during the pandemic. We demand that the April 10th directive be rescinded and deserve real answers for the hundreds of families who lost loved ones to COVID-19 in group homes for the disabled,” said Senator Palumbo, member of the Senate Committees on

Mental Health and Investigations and Government Operations. “OPWDD continues to cover up for Andrew Cuomo, and Intellectually and Developmentally disabled residents of our group homes continue to be at risk as a result. What in the name of conscience will it take for OPWDD to come clean, repeal this order, and blow the lid off the Cuomo cover-up?” said Senator Martucci, ranking member of the Senate Disabilities Committee.

“A lack of transparency and obfuscation has become a sad hallmark of the Cuomo Administration in their constant campaign to cover-up the release of facts that might be damaging to the Governor’s false narrative he laid out in his book of being ‘Andrew Cuomo: The Covid Slayer.’ My Senate Republican colleagues and I are demanding that the Cuomo Administration and the OPWDD release the full data and all their communications about infections and deaths during the pandemic of some of our most vulnerable citizens in group homes,” said Senator Tedisco, ranking member of the Senate Committee of Mental Health.

We are Stronger Together

One year after closing its doors to the COVID-19 pandemic, Bellport High School celebrated the gradual comeback of activities and the students’ and faculty’s resiliency during a tough year of closures and social distancing. On the evening of March 12, the Bellport Strong event commemorated not only the anniversary of the shut down, but the message that as a community, “We are stronger together.”

Student council adviser Ellen Hoffman said, “On March 13th, we closed the doors to our schools and all that went with them. Now one

year later, we’re back and stronger than before.”

As residents and students drove into the high school’s back parking lot, student council members handed out luminary candles in a paper bag. Drivers proceeded to the tennis courts and passengers placed their candles inside the chalkdrawn letters that revealed the message Bellport Strong. In total, 1,400 candles were laid inside the letters to represent each high school student in the return to the “new normal,” Hoffman said. Livestream and drone footage were available on

The program honors students who show exceptional academic ability and potential for success in rigorous college studies.

abilities, wrote an essay, and were endorsed by a high school official. In March and continuing to mid-June, NMSC notifies approximately 7,600 finalists that they have been selected to receive a Merit Scholarship, corporate or college-sponsored monetary award.

William Floyd High School and Floyd Academy technology students from Joseph Brand’s and Frederick Luhrs’ classes recently teamed up to create, design and finish six sets of cornhole boards for a Town of Brookhaven cornhole league. Students created the pieces from start to finish learning basic carpentry, design

and finishing skills along the way.

They also learned how use a vinyl cutter to make high-quality logos, paint and polyurethane the sets, as well as put the finishing details on them to give it that professionalquality design. The material for this project was donated by TJ’s Heroes, sponsors of the Town of Brookhaven cornhole league.

Brookhaven National Laboratory Lena Funcke Receives Leona Woods Lectureship Award

Postdoctoral theorist recognized for her work at the intersection of fundamental particles, the cosmos, and quantum computing Lena Funcke, a theoretical physicist who conducts research at the intersection of fundamental particles, the cosmos, and quantum computing, has been named a recipient of the Leona Woods Distinguished Postdoctoral Lectureship Award by the Physics Department at the U.S. Department of Energy’s Brookhaven National Laboratory. Currently working as a postdoctoral fellow at the Perimeter Institute in Waterloo, Canada, she will receive an honorarium of $1,000 and will give a virtual general-interest colloquium and technical talk about her work on

Thursday, March 25, and Friday, March 26, respectively.

The Leona Woods award was established in honor of renowned physicist Leona Woods to celebrate the scientific accomplishments of outstanding female physicists and physicists from other under-represented minority groups, including the LGBTQ community—and to promote diversity and inclusion in the department.

“I am very honored to receive this award,” said Funcke. “Leona Woods was an outstanding scientist in many ways, and her life is very inspiring for me. She worked on an amazingly broad range of research topics, from nuclear physics to cosmology to climate change.

In line with her interdisciplinary spirit, I’ve recently joined a new research field at the intersection between particle physics, nuclear physics, and quantum computing—which Brookhaven Lab is pioneering. I am therefore very excited that the Leona Woods award now gives me the opportunity to virtually visit Brookhaven and establish new collaborations in this field.”

Funcke’s research focuses on two complementary approaches to tackling fundamental open problems of the Standard Model of particle physics.

While this model is well tested, it only provides an incomplete understanding of the particles that make up our world and the forces through which they interact.

Through a partnership with Walgreens, close to 600 Longwood Central School District staff members, including administrators, teachers, clerical, custodians, food service workers, security, and more, received a COVID-19 vaccine on Saturday, March 13, 2021.

“We’re so grateful to everyone involved for facilitating this vital opportunity,” said Superintendent of Schools Dr. Michael R. Lonergan.

“This has been a challenging year for everyone, and we are thrilled to be able to add this layer of protection for our staff and continuing our efforts to welcome all students back to school full-time.”

If the model is true, this could have far-reaching implications for our understanding of the recent evolution of the Universe.”

“We have implemented the method on IBM quantum hardware, which reduces the readout error by up to one order of magnitude,” she said. “We hope this method will bring us a step closer to exploring physical phenomena on noisy quantum devices.”

“There are some fundamental discrepancies between theoretical predictions of the Standard Model and experimental observations,” Funcke said.

One example is the Standard Model prediction that neutrinos—elusive particles produced in nuclear reactions that power our sun and other stars— should have no masses. Yet physicists have determined through careful experiments that neutrinos do have tiny masses. Funcke’s Ph.D. thesis, developed in collaboration with her advisor, Gia Dvali, sought to build a model that went beyond the Standard Model to explain these masses.

Longwood Central School District Hosts Vaccination Clinic for Staff

The work may have relevance for understanding so-called dark energy, which makes up most of the content of the Universe. It may also help address another important problem of the Standard Model that relates to the strongforce interactions among quarks, the fundamental building blocks of visible matter.

To acquire scholar-athlete team status, 75% of a high school athletic team’s roster must acquire a 90% GPA or greater during the sports season.

BY KARL GROSSMAN “A series of revelations…have damaged the New York governor beyond repair,” the headline in The New Republic magazine declared.

The article below it started: “Andrew Cuomo is hanging by a thread. He may hold onto his job for another day or another week, or even longer. But he is well past the political point of no return.”

Will a Long Islander replace Mr. Cuomo as Democratic candidate for governor in the 2022 election if he doesn’t get the party’s nod to run again or loses in a primary contest?

And will he resign before that?

With a significant number women of charging he sexually harassed them, and this following what’s been claimed as a state cover-up of nursing home COVID-19 deaths, a chorus of fellow Democratic officeholders are demanding he quit.

Politico, the prominent Washington-based journal, lists several Long Islanders in an article headed “The Democrats who could take Cuomo’s place.” The subhead: “With Cuomo wounded, next year

could get very interesting.”

High on the list is New York State Comptroller Tom DiNapoli. As to “why he can win,” Politico declares: “DiNapoli, the state’s elected chief financial officer, has a longstanding reputation as the nicest man in Albany, and he’s served in statewide office since 2007 without a whiff of a scandal. Those would obviously be great selling points if voters’ biggest takeaway from the ongoing crisis in Albany is that they should elected somebody who isn’t a bully.”

A wrinkle: Mr. DiNapoli would “have to end his career as comptroller for governor… a job that he seems happy to keep, and one that most people would think is his for however long he wants it.”

She continued that fighting spirit as a student organizer, as a young attorney and aide to Senator Daniel Patrick Moynihan…” In 2011 she “entered a special election in the most Republican Congressional district in the state, and against all odds, won as a proud Democrat.”

Andrew Cuomo has very much wanted a fourth term as governor, something which eluded his father, Mario, defeated in his bid for a fourth term by Republican George Pataki in 1994. Andrew Cuomo maintains he is innocent of all charges and, strongwilled, he is holding on.

BY TARA D’AMATO Developing literacy skills begins at birth and continues through the toddler and preschool years. The best way to be sure that your child has the skills needed to learn to read once they enter kindergarten is to have someone read aloud to them.

Children who are read to from an early age start school with stronger listening skills, better vocabularies and a host of other benefits.

One thousand books may sound like an awful lot, but if you read only one bedtime story every night for three years you will have read 1095 stories! Read 10 books a week for two years and you will have read 1040! If you read just three books every day for a year you will have read 1095 books! By making reading aloud to your child a priority, you are spending quality time together and enriching their learning skills. Most children love and cherish bedtime story time, and even toddlers enjoy hearing your voice and looking at the pictures and words in books long before they are ready to read on their own.

When you sign up, you will receive a 1KB4K journal and a free book for your child to keep. After each 100 books, your child gets a sticker. The first woman to enlist in the infantry was Deborah Sampson, who enlisted as a man in the American Revolution. She fought in many battles until she was wounded and put in the hospital where her secret was discovered.

She was honorably discharged and thanked for her service. Many women contributed to the Civil War, serving as nurses, spying or physically fighting on the battlefield. Those that fought in the war disguised themselves as males. It wasn’t extremely difficult for women to conceal their true identities because soldiers showered separately and were fully clothed the majority of the time. The most common way for women to

Do I Need to File an Estate Tax Return?

My mom died in January 2021. She is survived by my dad. They have assets valued at approximately $5 million dollars. I am the executor of my mom’s estate. Do I need to file an estate tax return?

The Tax Cuts and Jobs Act increased the federal estate tax exclusion amount for decedents dying in years 2018 to 2025. The exclusion amount for 2021 is $11.7 million. This means that an individual can leave $11.7 million, and a married couple $23.4 million dollars, to their heirs or beneficiaries without paying any federal estate tax. This is good news because the federal estate tax rate is 40 percent!

New York State’s estate tax exemption for 2021 is much lower at $5.93 million. Prior to April 1, 2014, the New York State estate tax exemption was $1 million, and many estates had to file New York

State estate tax returns and pay New York State Estate Tax. With the current exemptions, there is technically no requirement to file either a New York State or federal estate tax return and no tax would be due on a $5 million dollar estate.

However, since your dad survived, and has approximately $5 million dollars in assets, it is recommended that he file a federal estate tax return to elect “portability” to capture your mom’s unused $11.7 million-dollar federal exemption.

This would be necessary in the event his assets appreciate over time and/or the federal estate tax exclusion decreases leaving him with assets valued over the federal exclusion at the time of his death.

In order for the surviving spouse to be able to use the unused exemption, the executor of the first-to-die’s estate must make an election on a timely-filed estate tax return. A timely filed return is a return filed within nine

months after death or within fifteen months after obtaining an automatic extension of time to file from the IRS. However, in order to be able to elect portability, a federal estate tax return would have to be filed even if the value of the first-todie’s estate was below the exclusion amount. The problem occurs when the first spouse dies, and no estate tax return was filed. In that event, the second to die spouse could not use the deceased spouse’s unused exemption.

In June 2017, the IRS issued a Revenue Procedure with a simplified method to be used to make a late portability election. The IRS made this procedure applicable to estates valued under the exclusion

amount. This Revenue Procedure provides 24 months to file rather than the typical 15 months.

For those that had spouses pass away after December 31, 2010, portability can be a valuable estate planning tool to save a significant amount of federal estate tax on the death of the second spouse. If a surviving spouse has assets that are close in value to the current federal exclusion amount, it is important to ensure that a portability election was made on a timely filed federal estate tax return. If no return was filed, and no estate tax return was required to be filed, it may not be too late to elect portability.

BY ROBERT CHARTUK While working for Suffolk Life Newspaper back in 1982, I received a bonus for scooping the national press which had to play catch up on my story about Philippine President Ferdinand Marcos buying the Lindenmere estate in my hometown of Center Moriches.

The fact that the president, along with his wife Imelda, infamous for her massive shoe collection, were interested in our little hamlet overlooking Moriches Bay was international news, especially when it was revealed that they were buying real estate all over the world to funnel money out of their country.

A friend was living at the estate as a caretaker under the previous owners and stayed on when the Marcos’ took over. I visited the mansion a few times and was impressed by Imelda’s elaborate décor. She had brought in artisans from the Philippines and I remember gorgeous rugs and tapestries as well as a life-sized statue of a giraffe that was carved out of a single tree. I did try to nose around in the bedrooms to check out her shoe collection, but didn’t see any. The word was that Imelda had been there a few times, but the president never visited.

I met a fellow the other day who was from the Philippines and I told him the story. What he told me back was quite amazing. His father had married Marcos’ sister and he remembers playing in the president’s Malacañang Palace in Manilla. His father was a reporter for the Associated Press and met his wife when she testified during the Japanese war trials. He played with the president’s son, Bong Bong Marcos, who followed in the political footsteps of his father becoming a senator and governor of Ilocos Norte, one of the country’s provinces.

We talked about the Marco’s saga and the People Power Revolution of 1986 which ended his 20-year rule.

Senator Benigno Aquino was a vocal critic of Marcos and was jailed as a political prisoner. In ill health, Imelda allowed him to exile to the United States. After three years, he returned to the Philippines and was shot dead at the airport. His wife, Corazon Aquino, emerged as the leader of the opposition and ran against Marcos for president. He was declared the winner, but after allegations of voter fraud, Aquino called for massive civil disobedience. With defections from

the armed forces and support from the Catholic hierarchy, the revolution ousted Marcos and cleared the way for Aquino’s accession. A self-proclaimed “plain housewife,” Corazon Aquino oversaw the 1987 Constitution which limited the powers of the presidency. In contrast to Marcos, her administration provided a strong emphasis on civil liberties and human rights.

Years later, I went to an estate sale at the old Marcos property. It was

owned by a lady from Chicago whose business was to fix up old estates and sell them. Her décor, quite different from Imelda’s, was all on sale, although too pricey for my taste. I remembered a Moriches Bay Tide article I had saved from an old stack of newspapers from 1962 and I went home and brought it to her. It was headlined, “Lindenmere Recreated, Now Leading LI Hotel.” It read: “Though just returned from a tour of nine beautiful European countries, no sight was as pleasing to Mama and

Business boomed under Mama and Papa and for two years, the entire hotel was rented by the Brookhaven National Laboratory for visiting scientists with guests from over 15 different countries giving it an international reputation. A room was rented for four weeks by former president Dwight D. Eisenhower when he was head of Columbia University. But, like President Marcos, he never set foot in the famed estate.

Perhaps, rightfully, one may spend several days or even weeks choosing your next car which you may keep for two or three years, much of the time parked in your driveway but will you make an abrupt emotional decision in choosing your next dog which will live in your home for the next ten years?

Now you can park your car, turn off the key and forget it until the next morning but your dog will require far more time, energy and thought than your car.

So, how to choose the right dog for you? Consider, do you have children, do you jog, or prefer to sit and watch TV.?

With Your Dog

If you prefer TV over soccer I certainly would not recommend any of the sporting breeds such as Irish setter, German short hair pointer, etc as they only stop moving to eat and sleep, after all they have been bred for “action” and can require a lot of training and exercise. How much time will you have to devote to your dog? Do you live in an apartment, do you like dogs or are you just getting a dog to satisfy your children, do you hunt? If you jog, don’t get a basset hound or a ‘morkie” . How old are you, how old are your children, are you physically capable of controlling a large or “high energy” dog?

Choosing a dog based upon its appearance or your emotion is generally not a great idea. One

These are times that challenge our very existence. They are times where rapid changes occur totally unexpected. Just last spring the Governor of New York State was considered the most popular public official in America. His performance during the onslaught of Covid 19 drew him national accolades.

He was touted as the odds-on favorite to be the Democratic Party candidate for President in 2024. In a whirlwind of events changes have occurred which no one would have ever foreseen. It is during these types of cataclysmic upheavals that archangels walk among us to do God’s will.

According to angelic lore, there is a hierarchy of angels.

The Archangels are only one tier in that hierarchy. This hierarchy is divided into three groups: Angels of Contemplation, Angels of the Cosmos, and Angels of Earth. The Angels of Contemplation oversee the

entire Universe. This group consists of the Seraphim, the Cherubim, and the Thrones.

The Seraphs are the closest to the throne of God. As such they are classified as the highest in the celestial order of angelic beings. The Prophet Isaiah calls them the “burning ones,” and describes them as having two faces and six wings. Two of the wings are for covering their faces, two for covering their feet, and two for hovering and flying.

Second among the Angels of Contemplation are the Cherubs.

They are the guardians of light and stars. Ezekiel the prophet says they have four faces: that of a lion, that of an ox, that of an eagle, and that of a man. Third among the Contemplation Angels are the Thrones. They serve as bearers of God’s throne when he comes to earth.

The second grouping, the Angels of the Cosmos maintain orderly unification between spiritual and corporeal realms.

Choosing a Suitable Dog for Your Home should choose a dog based upon its personalty. Some breeds can be intolerant of correction or unintentional abuse by children whereas others don’t even recognize nor respond to such treatment. Boxers, labs, golden retrievers and yes, even pit bulls are extremely tolerant whereas others breeds may not be. If in doubt don’t rely upon breed descriptions as the folks who write them tend to emphasize he breed’s positive points, not their negative. Consider consulting an impartial expert as to breed personality.

Archangels carry messages from God bringing instruction and direction, while Angels serve as guardians to persons and places. Every mortal being on earth has an assigned guardian from the rank of the angels. So even though Angels are ranked ninth in the angelic hierarchy their domain is of overwhelming importance as they impact the whirlwind changes we are experiencing as a nation and world today.
