Suffolk Budget Reflects Cuts in Positions & Service; County Lawmakers Look to Washington & NYS to Restore Funding shortfall in anticipated sales tax revenues in 2020, and is anticipating another estimated $200 million sales tax revenue shortfall in 2021.

The Suffolk County Legislature was expected to approve County Executive Steve Bellone’s 2021 budget proposal this week. Bellone’s $3.3 billion spending plan for next year falls approximately $20 million to $30 million short than the current 2020 Budget, Suffolk County Presiding Officer Rob Calarco, (D-Patchogue), said in an interview on Monday.

Areas of the budget slated for cuts in broad strokes include, but are not limited to $27 million in salary reductions which Calarco said represent an estimated 500 employees. But precisely how this reduction is reached remains to be determined. “We could achieve some of these cuts through attrition, or New York State may offer an early retirement incentive,” Calaco said, “but at the end of the day, 500 is a lot of employees and I don’t see how to avoid some layoffs if we don’t get some kind of stimulus package from our federal partners, or additional state aid from New York.” Other of Bellone’s proposed cuts include $13 million shaved off the Suffolk County Bus budget. Bellone’s budget includes cutting contract expenses by 25%.

This reduction will equate to cuts in drug addiction and mental health services, domestic health agencies and other agencies, and, Governor Cuomo has the authority to further reduce state aid in this category another 20%.

While there are not “cuts” slated for the Suffolk County Police Department, Calarco said there is no funding to hire new police officers.

“The funding’s not there - this is not

a reduction in salaries to reduce the work force, but there will be no new police hired from the Class of 2020 or 2021,” Calarco explained. “We had 100 new officers scheduled for this year, but this is being postponed.”

The county is not expected to fill vacancies created by retirements in 2020 or 2021.

Any proposed cuts would not take effect until July 1, 2021. “The goal here,” Calarco said, “is to delay any cuts to see if the federal government will act on a stimulus package.” The county, like school districts and other agencies, is looking ahead in anticipation of a federal stimulus package to states which would, in turn, dole aid to their respective school districts, counties and towns which spent money from their budgets on the unanticipated, mounting pandemic costs. What this translates to for Suffolk County, Calarco noted, is an estimated $600 million shortfall in anticipated incoming revenues. The county will receive $287 from the CARES (Caronavirus Aid, Relief, and Economic Security) Act, which was passed by Congress with overwhelming and bipartisan support and signed into law by President Trump on March 27, 2020.

“We are using that money this year and found flexibility to plug money into, for example, things like public health and technology issues that needed to be addressed,” Calarco said.

However, underscoring the need for the county to received a federal package, Calarco cautioned, “without federal help, cuts are inevitable, so we would be very happy to see our leaders in Washington get something done.”

The county also saw a $200 million

Republican Minority Leader Tom Cilmi said in a prepared statement: “For the first time in a very long time, if ever, the Suffolk County Legislature returned the County Executive’s proposed budget virtually untouched and un-adopted.” Cilmi said Bellone’s “attempt to blame Suffolk County’s financial crisis on COVID and on the federal government” could not be further from the truth. “County Executive Bellone’s proposed 2021 Budget reflects a culmination of financial mismanagement . . . The truth is, the year to date sales tax receipts are down 5% compared to 2019. If 4th Quarter Sales Tax receipts continue along this trend, Suffolk County will register a $150 million sales tax deficit for 2020”, Cilmi said, in contrast to the nearly the $329 million predicted in the County Executive’s June 2020 COVID-19 Fiscal Impact Task Force on Fiscal Management. Cilmi continued, “This budget includes draconian cuts which will impact the county’s ability to provide critical services such as the administration of public assistance, environmental protection and public safety. . . Because future sales tax receipts re unpredictable we have been advised that it is prudent to increased budgeted sales tax estimates for 2020 or 2021.

Since sales tax represents such a large portion of the county’s total revenues, restoration of the County Executive’s cuts is impossible at this time. The proposed budget is a mess beyond repair.” GOP Legislator Steve Flotteron said Bellone, when asked “repeatedly to come to speak with the Budget and Finance Committee over the last six months, refused.”

Legislator Rudy Sunderman said Bellone “cannot blame the county’s fiscal crisis on COVID, stating, “$284 million in CARES Act Funding should be more than enough to keep Suffolk County afloat.”

Asked how the Legislature would appropriate any future funding it might receive from another federal stimulus package and revenue is funneled down from the state, Calarco said the legislature’s Budget Work Group (comprised of two republicans and five democrats), Bellone, and the Budget Review Office would be convening today,

after press deadline, to vote on a series of standalone budget amendments to present to the full legislature, one of which addresses how such monies would be directed.

“If we receive any federal funding that is not yet dedicated, those funds will first be used to avert layoffs, so if we get any federal money, it will be used to prevent layoffs” Calarco emphasized. “Every year we usually do one omnibus budget, but this year is a little different in the form of standalones.”

In recapping this year’s budget process, Calarco told South Shore Press, “I think, and as the County Executive has said, the budget he gave us is not one we like - it is severe pain, it is unfortunate, but we have to respond to this pandemic, so we are really looking to our representatives at the federal level for funding so we can provide our residents with the services they need and deserve.”

Meanwhile, in Washington, Democrat President-elect Joe Biden has touted supporting another stimulus package to states, and is likely to support any proposal put forth by Congress. The balance of power in the Senate, which must approve any such bill, hangs in the balance until January pending final results of runoff elections for two senate seats in the State of Georgia.

Senate Republican Majority Leader Mitch McConnell (R-Kentucky), is leaning towards supporting ia narrowly targeted relief package.

House Speaker Nancy Pelosi said her focus is on passing another large spending bill - not a stop gap bill.

Both sides are expected to return to the negotiating table before the close of 2020.

Cashless Tolling Goes Live on NYS Thruway’s Ticketed System, More Than A Month Ahead Of Schedule

Governor Andrew M. Cuomo today announced cashless tolling will go live on the New York State Thruway’s ticketed system - more than a month ahead of schedule - during the overnight hours of Friday, November 13, into Saturday, November 14.

The historic conversion will take place simultaneously at 58 tolling locations across the Thruway’s 450-mile ticketed system. The ticketed system is the final section of the Thruway to be converted to cashless tolling, meeting a goal Governor Cuomo set in his 2018 State of the State address.

The official switch will take place in the overnight hours to limit impact on traffic. At the time cashless tolling goes live, cash will no longer be accepted as a form of payment at toll booths and printed toll tickets will not be handed out.

To support this transition, NY E-ZPass has released a new TollsNY mobile app to help drivers manage E-ZPass accounts, find and pay Tolls

by Mail invoices, and get important account alerts for tolls accrued at Thruway, MTA, and Port Authority tolling sites.

“The completion of this exciting new project will help Thruway travelers save time, as well as reduce traffic, cut greenhouse gas emissions and improve air quality all along the system,” Governor Cuomo said. “Getting this cashless tolling system done and getting it done early shows that -even in these trying times - New York will never stop innovating and never stop building for its future.”

“Cashless tolling is already improving traffic flow, allowing motorists to get to their destinations easier and quicker without having to stop to pay a toll,” said Lieutenant Governor Kathy Hochul. “Less idling also complements our clean energy goals, reducing pollution for a cleaner and greener environment.

We encourage all drivers to get an E-ZPass across the state, with a new mobile app to help manage accounts and alerts to make it easier for New Yorkers. This is part of our ongoing efforts to improve and modernize infrastructure and build back better and stronger for the future.”

Thruway Authority Executive Director Matthew J. Driscoll said, “The conversion to cashless tolling is one of the largest projects in the Thruway’s 66-year history.

This unprecedented achievement is a significant milestone that will modernize the Thruway system for millions of drivers and ushers in a new era for toll collection that will benefit generations to come.”

The $355 million designbuild project to convert to cashless tolling is transforming and modernizing the Thruway system for approximately 267 million motorists that travel the superhighway each year. As part of the project, American-made steel gantries with state-of-theart technology have been installed to replace cash collection at toll booths. Gantries are located over the Thruway or on exit ramps depending on traffic volumes, safety, and other factors. The tolling structure will not change and drivers will continue to be tolled by distance and exits traveled.

The conversion to cashless tolling marks the end of phase one of the project. Phase two, which begins following the conversion, includes the removal of existing toll plazas. During the interchange reconstruction, drivers will continue to travel through existing toll lanes at reduced speeds without

stopping until the booths are removed and road reconfigurations are complete. Drivers should expect traffic shifts and must use caution around the toll plazas during this time, as these will be active construction zones. The posted speed limit when traveling through the toll lanes will be 20 MPH.

Tribute to Toll Collection Staff

After 66 years of operation, the conversion marks the end of an era for the Thruway Authority.

Since the first tolls were collected on the Thruway in June 1954, toll

collectors have been the backbone of the Authority, assisting customers and collecting cash tolls along the superhighway. From 1954 to 2020, more than 12,000 men and women have served as toll collectors, working 24 hours a day, 7 days a week in all weather conditions. As a tribute, the Thruway Authority launched a webpage dedicated to the history of toll collection.

Ahead of the conversion to cashless tolling on the NYS Thruway, the new TollsNY mobile app has been released to help drivers manage E-ZPass accounts, find and pay Tolls by Mail invoices, and get important account alerts for tolls accrued at Thruway, MTA, and Port Authority tolling sites. The TollsNY app is available free in the Apple Store and Google Play.

When system-wide cashless tolling is operational, motorists will experience non-stop travel under gantries with state-of-theart sensors and cameras that read E-ZPass tags and take license plate images. The system consists of more than 2,000 state-of-the-art cameras affixed to the gantries.

Vehicles with E-ZPass tags are automatically charged and vehicles without E-ZPass tags will have their license plate image captured and a toll bill mailed to the registered owner of the vehicle via Tolls by Mail. Non E-ZPass customers

With local businesses on the verge of bankruptcy after the COVID lockdowns, Governor Cuomo’s recent order to restrict them again could be the final nail in the coffin. We have reached the point where the supposed cure is worse than the disease and we are suffering the consequences of an overreaching government making decisions based not on science, but politics.

What’s the difference between a restaurant closing at 10 p.m. or midnight? Or a gym closing two hours later? Will the virus go on recess or is this just a case of the governor showing off his power and trying to make himself look decisive?

Now, right before Thanksgiving, he’s telling us we can’t have more than 10 people in our homes. Isn’t that

BY KARL GROSSMAN A resolution is moving forward in the Suffolk County Legislature that could provide the Mastic-MorichesShirley Community Library with substantial county financial support for the library’s plan to install advanced sanitary systems at its main building in Shirley and also its two branches in Mastic Beach and Moriches.

Such systems effectively reduce the discharge of nitrogen from wastewater, as happens when common cesspool systems are used. Nitrogen discharge from cesspools has caused havoc to groundwater and surface waters in Suffolk County.

The measure, titled a “A Resolution To Reconvene A Competitive Review Process For The Forge River Watershed Groundwater Contributing Area,” was approved unanimously, 6-to-0, by the legislature’s Environment Parks Committee last week. It will now go to the full legislature for a vote.

Its prime sponsor says Legislator Rudy Sunderman of Mastic who in an interview explained that the measure would allow the Mastic-MorichesShirley Community Library to apply for county a grant for the installation of

advanced sanitary systems. “We want to make sure that our water stays safe,” said Mr. Sunderman.

The bill has the full support, he noted, of Rob Colarco, presiding officer of the Suffolk Legislature who is a resident of nearby Patchogue.

County Support for Advanced Sanitary Systems With the funding, the library would “be able to put in these innovative and alternative on-site wastewater treatment systems.” That’s the newest term for the advanced sanitary systems.

“The county provides grants for notfor-profit entities to do septic upgrades and this measure can enable the MasticMoriches-Shirley Community Library to apply for a grant,” said Mr. Colarco in an interview. “Mastic and Shirley are right down by the water and nitrogen is going to get into the waterways if not properly treated.”

He said assistance to the MasticMoriches-Shirley Community Library would be comparable to the county aid for a sanitary system upgrade sought by the Bayport-Blue Point Library in his legislative district.

The grant money would come through the county’s Water Quality Protection and Restoration Program.

About prospects for a grant through the program, “We’re very excited,” said Kerri Rosalia, director of the MasticMoriches-Shirley Community Library.

“We’re requesting $350,000,” said Ms. Rosalia in an interview. “We already have $50,000 for some sanitary work.” And there’s an additional $100,000 of state funds available.

The main library building, on William Floyd Parkway, has an “outdated denitrification system that may have been innovative at the time” it was put in.

“Long Island needs clean water.

We need to protect our waterways,” said Ms. Rosalia. “We’re trying to do

our part.” Also, the installation by the library “can be a teaching tool,” she said, that would demonstrate the feasibility of such systems.

With nitrogen from cesspool discharges identified as the key source of nitrogen in Suffolk County waters and the nitrogen causing serious impacts, a variety of new wastewater systems to reduce nitrogen discharges has been explored and approved by Suffolk County government.

Last month a county law went into effect that requires that as of July 2021 new construction in unsewered areas of Suffolk have such systems installed rather than traditional septic systems. The bill providing for this was passed unanimously by the Suffolk Legislature.

Mr. Sunderman’s measure opens by noting that an earlier resolution this year “approved the reconvening of the Water Quality Protection and Restoration Program to call for and review applications for the Fire Island portion of the South Shore Estuary Reserve Subwatershed…The Forge River Watershed Groundwater Contributing Area of the South Shore

Estuary Reserve Subwatershed is also a sensitive area with complex wastewater treatment needs.”

Thus, “in order to ensure that the Forge River Watershed Groundwater Contributing Area remains a safe and viable water supply for those who reside in the area,” the earlier resolution, “should be amended to allow for the Water Quality Protection and Restoration Program to consider project applications in this portion of the South Shore Estuary Reserve Subwatershed as well.”

The resolution goes on that the earlier resolution “is hereby amended” and “the Water Quality Protection and Restoration Program (“WQPRP”) Committee is hereby authorized, empowered and directed to issue a new call for applications related to wastewater management in the Fire Island portion of the South Shore Estuary Reserve Subwatershed and the Forge River Watershed Groundwater Contributing Area portion of the South Shore Estuary Reserve Subwatershed and reconvene to conduct a competitive review process.”

Weighing the Anchor – Or is it Waying?

Sometimes, the simplest thing can take on monumental proportions – if you get it wrong.

And setting a proper anchor, and retrieving (or “weighing it” so you can “make way”), can make all the difference in the world when the wind starts to stiffen and all the other fishermen around you start to look askance at you… as you drag your anchor towards them…

Setting the Anchor

The art and science of anchoring are closely akin. It is all about leverage and “scope”. Scope is the ratio of the depth of the water (plus your freeboard, i.e., the distance from the water to your anchor’s cleat) to the amount of line, i.e., “anchor rode”, you’ve laid out. If you are in 7 feet of water and there is 3 feet from the water to the cleat, this is a distance of 10 feet. Lay out 70 feet of “ground tackle” – anchor, anchor chain, and line (rode) – and you have a scope of 7:1 (70/10).

This happens to be the US Coast Guard’s recommended scope for proper anchoring under “normal”

conditions. In light air, you can reduce to 5:1. In heavy seas, you should lay out 10:1 or even more.

The leverage aspect has to do with how the “flukes” create the holding power. The flukes are those long blades that actually stick into the sand (I am describing the Danforth-style anchor, which is ideal for our sandy and muddy bottoms on the South Shore).

Imagine your hand is the anchor for a second. Make a “claw” with your hand and your down-turned fingers are the flukes. They would bite in deeper and more firmly if your arm (what would be the “shank” if it were part of the ground tackle) was laying flat along the surface (try it down at the beach with some sand.) If you start to lift your arm, you can see how your claw/fingers/ flukes start to pry themselves out of the imaginary sand/mud/ground.

This is why a longer scope is better than a shorter one. It “de-levers” the flukes and keeps them pointing deeply into the holding surface.

And the reason that chain (typically

6’ but it can obviously be more) is encouraged as the connecting medium between the anchor itself and the line is to add more weight to the shank – keeping the flukes digging in deeply.

What Goes On Around You Matters

One of the toughest parts of anchoring is judging how much scope to put out when you are anchoring around other boats.

All boats will swing downwind on their anchors. If you anchor 50’ behind another boat, and you put out 70’ of rode, pray that the wind doesn’t clock around to the opposite heading. If so, prepare to be boarded by an angry crew!

Also, don’t anchor from the stern alone. If you anchor from the stern alone, you are likely to sink “on the hook.” Why? Well, your bow is now downwind and your stern, i.e., the flat transom, is into the wind.

Weighing Anchor

If 7:1 scope is recommended for good holding power, and 10:1 scope is even better than that, what would be best for providing the least holding power? If you said 1:1, you get an “A” in anchoring. Here’s how you do it…

Hopefully, you have a crew man who can go to the bow and take up the slack, flaking it on the deck as it comes in, while you slowly power up over the anchor. When the anchor line is lying straight up and down, your crew yells “stop” and then tries to “weigh” or retrieve the anchor. But maybe it is stuck! Well, re-cleat the anchor rode so that it is pointing straight down to the anchor (this is called “snubbing” the anchor.) If the line is going straight down to the bottom from your cleat, the scope must be 1:1! Now, back away – don’t power forward!

If the anchor suddenly breaks free, it could impale itself in your hull as it sweeps upwards under the force the boat surging ahead. Add power gradually astern and you will very likely break free. If you still haven’t, while power is still being applied in reverse, turn the helm hard over. This will cause the boat to rotate around the anchor. You are unscrewing from the bottom, like a cork screw. 99 times out of 100, this will finish the job. If the anchor is fouled though on rocks or cables, your last resort is to cut yourself free…

Does an Executor Have to Provide an Accounting to Beneficiaries?

I am the Executor of my father’s estate. Do I need to account to my siblings before distributing the assets of the estate?

As fiduciary you are required to account to the beneficiaries, but the type of accounting will vary depending upon the actual beneficiaries and the fiduciary’s relationship with them. Typically, the least expensive and fastest way for a fiduciary to account is to prepare an informal accounting that provides, at a minimum, the assets that were collected, any distributions or payments made from the estate and the amounts to be distributed. Additionally, if the fiduciary decides to take a commission or hold a reserve fund for any remaining expenses, this will be calculated and provided within the accounting and

distribution schedule. With an informal accounting, beneficiaries typically receive a copy of the accounting or all statements from the estate account along with a receipt, release and refunding agreement.

This agreement provides that the beneficiaries have received the accounting and assets they are entitled to, release the fiduciary from any liability, and agree to refund any amounts due to the estate for payment of additional debts or expenses, if necessary.

Once all beneficiaries have examined the accounting and returned the signed and notarized release agreement, the fiduciary can release the funds to the beneficiaries.

Sometimes, beneficiaries might refuse to sign the release agreement

that accompanies an informal accounting or they may not have the capacity to sign a release, such is the case with a minor or incapacitated beneficiary. In that instance, it will be necessary to prepare and file a judicial or formal accounting with the Surrogate’s Court in order for

the fiduciary to be released and to distribute the estate funds. A judicial accounting may also be necessary when a beneficiary is a charity or when the estate is insolvent. This option is more costly and time consuming for the estate. A beneficiary may also

compel the fiduciary to judicially account by filing a petition with the Court. With a judicial accounting, the beneficiaries have an opportunity to question and examine the fiduciary and object to the accounting. This is why it is extremely important for the fiduciary to keep detailed records and receipts for all transactions in the estate so that he or she can account for all of the assets passing through his or her hands as fiduciary. It is always best to consult an experienced estate attorney to assist you with the preparation of an accounting, whether informal or formal to assess the circumstances and best protect the fiduciary.

Almost without exception, we get the tail, shoulder or rump of one or two of the dozen or so that form up in the Atlantic between the Caribbean and Africa and bring so much destruction and misery with them as they thunder west and north… and Hurricane season still has months to go.

We live on an island. This column is about that.

TIDAL SURGES For Islanders, as bad as the winds will be (more on that below), it is the tides and tidal surges that will do most of the damage, which is why even these tails that go by every year leave so much trouble behind. The storm tide is added to the astronomical tides. And when those waves hit something solid, they generate force dozens of times more powerful than wind of the same speed. Andrew generated a storm tide of 17 feet.

Camille in 1969? 24 feet. And of course, there was Sandy who just sat there, at high tide. During a full moon…

Add to that the population growth in our area and the increase in the value of homes and it can spell either “an absolute disaster” or “they were prepared.”

WHAT IS IT? A hurricane is, in the words of scientists, an organized rotating weather system that develops in the tropics. Technically, it is a “tropical cyclone” and it is classified as one of three states, with hurricanes being further classified into levels of destruction…

When looking at Cat-5s’, no one is saying that there is no difference between a storm that brings 160-mile-per-hour winds and one that reaches 190. The force of the winds goes up with the square of the velocity. In layman’s terms, that means a hurricane with 200-mile-perhour winds has four times — not just double — the force of one with 100-mile-per-hour winds.

ARE YOU READY FOR THE GLANCING BLOW? Look, if a Category-4 or -5 gets up here like in 1938, there are no levels of preparedness except evacuation. A storm surge like Camille’s basically means that everything “south of the highway”, as real estate agents like to classify the choicest properties on Long Island, is gone for all intents and purposes. But what if the glancing blow like Ivan’s in 2004 or, Earl, who came by earlier in 2012, came in head-on? How can you be ready?

BEFORE THE STORM ARRIVES 1. Have a family action plan – if you’re at caught at school or at work, who do you call? To grandmother’s house we go?

2. flash lights working? Canned goods and water supplies? Cash?

Portable radio?

3. Where ARE you going to move the boat? Don’t even THINK about staying

on her… (more on that next week!)

4. How about your prescription medicines? A first-aid kit is WHERE…!?

DURING THE STORM 1. Have the radio or TV on. If power goes out and you don’t have a portable radio, I’d get the kids in the car and “to grandmother’s house we go…!”

2. Propane tanks on your property? Shut them off, completely.

3. Turn the refrigerator up all the way and don’t open the door idly.

4. Fill the bath tub with water. How about the big spaghetti pot?

Anything that can hold water and keep it clean.

5. If ordered to evacuate, do so. Immediately. And tell someone where you are going.

6. When evacuating, don’t drive across flowing water. 2’ of flowing water can carry your car away. Yes. Only 2’ of moving water. Turn around and go another way. There is no other way – call 911 or the US Coast Guard.

AFTER THE STORM 1. If you’ve been ordered to evacuate, don’t go back until the area is declared safe.

2. If you see someone that needs rescuing, unless the threat of loss of life is imminent, call 9-1-1.

3. See standing water? Do you know if any power cables lie in it?

4. Never use candles and other open flames indoors. Keep the flashlight at your side…

This is by no means an exhaustive list. But Earl just sent us a wakeup call. And next week, we’ll talk about prepping your boat.

BY ROBERT CHARTUK With Hurricane Teddy producing waves from so far away, the big bombs had a few minutes between them. That’s not to say there weren’t little messengers coming along to screw with you when you’re paddling out.

Large waves usually come in odd numbers, three, five, seven waves to a set. You let the first couple go if you want the cream of the crop. A set came through and I waited, not so much as I wanted the biggest one, but because the first few scared the crap out of me. I love surfing, but when it gets huge, it’s a little nerve wracking. I just wanted to catch a wave and make it back to solid ground, so I put my head down and wind-milled toward the beach.

My board tilted downward and I picked up speed in an instant. Now I just had to jump to my feet and hold on. I made the drop and looked down the line. The wave was twice my height and was forming into a huge cylinder in front of me. Here, I was operating on pure instinct and I don’t remember much except that I was moving very fast and looking ahead to see where I could make my exit. I held my stance and blasted

ahead of the tube as the wave folded over. I felt like an insignificant blur flashing across a gigantic mirror.

The barreling wave opened up and I picked a point to kick out, which I did with great acrobatics as I flew through the air to the other side.

My elation was short lived as my ride left me in the impact zone and the next wave of the set was coming fast. I wasn’t going to get over it, so I ditched my board to execute a plunge downward. The wave hit and my leash stretched like a rubber band. When I pushed the board away, the leash was over my arm and the stretching cord strafed my hand like a bullwhip. I dove down, but the wave still rolled me and I felt my fingers go numb. Tumbling in a wall of white water is like being in a giant washing machine or, like my friend Aaron describes it, the “Underwater Disco.” The trick is to relax and preserve your breath without fighting it. When you really get plowed under, it’s difficult to know up from down, at which point you can open your eyes and go toward the light. A wetsuit will give you some floatation, but in

At this point, the wind turned a little east and the waves got wobbly and were breaking without much of a wall to work with. There was no way I was going to try another one and now my concern was getting

back in. I waited for a set to pass and started paddling toward the beach, hoping I could cover enough distance to be ahead of the breakers.

A messenger reared up and detonated about 20 yards behind me. No problem, I thought, I’ll just catch it on my belly and get a nice sleigh ride in. The wave nixed that idea and swatted me off my board like an annoying fly. That’s okay, I figured, at least I’m getting pushed toward the beach. Mother Ocean never lets you off easy, especially after you pleasured yourself with a great ride, and the next set of waves cleaned my clock. I paddled hard for a belly ride and instead got swept and rolled. Finally, hanging off the back to create an elongated canoe[RC1] with my body and the board, I was able to hold on and get a ride in.

My relaxation was short lived as I looked up to see the boulders that littered the shoreline racing toward me and I had to slalom around a few like I was racing down a mountain.

I stayed on until I could feel my fins clicking on the rocks below and gingerly climbed up on the beach.

I embraced the first glossy stone I reached and kissed it happy to live another day.

If the boat has dorades or cowls, seal them. Wind – or wind-driven water – getting below at high speed can’t be good. Duct tape… And take in all the electronics and seal the boat’s electrical leads with tape.

FENDERS AND FENDER BOARDS Yes. As many as possible, put them out. I always suggest that they be secured to the boat, rather than the dock. If the boat does break free, at least she is taking some of her protection with her.

OBITUARY CHARLES H. LARKIN, 90 years, a long-time resident of Mastic Beach died after a long and valiant battle with his illness at Good Shepherd Hospital in Port Jefferson on October 28, 2020. He was born in Brooklyn, New York and was one of eight children. He served honorably in the United States Army.

He retired from the USPS as a mail carrier. Surviving is his beloved wife Phyllis of sixty-seven years. He was the loving father of Mary (Thomas) Groy, Michael (Cheryl), Jean Crossley and Kathleen (Craig) Rhein. He was the proud and adoring grandfather of eleven and great grandfather of seven. Also surviving is his brother Richard Larkin. Family and friends were received at Roma Funeral Home in Shirley. Interment with military honors took place at Calverton National Cemetery.

How do you grieve someone who has been a part of your life for as long as you can remember? How do you, in mere words, bring honor and respect to a man who gave so much to so many people? A man who spent his whole life in service to others. A man who was a patriot, a husband, a father, a grandfather, a son, brother, uncle, and friend.

On October 28th, 2020, after years of battling his illness, Charles (Charlie) Larkin was called home to heaven. He was a man of great faith and devotion. A family man whose greatest joy was to be with his family. Charlie was the kind of man everyone liked.

He was genuine and simple; no pretenses just unassuming “Charlie”. He always had a smile and a kind word.

Before he joined the Army, he worked as a wood boat builder, after the service he was offered a job in the boat industry but refused because the ‘new’ boats were made of fiberglass. He then did a stint as an auto mechanic, opened Larkin’s deli which he and Phyllis ran for seventeen years and finally becoming a mail carrier from which, he eventually retired. Charlie was a hard worker and loved being around people.

It is impossible to say Charlie Larkin and not say Phyllis in the same breath. Two beautiful people who adored each other as testament to their marriage of sixty-seven year. Together they grew their wonderful family of four children, Mary, Michael, Jean, and Kathleen.

Thanksgiving was one of his favorite holidays; he loved to carve the turkey. This holiday season will not be the same without dear Charlie, but his gift of love and the memories he left for everyone to share and remember will never be forgotten.

Charlie was an icon in the community. He and Phyllis were devoted to St. Jude’s Church and they were members of the senior citizens and participated in all social events. He enjoyed fishing, especially with his son Michael. He loved working with his hands and adopted the craft of marquetry as his hobby.

The Iorio family is saddened to announce the loss of their dearly beloved patriarch, Biagio Iorio, who passed away on Monday, November 9, 2020, after having been blessed with a long, beautiful, and fulfilling life of 93 years.

Biagio grew up in the mountains of Afragola across the street from Rosa Maiello—a childhood friend who would later become his wife. As teenagers, they fell in love and were engaged at the ages of 17 and 16. Out of respect for Italian tradition, they choose not to marry until Biagio’s older brother married first. After waiting patiently for over 10 years, Biagio and Rosa were finally married on July 29, 1956, in a double wedding ceremony with Biagio’s younger sister and her fiancé, Rosa’s younger brother. Biagio often said that he fell in love with Rosa because of her long, beautiful reddish hair; he joked that he was taken for a fool, as her hair color changed to golden brown soon after they were married. Their marriage was blessed with nine children—4 sons and 5 daughters. Sadly, their first son, Francisco, died from Polio at the age of 14 months.

Biagio was born on January 6, 1927 in Afragola, a municipality of Naples, Italy, to the late Francesco Iorio and Maria Antonia Tuccillo Esposito. He was one of eight children. His brothers, Vincenzo and Antonio, and his two sisters, Margherita

Biagio was known for being an industrious worker throughout his entire life. At the very young age of 6, he began working on local farms. And as an adult, he worked during the day as a construction laborer and in the evening, he cultivated

his gardens and fields to provide food for his family. Biagio’s family and neighbors knew of his love for music and life. He was often heard whistling cheerfully when walking home from work or singing to his wife. He always had a big grin on his face.

During challenging economic times in Italy in the 1970s, Biagio and Rosa were determined to provide a better life for their children. When an opportunity presented itself, they choose to immigrate to the United States. In July 1972, Biagio and his wife undertook the challenging endeavor of moving their 10-member family to New York.

Upon arriving in the United States, Biagio and his family settled in Long Island. He continued to support his family by working tirelessly as a construction laborer. One of the first projects on which he worked was the widening and extension of the William Floyd Parkway. Biagio also enjoyed tending to his backyard garden from which he and Rosa made their own wine and tomato sauce, carrying on their Italian traditions. The family attended St. Jude Roman Catholic Church.

Biagio is now finally reunited with his loving wife of 48 years, Rosa (Maeillo)

Iorio, who passed away on October 12, 2004. He is survived by his eight children; five daughters, Maria Rosania (Ted), Angela Soto (Rob), Margaret Mazzarella (Joe), Nicoletta Iorio, and Santa Rodriguez (Dave); and 3 sons, Francesco, Vincent (Andrea), and Antonio (Lynn). He also is survived by three brothers, Domenico, Luigi, and Pasquale; one sister, Santa Iazzetta; 19 grandchildren; and 20 greatgrandchildren.

Biagio was a loving husband, father, grandfather, and great-grandfather. He will forever be remembered for his sense of humor, joy of life, and love of family. He often said to his children, “I love you even when you’re bad.” By his own example, he instilled the important values of hard work, love, devotion, integrity, and respect.

Family and friends will be received at the Roma Funeral Home located at 539 William Floyd Parkway Shirley, NY 11967, on Wednesday, November 11, 2-4 pm and 7-9 pm. A Funeral Mass will be held at St. Jude Roman Catholic Church, Mastic Beach, on Thursday, November 12, 10 am. Interment will follow at the Holy Sepulcre Cemetery in Medford.

WELLINGTON J. JAMES, 40 years young, of Mastic Beach, died at his residence on October 28, 2020. He was born in Bayshore, New York. The family originally resided in East Islip for thirty years before moving to Mastic Beach. He was a machine operator for Vinmar Precision Metals in Copaige.

He enjoyed fishing and kayaking. He is survived by his parents Walter and Janet, his brother Walter, sister Nicole, and was the loving uncle to Matthew, Anthony, and Bella Maria. Family and friends were received at Roma Funeral Home to celebrate his life. Cremation took place at Mt. Pleasant Cemetery.
