MORE POWERS FOR SCOTLAND

FOREWORD

ThepeopleofScotlandwerepromisedin2014thatmore powerswouldbedeliveredtotheScottishParliamentifthey votedtoremainasamemberoftheUnitedKingdom.

Nearly2yearson,TheToriesandLabourhavemadeno progresstodeliveronthepromisesthattheymadetothe votersacrossthereferendumcampaign.

Theseareourproposalsonwhatprogressshouldbemadeto deliveronthepromisesthatweremade.

TheUKGovernmentneedtodelivertheirpromisesinfull,in ordertomaintaintheagreementthatwasreachedin2014 betweentheUnionistpartiesandthepeopleofScotland.

Ifthesepromisesarenotdeliveredupon,Itrustthatthe peoplewillmaketherightdecisionandshowtheUK Governmentthattheycannotruleonfalsehopeandfalse promise.

We,thepeopleofthisgreatlandofdiversityandculture,will notbeignorednordisrespectedbythepowersthatbeat Westminster.

Iwanttoremindtheunionistpartiesthatthisisaunionof equals,andiftheyarenotwillingtodeliverontheirendof thebargain,seriousdemocraticactionwillbetaken.

TheseproposalsareourvisionforthefutureofourScottish Parliament,andourcountry.

Transport&Infrastructure

WedemandthatthepowersfortheScottishGovernmenttonationaliseand makepublicsectorbidsintotheScotRailfranchisearegranted.

WewillcallforthedevolutionoftheentirerailnetworkinScotland,includingthe ScottishNetworkRailsystem.ThisincludessomeofScotland’sKeyRailway stationsandrailwayinfrastructure.

WewillcallforthedevolutionoftheentireroadnetworkinScotlandandthat Part2Schedule5oftheScotlandAct1998isdevolved.

WewillcallforthedevolutionoftheBritishTransportPolicenetworkinScotland tobeundertheservicesofPoliceScotland.

EnergyServices

WedemandthatSchemesforreducingfuelpovertyarerestedinthehandsof theScottishMinistersratherthantheUKGovernment.

WewillcallforthepowersfortheScottishGovernmenttonationaliseandmake publicsectorbidsintotheoperationofScotland’senergyservices.

WewillcallfortheScottishareasoftheNationalGridtobetransferredtothe controloftheScottishParliament.

WewillpushfortheScottishMinisterstohavecontrolovertheenergypricecap, alongwiththeregulationandroll-outofsmartmeters.

WewillpushfortheScottishParliamenttohavepowersoveroilextraction, grantingpermission,andgasservicesinallScottishWaters.

WewilldemandthattheScottishParliamenthavepowersovertheexpansionof renewableenergysourcesoff-shore,includingwindfarms.

WewillcallfortheScottishGovernmenttohavemorepowersoverclimate emissionsinScotland.

EconomicPolicy&PublicFinances

WewillcallfortheScottishParliamenttohavefullcontrolsovertheincome taxes,incometaxbasesandbandsthatareraisedhereinScotland.

WewillcallfortheScottishParliamenttohavefullcontrolsoverValueAdded Taxes(VAT)onpurchasesofgoodsandserviceshereinScotland.

WewillcallfortheScottishParliamenttohavefullcontrolsoverthe establishmentofaScottishNationalBankingServicethatcansetitsown inflationrates,butmustkeepthesamecurrencyastherestoftheUK.

WedemandthattheScottishParliament’sfutureisenshrinedinthelaw,and thatWestminsterisstrippedofanypowerstoabolishtheScottishParliament.
