Senator Alexis Weik Announces Legislation to Make the State Liable for Damages to Vehciles Based on the State of Our Roadways Year Round

Senator Alexis Weik was joined by fellow motorists to announce her legislation that would make the State liable for damages to vehicles caused by potholes on state roadways yearround. Currently, motorists may

sue to recover damages to their vehicles from May 1 through November 15, but not from November 15 through May 1.

Although the State has recently announced plans to repave the

Long Island Expressway from the Nassau/Suffolk border through Route 112, those repairs are many months away from being completed. Until the roads are repaired, motorists should be able to sue for the damage done to their vehicles based on the state of our roadways without the limitation currently set in law.

“The current state of our major roadways on Long Island, especially the LIE, is deplorable,” said Senator Alexis Weik.

“Although the DOT has done a tremendous job doing the necessary patchwork to keep our roads safe, until the actual repaving is done motorists must have the peace of mind to know that if potholes cause damage to their vehicles, they have the ability to recover damages from the State regardless of when it happens.”

Long time Democrat Suffolk County Legislator and Presiding Officer, Rob Calarco, was defeated on election night by two-time challenger, Republican Dominick Thorne. In his inaugural run for the seat two years earlier, Thorne lost by a respectable margin.

"When I run a race I put in my all, and we learned from the first election what's fruitful to get our message to the taxpayers. I received 41.5% of the vote the first time running as an unknown," Thorne continued, "and this year we walked all 52 ED's three times over with hundreds of volunteers and committee people with a very clear message to make a change."

During an interview with Thorne this week, the 7th District Legislatorelect talked candidly about priorities on his agenda as he prepares to transition from his job at the Suffolk County Board of Elections, to 7th District Legislator when he will take his oath of office on January 1, 2022.

Asked about his future as County Legislator, Thorne told The South Shore Press: "I'm in this for the long term because we can get this County going in the right direction.

I am honored and humbled that the taxpayers have chosen me to serve them, and I am so eager to hit the ground running and do things right.

Rob and I had a great conversation on the phone," Thorne continued. "One of my goals is to bring people to the table together so we can be the shining star to show people that we can work for the common good."

Thorne is widowed, and remarried with a three year old and a one year old daughter.

Bridget Fleming Launches S.T.A.R.T. Drive with Sheriff Toulon, New Hour LI, & Sound Justice Initiative Legislator Bridget Fleming brought the community together on November 10th to launch the START (Sheriff’s Transition and Re-entry Team) Clothing Drive. The START Program aids individuals during incarceration and post-incarceration with societal re-entry. According to the National Institute of Justice, 75% of released inmates are re-incarcerated.

New York spends over $69,000 per year per incarcerated individual. But prisoners who participate in workrelease programs are 17% less likely to return to prison than those who don’t.

Reducing the recidivism rate for former prisoners makes our communities safer, while lowering the tax burden for law enforcement services.

Legislator Fleming was joined by Sheriff Errol Toulon, Kerry Spooner (founder and President of Sound Justice Initiative), and Serena Liguori (Executive Director of New Hour LI). The event touched upon Sheriff Toulon’s efforts to enhance equitability in the criminal justice system in Suffolk County, to reduce recidivism and encourage community engagement in the process. The START program relies on community organizations to help those incarcerated with re-entry, both educationally and materially.

Legislator Fleming noted “this clothing drive will help so many individuals who are finishing their sentences find local good paying jobs that can help rebuild their lives, and re-enter society with confidence— allowing them to reclaim the American Dream, reducing recidivism and saving taxpayer dollars.”

Sheriff Toulon mentioned, “The START Program is helping us enter into a new paradigm of justice that works to keep our communities safe and ensures that people leaving prison are put on the right path with dignity.”

Collections are running from November 10, 2021 to December 31st 2021, and will be dropped off at the START Program.

Republicans Win a Super Majority

At the Medford Bald Hill Republican Club meeting were guest speakers, Legislator Nick Caracappa reelected to the 4th district of the Suffolk County Legislature, and newly elected Dominick Thorne, a surprise defeat of Legislator Rob Calarco in the 7th district.

Thorne said he ran to put people first before special interest, stopped the issue removal of public funding for legislative campaigns and he has pledged to make Suffolk County affordable for people to live in this county. Thorne worked tirelessly campaigning door to door and it paid off with the majority of residents in the 7th district having confidence in him by giving him their vote.

Nick Caracappa filled the term of the late Tom Muratore. The district seat he won was previously held by his mother Rose Caracappa. He said he is honored to have the opportunity to continue the hard work and the vision of his late mother.

His main focus will be taking care of seniors and fixing the dire fiscal condition the county is in.

The meeting ended with a word from New York State Assemblymen Joe DeStefano, he said, “I look so forward to working with Dominick – we work for you.”

Long Island Abate Raises $161,000 To Help Long Island Veterans Long Island ABATE and the motorcycle community raised and donated $ 161,000 dollars to over 50 veteran’s organizations on Long Island Tuesday night November 9, 2021. They met at the Port Jefferson Elks Lodge at 41 Horseblock Road Centereach, NY 11720. Throughout the year, Long Island ABATE and the motorcycle community raised funds for our local veterans through various events throughout the year including their Annual Veterans Appreciation Motorcycle Run, membership meetings, events and bike nights. The funds that are raised are matched dollar for dollar by three benefactors.

This year they raised $ 161,000 dollars. 2021 is a monumental year. Long Island ABATE has reached $ 1,000,000 dollars from inception to date! It was a wonderful evening had by all. So, when you see a very large group of motorcycles out on the road being escorted by police or sheriffs cars they are out raising money for a worthy cause. Please do not try to cut in between them. Remember if it wasn’t for our Veteran’s we wouldn’t have a future. If you have a veteran in your life or have ever met a veteran, one way to show your appreciation is by thanking them. Another way to help is with your time and donations.

DeStefano Recognizes Women of Distinction Linda attributes having a good sense of humor, selflessness, compassion, perseverance and the will to be successful as the traits that keeps her strong and grounded.

Princess Diana Barbara Ann Spillett Hamilton has been married to her husband, Mike, for the past 37 years. Together they have two children, Michael and Sarah.

Barbara was born and raised in the quaint hamlet of Yaphank. As a child, Barbara loved to ride her bicycle all over town and continues to do so today.

Assemblyman Joe DeStefano recently honored six local Women of Distinction, local leaders who set themselves apart through exemplary citizenship and a true caring for the people of their community. “It makes me very proud to be part of a community that has so many women of distinction,” said Assemblyman Joe DeStefano at a special ceremony at the American Legion Post 507 in Medford.

“All of you have lived such an exemplary life,” he told the six honorees

representing communities throughout Suffolk. “You have defined the meaning of hard work and dedication and you have given so much for the benefit of others.”

According to DeStefano, every one of the honorees have a rich background of community service, of stepping up and doing the extraordinary on behalf of their families, friends and neighbors.

“They say behind every successful man is a woman,” the Assemblyman continued. “That is not exactly the case.

I’d like to say that behind every success, there is a woman, and you have shown us time and again that this is a fact.”

During the holidays, Michele collects wish-lists from the people living in the parks and then asks people to help fulfill them through donations. Making other people happy is what motivates Michele.

“Not all of us can do great things.

Michele Hirsch Kilkenny is a wonderful mom to her two daughters, Carli and Ashleigh, and enjoys spending time with them.

As a pool attendant, Michele spends her day looking after guests to ensure they have a pleasant day in a safe environment.

Looking after people is what Michele does best. She has a big heart for underprivileged people, especially the homeless.

Not only has Michele opened her heart to the less fortunate, she has also converted her home to accommodate the donations she receives from other generous folks like herself. She setup a workable system where she leaves containers on her front porch where people can drop off donations or leave bags of food out for people who need it.

Her kindness has resonated throughout the Longwood Community.

Michele has helped countless people in need and has been an inspiration to others to give-back, as well.

Having a big heart filled with love for others has certainly earned Michele the recognition of being a “Women of Distinction.”

A few years ago, Michele answered a call for help from a homeless lady living in the county parks with her dogs. Michele helped spread the word and pitched in by bringing food and necessities to this woman and her pets.

Thanks to Michele, this woman was able to find a place to live!

This one act of kindness, inspired Michele to do more for the less fortunate. She started collecting food for

Barbara is an avid crocheter and loves making blankets for her friends. If you have lived in Yaphank long enough you most likely have blanket made by her.

In 1975, Barbara started working in Riverhead at the Probates Court and continues to do so on a part-time basis.

In 1999, The Suffolk County Probation Officers awarded Barbara the “Nimble Fingers Award’ for her outstanding and dedicated service.

In 2001, Barbara was recognized for her dedication to the Suffolk County Probation by New York State when she was awarded the Probation Secretary Award.

In 2000, Barbara decided that the Yaphank Fire Department Ladies Auxiliary needed to be reinstated because she wanted to be more involved with the community.

She has been President three times, with her current term now being served. She has also been Vice President, Treasurer and Secretary over the years.

Her most outstanding benefit to the community has been her impressive blood drives which she holds four times a year. In June, the drive collected 103 pints. Barbara’s successful blood drives are full of laughter and great conversations by the many donors who are committed to helping others. She personally bakes dozens of cookies and supplies heroes and bagels from the local restaurants for these drives.

For the past 20 years, the Yaphank Fire Department Ladies Auxiliary have won many awards because of Barbara’s hard work, dedication and commitment at to these drives. Thanks to Barbara, they have won: Long Island Blood Service’s Gold Award eight times, the Blood Service’s Platinum Award four times, the Blood Service’s Pacesetter Award and its Memorial award. In addition, they took third place for the Most Blood Donations among all participating Volunteer Fire Departments throughout New York State. Pretty impressive from a woman with small-town roots!

Barbara’s most joyous event is the Yaphank Fire Department Ladies Auxiliary Christmas Parade which she started back in 2008. It has grown through the years and has now become an annual tradition.

Her generosity and desire to give back to others as certainly earned her the honor of being a Woman of Distinction.

As a positive force in her field and personal life, has earned Linda the worthy recognition as a Woman of Distinction.

Linda Brown Bellport, NY

“It’s the way you ride the trail that counts.” Dale Evans Linda Brown is a lifelong resident of Suffolk County. She is a wife, a mother of two adult sons and grandmother to her three grandsons. She is currently serving her third term as the Treasurer of the Suffolk County Association of Municipal Employees, the largest independent union in Suffolk County.

As treasurer, Linda is responsible for the custody of all funds of the Association and serves as a member of the Investment Committee, Audit, Budget, Unit Rebate and Restructure Committee and Tuition Reimbursement Committee. She is an integral part of the AME PAC and PAC Review where she represents AME members. Not only does she have the responsibility of union finances, but Linda also serves on the Suffolk County Deferred Compensation Board as the Treasurer and represents Suffolk County Association of Municipal Employees as a board member on the Suffolk County (401A) Plan.

Linda conducts financial training for elected unit officers and coordinates retirement training seminars and workshops to help educate members on financial wellness issues.

Linda continually works towards comprehensive changes to bring a new perspective to AME membership through training and education. She wears many hats within AME and keeps track of all finances within the units and their membership.

Although her workday is often busy, she always takes time out to answer member’s questions. Her door is always open.

Linda dedicates a significant amount of her time volunteering within her church and her community. As a breast cancer survivor, she is a fierce advocate for Breast Cancer Awareness on the job and in her community. Linda shares with other survivors her approach to survival, of keeping her faith and never giving up.

She currently has served for the past years as the Administrator of her Church and is currently Chairperson of the Board of Trustees. Linda also is also on All About Ball, Inc., a local sports organization founded by her son to establish programs to help young people overcome adversity within the local communities and enhancing their skills through education and sports.

Nereida Gonzalez Medforf, NY

“Nothing is impossible; the word itself says ‘I’m Possible.’” Audrey Hepburn Nereida Gonzalez accomplishments for her community and country are astonishing.

Nelly has been a dedicated Emergency Medical Technician (EMT) at the Medford Volunteer Ambulance for the past 23 years.

On January 9th, 2000, the day of her birthday, she is credited for saving a life.

That year same year she received an award for the Outstanding Number of Calls answered.

Besides being out in the field saving lives, Nelly has served three years as Ambulance Treasurer; three years as Chairperson of the Board of Directors; was a CPR instructor for the community and the members; has numerous certificates from the Town of Brookhaven; and became an active lifetime member in February 2015.

Nelly participates in trainings, monthly meetings, restocking the BLS closet and any other actives needed by the department to maintain its operation. She gives it her all.

In addition to helping her community, she joined the US Naval Sea Cadet Corps in 2007 and served for more than 14 years. She was commissioned and became “Plank Owner” of the 3rd Theodore Roosevelt Division from January 1, 2014 until present day.

Always wanting to do more, Nelly has been a Classroom Instructor, Training Officer, Administrator, Medical Officer and Navy League Cadet Corp Officer in Charge.

On October 22, 2018, she was promoted to the Rank of Lieutenant.

Presently, she is the Commanding Officer of the Navy League Cadets.

Losquadro and Foley Announce Completion of $1.2-Million Patchogue Paving Project

Touchdown for Middle School Football Team

Brookhaven Town Highway Superintendent Daniel P. Losquadro and Councilman Neil Foley have announced the completion of a $1.2-million Patchogue paving project.

Prior to paving, crews made extensive concrete improvements, including the removal and replacement of approximately 3,000 linear feet of concrete curb; 14,368 square feet of concrete sidewalk; 7,454 square feet of concrete apron; and 3,425 square feet of ADAcompliant handicap ramps.

Roads paved during the completion of this paving project include Gazzola Drive, Hewlett Avenue, North Dunton Avenue, Plymouth Avenue, Robinson Avenue, Robinson Boulevard and the South Service Road of Sunrise Highway from the ramp to Gazzola Drive.

The total cost for this project was approximately $1,260,000.

Moriches Elementary School Great Pumpkin Contest Continues to Showcase Artistic Talent The Moriches Elementary School community recently participated in the school’s 42nd annual “Great Pumpkin” contest, which provides students and their families with the fun opportunity to carve and decorate pumpkins into original artwork for judging by faculty and staff members.

The contest, administered by Moriches Elementary art teacher Amanda Maertz, invited students and their families to come up with their own original designs. Entrants were then judged based on creativity, originality and craftsmanship.

“I love having the opportunity to allow my students and their families to show off their incredible artistic talent and bring them together for some festive fun,” said Ms. Maertz.

“It's a great way to bring the whole Moriches community together and I'm so thankful to Ms. Tucci and the awesome art teachers that came before me for starting this contest, which I hope to continue for many, many more years at Moriches.”

This year’s winners are: “Spooky BBQ” by Juliana Rivera, first place; “Carousel” by Colby and Robert Delboy, second place; and “Pumpkin Puppy” by Richard Ruhs, third place. a 5-1 record — handed out flyers in school and to family and friends with a QR code requesting that donations be sent directly to the American Cancer Society.

“The boys raised the money in less than a month,” said Giacomin.

Some Lessons of Election 2021

SUFFOLK CLOSEUP

BY KARL GROSSMAN “This is a red wave!” said Suffolk District Attorney Tim Sini of Babylon as he conceded Election Night in his run for re-election against Ray Tierney of Holtsville, the Republican challenger who ran a fierce race against him. Indeed, the 2021 election was marked by a Republican wave (with some exceptions) in Suffolk County.

The campaign signs are almost all gone now but there are some important political lessons in Suffolk still to be absorbed. One involves what has become the proverbial “gorilla in the room” in Suffolk politics and elections—the enormous power of police unions.

A big and seemingly unlikely challenger to that has been Rob Trotta.

Farah Stockman, an editorial board member of The New York Times, wrote a piece in The Times earlier this year headlined: “The County Where Cops Call the Shots.” The subhead: “Fiscal conservatives and liberal activists both want to curb the power of police unions in Suffolk County. Can they do it?”

It began: “Rob Trotta, a cranky Republican county legislator on Long Island who worked as a cop for 25 years, might be the unlikeliest voice for police reform in America. He’s full of praise

for the rank and file….Yet Mr. Trotta has railed for years about the political influence of police unions in Suffolk County, Long Island, a place where the cops are known to wield exceptional clout. He’s a potent messenger, since he can’t be smeared as anti-cop. He wore a badge and walked a beat.”

There indeed was a “red wave” in Suffolk this year—but not everywhere.

Since taking office as a Suffolk County legislator in 2014, Mr. Trotta has repeatedly taken aim at the clout here of the Suffolk County Police Benevolent Association.

And the Suffolk PBA has gone after him. As Newsday, in an editorial endorsing him declared, the PBA “goes to extraordinary lengths to get him out of office.” This year, it noted, a “PBAsupported candidate” sought to seize the GOP candidacy from Mr. Trotta in a primary but lost out because of invalid signatures on nominating petitions.

“Then, the PBA sent [its] executive board member Michael J. Simonelli…to run on the Conservative line” against Mr. Trotta. This didn’t work either. Newsday described Mr. Trotta as “the only active candidate looking to represent the interests of taxpayers, not police unions.”

Thanking voters for re-electing him, Mr. Trotta wrote: “As a retired Suffolk County detective, I will continue my

efforts to fight corruption in this county and the power and control of certain unions, as well as to support our dedicated men and women in blue. I worked my way up through the ranks of the Suffolk County Police Department, have the utmost respect for my fellow officers, and I am grateful that you did not pay attention to the outright lies made by the police unions in the recent election campaign.”

Then there was the “last hurrah” possibly of former Suffolk Legislator Kate Browning of Shirley, a Democrat. She served 12 years as a county legislator— and that should have been it based on the county’s term limit law restricting county

legislators to six two-year terms.

But because she left the legislature due to the term limits law (and became director of code enforcement in the Town of Babylon), she claimed that this interruption allowed her to run again for the legislature. A state Supreme Court justice decided against Ms. Browning in a lawsuit brought by the Suffolk Republican Party and two GOP voters in the legislative district. However, she won on appeal. She ran against Republican Jim Mazzarella of Moriches, secretary/ treasurer of Public Service Employees Local 342, first in a special election, which she lost. Then she faced him on November 2 and was trounced by a margin of nearly

Consider the Town of East Hampton which long was a Republican bastion where former New York State Assembly Speaker Perry Duryea, Jr. topped the GOP pyramid. The GOP had a more than three-to-one enrollment edge in the town back in the 1970s when Democrat Judith Hope took on its then well-oiled GOP political machine. In a huge upset in 1973, Ms. Hope was elected East Hampton town supervisor and became the first woman to be elected a town supervisor in the history of Long Island.

This year, the Democratic incumbent town supervisor, Peter Van Scoyoc, swept to re-election victory despite a split that had Councilman Jeff Bragman, a Democrat, running on the Independence Party line against him for supervisor.

Some thought this might have allowed GOP nominee Ken Walles to squeak through. Also, incumbent Democratic Councilwoman Kathee Burke-Gonzalez easily won a third term, and former East Hampton Democratic chair Cate Rogers won a town council seat.

The Case Against Carlos Correa

BY TOM BARTON The New York Yankees are reportedly going to be big players in the free agent market this offseason.

Brian Cashman has begun his due diligence on a number of players, and at the forefront is the shortstop position.

After Lindor signed a mega deal last year, many of the sport's top stars are looking for similar contracts, who play the same position. Trevor Story, Marcus Semien, Cory Seagar and the Astros SS Carlos Correa head those lists. Each has their own upside, and downside, but for the Yankees it will be a massive mistake to take on Correa.

The debate about Correa already has Yankees fans torn. Many see the immense talent and know he improves the team, but there are many loud voices who are adamant that he should not be brought in. That's the camp that I will

side with today. First and foremost is the fact that Correa is coming from "the enemy". The Astros represent everything the modern day Yankee fan hates, right after the Red Sox. He was caught in a cheating scandal, had some choice words afterwards, and was brazen and unapologetic afterwards.

But it goes deeper than that.

Correa once said that winning the World Baseball Classic was more important than winning the World Series, and many have also pointed out his tendency to be lazy in the offseason and not committed to 'team' efforts.

Correa embraces the role of the 'bad guy' and has had altercations with other players and more than once has angered umpires. His showboating ways is exactly what the Yankee fan has become sick of on this roster and his

presence will remind many of a more talented Gary Sanchez.

Then there is the on field play. While he is undoubtedly a superstar with elite talent, there is still some room for pause on his pure statistics. Correa has only hit over .279 once in his 7 year career. Last season was his peak home run season with just 26 while he also has not driven in 100 runs, despite being in a stacked Houston lineup. His speed is literally non-existent (0 steals in the past two seasons), and his glove makes some impressive plays, but also some bonehead errors. He also has the body of a player that should be forced to become a third baseman in a few years, which then asks why pay for a shortstop?

All in all we can discuss not paying for any shortstop with Volpe, Peraza,

In our season long formats for Fantasy Football many of our formats will very shortly close down waiver picks. Anywhere from Week 10 to Week 12 is common. We are right in the middle of that as we look at this column going into Week 11. It is quite common for trade deadlines to be set for Week 12, and certainly many a fantasy football championship is won through smart trades late in a season. When Co-Trustees Can't Agree

Q: What happens if co-trustees do not agree how to manage a trust?

A:

A trustee is an individual or entity who manages and distributes trust assets. At times, clients may choose to name two or more individuals as co-trustees in their trust document to perform these duties together.

Appointing co-trustees encourages an extra degree of deliberation when making distribution decisions or deciding on investment strategies.

Generally, co-trustees must agree when making decisions, either unanimously or by majority. The terms of the trust control, but a trust sometimes allows one co-trustee to act independently. For example, a trust may forbid a co-trustee who is also a beneficiary from making distributions of assets to

themselves. This provision protects the beneficiary from creditors since they have no mandatory right to the assets. The same provision can protect beneficiaries from themselves.

PLEASE TAKE NOTICE that the County Legislature of the County of Suffolk, New York, will meet at the County Center in the meeting room of the County Legislature in Hauppauge, New York, in

said County, on the 7th day of December, 2021 at 2:00 p.m., Prevailing Time, for the purpose of conducting a public hearing upon a proposal for the extension of a Suffolk County Sewer District No. 3 – Southwest (IR#1828-2021) (the “District”) for the Central Islip extension in and for said County, substantially in accordance with a certain report, map and plan and recommendations (the “Report”) transmitted to said County Legislature by the Suffolk County Sewer Agency, with the assistance of the Department of Public Works at which time and place the Suffolk County Legislature will consider such proposal and hear all parties interested therein concerning the same.

Project Description The proposed project (the “Project”) is to revitalize Carlton Avenue in the downtown of Central Islip by extending the District and the construction of sewer infrastructure along Carleton Islip in Central Islip that will increase opportunities and business investment in the community, which has been limited in part by issues regarding wastewater disposal. The system will reduce the environmental impact caused by underperforming cesspools and sanitary systems by replacing such on-site systems with more reliable and efficient sewage treatment for the proposed project area.

The proposed project is being implemented in coordination with the Town of Islip which has received grants for a portion of the cost of the Project, and in accordance with said grants, the Town will reimburse the County for a portion of the costs of the Project. The Project will extend the boundaries of the District to include the extension area which is approximately 27.5

acres, enable connection of the properties within the extension area to the existing facilities of the District for sewage treatment and disposal, including the construction of spurs and connection laterals totaling over 3,000 linear feet within the extension area to the property lines, and over 5,000 linear feet of a twenty-four inch gravity sewer connecting to existing District facilities.

Notice of Cost

The proposed extension is proposed to be a separate zone of assessment of the District to be known as Suffolk County Sewer District No. 3 – Southwest, Zone B – Central Islip.

Once the extension of the District is approved, capital improvement costs associated with being a part of the District will be charged to all rate payers within the proposed extension on an ad valorem basis, plus an additional user charge (operation and maintenance costs) and a per parcel charge for those properties connected to District facilities, consistent with the manner by which current rate payers of the District are charged.

The total maximum cost of the proposed extension project is estimated to be $10.84 million, with $3.9 million estimated to be funded by the Town of Islip with grant funds that will be paid to the County for a portion of the costs of the Project.

The remaining total cost of the Project not funded by the Town of Islip, which is $6.94 million, will be paid for solely by the rate payers within the proposed extension on an ad valorem basis, and the obligation will commence upon the creation of the extension.

The remaining cost of the Project not funded by the Town of Islip, the $6.94 million, will be financed

through the New York State Environmental Facilities Corporation at a 2% rate over 30 years.

The cost is $4,887 per year, as described in more detail in the Report, for the typical property within the extension area, which is a commercial property (calculated by using the mean assessed value of the commercial properties within the extension area in order to approximate the mode) following the first year after the approval of the extension of the District. This cost includes the ad valorem charge associated with the costs of being in the District ($120) plus the debt service for the costs for the extension of the District or the Project ($4,767) which will be paid exclusively by the rate payers within the extension area. The cost to the typical one-or-two-family home within the extension area is $4,093 per year, including the ad valorem charge associated with the costs of being in the District ($100) and the debt service for the costs for the extension of the District or the Project ($3,993) which will be paid exclusively by the rate payers within the extension area. Once the construction of the Project is complete, property owners within the extension area that connect to the District’s facilities will also be billed a user charge (for operation and maintenance costs of the District), and a per parcel charge, consistent with the manner that other rate payers in the District are charged. The total charge, once connected, for a typical commercial property is estimated to be $5,671 per year, and $4,316 per year for the typical one-or-two-family home. These rates are based on the Department’s current cost of operation and maintenance, capital improvements (which includes debt service for current and future

improvements to the District), the total Project costs (which includes planning and design of the improvements within the proposed extension, any additional operation and maintenance costs associated with the improvements to be made within the extension, a per parcel benefit charge and, if applicable, an Objectionable Hazardous Waste Monitoring Charge for commercial properties. Each individual property owner within the extension area will be responsible for the costs to connect their property to the constructed facilities and the abandonment of existing on-site systems, which is estimated to be $10,000 for a typical commercial property and $8,500 for a typical one-ortwo-family home.

The proposed project will be partially funded through the Project grants provided by the Town of Islip and the County will be financing the remaining cost of the improvements through the Clean Water State Revolving Fund (“CWSRF”) administered by the New York State Environmental Facilities Corporation (“EFC”) which will be reimbursed by the rate payers within the proposed extension.

Copies of the report, map and plan for the proposed district extension are available in the Office of the Clerk of the County Legislature where they can be reviewed during normal business hours Monday through Friday. We encourage all interested parties to appear at the public hearing.
