Bayamón mayor: PRASA takes months to address an ‘emergency’

Bayamón Mayor Ramón Luis Rivera Cruz described on Tuesday how the Puerto Rico Aqueduct and Sewer Authority (PRASA) has handled -- specifically as an emergency -- the issue involving the impaired Finca Rosso pump station, which supplies water to sectors of Bayamón and Guaynabo.

The installation sustained major damage -- allegedly due to a voltage surge -- on Aug. 17, 2025, at 3:27 p.m.

“I remember it clearly, because I immediately called the governor,” Rivera Cruz said during a press conference. “And I mentioned to her that they would have to undertake this as an emergency project, because if they went through the traditional bidding process, we would be doomed. They did go the bidding route.”

“My only complaint is regarding their bidding process: the incident occurred in August, yet the contract wasn’t signed until November 18, and construction didn’t begin until December,” the mayor added. “Much of this equipment has to be custom-manufactured in the United States. That is my complaint -- the fact that this is supposedly an ‘emergency.’ When we handle an emergency in Bayamón -- when it truly is an emergency -- we are already at work within a week. That is fast. That is how it has to be.

“But now, at least we’ve made some headway -- as they used to say in my neighborhood. It is now expected that, sometime between July and August, the work will be completed.”

Rivera Cruz said PRASA Executive President Luis Reinaldo González Delgado contacted him to provide a status update on the ongoing work.

so there’s no turning back now. However, I believe -- and I hope -- that this serves as a lesson for the next time a similar situation arises: instead of bringing supplies by ship, bring whatever is feasible by air -- obviously -- and ensure that any contractors hired are willing to work overtime.”

Rivera Cruz went on to say that despite the situation, it is not necessary to dismiss the public corporation’s chief executive; rather, certain aspects of the operation simply need to be improved.

“He called me yesterday, and we spoke; I trust that what he told me yesterday is accurate -- namely, that they are keeping close tabs on the contractor, specifically pressuring them to finish the work. Two of the equipment units are currently on a ship and are en route; they are expected to arrive in a week. If they do arrive within a week, the third unit -- along with some additional parts -- is being flown in; they are bringing it by air. If all of that is in Puerto Rico within a week, they should be able to accelerate the schedule. And if the contractor works 24/7, as he told me yesterday, then they could potentially pull the completion date forward from August to July -- and perhaps even to the end of June. If they do that, they can pull it off.”

“Personally, I would have flown the equipment in; I wouldn’t have brought it by ship,” Rivera Cruz added. “If it’s an emergency -- and even if flying it costs me more -- then let it cost 10 or 15 percent extra. We’ll pay it, and I’ll have it flown in. As it stands, they are already coming by ship,

“He is an engineer; he has spent many years working at the authority and possesses the institutional memory,” the mayor said. “He needs the assistance of two or three people, because he cannot do it alone. He requires the collaboration of individuals who also possess relevant knowledge and are willing to help [...]. If everyone works as a team and approaches the task with a cooperative spirit, issues will gradually resolve themselves.”

“I also have a word of caution -- for this is one of the points on which I, too, have criticized them: communicate!” Rivera Cruz added. “Communicate what is happening. Always tell the truth, for the truth sets people free. If you tell the truth to the public, they can mentally prepare themselves and make the necessary arrangements.”

Rivera Cruz noted further that, unlike the Municipality of San Juan, his claim against PRASA takes the form of a lawsuit seeking payment of some $1 million. He said he believes there is a realistic possibility that the public corporation will either pay the outstanding amount or issue a credit against his municipality’s utility bill.

Rivera Schatz: Let Domenech take over DDEC for now

In salty social media post, Senate president cites 2025 executive order giving La Fortaleza chief of staff broad powers

Senate President Thomas Rivera Schatz said Tuesday there is no rush to address an interim appointment of a new secretary at the Department of Economic Development and Commerce (DDEC by its acronym in Spanish) following the recent resignation of Sebastián Negrón Reichard.

“After Sebastián Negrón Reichard’s abrupt departure as head of the DDEC, the signing of contracts and decrees, among other things, remained pending,” Rivera Schatz wrote on social media.

The Senate president stated that he was informed that it is “urgent” for the Senate to approve an interim secretary at the DDEC so that pending transactions awaiting signatures and authorization are not halted.

“We were informed that it is ‘urgent’ for the Senate to approve an ‘interim’ Secretary at the Department of Economic Development and Commerce (DDEC) so that these ‘transactions’ are not halted and can be signed and authorized,” he wrote in the post.

Rivera Schatz cited Administrative Bulletin OE-2025-008, an executive order signed by Gov. Jenniffer González Colón on Jan. 17, 2025, which establishes the functions, duties, and responsibilities of the La Fortaleza chief of staff, a position occupied by Francisco Domenech Fernández.

The order, among other powers, authorizes the chief of staff to supervise personnel and daily operations of the executive branch, issue instructions on activities or projects, establish executive measures, and carry out any other responsibilities delegated by the governor.

Rivera Schatz said the executive order “grants the La Fortaleza Chief of Staff broad powers to address this matter. See sections 2, 10, 12, and 20.”

He asserted that if the pending transactions comply with the law and ethics, then the chief

of staff may authorize them.

“There are no excuses for delaying the signing, unless, as I believe, the allegations made by Attorney Sebastián Negrón Reichard that led to his resignation are true!” Rivera Schatz wrote.

“Whoever wanted ‘absolute and unlimited’ powers has had them since January 2025! Let them exercise them, with caution and decency, as Attorney Negrón Reichard rightly demanded,” the Senate president added.

“There is no rush regarding the interim appointment or the replacement at the DDEC; we will address it diligently when it is submitted, but in the meantime, Executive Order 025-008 ‘resolves’ the matter!” Rivera Schatz concluded in the post.

Negrón Reichard resigned as DDEC secretary on May 26, a departure accompanied by the resignations of more than 10 senior officials across the agency.

In a letter, Negrón Reichard said he submitted his resignation to the governor after concluding that the mutual trust required to carry out the responsibilities of the position no longer existed.

The former secretary said the breakdown followed his referral of findings from an internal evaluation of a competitive process to the appropriate authorities. He stated that subsequent actions by La Fortaleza, including interventions through other officials in areas where the law delegates authority to the DDEC secretary, made it impossible to continue performing the role with the autonomy and integrity it requires.

Negrón Reichard cited, among those actions, the reversal of two summary suspensions issued for alleged improper interventions in contracting processes. He said the decision left personnel who reported alleged irregularities without institutional protection.

New York explores ‘champerty fix’ to stop hedge funds from profiting from PR’s debt crisis

The state of New York is evaluating legislation to close a legal loophole that has long enabled hedge funds to profit from financially distressed governments, including Puerto Rico’s.

The bill -- sponsored by Assembly member Jessica González-Rojas and State Senator Liz Krueger -- would restore the state’s champerty doctrine, making it illegal to purchase debt solely to sue for repayment.

U.S. Rep. Nydia Velázquez (D-N.Y.) endorsed the measure this week, framing the issue as deeply personal for Puerto Rican communities in New York and on the island.

“For Puerto Ricans, this issue is not theoretical. New York’s legal system has been used by hedge funds seeking outsized profits from Puerto Rico’s debt crisis for years,” she said, noting that the island’s bankruptcy remains incomplete and that the Puerto Rico Electric Power Authority (PREPA) restructuring has been mired in years of litigation. The island government has paid an estimated $2 billion in Title III legal and advisory fees under the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA.

Velázquez argued that New York has a responsibility to ensure that its courts are not weaponized against diaspora communities.

“Passing the Champerty Fix Bill would send a clear message that New York stands with working families and diaspora

communities, not predatory actors exploiting financial distress for private gain,” she said.

Media outlets have recently highlighted how New York’s legal framework has shaped Puerto Rico’s debt saga: The Brooklyn Eagle reported that the Champerty Fix Bill aims to close a loophole that allows “predatory companies to profit from nations and territories in financial distress,” noting that much of Puerto Rico’s debt litigation has been driven by entities that bought bonds specifically to sue. The outlet emphasized that the bill could ease PREPA’s costly restructuring battles.

The American Prospect noted that most of the world’s sovereign debt is governed by New York law, giving Albany outsized influence over how hedge funds pursue distresseddebt strategies. The publication described the champerty fix as a “small change” with potentially global implications for curbing predatory lending.

The reports illustrate how New York’s legal environment has become a central battleground for hedge funds seeking leverage over struggling governments -- and why Puerto Rican advocates have pushed for reform.

Velázquez echoed long-standing criticism of “vulture fund” tactics: buying deeply discounted debt, aggressively suing in New York courts, and extracting high returns through judgments or settlements. Puerto Rico’s experience -- across general obligation bonds, the Puerto Rico Sales Tax Financing Corporation, and PREPA -- has become a case study in how litigation strategies can prolong economic instability.

Statistics Institute: PR paid record $919.7 million in tariffs in 2025

Puerto Rico paid $919.7 million in tariffs during 2025, the highest amount recorded between 2010 and 2025, according to new data released Tuesday by the Puerto Rico Institute of Statistics (PRSI).

The figure represents a dramatic increase of $683.1 million compared with 2024, when tariff payments totaled $236.6 million. The year‑over‑year jump amounts to 288.66%, driven largely by higher duties on goods essential to the island’s construction and manufacturing sectors.

“Overall, the analysis confirms that the greatest tariff burden falls on goods of high im portance to the construction and manufacturing industries, with elevated effective tariff rates on finished metals and iron, steel, and aluminum derivatives,” said Ronald Hernández Maldonado, the PRSI’s statistical project manager.

Imports in 2025 reached $19.1 billion, while the island’s effective tariff rate climbed to 4.81%, up from 1.17% the previous year.

The upward trend began in April 2025, when monthly tariff payments rose to $79 million, with an effective rate of 3.59%. November registered the highest effective rate of the year at 7.61%, with imports totaling $1.23 billion and tariff payments reaching $93.5 million.

China was the top country of origin for tar iff‑heavy imports. Goods imported from China totaled $828.6 million and generated $275.2 million in tariffs, reflecting an effective rate of 33.22%.

Japan ranked second with $114.5 million in tariffs, followed by Mexico, South Korea, the Dominican Republic, Spain, Brazil, Germany, France and Vietnam.

According to the PRSI, the increases were concentrated in goods tied to construction,

manufacturing and food production.

Hernández Maldonado warned that the higher tariff burden could ripple through Puerto Rico’s supply chain and affect household budgets.

“Due to the cumulative effect on the supply chain, these increases can impact daily life, not only through food prices but also through higher costs for housing, cars, appliances, tools, canned goods, electricity, and more,” he said.

Given Puerto Rico’s heavy dependence on imported goods, he added, tariff increases extend beyond foreign trade and become a pressing local economic issue.

PRSI Executive Director Orville Disdier said the findings underscore the need for continuous monitoring of tariff pressures and their economic effects.

“In the midst of this volatility and cost pres sures, there are also potential opportunities to strengthen the island’s productive base,” Disdier noted.

The report suggests that current conditions could open the door for expanding local pro duction and increasing Puerto Rico’s presence in the U.S. market through manufacturing relo cation strategies.

House speaker, mayors discuss budget needs for FY 2027

Speaker of the Puerto Rico House of Rep resentatives Carlos “Johnny” Méndez Nuñez held a meeting earlier this week with Mayors Federation President Gabriel Hernández Rodríguez, as well as the mayors of Aguas Buenas and Las Piedras, Karina Nieves Serrano and Miguel López Rivera, respectively, regarding the government’s budget for the fis cal year 2026 2027 (FY 2027) and their needs and projections.

The consolidated budget resolution for FY 2027 is $33.57 billion, including $13.18 billion from the General Fund. In her announcement of the measure, Gov. Jenniffer González Colón also indicated that the resolution is some $312 million below the revenue projections outlined in the Certified Fiscal Plan.

Méndez said he and the mayors “discussed specific allocations for various projects, such

as potential salary increases for the municipal police and funding for various plans, among other topics.”

“We want to make it clear in the budget, for example, that the money for paramedics is for those who work in the municipalities, whether they have a third shift or provide assistance services to the public,” the House leader said.

“We will also clarify other issues to make them more specific. We also discussed the arguments regarding a gap of approximately $19 million compared to 2026. We will study that, among other matters.”

The current FY 2026 budget was the first to be developed, approved and certified in accordance with the Financial Oversight and Management Board’s guidelines.

The Puerto Rico Oversight, Management and Economic Stability Act, better known as PROMESA, requires that four certified and continuous budgets be approved by the board,

among other actions.

Méndez, who has already been meeting with mayors, agency heads and directors of public corporations, announced Monday that he will be convening further meetings with

more mayors and technical staff, as well as other meetings with members of the oversight board, with the aim of achieving the second budget approved by the federal entity, one that satisfies the budgetary needs of citizens.

House Speaker Carlos “Johnny” Méndez Nuñez, center, met with Mayors Federation President Gabriel Hernández Rodríguez and the mayors of Aguas Buenas and Las Piedras regarding the island government’s budget for the coming fiscal year and the mayors’ needs and projections.

Losing trust in Justice Dept., judges call out its lawyers’ behavior

In late April, a lawyer for the Justice Department told a federal judge that her colleagues had been in the midst of negotiations with a Rhode Island hospital about turning over gender-transition treatment health records, only for the hospital’s lawyers to stop responding.

But Judge Mary S. McElroy of U.S. District Court in Rhode Island concluded that was not true. While the government claimed it had not heard from the hospital since February, emails showed the hospital’s lawyers had stayed in close touch.

In a scathing ruling May 14, McElroy called the government’s account “misleading, if not utterly false.” At issue in McElroy’s view was the “awesome power” wielded by government lawyers and the trust that they will “play fair and be honest” with courts.

The Justice Department “has proven unworthy of this trust at every point in this case,” she wrote.

The opinion was one of several heated rulings from federal judges in recent weeks castigating the government’s lawyers for withholding information and making assertions that turned out to be at odds with the facts.

A judge in Chicago said transcripts of grand jury proceedings had been redacted to hide misconduct by her district’s U.S. attorney’s office. Another judge in Rhode Island referred an assistant U.S. attorney for potential discipline after he admitted that he had knowingly withheld informaation from the court.

Like the one involving the Rhode Island hospital, the complaints have come as administration lawyers seek to defend major parts of President Donald Trump’s agenda.

The government lawyers whose honesty the judges have called into question are a mix of career civil servants, political appointees and newcomers brought in as the Justice Department makes a public hiring push to fill its depleted ranks. Their missteps in court come as the department’s leadership takes an unusually combative tone with judges who rule against them, and department lawyers try to balance judges’ demands against the often stubborn posture of the executive-branch clients they represent.

But regardless, an increasing number of judges appear to be questioning the longtime assumption that Justice Department lawyers can be taken at their word, part of the “presumption of regularity” that experts say allows federal courts to operate swiftly and smoothly.

In a statement, a Justice Department spokesperson disputed that lawyers were coming up short on ethics. “Any attack on the professionalism or integrity of DOJ attorneys is outrageous and unjustified,” said the spokesperson, Natalie Baldassarre. “The department will continue to vigorously advance and defend President Trump’s agenda in federal court with the utmost respect for the institution and rule of law.”

By giving voice to their lack of trust, the judges are heralding major risk to a legal order that has been in place since Watergate. Codified in a Justice Department reference text called the Justice Manual, the basic idea is that department lawyers should be held to a higher standard because they carry with them the reputation of the entire executive branch. Before her

death in 2019, Judge Patricia Wald described her expectations of the Justice Department as the “five C’s”: competence, credibility, civility, consistency and candor.

“You can’t hide the ball. You have to be honest,” said Andrew C. Mergen, who served in the Justice Department for more than 30 years under presidents of both parties and now teaches at Harvard Law School. The pattern of judges accusing department lawyers of dishonesty, he said, “is such an extraordinarily awful look for the Justice Department.”

‘The duty of candor’

The recent wave of rebukes surrounding courtroom honesty has come after months of clear warnings from the judiciary about separate but related concerns.

Judges have over the past year called out the administration for making dodgy legal arguments, filing dishonest testimony and failing to comply with court orders. Some of the earlier problems stem from the fact that Justice Department lawyers often represent other government agencies in court, including the Homeland Security Department, which has proved to be a difficult client, particularly in immigration cases.

But judges have taken a distinctly harsher tone in recent weeks, assigning responsibility directly to individual Justice Department lawyers for their own representations in court.

“This reckless disregard for the duty of candor owed to a federal court is appalling,” wrote McElroy, referring to lawyers’ ethical obligation to never knowingly present false evidence or make false statements of fact or law. She cited recent cases in Pennsylvania, Washington and Oregon in which other judges raised questions about the government’s honesty.

The same issue arose in Chicago, where Judge April M. Perry found that Justice Department lawyers had improperly influenced a grand jury in a case in which the government was seeking indictments against four activists who were protesting outside an immigration detention facility.

In one of the Rhode Island cases, the federal bench appointed an outside counsel to investigate the head of the civil division of the U.S. attorney’s office for withholding information from her about a migrant whose case appeared before her.

Judge Melissa R. DuBose said she believed the lawyer showed a “lack of candor” and that the incident represented “a serious breakdown in the ethical codes.”

In a May 22 ruling, Judge Waverly D. Crenshaw Jr. of the Middle District of Tennessee raised doubts about a former prosecutor’s claim that he — and not his bosses in Washington — had been the one to revive a criminal case against a Salvadoran man whose immigration saga is among the best known of the Trump administration’s crackdown.

Last year, the Supreme Court ordered the Trump administration to facilitate the return of that man, Kilmar Abrego Garcia, to the United States after he was improperly deported from Maryland to El Salvador in what the government called an “administrative error.”

Robert E. McGuire, then the chief federal prosecutor in Crenshaw’s district, told the judge that he alone made the decision to then indict Abrego Garcia on human trafficking charges stemming from a 2022 traffic stop. In fact, emails showed that Justice Department leaders in Washington stayed in close touch with him about the case, calling it a “top priority” and sending him information about a new witness after homeland security officials decided to reopen the investigation.

The judge expressed serious skepticism about McGuire’s account of his own decision-making, referring to the prosecutor’s “purported belief” and saying that he considered McGuire’s testimony, “to the extent that it is credible.”

‘It will get harder’

The government’s responses to these charges have varied — an apology in the Rhode Island case before DuBose, a claim in the Chicago case that there was no intent to mislead and a more combative posture in the case before McElroy insisting that the government never misrepresented the facts.

In public statements, Justice Department officials have attacked “rogue judges” and “activist judges,” who they claimed were abusing their authority, and in some cases filed misconduct complaints against them. DuBose and Perry are appointees of President Joe Biden. McElroy was appointed by Trump.

But Mergen, the Harvard law professor, said he has heard from career Justice Department lawyers who were demoralized by the pressures of the job, particularly the flood of petitions from immigrants challenging their detention. Pressure from the high workload, he said, was aggravated by a combination of a politicized institutional culture and judges’ growing skepticism — all of which could be contributing to the courtroom missteps.

“The risk is that the longer this goes on, the fewer good people are willing to stay,” he said. “Over time, it will get harder to do even the routine cases if judges don’t trust you.”

Hegseth strikes female and Black Navy officers from promotion list

In a move that disproportionately targets women and minority officers, Defense Secretary Pete Hegseth recently blocked the promotions of nine Navy officers who had been selected by a board of senior Navy admirals.

The net result of Hegseth’s intervention is a slate of 22 nominees to be one-star admirals that bears little resemblance to the broader force these officers will help lead.

Three of the officers removed by Hegseth from the promotion list are women, and two are Black men. An additional four are white men.

Hegseth’s actions, which appear to violate the rules governing a promotion system that is supposed to be apolitical and merit-based, were described by five current and former defense officials who spoke on the condition of anonymity to discuss sensitive personnel matters.

No female officers were included on the new one-star list, which was released publicly in late May, despite the fact that women make up about 21% of the active-duty Navy. The list appears to include only two nonwhite officers, even though sailors who identify as racial minorities make up about 38% of the active-duty Navy.

Secretary of Defense Pete Hegseth testifies before a House Appropriations subcommittee in Washington on May 12, 2026. In a move that disproportionately targets women and minority officers, Hegseth recently blocked the promotions of at least seven Navy officers who had been selected by a board of senior Navy admirals. (Haiyun Jiang/The New York Times)

Hegseth’s removal of the officers from the one-star list is highly unusual, the current and former defense officials said. According to Pentagon rules, the defense secretary is supposed to pull officers from the list only for moral, mental, physical or professional failings that raise questions about the officers’ fitness to lead.

Hegseth’s actions are the latest in a series of firings and personnel interventions that appear to be driven by his anti-diversity politics rather than the officers’ performance. Taken together, they could reshape the military’s top ranks for years to come.

Sean Parnell, the Pentagon’s chief spokesperson, declined to say why Hegseth pulled the officers off the Navy one-star list. “Military promotions are given to those who have earned them,” Parnell said. “The department will never consider the color of a service member’s skin or their gender as a factor in promotions.” The Navy declined to comment.

Since taking office, Hegseth has fired or sidelined

nearly three dozen senior military officers as part of a broader campaign designed to purge the Pentagon of leaders he has disparaged as “foolish,” “reckless” and “woke.” He has consistently refused to explain why he has chosen to fire officers or pull them from promotion lists.

His scrutiny has fallen heavily on female and minority officers, who have borne the brunt of the dismissals. Nearly 60% of the senior officers Hegseth has fired are female or Black, Sen. Jack Reed of Rhode Island, the top Democrat on the Armed Services Committee, said in recent Senate testimony. Women and minorities currently account for fewer than 20% of all generals and admirals.

“You are hollowing out the military’s bench of experience and highest-performing senior officers, while making young officers wonder if they should continue to serve,” Reed told Hegseth at another recent hearing.

Among those dismissed were Gen. Charles Q. Brown Jr., the second African American to serve as chair of the Joint Chiefs of Staff, and Adm. Lisa Franchetti, the first woman to lead the Navy.

Earlier this year, Hegseth also removed four colonels — two Black men and two women — from the Army’s list of nominees for one-star general over the objections of Army Secretary Daniel P. Driscoll. Driscoll insisted that the officers had a long history of exemplary service and had done nothing wrong.

Officers selected for one-star rank are chosen by a board of admirals or generals who review hundreds of personnel files over the course of meetings that can span two weeks. Only about 5% of those eligible for promotion to one-star are chosen, making it the most competitive board in the U.S. military.

The lists are then reviewed by the service secretaries and the defense secretary, who under Pentagon rules may strike names in limited circumstances, such as the emergence of new information that raises questions about the officers’ qualifications for service.

The unpredictability of Hegseth’s interventions has created an atmosphere of anxiety and mistrust among the military’s top ranks, military officials said.

The lack of information has exasperated Republican and Democratic lawmakers alike. In April, Rep. Austin Scott, R-Ga., pressed Gen. Christopher C. LaNeve, the acting Army chief of staff, on whether Hegseth had pulled the names of officers from that service’s one-star list as first reported in The New York Times.

“I’m less worried about the race and the gender than if he did or he didn’t do it,” Scott said. “Did he pull four names from the list, as has been reported?”

LaNeve, who had taken over after Hegseth fired his predecessor, Gen. Randy George, said that Scott would have to ask Hegseth.

“Well, if I could get anybody over there to respond, I would,” Scott replied.

Two weeks later, when Hegseth appeared before the House Armed Services Committee, he acknowledged that he had pulled names from the Army one-star list but declined to explain the specific grounds for their removal.

“We don’t talk about that out of respect for those officers,” he said. Instead, he spoke broadly of the need to correct for years of “gender and demographic engineering” that he asserted had blunted the effectiveness of U.S. troops on the battlefield.

The officers struck from the Navy one-star list seem to have been targeted because they took part in some diversity-related event years or even decades earlier, current and former Navy officials said.

One highly respected officer whose promotion was pulled had served as a surface warfare officer, completed the Navy’s advanced nuclear power school and was selected to be a top aide to a four-star admiral in the Pentagon.

She was singled out by Hegseth shortly after her name appeared on a website that said it was working to purge “woke” military officers. The site noted that the officer had worked as a “diversity liaison officer” two decades ago, responsible for helping the Navy recruit and retain women and minorities.

Another female officer targeted by Hegseth served as a Navy pilot and foreign area officer, interacting with militaries around the world. The third female officer is a physician who leads a major Navy medical command.

Before he was selected by President Donald Trump to serve in the Pentagon, Hegseth had opposed the inclusion of women in combat jobs. Since then he has moderated his position, saying that women should be able to serve in combat roles, as they have since 2013, if they can meet the same physical standards as men.

There’s something else we should be worrying about NEW YORK TIMES EDITORIAL

So far, the policy conversation about artificial intelligence has focused on preventing harms to the public. What if AI leads to mass job loss? What if it’s used for surveillance? For bioweapons? What if it concentrates wealth and power in the hands of the few while acting as an agent of cognitive and social atrophy for the many? What if future systems slip out of our control or beyond our understanding?

These dangers are real, or at least plausible. Policies to prevent or respond to them are essential. But there is another policy conversation that is strangely absent: How does AI benefit the public?

The public goods of AI are, I recognize, not the most politically popular topic at the moment. AI’s polling is dismal, even if its usage is exploding. Data centers are hideously unpopular and, in some jurisdictions, banned. Pope Leo XIV devoted his first encyclical to the technology’s dangers. Many see the use of AI at all as borderline immoral — it adds demand to an overhyped, dangerous technology whose rollout needs to be slowed or perhaps even stopped. I start from a different perspective. AI is here. It will be used. But how it is used, for what and by whom are meaningful questions. AI’s benefits will not emerge automatically or inevitably. It will take work to identify the problems AI can help the public solve and then create the data, financing and “compute” — the raw processing power that AI systems use when queried, supplied by data centers full of specialized chips — needed to actually solve them.

When AI is pointed at the right problem, in the right way, the results can be remarkable. An OpenAI model just disproved a

Manuel

María de L. Márquez Business Director

conjecture that had eluded mathematicians for 80 years. A drug for pulmonary fibrosis just became the first fully AI-generated treatment with proven efficacy and safety in humans. A Mayo Clinic team developed an AI system that can detect pancreatic cancers on a CT scan up to three years before clinicians can see them. DeepMind’s Graphcast model appears to generate weather predictions both faster and more accurately than the supercomputer systems that are used now. The 2024 Nobel Prize in chemistry went in part to the designers of the AlphaFold model for the quantum leap it offered in predicting protein structures.

The corporations buying AI access for themselves are not deluded. But they are finding that you cannot solve problems just by throwing AI at them. It takes work to structure a problem in a way that allows AI to be useful, just as it took work, in previous generations, to integrate IT into a company or redesign a factory to take advantage of electricity.

The AlphaFold advance was possible only because of the Protein Data Bank, a laboriously created database of protein structures that the National Science Foundation began funding in the 1970s. No Protein Data Bank, no AlphaFold.

So a public agenda for AI needs to be more than a vague intention to toss AI at public problems. It starts with access, but it does not end there.

Still, start with access. It might begin with an actual public option for AI: Perhaps there should be at least one frontier-level model under direct public control. It would at least begin with the recognition that there is already more demand for compute than there is supply. That might mean buying compute for public purposes and making certain it is affordable for universities, public agencies and others.

The digital divide I mentioned above is already opening up into a private-public divide, where Goldman Sachs can afford colossal quantities of compute and public universities cannot. I want the public to have access to enough compute that it can unleash AI on hard problems.

But much of the AI capacity will remain in the private sector. So a public agenda for AI should also give the private sector reason to work on public problems. Like in Operation Warp Speed, the government could define the outcomes it wants — a drug, a solution — and guarantee a market if it’s found and distributed equitably.

What kinds of public problems can AI solve? Look closely at the math advance OpenAI just released, and what you’ll see is that the AI system was able to combine two of AI’s strengths to achieve the result: One was a vast knowledge of existing mathematics, such that it could apply a different branch of the discipline to the problem. The other was the ability to attempt possibilities that would have been too laborious for human mathematicians to try.

There are a lot of problems that could benefit from the sustained attention of tireless researchers with a vast knowledge of all relevant subject areas. Rare diseases, for instance, where the suffering is immense but the market for a cure is often not large enough to attract much private interest. Or hunting out new uses for existing drugs. Or the search for new materials to extend longterm battery storage.

Right now, we’re seeing promising pilot projects. Microsoft and the U.S. Department of Energy’s Pacific Northwest National

The Meta data center in Covington, Ga., Sept. 14, 2017. “AI is here. It will be used,” Times columnist Ezra Klein writes. “But how it is used, for what and by whom are meaningful questions.” (Dustin Chambers/The New York Times)

Laboratory worked together on a project that used AI to analyze more than 32 million materials to discover an electrolyte that might improve lithium-ion batteries. But projects like these are a sideshow right now as the AI giants chase the guaranteed revenues of corporate clients. Only public funding has the possibility to bend the industry toward public problems.

Then there’s the way AI could change the relationship between citizens and a government that is often maddeningly difficult to navigate. President Donald Trump killed the IRS’ Direct File program, but the technology exists now to go far beyond it: There could be an AI system that works through your taxes with you, grounded in both the IRS’ data on your income and the most upto-date information on the tax code. Every person could have the equivalent of a personal accountant. More ambitiously, you could imagine that same LLM as an entry point to government services: a kind of digital concierge to everything the government has that might help you.

When we want AI to solve real problems for real people, we need to make sure the data exists. That means cleaning up government data sets that are currently in a shambles (a project that the province of Alberta’s government found AI could make much faster and easier). It may also mean funding the creation of novel data sets that could eventually give AI systems traction on scientific problems that are currently beyond our capability to solve. Those data sets — like the Protein Data Bank — would be public goods, and so would need to be funded by the public.

What I’ve offered here is only the barest sketch toward an agenda. But perhaps it’s enough to make a broader point: If we want an AI that serves the public good, we need to define the public goods that AI can serve and create the conditions under which AI can be useful.

That means answering a question that’s been somewhat ignored. We know what we fear AI will do to us. But what do we hope it will do for us?

‘Benedetta,’ ‘Good Boy’ and more streaming gems

Lusty nuns, insecure writers and a brave pooch lead this month’s under-the-radar recommendations on your subscription streaming services.

‘Good Boy’ (2025)

This tightly-constructed horror thriller from first-time feature director Ben Leonberg has, first and foremost, one of the most accurate titles of recent memory: Its star Indy is, indeed, a very good boy. That’s because Indy is a dog, and the clever conceit of “Good Boy” is that it’s a horror movie where the central character is a pet, whose human, Todd (Shane Jensen), is … well, going through some things. The dialogue is minimal (and incidental), and the plotting is basic, which is for the best; this is a movie as much about deconstructing the genre as telling a story, and the ingenious ways in which Leonberg experiments with perspective and reappropriates horror tropes (particularly the “final girl” arc) are refreshing and entertaining. (Stream it on Hulu.)

‘The End of the Tour’ (2015)

In 1996, novelist David Lipsky accompanied his fellow writer David Foster Wallace — then experiencing his first flush of fame for his seminal novel “Infinite Jest” — for the last few days of his book tour. Lipsky was writing a profile of Wallace for Rolling Stone that was never published; shortly after Wallace’s death in 2008, Lipsky compiled the transcripts of that trip into the book “Although of Course You End Up Becoming Yourself.” Those conversations form the spine of James Ponsoldt’s film, which is primarily a two-hander between Jason Segel as Wallace and Jesse Eisenberg as Lipsky, who engage in a jousting match of literary theory, professional envy and general suspicion. (That these two actors also moonlight as writers seems to add to the authenticity of their interactions.) The results are witty, insightful and occasionally heartbreaking. (Stream it on Netflix.)

‘The Lady in the Car With Glasses and a Gun’ (2015)

This French-Belgian adaptation of the novel by Sébastien Japrisot does, indeed, concern a lady in a car with glasses and a gun, so points for truth in titling. Her name is Dany (played with cool elegance by Freya Mavor), a likable secretary whose boss (Benjamin Biolay) ropes her into driving his gorgeous Thunderbird to his home for him. In a tiny act of rebellion, she decides to take it on a seaside joyride, which takes a peculiar turn when people keep mistaking her for someone else along the way. Joann Sfar’s direction is snazzy and stylish, leaning into the moody atmosphere as the twists pile up, and the eventual payoff is supremely satisfying. (Stream it on Amazon Prime Video.)

‘Cheech & Chong’s Last Movie’ (2025)

Few comedy teams flew quite as high (pardon the pun) as Cheech Marin and Tommy Chong, whose stoner antics made them stars of nightclubs, record albums and feature films from the mid-1970s through the early 1980s. Their spectacular rise and worldwide fame are well-covered in this authorized documentary, but the more fascinating material concerns their contentious breakup, and the hurt feelings that both men still harbor over it. The inherent irreverence of its subjects keep it from falling into (most of) the traps of the official celebrity biodoc, however; director David Bushell wisely intermingles the customary talking head interviews and archival footage with wildly funny, slyly scripted road-trip scenes between the duo. Those sequences turn “Last Movie” into less of a fawning documentary than, well, a good old-fashioned Cheech and

Chong comedy. (Stream it on Paramount+.)

‘Benedetta’ (2021)

If you thought the director of “Showgirls” and “Basic Instinct” would make a straight-faced, pious movie about Catholicism, you should seek counseling. But the most recent feature from Paul Verhoeven isn’t some empty-headed provocation or flesh-baring nunsploitation riff, either; Verhoeven is enough of an armchair biblical scholar to have written a book about Jesus in 2007, and his thoughtful grappling with the tenets of organized religion are what give this story of a young nun (the enrapturing Virginie Efira) torn between miracles of the soul and pleasures of the flesh its juice. There are other, more prurient qualities, of course — this is a Verhoeven movie, after all — but what’s most surprising about “Benedetta” is how fully it stimulates the heart and mind as well. (Stream it on Netflix.)

‘Under the Silver Lake’ (2019)

Writer and director David Robert Mitchell took four years to craft his follow-up to his indie horror breakthrough “It Follows,” and it’s the kind of movie that a youngish man makes after early success: a sprawling, lengthy, messy ode to the pleasures of wandering around Los Angeles, populated by a cast of hot young actors (including Andrew Garfield, Riley Keough, Zosia Mamet, Grace Van Patten and a pre-fame Sydney Sweeney) and filled with expensive needle drops and meta-references to cool movies and novels. Yet even with all of the movie’s disorder, Mitchell gets at something difficult to articulate about its setting and the people who populate it, capturing the defiant chaos and self-conscious cool that has come to define a region and a generation. (Stream it on Amazon Prime Video.)

‘Silent Night’ (2023)

It’s hard to overstate how influential director John Woo’s Hong Kong action epics of the late 1980s and early ’90s were on Hollywood action filmmakers of the era; when he came to America riding the crest of that wave and made hits like “Face/ Off” and “Broken Arrow,” he seemed unstoppable. But a couple of stumbles sent him back to Hong Kong, where his work only made it to American art houses; he took his first stab at reclaiming his dominance with this vigilante thriller. Its central gimmick is ingenious; as its protagonist (Joel Kinnaman) is unable to speak, Woo crafts the picture without spoken dialogue, combining the aesthetics of the modern action movie with those of silent cinema. Some filmmakers would struggle with the challenge, but Woo calls upon his peerless visual instinct and fiercely energetic directorial rhythm to pull it off. (Stream it on Hulu.)

Wall St ends modestly higher as AI zeal overcomes Middle East jitters

The selloff in the shares of U.S. bourse operators continued on Tuesday on worries over the risk implications of perpetual futures for cryptocurrencies and fear among investors that such derivative contracts would be extended to equities.

Cboe Global Markets fell 9%, while CME Group and NYSEparent Intercontinental Exchange each fell roughly 4%.

The Commodity Futures Trading Commission paved the way for the introduction of perpetual crypto futures on Friday, marking the first time such instruments will be available to U.S. investors through domestic, regulated exchanges.

Perpetual futures, also known as “perps”, are a risky derivatives product that had so far largely remained offshore, and lack a traditional expiration date.

The move has sparked concerns that perpetual futures approval for other asset classes could raise competition for incumbent derivatives exchange platforms.

“The question will be how quickly perps get approved across other asset classes, such as equities and commodities,” TD Cowen analyst Bill Katz said.

Wall Street analysts said the approval was likely to create more competition in the retail arena and keep exchange valuation multiples under pressure as investors work through risks and evolving market structure.

But, analysts do not expect perps to have a meaningful impact on traditional futures products as they are not a viable alternative to instruments designed for institutions.

“We believe competitive risk is manageable given fundamental product differences and structural advantages for both exchanges (Cboe, CME),” RBC analyst Ashish Sabadra said.

While perps have gained significant traction with retail investors due to high leverage and short holding periods, institutional demand remains limited.

“The contracts are not designed for hedg-

ing, but rather retail-oriented speculation. As such, it’s hard to envision perpetual futures contracts displacing the existing liquidity and volumes at CME Group and ICE,” Raymond James analyst Patrick O’Shaughnessy said.

The largest exchange-traded fund (ETF) tracking U.S. software stocks clocked the biggest single-day buy-in by retail investors on record on Monday, data from Vanda Research showed.

Software stocks have largely recovered their losses from earlier this year when fears of industry-wide disruptions due to the rise of AI gripped the sector, though volatility still persists.

After an agonizing week of threats, Kyiv is finally bombarded by Russia

More than a week after Russia warned of an attack on Kyiv that would be so big that diplomats and other foreigners should flee, Moscow finally struck early Tuesday. Its forces launched hundreds of drones and dozens of missiles at the capital and other cities in Ukraine, killing at least 22 people, Ukrainian authorities said.

The bombardment of Kyiv was similar in scale to two other deadly attacks last month. Moscow has continued its air campaign against the capital even as the Russian military has suffered its worst period in years on the front line, measured in territory gained.

What appeared to be different about the latest assault on Kyiv was the psychological element. Last month, Russia’s Foreign Ministry issued dire warnings of retaliation for what Russian officials said was a Ukrainian drone attack that struck a college dormitory in the Russiancontrolled Luhansk region of eastern Ukraine, killing 21 students. The toll could not be independently verified.

After Russia threatened another huge strike on Kyiv, including on “decision-making centers,” and told foreigners to evacuate, Western envoys rallied around the Ukrainian government, saying they would stay put and not give in to intimidation tactics.

Still, Moscow’s warnings, and the long amount of time that passed before Russia actually struck, took a toll on residents of Kyiv. For days, Russia launched planes in a manner that imitated a large attack, setting off alarms and wearing people down.

Many families ended up sleeping in Kyiv’s subways and in parking lots for multiple nights. By Tuesday morning, as the first Russian drones crossed the border into Ukraine, shelters were full, a sight less common than it was early in the war, with people having gotten used to the threat of Russian strikes. Those who arrived in the middle of the night, after the first missile warnings, struggled to find a space to lie down. Subway station floors were covered in tents and yoga mats. Dogs were barking. Children were crying, struggling to fall asleep.

After the alert was lifted, sleepy families walked home as the sun cut through thick clouds of smoke over Kyiv. But shortly after 7 a.m., with some people already on their way to work, Russia hit the city with hypersonic bal-

listic missiles, Ukrainian officials said, leaving little time for people to seek shelter again.

After the dozens of explosions that shook Kyiv overnight, several sites were still on fire Tuesday morning. At least six people were killed, and three children were among the 65 injured, said Mayor Vitali Klitschko. A nine-story apartment building in the Podilskyi district, west of the Dnieper River, partly collapsed, he said.

In the city of Dnipro in central Ukraine, 16 people were killed, including two children, and 37 injured as a result of an overnight attack, according to local authorities.

Overall, Russia launched 656 drones and 73 missiles in the overnight wave of strikes, according to Ukraine’s air force, which reported that 33 missiles had hit their targets.

It was perhaps the most advertised attack of the war.

Russia warned on May 25 of its plan to strike “decision-making centers” in Kyiv. On Monday, President Vladimir Putin chaired a meeting in the Kremlin about the Ukrainian drone strike on the college dormitory in Luhansk, saying that the attack had added “a new quality to the conflict as a whole.”

Ukraine’s government has described the Russian assertions about the strike as misinformation, but a Ukrainian news outlet identified civilian victims, including students. The Russian Defense Ministry said in a statement Tuesday

that the overnight attacks were a response to what it called “terrorist acts” on targets in Russia.

On Tuesday, Russia fired a record number of the nuclear-capable hypersonic cruise missiles known as Zircons. It launched four overnight and the same number later in the morning.

Analysts said the Russian attacks were aimed in part at depleting Ukraine’s limited stocks of Patriot interceptor missiles, its only proven defense against Russian ballistic weapons.

Ukrainian officials have warned in recent weeks that the country is running low on Patriots, even as Russia has fired off more ballistic missiles than ever before. So far this year, Russia has targeted Ukrainian cities with 374 ballistic missiles, more than twice the number that it fired during the same period last year. Ukraine used Patriots to knock down about 1 in 3 of those.

In the days after another major attack on Kyiv, on May 24, President Volodymyr Zelenskyy of Ukraine sent a letter to President Donald

Trump and every member of Congress asking for more of the U.S.-made Patriots. Zelenskyy described Russia’s ballistic missiles as Putin’s “last major advantage on the battlefield.”

Ukraine has seemed to take the upper hand in the war in recent weeks as peace talks have been stalled. Ukrainian forces have increasingly targeted Russian oil facilities and even cities like Moscow with long-range drones. The front line remains largely frozen, as drones make it difficult for either side to move, and Russia’s expected spring offensive has yet to materialize.

As Russia continues to strike Ukrainian cities through the air, Pete Hegseth, the U.S. defense secretary, told reporters Friday that the United States would “find a way” to help Ukraine defend itself, but he did not offer specifics.

The advanced Patriots are in increasingly short supply worldwide, largely because many have been used in the war launched by the United States and Israel against Iran. But they are also tough to produce. Last year, Lockheed Martin built 620 of them, a record.

Russia also faces limits to the amount of weapons it can deploy, Ukrainian analysts said. Moscow spaced out its past three assaults on Kyiv by about 10 days each, allowing for resupply. And despite the Russian rhetoric, the attack Tuesday was no larger than the previous ones.

“We can see with the naked eye that Russia clearly does not have a sufficient number of missiles and drones to sustain massive attacks, at least over a short period of time,” said Vitalii Portnikov, a Ukrainian political analyst.

The main indicator, he said, is Russia’s use of Zircon missiles. Moscow employs them to exhaust air defense systems, not to hit land targets, because they are naval missiles, Portnikov said.

If Russia could produce more ballistic missiles, it would have used them instead to strike sites on land, analysts said.

Trump stands to gain an important ally in Colombia’s upcoming election

President Donald Trump made plain what he wanted when he gathered conservative Latin American leaders in Florida in March. Promising that, together, they would “eradicate the criminal cartels plaguing our region,” Trump told the leaders he just needed one thing.

“We need your help,” he said. “You have to — just tell us where they are.”

Trump may now gain an ally in a country experts say is the most important to that mission outside Mexico: Colombia.

Abelardo de la Espriella, a criminal defense lawyer with no political experience who calls himself “The Tiger,” surged ahead of his conservative rival in Colombia’s presidential election on Sunday, to advance to a runoff.

He will face off June 21 against a leftwing senator from President Gustavo Petro’s party. Along with building 10 megaprisons, de la Espriella has promised he will crush his country’s armed trafficking groups.

“We are going to confront, defeat and punish the enemies of Colombia who want to destroy our homeland,” de la Espriella said in a speech in Barranquilla following the results.

His leftist opponent, Iván Cepeda, a longtime human rights defender, in contrast, has cautioned against excessive military force and has been vocal about what he calls “the failure of the war on drugs,” which he said has done little to slow the global trade.

If de la Espriella wins, it would be a trophy for Trump in the region, said Gimena Sánchez, the Andes director at the Washington office on Latin America, calling Colombia, “the number one ally for the U.S.”

Colombia is the world’s biggest cocaine producer and home to several major trafficking groups that the Trump administration has designated terrorist organizations.

A man carries coca leaves in the Putumayo department, southern Colombia, Jan. 31, 2026. Abelardo de la Espriella, a hard-liner on the right now in the runoff for president against Iván Cepeda, a left-wing candidate, has pledged to crush drug traffickers. (Federico Ríos/The New York Times)

As armed groups battle for control of cocaine routes and illegal gold mines, they have also spilled across Colombia’s borders into Venezuela, Ecuador and Brazil, key transit countries for cocaine.

De la Espriella centered his campaign on a promise to take drastic measures against the groups, as well as to crack down on urban crime, in what experts say amounts to a blend of Trump and President Nayib Bukele of El Salvador.

He has proposed constructing 10 privatelyrun megaprisons “in the middle of nowhere,” and floated the idea of enacting “temporary” legislation to give his government far-reaching powers to lock up more criminals — drawing comparisons to the state of emergency El Salvador and Ecuador have used to deploy the

military against gang members.

De la Espriella has vowed to bomb “narcoterrorist camps” on Day 1, and pledged to reclaim government control in conflict zones within 90 days.

He has also promised to go after coca production, calling cocaine “the source of all violence,” and has said he will eradicate 800,000 acres of coca plantations — an area about the size of Rhode Island — by restarting aerial fumigation, a technique that was banned after it was linked to health risks. (He has said he will use a safer chemical.)

Colombia has historically been one of America’s closest allies in Latin America. While collaboration has continued, experts say Petro, Colombia’s first left-wing leader, strained that relationship, denouncing Trump’s strikes on boats off South America’s coast that he claims are carrying drugs, as “murder.”

“The United States did not make it very private that they want a new president in Colombia that follows what the United States wants in the region,” Sánchez said, describing the Trump administration’s priority as securing new partners in a regionwide “narco-security cooperation effort.”

Through a newly formed military coalition to eradicate cartels, the United States is seeking to persuade allies in Latin America to allow joint U.S. military strikes against criminal groups inside their territories, The New York Times has reported.

De la Espriella has suggested that while he would stop short of allowing U.S. military operations on Colombian soil — a red line for many governments in the region — he would enlist Colombia in the alliance, which includes nearly 20 Latin American countries.

De la Espriella’s rise represents a shift in the region from traditional conservative politicians toward MAGA-aligned figures, who promote militarizing law enforcement to address voters’ concerns about crime, said Vanda FelbabBrown, a senior fellow at the Brookings Institution in Washington.

In Colombia’s runoff, voters will be asked, “Do they want to go essentially full throttle MAGA? And full-throttle Bukele?”

Felbab-Brown said.

“De la Espriella,” she added, “is far right of rightwing.”

De la Espriella’s rival, Cepeda, represents a sharply different path on security.

Cepeda, who is best known for his work advocating for victims of Colombia’s longrunning armed conflict, has said he would protect Colombians from violence. But he closed his campaign saying he would seek to pursue peace and reconciliation and stop the “violent cycle” that for decades has had Colombian security forces attack armed groups, with mass casualties on both sides.

He has not said he will shelve Petro’s broadly criticized peace plan, “Paz Total” — or Total Peace — maintaining that negotiated settlements with armed actors are the only way to prevent more bloodshed. Critics have said that relieving military pressure on groups had allowed them to expand.

His security plan, he has said, will involve greater investment in conflict zones, supporting small farmers, creating jobs and assisting schools in preventing child recruitment.

In pushing back against the United States, Cepeda is taking a step away from Petro. Petro often sparred with Trump, but he ultimately reassured the U.S. leader that his government was pursuing a full-out military assault on armed groups. At a White House meeting this year, he conveyed that working with Colombia was Trump’s best bet for achieving his anti-narcotics aims in the region.

De la Espriella has leaned into a hardliner’s image, giving speeches with his fist in the air. But he has rejected ideological labels, saying that his campaign was not “extreme right” but one of “extreme coherence.”

“I’m not defending ideologies, I’m defending foundational values and principles,” he said in recent interview with a Colombian influencer, citing family, liberty and security as the pillars of his campaign.

Cepeda, for his part, has sought to cast doubt on de la Espriella’s law-and-order message.

Invoking de la Espriella’s career as a criminal defense lawyer who frequently represented clients involved in controversies related to corruption and drugs, Cepeda called him a “swindler of swindlers,” who represents a “narco-trafficking, mafia-backed, plutocratic and corrupt past.”

De la Espriella has brushed aside scrutiny of his past, repeatedly saying that he has never been charged with a crime, and citing his legal career as proof of his commitment to the rule of law.

Nowell’s buzzer-beater lifts Gigantes over Osos

Jaylen Nowell hit a mid-range jumper with a second left on the clock to give the Gigantes of Carolina an 82-81 victory over the Osos of Manatí on Monday night at Carlos Miguel Mangual Coliseum in Canóvanas.

Trailing by seven points late in the fourth quarter, the Gigantes mounted an 8-0 run to earn their eighth home victory and improve to 13-10. Carolina is in third place in Conference A of the Superior National Basketball league, two games behind Caguas and Bayamón.

With the scoreboard reading 81-74 in favor of the visitors with 2:38 remaining in the game, Scottie James initiated the comeback with two free throws following a personal foul call on Manatí’s Jameer Nelson. Immediately thereafter, a dunk by George Conditt brought Carolina within three points, 81-78.

After a failed offensive possession

by Manatí, Nowell drove to execute a final play to tie the game. A personal foul by Kristian Doolittle sent Nowell to the free-throw line, where he converted both chances to pull the Gigantes to within a single point, forcing Osos coach Iván Ríos to call an emergency timeout.

When play resumed, Manatí’s Tyquan Rolón was fouled by Conditt, sending him to the free-throw line, where he missed both attempts amid the deafening roar of the Carolina fans in the Canóvanas venue.

The Gigantes then called their final timeout, setting up Nowell’s game-winner. It was the fourth consecutive defeat for the Osos (8-16), who remained in last place in Conference A.

Nowell led the Gigantes with 25 points, five assists and four rebounds, followed by Tremont Waters with 14 points and eight assists. Conditt grabbed 11 rebounds. Cheik Diallo tallied 22 points and eight rebounds for the Osos, while Rolón added 19 points and eight assists.

Rick Adelman, Hall of Fame NBA coach, dies at 79

Rick Adelman, who over seven years improbably catapulted from coaching a community college basketball team to twice steering the Portland Trail Blazers to the NBA Finals, but whose most memorable game was a heartbreaking defeat that spawned charges of a league conspiracy, has died. He was 79.

The NBA Coaches Association announced the death Monday in a statement on social media that did not cite a cause or say where he died.

Over 23 seasons with four teams, Adelman led star players Clyde Drexler in Portland, Chris Webber in Sacramento and Yao Ming in Houston. His teams made the playoffs 16 times and won at least 50 games 11 times. He is one of 11 coaches in league history to have won 1,000 or more regularseason games.

A 6-foot-1 guard who started for Portland in the Trail Blazers’ inaugural 1970-71 season, Adelman played for five NBA teams over seven years. After retiring in 1975, he set his sights on coaching high school basketball or at the lower levels of the college game.

He logged six successful seasons at Chemeketa Community College in Salem, Oregon, until Jack Ramsay, the Trail Blazers’ coach, hired him in 1983 as an assistant.

“Jack took a chance — that was the greatest thing that ever happened to me,” Adelman told The St. Paul Pioneer-Press in 2013.

After 47 games in the 1988-89 season, he became interim head coach after Mike Schuler was fired. Though the Blazers subsequently went 14-21 and were swept in the first round of the playoffs by the Los Angeles Lakers, several players, appreciating Adelman’s no-drama personality, supported his return on a one-year contract.

“I wasn’t all of a sudden going to become a my-way-or-the-highway type of guy now that I was a head coach,” Adelman told The New York Times in 1990.

In Adelman’s first full season, the Blazers, led by

Drexler, went 53-29 and stormed through the Western Conference playoffs before losing in the 1990 league finals to the Detroit Pistons in five games.

“We had a team that was ready to win, a special group,” Adelman said when he was inducted into the Naismith Basketball Hall of Fame in 2021.

Portland again advanced to the finals two years later against the Chicago Bulls. The series was deadlocked at 2-2 but Michael Jordan’s 46 points helped the Bulls win a pivotal fifth game in Portland before his team sealed the title in Chicago.

Adelman failed to match the championship won by Ramsay’s Blazers in 1977, but he departed Portland in 1994 with a higher regular-season winning percentage than his mentor.

After three losing seasons with the Golden State Warriors, Adelman lifted the Sacramento Kings to the playoffs in the 1998-99 season, which was shortened by a labor dispute. That result came after a disappointing 27-55 finish in 1997-98.

He hired Pete Carril, known for his Princeton offense, which stressed fundamental body and ball movement, as an assistant. Adelman’s tailored version was called “corners,” which provided players’ broad license to improvise by reading the defense.

“It was basketball nirvana and Rick was the ringleader,” guard Doug Christie told NBA.com in 2021. “His ability to deal with players, his ability to allow you to be you — inside of a structure — was different from what I’d experienced.”

Imposing, slick-passing players such as Webber, a forward, and center Vlade Divac made the Kings as much fun to watch as they were prolific. Their home arena, fueled by capacity crowds and the sound of ringing cowbells, was one of the most challenging venues for visiting teams.

The Kings were one win away from playing for the championship in Game 6 of the 2002 Western Conference finals, playing against the Lakers. Los Angeles was awarded 27 free throws in the fourth quarter — two more than the Kings shot all game. After the Lakers escaped elimination with a 4-point victory, the outcry was fierce, with fans and sports journalists saying the outcome was a result of referee incompetence or even outright corruption.

Lawrence B. Pedowitz, a former federal prosecutor, concluded in a 2008 report commissioned by the NBA

of Fame NBA coach Rick Adelman (1946-2026), seen here with players Tracy McGrady (1) and Rafer Alston when he helmed the Houston Rockets, led teams that made the playoffs 16 times and won at least 50 games 11 times. that the game was merely “poorly officiated.”

Adelman fumed over the foul disparity but worried his players would carry their frustration into Game 7 back in Los Angeles, which the Lakers won in another close game.

Speaking on a podcast with Christie, his former Kings player, in 2021, Adelman said he had “no regrets” but still believed “we were the better team.” Had they advanced to the finals, he said, the Kings surely would have beaten the New Jersey Nets, who were swept by the Lakers.

Richard Leonard Adelman was born June 16, 1946, in Lynwood, California, the youngest of five children born to Leonard and Gladys (Olsen) Adelman. His parents, who hailed from North Dakota, were teachers.

Adelman played at Pius X High School in Los Angeles and at Loyola Marymount University before being drafted in the seventh round of the 1968 NBA draft by the San Diego Rockets. His best pro season was Portland’s first, when he averaged 12.6 points and 4.7 assists.

In 1993, Adelman and his wife, Mary Kay (Fournier), who had four biological children, took custody of two more after her sister was killed in a car crash.

Complete information about his survivors was not immediately available. Adelman’s brother Clete was a smallcollege coach. One son, David, is the coach of the Denver Nuggets. Another

son, R.J., worked as a coaching assistant in the NBA; a daughter, Kathy Naro, as a high school girls’ coach; and Patrick, one of Mary Kay’s sister’s children, as a high school boys coach.

R.J. Adelman died in 2018 after being struck by a car while crossing a street in Houston.

Adelman seldom sought the spotlight but made appointed rounds after his Hall of Fame election. “I didn’t expect it,” he told Portland-area sports journalist Kerry Eggers. “I didn’t know the criteria.”

To his delight, 1,042 regular-season victories, two trips to the finals and one derailed by a chorus of referee whistles sufficed.
