Suffolk’s State Senate GOP Elections Eclipse Democrat Bids

By Barbara LaMonica The Senate Republican Delegation in Suffolk County represents 20% of the New York State GOP Conference, Suffolk GOP Chairman Jesse Garcia announced at a victory press conference last week.

The string of Republican victories stemmed a muchanticipated tidal “blue - wave” the Democrats expected to see on election night.

Flanked by a contingent of winners in the November 3 elections, Garcia said those victories included flipping Senate District 3 from blue to red with the victory of Republican Alexis Weik who defeated one-term Democrat incumbent Monica Martinez.

In the First Senate District, Assemblyman Anthony Palumbo succeeds Senator Kenneth LaValle who announced his retirement effective December 31.

Palumbo was victorious over Democrat candidate Laura Ahearn. In the 2nd Senate District, Mario Mattera will succeed retiring GOP

incumbent John Flanagan.

Voters in the 4th Senate District returned GOP incumbent Phil Boyle to Albany to represent them for a fourth term. Garcia further touted the success of GOP Assembly incumbents, and the election of Jodi Giglio to the 2nd Assembly District. Giglio will fill the seat left vacant

by Palumbo in his successful bid to succeed LaValle. At the national level, voters sent GOP Congressman Lee Zeldin back to Capitol Hill to continue representing NY-1. Likewise, Andrew Garbarino’s victory to succeed retiring Congressman Peter King keeps that district in Republican control.

“This election demonstrated that Suffolk County voters from every corner of the County overwhelmingly rejected Governor Cuomo and the far left of Democrat policies that control Albany,” Garcia said. “These were very hard-fought victories during a difficult and challenging year of fearmongering by Governor Cuomo and his one-party

rule.” The outcome of the November 3 elections gives Suffolk County a stronger voice in Albany. Throughout his campaign, Palumbo underscored the “need for New York State Government to restore a balance of power in Albany.”

Third District Senator-Elect Weik said she is “humbled and grateful to the voters who have entrusted me with this awesome responsibility.” Weik acknowledged Garcia, the Suffolk County Conservative Party and the men and women of law enforcement who supported her candidacy.

Senator-elect Palumbo added, “This is the honor of a lifetime and I am truly honored to have earned the trust and support of the majority of residents in the East End and the Town of Brookhaven in my effort to represent them in the New York State Senate.”

Palumbo said he will work to continue the legacy of Senator LaValle and “build upon this strong record of protecting the environment, supporting

our schools, and fighting for taxpayers.” Senator-elect Mattera said he is looking forward to working together to “bring the voice of all who live in our community to State government and to ensure the needs of all families are met.”

As the Suffolk Senate GOP Conference postures to begin the 2021 New York State Legislative Session, they are expected to file a threepronged taxpayer protection and law enforcement package aimed at reinstating STAR rebate checks that were cancelled by Democrat control which they report cost Suffolk County Families a minimum of $700 annually; full repeal of the bail program that resulted in “catch and released” of convicted criminals; and a repeal of the $7 billion in taxes imposed by Democrats over the last year.

Palumbo said “men and women in uniform need and deserve our full support in helping them to reduce crime,” and is calling upon state lawmakers to “stop the negative rhetoric and misguided policies that have hurt law enforcement and made our families less safe.” Palumbo said it is “more critical than ever” as we face a second wave of the COVID pandemic to “end partisan politics and provide first responders, hospitals and frontline workers with the tools and resources they need to confront” the health crisis.

“We must also use this time as an opportunity to retool and reinvigorate our economy while providing additional help and assistance to Long Island’s restaurants and small businesses.” The Senator-elect said he is looking forward to conferring with LaValle as he paves a path to represent Suffolk constituents.

Hempstead Man Indicted for Alleged Sex Trafficking Operation

Suffolk County District Attorney Timothy D. Sini and the Suffolk County Police Department announced the indictment of a Hempstead man for allegedly conducting a sex trafficking operation.

William Wilkinson, 29, is charged with two counts of Sex Trafficking, as class B violent felonies; five counts of Sex Trafficking, as class B felonies; two counts of Promoting Prostitution in the Third Degree, class D felonies; and Strangulation in the Second Degree, a class D violent felony.

“This is a true predator who preyed upon his victims’ vulnerabilities to force them into sex slavery,” District Attorney Sini said. “He allegedly put pressure on them using a number of tactics, many of which we’ve seen employed by other traffickers: exploiting the victims’ drug dependency, running up purported drug debts to further coerce them into performing sex work, and using physical acts or threats of violence against his victims, using their fear to keep them under his control.

“As we’ve talked about numerous times the Suffolk County District

Attorney’s Office, Suffolk County Police Department and many of our partners are laser focused on the issue of human trafficking. It is a top priority of my administration,” District Attorney Sini said. “The goal is very simple: to shift the paradigm and treat the victims as true victims; to connect those victims with services through not-for-profit organizations to help them break that vicious cycle of violence that they are experiencing at the hands of their traffickers; then to bring strong prosecutions against the traffickers. That’s exactly what we have been doing for the past several years, and today’s indictment is the latest example.”

“We have made significant strides to dismantle human trafficking operations and to provide education and help to hospitals, parents and educators in identifying victims of human trafficking, and we will continue to collaborate with our community partners to offer assistance to the victims,” Suffolk County Police Commissioner Hart said. “This is a serious issue. We will continue to address it fully and, thanks to our partnerships and the

hard work of our investigators, continue to hold these predators accountable and make a difference in the victims’ lives.”

Wilkinson allegedly provided his victims with narcotics and subjected them to threats of violence and acts of physical violence to coerce them to perform prostitution. He also allegedly forced victims to perform prostitution in order to pay off purported debts he claimed the victims owed him for food, shelter, and narcotics.

The defendant is alleged to have recruited victims in person as well as through social media. In furtherance of the sex trafficking operation, he allegedly advertised prostitution services by his victims through various websites and scheduled prostitution dates at the johns’ residences or in their vehicles, or at hotels and motels located throughout Long Island.

William Wilkinson, 29 Investigations Unit revealed evidence that Wilkinson allegedly ran a sex trafficking operation throughout Suffolk and Nassau Counties since as early as November

Pursuant to the investigation, Wilkinson was arrested by the SCPD’s Human Trafficking Investigations Unit with assistance from the Nassau County Police Department at The Coliseum Hotel, located in East Meadow, on Nov. 16.

additional victims or anyone with information to call 1-800-220TIPS. Wilkinson was arraigned on the indictment today in front of Suffolk County Supreme Court Justice William Condon and bail was set at $1 million cash, $3 million bond, or $10 million partially-secured bond.

He is being represented by Joseph Hanshe and is due back in court on Jan. 13, 2021.

If convicted of the top count, Wilkinson faces a maximum sentence of up to 25 years in prison.

District Attorney Sini and Commissioner Hart thank the Nassau County District Attorney’s Office, the Nassau County Police Department and the Empowerment Collaborative of Long Island, Inc., for their assistance with the investigation.

This case is being prosecuted

by Assistant District Attorneys Amanda Scheier and Veronica McMahon, of the Enhanced Prosecution Bureau.

A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

“Small business owners have

made it easier than ever to shop safely during the pandemic with many stores expanding services to match the convenience of shopping with big online retailers. Local stores are now selling their merchandise online, offering shipping and delivery, and even working with customers to arrange for curbside pickup. With each purchase we make this year, let us use our purchasing power to provide a boost to the local economy and support our friends and neighbors.”

Beachgoers at Smith Point Park have been greeted by a humongous platform preparing for the installation of a cable to connect the mainland with 100 wind turbines planned for 30 miles east of Montauk Point as part of Sunrise Wind.

According to South Shore Press columnist Karl Grossman, who has been following the project, Sunrise Wind is expected to generate 880 megawatts of electricity for 500,000 homes, nearly half of LIPA’s 1.1 million customer base. The ship, Loredo Brazos, is doing survey work for the transmission cable that will feed power from the windmills into the Long Island electric grid at Holtsville. The barge features three long spuds that hold the ship to the sea floor while allowing it to adjust for depth and sea conditions. Sponsored by the Chamber of Commerce the Medford tree lighting at Memorial Park was a n exceptional event. The PatchogueMedford Library hosted the celebration which was viewed virtually. A musical group performed a spirited rendition of holiday songs as the tree was splendidly lit and viewed by our distinguished representatives, New York State Assemblyman Joe DeStefano and Suffolk County Legislator Rob Calarco.

Ordinarily hundreds of people would attend but sadly because of Covid19-it had to be presented virtually. Kudos to all those who made the Medford Tree Lighting possible. Hopefully, next year life will be back to normal.

Pearl Harbor Remembered at Middle Island Ceremony

The heroes who defended our nation 79 years ago during the attack on Pearl Harbor were remembered during a special ceremony Sunday hosted by local community groups, an event which also included the eighth annual lighting of the holiday tree at Bartlett Pond Park and recognition of Coram’s Van Johnson for receiving the Carl Verdi Community Pride Award from the Longwood board of education.

“It takes many hands to make a day like today possible and all of you should be filled with pride,” said Assemblyman Joe DeStefano who singled out the event’s hosts, the Longwood Alliance, Middle Island Civic Association, and Central Brookhaven Lions Club.

Also participating were Boy Scout Troop 433, the Middle Island and Coram Fire Departments, Harold Bachman, Matt Gropper, Tony and James Bocchimuzzo, and the Town of Brookhaven Parks Department.

Attending the ceremony was Samantha Segal, whose grandfather, Mike Segal, served at Pearl Harbor. She and her daughter, Gabriella, were among the many who represented veterans at an event which has become an annual tradition at Bartlett.

Senator Lavalle and Assemblymen Thiele and Palumbo Welcome Much Needed Relief for Local Marine Fishing Industry

New York Fisheries Relief Program Will Provide Direct Payments to Help Address Pandemic-Related Business Losses 30-Day Application Period Opens Dec. 1 (December 1, 2020) State Senator Ken LaValle and Assemblymen Fred Thiele and Anthony Palumbo are pleased that $6.7 million in federal funding is now available from the Marine Fisheries Relief Program established by the Coronavirus Aid, Relief and Economic Security, or CARES, act to assist New York’s marine fishing industry which was hit hard by the COVID-19

pandemic. Eligible seafood, commercial marine fishing, and marine recreational forhire fishing businesses will be able to apply for the funding immediately. The NY State Department of Environmental Conservation (DEC) will accept applications for 30 days, through December 31, 2020.

“Our fishing and marine industries are critically important to the State’s economy,” said Senator LaValle, who added, “The local men and women who work in these fields have been hard hit by the pandemic. I am pleased that they now have the opportunity to seek much needed financial relief through this program,” said Senator LaValle.

“Our fishing industry is one of the cornerstones of the economy

on eastern Long Island.

Covid-19 severely disrupted the marketplace causing severe economic hardship for our fishing families. This program will provide much needed financial relief for those adversely impacted by the pandemic. I urge eligible

SUFFOLK CLOSEUP

BY KARL GROSSMAN There will likely be a new ballot line landscape in Suffolk County and the rest of New York State as a result of last month’s election: the elimination of several minor parties that have for many years all but automatically gained ballot presence.

There is litigation pending in federal court to overturn this. But legal experts we’ve spoken to say the litigation—brought by the Libertarian and Green Parties—is unlikely to succeed. And if it doesn’t, they and the Independence Party will lose automatic ballot presence. They can get back on the ballot through a petition process, but this is difficult, especially on a statewide basis.

The cause for the change: new ballot access rules passed by the New York State Legislature and signed into law

by Governor Andrew Cuomo. He has been reported to have been a key force behind the new rules.

For decades, minor parties in New York State needed 50,000 votes in the gubernatorial race held every four years to maintain automatic ballot access.

But the new rules require minor parties to each secure either 130,000 votes or two percent of the votes cast every two years in the races for governor or president.

In last month’s election only the Conservative Party and Working Families Party got enough votes to meet this threshold.

What has happened has special impact for Suffolk County. The Independence Party has many members, especially here, although there are those in politics who believe it is because some people think enrolling in it signifies their being independent, not a member of a party.

There are 46,437 enrolled members of the Independence Party in Suffolk, well-outnumbering enrollees here in the Conservative Party (22,279) and Working Families Party (4,176). And there is a strong hold by Suffolk figures on the leadership of the Independence Party, founded in 1991. The state Independence Party chairperson since 2000 has been Frank MacKay of Rocky Point, who is also Suffolk Independence

The litigation which challenges the new rules on the basis of constitutionality was brought in July in U.S. District Court-Southern District in Manhattan.

It was a vote on allowing $44 million to be transferred from the county’s Sewer Stabilization Reserve Fund to a Taxpayer Trust Fund that can be tapped to finance general county operations. And, it would allow the county to not have to pay back $145 million it took earlier from the sewer fund for county operations. That transfer was contested in a successful earlier lawsuit brought by the Long Island Pine Barrens Society in state Supreme Court.

Does Lindor Fit In With Either Team?

The Cleveland Indians can’t afford Francisco Lindor any longer and they don’t want to lose their prized young shortstop and get nothing in return, (sorry if that brings up bad Jose Reyes memories), so Frankie is on the trading block. As of right now the New York Mets, and their brand new owner, are leading the odds to land Lindor at a pretty heavy favorite +250. The Yankees, who are always players in the biggest names, come in at 9 to 1. So that puts both New York teams in play, but should they be?

Estate Tax and Gift Update for 2021

Q: A:

With the end of the year coming, can you tell me about any updates to estate and gift taxes for 2021?

The 2017 Tax Cuts and Jobs Act (the “Act”) increased the federal estate tax exclusion amount for anyone passing away in years 2018 to 2025.

The exclusion amount is for 2021 is $11.7 million. This means that an individual can leave $11.7 million and a married couple can leave $23.4 million dollars to heirs or beneficiaries without paying any federal estate tax. This also means that an individual or married couple can gift this same amount during their lifetime and not incur a federal gift tax. The rate for

the federal estate and gift tax remains at 40 percent.

The Portability Election, which allows a surviving spouse to use his or her deceased spouse’s unused federal estate and gift tax exemption, is unchanged for 2021. This means a married couple can use the full $23.4 million exemption before any federal estate tax would be owed. To make a portability election, a federal estate tax return must be timely filed by the executor of the deceased spouse’s estate.

For 2021 the annual gift tax exclusion remains at $15,000.

This means that an individual

can give away $15,000 to as many people as they like in a calendar year ($30,000 for a married couple) without

having to file a federal gift tax return.

Despite the large Federal Estate Tax exclusion amount,

New York State’s estate tax exemption for 2021 is $5.93 million. New York State still does not recognize portability.

New York has a three-year lookback on gifts as of January 16, 2019. However, a gift is not includable in the estate if it was made by a resident or nonresident and the gift consists of real or tangible property located outside of New York State; while the decedent was a nonresident; before April 1, 2014; between January 1, 2019 and January 15, 2019.

Most taxpayers will never pay a federal or New York State estate tax. However, there

are many reasons to engage in estate planning. Those reasons include long term care planning, tax basis planning and planning to protect your beneficiaries once they inherit assets. In addition, since New York State has a separate estate tax regime with a significantly lower exclusion than that of the Federal regime it is still critical to do estate tax planning if you or your spouse have an estate that is potentially taxable under the New York State law.

Winterizing – Now or Later, it has to be Done

Usually, as soon as I write a column on de-commissioning the boat for the winter season, Indian Summer arrives to bathe us in the last warmth of the year. As of this writing, we’re passed that so I’m writing it for information – and in the hope Indian Summer will get here! This weather is windy, wet and cold – but a reminder that many months of kindly weather are behind us and many months of dark, cold and dreary weather are ahead of us. So, here we go – Indian Summer or not! Even if you hand off your boat to your dock master and say, “see you in the Spring”, there are some tips in here that you will want to be aware of. This column is about that.

“On the Hard” or In The Water

Clearly, there are some basic steps to de-commissioning and one of them is to get the boat safely “onto the hard”, as the old-timers call dry-dock. Storing your winterized boat in the water can only be done in a very controlled environment with, generally, professional and nearconstant attention. Even with signs of global-heating all around us, (I think

“global warming” sounds too benign), the creeks and coves of “Out East” freeze up for much of the winter. Even Moriches Bay itself has frozen across over the years and I am talking about recent years. The only upside to storing your winterized boat in the water is that you don’t have to pay to haul the boat and return it to the water in the Spring. I still believe that that can be penny-wise and pound-foolish if this watery winter berth isn’t a very controlled environment… Recall that 80% of boats that do sink do so at the dock. So, let’s focus this column on spending the winter “on the hard”…

Making a List and Checking It Twice

If you are going to hand the boat over to the dock master and say, “see you in the Spring”, do so with a written check list, especially if you intend to do some of the work yourself. As you’ll see, the advice below is not 100% extensive.

I’d need most of the newspaper to give you a check list that could be used by every boat. (BTW, if you want a copy of the Boat-US/Seaworthy article on

winterization, email me below and I will email a copy to you.) So, work with your dock master in signing off on what will be done by the yard and, if you desire to be involved, by you. Some ideas/categories: 1. Change the oil and oil filters 2. Change the lubricant in engine transmission or the outboard lower unit 3. Apply fogging if called for by manufacturer 4. Fill the boat’s fuel tanks completely full 5. Add biocide and/or stabilizing agents to fuel 6. Change the fuel filters 7. Add antifreeze to the engine’s cooling system 8. Add distilled water to batteries, charge completely and disconnect 9. Charge batteries to capacity Before thinking about covering the boat with shrink-wrap or canvas, inspect the hull. Any blisters in the gelcoat? If so, that has to be addressed sooner rather than later as that will lead

to water infiltrating the hull, making the boat less sea-worthy. Stress cracks, which often develop at the bow, need professional attention. Just putting a patch over it and sanding, a la the gelcoat blister, won’t fix that one. It’s structural. As to washing and waxing the hull, I opt for cleaning now and waxing in the Spring.

Does the boat have a cabin of any kind? Get the “moisture-soakeruppers”, i.e., desiccants, in there.

Inexpensive and they inhibit the buildup of moisture that leads to mold. And don’t forget the hatches, closets and lazzarettes.

Other than covering the boat, the “mechanical system” is the most obvious place to start. Your mechanical system may only be your gasoline-powered 90-HP Johnson outboard. If so, you are going to flush the engine with fresh water (attached a garden hose to the intake and let it flush – engine OFF!), “fog” the engine with lubricating oil (be sure the fuel system is disconnected from the engine when you start the

process), clean/replace the spark plugs and fuel filter, lube the carburetor and anything else that moves – choke, cam, starter linkage etc. Don’t forget the lower unit (what the prop comes out of). Replace the lube oil. BTW, if you open the drain plug and water comes out first (oil floats), you need to replace the seal. Inspect the prop(s). Any dings?

Get a professional to look at that. A bad “wheel” can shake your engine apart…

So that’s your outboard. Did I ask if you had a diesel engine or an I/O? Does the boat have a transmission? In-board water system (sink/shower)? Airconditioner? Electronics going to stay aboard or come home with the owner?

So, as you can see, the list is far more extensive than the short list above.

But have fun! She’s your boat!

The Invisible Wound Moral Injury: Part One

BY REV. FREDERICK MILLER. PH.D. As we stated in the previous article the difference between PTSD and Moral Injury (MI) is important. Up until 2014 the military services, not surprisingly, were reluctant to discuss moral injury, as it goes to the heart of military operations and the nature of war.

Unfortunately there is still no official separation between PTSD and Moral Injury. To put it in civilian terms there is no difference between the men in combat afraid to die (those with PTSD) from those who suffer from Moral Injury (MI) and no longer feel life is worth living. As stated in the previous article the suicide rate among veterans is over 20 per day. It is also important to know that the suicide rate in the military is presently at its highest rate. With those on active duty it is more difficult to understand since

the use of the draft to fill the military ended in 1973, thus they are all volunteers. When we examine the symptoms that cause Moral Injury the reasons become visible and understanding.

With the Vietnam War, several important changes started to take place in warfare that increased moral injury. First was the factor that the enemy was no longer in uniform. In addition there were no real front lines of battle. The major principle of a “Just War” does not exist. The present Iraqi and Afghanistan war is causing even more moral injury. Again the enemy is in civilian clothes, and they now include women and children.

Center Moriches Man’s Role in Conquering Disease

BY ROBERT CHARTUK With a Coronavirus vaccine just around the corner, I had the opportunity to converse with Center Moriches resident Jim Dineen whose half-century in the pharmaceutical industry saw the conquering of some of the worst diseases to afflict mankind.

We talked about SOS, Sabin or Salk on Sunday, the nationwide program in the 1960’s to eradicate polio. “Hundreds of people would go to the schools on Sundays to get either the vaccines or the sugar cubes,” Dineen said of the cures made possible by the two famed scientists. “Nowadays, people don’t realize the enormity of it. Children were put into iron lungs and many were crippled.

It was a horrible disease, but we wiped it out.”

Over the course of his career, Dineen made sure people had access to an unprecedented battery of wonder drugs and protocols that saved millions of lives. From the flu, pneumonia, tuberculosis and measles to tetanus, cholera and diphtheria, the 93-year old looks back on a calling that connected

the brilliance of industry to a populace desperately in need of cures.

The discoveries were epic in their scope. Alexander Fleming left a culture in the lab overnight only to discover a strange mold killing the bacteria he was working with. His synthesis of penicillin was a Godsend to humanity as were the powerful drugs that followed. Dineen marketed them all including Tetracycline, Erythromycin, and other antibiotics, as well as the tools of the medical trade such as stethoscopes, hypodermics and syringes. In fact, one of his first jobs after graduating from Pace College was selling thermometers in Chicago and he also helped usher in Vacutainers which allowed blood to be drawn more easily. “Nurses were hesitant to use them; they were comfortable with the syringes,” Dineen explained. “But they switched over when they saw how much easier they were.”

Dineen worked for many years with Lederle, a company that was absorbed by Pfizer, one of the

providers of the COVID vaccine.

“Drug companies get a bad rap,” Dineen said, “but they have made incredible discoveries that benefit humanity in so many ways. The COVID vaccine was created in an amazingly short period of

Growing up, I looked forward to the annual baseball game at the Center Moriches Little League field following the Memorial Day parade. I don’t remember too much about the games, but I do recall Jim Dineen’s son, Rory, hitting a homerun playing for the Indians. What I didn’t know until now was that Jim helped the league purchase the field in 1962 when it was being eyed for a doctor’s office. Supporting the $10,000 deal was John Kanas,

the banker, and artist Alan Price, who helped Jim paint signs for the local advertisers. Jim also helped start the Moriches Youth Organization with Tony Parlato, a group that still provides sports activities to local kids.

Playing for the Pirates, I got my own homerun at the field, although not during the Memorial Day game. Fastforward many years and I was at a yard sale talking to a fellow who also played in the Moriches little league. I told him about my one big moment, hitting the homerun, and I would always remember it. He said he wouldn’t forget it either, he was the pitcher.

He said it was the only homerun he had ever given up. That was 47 years ago.

My baseball hero from way back, Rory Dineen, is now an executive with Fed Ex working in New York. Jim’s other son, Brian, is a teacher in Riverhead.

His daughter, Marigrace, is a popular musician whose latest album, Great Gun, is named for the Fire Island Beach we all know and love.

Since they were free and considerably less trouble than the lobsters we were serving, it’s been a duck barbeque ever since,” he said, noting that the fundraiser would serve more than a thousand dinners a year.
