State Economic Development Funding will Assist East End Economy

South Fork Will Benefit From Over $2 Million in Funding Assemblyman Fred W. Thiele, Jr. (I-Sag Harbor) today announced that the East End will benefit from $2,906,750 awarded to six organizations and municipalities through Round XI of the Regional Economic Development Council (REDC) Initiative to support community revitalization and business growth.

The six awardees include: • The East End Tourism Alliance was awarded $137,250 for the East End Al Fresco Tourism Marketing Plan. Funds will be used to host and promote themed activities and events that offer visitors, from diverse backgrounds, a wide range of opportunities to both celebrate and learn about Long Island’s

For more than six decades, Hospital Road Bridge has stood in East Patchogue and served as a staple for area residents and an essential and lifesaving artery for law enforcement and first responders traveling to Long Island Community Hospital and the North Patchogue Fire Department.

However, for too long now, the bridge has been a safety hazard and has been deemed functionally obsolete by the New York State Department of Transportation for the last six years, meaning the bridge is not equipped to handle its traffic demand.

Since coming to Congress in 2015, I have made fixing and rebuilding this critical piece of infrastructure a top priority, and I am pleased to report on major progress.

Earlier this month, New York State awarded the construction contract for the rebuilding of Hospital Road Bridge to DeFoe

extraordinary natural assets.

• The Long Island Science Center was awarded $1,120,000.

Funds will be used to construct an iconic regional attraction with a planetarium/lecture hall, functional agritech and energy exhibits, and an “inventorium” MakerSpace to contribute to Long Island’s economy through family based regional tourism.

• The Peconic Land Trust was awarded $250,000 for the Widows Hole Restoration Phase II project. The Peconic Land Trust will continue to make improvements to strengthen the shoreline and revitalize the upland habitat at Widow’s Hole Preserve. The Trust plans to add accessibility features to facilitate beach access. The shoreline will be restored with a living shoreline to mitigate erosion and

improve the natural habitat.

• Suffolk County was awarded $1,000,000 for the Mastic Beach Violets Cove Restoration Design project.

Suffolk County, with the Mastic Beach Conservancy and the Gino Macchio Foundation, will plan and design for the restoration, preservation and accessibility to the Mastic-Shirley Conservation Area. The plan will support recreation, education, and environmental stewardship through an interpretive center, trail network, and a kayak launch. The project builds on the County’s prior awarded Blueway Trail and Brookhaven Local Waterfront Revitalization Program.

• The Village of Sag Harbor was awarded $279,500 for the John Steinbeck Waterfront

Park Phase I Walkway. This project seeks to enhance public waterfront access and stimulate year-round economic activity and job creation in the downtown business district. The work will consist of the final design and construction of a 159foot ADA accessible walkway along the Park’s shoreline overlooking Sag Harbor Bay and will provide connectivity with the adjacent Windmill Park and Long Wharf.

• The Town of Southampton was awarded a $120,000 grant for the Riverside Child Enrichment Center expansion project. The Town of Southampton will complete an expansion and renovation of a Town-owned building on Flanders Road in Riverside to provide enhanced space for early childhood programs offered by

Long Island Head Start and the Children’s Museum of the East End. The initiative implements community goals envisioned by the Riverside Revitalization Action Plan to expand access to affordable childcare, support working families, and establish an art/culture anchor in the downtown.

Assemblyman Thiele stated, “These economic development grants represent a major commitment by the State of New York to take the lead in creating jobs and improving the economy as our communities continue to build back better from the COVID-19 pandemic.

I congratulate the recipients chosen for this funding and I am pleased that the businesses and communities in my District will benefit.”

Hospital Road Bridge Rebuilding Finally Hits the Homestretch Corporation of Mount Vernon, New York, for approximately $22.8 million. This comes just a month after the construction bids were opened on November 4. The State currently estimates preliminary work will begin in early 2022, groundbreaking will take place in the spring of 2022, and all construction work will be completed by the end of 2023. I am extremely proud that our efforts, from my earliest days in office onward, have helped initiate the great strides we’re now making.

In August 2016, at the North Patchogue Fire Department, Congressman Zeldin joined state and local elected officials, firefighters, police and first responders, members of the Brookhaven Highway Department, and concerned members of the community, to announce a massive federal investment for major repairs and widening of Hospital Road Bridge.

Hospital Road Bridge, especially our firefighters, police officers, EMS workers, and patients of Long Island Community Hospital and their families. The integrity of our roads, overpasses and bridges is not only critical for public safety, but is a linchpin of job creation and economic growth in our communities throughout Long Island.

As a majority member of the House Transportation and Infrastructure Committee at that time, I worked successfully to have the SAFE Bridges Act included in the Fixing America’s Surface Transportation (FAST) Act, which was signed into law by President Obama on December 4, 2015. The SAFE Bridges Act modified federal highway law to make our state and local overpasses and bridges, such as Hospital Road Bridge, once again eligible for the federal funding

through the National Highway Performance Program (NHPP).

In 2016, a funding agreement was reached for a $26 million project to widen and make major repairs to Hospital Road Bridge. Eighty percent of the project is federally funded, which was made possible by the infusion of federal money to the First Congressional District from the SAFE Bridges Act. The continued progress of this project is excellent news for all who rely on the functionality of

Citizens Beat Back Bill That Impinged on Civil Rights

Harsh public reaction has beaten back a bill by a Brooklyn legislator that would have given the governor the power to round up and detain people who they say are a threat to public health by not following the state’s COVID mandates.

“This was one of the most frightening affronts to our Democracy to come out of Albany in our lifetime,” said Assemblyman Joe DeStefano. “I’m glad it was pulled by the sponsor.”

According to DeStefano, the language in Assembly Bill A416 was chilling: “The Governor or his or her delegee…may order the removal and or detention of such person…by issuing a single order… to a facility designated by the governor...”

William Floyd High School Senior Nominated for U.S. Presidential Scholars Program Excellence in Career and Technical Education Program and her selection as one of only five students in the state nominated by Commissioner Rosa is a testament to her dedication and work in the CTE field. I wish Alexandra success as she advances in the national selection process and I know she will succeed in all of her future endeavors.”

Alexandra Clougher, a senior at William Floyd High School, has been selected as one of only five New York State nominees in the Career and Technical Education (CTE) category for the U.S. Presidential Scholars Program, one of the nation’s highest honors for high school students.

For this program, New York’s state legislators nominate students from their respective legislative districts to Betty A. Rosa, the commissioner of education. As the chief state school officer, Commissioner Rosa then selects 25 nominees from that strong pool of statewide candidates (20 from the general component and five from the CTE component) to advance as nominees in this nationwide competition. Alexandra is the only student from Long Island selected for the CTE component and among only four Long Islanders selected in total.

Alexandra, 17 of Shirley, is a highachieving student enrolled in the high school’s Cosmetology Academy, where she is participating in a two-year, 1,000-hour cosmetology-licensing course learning and gaining practical experience in hairstyling, hair coloring, haircutting, skin care, nail technology, make-up, braiding, chemical texturizing, hair extensions and more.

She was accepted into the program due to her strong academics, stellar attendance and model citizenship.

Once she graduates, she will qualify for the New York State cosmetology written and practical exams, and have the opportunity to pass an industry assessment to have a CTE endorsement on her diploma.

“I have no doubt the Alexandra will be a successful cosmetologist upon graduating this June,” said Karisa McMahon, Alexandra’s senior cosmetology teacher at William Floyd High School. “Not only is she an excellent student academically, but she helps her peers when in need.

She takes pride in her work and is very conscientious. In class she has shown great improvement through constructive criticism and has applied it to her daily practical work. Alexandra is an asset to the senior cosmetology program. I can confidently say she will prosper in any route the cosmetology field takes her.”

She has also been a member of the varsity Rockettes since her freshman year, using her strong dance background to help the group perform at various school functions and athletic events such as pep rallies, homecoming, basketball and football games.

"Alexandra is one of our team captains this year and her nomination for this award is truly a testament to who Alex is,” said Lisa Taiani, Alexandra’s coach and advisor on the varsity Rockettes. “We and her

teammates have recognized Alexandra as a leader -- she is kind, approachable, dependable, talented, mature, responsible and determined. I expect to hear about her many successes upon her graduation from William Floyd High School in June.”

In September 2020, Alexandra heard life-changing news -- she was diagnosed with thyroid cancer, which she said has been the most impactful event in her personal life. She has since recovered and throughout the process has shown great resiliency.

“Despite this diagnosis, Alexandra’s personality and outlook on life has not changed. She has handled this challenge with grace and dignity, and has continued to excel in all aspects of her life,” said Arianna Scanlon, Alexandra’s school counselor and the person who nominated her to the state legislature for this award. “Alexandra has allowed her academics, and her passion for dance to be the guiding light through any unfortunate circumstance. She has continued to grow as a young adult and has continued to push herself to be an even better version of herself.”

The White House Commission on Presidential Scholars selects honored scholars annually based on their academic success, artistic excellence, essays, school evaluations, and transcripts, as well as evidence of community service, leadership, and demonstrated commitment to high ideals. Application is by invitation only.

USDE will issue invitations in late January from among those students nominated by chief state school officers and from a pool based on scores on the SAT or ACT. Semifinalists will be notified in mid-April and Scholars will be notified in May. Students chosen as U.S. Presidential Scholars receive a medallion.

The Price of Gasoline... and Fracking

BY KARL GROSSMAN With the order of President Biden last month opening up the Strategic Petroleum Reserve, the price for gasoline—which had been rising steadily this year—has begun dropping although only a little in Suffolk County and across the rest of the United States.

Still, it’s a relief considering that the cost of gasoline seemed to be heading once again to $4 a gallon and possibly more here. Now, the price seems to have steadied at around $3.40 a gallon in Suffolk. The average price of gasoline around the nation was reported by NBC News last week at $3.29 a gallon. (But there are areas with far higher gasoline prices notably California where $4.99 a gallon is now common.)

So, what’s happened has provided no huge price relief but the release of 50 million gallons from the Strategic Petroleum Reserve has made some difference.

A component in recent years in the gasoline price situation has been fracking.

A new technique of splitting underground shale formations through horizontal fracking has vastly expanded U.S. oil and gas output. Horizontal fracking in shale formations was first developed with federal government support in the 1980s.

Petroleum has been a major industry in the U.S. since the discovery of oil in Titusville, Pennsylvania in 1859. The process then—and for more than a century—involved drilling of wells into basins of oil below ground.

formed in 1960 to “coordinate and unify the petroleum policies of its Member Countries and ensure the stabilization of oil markets in order to secure an efficient, economic and regular supply petroleum to consumers, a steady income to producers and a fair return on capital for those investing in the petroleum industry,” says the OPEC website. The lead nation in OPEC is Saudi Arabia.

Fracking involves the use of massive amounts of water and 600 chemicals, many cancer-causing, shot under high pressure into shale formations below ground to push out oil and gas from them.

It’s a messy, polluting process.

Especially problematic is the leakage of gas from fracking wells into underground water causing not only serious contamination of the water but the phenomenon of what comes out of a water faucet bursting into flames when lit with a match or utility lighter. The 2010 film Gasland, nominated for an Academy Award, and the subsequent Gasland Part II, both written and directed by Josh Fox, documented this fiery facet of fracking, along with the many instances of water pollution caused by it.

Horizontal fracking in shale formations enabled the U.S. in 2018 to become the world’s largest producer of crude oil surpassing Saudi Arabia.

Long Island will never be a site for fracking as it has no shale formations below ground.

Yet there has been the possibility of water being utilized in fracking in other places being sent to sewage treatment plants here. That has been banned by Suffolk County government along with the use of fracking waste as a brine on roads in Suffolk.

Although Long Island is not a site for fracking, fracking is underway on a huge scale in neighboring Pennsylvania.

And the same shale formation that is in Pennsylvania—the Marcellus Shale Formation—extends into much of upstate New York. Then Governor Andrew Cuomo, six weeks after winning a second

New York City has always been the hot spot in the country for basketball talent. It also has the mecca, Madison Square Garden, which is the epitome of the sport as far as arenas go. But, it's been a very long time since anyone really took college basketball in New York seriously. While we might be a long way away from a Final Four participant coming from the Big Apple, there are some exciting teams.

We'll start with the obvious.

St. John's is back in the national discussion. The Johnnies are 8-3 overall, 8-1 at home, and look to be

a threat in a very tough Big East.

Furthermore they have a star that the school, and the city can rally around, in Julian Champagnie. The Brooklyn native is averaging more than 20 points per game and just about 7 rebounds. This city is ready for a home grown star to give them something to cheer about and St. John's and Champagnie certainly fit the bill.

The Johnnies though aren't the only New York team that can be exciting, and dare I say get a few tournament teams. Stony Brook has been a solid program for a while now and they are once again scoring at will and at 6-1 at home will once again be one of the top teams in the

The week between Christmas and New Year’s is an opportunity to reflect on the past year and think about our successes and failures.

2021 goes down for me as the year I reset my relationship with food, I developed an exercise regimen I was able to stick to, and I am finishing out the year weighing 47 less pounds than how I entered into the year. I became an avid YouTube viewer of some regularity. I went back to Planet Fitness and have adopted a 4-day per week regimen of weightlifting. And there are quite a few leftover goals I never got to. But for many Americans the opportunity made available to so many to start a Great Reset is very real and very transformative. So I conclude the year thinking about what went right in fantasy baseball and what went disastrously wrong.

I need to think about how the game has changed and what I am going to do about it. So here they are in all of their glory. Chuck T.’s Top Five (5) Fantasy Baseball New Year’s Resolutions.

1. Recognize that we are in a Dead Zone Era as far as the baseball is concerned and adjust accordingly.

College Hoops is Back in New York America East conference. Hofstra is 8-5 and will be a team to watch in the Colonial Athletic, while Fordham is 7-5 and they look much improved. Manhattan comes in at 8-3 and that feels like a winnable conference also.

So yes, the New York City teams still have some growth before many will jump back into the college basketball frenzy, and I am not expecting any of these teams to make a deep tournament run, but they all have potential. They have potential that we haven't witnessed in some time here and that potential is born from improvements. We could very well be talking about 2, 3, maybe even 4 or 5 teams

from this area making the NCAA tournament, and that is something

2. Fantasy Over-hype is very real.

BUYER BEWARE! 3. Forgive myself for not winning the whole league in 2021.

4. Remind myself that rookies still need 400 at bats and 140 innings pitched under the belts to become dependable.

5. Take a deep probing look at what I do own in my fantasy mixed dynasty league, and get to work on good solid lists for my re-draft leagues.

Resolution #1 is critical. You have to put the 2019 and 2020 seasons out of your mind. So many players set so many career highs those years that it would be foolish to ever expect Cody Bellinger and Christian Yelich to return to those levels. For better or worse Yelich hit 9 home runs in 399 at bats with a .248 batting average.

The 44 home runs that he hit in 2019 is already from a different era. Ditto for the 47 home runs hit by Cody Bellinger that same year.

Resolution #2 is a trap that so many fall into. I guarantee that SS Bobby Witt Jr. makes the front cover of a host of magazines. I am even reading

I am not sure if anyone noticed a little news blurb that came out late in the season that Kansas City was giving reps in fielding practice to get a look at Witt at both 3B and 2B. Take this news very seriously. In a re-draft league I wouldn’t touch Witt Jr. in 2022 as a Top 100 player drafted. And it starts with Kansas City’s lineup.

Incumbent SS Nicky Lopez was one of the slickest fielding shortstops in

the game. He played 151 games of Gold Glove caliber defense. He stole 22 bases and got on base at a .365 clip.

He is under team control at all of 26 years old with 3 years logged in as a pro. I wouldn’t toss aside a productive player like this. I would move Bobby Witt Jr. to 3B or 2B. And Kansas City was doing just that late in 2021. There are so many good shortstops in the game right now I would not blow up my draft to get the guy on the cover of the magazine.

Resolution #3 is critical. I didn’t trade for Kevin Gausman and Robbie Ray early in the 2021 season. I didn’t have the vision to make a waiver wire pickup of Carlos Rodon. I missed out on the development of Dylan Cease.

I took a huge flyer on Brady Singer and paid a steep price. I traded midseason for Mike Trout who at the time was expected to be out for 6-8 weeks. Trout went out to miss the rest of the 2021 season. It’s time to forgive myself. There is so much wider a base of pitching talent today that I don’t need to protect 12 pitchers amongst 20 Keeper slots. There are only 8 pitchers needed for each week of the 2022 season.

We’ll get to Resolutions #4 and #5 in my next article. Heck, I could write an encyclopedia on Resolution #4 all by itself.

Understanding Life Estates

Q: Who owns the property when there is a life estate?

A:

A life estate is a type of joint ownership of real property. With a life estate, two or more individuals have an ownership interest in the property. The individual holding the life estate – the life tenant retains the legal right to occupy and use the property during his or her lifetime. Upon the death of the life tenant, the property passes to the remainderman without the need for probate. At that point, the remainderman assumes all property rights and obligations.

A life estate is usually created through a deed, but can be created in a Will or a trust. For example, Husband's Will may leave a vacation home to his spouse for her lifetime and to his children upon her death.

subject to a life estate is a tactical estate planning tool used to avoid the probate of real property after death. A life estate can also protect real property from certain creditors.

Medicaid cannot put a lien on real property when the recipient only has a life estate because a life estate is not a probate asset. Therefore, Medicaid cannot recover from a Medicaid recipient's estate for the cost of services rendered.

Alternatively, an owner can execute a deed transferring the property to a third party and retain a life estate on the face of the deed.

The life tenant is entitled to all rents and profits during their lifetime.

The life tenant must maintain and pay costs on the property, including property taxes and upkeep. The remainderman has no right to use the property or collect any income generated by the property while the life tenant is still living. The remainderman does however have an interest in ensuring that the life tenant does not damage the property or diminish its value.

A life tenant does not have complete control over the property.

The life tenant cannot sell, mortgage or in any way encumber the property.

If either party wants to sell the property, both the life tenant and remainderman must agree. The life tenant usually receives a smaller

portion based on the value of the life estate, calculated using actuarial tables.

The transfer of real property

Life estates can be valuable options for clients seeking to simplify their estate planning. However, there are pitfalls. It is wise to discuss whether this option is suitable for your specific estate plan with an experienced estate planning attorney.

Here’s how the story goes. In the dead of winter, two duck hunters and their trusty hunting dog drive their brand-new Range Rover out on to the ice of (choose: _______ [a] Long Island Sound, [b] Moriches Bay, [c] Shinnecock Bay, [d] Great South Bay, [e] body of water of your choice) and, seeing that there were no open leads to entice migratory birds to land, take out a stick of dynamite, light it and throw it as far out on the ice as they can. The plan is simple. The dynamite blows a substantial hole in the ice; they get back in the car and run the heater until the migratory birds arrive. They step out with their shotguns full of bird shot and bag much of the flock.

So, as the dynamite stick is flying through the air, the dog takes off after it, thinking that a game of fetch is exactly what will make his day.

Grabbing the lit stick of dynamite in his mouth, he turns and starts running back to his master and fellow hunter. This of course alarms the hunters no end. Seeing that waving their arms wildly and shouting,

Funny – but only apocryphal as every Coast Guard station north of the 40th degree of latitude was telling that story a couple of winters ago, swearing that one of the locals swore to them that they knew somebody that was related to somebody who knew the dog owner.

But some of us do fish and/or hunt on the frozen lakes, creeks and bays Out East. Please heed the following from the US Coast Guard: Ice is unpredictable and dangerous.

Carry two screwdrivers or a set of ice awls. If you fall through the ice, you can use these items to help get yourself out. They are more effective than using your hands.

While the Coast Guard understands winter recreation on the ice around our area is a tradition, it is important to take safety measures: Always check the weather and ice conditions before any trip out onto the ice. Ice thickness is not consistent, even over the same body of water.

Always tell family and friends

where you are going and when you are expected to be back and stick to the plan.

Use the buddy system. NEVER go out onto the ice alone.

Dress in bright colors. Wear an exposure suit, preferably one that is waterproof, and a personal floatation device.

Remember, hypothermia is a killer and it sneaks up on you in woolen slippers. Cold water safety presentations by the USCG Auxiliary are available to local organizations and can be arranged by contacting the Coast Guard Auxiliary District Public Affairs Officer via their Web site.

The Archangel Jophiel, Angel of Beauty

BY DOMINICK FORTE The Archangel Jophiel’s name means “Beauty of God.” Although not listed as one of the seven archangels in the apocryphal book of Enoch, Jophiel is listed as one of the seven principal archangels in PseudoDionysius’ Celestial Hierarchy, a 5th century work on angelology that has been influential in Christian theology. It’s believed that this work influenced Thomas Aquinas’ writings about the nine choirs of angels.

Jophiel has a distinctly feminine energy. In art Jophiel is often depicted as holding a light, which represents her work illuminating people’s souls with beautiful thoughts. Being noncorporeal, angels are without gender but female depictions of Jophiel are the most common.

With regard to thoughts, she helps us hold positive viewpoints about life, relationships, and circumstances.

She fills hearts with warm feelings of gratitude and enjoyment. The Archangel Jophiel can help us quickly

and cast Adam and Eve from the Garden of Eden and that she now guards the Tree of Life with a flaming sword. This bit of angelic folklore is in conflict with other sources which attribute this role to numerous other archangels, among them Michael and Uriel. Jewish tradition also says that she supervises the Torah’s readings on Sabbath days.

She will guide us in all areas of self-care, including grooming. She specializes in bringing beauty into our lives, including hair, makeup, and wardrobe.

The angel energy color associated with Jophiel is yellow. Burning a yellow candle or having the gemstone citrine is often used as part of prayer that direct requests to her.

Unfortunately, there are numerous references in angelic mythology which present her in a different light than that of the Angel of Beauty. The Zohar, the sacred text of the mystical branch of Judaism called Kabbalah,

says that Jophiel is a great leader in heaven who directs 53 legions and is one of the many archangels who supports Michael in battling evil.

Proposed 55+ Community in Eastport

The plan to build a senior housing rental community in Eastport has been criticized by some, praised by many and is one of the most hotly discussed items in the town.

Many questions are being asked – would it be a good fit for Eastport? Would Eastport benefit from having this community built? How would the schools and local businesses be affected?

Throughout Long Island, 55+ communities are a growing trend welcomed by many towns. With the projected growth and longevity of our population, Eastport will be positioned to have a school budget increase of $356,000.00. Currently, the Eastport-South Manor Central School District is home to 3,242 students.

There would be no increase in the student population, only an increase to its budget. These additional funds will only have a positive impact on each child. An additional increase of $12,511.11 will benefit the Ambulance Department and $7901.35 will be added to the Fire Department’s budget.

The proposed 55+ community will benefit Eastport, its residents and its economy.
