Centreville Rotary Artisans Festival 4H Park, Centreville, MD 40th Annual Artisans Festival will be held October 1st from 10 am to 4 pm and Sunday, October 2nd from 11 am to 4 pm. Over 70 artists and crafters will be exhibiting paintings, pottery, wood carvings and much more. Flashback, local classic rock band, and singer, Michael Butler will provide entertainment on Saturday. Christian rock group, Hearts of Worship will play Sunday afternoon. Wine tasting, good food, fun activities for children, and a great opportunity to start your holiday shopping are available on both days. Admission is free, but donations are welcomed. A passion for animals and caring for them and helping others do the same, made for an easy transition from fitness to bookkeeper to pet shop owner. Helen Bennett, the new co-owner of the Pet Shop in Kent Towne Market in Chester, along with her husband Bob, actually has a background in fitness. She has been keeping books for the shop, and eventually Bob convinced her to have more of a say in day-to-day operations. She has a passion for customer service, and has been in her new role of pet shop owner since April of this year. With manager Vivian Mossman, and four other employees, Helen Bennett including Maria Maiuzzo and Jessica Hudson, Helen is looking forward to working with the community. The shop has been around for 20 years at its Chester location, and with her addition to the team, she is proud of what she and her staff can offer to the community. “I believe in good healthy benefits for both people and animals,” she says. Recently involved in rescuing three kittens, she has many cats and dogs ready for adoption. “We have 60 small animals here,” Helen adds. “Other livestock that we have available for purchase are birds, lizards, fish, gerbils, turtles and snakes.” Helen readily acknowledges that there is no such thing as a typical pet owner. “Every relationship that a pet will have with its owner, of any age, is unique,” she says. “I want that relationship to continue for as long as possible.” Helen believes in proactively and properly educating people on their pets and pet care. In addition, she says, there is a place for “big box stores” but wants her store to be different by helping pet owners be more knowledgeable about their pets and making the owner‘s experience the best it can be. Helen prides her store on offering products made in the United States. She’s also working to expand the line of organic foods that she can offer to her customers. “I am able to fulfill special orders as well. Customers can get what they need within a week, and with no markup.” In the future, she hopes to make the public more aware of the community outreach that she does, by way of partnering with ARF, and other organizations. Down the road, Helen wants a boutique to be a part of the store, so that her customers’ pets can enjoy a special time of bonding with their owners. Restarting the previously offered grooming services is also a top priority. Starting in October, she will begin offering a bathing and brushing service mostly for dogs, so she can further service the needs of her clients. Ultimately, she hopes that the public will embrace what she and her staff are doing to make the Pet Shop a one-stop place for everything needed for pets. The New R’s Americantina Grand Re-Opening Celebration The New R’s Americantina is proud to announce the Grand Re-opening Celebration from September 22 through 25. Months ago, the team set Fall as the goal to be ready for a new era at R’s Americantina. Here we are with Fall starting and ready to show that they achieved the goal. Did you know that there were new owners? You probably heard the rumor that R’s was going to close in April. That was true. Many have heard that the new owners of R’s have been focused on fixing things and rebuilding bridges. The recovery has been a lot of hard work by everyone on the team and the rebuilding has required a lot of support from the community. Now it’s time for them to thank everyone who has supported them in the journey since May 2011 and to welcome others back. There is a theme to this celebration, and to every day, really – they are a fun bunch at the new R’s Americantina and if give them a try to earn your business, you will leave with a smile on your face. The team will be serving everyone’s favorites, like the sizzling fajitas, the avocado zamora, the cantina flats, and the guacamole and Janice Monger, the General Manager, will be mingling as she has been doing for the past four months. Emily Gray, a fourth grader at Matapeake Elementary School will be around to greet the children with balloons and to introduce you to her parents, Mark and Jodie Gray, and her grandparents, Jim and Judy Monger. The Monger-Gray family is now the owner of R’s and they could not be more

proud of their team which has banded together to save the restaurant. The celebration kicks off with something fun to do - Thursday, September 22nd at 8:00 pm with Retro Trivia featuring Denise and Terri. The Pinnacle Vodka promotional team will be at the new R’s to introduce Pinnacle Gummy vodka. No guarantees have been made by Pinnacle that the vodka will help anyone’s trivia game but they do guarantee that it will add yummy to the fun! On Friday, September 23rd Denise and Terri will be back to lead more fun with Retro Challenge Karaoke at 8:00 pm. Our friends at G&G Distributors are sponsoring a Miller Lite Promotion. The restaurant side will be chanting “tastes great” and the cantina will respond with “less filling”! Saturday, September 24th features a day of College football hosted by Ryan and Buck. The Kent Narrows Development Foundation announces the 6th Annual Taste of Kent Narrows Don’t miss the 6th Annual Taste of Kent Narrows on Saturday, October 8, 2011 at the Chesapeake Bay Exploration Center in Chester, Maryland. Come on out and sample the culinary talents of the area’s finest restaurants and enjoy the waterfront views of the Eastern Shore. But it doesn’t stop there…this family event also features live entertainment, local wine tasting, arts and craft vendors, children’s activities, and much more. With over 1,000 people from Maryland, Delaware and Pennsylvania in attendance last year and increased popularity among the local community, we are expecting even more at this year’s event. Food tastings will be available from 12 noon until 4 pm with entertainment continuing until 5 pm. “We had a fantastic time last year with a larger turnout than the year before. This is a wonderful event that gives us the freedom to showcase what we, as a restaurant, can do. Are Looking for an Opportunity to Make a Difference In Your Community? The CommUNITY Mentoring Partnership in Queen Anne’s County offers that opportunity to make a difference in a young person’s life and their impact on the community. Project SAVVY Community Mentoring Program is designed to connect caring mentors with at-risk youth in grades in middle and high school as well as the alternative school in Queen Anne’s County. Each mentor makes a weekly commitment to spend at least an hour of interaction with their mentee and ultimately meet them both in and out of school. Mentoring activities could include things such as discussing current events, taking a nature walk, helping with organizational skills, playing sports or board games, cooking, or reading books about a shared interest. The goal is to build a dependable, supportive, and positive relationship with the mentee guiding their character development. It is hoped that these valuable mentoring moments will increase the academic performance and self-esteem of these young students. With this increase in confidence, it is expected that their lifetime goals and ambitions will increase as well. This year the CommUNITY Mentoring Partnership is looking to engage our youth not only in individual matches but also in dynamic group mentoring at Anchor Points Academy (the alternative school) and in the two high schools (Kent Island HS and Queen Anne’s County HS). At the two high schools, group mentors would be assisting the STEM coordinators in supporting youth in being prepared for college and be career-ready as well as character development which is part of becoming a successful citizen in our global community. At the alternative school, group mentors would be working with youth in character development and positive decisions. Training and ongoing support are available both at the school and through the mentor coordinator. Parents are invited to a FREE Child Seat Check Event on September 24th Each year, Child Passenger Safety Week (CPS) is celebrated across the country to remind parents and caregivers of the need to keep children of all ages properly restrained in the seat that meets their weight and height requirements. Child Passenger Safety Technicians will be present on September 24th from 11:00 am until 1:00 pm, Chesapeake Auto Repair, 130 Comet Drive, Centreville, MD 21617 to ensure that families are using the right restraint whether it is a car seat, booster seat or seat belt. Unfortunately, car crashes remain the leading cause of death for children ages 3-14, according to the National Highway Traffic Safety Administration (NHTSA). In efforts to reduce this, Safe Kids USA’s multifaceted child passenger safety program – Safe Kids Buckle Up (SKBU) – has been working diligently for the last 14 years. By inspecting 1.4 million car seats; holding 65,000 car seat checkup events; and donating close to 500,000 car seats to families in need, Safe Kids Buckle Up has reached more than 21 million people through events and community outreach efforts. This year is particularly significant because Safe Kids USA spent the course of a year collecting research data from 79,000 child safety seat inspections. A key finding in the Safe Kids USA research showed that less than 1/3 of the forward facing child seats arriving at seat check events used a top tether. A top tether is a strap at the top of the car seat that hooks to a tether anchor in the vehicle, and which provides added protection to children by helping reduce the forward movement of child’s head in a crash. “As a nation, we must improve child safety in vehicles and one way to do so is by adopting use of the top tethers. These are on virtually all forward-facing car seats and can be attached to anchors in every car made after 1999,” said Torine Creppy, Executive Director of Safe Kids Buckle Up. “Safe Kids is moving quickly to apply the lessons learned from the study” On Saturday September 24th be sure to come out to Chesapeake Auto Repair for a safety seat checkup. O’MALLEY SWEARS IN PSC MEMBERS Governor Martin O’Malley swore in two new members of the Public Service Commission -- Kevin Hughes and Kelly Speakes-Backman. Hughes has served as the governor’s deputy legislative officer since 2007. Speakes-Backman has most recently worked as the clean energy director at the Maryland Energy Administration. She also has worked in the private sector for 20 years. The PSC, which is a five-member commission, regulates gas, electric, telephone, water and sewage disposal companies. BIG BOX PETITIONERS FACING RESISTANCE Stan Ruddie of Up Against the Wall says his organization’s efforts to collect enough signatures to postpone a “Big Box” amendment from taking effect in Queen Anne’s County, until a referendum can decide the matter next year, are being hampered by property owners and members of the QAC Board of Elections and QAC school officials. Ruddie indicates the Board of Elections initially refused to provide a copy of the voters list and the QAC Board of Education Director did not respond to phone or email messages. Ruddie said he asked that Board of Elections Attorney Jeffrey E. Thompson recuse himself from advising the Board of Elections on the petition “due to the representing of clients who have a direct benefit from this petition failing. ” Ruddie also said a petitioner had been ejected from Church Hill Elementary after regular school hours. UATW volunteer, Jim Campbell, said he was trying to collect signatures at the Centerville Plaza Acme and was greeted by Centreville Police Chief Charlie Rhodes and his deputy along with a Rodney C. Renner, who introduced himself as a representative of the landlord. Renner said that the landlord had not approved the use of the property to collect signatures. Rhodes then informed Campbell that petitioners would be arrested immediately if caught using the property to collect signatures for the petition. The confrontation came a day after ACME officials had granted UATW permission to collect signatures, according to Ruddie.
MDTA BOARD TO VOTE ON TOLL INCREASE The MDTA board is scheduled to meet to vote on whether to raise tolls on the Bay Bridge and other toll roads in Maryland. A spokesperson says the board will vote on an agenda that was revised after this summer’s huge public outcry over the proposed toll hikes. It remains to be seen whether the board will approve any toll increase at all, but some believe Bay Bridge drivers will be paying more, regardless. CHARLIE MOLONEY PASSES AWAY Charles “Charlie” Moloney, a long-time supporter of Washington College lacrosse, passed away at the age of 89. Moloney’s significance to lacrosse at Washington College went beyond the simple title of “fan.” “Washington College lacrosse lost one of our family last night,” remarked Dr. Bryan Matthews. Washington College Director of Athletics. “Charlie Moloney was a larger than life part of over twenty years of the Washington College lacrosse story. To say he was one-of-a-kind is an understatement – Charlie may be the last of his kind. Charlie was from the days when a die-hard fan could host crab feasts at his home, welcoming players, parents, alumni, and friends of the lacrosse program. He rode the bus to away games, even accompanying the team to NCAA Championship games at the University of Maryland. “Perhaps Charlie’s defining moment as a member of the Shoremen lacrosse family was on St Patrick’s Day in 1982. Prior to the start of the Navy game on Kibler Field, Charlie, dressed in full leprechaun regalia, came onto the field and took an honorary face-off versus a Navy midfielder. Washington College went on to beat Navy for the first time in the fifty-year rivalry. Charlie started the magic that day. Charlie Moloney stories will be told for a very long time, and every one of them will make someone feel good.” The Washington College men’s lacrosse team will honor Charlie at its annual alumni game, which is scheduled for September 24th at 3:00 p.m. on Kibler Field at Roy Kirby, Jr. Stadium. Alumni and friends are encouraged to post their fond memories of Charlie on the men’s lacrosse blog. HOSPITAL COSTS GOING UP The cost of staying in a Maryland hospital is increasing, but the national average is rising more. A report released by the Maryland Health Services Cost Review Commission said the average cost to stay in a Maryland hospital last year was nearly $11,000, an increase of two-percent from the previous year. The average cost nationally jumped three-percent.
HURRICANE IRENE PURGES BAY’S DEAD ZONES…AND CHURNS UP SEDIMENT Hurricane Irene’s high winds breathed a little life into the polluted Chesapeake Bay, bringing some short-term relief to wildlife by temporarily eliminating the estuary’s vast dead zone, according to the Maryland Department of Natural Resources. The bay’s dead zone, a stretch of deep water running from Baltimore to Virginia with dissolved oxygen levels too low to support most aquatic life, emerges every summer and naturally fades with the fall. This year’s dead zone diminished earlier than usual after Irene whipped the area, mixing layers of water containing varying levels of oxygen.
STOLEN ALGER TANKER FOUND IN PHILLY Authorities in Maryland say a stolen tanker truck carrying more than 3,000 gallons of gasoline was found in Pennsylvania according to Kent County Sheriff’s Sgt. Glenn Owens. The FBI assisted with the search for the Alger Oil truck that was stolen from Maryland’s Eastern Shore. The Philadelphia Police said the truck was returned back to Alger after the Homeland Security Detachment of the Philadelphia Police Department gave the truck a routine inspection. Alger services the upper Eastern Shore and Harford County in Maryland, northern Delaware and southern Pennsylvania.
The revived waters could provide habitat for marine life in places that were previously not livable, said Jenn Aiosa, Maryland senior scientist for the Chesapeake Bay Foundation. The massive dead zone in the bay is largely responsible for choking out fish and oyster and blue crab populations over the past several decades. Ultimately, similar conditions will return next spring and the hurricane will have likely made little impact on the bay’s long-term status, scientists said. This year’s dead zone would have dissipated by mid-September regardless of the hurricane, DNR Resource Assessment Director Bruce Michael said, but an early flush will not hurt.
PROTESTORS SAY “NO THANKS” TO MASSEY RUBBLE-FILL The Kent County Commissioners were greeted by roughly 200 protesters as they arrived at the R. Clayton Mitchell, Jr. Office Building on High Street for their weekly meeting. Protesters came in opposition to a proposed 339-acre rubble-fill in Massey that will bring 1,200 tons of construction debris to the County each day if approved. Local environmental groups have ratcheted up opposition in recent weeks after the developer, Kent Recycling and Land Reclamation, made lofty promises of revenue sharing, job creation, and local scholarships in an attempt to sway public opinion.
On the other hand, satellite imagery shows large plumes of sediment slowly flowing downstream through local rivers as well as the Chesapeake Bay. The plumes are so thick they have turned waters that normally show up as blue on satellites into a brownish color. The Department of Natural Resources says it is no surprise when you consider how much debris, including trees, uprooted plants and other things are floating downstream right now. The sediment plume, a result of all the rain, could linger for weeks and push more debris onto local shorelines.
The rubble-fill would accumulate nearly 40-million tons of rubble over its lifespan and then be entombed within 100 yards of areas of the Sassafras River. Citizens and local environmental groups say they have heard nothing in the proposal that guarantees the safety of the ground water and the Sassafras. Residents also are concerned that the calm rural setting will be invaded by daily convoys of trucks spilling debris along the roads.
NEW ALCOHOL TAX WORKING? WILL THERE BE MORE? Maryland’s new alcohol sales tax is giving the state some extra cushion. The state comptroller’s office said the tax hike brought in an extra $6-million in revenue over its first month. The General Assembly-approved tax increase from six- to nine-percent went into effect July 1st. Officials originally estimated the tax would generate $85-million in its first year, but its July numbers put the state on pace for just $72-million.
Protesters also were concerned that neither Commissioner has publicly stated which way they are leaning. Primary speculation has focused on Commissioner Alex Rasin, who residents fear may not be able to deliver an impartial decision because of past representation of members of the Alexander family, who own the rubble-fill site. Rasin told the Spy that he has represented clients “that are on both sides of this issue. I can make an impartial decision regardless of my previous clients,” Rasin said. He hopes the issue will come to a vote soon because he is “anxious to settle the matter.” Rasin said he would not indicate his position before a vote.
The sales tax on alcohol could be going up again. State lawmakers could consider more tax hikes when they meet for a special session next month. NEW ETHICS LAWS ON HORIZON Local elected officials in Maryland and members of boards of education will soon be subject to more stringent conflict-of-interest and financial-disclosure requirements. A law passed unanimously in both chambers of the General Assembly last year (SB315) requires county and municipal governments to amend their ethics ordinances to meet or exceed disclosure laws that have been in effect for state officials for 30 years. Maryland Ethics Commission Executive Director Robert A. Hahn said some smaller municipalities may be exempted from the stricter law. There is concern at the local level that reporting requirements could scare away much needed talent and expertise because the disclosures may be too inclusive of personal financial information. Some say it requires disclosure beyond what is needed to guard against corruption. Also, maintaining and tracking compliance of the new law could become too onerous for local governments, burdened with administering the new mandates. Officials will have to file their information with their municipality by April 30 of each year. On the issue of political appointees, St. Michaels’ Town Attorney Karen Ruff and Ford agree that disclosures for appointees and employees remain unchanged. Ruff informed the Commissioners in an August 10 memorandum about the changes in local law that must be enacted and approved by the state Ethics Commission by Oct. 1. Maryland Municipal League Research Director James P. Peck said there is wide perception that the law goes too far in what it asks of elected officials in small towns to reveal about their personal lives. They will have to reveal personal financial information about themselves that average citizens would not normally share with a neighbor, he said. Peck said that the saving grace for really small municipalities will be exemptions granted by the Maryland Ethics Commission.
COMMON GOALS FOR BAY ELUSIVE A new report says the inability of the federal government and states up and down the Chesapeake Bay watershed to agree on common goals for its restoration are making it harder for that to happen. The Government Accountability Office says states are not doing enough to meet the goals of a plan put forth by the federal government in part because the states do not have a sense of ownership. There also are conflicts between the most recent plan drawn up by the federal government and one that the feds and states developed together years before. It could be years before those differences are worked out. The head of the Chesapeake Bay Foundation tells the Sun it is essential for states and the federal government to get on the same page.
