Romaine Takes Reins of County Government January 1

By Robert Chartuk With just a couple of weeks left to go before he takes over the reins of county government, Suffolk Executive-Elect Edward Romaine is deciding on major positions in his administration and is touching base with officials on all levels to set a path for his ambitious agenda.

He will be officially sworn in during a private ceremony at the stroke of midnight January 1 and then host a public event later in the day at the EastportSouth Manor High School at 2 p.m. Hundreds are expected to be on hand to see the first new county executive in 12 years and the first Republican to hold Suffolk’s highest office in two decades.

At the top of Romaine’s agenda is the appointment of a new police commissioner, as well as top officials in key departments, including public works, parks, labor, health, social services, and human resources, personnel, and civil service, to name a few. The county executive will appoint his deputies, in addition to the deputies, assistants, and staff in the various offices.

Romaine will also be looking to tighten up the Department of Information Technology, which has been under fire in the wake of the 2022 cyber hack that crippled county government. He’s expecting a report from a special committee investigating the attack and its recommendations on how to better secure Suffolk’s system.

DA Plan to Combat Illegal Dumping

By Robert Chartuk It’s an affront to Suffolk residents and an environmental disgrace: illegal dumping in the county’s parks, beaches, and forests. District Attorney Raymond Tierney has had enough and announced an “Evergreen Initiative,” a combined legislative and law enforcement agenda designed to crack down on those who dump on Suffolk.

Joined by County ExecutiveElect Edward Romaine, Suffolk County Sheriff Errol D. Toulon, Jr., Crime Stoppers President Patrick Fazio, Brookhaven SupervisorElect Daniel Panico, and Winter Brothers owner Jim Winters, as well as leadership from the State Department of Environmental Conservation, the Pine Barrens Commission, the State Police and the Suffolk Park Rangers, the district attorney outlined a multipoint plan to turn the tide on environmental assault.

The Evergreen Initiative will: • Raise and sustain awareness of rewards available to citizens who report dumping and pollution under current Suffolk County Law, as well as posting reward signage; • Encourage more reporting of environmental crimes by increasing the rewards for tips to 33% of the fines collected by the District Attorney through the criminal justice process; • Increase the fine schedule for dumping/polluting on county land to $15,000 for individuals, with corporate fines reaching $25,000; • Encourage municipalities to mirror the county fine schedule so that town and village parks are equally protected; • Invest an additional $10,000 into environmentally friendly covert surveillance equipment and deploy the trip-alert system throughout county parklands; • Coordinate with Crime Stoppers and the Suffolk County Parks Watch reporting systems to facilitate easier reporting; • Seize and impound all vehicles that are utilized to dump or otherwise pollute public lands;

• Ensure that fines and cleanup money are used locally in Suffolk County; • Putting offenders to work cleaning Suffolk parks and beaches as part of their sentences; • Seek maximum financial penalties on all environmental cases.

The combination of increasing fine schedules and reward percentage will mean that a Good Samaritan report of dumping can receive up to $8,250 from fines and up to $5,000 from Crime Stoppers, Tierney noted. He also emphasized that the statute of limitations on certain dumping crimes can reach back to 2018, and reports leading to convictions are always welcome and will be rewarded in accordance with the law. As part of the Initiative, the increased rewards for reporting dumping and pollution will be posted at the public entrance of every county park.

“I am confident that these measures will make an impact,” Tierney said. “Our office will continue to seek maximum financial penalties, which will translate to higher rewards for those who report polluters. All local municipal leaders are encouraged to adopt similar local legislation at the town and village level so that our incentives do not redirect illegal dumping to your parks. We all must work together so that Suffolk’s natural beauty is universally protected.”

“Over the past year, Brookhaven has conducted more than 750 roadside cleanups and 32 other cleanups requiring heavy equipment for illegal dumping, which has included everything from residential waste to boats, campers, and even floating docks,” reported Suffolk County ExecutiveElect Romaine. “The new Evergreen Initiative will be an important tool in curbing illegal dumping and protecting our environment.”

“The Suffolk County Sheriff’s Office has been involved in the patrol of the Central Pine Barrens region for the past three decades, and we have seen numerous cases of illegal dumping. We’ve discovered

garbage of all sorts, from paperwork and yard debris to larger items like furniture, mattresses, and even boats,” Sheriff Toulon said. “Illegal dumping is lazy, illegal, and harmful to our environment and our island’s resources. Make no mistake, if you are dumping illegally in Suffolk County, especially in our pine barrens, we will find you, and you will be held accountable.”

Another component of District Attorney Tierney’s Evergreen Initiative will partner his office’s Biological, Environmental, and Animal Safety Team (BEAST) Unit and Asset Forfeiture Bureau with local police departments to penalize those who are caught in the commission of an environmental crime by having their vehicles impounded and held until all fines are paid off –including the cost of clean-up. The fines collected will be kept locally and used to cover all costs of prosecution. In addition, offenders will be put to work cleaning Suffolk County beaches and trails, planting trees, sorting recycling, and contributing efforts

to the county’s environmental organizations.

Through the Evergreen Initiative, an economy will be created that works for Suffolk County’s local ecosystem.

Bellone Makes Rare Appearance at Legislature

By Robert Chartuk Outgoing County Executive Steve Bellone made a rare appearance at the Suffolk Legislature Tuesday, taking the mic to lobby for his bill to address the county’s cybersecurity footing in the wake of the September 2022 attack that paralyzed government operations for months.

Bellone’s plan was tabled by the lawmakers, who won’t meet again until next year when he’s succeeded by Edward Romaine, who will transition into the county seat from his post as Brookhaven supervisor January 1. Romaine has put operations of Suffolk’s Department of Information Technology in the center of his

radar as issues to address when he assumes the county’s top administrative position.

“We thought he was coming in to say goodbye, thank the legislators for their work with him over the years, a swan song perhaps,” said one observer.

“But he came in to lobby for his bill, which is rare for a county executive.”

Bellone’s measure would consolidate responsibility for county computer systems and cybersecurity into DoIT, actions legislators believed are premature as a report by a special committee investigating the 2022 cyberattack is pending. Suffolk officials elected countywide also balked at the measure, not wanting to give up responsibility for their operations.

Off-Duty Officer Leaves Gun in ESM School Bathroom

By Robert Chartuk An off-duty Suffolk Police officer and member of the Eastport-South Manor School Board inadvertently left a handgun in the bathroom at the Junior-Senior High School last week, setting off an emergency protocol that ended quickly when the officer returned to retrieve the weapon.

“Upon a routine school cleaning, a member of our custodial crew found a handgun in a lavatory and immediately notified building security, who worked with administration to enact an emergency protocol procedure,” reported Superintendent Joseph A. Steimel. The officer was identified as 23-year SCPD veteran David Samartino, a former U.S. Marine and father of two daughters in the school district, who also coaches girls soccer. He was elected to the school board in 2022 with his term expiring in 2025.

Suffolk PBA President Lou Civello said he has communicated with the officer, stating that the incident “shouldn't define his career.” Samartino also serves on the PBA Executive Board.

“It is an unfortunate incident, but it was rectified very quickly, and no students had access to the gun, and he cooperated fully with security and Suffolk Police,” Civello noted, adding, “I know it is not something he did intentionally, and he has done everything he can to mitigate the situation.” The department’s Internal Affairs Bureau is investigating the incident.

“The building principal immediately notified the police, and our security began a preliminary investigation. The restroom facility was secured by our security team, and no individuals were permitted in the area until the police arrived to conduct a thorough investigation,” according to Superintendent Steimel. “This information was determined quickly, as the off-duty officer was still in the building, in the very near vicinity of the lavatory.

The off-duty officer returned to the restroom area and shared the information with our security officers. The parent cooperated with our security team, as well as with the SCPD when they arrived on the scene for their investigation of the security situation.”

In a letter to district residents, the superintendent stated: “From there, our administrative team enacted district emergency protocols — including contacting the Suffolk County Police Department. Simultaneously, building administration alerted my office and the Board of Education of the matter, at which time the off-duty officer identified himself as the owner

of the weapon and returned to the scene. All of this occurred in fluid motion over the course of approximately 15 minutes, during which time neither the weapon nor its location was accessible by anyone other than district personnel, our security team, and the police on their arrival.”

The district also reported

a complaint made to the Suffolk Police regarding a school employee. "I want the community to know that a complaint was made yesterday about an employee,” said James Governali, school board president. “The employee was administratively reassigned offcampus yesterday morning as the district looks into this matter."

Vision for Violet’s Cove Unveiled

By Robert Chartuk The design team working on a waterfront access park at the old Violet Cove property in Mastic Beach unveiled its vision for the area to the approval of local residents, who had provided input into the county project. The defunct property, damaged

by Hurricane Sandy, will feature an open air pavilion, kayak launching area, dock, and plenty of room for environmental programs, arts, music, and communing with the area’s natural resources.

An airy 6,000-square-foot seating and picnic area will anchor the facility, which will be protected from the wave action of Narrow Bay by a natural shoreline. While residents at a meeting last week gave an overall thumbs up for the project, some expressed concern over the lack of parking–only five spaces– due to wetlands and other environmental restrictions on the low-lying beachfront parcel. Designers punted the issue to the property owner, Suffolk County, expressing hope that more parking areas can be identified.

“We’re super excited about the design,” said Pat Cupples of the Mastic Beach Conservancy. “It’s exactly what we envisioned for the area, especially the educational aspects of it.”

According to Eric Bunge of nArchitects, the company leading the designers, the project is part of an overall plan to tie together the area’s most popular features, including the William Floyd Estate, Manor of St. George, Smith Point Park, Osprey Park, Bayview Park, and the peninsula's shorefront. The natural shoreline under consideration will create a habitat for any number of marine creatures and be a focal point for kids to experience the marvels of their beach community. “It will have a light ecological footprint,” he said of the design.

Brookhaven CouncilwomanElect Karen Dunne was at the meeting, along with Legislator James Mazzarella, who said, “We have all the right people on board. This is a design, not just a study. We’ll make some decisions on a final layout after the holidays and keep this project moving.”

The team of consultants will estimate costs for the final design and create bid specifications.

Additional grants from the state, perhaps through New York's $4.2 billion Environmental Bond Act, will be pursued, along with allocations from the county’s Capital Fund to complete the project, hopefully by next summer.

The property is part of the 1,685-acre Mastic-Shirley Conservation Area, with the county having acquired approximately 77 acres for preservation, while the federal government owns 613 acres, the state owns 93 acres, and the Town of Brookhaven having almost 112 acres under management. It was originally opened as Captain Andy’s Fishing Station by Andrew Moscovicz in 1940 and operated as the Violet Cove Restaurant from 2002 until it closed in 2008.

New Legislation Targets Deer Overpopulation in Long Island

By Raheem Soto In a significant move to address deer overpopulation, New York State Senator Anthony H. Palumbo has successfully steered legislation through the state's political channels. The new law, signed by Governor Kathy Hochul, establishes a Long Island deer management pilot program.

Aimed at the Town of Southold, this initiative is a template for potential expansion throughout the East End of Long Island.

The legislation comes in response to the burgeoning concern over the deer population in the region. Senator Palumbo highlights the multifaceted impact, including millions of dollars in crop losses annually, increased motor vehicle accidents, and elevated health risks due to the spread of Lyme and other tick-borne illnesses.

The Long Island deer management pilot program introduces a structured approach to curbing the deer population.

Certified nuisance wildlife specialists meeting specific criteria may now be issued deer cull permits within the Town of Southold. These specialists, operating under a site-specific

deer management plan provided by the town, are integral to executing effective population control measures.

“The region’s deer population is a major concern for area farmers and residents alike. The exploding deer population causes millions of dollars in crop loss each year, has led to an increase in motor vehicle accidents and poses health risks to families due to the spread of Lyme and other tick-borne illnesses,” said Senator Palumbo. "This new law, which has broad community support, will provide the Town of Southold with the tools it needs to help reduce the deer population. This program will be a benefit to the agricultural community and residents and bring balance to the region’s ecosystem and protect the environment,” Palumbo stated.

The legislation mandates collaboration between the Town of Southold and the New York State Department of Environmental Conservation (DEC). This ensures that all guidelines are adhered to for the humane and effective reduction of the deer population. The permit application process

includes rigorous requirements, such as timeframes, geographic descriptions, written contracts with the town, and explicit details regarding expected participation from local law enforcement.

In tandem with the establishment of the pilot program, the legislation amends existing environmental conservation laws. Certified nuisance wildlife specialists armed with permits issued under the new law gain specific permissions to use certain methods for deer management.

This includes the use of deer traps, salt licks, and artificial lights in furtherance of the sitespecific deer management plan.

The legislation emphasizes accountability and effectiveness by incorporating a reporting mechanism. The Department of Environmental Conservation, in consultation with the Town of Southold, is tasked with preparing a comprehensive report. This report will evaluate the effectiveness of the Long Island deer management pilot program, providing estimates of the deer population before

the issuance of cull permits, the number of permits issued, and the overall impact on the deer population.

The report will also include recommendations for program improvements and the potential authorization of similar programs. This commitment to transparency ensures that the community and stakeholders remain informed about the progress and efficacy of the program.

As the Long Island deer management pilot program takes root, it signifies a proactive step toward mitigating the challenges posed by the surging deer population.

Senator Palumbo's legislation provides a tailored solution for the Town of Southold. It lays the groundwork for a comprehensive approach to address similar issues across the broader East End of Long Island.

The practical implementation of this pilot program has the potential to serve as a model for other regions grappling with deer overpopulation, emphasizing the importance of community-driven solutions and environmental stewardship.

Bellone Emergency Cyber Order Lifted

By Robert Chartuk After 16 months of wielding unbridled power under a State of Emergency he declared after the 2022 cyberattack that crippled Suffolk’s computer system, outgoing county Executive Steve Bellone has returned county operations back to regular order.

Bypassing legislative review and the competitive bidding protocols through the emergency order, Bellone spent about $30 million in consultants and outside contractors in his efforts to shore up the county’s cybersecurity and get its system back online, county officials said.

As he gets set to turn the reins of the county's highest office over to Brookhaven Supervisor Edward Romaine, Bellone also used the emergency order to bypass Civil Service requirements in making personnel moves. “My administration will look back to take a look at those no-bid contracts and civil service issues that were effectuated during the emergency process to make sure that they complied with every legal requirement,” Romaine said. “We will make sure that all of the T’s were crossed, and I's were dotted because when you

declare a state of emergency, the normal rules are suspended.”

The county Executive-Elect will have his hands full in the wake of the cyberattack that exposed the personnel records of a half-million people and hampered the operations of county departments, from the police to child protective services. In September 2022, hackers commandeered the county’s network and demanded a $2.5 million ransom, which Bellone refused to pay, and instead shut down the system countywide. The cyberattack and its aftermath are the subject of an ongoing review by a special committee of the Suffolk legislature, which is expected to release its findings early next year.

The special committee has yet to hear testimony from Ari McKenzie, deputy commissioner of the county’s Department of Information Technology, and Lisa Black, Bellone’s chief deputy.

One person happy that the state of emergency is over is Peter Schlussler, IT director of the county clerk’s office, who the Bellone administration blamed for the cyberattack and put on administrative leave. Schussler,

who presented the special committee with a 157-page report pointing to lax security

Emergency Service Volunteers Eligible for Tuition Relief

By Robert Chartuk Suffolk residents who volunteer their time as firefighters or EMS personnel are eligible to have part of their college tuition covered under the Suffolk Educational Program for Retention in the Voluntary Emergency Service (SERVES).

Up to 120 credit hours will be picked up by the county for classes at accredited schools in Suffolk and Nassau counties.

The assistance comes on a sliding scale with the maximum available if the volunteer aces their class. B grades will qualify for 75% reimbursements, while C’s will net 50%, according to Suffolk’s Department of Fire, Rescue and Emergency Services, which administers the program.

About 60-70 students earn a total of about $100,000 in college aid each year, county officials said.

“SERVES is an important incentive for local departments to recruit and retain their volunteers,” said Medford Fire Commissioner Joseph DeStefano. “The number of people who have the time and ability to volunteer is decreasing, and we should do everything we can to reward them for their service.”

A funding snafu threatened SERVES as the cyberattack that shut down the county’s computer network was blamed for Suffolk dropping the ball on a federal grant for the program.

“This is something that the Bellone administration should be chastised for,” said incoming county Executive Edward Romaine, who pledged to keep the program going. “Suffolk taxpayers are going to have to make up the difference because

the Bellone administration did not apply in a timely fashion for a grant that they knew existed because this program is not new.

It's been around for a while and

they did not reapply. It speaks to the fact that no one seems to be watching the store.” On January 1, Romaine will take over from Steve Bellone, who was limited

to 12 years of service as the county’s top administrator due to Suffolk’s term limits.

Police Commissioner Exits Under Cloud of Allegations

By Robert Chartuk Outgoing Suffolk Police Commissioner Rodney K. Harrison is leaving under a cloud of allegations that he falsified his timesheets to obtain a higher payout for unused days off. The issue, raised by Legislator Robert Trotta, a former SCPD officer and frequent critic of the county police and PBA, is being investigated by District Attorney Raymond Tierney.

Trotta alleged in a news release issued last week that Harrison changed regular leave days to sick days on previously filled-out timesheets to get a larger payout. “We take allegations of this type seriously,” Tierney said in a statement. “We will confer with the chief of

department.”

Harrison said in published reports that he changed some vacation days to sick days but after consulting with the county attorney, changed them back. "I put them back, and there is nothing wrong here," Harrison was quoted as saying in Newsday. “I have dedicated my career to law enforcement, not politics, and these wild and baseless allegations by a politician will not undermine or diminish the crucial work we have completed over the last two years.”

Trotta estimates the timesheet changes apply to anywhere between 10 and 30 days and are worth about $10,000. The police commissioner, a 30-year veteran of the New York Police Department, earns $220,000 annually. He announced his resignation prior to the November election, he said, to give the new county executive the ability to name his own commissioner. Brookhaven Supervisor Edward Romaine won the race and has named a transition team tasked with vetting candidates for the top police post.

“The district attorney is very professional,” Romaine said of Tierney. “He'll look into the allegations in a discreet way, and if there's a problem, he'll

make recommendations on how to resolve those issues,” he said adding, “Accusations that are made do not make it real.”

Harrison drew the ire of the district attorney back in October when he appeared at a press conference without

informing Tierney to discuss potential witnesses in the Gilgo murder case. He’s been on the job for about two years after taking over from Commissioner Geraldine Hart.

Trotta said the district attorney should pursue

criminal charges if warranted and suggested that the commissioner should forfeit all his unused vacation time.

“This wasn’t a mistake; this was a conscious effort,” Trotta said. “If the DA feels he should be charged, he should be charged.”

William Tangier Smith

He was the Lord of the Manor of St. George and one of Long Island’s earliest settlers, and today, William Tangier Smith lives on as an icon of local history.

Prior to owning almost the entirety of the land that became Brookhaven Town, Smith embarked on a meteoric career in the Royal City of Tangier, the capital city of Morocco, and was appointed its governor. King Charles II was impressed by the 22-yearold Englishman and invested substantial resources in fortifying this geographically significant city at the entrance to the Mediterranean.

Their goal of establishing Tangier as a major trading asset faltered, and in 1683, the king sent 17 ships under the command of Admiral Lord Dartmouth to destroy it and along with it, Smith’s fortune. With the fall of Tangier, Smith left with his wife, Martha Tunstall, and six children to start a new life in America.

It was by recommendation of Lord Dartmouth and another famous figure in the history of New York, Governor Thomas Dongan,

that Smith was granted a Royal Patent by King William and Queen Mary for the tract encompassing almost 81,000 acres, which he had assembled through purchases from adjoining landowners and the Unkechaug Indian, John Mayhew, whose deed described the boundary lines as “from a river, a line to the middle of Long Island—to a marked tree at the country road, at the usual going over of Peconic River.”

Smith’s holdings included land that would become the home of William Floyd, a signer of the nation’s Declaration of Independence, and all of Fire Island. The Tangier Smith Elementary School in Mastic Beach is named for him, as is a local community.

The Smiths lost control of their beloved manor, a stunning 127acre estate overlooking Moriches Bay in Mastic, on two occasions: once during a rebellion when the German-American merchant and militia captain Jacob Leisler took control over colonial New York from 1689-1691, and when the British seized it during the American War for Independence.

During the War of 1776, the manor became Fort St. George when British troops moved in after the Battle of Long Island. It was an ideal location for a supply base due to its proximity to an inlet to the Atlantic that existed in the barrier beach across the bay and because of the coveted woodlands that

surrounded the property.

The fort didn’t stay in British hands for long. In a surprise attack led by Col. Benjamin Tallmadge in 1780, it was destroyed, and the manor was returned to the Smiths. Not losing a single man in the skirmish, Tallmadge headed back across Long Island along what is now famously known as

the Tallmadge Trail and set fire to 300 tons of forage the British had stored at Coram for their cavalry.

During his brief time at the Manor, Tallmadge turned a captured British cannon on an enemy ship anchored off shore and sunk it. During the siege, the family was headed by Judge William Smith, who had served as President pro tem of the Provincial Congress. His son, General John Smith was imprisoned for a month by the British during the war and returned to build a new part of the manor house. He later became the only Suffolk County resident to serve in the U.S. Senate. Tangier’s heirs form a long line of who’s who in American history, with many in the present day able to trace their ancestry back to him.

When the New York Supreme Court of Judicature was established by the colonial Assembly in April 1691, Tangier Smith was appointed a justice of the court. The following year, he became Chief Justice, a position he held until 1703. Born in Newton in Northamptonshire, England, in 1655, Smith died in 1705 and is buried in a family plot in Setauket.

State Announces Arts and Culture Grants

By Robert Chartuk State Council on the Arts grants totaling $324,000 have been announced for various area organizations to help support local artists and cultural activities. New York sponsors over 1,600 groups statewide from a $222.5 million fund approved by the legislature. The council also manages a $132.5 million capital fund to repair and improve facilities for the many non-profits.

“I’m glad that the state is recognizing the excellent work of these groups and providing funding to help keep their programs going,” said Assemblyman Joseph DeStefano in announcing the grants. The council supports visual, literary, performing, and media arts, arts education, and individual artists, the Assemblyman noted.

Grant recipients include: The Center for Environmental

Education and Discovery, CEED, will receive $30,000 to further its mission to “connect our community to nature and science with the creative use of discovery, art, and education.”

The group manages more than 60 acres of land entrusted to it by the Town of Brookhaven and Suffolk County and is restoring and renovating the historic Washington Lodge, bringing it to life as a center of learning, art, and collaboration centered on love and respect for nature. The lodge is named for George Constant Washington, a Belgian-born English chemist well known as the inventor of the process to mass produce instant coffee.

The Performing Arts Center of Suffolk County, which operates the non-profit Gateway Playhouse in Bellport, will receive $30,000. Currently, the Playhouse is featuring a Holiday Spectacular on Ice starring

Olympic skater Nancy Kerrigan, and in January, they will stage Fiddler on the Roof.

The CoDanceCo Dancing Classes of Long Island in East Patchogue will get $49,500 for their efforts to spread the joy of dance to people of all ages. They are committed to the joyful art and practice of social dances with a vision of a world that values dance as foundational to every person’s well-being and joy, celebrates the beauty of diversity, and amplifies our shared humanity.

The Plaza Cinema and Media Arts Center in Patchogue will receive $40,000 to sustain its mission to celebrate the power and magic of film as an art form and as a medium for multicultural exchange and social responsibility.

The Arts Project of Cherry Grove was granted $25,000.

Incorporated in 1948, the project has played a central role in the community life of Cherry Grove. Its Community House was nominated for inclusion in the New York State Parks and National Registers for Historic Places, one of three places designated for its seminal importance in LGBTQ history.

The Westhampton Beach Performing Arts Center received $40,000 to help with its programming, including shows from world-class performers, a Cinema Series, and the region’s finest year-round Arts Education

Program. The organization maintains a popular theater, once slated for demolition, that was built in 1933.

The Suffolk County Historical Society will get $40,000 to help care for and display its 20,000 historical artifacts housed in its Riverhead museum.

Their collection is strong in the areas of General History, Decorative Arts, Fine and Folk Arts, Costumes and Textiles, and Ethnographic and Natural History artifacts.

The Long Island Museum in Stony Brook received $30,000.

The museum is dedicated to inspiring people of all ages with an understanding and enjoyment of American art, history, and carriages as expressed through the heritage of Long Island and its diverse communities. The museum has been accredited by the American Alliance of Museums since 1973 for excellence in exhibitions,

programs, and collection care. In 2006, the museum joined a small group of institutions nationwide as a Smithsonian Affiliate.

Her Story Writers Workshop in Centereach received $40,000 for its mission to bring unheard voices, both near and far, into the public arena, as well as transform lived experiences into written memoirs powerful enough to change hearts, minds, and policy.

“Through a quarter century of bringing people into small writing circles and providing the empathy-based tools to break silences together, we join hands to create a powerful grassroots literature that will champion a culture of equity, inclusion, and justice,” the workshop says. “Our facilitated writing workshops help people - no matter their level of education - break their silence, add their voices to the public discourse, and process the experiences that have shaped their lives.”

Former County Nursing Home to Be Drug Treatment Center Levy said, noting that the $36 million infusion would have alleviated millions in county debt. “In total, their actions cost taxpayers over $100 million for no good reason other than to placate legislators who were totally beholden to the union that refused to compromise.”

Under the current plan, the new operators will provide live-in treatment for up to 800

victims of Long Island's opioid and fentanyl crisis, helping them get free of their addictions and readjust to society. The property is already zoned as a health facility, but the new owner will require building and other permits from Brookhaven Town to operate.

“We do need treatment beds in this county,” said Brookhaven Supervisor Edward Romaine,

the county executive-elect.

“Unfortunately, we have a lot of people addicted, or dealing with addiction, that are in need of these services. This facility will provide them that. I'm hoping that it's run properly. We’re going to keep an eye on it.”

The facility was named for Foley, a former Suffolk legislator and senior citizen advocate.

By Robert Chartuk Sitting idle after it was sold off by a cash-strapped county more than a decade ago, the former John J. Foley nursing home in Yaphank has a new owner, who plans to open an inpatient drug treatment and rehabilitation center in the five-story building.

Manhattan real estate investment firm Empire Equities Capital is moving to purchase the 170,000-square-foot building for $7.6 million from its current owner, NYU Langone Health, according to reports. Langone had merged with Brookhaven Memorial Hospital, which bought the 264-bed complex from Suffolk in 2016 for $15 million.

Plans to cease county nursing home operations and cash out on the property date back to the administration of former county Executive Steve Levy, who negotiated a deal with a Bronx nursing home operator to sell the

facility for $36 million. Suffolk’s Association of Municipal Employees, which represented workers at Foley, and residents successfully lobbied to keep the home in operation, arguing it was a last resort for many elderly residents and cost-effective for the county to have its own facility.

Levy’s successor, Steve Bellone, cut a deal to sell the property in 2012 for $23 million, but that plan also fell through.

Shortly after, the county closed the home, and it has been vacant ever since.

“Actions regarding the nursing home should be taught as a test case in political malpractice,” Levy said upon learning of the sale. “We were losing $12 million a year because of crazy rules, contracts and inefficiencies. All of those people could’ve gotten equal, if not better service, from a private provider had the legislature not blocked the sale,”

By Robert Chartuk Suffolk officials gathered in Hauppauge last week to rip up the lien on the H. Lee Dennison Building, which had been mortgaged by County Executive Steve Bellone back in 2013 to raise funds for the cash-strapped county. Riding on a $500 million wave of federal COVID cash and higher-than-expected sales tax revenue, Bellone announced that the debt was retired 10 years in advance.

Coming into office with the county in terrible fiscal shape, Bellone reaped about $69 million by selling the 12-story building to the county’s Judicial Facilities Agency, which sold bonds to finance the debt.

“I'm proud to say all these years later that we have solved this financial crisis while keeping our commitment to the taxpayers,” Bellone said at a press conference in the lobby of the building that houses his office. “We had to stop the hole from getting any deeper so that we could start the process of climbing out.” Bellone and other county leaders ceremoniously

removed the plaque that identified the judicial agency as the building’s owner.

While the county saved $12 million in interest by paying off the debt early, it shelled out a total of $95 million to earn back its

building, Suffolk officials noted.

“We paid dearly for it in interest,” stated John Kennedy, the county comptroller, who voted for the deal when he was a Suffolk legislator.

The building was named for Dennison, who was Suffolk’s first executive back in 1960.

By Robert Chartuk Anglers can cast their lines without worrying about the state taking a vig now that the bureaucrats in Albany have given up on their plan to impose a saltwater fishing fee.

“We’re glad the governor finally listened,” said Senator Dean Murray, who helped lead the charge against the dreaded state tax. “Anglers, bait shops–pretty much everyone who enjoys Long Island’s natural saltwater resources– were upset about this. There was an incredible amount of opposition.”

The state Department of Environmental Conservation put out feelers over the summer to gauge support for the license– supposedly to raise money to

protect the resource–and found that there was none. Opposition was especially harsh among Long Islanders, who make up the bulk of the state’s saltwater anglers. The DEC “has elected to not adopt the fee, leaving the waters off Long Island free and open for those who wish to conduct saltwater fishing,” the state agency said.

“This was a money grab by Albany, no question about it, and the people just wouldn’t stand for it,” said Assemblyman Joseph DeStefano, who also helped galvanize the opposition. “We pay enough to live in this state without the Democrats putting a tax on one of the last things we can do for to Bryan Hellmac of Center free.”

While the move aims to align with inflation and uplift hundreds of thousands of minimum wage workers, critics argue that it might inadvertently contribute to economic challenges businesses face, especially those navigating a post-pandemic recovery.

Tucker Carlson Launches Exclusive $72-a-Year Streaming Service: The Tucker Carlson Network

By Raheem Soto In a significant development since parting ways with Fox News in April, Tucker Carlson has unveiled his very own subscription streaming service, the Tucker Carlson Network. Priced at $72 annually, the platform boasts exclusive content and a commitment to independence from corporate influence.

In a video on tuckercarlson. com, Carlson shared insights into the clandestine efforts that went into creating his new platform. He humorously said, "We've been out of work for seven or eight months.

Hard to know, time flies when you're unemployed. But actually, we've been working in secret and producing an awful lot of material for months now."

The decision to dive into streaming follows Carlson's assertion, detailed in a book, that his departure from Fox News was tied to the network's $787 million settlement with Dominion Voting Systems—a claim vigorously denied by

Fox News.

Once the most-watched host on Fox News, Carlson wielded significant influence over viewers and the Republican party. Post-Fox, he utilized X (formerly Twitter) to share a right-wing talk show, "Tucker on X," featuring 47 episodes with notable figures like conspiracy theorist Alex Jones and former President Donald Trump.

Justin Wells, a top producer for Carlson at Fox News, who was let go in April 2023, faced allegations of sexual assault and harassment in a recent lawsuit. Denying the accusations through his attorney, Wells had also worked on Carlson's X videos.

Carlson persisted despite receiving a cease-and-desist letter from Fox News regarding video postings. Now, with the Tucker Carlson Network, he invites subscribers to become founding members at a monthly promotional rate of $6. The subscription includes access to diverse content categories, interviews,

commentary, limited edition merchandise, and "a direct line to Tucker and his team."

Describing the streaming service as a news project free from corporate sway, Carlson made headlines with interviews featuring Kid Rock, UFC CEO Dana White, and Donald Trump over the weekend. Despite facing over 90 pending criminal charges, the former president

contemplates a second presidential run.

Carlson secured $15 million from 1789 Capital to fund his media venture, an investment firm founded by banker Omeed Malik. Last Country Inc., an entity cofounded by Carlson and Neil Patel, the Daily Caller's cofounder, oversees the website operations.

Insisting that X lacked the technology for the streaming service, Carlson assured his audience that he would continue sharing free content on the social media platform.

Former Senate Aide Terminated Amid Explicit Video Controversy

By Raheem Soto In a swift and decisive move, Aidan Maese-Czeropski, formerly a legislative aide for Senator Ben Cardin (DMd.), has been relieved of his Senate duties following his association with a sexually explicit video that emerged within the confines of a congressional hearing room.

The Daily Caller brought the eight-second explicit video, recorded in the Hart Senate Office Building, to public attention, noting that it had circulated in private group chats. While the individuals involved were shielded from identification by the outlet, Aidan Maese-Czeropski's name surfaced on social media and was echoed by sources like the New York Post. It is important to note that major news outlets have not independently corroborated his presence in the video.

reported an incident involving an unnamed Cardin staffer posting a nude photo on social media within a Hart hearing room. Capitol Police are actively investigating this incident, and both MaeseCzeropski and Cardin have yet to respond to media queries.

Maese-Czeropski neither confirmed nor denied the allegations but acknowledged past lapses in judgment. He asserted his commitment to workplace respect and hinted at potential legal action against those making contrary claims.

He described the situation as challenging, noting attacks on his personal life in pursuit of a

A noteworthy aside emerged from Representative Max Miller (R-Ohio), who informed the Daily Caller that Maese-Czeropski was the staffer responsible for a "free Palestine" statement during an NBC News interview earlier in the week—an incident reported by NBC's Ali Vitali.

Maese-Czeropski countered on LinkedIn, denying any confrontation with the congressman.

Maese-Czeropski has been part of Cardin's team since October 2021, initially joining as a staff assistant. His role evolved into a foreign policy legislative correspondent before becoming a legislative aide in November. Preceding his time with Cardin, MaeseCzeropski worked with the climate group Friends of the Earth and served as a Democratic Party of Virginia organizer during the 2020 election.

U.S. Officials Navigate Public Opinion and Funding Challenges In Ongoing Ukraine Conflict

By Raheem Soto As the Russia-Ukraine conflict enters its third year, recent survey data from the Pew Research Center, collected between Nov. 27 and Dec. 3, 2023, sheds light on the diverse opinions among Americans regarding the assistance provided to Ukraine.

The findings highlight U.S. officials' intricate challenges regarding public sentiment and funding dynamics.

On Feb. 24, 2022, Russia invaded Ukraine in an escalation of the Russo-Ukrainian War that started in 2014. The invasion was the most significant attack on a European country since World War II. It is estimated to have caused tens of thousands of Ukrainian civilian casualties and hundreds of thousands of military casualties.

According to the survey, 31% of respondents believe that the United States is extending too much aid to Ukraine in its ongoing struggle against Russia.

In contrast, 29% consider the aid level appropriate, while 18% think it falls short. These varied opinions underscore

the complexity of navigating public sentiment regarding U.S. involvement in the conflict.

Examining the partisan dynamics, the survey reveals that 48% of Republicans and Republican-leaning independents express concerns about the extent of aid provided to Ukraine. This marks a discernible shift from sentiments recorded in June, indicating an evolving perspective over the intervening months.

Of particular note is the changing partisan landscape captured by the survey. In the initial stages of the conflict, Republicans held only a slight lead in concerns over excessive aid, with a 4-percentage point difference compared to Democrats. The recent data, however, showcases a significant transformation, with Republicans now standing 32 points ahead in their apprehensions about the aid level.

Hope, a former East Hampton Town supervisor and the founder of Win With Wind, a group that has been crusading for offshore wind energy, continued: “Eleven more turbines are on the way and together they will provide electric power to 70,000 South Fork homes. It was so satisfying to come home tonight and to hit the light switch knowing that it is even partially fueled by offshore wind. Very soon, the South Fork Wind Farm will be entirely powering our homes. Happy Holidays!”

New York State has contracts with developers of more wind farms in the Atlantic, all to be bigger than the South Fork Wind Farm. One is Sunrise

Wind involving 84 turbines with its transmission line to go to the county’s Smith Point Park in Shirley and extend 17 miles to LIPA’s electric substation in Holbrook.

But there are financial problems being encountered involving “several” offshore wind projects planned for the “the Atlantic Ocean from Maine to Virginia,” reported The New York Times last week. It said “executives miscalculated the impact that the pandemic and rising interest rates have on supply chains. The industry has found it much more difficult to manufacture, transport, and erect wind turbines than it expected.”

And this while “more than 6,000” offshore wind turbines have been set up “in Europe, which has been building offshore wind farms for decades.”

Instrumental for plans for renewable energy for New York State has been Dr. Mark Z. Jacobson, director of the Atmosphere/Energy Program and professor of civil and environmental engineering at Stanford University His research is detailed in his book published this year: “No Miracles Needed: How Today’s

Technology Can Save Our Climate and Clean Our Air.” For years, and in the book, Dr. Jacobson has written about the use of “existing technologies to harness, store and transmit energy from wind, water, and solar sources to ensure reliable electricity”—thus no miracles needed. He says: “The world needs to switch away from using fossil fuels to using clean, renewable sources of energy as soon as possible. Failure to do so will lead to accelerated and catastrophic climate damage, loss of biodiversity, and economic, social, and political stability.”

Jacobson proposes wind power on land and offshore, energy from water including tidal and wave power, and solar energy—a combination he calls WWS for wind, water and solar. With other renewable energy technologies, they would lead a “transition” from fossil fuels. Indeed, two bills in the New York State Legislature, in 2016 and 2019, both declared: “This bill builds upon the Jacobson wind, water and solar (WWS) study.”

Rocky Point Female Wrestlers Have a Day vs. Bay Shore

By Nick Cipolla With more and more girls every year wanting to participate in high school wrestling nationwide, many school districts are starting to make girls wrestling teams, where instead of fighting the boys they can now go against the best their gender has to offer.

One of these schools that has decided to add a wrestling team for the girls is Rocky Point High School and they may be one of the teams to beat on Long Island this winter.

This past Thursday, the Rocky Point Eagles Girls Wrestling Team took the mat against Bay Shore in their season opener where they beat Bay Shore, 42-18, at Bay Shore High School.

All 10 matches ended in pins and all the female wrestlers seem to be excited for the opportunity to have all-girls meets in the future.

What a final high school cross country season it was for Smithtown West senior Douglas Antaky: an individual County Championship, numerous school records shattered, a runner-up finish at the state championship last month, and finishing the year as Newsday’s Long Island Runner of the Year. But the latest honor he just received may be the biggest one of his career up to this point The Cornell commit was recently named New York State’s Senior Class Runner of the Year by Milesplit New York following his stellar performance this fall.

Antaky, 17, had run the fastest time at the hardest 5000 meter course in New York – and arguably the country – this past season, traversing the course in an impressive time of 16:08 at the Section XI Division Championships where he placed first.

The superstar distance runner was also unbeaten for the majority of the year as he was unbeaten from

He leaves the program with the Sunken Meadow State Park 5000 meter record, the record for fastest time at the prestigious Van Cortlandt Park 2500 meter course, tied for the best finish at a state meet for any runner in school history, and he became the first Bull to be named State Senior Runner of the Year.

When it’s all said and done, he will be considered the greatest cross country runner in school history.

This is no easy achievement too as Smithtown has produced numerous All-State and Division 1 runners that went on to have great fortune at the next level.

Madison Hernandez Looking to Secure a Pin vs Bay Shore Rocky Point would have a lot of success in this meet by using single leg takedowns to get the Bay Shore wrestlers down to the mat, resulting in it being easier for the Eagles to get pins and score points.

Kyle Sports for Special Needs Holds Fundraiser for Adaptive Sports

By Nick Cipolla Last weekend, Kyle Sports for Special Needs – an adaptive sports group for children with special needs – held their first fundraiser of the school year at William Floyd Middle School.

The club was founded by Debbie Metz about 14 years ago and she has kept the club going as the kids come in every other Saturday to play adaptive sports and meet new friends.

The event was attended by many parents, donors, club members, and local elected officials Jim Mazzarella and Karen Dunne-Kesnig, who had taken some time out of their busy schedules before election day to make an appearance at the lo fundraiser.

“The event went well,” Metz told the South Shore Press. “Jim Mazzarella and Karen Dunne-Kesnig were there and took pictures with everyone. The event was to help us secure the proper equipment for Kyle Sports for Special Needs. Mastic Sports Club has to purchase all of the adaptive sports equipment and donations and money collected from fundraisers help us purchase equipment.”

Metz created the club alongside Kyle Meier, a Mastic Beach resident who was born with multiple physical disabilities which have impacted his ability to grow at a typical rate. Despite his disabilities and the numerous surgeries he underwent, Kyle

was determined to compete in organized sports. Some of the early videos of the club’s meetings can be found on Metz's personal YouTube account that have videos that date back to 2008.

Metz was also able to help build an adaptive playground across the street from the William Floyd Middle School that opened on August 12th, 2012. She also has told the South Shore Press that there will be a second adaptive playground that will be built by William Floyd Elementary and Hobart Elementary so all kids can enjoy the playground.

With all the support she has received from the community, parents, and local elected officials in the past, Metz now hopes to partner up with the William Floyd School District

in the near future in order to secure adaptive bikes at the schools so the kids can have easier access to them during the bi-monthly meetups at the middle school.

“We (Kyle Sports for Special Needs) want to partner with the district to get the AMBUCS (adaptive bikes) that are custom made for the kids based on their disability.” Metz said. “The district has supported us for 14 years and we want to make each school have these specific bikes for these kids.”

Biological Man Wins Women's Croquet Title at World Championships

By Nick Cipolla Despite the obscurity the game is to the common sports fan, the woke ideology of biological men who identify as female dominating a women's sporting event has made its way over to the game of Croquet.

The World Croquet Federation – or WCF for short – saw some history that will bring more press to the game than expected as Australian Jamie Gumbrell beat out a former champion – Rachel Gee of England – to win a Woman's World Title, shocking the croquet community.

What made the victory shocking on the surface is that Gee is one of the very best female Croquet players in the world at the time of this publication. She was a European Golf Croquet champion in 2014 and 2018 and won the World Women’s Golf Croquet Championship in 2011.

What came as even more of a surprise to competitors and fans alike is that Gumbrell is a biological male who has transitioned into a female, thus making her the first transgender female to compete and win the world championship.

The later part of this made international headlines and the reactions by the female competitors have spread like

wildfire over the week since the news broke.

Association Inc. wrote on a Facebook post in February 2019 that Gumbrell finished in third place in a prestigious tournament.

According to reports made

by The Telegraph last week, Gumbrell’s win sparked fury among female competitors as they said they did not realize a biological male would be a part of the competition until they arrived for the tournament in England.

"There was a huge amount of disquiet," Sue Lightbody, a member of the English team, told reporters following the conclusion of the match. "But nobody was prepared to say or do anything. I was quite sick about the situation.”

The veteran member of the English team feels that being a biological man gives Gumbrell a significant advantage as there are certain shots females cannot make in the game that the Australian woman was able to convert.

"A key shot in golf croquet is the jump shot," Lightbody said. "If you’re on the boundary, you can jump over a couple of balls and get through a hoop. I can only do mid-jumps, I can’t do one from the baseline. But Jamie can. That is a huge advantage over a woman."

That statement isn’t meant to discount the women that compete in sports and their overall performance, it’s just a known fact that men are naturally better athletes than women due to their genetic makeup and natural hormones.

Since the end of the Pandemic, the WCF has allowed these transgender women to compete in the women's ranks. Despite all the ongoing criticism of letting people who identify as a female WCF President Ian Burridge has idiotically doubled down on this policy while making a statement about the recent events at the World Championship.

"The fact that Jamie was assigned male at birth is not disputed by anyone," Burridge said. "Jamie now identifies as female as her entry into the world championships was determined in accordance with our policy, approved by our members in April 2022. We welcome feedback, given the concerns that exist around speaking out in this area."

The epidemic that is trans women competing and dominating women's sports has been ongoing since the COVID-19 Pandemic when biological man Lia Thomas began to dominate women's college swimming after her transition to being a woman following one year as a male on the men's team pre-pandemic.

Stony Brook Hires Billy Cosh to Coach Football Team

By Nick Cipolla After a nationwide search for a new head football coach, Stony Brook University has announced that Western Michigan Offensive Coordinator Billy Cosh will be taking over the reins prior to the 2024 season.

This is an unprecedented move by athletic director Shawn Heilbron as the Seawolves have notoriously hired from within the program. It comes at the right time as well as the football team at Stony Brook is in desperate need of an identity change.

“My family and I are excited for this opportunity to join the Stony Brook family and to lead this football program to new heights moving forward,” said Cosh on Wednesday when he was introduced as the new head coach of the football program.

“I want to thank President McInnis, Director of Athletics Shawn Heilbron, and the search committee for giving me this tremendous opportunity. Great location, academics, athletics and, more importantly, people really excite me about being the head football coach here.”

According to some FCS insiders, this is just the beginning of a complete overhaul of the program as new coordinators and assistants may be chosen to be a part of Cosh’s staff as he hopes to turn around the program over the next couple of years.

As of this writing Yoshinobu Yamamoto has yet to be signed by a team, and while it's being reported that as many as five teams have made offers north of $300 million dollars, and he will sign this week, we are also watching the fallout in New York. This is the first time that Steve Cohen and his huge bank account will be in the pursuit of the same free agent as the Evil Empire and Hal Steinbrenner. Someone will be left disappointed and there is a chance that neither New York team lands the coveted free agent. That means they will need to pivot their offseason after the miss.

If the Yankees lose out on Yamamoto it will hurt their pride, but also hurt their potential rotation and depth.

The Yankees have a big hole in their rotation and would

need to adjust on the fly. That is where their minor league capital will come into play.

We have heard that Dylan Cease has been talked about as a possible replacement. The Marlins are always open to talking and they have a slew of good young arms and of course, Shane Bieber has been on the Yankees watch list for years now, we can't rule out a huge move like Corbin Burnes.

There are also some arms that can be simply bought as free agents like Blake Snell or Shota Imanaga. Brian Cashman can't rest after the Soto signing and telling New York that the Yankees are back just to fall short with his rotation.

Steve Cohen may get criticized even more than Cashman and the Yankees if he fails to secure Yamamoto.

the same old story they have known for years. Cohen was supposed to be their white knight who would buy every superstar and he has been as quiet as a Christmas mouse.

The prevailing thought is the Mets won't make a trade for an arm, so Cohen will have to overpay for one of the free agents, and the Amazin's have a bigger hole in their rotation than the Yankees.

Whoever is left holding the bag, or in this case with no bag, will have to adjust and do so swiftly. Both teams need a rotation arm that Yamamoto would fill, but there is only one Yamamoto. It will be interesting to see who lands the star, but the fall out of who doesn't will be much more telling.

Revocable and Irrevocable Trusts for Assisting Living

About six years ago my parents signed two trusts: a revocable trust and an irrevocable trust. They transferred about $150,000.00 into the revocable trust and their house into the irrevocable trust. They sold their home about three years and deposited $400,000.00 into the irrevocable trust. My dad passed away and my mom is at an assisted living. I went to the bank and I was told that I do not have access to the revocable trust because I am not the Trustee but I am the Trustee of the irrevocable trust. Can I use the money in the irrevocable trust to pay for the assisted living?

A:

No, you cannot use the money in the irrevocable trust to pay for your mother’s assisted living. In order for the irrevocable trust to be considered exempt for Medicaid purposes, it must provide that no principal distributions can be made to the grantor (your mother) or on the grantor’s behalf. In other words, any distribution made from the irrevocable trust to your mother or directly to the assisted living would violate the terms of the trust. Since the house was transferred to the irrevocable trust over five years ago, the money in the trust is protected in the event your mother requires care in a nursing facility.

Even though your mother is currently in assisted living, it is still important to keep the

money in the revocable trust on the assisted living is allowable and also the better option as this money is not protected if your mother requires care in a nursing facility.

irrevocable trust in tack because she may need to be transferred to a nursing facility which would result at the rapid depletion of her assets. The average nursing home stay is $15,000.00 per month. The money in the irrevocable would be considered exempt if your mother needed to rely on Medicaid to pay for the nursing facility.

The money that is held in the revocable trust can be used to pay for the assisted living as your mother maintained complete control over the assets during her lifetime. The revocable trust offers no assets protection with respect to Medicaid eligibility.

The assets held in the revocable trust can be freely transferred and the trust can be changed or revoked at any time. I understand that you do not have access to this trust as you are not the Trustee.

Understanding the documents you or your family members have is imperative in order to make sure the maximum amount of protection is achieved during any health crisis.

It would be my recommendation to schedule an appointment with an elder law attorney and your mother in order to make

the appropriate changes to the revocable so that you have access to this money to pay for the assisted living. Spending the
