A Change in District 2 could mean more than just lip service for struggling Oregonians It is beginning to become clear, as the bean counters set their pencils to an evaluation of the tax plans that are currently moving through Congress, that these changes will hurt the majority of Americans. The plan is being rushed through with an arbitrary “before Christmas” deadline to score a year end legislative “win,” and the entire process is resulting a troubling outcome for Oregonians. The bill’s superficial process, the ramifications of the bills effect on the neediest Oregonians, as well as the addition to the nation’s growing debt begs the question of how long our district can support the politicians backing this sort of political process. If we thought that Congressman Greg Walden had our back, the tax plan is a good example of where politics is literally trumping the district’s interests.

Some of Walden’s statements, on the surface, appear to support the struggling people in his district. He continually champions the need to increase economic opportunities—especially in rural parts of Oregon.

There’s no doubt that some people in rural areas suffer from a lack of opportunity, but they need real support services.

The unemployment rate in Harney County—with one of the highest rates of unemployment in the state—was 4.9 percent in September, slightly higher than the state’s overall unemployment rate of 4.2 percent. (Oregon’s overall unemployment rate was at a historic low of 4 percent in March.)

But delve below the surface and it’s apparent that much of Walden’s rhetoric about caring for struggling people is going to end up being sacrificed to move the current tax plan through the House. Invariably, what will follow a dismal budget projection like the current one is the subsequent, posttax-bill budget-cutting. Through the proposed increase to the Child Tax Credit, and through a proposed increase in the standard deduction, as they appear in the current

iteration of the House bill, Walden attempts to appeal to the working families he claims to support. But not so fast.

Republicans in Congress are already hinting at how they’ll pay for the tax plan, which, at this stage, promises to add billions to the deficit. The most likely target for cuts is to “entitlement programs,” which historically have meant cuts to Medicare, Social Security, and in this iteration, perhaps even the SNAP program. These programs are a lifeline to people in depressed communities, where so far, more rural jobs have yet to materialize.

Republicans have done this before. In 2001 and 2003, President George W. Bush’s administration attempted to cut Social Security and Medicare, just after passing tax cuts.

Also added to the proposed tax bills: drilling in the Arctic National Wildlife Refuge, and a move to put tip money into the hands of restaurant owners, instead of going directly to the service worker who earned them. Both plans which emphasize catering to folks further up the economic food chain.

These tax bills have numerous negative implications for those with the least in Oregon. If the tax plan remains unchanged and District 2 is saddled with cuts to its fragile support structure it will be time for change in the next election cycle. While it won’t undo the damage working its way through Congress right now it just might stick a finger in the dyke of inequality that is spilling out in Congress.

Since the House and Senate have yet to marry their tax bills as of this writing, a call into Walden’s office would be a good item of holiday cheer. But, don’t miss out on voting in the May primary in the race for Oregon’s 2nd Congressional District, and keep an eye on the ramifications of passing this tax bill. SW

ut of 44 recipients of the prestigious Milken Educator Award this year, only one was from Oregon—and she happens to be a teacher at Bend High School. Unaware she was to be honored, representatives from the Milken Foundation presented Andria Lindsey with the award in a surprise all-school assembly Tuesday morning. As she stood with her colleagues, surrounded by students, Lindsey was visibly taken aback when she was presented with a gift check of $25,000 for her exemplary work as a math teacher since 2005.

"Andria Lindsey makes daunting subjects approachable, difficult problems solvable and fresh ways of thinking commonplace for her students with

International Baccalaureate Diploma Coordinator, Advancement Via Individual Determination trainer, and a member of the National Council of Teachers of Mathematics. Lindsey established Bend High’s math lab to support students, as well as a middle school tutoring program that connects high school students with middle school students.

Lauded for making complex subjects such as IB Calculus approachable, Bend High School Principal Christopher Reese said, “Her number one priority is to create a classroom climate that is warm, inviting, safe and secure and that is built on trust. She is an asset to education and an absolutely phenomenal teacher.”

Lindsey is the 79th recipient of the award, as part of a network of more than 2,600 K-12 educators from across the country. She will attend an awards ceremony and forum with all national recipients in Washington, D.C., early next year and hear from state and federal officials about maximizing their leadership roles to advance educator effectiveness.

According to information on its website, the Milken Educator Awards target "early-to-mid career education professionals," offering them $25,000 in "unrestricted awards." Past recipients have used their awards to establish scholarships, continue their education, go on dream trips and even adopt children. SW

Like a Tuxedo at the Beach?

A brief look at the tax plans moving through Congress—and how they could affect Central Oregonians

“Through all the backroom deals, the corporate lobbyists and an attempt to fulfill Republican wish lists in exchange for their vote, this bill now looks like a sweet deal for the wealthy elite,” says Jason J. Conner, a Bend computer programmer who works from a home office.

Conner worries about the long term—in the way of his deductibles for his small home office and LLC— rather than the short term tax break, which he says, “probably won’t amount to much... my guess is a few hundred dollars.”

Matthew Schick, a Portland-based CPA who runs his own firm, agrees with Conner’s sentiment.

“Those small business owners who itemize their deductions—contractors,

bill may a slight increase to an estimated 22.5 percent. The president is accurate in his assertion that the U.S. has the highest universal corporate tax rate, which when combined with state and local taxes, was at 39 percent in 2016.

For comparison, France was at 34.4 percent, Australia at 30 percent, Canada at 26.7 percent, Israel at 24 percent and Ireland at 12.4 percent, according to 2015 statistics from the Organisation for Economic Co-operation and Development.

Yet, corporations still receive major tax incentives and breaks from their own states, often avoiding those high rates. For example, Nike Inc., is receiving nearly $2 billion in tax reductions over a 30-year time period because of a law signed in 2012 by former Governor John Kitzhaber, who convinced Nike to stay in the state after it threatened to leave. The recently-leaked Paradise Papers alleged that Nike holds more than $12.2 billion in offshore accounts—mostly in tax-haven Bermuda, according to a report from Willamette Week.

spent months trying to con the American people into buying false claims about their tax plan… (the) Treasury has broken this promise intentionally and know the truth would sink this same once and for all.”

On Dec. 11, the Treasury Department released its analysis of the GOP tax plan, finding that it will not, as Mnunchin stated, "pay for itself." The one-page document concluded that the tax plan would generate approximately $1.8 trillion in extra revenue over a decade. The legislation is thus far estimated to cost $1.4 trillion to implement. The current deficit is $20.6 trillion—something, as Federal Reserve Chair Janet L. Yellen, in her semiannual testimony before Congress recently pointed out, “is the type of thing that should keep people awake at night.”

freelancers, the like—especially those who deduct a significant amount from their taxable income, are highly likely to be paying more by 2019.” Schick is on par with other independent analyses—over 40 reported on a federal level— positing that by the end of 2025, any tax breaks promised in the new plan would dissipate due to inflation. “The bill as I read it, adopts a less generous calculation for factoring in inflation,” he says, “but corporate tax rates will remain unaffected once in place.”

The current incarnation of the bill sees the corporate tax rate slashed from 35 percent to 20 percent, though the final

weigh in on the new tax plan. All declined to comment or did not return correspondence, citing that they wouldn’t comment on policy which was still not finalized.

The 500-page Senate bill, full of amendments scrawled in the margins, was given to senators a mere few hours before the 2 am vote Dec. 2, yielding a 51-49 majority win.

Senator Ron Wyden, D-OR, is the top Democrat on the Senate Finance Committee. He said the Senate bill is a scam meant to prop up larger corporations at the expense of the middle class.

In a statement, Wall Street heavyweight Goldman Sachs noted that America’s trillion-dollar debt is already at the highest since just after WWII. “This new tax projection will make it higher,” representatives from Goldman Sachs wrote, “…should increase the deficit further, raising it from 3.2 percent GDP to 5.1 percent in 2012.”

Walden's Take On Nov. 16, Rep. Greg Walden, R-Hood River, released a statement following the passage of the Tax Cuts and Jobs Act—the U.S. House version of the bill—saying: "This tax reform package

In that statement, Walden cited benefits for Oregon's 2nd Congressional District—which includes Central Oregon—including the increase of the child tax credit from $1,000 per child to $1,600, and a new, lower 9 percent tax rate on the first $75,000 of net business income for active small business owners earning less than $150,000 through the business. Also, with a proposed increase to the standard deduction, allowing more people to avoid itemizing their deductions, Walden's statement alleges that "nine out of 10 Americans will be able to file their taxes on a postcard."

A Poor Fit for Oregon? “...It’s like wearing a tuxedo to the beach,” said Wyden, in an interview with KOIN 6 News. “...It’s a poor fit for Oregon.”

Schick, the CPA, agrees with the analysis, stating that people in Oregon will lose out because of higher local and state taxes, since the Senate bill limits or completely eliminates many deductions. “Since the bill only gives a $10,000 deduction in property taxes, anyone who pays higher levels of state or local income tax will be particularly hard hit.”

Though he noted, that the mortgage interest deduction and the charitable giving rate were still preserved. Another silver lining, also pointed out by Walden: “Families with children are going to get bigger tax breaks than singles without,” he said.

So how will the White House pay for the plan in the long term? House Speaker Paul Ryan said in an interview with conservative talk radio show host, Ross Kaminsky, that the GOP will tackle reducing spending on federal health care and anti-poverty programs. “We’re going to have to get back next year at entitlement reform, which is how you tackle the debt and the deficit,” Ryan said.

With the House and Senate reconciling their versions of the bills, legislators are promising to have the bill on the president's desk by Christmas. SW

here was once one ski racing state championship. Then there were two.

Now, there’s hope for a unified race once again.

The Oregon Interscholastic Ski Racing Association began in 1961 with just a few schools, growing to include more than 50 high schools in 2017.

“I used to race in Hood River in the ‘70s,” said Cheryl Puddy, mother of Mountain View High School ski racer Kate Puddy. “I just remember being thrilled that we got to go to Mt. Bachelor to race. I loved it.”

Puddy went on to ski race at Central Oregon Community College. She’s now the alpine race administrator at Mt. Bachelor Sports Education Foundation.

She’s not alone in her continued love of the sport.

“I raced for Lake Oswego from 2003 to 2006,” said Spencer Raymond, head ski coach at Lake Oswego High School.

“I had never raced before high school. It got me into skiing, inspiring me to race in college.”

“The competition and social interaction with teammates in high school racing can be a great experience,” said MBSEF Executive Director John Schiemer. “It was very fun and rewarding for both of my sons.”

These athletes participated in high school racing when OISRA was the only league in Oregon. The 2011 state championships changed everything.

Ski Racing, Divided The 2011 state race was held at Mt. Bachelor, with the best athletes in Oregon

competing for the title.

“My freshman year I competed at the OISRA state at Mt. Bachelor,” said Keenan Seidel, who was a member of the Bend High School ski team at the time. “That was the year some of the Bend coaches decided to split the league. For me, the mindset is totally different now. I loved my freshman year because I competed with the good guys from Portland. After that it wasn’t the same. I didn’t like it.”

The incident that led to the split took place during the women’s slalom race, and involved Cheryl Puddy’s daughter, Kate, who was a top contender.

During the race, many of the top competitors were disqualified in the first run due to an offset gate that wasn’t present during inspection. An alpine ski race is comprised of two runs on two different courses, and the fastest combined time declares the winner. In high school racing, even if a skier is disqualified in the first run, they are allowed to race in the second run and can score points for their team.

However, the skier does not place for that race or score individual points.

Kate Puddy finished the first run with the fastest girl’s time and the second run with the second fastest time, beat only by a West Linn High School racer who had disqualified in the first run. That alone should have ensured Puddy the first-place medal.

Coaches were informed upon their arrival to the awards ceremony that night that the race jury had thrown out the first run of the women’s race. Puddy would receive second place. Coaches and others were outraged. The

OISRA board later recommended sanctions against Bend High Alpine Ski Coach Greg Timm for an alleged confrontation following the decision. Timm declined to comment for this story.

A New League After the state championship debacle, dissatisfied parents and coaches came together to form a new league that would rival OISRA and change high school racing in Oregon.

The group formed the Oregon School Ski Association in 2012, recruiting teams from the Corvallis and Eugene areas. With Portland and Southern Oregon teams still in OISRA and the Central Oregon, Corvallis and Eugene teams now in OSSA, the

state was geographically split in half, with athletes in both leagues competing for so-called state titles that were no longer representative of the entire state.

Many athletes and coaches are unhappy with this situation.

“I didn’t agree with or like the outcome,” said Seidel. “I thought it was ridiculous that we were pulled out of OISRA. The experience definitely changed. Kids don’t get a big race against the whole state and I think that’s a major loss.”

“It’s not fair that the coaches are making the call,” said Paget Rathbun, Summit High School senior and the alpine team’s top female finisher. “It should be up to the athletes. I think that whatever happened, happened a long time ago and it’s time to

OISRA state race in 2018 and so I wanted to make some introductions with the hopes of a year from now, having a real unified state championship race.”

Raymond planned the 2018 OISRA state race to be at Mt. Bachelor, from March 7 to 9, to make it more accessible for OSSA racers hoping to participate.

“After attending OISRA state, I would tell racers in Central Oregon that it is definitely worth it,” said Riley O’Brien, a sophomore on Summit’s ski team.

“I didn’t attend OISRA state this year because there was a conflict with our OSSA state race taking place on the same weekend,” said Dagny Donohue, a junior on the Bend High School alpine team.

“Having the chance to race against the other teams in the state is an awesome opportunity, so I’m hoping we’ll be able to race with them next year.”

Rathbun and O’Brien earned fourth and third places in the giant slalom and slalom races at OISRA state, respectively.

However, since they say Summit coaches and Athletic Director Gabe Pagano refused to sign off on them attending the race, they were ineligible for medals or recognition.

“We had a chance to go compete at this real state championship, yet our school administration and our coaches wouldn’t sign off on our waiver forms,” said Rathbun. “I went to OISRA state to prove a point. There’s been so much drama and politics in this sport. Hopefully we can change the rules next year.”

Pagano declined to comment.

Looking forward, coaches and athletes in the OISRA hope to see the Central Oregon racers come back and work towars one united league.

“Step one would be getting OSSA racers competing and qualifying for state,” said Raymond. “Step two would be current OSSA teams registering with OISRA and having their athletic directors sign off on them becoming members.”

“The answer is getting the word out to the parents and the kids. We have the door open,” said King.

“I encourage all athletes to stand up for what they think is best and to push for equal opportunities in high school racing.”

Former Summit High School ski coach Dave McKae, stepped down last summer, declined to comment.

Lake Oswego Head Coach Spencer Raymond also traveled to an invitational race in Lakeview, Ore. prior to the 2017 state championship to get the message out to kids and families.

The mission statement on the OSSA website reads, “Our mission is to establish OSSA as the leader in high school ski racing in Oregon.” But some believe the direct competition with OISRA is not in the best interest of the athletes.

“One of the problems I see is the administrators and coaches getting too big for their britches and forgetting what it’s about,” said Gary King, OISRA president and AShland High School ski coach “To me it’s absurd.”

Two years ago, OISRA board members and coaches decided something needed to be done to get the leagues back together.

The OISRA board met with the OSSA board of directors last year at Sisters High School to attempt a resolution. The OSSA board was adamant about maintaining two separate leagues.

King knew of many athletes in Central Oregon who were interested in the OISRA state race, so he wrote a letter to all of the coaches, inviting them to bring their athletes to compete. The letter served as an open invitation for the OSSA ski racing community. Not one coach replied to the letter, King says.

King was determined to reach the athletes with this opportunity, so he also sent the letter to Natalie Merrill and Paget Rathbun, two Summit racers.

“It was always a goal of mine to compete in the OISRA state race,” said Rathbun. “When Gary gave me the opportunity I got really excited, but I was nervous to tell my coaches.”

King says the Summit coaches did not appreciate King’s invitation.

“The coaches told me I was being unethical for trying to reach the parents and athletes directly, so I stopped. Part of me felt like I had pushed enough,” said King.

The next year, with the 2017 OISRA state race within sight, King decided to contact the Summit families again, this time with more success.

Members of Riot on a Sunday connected via email to form the latest iteration of their musical careers 19

iot on a Sunday began in a way reminiscent of The Postal Service, but sending songs via email rather than the U.S. Mail. Brandon Prinzing and Adam Buchanan played together in a band called A Love Like Winter nearly 10 years ago in Bend. Buchanan moved to California for work several years ago, but he and Prinzing remained close friends. Last year, Buchanan, still in California, reached out to Prinzing, asking if he wanted to play some music.

Prinzing sent him a song he believed no one would ever hear.

"I started getting a song a month from Brandon,” Buchanan says. “After hearing the first song, I started putting drums to it. The second I heard it, my kids were humming along."

Upon Buchanan’s return to Central Oregon, he and Prinzing started playing together acoustically. Buchanan had transitioned to the bass until Prinzing reached out to another former band mate, Jesse Martinez. As I sat with all three men at Crow’s Feet Commons, they all agreed the connection was instant when Martinez joined the band.

“It’s good to have friends that are still in it,” Martinez says of rejoining the Bend music scene. Previously, Martinez and Prinzing played in a country band together. Martinez also spent time playing in a band with Ian Cook from Larry and His Flask and local cello-whiz Billy Mickelson. “Going back in you don’t feel like an absolutely old man because your friends are still doing it, too."

Riot on a Sunday released its debut self-titled eight-song EP back in July as a two-piece. The addition of Martinez has given the band new dimension and they’re excited to get in the studio this winter and record together.

“The EP was all acoustic,” Prinzing says. “Jesse joined and we started playing shows as a full band, giving it a new shape. It’s still the same band, but Jesse brings a different aspect to it. We have new material and we’re going to get in the studio in the next month or two.”

After Larry and His Flask finishes recording their next album, Riot on a Sunday heads into the studio with Dayne Wood at The Firing Room recording studio.

“My goal has never been to be a big famous rock star; obviously, I wouldn’t

hate the band being huge, but If I can play the songs I put myself into, that’s what I want,” Prinzing says. “I want people to come out and hear our music at our show, that’s the dream. Being able to do this as a job. How I connect with what it makes me feel, other people are connecting too, it ascends to something better.”

Bring Your Dancin' Boots Bend’s Dry Canyon Stampede fills the void where a country western dance band had been missing

Two years ago Kurt Silva was playing solo gigs around town. Venues in the area were looking to book a country western band and asked Silva if he could recommend one. At that time, a country western dance band couldn’t be found in Central Oregon. Silva, a seasoned guitarist and vocalist, took it upon himself to start one.

“When I was thinking about the possible pieces of it, I thought God, it’d be so cool if we had a fiddle player and a female vocalist,” Silva says. “Matt (Engle) told me about Lilli Worona.

So, I messaged her. She was on summer break and said when she got back she’d contact me. We’ve been together almost two years now.”

The connection between Silva and Worona became the catalyst for what is now Dry Canyon Stampede. The seven-piece country band combines the talents of veteran players including Engle, Mark Gillem, Mike Biggers, Jim Goodwin and David Lee Holmes.

Worona, a former member of Broken Down Guitars, stepped back from that band when they decided to do more touring. As a school teacher, being in a touring band became tough.

“It was difficult to be on the road grading papers on the way to Boise,” Worona says. “I didn’t want to hold them back from doing that. I was actually going to take that time off and write my own music, play guitar. I really thought it’d be nice to jam with someone. I hadn’t played with anyone in a couple months and my heart was aching.

I thought we were going to jam, but we hit it off and it snowballed from there."

Over the past two years, Dry Canyon Stampede has focused on perfecting

country classics such as “Crazy” by Patsy Cline and modern songs by Miranda Lambert, throwing in original songs

by Worona, as well. The band felt the absence of this style of band in the Central Oregon music scene and felt they could fill that void.

“It’s been invaluable for me because I never really listened to country before this band,” Worona says. “Learning the fiddle and the vocals taught me how to play country. We have the pieces of the classic country band and now we’re bringing in originals, but we wouldn’t have that same background if we didn’t start with the classics.”

“People want to know what they’re going to hear,” Silva adds. “It’s important to do those covers. We’ll throw originals in as we develop them."

Dry Canyon Stampede’s next gig brings professional country dance instructors to The Belfry. The band has partnered with a husband-wife duo and Jenny Cooper, a local dance instructor, to offer country dance lessons ahead of the band’s performance. This will be the first of an ongoing series of country western dance gatherings.

“Whether they like rock or country, people will get up and dance, that’s what we’re hired to do,” Silva says. “That’s why people seek us out. New exhibit brings the gay rodeo to Central Oregon

While gay cowboys are not a new thing, it was something that many cowboys, especially those in rural communities, felt they needed to keep hush-hush.

Some might have kept it secret from everyone in their community.

There were some gay rodeos as early as 1976, and in 1985 the International Gay Rodeo Association was formed.

“This exhibit highlights a space where people can belong, and where they can figure out who they are as an individual and in their community,” Ferguson said. “We wanted to show how significant these types of spaces are—where LGBTQ people in rural spaces could find and forge meaningful connections.”

Ferguson hopes this exhibit will show Central Oregon residents something they might not typically think about.

“This exhibit will push us to think more broadly about what it means to call the west home,” she said. “It’s why we were so excited to bring the exhibit to the museum.”

Context will make a big difference for the visitor. If visitors don’t know these photos are from the gay rodeo, one might think a photo of two cowboys in Stetsons and leather chaps is simply featuring a couple of competitors. Knowing the photos are from the gay rodeo give them a more complex meaning.

n 1988, photographer Blake Little attended his first gay rodeo. His interest was piqued immediately, and he started participating, both as a contestant and as a photographer. He spent the next four years taking black and white photos. Starting December 15, photos from his time with the gay rodeo will be on display at the High Desert Museum.

The traveling exhibit, “Blake Little: Photos from the Gay Rodeo” features 41 black and white photos Little took between 1988 and 1992. The exhibit is curated by Johanna Blume, assistant curator of Western art at the Eiteljorg Museum of American Indians and Western Art in Indianapolis, from which the exhibit is on loan.

The exhibit includes a variety of photos, including everything from portraits that look like the stereotypical cowboy, to action shots of riders desperately clinging to the back of a leaping bull.

Because Little was also a participant, his photos allow viewers to get a behindthe-scenes look at the rodeos as they walk through the exhibit, said Laura Ferguson, curator of Western History at the High Desert Museum.

Some of the cowboys in the photos are still riding; others have retired and some have passed away. One cowboy, Jerry Hubbard, featured in several photos, was one of the best cowboys in almost every event in which he competed in, Little said. Hubbard passed away in the mid ‘90s.

“We are always looking to tell a wide range of stories, and this exhibit seemed interesting and exciting,” Ferguson said.

or local librarian Nathan Pedersen, procuring rare books for private collectors in such far-flung locales as North Carolina, Vermont, Massachusetts—and even the country of Scotland was just not satisfying enough.

“I wanted to work in a position where I had more opportunities to do public good. I wanted to do something with a bigger impact,” he says.

The journey toward that goal led the native Minnesotan to move to Bend in 2011 to take a library job at Central Oregon Community College, where he worked a year before becoming a community librarian at the Deschutes Public Library’s Downtown Bend Library.

There, he oversees the county’s law library and has been integral in starting up the Lawyer in the Library program, the first of its kind in Oregon.

The free legal consultation program was born through a partnership between the Deschutes Public Library and the seven-member Deschutes County Access to Justice Committee, on which Pedersen serves. “I had heard of similar programs in California, so I pitched the idea and the committee was very receptive.”

Each Wednesday beginning at 5 pm, anyone can sign up at the second-floor reference desk downtown for a 30-minute session with a volunteer lawyer.

Those who don’t make the cut that evening are moved to the front of the

line for the following week. Pedersen says as many as 25 people might show up for the eight spots available. The half-hour sessions run from 5:30 to 7:30 pm, and the program is moving toward an online signup system for 2018, according to Pedersen. “We wanted to use the library’s good standing and reputation in the community where people could come together to help reduce barriers to justice.”

Pedersen says it took a year of preparation and surveys to get the program up and running. It kicked off in October, and through the first eight weekly sessions, there have been 73 participants served by six volunteer attorneys. So far, 26 cases have been related to family law, 13 to housing, eight to employment law, four to consumer issues, three to domestic violence and three to civil rights.

Those who have accessed the program are often “in a difficult and emotional situation that’s time-sensitive,” Pedersen says, adding that he’s seen tears of joy result from the free service.

He says the program is intended “to serve people left with very few options, people who can’t afford attorneys. It’s a great way to be able to help people in that capacity. People can take the

next step they didn’t realize was there before.” Following their consultation, participants can be referred to Legal Aid Services of Central Oregon or other legal avenues, Pedersen says.

He is quick to add that the program is open to anyone regardless of income level. “The law enters all of our lives at different times. It’s just open to anyone—I think that’s the strength of it.”

Pedersen says he’d like to see the program eventually expand to Redmond and La Pine.

Pedersen, 36, earned his undergraduate degree at the University of Wisconsin at Madison and his masters in library science from the University of Colorado, Boulder. His wife, April Tucholke, is a novelist originally from South Dakota.

When he isn’t surrounded by books, Pedersen says his interests lie in Vespa motor scooters, traveling and trail running. He says he loves Bend’s access to running trails in the lush Cascades as well as through the barren scrub brush

of the high desert. And he might enjoy an Oregon craft IPA after a run, he adds.

There are also a few other things to take up Pedersen’s spare time. He represents the Central Oregon region on the Oregon Heritage Tree Committee, which identifies and promotes historic trees around the state. He actively participates in the speaker series, History Pub, at McMenamins. His current term as board president of the Deschutes County Historical Society expires in January, giving him a little more breathing room.

And he acknowledges, “I do a fair bit of writing.” He most recently co-wrote the book, “Quackery: A Brief History of the Worst Ways to Cure Everything,” along with Lydia Kang. It’s a book he describes as “a morbid romp through history.”

Oklahoma City—has become widely known beyond the borders of its home state. Selections including Hop, Ace, and ‘Merica have been turning heads in Portland for a while, thanks to the delicate hop/yeast balances and the Belgian character that pervades throughout.

(Colin Healey’s line-oriented label art, evocative and often parodying the Midwest life, also turns heads at beer-store shelves.)

Now Prairie beer is beginning to be seen in Central Oregon tapwalls more often, and with the weather how it is, there’s no better time to bask fully in one of their flagships.

Prairie Bomb!, clocking in at around 13 percent, is an imperial stout aged on coffee, cacao nibs, vanilla beans and ancho chili peppers.

It’s made it into RateBeer’s list of the world’s top 100 beers for three years running, and despite that monumental ABV, it doesn’t taste particularly boozy at all. The peppers provide just enough heat to mask it, complementing the coffee/chocolate one-two punch in a delightfully warming way.

Those who get addicted to Bomb! during its current run on Bend taps will also want to keep an eye out for the many variants Prairie releases through the years. Birthday Bomb! adds caramel sauce to the mix for a dessert-y finish, Christmas Bomb! throws in a blend of wintry spices for more of a latte style finish, and Pe-Kan (sadly, OK-only) uses toasted pecans, rivalled only by hazelnuts in the realm of great dark-ale ingredients. hen fans of good craft beer think about great places for the beverage of their choice, a few international hotspots come to mind.

Germany. Belgium. The great city of Bend.

Tulsa, Okla., would not be atop anyone’s list, except for people exceptionally attuned to local beer scenes across the U.S. That’s thanks in part to the state’s authentically heartland-of-America beer laws, which only allow places including supermarkets and gas stations to sell “low-point” beer, no more than 3.2 percent alcohol by weight (about 4 percent ABV). Anything else, including wines and stronger beers, must be sold at a licensed liquor store, and only at room temperature. (Oklahoma consumes the most low-point beer of any US state—it’s 85 percent of the market share, accordingto the "Tulsa World.")

However, as states such as Texas have shown, not even the most conservative state legislator can resist the siren call of alcohol tax revenue. In 2016, the state passed laws that allowed breweries to sell beer directly to consumers at their taprooms, and the 3.2 percent restriction on retail sale will be gradually phased out in 2018. And much of this revitalization is thanks to Tulsa-based Prairie Artisan Ales, founded

ith dozens of breweries to visit in Bend alone, it can be easy to get lost in the cacophony of well-crafted competition. Since 2000, Silver Moon Brewing has had the same feeling as many of the breweries in Central Oregon: a hustle and bustle of drink pouring and order shouting; a vibe of casual camaraderie with those around you, whether stranger or friend just out to enjoy a glass or pint.

Earlier this year, Silver Moon decided to step up their already well-known local favorite service, beginning a major revamp in May of this year. What began as a planned month-long closure became an extensive overhaul after Silver Moon discovered larger updates than expected were necessary—updates that included, among other things, improving gas and electrical lines.

For five long months, the easy-tospot building on Greenwood Avenue remained closed with no indication as to when they'd re-open. Locals— myself included—went through a bit of a mourning period. I asked others when I could go back for my favorite cider every time I drove past it into downtown, which was virtually every day.

Then, at last, on October 2, Silver Moon announced that their doors were open to the public. The interior changes, as well as the overall theme, were significant.

In addition to a third bathroom, Silver Moon tore out the building's low drop-ceiling and added new wood tables and long wood benches. They worked with local artists to help

accentuate the look and had new metal work by Mark Barakman put in. Where there was once a fairly standard bar, now holds 16 beautifully hand-made tap handles, along with an all-new water station. To top the bar off, Silver Moon purchased a large metal tank found on eBay and had it shipped all the way from Nebraska.

It wasn't just cosmetic changes that have drastically changed how things work inside.

"Because we expanded our kitchen, the city changed our status from what they considered a bar to what they consider a restaurant," said marketing manager Pamela Balmuth. "We

definitely have more seating and have brought on three times the staff we used to have. This means we have table service at all times, rather than moving to bar service during concerts."

All of the renovations have led to a significant increase in occupancy, taking the numbers up from 119 to 178 people, and they're not done building yet. Though no target date has been set, Silver Moon's next step is to provide an outside patio space for even more brewery goers to enjoy, Balmuth said.

"The goal was to bring the building into 2017 and make it more functional, while maintaining our Silver

Moon roots. We want to remain a local favorite, while welcoming those who have never visited us in a comfortable, approachable space!" said Balmuth.

Even with the added fixtures, restaurant style service and new decor, Silver Moon remains at its core the same feelgood brewery that goes down like their best pale ale.

James Franco was born to play this role. Look at that face.

McCarthy and John Steinbeck. He's also directing, producing and starring in “The Disaster Artist,” essentially a biopic about Tommy Wiseau, a man writing, producing, directing and starring in a movie no one ever should have seen.

Wiseau and Sestero were obsessed with James Dean because he never gave up on his dreams, while Franco had one of his earliest-starring roles playing Dean on television. Sestero and Wiseau's friendship is the center of the film, so Franco cast his brother, Dave Franco, in the role. Sestero's girlfriend in the movie is played by Alison Brie, Dave Franco's real-life wife. I know all of this sounds like I have one of those conspiracy theory boards with newspaper clippings connected with string, but I think I'm onto something.

Even as much as I laughed at “The Disaster Artist,” there's still a hint of sourness to the proceedings that made me feel crappy afterward. It's easy to see that everyone involved has great affection for “The Room,” but I'm not

sure that love carries over to Wiseau.

There are several scenes hammering home that Wiseau is delusional at best and mentally ill at worst, so laughing at him for two hours feels like the worst kind of schadenfreude; like punching down instead of up.

Regardless of quality, “The Room” is a look inside the heart and soul of Tommy Wiseau, which is why throughout the entire film I was wondering whether Wiseau would make a dime from “The Disaster Artist.” It's based on the book by Sestero, so he probably won't, which means the Franco, Sestero and company are all making money off of someone they're tripping over themselves to laugh at. Maybe I'm getting soft in my old age, but that's mean spirited and not very funny at all. SW The Disaster Artist

here's this word that I love which I never use because when I do I sound like a pretentious ass. The word is schadenfreude, which basically means taking pleasure in someone else's misfortune. Unless you're a full-blown sociopath, schadenfreude comes when witnessing someone who has either wronged you or someone you care about “getting what they deserve.” It's the more honest equivalent of hoping karma comes back around to someone.

I've spent years watching the cult classic, “The Room,” and laughing at the terrible acting, directing, script and, well, all of it. Writer/producer/ director/star Tommy Wiseau made a movie so hilariously tone deaf and insanely, hysterically bad that it's easy to imagine him as an alien that put on its human skin to see if making a movie was remotely possible. There's something sublime and innocent about how terrible “The Room” is, like the film is a precious snowflake somehow green and shaped like a Johnnycake.

“The Disaster Artist” recreates not only the making of “The Room,” but also focuses intently on the friendship between Wiseau and Greg Sestero, who stars in “The Room” and went on to write the book, “The Disaster Artist,” on which the film is based. Sestero and Wiseau were best friends who met in an acting class in San Francisco before moving to Los Angeles in hopes of living their dreams.

James Franco disappears into playing Wiseau, making me forget sometimes that I was even witnessing a performance. The generically Eastern European accent (of which Wiseau denies he has) is so flawless that it somehow manages to make “The Disaster Artist” even more quotably hilarious than “The Room.”

The multiple levels of meta awareness in the movie could be taught in film school. We have Franco, who's widely seen as a somewhat pretentious method actor and filmmaker responsible for writing and directing over a dozen movies no one has seen; including adaptations of William Faulkner, Cormac

about a serious problem in our society— happening even right here at home.

“There's human trafficking going on here in Central Oregon,” says Mezzanatto. “There's an organization called 'The

Guardian Group' that's going after them and they're a dynamite group of individuals. What they're doing is extremely difficult and they're doing it really well.

In Portland human trafficking is huge, in Seattle it's huge and in Cleveland, where Jared Rasic the movie was shot, it's huge. It's everywhere and, as Americans, I think we can agree that it's one of the most vile things that can happen.”

It takes some effort getting used to seeing such an amazing cast saying his words. Mezzanatto expands: “One minute I'm in my underwear smashing dialogue into the keyboard, the next minute Bruce Willis is saying it on the big screen. It's insane.”

As someone who's struggled for years to get a film made, I had to ask what kind of advice he would give to wouldbe filmmakers trying to make a living in the most overcrowded market on the planet. His advice is honestly refreshing.

“There's a bunch of filmmakers out there who have a lot of ideas and a lot of outlines,” says Mezzanatto. “That's all great, but it doesn't matter if you have the best ideas in the world, if you don't finish it, get it out there and submit it and let people tell you how horrible it is then you'll never get better. “If you have a phone you can go out and shoot a movie, which is better than waiting for the big budget that's never going to show up because no one's looking for talent. That's the old days. No one's going to come and discover you and realize you're a genius, because there's enough genius out there.” SW

met Nicolas Mezzanatto through a mutual friend. He had just moved to Bend and was looking for someone to write movies with. We struck up an instant partnership that's been one of the best working relationships of my life. While we were writing together, he would periodically update me on another project he was working on, an action movie about human trafficking called “Acts of Violence.”

Mezzanatto didn’t just option “Acts of Violence”—the film was actually produced and filmed over the last few months, and now the release date is almost upon us. “Acts of Violence” will be released on Jan., 12, starring Bruce Willis, Cole “Pitch Black” Hauser,” Shawn “X-Men” Ashmore and Mike “Friday After Next” Epps.

“In the Army, I always wrote,” says Mezzanatto. “I wrote a screenplay about my time in Iraq while I was there. It was a short film about post-traumatic stress, called 'Verdict' which was shown at the GI Film Festival. I met some producers there who really wanted to see a feature film, so I wrote and directed a sci-fi/ action film called 'Blackjacks,' which was distributed by Lionsgate. They changed the name of the film to 'SEAL Patrol.'”

That ended up leading directly into his current film.

“Brett Donowho, one of the producers of 'Blackjacks,' was looking for action films to direct and I sent him 'Acts of Violence,’” Mezzanatto tells me.

“He loved it, the company he was working for loved it, but wanted a page one rewrite. I flew to Cleveland, Brett and I

hink of it as Bend’s version of “National Lampoon's Christmas Vacation,” married with a slightly smaller Rose City Christmas Ships Parade. Above Bend’s Whitewater Park comes a sea of Santa beards, elvish hats and ugly Christmas sweaters, as participants launch their vessels in the annual Holiday Lights Winter Paddle Parade.

Linda Hudder and friends Sheila Walker, Jeanne Russell, Linda Olsen, Lori Prime and Coco Jo, otherwise known as the original “six-pack,” were the ringleaders of the first holiday disembark.

According to Hudder, the maiden voyage was stalled in Mirror Pond when the group needed to chip ice to create a through passage.

Kayaker, raft guide and founder of Tumalo Creek Kayak & Canoe, Geoff Frank, says the annual holiday river parade is one of the most popular events in the paddle sports community. “We’ve been organizing this holiday event for nearly 20 years! Usually folks start calling about this event in late summer, before we even have a chance to plan it. Dozens of paddlers participate in the parade, and many more watch from shore. There’s all sorts of paddle crafts, kayaks, canoes, paddle boards—you name it.”

Participants even wear special gear in preparation for the possibility of full immersion. “While it’s never anyone’s goal to tip over, it can happen,” explains Topher Robertson, TCKC programs director. “I paddle throughout the winter every year, including the parade, and wear a dry suit. Winter paddling can seem intimidating but it isn’t what you might think.”

Natural World: Hummingbirds in winter What do we do?

T

he topic of a lot of my phone calls, emails and text messages this fall has been about hummingbirds and feeders in winter, and to be perfectly frank about it, it's a worrisome conundrum.

Right off the bat, sugar water is not "food" for hummingbirds. It's like humans and soda pop. The birds get an instant shot of energy from sugar water in the feeder, but (as far as I know) there isn’t enough nutrition in it to keep them alive and healthy.

When hummers poke their long beaks into blossoming flowers, there's a lot more going on than guzzling nectar. There's a krijillion tiny arthropods (animals with jointed legs) that are also inside that flower the hummingbirds scrounge in for nectar. Some are insects, some or millipedes, some are arachnids (spiders and their kin). But with or without legs or wings, every one of them has what hummingbirds require for sustenance, which plain old sugar water does not supply.

Hummingbirds can get hooked on feeders. They see the red which attracts them to come look at the device, then they spy the hole and bingo! It wouldn't surprise me if researchers also found that hummingbirds—zipping along at 60 mph—can recognize the shape of a feeder from a long distance and will suddenly change course and stop for a quick shot of energy.

I know for sure they can see red quickly.

Years ago, when my wife Sue and I, along with Rick and Connie Hewitt, were running Ramsey Canyon Preserve—known then as the "Hummingbird Capitol of the World"—in Arizona, I decided to see how

lowered physiological activity. This will increase the bird's tolerance for intense cold for as long as 36 hours—maybe to the point of protecting a hummer when the outside temperature goes down to zero.

But in the Sisters Country, that low can go on for as long as a week, or longer, with several days of temperatures below the freezing point during the day.

I wonder if a hummer can wake up enough during the sunny day to fly over to a feeder, get some slurps of warm sugar water and then settle into another topor for a few days. I hope so.

In reference to hummingbird winter migration and feeders, the Cornell Lab of Ornithology states: “A number of factors trigger the urge for birds to migrate, but the most significant one is day length. When the days get shorter, the hummingbirds will move on, regardless of whether there are still filled feeders available for them.

We do, however, encourage people to keep their hummingbird feeders full for several weeks after they have seen the last hummer, just in case there are stragglers in need of additional energy before they complete their long journey south.”

Does that mean leave them up all winter? Makes me wonder…

And then there's this from the Seattle Audubon Society: “There are many documented reports of hummingbirds that survive the snow and freezing temperatures. In fact, Anna’s hummingbird(s) winter in the state of Washington where they endure cold periods well—as long as they have food sources.”

The SAS webpage states: “If you have been feeding hummingbirds and they have become accustomed to finding food in your yard, we would encourage you to continue this responsibility of maintaining this food supply as much as possible through the cold snap.”

A "cold snap" in Seattle, however, is not like a "cold snap" in Central Oregon, where nights can go down to 10-below zero. I can recall back in 1958 when it went down to 36-below zero at night in Bend, and stayed there for about a week!

But maybe going into a torpor, where an animal lowers its metabolic rate by as much as 95 percent, and a torpid hummingbird consumes up to 50 times less energy than when awake, will be enough to save its bacon.

So I'll leave it up to you. If you feel leaving your feeder out during the day in winter is doing the right thing for a hummer who didn't get into the migration frame of mind, then so be it. But please take it in at night to keep it from freezing. Who knows, with climate change upon us, maybe a Mexican long-tongued bat may wander through and stop by your feeder for a shot of energy as well. SW

t’s the holiday season, and for many of us, it means time with family—and I don’t mean the family you choose I mean the ones who may hit you up for a spare organ at some point because you’re a genetic match. Those people. Yeah.

The time spent with them can make it a challenge to fully embrace the sentiment of the season, and have goodwill toward your fellow man/woman/ they/them. That goes double for those I disagree with on some issues, which as of late is reeeeeeeeally hard. Hard like Wolverine’s claws, which, for the sake of certain family members and their seasonal edition holly-crested MAGA hats, they should be grateful I do not possess. Serenity now.

Even though the majority of Americans favor legalization of cannabis, it’s not unanimous, and thus most of us have a shared bloodline with a prohibitionist, who will gladly share how “legalizing all this goddamn dope” will unleash post-apocalyptic “End Of Days” scenarios, involving gay cannabis plants molesting children.

And while it may be tempting to have a second glass of wine (and don’t be stingy with the pour) then respond with an Oscar Wilde-style bon mot such as “Fuck you, Cousin Carl,” there’s a better way. When the topic comes up, here are a few humble suggestions for making your case for cannabis with your prohibitionist family members.

Start by always using the term “cannabis” in place of “marijuana,” unless speaking about regulatory agencies with it in their name. (i.e. Oregon Medical Marijuana Program). The first step to getting woke is language, and the racist origins of “marijuana” are well documented. Phase it out whenever possible.

Fact: A regulated cannabis industry produces jobs. There are already 100,000 to 150,000 people employed by the cannabis industry nationwide, and it's estimated that by 2020, that could grow to 300K. That’s based solely on the current number of states with a program, and doesn’t account for other states that may pass legislation for their own. It also produces tax revenue for police, schools and drug treatment programs.

Talking point: Communities are stronger and safer when more of its

residents are employed, and these are jobs that will stay in the state.

Snark option: You remember a job, Uncle Sal. That's what your wife has three of, so you can pursue your “art.”

Fact: States with a regulated cannabis program have reduced alcohol consumption rates. A new study shows states with a medical cannabis program experience a 15 percent drop in alcohol sales. It’s not a short term effect, with reduction still in place 24 months after the program began.

Talking point: The health risks associated with cannabis use are far fewer and less severe than those of alcohol use, and there are other associated benefits for public health and safety.

Snark option: Looks like your husband is trying to make up for that 15 percent reduction tonight, Debbie.

Fact: States with a regulated cannabis program have reduced opioid consumption rates. Everyone, regardless of political affiliation, agrees we are in the midst of a national opioid crisis—so it’s awesome that states with medical cannabis programs see an average reduction of opioid related hospitalizations of 23 percent. Another study showed that those same states saw a reduction of opioid-related deaths by 25 percent.

Talking point: We don’t want people in the hospital or dying from opioids, and cannabis can really help with those things.

Snark option: None. This is a nightmarish tragedy that we are not sufficiently addressing.

Fact: Some states, such as Alabama and Georgia, have very specific regulated cannabis programs that allow patients, such as those suffering from seizure disorders, to use high CBD/low THC products for relief.

Using non-psychoactive cannabis products such as high-CBD oils to treat children with seizures is something happening in conservative southern states, even in Attorney General Sessions’ home state of Alabama. Even they recognize that cannabis has medical uses.

Talking point: If it can help sick children and not get them high, there isn't any harm in allowing it.

Snark option: Aunt Suzy, speaking of sick children, does your sneezing need to touch every single roll in the basket?
