I

t’s been expected for quite some time, but last week, it became official: Oregon is picking up a new seat in the U.S. House. Oregon narrowly missed adding a seat following the 2010 U.S. Census, so it comes as little surprise that we’d add one now, with our state continuing to be a place with significant in-migration.

Now, the big question: How will the lines for the sixth Congressional seat be drawn, and how will Bend and Deschutes County be represented in that new six-seat scheme? Redrawing the electoral lines is never an easy task, and redistricting is always fraught with partisan wrangling.

Oregon’s laws around redistricting require those drawing the new lines to avoid drawing them to favor one political party over another, to avoid diluting the voting strength of one language or ethnic group and to avoid, in general, dividing “communities of interest.” In addition, each district must have roughly the same number of people.

With those criteria in mind, it begs the question: Does Oregon’s Congressional District 2—the seventh-biggest district in the nation, geographically speaking (and that counts entire states with just one district)—achieve the goal of combining “communities of interest?” Does Bend, with its recreational economy and a near-equal tally of Democrats, Republicans and non-affiliated voters, share common interest with the ranching-focused economies of northeastern Oregon, or the orchards of Hood River, or the weed farms of southern Oregon?

Currently, all of these communities are united under the banner of CD2, which is currently represented by freshman Congressman Cliff Bentz (R-Ontario). Before then, it was represented by Greg Walden, whose reputation of being rarely visible in the district launched the phrase, “Where’s Walden?” While we joined in voters’ dismay at rarely seeing our representative, is it any wonder that our Congressperson would be rarely seen, when their district stretches across 69,491 square miles?

As this redistricting process unfolds throughout the late summer, we’ll avoid framing this in a political fashion—as is the natural inclination for anyone who belongs to one party or another—and instead look at this as, “what is going to be best for Bend?” If you take off your partisan hat, what is best for Bend, booming and poised only to grow

even more, is to see more focused representation for our district, so that no representative sees themselves having to travel nearly 70,000 square miles to provide an adequate offering of town halls in the communities they represent.

Some might argue that the counties east of the Cascade crest are too small in population to bother with significantly changing the boundaries of the 2nd Congressional District in any significant way this time around.

Sen. Tim Knopp (R-Bend), who is serving as the vice chair on the 2021 Senate Committee on Redistricting, may very well, were he to think along party lines, favor leaving CD2’s lines largely alone, since it’s been held by a Republican since 1981. But were he to think like a representative of Bend, he would do well to favor a vast restructuring of every Congressional district boundary so as to favor one of Oregon’s juggernauts of growth.

What is best for Bend, in our opinion, is a smaller geographic district that allows its representative to focus on a more specific community of interest.

Where, then, do the lines get drawn?

What communities of interest would Bend align with, knowing that each district needs to include a population of over 700,000 people?

The facts we have outlined here should make one thing clear: Redrawing Congressional boundaries is complicated and must be approached with a lens of bipartisanship. In the spirit of compromise and unity, the Oregon Legislative Assembly should be commended for agreeing to make its redistricting committees as balanced as possible, with five of the 11 combined House and Senate committee members being Republicans.

(In exchange for this, Republicans have agreed not to stymie any more legislation this session—a welcome advancement after several sessions of walkouts.)

More locally, it would behoove Bendites to pay close attention to this process, and to advocate for a Congressional map that sees Bend aligned not with a vast geographical area like the one currently in place for CD2, but one that accounts for the growth that is coming and the political influence that is already here. Leaders in Salem have promised a series of public meetings to present those plans, and each of us should care to attend.

rentals would be so easy to spot if the city actually wanted to find them. Airbnb sends the tax remittance *directly* to the city, and each tax payment is associated with the address. The city simply needs to cross reference the STR-permitted addresses with the tax remittances and they'd immediately know where the unpermitted rentals are occurring.

As it stands, it is up to neighbors to make a complaint, which obviously is not working (do you want to be the one to ruin the relationship with your neighbor?).

But does the city really want to cut off this lucrative trade? 10% of every Airbnb stay goes straight to them!

(Also - remember there is a current "concentration limit" wherein no new STR permit can be issued when there is another STR permit within 250 feet in any direction. Those grandfathered in before that are the only exception.)

I am writing to express my disappointment with the leadership of this office in regards to the COVID pandemic. This most recent movement to Extreme Risk as numbers are dropping nationwide and more and more people are becoming vaccinated every day seems to show a contempt for the very people being governed. I am not in the restaurant industry, but I know people who are, and I am literally watching as their lives are being upended and destroyed by policy which is making less sense every day. Hiring and then laying off people every other month is untenable and affects so many people’s lives. Like most cogent people, I truly believe that the pandemic is real, vaccinations are important and caution is warranted. However, I hope that common sense and a sensitivity in consideration of these people’s lives will inform present and future policy.

We all need to get vaccinated, wear masks for now AND open things up to a return to normal life and restore these industries that are so negatively impacted before we end up in a far worse economic situation that will also negatively impact the health and well-being of all of us.

Now she’s the Interim President of the whole University System.

ormer Oregon State University President F. King Alexander resigned on March 23 after the law firm Husch Blackwell found that sexual misconduct reports were routinely mishandled at Louisiana State University under Alexander’s presidency from 2013 to 2019.

Less than a month after Alexander’s resignation, OSU-Cascades Vice President Becky Johnson was confirmed by OSU’s Board of Trustees as the new Interim President of the University System.

Johnson started at OSU-Cascades when it was small enough to still be housed in Central Oregon Community College, up to the present where it’s the fastest-growing college in Oregon. OSU-Cascades’ Dean of Academic Affairs Andrew Ketsdever was appointed the Interim VP of the Cascades campus in her stead. The Q&A below has been lightly edited for clarity.

Source Weekly: What are your goals going to be as the interim president of OSU, and how did your tenure as the Vice President of OSU-Cascades inform those goals?

Dr. Becky Johnson: My first goal is to just restore trust and confidence in the administration here at OSU, because we’ve gone through some turbulent times with the presidential transition, and do that by getting out and listening to people, establishing relationships, understanding what their issues are, seeing what we can do to address those issues. And then the second goal is to make sure that we are prepared for coming back to in-person activities in the fall. During COVID, we’ve been mostly remote for about a year and a half now almost. So there’s a lot of planning that’s going into coming back in the fall. And in terms of OSU-Cascades, obviously, it was a smaller institution but we face all the same issues. Our COVID situation was exactly the same as it was here, we had a little bit more face-to-face than we have had in Corvallis in terms of our instruction, but most of it was remote. So it’s how do we, again, maintain relationships. One of the things I learned while I was at OSU-Cascades was the importance of community relationships, and that goes for the entire Central Oregon community, the businesses, the organizations, COCC, K-12, and really getting to know those people and working with them on our common goals. I think that’s something that I can bring to this new position and try to make sure that we have those same strong relationships.

SW: And in the process of restoring trust in the university system, who are the stakeholders you’ll need to

address and changes that will have to happen to accomplish that goal?

BJ: Stakeholders include just about everybody because it’s certainly the students and student government, it’s the faculty and the Faculty Senate, which is kind of a governing body, the staff that worked at the university. We have extension offices and all 36 counties. So really, the entire state of Oregon are some of our stakeholders. We do a lot of research across the state, we have Agricultural Experiment stations located around the state, we have college forests around the state. So being the state’s land grant institution, all of the state comprises our stakeholders… I’ve already had a conversation with the president of the Faculty Senate. I’m going to meet with the student government leaders tomorrow. And so there’s just gonna be a number of meetings set up to hear personally one on one, what people are concerned about, what they’re facing ,what they’re worried about for the fall term coming back in person. But I think a lot of it is establishing that I am willing to listen and I’m willing to try to address the issues that people are facing, we can’t, of course, always make everybody happy and address every issue that people have, but at least if they know they’ve been heard, and that their issues have been looked in to, that can go a long way.

SW: With moving toward in person learning in the fall semester, over the past few weeks, we’ve seen how quickly risk statuses can change. So does the University have a plan B, a plan C, plan D, that it can implement without significantly interrupting instruction?

BJ: You know, we were fortunate that we already did this once, right. So last—I guess we were just starting winter term—we’re just going into finals week, they were ending winter term going into finals week. And we had to completely shift to remote instruction for spring term. So that meant faculty had two weeks, that finals week and spring break, to try to completely shift their courses from being face-to-face to being remote.

So the good part about that is that faculty have done that once. We really hope we’re not, of course, going to have to be in that situation. We’re hoping that the vaccines and the number of people that are getting vaccinated will help bring these numbers back down so that we’re not in that situation. But we understand that things could change, right, the variants could somehow end up being a concern for people even who are vaccinated.

SW: You were with Cascades as the VP since 2009, when it was still housed in Central Oregon Community

College. Will it be an adjustment from building up a satellite university campus to presiding over the largest university system in the state?

BJ: [laughs] It’s a little different.

Certainly, we had different challenges. So our goal when I got there was to try to grow enrollment and grow programs at OSU-Cascades. And enrollment is certainly a concern here at the bigger university as well. We’re not trying to grow as fast as we were trying to grow at OSU-Cascades, but we certainly want to maintain our enrollment and grow a little bit each year if we can.

So those efforts are similar, but growing academic programs is much less of an issue here at the bigger University; we have something like 220 academic degree programs already, so students can find the majors that they want at the larger OSU, whereas OSU-Cascades we had, when I got there, probably 10 or less majors. So you can imagine that a lot of students weren’t coming to OSU-Cascades because they couldn’t find the major they needed. When you have an established, huge university, changes are more incremental. It’s like steering a big ship; it doesn’t move on a dime. When I was at OSU-Cascades we could be more nimble, we could be a little more entrepreneurial. But even at the big university, we have to figure out how to be entrepreneurial and how to react to some of the global changes that are going on right now and make sure that we, you know, the degree programs, are addressing what students are going to need going forward and not necessarily what we’ve done for years and years.

SW: And, again, on Cascades.

They’re currently I believe in Phase 1A of the campus expansion project.

When they’ve gone through all five phases, how will that benefit the students there and also what’s the benefit for the community partners that involve themselves in it?

BJ: We’re hoping to get to somewhere between 3,000 and 5,000 students by full buildout of the campus, and we’re at about 1,400 students now, I believe. You can see that that’s a much, much larger student body. Along with that there will probably be about 50 degree programs; I think we have 18 right now. So there’ll be a lot more opportunities for students. That means students in our region, I think about 60% of our students right now come from Central Oregon, so a lot more of them will be able to find the majors that they’re looking for and a lot more students from outside the region will be finding OSU as an attractive alternative. We will be responding more to our business and industry needs.

Again, as we add academic programs, so for example, if we could have a mechanical engineering degree or electrical engineering degree, that would help serve our advanced manufacturing sector in Central Oregon. And there’s a number of additional degrees and one of the things we try to do at OSU-Cascades is really listen to our business community in our industries about what they need for a skilled workforce. I’m sure you’ve heard that people are having a hard time getting the employees that they need right now.

River’s Edge Golf Course is being sold to develop new housing. What does that tell us about Bend’s land supply?

In March only 14 homes sold for less than $500,000 in Bend, making home ownership nearly unattainable for the median household income of $65,662 press release from Pahlisch Homes said.

“Purcell chose to sell to Pahlisch to prevent these outcomes for River’s Edge and the surrounding lands.”

Pahlisch said its plan for the course was to keep 50% of River’s Edge as open space, with 50% of the potential 400 homes planned as “missing middle” homes, which are usually more affordable multi-family units. The company hasn’t committed to a particular mix of density yet, but the development will feature homes besides single-family dwellings.

“Apartment buildings will not be in a final development plan. Paired townhomes, multiplexes and cottage homes are just some of the product types that the new Uplands community will offer.

We know more stakeholder involvement is needed to ensure a mix of housing types are integrated in a highest and best-use way,” Pahlisch wrote in an email to the Source.

Redeveloping a golf course isn’t unheard of, but the announcement shocked golfers and people who live nearby.

“There’s just not a lot of available land, which is why someone would consider buying a golf course and converting the golf course to housing,” Damon Runberg, regional economist serving the East Cascades for the Oregon Employment Department, said. “You’ve got a

dirt issue, just a real land issue, when that’s happening.”

The conversion of the course is indicative of Bend’s decreasing supply of buildable land. Over 83% of Bend’s land is already developed. Vacant land takes up 16.2% of the city overall, 58% of which has no established use and an improvement value under $20,000.

With so little land available for new, or “greenfield,” developments, developers will have to get creative to meet housing demand.

On Tuesday, April 28 it was announced the entire course would be sold to Pahlisch.

“Housing can take place in either a redevelopment situation, or a greenfield situation. I think it’s fair to say that we are... city of Bend is running out of opportunities for greenfield development,” Brian Rankin, a planning manager with the City of Bend, said.

Runberg says the housing crisis is a result of long-term local issues, including years of underbuilding and investing too heavily in single-family dwellings, but also more current universal trends like millennials buying their first homes, historically low interest rates and people choosing not to move locally during the COVID-19 pandemic.

“The demand has been high because we are one of the fastest-growing communities, as a percentage of population, in the last decade in the nation,” Runberg said. “Then also, if you start going down into certain types of housing, you see an even larger disparity as where we don’t have enough supply for the demand that exists.”

Options for lower and middle income housing are nearly non-existent for those wishing to own a home.

In March, just 14 homes sold for less than $500,000 in Bend, making home ownership nearly unattainable for people earning the city’s median household income—$65,662, according to the latest figures from the U.S. Census Bureau. With costs soaring, the need for townhomes, apartments and other alternative types of housing is necessary to accommodate the average Bendite.

“Some very professional, what we consider high-paying occupations can’t even afford housing, at least on a single income,” Rundberg said. “The share of our housing stock and single-family residence has been far skewed towards single family compared to your average metropolitan area, and that’s definitely been an area that we need to sort of alleviate, we need to create more of all types of housing.”

City leaders are aware of the need to build and have issued more residential building permits in 2020 than they have since the Great Recession.

“The fix is, hopefully, geographic mobility picks up as we continue to see more vaccinations, and so that churn of the existing home market will pick back up to more normal rates, and we continue to see this trend of building permits and more new houses being built,” Runberg said. “Those two together should really alleviate some of the supply crisis, it won’t make it go away, it just will make it not hurt as bad.”

The issues facing housing costs in Bend aren’t unique. During COVID-19 the cost of homes climbed as interest rates plummeted across the country, while new home construction remained relatively unchanged.

“The West Coast is under supplied in housing, the state is under supply and housing and Bend is undersupplied in housing,” Rankin said. “It’s a huge societal issue around housing. That is what we’re all trying to figure out how to deal and how to manage.”

Good news is, there’s about to be more of them. Wayne Purcell, whose family has been instrumental in the economic development of Bend as a tourist destination for decades, announced his intention to retire and sell River’s Edge Golf Course in the process. Rather than selling to another golf course operator, Purcell opted to sell to Pahlisch Homes, whom he’s partnered with to build many of the houses sprinkled around the course now.

April tunes bring May grooves—new music from Dalton Bell, Nicholas Tharpe & quickly, quickly

April may have been the most-hyped month of new music so far in 2021.

I’m talking across the board of genres—whether it was popular names (Taylor Swift, Justin Bieber and Young Thug all put out new music last month) or more under-the-radar artists, everything that dropped seemed to be exciting—even if it was bad.

Lil Yachty released a mixtape that highlighted Michigan rappers, but was ultimately derailed because his raps were not very good. My friend tweeted his opinion about the record, and Yachty wrote back: “Saying this is insane, it’s obvious my verses went over your head.” To this I spent a good 10 minutes laughing.

But the good, of course, outweighed the bad, and especially here in Central Oregon and statewide, where the new releases were top-notch. Check out some of the highlights below in this installment of Source Material.

If you’re looking to get your rock and roll fix in, then Dalton Bell’s “Ignition” album is the way to go. Taking inspiration from the rock of the ‘80s, Bell uses a combination of synths and screeching guitar to put together a modern take on an old-school-feeling album. On “High Dalton Bell Stakes” Bell cranks up the tempo and puts on an absolute show on the strings, whereas songs like “Runaway” offer the feeling of being at a laser show, with its barrage of synths in the middle. My favorite song on the album is “Mirage,” which is a little softer of a track but still hits with that same Bell-punch he brings to the jammiest moments. I also have to mention the genius that is the album cover: an electric guitar with tiger print, Bell in a leather jacket with the mountains behind him—it’s truly a victorious vibe. This is a very fun instrumental project.

A unique combination of neo-classical and the atmospheric-ambient songs of today, “Bird Songs” is a grand album, both trippy and calming. Each track is titled after a different species of bird— “Lesser Goldfinch,” “Loggerhead Shrike,” “Tundra Swan” and more. Oftentimes the tracks are striking and immediately grab hold of your Nicholas Tharpe attention. Other times there is a softer and slower build.

Regardless of the approach, each song sounds like its own piece to a larger movie or story playing out in front of you. Before you know it you’re sucked in and then the album finishes— but there’s a mysterious quality about “Bird Songs” that makes me immediately press play right after.

“Feel” - quickly, quickly Quickly, quickly is the musical project of Portland’s Graham Jonson. His latest single, “Feel,” is a jazzy and psychedelic pop track that packs a groove worth dancing to. The song catalogs the experience of a breakthrough and discovering a new sense of hope. Like an epiphany itself, the song captures the moment of feeling or experiencing something new, or taking the first steps toward a new direction in life. “Feel” is a song that instantly puts a pep in your step and is perfect as we transition from spring into the summer.

Will La Niña’s failure to deliver bolster wildfire season?

held just 52% capacity at that time. As of May 2—with irrigation already underway—Wickiup held 49% capacity; Crescent Lake and Ochoco Reservoir held 26% capacity as of May 2. Gorman’s data is obtained from the Bureau of Reclamation’s monthly Oregon Basin Outlook Report, put out on the first of each month.

It’s a joint effort by the United States Department of Agriculture and National Resources Conservation Service.

In comparison to the March 1 report, April 1 fill line forecasts dropped. The May 1 report dropped again.

“On March 1st, it looked like Prineville Reservoir would fill, but now, there is a very high likelihood that it won’t fill. It’s really low for this time of year,” noted Gorman. Prineville Reservoir was 61% full as of May 2.

Snowpack accrual through March is the straw that broke the camel’s back in forecasts for northern California and southern Oregon.

“April 1st snowpack conditions are near or above normal for much of the state,” observed the Oregon Basin Outlook Report, “with persistent below-normal snowpack in southwest and southeast Oregon. Changes to statewide snowpack in March varied. Snowpack %-normal increased for most basins in northern Oregon. In contrast, snowpack decreased for several basins in central and southern parts of the state.”

The streamflow input forecast is just as bleak for central and Southern Oregon.

uring a July 2017 multi-day river trip on the Lower Deschutes River, around the Olive Grove Camp, a thick haze started rolling in. That was day two.

By the time we reached the takeout on day three, the crew was choking on particulate matter. This was pre-COVID and we opted to wear then-rare masks. On the evening drive back home, wildfires were raging Mad-Max style along the highway.

Although it made for a pretty sunset, the cost is not reflective of the beauty. Among the casualties: Thousands of acres of forests, weeks of no play for outdoor recreationalists and no revenues for any guiding or outdoor-based businesses.

Rolling into spring, many locals (river rafters included) are wondering how the predicted La Niña winter panned out, and how it would affect wildfire potential for their prized summer outdoor recreation season.

In late November 2020, the National Oceanic and Atmospheric Administration asserted that La Nina would reign (and rain) queen over the U.S. Predictive maps showed swaths of regions that could expect increased cooling and precipitation. Bend seemed to float on the cusp of an interval of a 40% chance of cooler temps and more precip, or no increase in either.

Central Oregon did not see the cumulative precipitation increase we banked on, according to Kyle Gorman, regional manager of the Oregon Water Resources Department. He points to Central Oregon reservoirs’ fill lines as evidence.

benefactors of irrigation and river wildlife will be the truly disenfranchised locals. Trout, Oregon spotted frogs and many other species, including the Central Oregon farmer will be left high and dry if drought predictions manifest.

“The low flows in Wickiup translate to lower flows in the Upper Deschutes, which will reduce the recreation opportunity in the Upper Deschutes. Also, the biggest impact is related to the North Unit Irrigation District patrons who have to try to make ends meet with about 50% of their normal water supply.

This is the third or fourth year in a row where their supply has been limited,” Gorman added.

Although drought certainly doesn’t help, summer weather will likely be the biggest predictor of forest fire potential.

According to the National Wildland Fire Potential Outlook, put out monthly by an interagency collective: “In June and July, the risk of significant fires will rise above average in central Oregon… Precipitation was below average for nearly the entire geographic area in March… Elsewhere there was a deficit of rainfall, particularly on the east side of the Cascades, where many reporting stations tabulated less than a quarter of the normal monthly total.”

The report also reminded that, “A strong windstorm in late March resulted in a 200+ acre fire from power transmission lines near Bend, OR that consumed light fuels and some timber.” If it’s a windy summer, we may be seeing more of this kind of combustion. At least we’re all already stocked up on masks.

I

know we all know this by now, but Michael B. Jordan is easily in the top two or three most charismatic actors of his generation. Ever since his unforgettable turn as Wallace in “The Wire,” Jordan has slowly and systematically built one of the smartest and most durable careers in Hollywood.

As well-balanced as his career has been so far, Jordan is kind of in franchise-building mode right now. Projects include the “Creed” series (the upcoming third of which will mark his directorial debut), his much-rumored return to Marvel’s “Black Panther” franchise and now “Without Remorse,” an action vehicle that is easily positioning Jordan to have his own “John Wick”-esque revenge series.

Based on the character created by military fiction mastermind Tom Clancy, “Without Remorse” is technically a spinoff of the Jack Ryan film series. The character played by Jordan, John Kelly, was played by Willem Dafoe in “Clear and Present Danger” and Liev Schrieber in “The Sum of All Fears.” Oh, and he’s also a character in the “Rainbow Six” series of video games.

John Kelly is a man who’s lost everything. When his wife and unborn child are killed in a home invasion by Russian nationals, Kelly goes on a suicidal revenge mission that could literally start WWIII. There’s a mystery to the center of the film that’s super predicable and some of the dialogue sinks like a box of rocks, but if you’re after Michael B. Jordan killing tons of nameless Russians and looking like a badass doing it, then you’ve found the right place.

Honestly, the movie is so fast-paced and entertaining that I was willing to forgive it almost anything—but man, the ending so blatantly sets up a franchise that it’s kind of insulting. What’s sad is that ultimately, “Without Remorse” has enough pretty fantastic action set-pieces that even though the film is openly and obviously manipulating me into watching more John Kelly movies, I’m there for it. When Amazon Prime eventually plops out three more films in the series (I imagine them being called “A Little Remorse,” “Even More Remorseful” and “No More Remorse: The

Remorsening”), I will probably watch them all “opening night.”

But that’s all built on the strength of Michael B. Jordan as a performer.

He’s so compelling that I’m wondering if the character of John Kelly could even stage a franchise without him. He imbues even the most throwaway lines with a sense of gravity and depth and could easily build a career the size of Tom Cruise or Keanu Reeves, but with more range and fewer limitations.

So…yeah? This is a movie that exists. If you wanna watch some great shootouts and explosions and a

straight-up movie star performance from Michael B. Jordan, then look no further. The plot is ridiculous and with a few bonkers twists, but it’s ultimately predictable as hell. If you need something with a little more depth, maybe check out “The Hunt For Red October” or “Patriot Games.” That’s some Top Tier Tom right there.

If You’re New Here: How to float like a local this summer

an you believe it’s almost that time of year again—when you can slip into the Deschutes River on an inner tube and float downstream like Central Oregon royalty #livingyourbestlife?! Although a few more storm systems are blowing the last of this year’s pow up at the mountain, down in town, the weather’s been almost float-worthy.

If this is your first summer in Bend, I’m talking about the townie corridor float that traverses Riverbend Park, to the Bend Whitewater Park, into Drake Park and Mirror Pond.

As the desert heats up and you start preemptively ordering your floaties (better get on that, i.e. COVID goods delays, Suez Canal blockage, general shortage of floaties in Bend over the summer) keep these safety and stewardship tips in mind from Bend Park and Recreation District and the Upper Deschutes Watershed Council.

River Attire All floaters should consider donning a durable outfit before entering the river: long sleeves, shorts, a secure hat and closetoed shoes are ideal. No river outfit is complete without a life jacket. In the spirit of supporting on-water safety and the Oregon Marine Board (which regulates life jacket and water rules), on May 21, whether on land or not, wear your life jacket for Wear Your Life Jacket to Work/Home Day. For questions about life jacket regulations, see the Oregon State Marine Board website.

Securely fasten shoes (no flip flops) and anything else on your tube or floatie. At the annual Deschutes River cleanup hosted by UDWC, volunteers have found literally hundreds of pairs of sunglasses, flip flops and cell phones throughout the floating corridor and the Whitewater Park. This year’s cleanup is on July 31. To participate, signup on the UDWC website.

A durable floatie is also ideal. There is much cheese-grater-esque lava rock lining the banks, in the fish ladder passage and protruding from the riverbed. It isn’t uncommon to do the walk of shame all the way to Drake Park because that really cute (and really fragile) unicorn floatie popped halfway through the float. In the event this happens, don’t leave floaties on the side of the road, or worse, in the river; dispose of it properly.

Etiquette and Ethics Kolleen Miller, education director with the UDWC urges patrons to, “Consider the health of the river, its streambank vegetation, and the fish and wildlife as you enjoy the river. Remember, the Deschutes is home for native fish, river otters, osprey and the threatened Oregon Spotted Frog.

This includes only entering the river at designated access points. Seasonally, sensitive vegetation has been trampled due to people (and dogs) entering and exiting the river at non-designated points. These areas can take years to recover.

Also, alcohol and bridge jumping are not allowed.

Lastly, be courteous to fellow floaters. Be mindful of the appropriateness of your behavior and conversations around families and other patrons.

Always assume goodwill and work together so all river users have the best experience possible.

Amenities and Services “A little advanced preparation is recommended for river recreation this summer,” said Julie Brown of Bend Park and Recreation District.

“It’s encouraging to have the Ride the River shuttle and tube rentals available after a hiatus last year, and reservations will be necessary to ensure space availability,” she advised. “Floating is one of the most popular activities in Bend and a little planning can be a big help.” Look for Ride the River shuttle operation details and schedule in early June.

New Bend Whitewater Park Access Parameters for Surfers • The river-left (west) island is for surf line-up. There is no public access to the river-right island. Up to 10 surfers on the island at one time.

• New waiting area on river left at McKay Park as well.

• Once you surf an hour session, give someone else a chance. Positivity and respect are priorities.

• Life jackets and whistles are required for all boaters and paddle boarders. Helmets are recommended.

Board leashes, however, should not be used as they can get caught on underwater elements.

• Always scout the conditions as river flows and wave features change frequently. Consider the waves above and below and plan your exit routes for each wave. See the Bend Whitewater Park Facebook page for updates.

COVID Protocols Stay 6 feet from others on land and on water. If you can’t maintain 6-feet distance from others, wear a face covering (ages 5 and up). Don’t clog up access. Wait for others to enter/exit at river access points. Visit less-popular sections and/or at less busy times whenever possible. Lastly, bring your own water. Drinking fountains are not available.

With all of that, Miller of UDWS hopes locals, visitors and all patrons will have a chance this summer to, “enjoy the beautiful river that we get to call home!”

Asian American violence has been on the rise in the U.S. since the start of the COVID-19 pandemic. Stop Asian American Pacific Islander Hate, a coalition that tracks reports of violence and harassment against the AAPI community across the nation, reported a steady increase in the number of hate incidents since March 2020. The month of May is Asian Heritage Month and there are plenty of events coming up designed to raise awareness and challenge biases.

Lin Hong, a professor at Central Oregon Community College, pioneered several Chinese and Asian programs throughout Central Oregon. After moving to the area in 2017, she launched the Chinese program at COCC and has helped bring Chinese programs to various high schools and middle schools. She is a supporter for the on-campus Asian club and continues to brainstorm ways to bring Chinese summer exchange and internships to students.

One of the students inspired by these programs is local Summit High Schooler, Rachel Wallace, an 18-year-old who has been studying the Chinese language for the last three years. After completing a two-week study abroad in Beijing and Shanghai, she marveled at how quickly the experience improved her language skills. Eager to continue her studies, she applied and was accepted for a prestigious scholarship with the U.S. Department of State’s Bureau of Educational and Cultural Affairs to study Mandarin in China.

She will leave for eight months in the fall of 2021 and then begin her studies at the University of Oregon in their flagship Chinese programming after she returns.

COCC has a long tradition of offering unique programming for AAPI Heritage month. Hong described the 2019 experience as one of the biggest events of the year for the college campus, where unique Asian culture had activities and performances throughout the month. After canceling most of last year’s events, the Diversity and Inclusion team is thrilled to bring back some virtual events for 2021. County Commissioner Phil Chang will present virtually on his experiences during a community discussion May 6.

Other events include online film screenings, study abroad discussions and a panel on addressing issues unique to Central Oregon AAPI communities.

Instead, I will suggest that you solicit help about truly important matters, not meaningless trivia like shoelace ironing.

For example, I urge you to ask for the support you need as you build bridges, seek harmony, and make interesting connections.

ARIES (March 21-April 19): Created by Leonardo da Vinci in the 16th century, the Mona Lisa is one of the world’s most famous paintings. It’s hanging in the Louvre museum in Paris. Renaissance artists commonly created “heavenly” and “vulgar” versions of the same subject. Cinco Cervezas for Cinco de Mayo Instant fiesta: Just add any of these local Mexican-style beers

I

sn’t it loco to think that we have Austrians to thank for Mexican lagers? German immigrants greatly influenced non-indigenous brewing in Mexico, but the quintessential Mexican lager is a style more formally known as Vienna lager because in 1864 Napoleon imposed an Austrian-born emperor. Though he was executed by Mexican forces in 1867, Austrian brewers kept emigrating and creating beers like Negra Modelo.

The hallmarks of Vienna lager are that it’s brewed with Vienna malt— imbuing a reddish hue and lightly toasted bread and toffee flavors—and Continental noble hops such as Czech Saaz or German Hallertauer. Mexican lagers evolved to become more synonymous with blonde, adjunct lagers such as Corona (the best-selling imported beer in the U.S.).

Whether it’s the heavy reliance on flaked corn, or more likely, the dexterity and time-consuming nature required to brew an excellent lager, American craft breweries largely ignored lagers in favor of ales. When they did attempt them, they were predominantly thin and golden, modeled after Czech or German pilsners. But between Corona being the top import and the once-dirty-little-secret that many craft brewers have a stash of Pacifico or Tecate, Mexican-style lagers are finding footing across Mexico’s northern neighbor. To anyone who complains that some of them include maize in the grist (to lighten the body, not cheapen the cost) and are therefore not true craft beer, how’s that mango-marshmallow-mochi milkshake IPA you’re Instagramming?

The key with corn is that it is highly fermentable, so it contributes to the alcohol content, but the svelt body makes said beers highly “drinkable” or “crushable.” And with 80-degree days already upon us before the unofficial start of summer drinking, a.k.a. Cinco de Mayo, here are five local Mexican-style beers to ring in the season.

Crux Fermentation Project, “Chicano Batman” (4.7%). This beer was created by Crux’s assistant brewmaster, Jonathan Cano, who’s also an inaugural recipient of the Michael Jackson (the late beer writer, not the King of Pop) Foundation Sir Geoff Palmer Award for Brewing. It’s built on a mélange of dark and chocolate malts while still spiced with various noble hops. A lighter one called “Fernando Valenzuela” (4.6%), brewed with flaked maize and some lime-throwing Motueka hops, is nothing to balk at.

Sunriver Brewing, “Deseo” (5%).

Here’s a beer that was intended to taste like the customary lagers, but ended up adhering to the Bavarian Purity Law. When Deseo’s brew day arrived, nary a flake of corn was found in the brewhouse, so the result isn’t just an all-malt light lager but one that earned a gold medal in the Latin-American or Tropical Lager category at the North American Brewers Awards. Brewed with less Vienna malt than similar beers yet with more hops (Czech Saaz and Oregon Mt. Hood), it’s served in a pilsner glass with a lime.

GoodLife Brewing, “Buena Vida Mexican Lager” (4.7%). This has all the traits of the Mexican beers frequently purchased by the “suitcase.” From the pale, straw color to the mere kiss of grassy, noble hops, although it contains flaked maize, it still ends up with bready flavors over corn tortilla.

Boss Rambler, “Bajaveza Cerveza Clásica” (4.5%): Neither over-thought nor overwrought, Bajaveza aims to deliver a classic Mexican lager without any of craft’s bells or whistles such as dry-hopping. The result is light, crisp, and muy refreshing. Available exclusively in tallboy cans.

Worthy Brewing, “Salted Lime Gose.”

In lieu of a Mexican lager, Worthy’s celebrating Cinco with a beer that negates a lime wedge in favor of hand-zested limes, and a fair amount of the juice, directly in the beer. Gose is a sour wheat beer with a trace of salinity, in this case the use of Jacobson sea salt. It’s mostly associated with the German cities of Leipzig and Goslar, but its citric and salty bite make it a natural pairing for the chicken tinga at Worthy Taps & Tacos.

I’m a girl in my 20s. I recently started dating a guy I’m falling in love with.

He invited me to a party to meet his friends, and I’m nervous. He’s “objectively” more attractive than I am (6-foot-2, brawny, and incredibly handsome) and very successful. I’m attractive, but I see the looks women give him, and I can’t help but feel his friends will question why he’s interested in me. I’m thinking of backing out of the party, but maybe I should back out of dating him entirely, given the pressure.

—Freaking The other guests are going to a party; as you see it, you’re on trial, and they’re the jury. The invite: “Drinks, tunes, and executing the borderline attractive girl at dawn.”

Tell somebody you might end it with this guy because you’re afraid his friends will be all “Eew, why’s he with her?” and they’re sure to scold you that you shouldn’t care what other people think of you. They mean well, but this is ridiculous advice—akin to telling you not to get hungry. We evolved to be people who care what other people think.

That’s built into our psychology, same as the urge that drives us to nab a burrito, which keeps us from passing out, dying, and being eaten by raccoons.

Successfully handling other people’s appraisals of you starts with throwing out everything most of us believe about self-esteem. I explain in “Unf*ckology” that this “I like me!” state we’ve been told to strive for “makes little functional sense. Psychology researchers and therapists far and wide failed to ask the ‘why?’ question that evolutionary psychology demands: Why would it be evolutionarily advantageous for you to like yourself -- for you to sit around saying, ‘I’m fabulous! Kiss the royal hand!’?”

What would’ve helped our ancestors survive and mate is other people liking them: respecting them, wanting to get it on with them, and sneaking them seconds on the bison frittatas. Accordingly, psychologist Mark Leary explains that we developed an internal monitoring system that tracks “the degree to which other people accept versus reject” us. Our resulting feelgood or feelbad (erroneously called “self-esteem”) is actually part of a three-part process: 1. Our perception of what other people think of us, which leads to 2. Feelings in us (from happy to fearful), which motivate us to 3. Maintain our social position or try to repair it.

So, “self-esteem” is really “what other people think of us”-esteem—a

measurement of our social standing— triggering emotions that drive us to preserve or fix it. In light of that, advice to “raise” your self-esteem makes no sense, because how you feel about yourself isn’t the problem, and changing that fixes nothing. (It’s like trying to feel better about your overheating car instead of putting water in the radiator.)

While being popular has many benefits, panicking at potentially being rejected made more sense when our survival in a harsh ancestral environment depended on our maintaining our social cred with a small, consistent band of people.

We now live in vast cities teeming with strangers. If someAmy Alkon body in our social circle decides we’ve got adult cooties, we can pretty easily slide into a whole new social circle simply by hanging out at different bars.

So, your terror about meeting his friends—“LIFE OR DEATH, GIRLIE!”—is driven by psychology that’s seriously outdated: mismatched with our modern environment. Recognizing this can help you put your yearning to be liked into a more modern perspective: Great when it happens but merely a major bummer, not a death sentence, if it doesn’t.

Lowering the stakes like this should be helpful because pressure to excel could cause you to overfocus on your performance. This can lead to clutching anxiety that impairs your ability to perform (“choking under pressure”).

Amazingly, research by Harvard Business School’s Alison Wood Brooks suggests a way to prevent choking is “reappraising” the pounding heart of anxiety as the pounding heart of excitement. Say to yourself repeatedly, “I’m so excited to go to this party and meet his friends!”

It should also help to approach the evening with a relaxed set of goals: 1. Having fun. 2. Getting to know his friends. Because you’re with him, they’ll probably assume you’re special—which is surely why he’s with you. (A handsome, high-status guy doesn’t get involved with a woman he finds physically and otherwise meh.) At the party, instead of trying really hard to be liked -- a surefire way to be instantly unlikeable—ask people about themselves, and listen with genuine interest. They’ll warm to you, probably without knowing why. Sure, some hearts might remain hardened, but it’s the rare person who’ll cut themselves off, mid-“me, me, me!” to pelt you with canapes and chase you out of the party with a broom.

Waiving the Home Inspection Contingency Does the risk outweigh the reward?

out of the purchase agreement without losing a substantial earnest money deposit.

More often than not, a seller is not even aware of the deficiencies or issues.

I had a transaction some time ago where the seller did not disclose that the furnace system was on the verge of complete failure. The seller has just assumed that when the thermostat kicked into emergency mode, it still was in full working order because it was providing heat.

The home inspection revealed that this system was in fact failing and would be a $5,000 expense to the buyer to repair.

In addition to the furnace, the inspection revealed that nearly three quarters of all of the windows in the home had failed seals and damaged housings that required replacement. Again, another repair costing several thousand dollars.

While the waiver of the inspection contingency is advantageous to a seller, it truly can be a detriment to a buyer. The vast majority of real estate professionals will caution a buyer on the hazards of waiving the inspection contingency. So, what is an approach to crafting an offer that is attractive to a seller, but still protects a buyer?

One tactic that I have consulted with my clients about is to keep the home inspection contingency and waive any requests for repairs or credits for repairs in the initial offer—essentially relaying to the seller that this is an information-only inspection. This approach gives the seller peace of mind that they are off the hook for making any repairs and the financial hook to pay for them. In addition, this allows the buyer the opportunity to really know what they are buying and make the educated decision to accept what may arise from the inspection. Essentially, a home inspection allows a buyer to purchase the property with their eyes wide open when buying what is likely the biggest financial asset of their lives.

t’s common knowledge that real estate markets across the country are beyond hot. It’s become commonplace to not hope for but to expect multiple offer situations. Buyers are routinely competing with other buyers who are just as qualified and motivated. In addition to offering tens and in some cases hundreds of thousands over list price, buyers are increasingly looking to terms as a way to make their offer stand out from the pile of offers sellers are receiving. Quick closings, appraisal guarantees and waiver of home inspection contingencies are becoming customary terms in buyers’ offers to purchase property.

When a buyer finds themselves competing, often the case in the current real estate climate, it can be tempting to waive the inspection contingency. This comes with sizable risk and essentially waives a buyer’s right to revoke their offer to purchase, and forfeits the return of the earnest money deposit. A home inspection contingency protects the buyer’s financial interest in what is typically the largest purchase of their life.

A professional home inspection is the in-depth examination of the property’s systems and structures that are not readily apparent in a typical property viewing.

These inspections also examine the property for health and safety issues, such as faulty electrical wiring, structural deficiencies, potential fire hazards and much more.

Take, for example, a buyer who is looking for a property that is turnkey and will not require sizable repairs before moving in. The buyer settles on a darling little cottage that has new flooring and fresh paint.

What the buyer doesn’t see is the crumbling foundation in the crawlspace or the failed heating mechanism with the heating and cooling system. These are potentially very costly repairs that a buyer who has waived the home inspection contingency is saddled with, and with no opportunity to back
