Governor creates Earthquake Preparedness Committee By THE STAR STAFF

G

ov. Jenniffer González Colón on Wednesday established a new interagency body dedicated to strengthening Puerto Rico’s readiness for major earthquakes, signing Executive Order 2026‑053 to create the Puerto Rico Earthquake Preparedness Committee. The committee, attached to the Department of Public Safety (DSP by its initials in Spanish) and chaired by DSP Secretary Arthur Garffer, will coordinate scientific, technical and operational planning across government agencies, municipalities, federal partners, academia, professional organizations, the private sector and community groups. González Colón said the initiative is aimed at improving the island’s ability to withstand and respond to seismic events, noting that Puerto Rico’s vulnerability requires sustained, science‑based planning. “Protecting the life of our people demands preparation, coordination, and continuous follow‑through,” the governor said in announcing the order. “This integrated effort will help us identify vulnerabilities, strengthen critical infrastructure, and improve our response capacity. We want agencies and municipalities to plan using scientific knowledge and ensure continuity of the essential services

our people rely on.” The committee’s priorities include earthquake and tsunami preparedness, rapid damage assessments, seismic and structural monitoring of essential facilities, emergency communications and continuity of government operations. It will also promote public education, staff training and regular drills, with particular attention to populations with special needs during emergencies. Membership will include representatives from the Governor’s Office, the Puerto Rico Federal Affairs Administration, the Public Buildings Authority, the Central Office for Recovery, Reconstruction and Resilience, the Puerto Rico Seismic Network, the U.S. Geological Survey, and the Business Emergency Operations Center, along with any additional members designated by the governor. The order establishes four initial working groups: Seismic Sciences and Structural Monitoring; Critical Infrastructure and Essential Services; Preparedness, Response and Continuity; and Mitigation, Recovery and Financing. It also authorizes the committee chair to form a federal advisory group with voluntary participation from agencies such as the Federal Emergency Management Agency, National Oceanic and Atmospheric Administration, National Weather Service and U.S. Army Corps of Engineers.

Ex-ADSEF administrator: Governor pressured her to take the job By THE STAR STAFF

T

he former administrator of the Socioeconomic Devel‑ opment Administration for the Family (ADSEF by its acronym in Spanish), Blanca Medina Díaz, testified under oath on Wednesday that Gov. Jenniffer González Colón insisted she accept the role of leading the agency, that the governor later learned of the problems Medina faced and even called her to demand the reinstatement of an official Medina had removed from his post. “At first, I didn’t want to; I didn’t want to accept the ADSEF role,” Medina stated during a Senate public hear‑ ing. “I told the governor no -- that I didn’t want it, that I wasn’t available. The pressure continued; I mean, they kept calling me to take the job.” Medina maintained that she ultimately accepted the position at the governor’s request, having previously participated in her political campaign. Her testimony placed González Colón within the se‑ quence of events Medina described following her arrival at ADSEF in April, although the former official attributed the pressure to sign the approximately $38.5 million contract with NOLA Education for the Star Academy project directly to Family Secretary Suzanne Roig Fuertes. Medina testified that on just her second day in of‑ fice, Roig Fuertes indicated that her priority was signing the contract, even though a technical or programmatic evaluation from ADSEF had not yet been received. Sub‑ sequently, she said, her legal and programmatic teams concluded that the project did not meet the requirements for using funds from the Temporary Assistance for Needy

Blanca Medina Díaz, former head of the Socioeconomic Development Administration for the Family (Facebook via ADSEF) Families program. “Despite the objections I communicated, I began receiving phone calls from the secretary insisting that the contract be signed,” Medina stated in her testimony. The former administrator also recounted that the Family Department’s leadership began to intervene directly in matters regarding employees and programs that fell un‑ der ADSEF’s purview. She stated that Roig Fuertes would summon agency employees, issue instructions to them, and exert pressure on various programs. Medina acknowledged that she was initially invited to meetings held on Thursdays but stated that she eventually

stopped attending due to the pressure she faced. “I stopped going to those meetings because of the pressure I was constantly under,” she maintained. In response to questions from senators, she added that whenever she sent a trusted staff member to represent her, the message she received remained the same. “At those meetings, the secretary would always tell the person I sent to represent me: ‘Tell Blanca she has to sign the contract for me,’” Medina stated. Medina said she tried to raise her concerns outside the Family Department and approached then-La Fortaleza Chief of Staff Francisco Domenech Fernández. “I told him about all the problems I was facing,” she said. “He was aware of everything that was happening.” When asked what response she received from Dome‑ nech Fernández, Medina replied: “Nothing.” She also testified that she personally informed González Colón about the problems she was having within ADSEF, including issues involving the then-deputy administrator, Juan Avilés Silvestri. Medina stated that she had removed Avilés from his position but received instructions to reinstate him. At the conclusion of the hearing, she specified who had issued that instruction. “The person who asked me to return Mr. Juan Avilés […] to his post was the governor herself,” Medina stated. When asked whether González Colón had made the request in person or by phone, she replied: “By phone.” Avilés was also among the individuals who, according to the testimony, participated in a trip to Louisiana linked to Star Academy that was paid for with federal funds.

MVC seeks details on $1.2 million in public contracts awarded to firm linked to Maceira By THE STAR STAFF

L

eaders of the Citizen Victory Movement (MVC by its initials in Spanish) filed formal public‑records requests on Wednesday seeking detailed billing information for more than $1.2 million in government contracts awarded this term to a law firm associated with former public official Anthony Maceira Zayas. Attorneys Manuel Natal and Eva Prados submitted the requests to the Puerto Rico Senate and the Municipality of San Juan, asking both entities to disclose invoices, work reports and any documentation tied to contracts held by MZLS LLC, the firm led by Maceira. They also requested records from Genera PR. Prados said the filings come after Senate President Thomas Rivera Schatz publicly rejected calls to investigate potential conflicts of interest involving Maceira, who has a $30,000‑a‑month contract with the upper chamber. She noted that questions intensified after attorney Osvaldo Carlo Linares identified Maceira as a lobbyist for one of the companies competing for the controversial Power Expectations contract, a proposal that exceeded $5.8 billion. “Given the Senate President’s refusal to examine the conflicts and possible corrupt acts involving his closest as‑

sociates, we submitted multiple information requests to the entities where MZLS LLC holds contracts,” Prados said. “We are asking for copies of invoices and work reports submitted by the firm to the Senate, the Municipality of San Juan and Genera PR.” Natal underscored Maceira’s political career, recalling his prominent role during the 2019 summer protests that led to the resignation of then‑governor Ricardo Rosselló Neva‑ res. At the time, Maceira served as secretary of public affairs and was part of the now‑infamous Telegram chat that fueled public outrage. “He promised to ‘blow the head off’ corrupt officials, and yet he ended up as a witness in a federal cor‑ ruption case that ultimately protected the identities of those same officials,” Natal said. According to the MVC, Maceira founded his firm short‑ ly after the 2019 scandal and has since accumulated $2.8 million in public contracts in less than six years, including agreements with Rivera Schatz and San Juan Mayor Miguel Romero Lugo. Natal added that MZLS LLC includes several former government officials affiliated with the governing New Pro‑ gressive Party, among them a former Supreme Court justice who has secured $1.2 million in government contracts this term while allegedly lobbying on behalf of private clients

before agencies with which he also holds public contracts. MVC leaders said the requests aim to shed light on the scope of the firm’s work and ensure transparency in the use of public funds.

Measure would provide tax credit for caregivers of relatives with severe disabilities By THE STAR STAFF

S

eeking to ease the financial strain on middle‑class families caring for relatives with severe disabilities, lawmakers introduced a bill on Wednesday to create a refundable tax credit of up to $5,000 for eligible caregivers. The measure, House Bill 1476, would amend Puerto Rico’s Internal Revenue Code to establish the Refundable Tax Credit for Day‑Care Expenses of Persons with the Most Significant Impairments and Total Dependency. The credit would be available to formally employed taxpayers who have legal custody or direct responsibility for an individual with a severe impairment, including bedridden patients or people with late‑stage Alzheimer’s disease. Supporters of the bill argue that the proposal responds to the soaring cost of high‑intensity care on the island. Market studies cited in the legislation show that hiring a private caregiver or nurse for daytime home care averages more than $4,811 per month, exceeding $57,000 annu‑ ally. Specialized adult day‑care centers charge between $1,900 and $3,800 per month. Those expenses, lawmakers say, have forced many working professionals to leave the formal labor force or rely on informal care arrangements

Market studies cited in the legislation show that hiring a private caregiver or nurse for daytime home care averages more than $4,811 per month, exceeding $57,000 annually. Specialized adult day‑care centers charge between $1,900 and $3,800 per month. to support their loved ones. To address concerns from the Financial Oversight and Management Board, the bill incorporates two fiscal‑control mechanisms. First, it creates a Caregiver Tax Relief Fund,

financed by increased tax compliance resulting from the requirement that all deductible caregivers and day‑care centers be formally registered as merchants in the Treasury Department’s SURI system. Second, it establishes a dual verification process requiring certification from a licensed physician and an official evaluation by the Office of the Ombudsman for People with Disabilities (DPI by its initials in Spanish). The credit would be limited to taxpayers earning less than $200,000 annually and would apply only to daytime care services that allow caregivers to remain employed. Permanent 24‑hour institutional care would not qualify. The bill also outlines an expedited administrative appeals process through the DPI for cases requiring further review of functional‑severity criteria. To deter fraud, the measure imposes administrative fines of up to $10,000 and authorizes criminal referrals for any professional or citizen who falsely certifies a diagnosis or eligibility. Lawmakers say the proposal aims to stabilize working families who shoulder the burden of caring for relatives with profound disabilities while navigating one of the most expensive care markets in the region.

Legislator calls for probe into gov’t pay‑scale plan amid worker complaints By THE STAR STAFF

R

ep. Domingo J. Torres García filed a resolution earlier this week seeking a full investigation into how the government is implementing its new Classification and Retribution Plan, following growing complaints from public employees who say they were left out of salary adjustments and have not been told whether they will qualify in future phases. Torres García, the Popular Democratic Party’s alternate minority leader in the island House of Representatives, said the Legislature has an obligation to oversee the rollout of the plan and ensure that workers receive clear, transparent information about their compensation. “Public employees across agencies and political ideologies are raising a legitimate concern,” Torres García said. “They feel the rules for achieving salary justice in government have changed. There are people with years of experience who did not receive an adjustment and still don’t know if they will be included later. That cannot go unexplained.” House Resolution 831 directs the Committee on Labor

and Industrial Relations to investigate the plan’s implementation, its upcoming phases, and the scope of Special Memorandum No. 14‑2026 issued by the Office of Administration and Transformation of Human Resources. The memorandum requires agencies covered under Law 8‑2017 to submit detailed employee infor‑ mation, including names, monthly salaries, and changes in duties or positions. It also requests data from entities exempt from the law that have updated their own classification and pay plans. Torres García argued that despite years of work on the plan and the completion of an initial phase, many public employees still lack answers. “Now agencies are being asked for more information, but employees need to know what Rep. Domingo Torres García (Facebook via Domingo J. Torres this means for them — what stages remain Garcia) and when they might receive an adjustment. Uncertainty is also a form of injustice,” he said. There’s another cockpit Israelis need to rush

Yellow symbols representing hostages hang from a tree in Hostages Square, Tel Aviv, Israel, Oct. 9, 2025. (Ofir Berman/ The New York Times)

By BRET STEPHENS

“T

hree days before I got released, the Hamas commanders came to tell me, ‘Listen, Avinatan, say hi to your family, then pack your things and move to Europe or the U.S. Because as long as Israel exists, we will do Oct. 7 over and over again.’” Avinatan Or, a 33-year-old electrical engineer for Nvidia, recounted this anecdote near the end of our long conversation about the 738 days he spent as a hostage in the Gaza Strip, almost all of them in solitary confinement in a stifling underground tunnel. On the 409th day, he was caught in an elaborate escape attempt that involved pilfering a pickax from a nearby storage room, getting behind the sandbags that formed the back wall of his cell and digging his way upward through more than 30 feet of earth, rock and concrete until he broke the surface, breathed fresh air and, for an exhilarating if fleeting moment, saw the stars. For his audacity, Hamas tied him to a chair, whipped and clubbed him for a week, then chained him to his cell for close to 11 months. At his lowest point, he told me, he lost more than 80 pounds. Why, I asked, did he take the risk of trying to escape in the first place? “I will not let other people decide my destiny,” he said. “Soldiers outside are fighting for me; I have to fight, too.” Or, whose Hebrew-language memoir “Through the Ground” has been an instant bestseller in Israel, believes there will be no peace for either Israelis or civilians in Gaza (toward whom Or expresses abundant sympathy) until Hamas is permanently defeated. It hasn’t been, even after three years of war. That fact, in turn, is a result of two deep and possibly unbridgeable divisions: the first within Israel; the second between Israel and the world. The division inside of Israel, in the broadest sense, is between the spirit of entitlement and the spirit of service. That’s the basic choice that faces Israelis when they go to the polls late this month. On the entitled side: the leaders of the fast-growing ultra-Orthodox population, who believe their voters are owed welfare from the government along with a categorical exemption from

military service, even as the army groans under an acute personnel shortage. Also, the far-right Messianics, who are convinced they have a divine right to the entirety of the West Bank, along with an exemption from legal consequences for bullying and terrorizing their Palestinian neighbors. Most entitled: Benjamin Netanyahu. The prime minister has real achievements to his name, above all his willingness to confront Iran head-on instead of fighting only its proxies. But he also thinks he can stay in office forever by assembling coalitions of the entitled, seeking legal impunity, dividing the country against itself, resisting calls for an independent commission of inquiry into Oct. 7, blaming his own senior security and ministerial officers for the catastrophe, and taking credit for achievements against Hamas, Hezbollah, Iran and other foes that remain tenuous. On the opposite side are the service Israelis. They are the hundreds of thousands of Israeli civilians, done with their regular army service but still in the reserves, who have spent hundreds of days in uniform and often in combat, away from careers and communities and families. They are the spouses of those reservists, who have raised children, gone to work, kept up appearances of normality and prayed they won’t be left bereaved. They are the Israeli passengers who last week rushed the cockpit of the almost-hijacked FlyDubai flight, unhesitatingly risking their necks for the common good. They are the thousands of Israelis who have lost loved ones in this war. That includes Gadi Eisenkot, the former army chief of staff and leading opposition candidate, who spent 41 years in uniform and lost a son and two nephews in the fighting in Gaza. The difference between the two sides is profound and potentially irreconcilable. It’s also nothing new in Jewish history. “Ancient Israel’s political collapse was spawned by internal strife, underscored by a dozen civil wars, which ultimately resulted in Israel’s loss of its power, dignity and land,” Amotz Asa-El, author of “The Jewish March of Folly,” a brilliant reinterpretation of Jewish political history, told me over drinks last week. “All these forces are now back in play in Israel.” Asa-El reminded me that the Roman Empire’s sacking of Jerusalem in 70 C.E. was preceded and facilitated by brutal Jewish factional infighting. Israelis are now waking up to the fact that they run the risk of a new kind of sacking, this time at the hands of a moral calumny and economic boycott campaign from abroad. Thus the second division, between Israel and the world. In Britain on Sunday, the Green Party voted to declare Zionism a type of racism (a throwback to a U.N. resolution from the 1970s, denounced at the time by Daniel Patrick Moynihan as “this infamous act”) and endorse “a single democratic Palestinian state in all of historic Palestine” with “equal rights for all.” There will be more where that came from. And while some of it builds on legitimate objections to Israeli policy, it also builds on a mixture of willful idiocy and cunning defamation that aims not to change Israel’s policies but to destroy the state itself. Israel came into existence with its enemies avowing its extermination, and nearly eight decades later those intentions remain unchanged. The experience of Israelis in this century is that every time they have vacated territory, whether in southern Lebanon in 2000 or Gaza in 2005, they have gained

neither international grace nor physical security. Instead, their retreats created staging grounds for the kind of horror that so many Israelis experienced firsthand on and after Oct. 7 — horrors that many of the world’s so-called humanitarians and justice-seekers chose to celebrate, downplay or flat-out deny. Constant critics of Israel, in foreign ministries, the media and on college campuses, might try to remember that Israelis aren’t simply hallucinating their own peril. They might try to remember, too, that, in their tiresome demonization of Israel, they are strengthening the very forces in Israel they claim to most abhor. There’s a reason Netanyahu, in his speech last month to the United Nations, aimed his rhetorical fire at Zohran Mamdani, the New York mayor: The prime minister was playing to a political base that believes, not entirely without reason, that the whole world is against Israel and that the state must therefore respond with the most uncompromising policies possible. In a country where, as political philosopher Micah Goodman told me, “the only swing state is the center-right,” it’s a political tactic that could yet keep Netanyahu in office. All of which is why, with Wednesday’s third anniversary of the Oct. 7 massacre, stories like Avinatan Or’s and the FlyDubai passengers’ are so instructive. For Israelis to surmount the formidable challenges they face, in pursuit of both victory and peace, the spirit of service — of giving yourself, doing it yourself, taking possession of your destiny against daunting odds — must win out over the spirit of entitlement. And for Israel’s genuine well-wishers, including the good-faith critics, to push that spirit forward, they need to draw a firm moral line against those who simply want Israel gone. At the ballot box this month, there’s one more cockpit the people of Israel need to rush.

Judge will order officials to save evidence after Christa Pike’s failed execution By EMILY COCHRANE and BILLY WITZ

O

ne week after theTennessee death row inmate Christa Pike survived two doses of a drug meant to kill her, a state judge said Wednesday that she would order officials to preserve evidence including syringes, drugs and IV lines related to the failed execution. The judge also emphasized that Pike’s lawyers should have normal access to her, even as she remains hospitalized. Judge I’Ashea Myles ruled on the access issue after lawyers for the death row inmate complained that state corrections officials had “put up roadblocks” to them and medical personnel. In the hearing, the judge also ordered that officials retain witness accounts, video footage and other materials. “You will take special care not to lose, misplace, accidentally delete any information that may be pertinent,” she told John W. Ayers, the assistant attorney general. Pike was conscious and speaking after initially being on a ventilator following the botched execution. Luke Ihnen, a lawyer for Pike, told the judge that her lawyers have been able to see her but said they had been forced to wait. en also said corrections personnel had refused to remove handcuffs on one of Pike’s hands, despite requests by medical staff. The judge asked medical personnel to file a request to have Pike’s hand uncuffed. Ayers said the prison had collected materials from the execution chamber — observation logs, medical waste and products, and EKG readouts among them — on the night of Sept. 30, but that some evidence may not be in the correction department’s possession. Under questioning from the judge, he also said he could not say whether the state will try to execute Pike again. Pike’s lawyers have also asked Gov. Bill Lee, a Republican in the final months of his term, to consider allowing her to spend the rest of her life in prison, arguing that she has already egregiously suffered at the hands of the state. Lee has paused all executions and ordered an independent investigation of the execution attempt. Pike was sentenced to death in the 1995 killing of Colleen Slemmer, who had been lured into the woods by Pike and two other classmates, and tortured and

killed. Pike’s boyfriend at the time was also convicted in connection with the killing but was spared the death penalty because he was 17. Pike was 18. May Martinez, the mother of Slemmer, has said she feels her family has been denied justice in her daughter’s killing and is in favor of Pike’s execution. Here’s what we’re covering: — The victim: Pike has been on death row for three decades for her role in the torture and murder of Slemmer, whose mother remembers her as a vibrant and generous presence who volunteered at the Special Olympics, loved bowling and was interested in computers. — Pike’s condition: Pike, who is believed to be the first person to have survived doses of a lethal injection drug, had regained consciousness, but her prognosis remained unclear. “Christa is a survivor and will take recovery one day at a time,” the lawyers said. — Texas execution: A Texas man is scheduled to be put to death later Wednesday for the killing of a convenience store clerk in 2000, but his lawyers have asked Gov. Greg Abbott to delay the execution by 30 days while they wait for more information on the drug that will be used. — Capital punishments: The failed execution put renewed attention on the methods by which capital punishment can be carried out. As pressure on drug companies and legal challenges have made purchasing drugs for lethal injections more difficult, some states have authorized additional methods. Some, like nitrogen hypoxia, are new, while others, such as the firing squad and electric chair, hark back to earlier eras.

US sends ‘hunter-killer’ drones to South America to target cartels By ANNIE CORREAL and ERIC SCHMIDT

I

n a sign of the Trump administration’s new focus on combating Latin American cartels, the U.S. military has moved a number of MQ-9 Reaper drones from Africa to Colombia and Ecuador, U.S. officials said. MQ-9 Reaper drones are often used for precision strikes like the lethal operation that killed Maj. Gen. Qassem Soleimani, who led the powerful Quds Force of Iran’s Revolutionary Guard, in 2020. The aircraft, which can cost up to $50 million, are in short supply after losses in the Iran war, where at least 45, or about a quarter of the overall U.S. fleet, have been destroyed. The transfer was described by two U.S. officials familiar with the decision who asked not to be named because they were not authorized to speak publicly on an operational matter. The move comes as the administration ramps up its military offensive against Latin American trafficking groups. The top U.S. military commander for most of Latin America, Gen. Francis L. Donovan, has said that the United States plans to expand operations from strikes on boats to strikes on land. The redeployment of drones is “a significant signal from the administration that we are getting serious,” said Francisco Palmieri, a former U.S. diplomat who helped shape U.S. counternarcotics strategy, including during the first Trump administration, and who served as acting ambassador to Colombia under President Joe Biden. Palmieri said he could not comment on the significance of the redeployment at the operational level. “But as a political symbol, it’s unmistakable,” he said. “It’s a sign of a commitment to expand both the level and type of cooperation.”

An MQ9 remotely piloted aircraft at the 174th Fighter Wing at Hancock Field Air National Guard base in Syracuse, N.Y., July 19, 2012. In a sign of the Trump administration’s new focus on combating Latin American cartels, the U.S. military has moved a number of MQ-9 Reaper drones from Africa to Colombia and Ecuador, U.S. officials said. (Heather Ainsworth/The New York Times) Signs of an escalating U.S.-led military campaign against drug traffickers have raised concerns among human rights advocates that attacks could endanger civilians. And experts say killing members of trafficking groups, even top leaders, does little to effectively stem the flow of drugs since those killed can be replaced. The MQ-9 Reaper, which can stay aloft for longer periods and carry a larger payload of missiles and bombs than its predecessor, the Predator, has been used in airstrikes against groups such as the Islamic State and al-Qaida in the Middle East and al-Shabab in Africa. The drone is capable of carrying thermal cameras as well as equipment that can intercept electronic communications, and it has been called the U.S. military’s “hunter-killer.” The Trump administration has made exerting greater influence in Latin America a priority, focusing especially on security. It has built a coalition of regional leaders that has pledged to help dismantle cartels; the group’s official slogan is “We do bad

things to bad people.” Washington has previously justified lethal strikes on drug traffickers by claiming that they are enemy combatants. A range of legal experts say the administration’s lethal strikes on alleged drug boats off South America are illegal because those killed, even if they are committing crimes, do not pose a direct threat to the United States. Colombia and Ecuador — home to trafficking groups designated as terrorist organizations by Washington — are among a handful of nations that have agreed to conduct joint operations with the United States within their borders. It is not clear how many MQ-9 Reaper drones have been sent to each country, though the U.S. officials said it was a small number, or how many of the aircraft have already arrived. In September, CNN first reported that reapers assigned to the Pentagon’s Africa Command were likely to be sent to Latin America, but it was not clear exactly where the drones would go.

The Defense Ministries in Colombia and Ecuador did not respond to requests for comment. U.S. Southern Command, which oversees the region, declined to comment, citing operational security reasons. Defense officials in Colombia and Ecuador have acknowledged plans to receive MQ-9 Reaper drones, according to local news media. Colombian officials said over the summer that they had agreed to receive three MQ-9 Reaper drones, and that Colombia would consider purchasing one additional craft. “Two were turned over to Ecuador for cooperation and are already operating in our skies,” Gian Carlo Loffredo, Ecuador’s defense minister, said in a radio interview Friday. Ecuador President Daniel Noboa was the first regional leader to allow joint military operations in his country this year and has recently faced scrutiny over the presence of U.S. troops at one base. Ecuador’s constitution bars foreign military bases in the country, a prohibition voters affirmed in a referendum last year. Colombia’s new right-wing president, Abelardo De La Espriella, has launched an aggressive military effort targeting leaders of several groups said to be involved in cocaine trafficking. Reaper drones might help track down leaders in complex mountain and jungle terrain, where they have long managed to hide from the local authorities. But analysts say that moving the drones from Africa to South America could also hinder combating terrorist groups in Africa. This year alone, the Pentagon’s Africa Command has conducted scores of strikes against al-Shabab in Somalia — relying heavily on MQ9 Reaper drones.

Nobel Prize in chemistry is awarded to Henri Kagan and Kenso Soai By CASSANDRA VINOGRAD

H

enri Kagan and Kenso Soai were awarded the Nobel Prize in chemistry Wednesday for solving a long-standing mystery about mirror images in molecules. The Royal Swedish Academy of Sciences called their discoveries “decisive for chemists who design reactions for the manufacture of pharmaceuticals.” Who are the winners? Kagan, 95, is French and a professor emeritus at Université Paris-Sud in France. Soai was born in Hiroshima, Japan, and is a professor emeritus at the University of Science in Japan. Why did the committee say they received the prize? The Nobel Committee credited the men with solving a “mystery” that had long puzzled scientists: How can some molecules, such as amino acids, exist as two variants that are each other’s mirror images while the proteins in living organisms are made from only one of those mirror images? “Henri Kagan and Kenso Soai have provided a solution to a chemical mystery that is over a century old,” Heiner Linke, chair of the Nobel Committee for Chemistry, said in a statement. “The chemical reactions they have developed are spectacular,” he added. Those helped solve the mystery of how that mirror property can spontaneously occur. Kagan took the “first decisive step in 1986,” the committee said, when he discovered a new way of manipulating chemical reactions that “allowed him to create a greater excess of one of the mirror images than had previously been thought possible.”

The Royal Swedish Academy of Sciences called the discoveries of Kagan and Soai “decisive for chemists who design reactions for the manufacture of pharmaceuticals.” (X via Ursula von der Leyen) Soai took the next step, designing “the first ever chemical reaction that had the potential to be homochiral” — which he finally succeeded in doing in 2003, the committee added. Who won the Nobel Prize in chemistry in 2025? The prize went to Susumu Kitagawa, Richard Robson and Omar Yaghi for the development of molecular building blocks with spaces large enough for gases and other chemicals to flow through them.

Who else has won a Nobel Prize this year? Karl Deisseroth, Peter Hegemann and Georg Nagel were awarded the Nobel Prize in physiology or medicine Monday for their discovery of a transformative neuroscience tool that may one day lead to a treatment for blindness. Francis Halzen was awarded the Nobel Prize in physics Tuesday for pioneering a telescope that paved the way for a new kind of astronomy. When will the other Nobel Prizes be announced? The prize for chemistry was the third of six Nobel Prizes awarded this year. Each award recognizes groundbreaking contributions by an individual or organization in a specific field. — The Nobel Prize in literature will be awarded Thursday by the Swedish Academy in Stockholm. Last year, Laszlo Krasznahorkai, a Hungarian novelist known for his dystopian themes and relentless prose, received the award. — The Nobel Peace Prize will be awarded Friday by the Norwegian Nobel Institute in Oslo. Last year, María Corina Machado, who built a powerful social movement in Venezuela challenging the nation’s authoritarian president, won the award. — Next week, the Nobel Memorial Prize in Economic Sciences will be awarded Monday by the Royal Swedish Academy of Sciences in Stockholm. Last year, Joel Mokyr, Philippe Aghion and Peter Howitt were honored for research explaining the relationship between technological progress and sustained economic growth. All of the prize announcements are streamed live by the Nobel Prize organization at youtube.com/@NobelPrize.

Spain clears way for separatist leader to return to Catalonia By CARLOS BARRAGÁN

T

he Spanish Supreme Court has canceled an arrest warrant for Carles Puigdemont, the Catalan separatist leader who fled the country in 2017 and had been living in Belgium, allowing him to return to Catalonia. The decision, which the court announced Tuesday afternoon, paves the way for Puigdemont to benefit from an amnesty law passed by parliament in 2024. The decision came hours after Spain’s Constitutional Court ruled that the Supreme Court must apply the amnesty law in full, after a Supreme Court judge had refused to cancel warrants for Puigdemont and other separatist leaders who were facing embezzlement charges. The Constitutional Court, which has the final say on constitutional matters in Spain, had already upheld the amnesty law itself.

“The Constitutional Court’s decision to apply the amnesty is a victory for the independence movement,” said a spokesperson for the Catalan separatist party that Puigdemont leads, Junts. As the president of the Catalonia government in October 2017, Puigdemont was at the heart of a national crisis when he organized a referendum on independence for Catalonia, the prosperous northeastern region, after Spanish courts had found it illegal. Catalonia’s parliament formally declared independence later that month. In response, the conservative Spanish central government sent in the police, dissolved the regional parliament and took direct control of Catalonia. The standoff, Spain’s biggest constitutional crisis in decades, ended with some separatist leaders in prison and split Catalonia in half, leaving deep divisions. The tensions fueled nationalist feeling elsewhere in Spain, and a far-right party

has capitalized on the discontent. Spain’s prime minister, Pedro Sánchez, pushed through the amnesty law in late 2023 with the stated goal of restoring “coexistence and reconciliation” to Catalan society. Sánchez’s Socialist Party governs the region today and celebrated the Constitutional Court ruling. “Time has proved us right; Catalonia is moving forward,” Salvador Illa, the Catalan president, said Tuesday in a post on social media. Sánchez’s critics seized on the canceling of Puigdemont’s arrest warrant to attack the amnesty law. They see it as a political payoff after Junts backed Sánchez’s return as prime minister in parliament in 2023. “Nothing can erase the fact that the amnesty is yet another deception by Sánchez,” the conservative opposition leader, Alberto Núñez Feijóo, said Tuesday in a post on social media.

But Junts politicians, including Puigdemont, who briefly returned to Catalonia in 2024, have grown disillusioned with Sánchez. The party helped strike down a proposed housing bill Friday, a loss for Sánchez that pushed him toward snap elections on Nov. 29. When the amnesty law took effect in 2024, a Supreme Court judge refused to apply it to those were convicted of embezzlement. The judge argued that the use of public money for the independence push amounted to personal enrichment, one of the exceptions to the amnesty law. One of the separatist leaders appealed to the Constitutional Court, which ruled Tuesday that the Supreme Court could not exclude embezzlement cases from the amnesty. The decision established a precedent for other separatist leaders, including Puigdemont, who can now return to Spain without being arrested.

Donna Summer, Queen of Disco, shows her range By STEVE KNOPPER

T

he story of how Donna Summer’s heavy-breathing “Love to Love You Baby” expanded to 16 minutes, 48 seconds, is one of the classic yarns of the disco era. Neil Bogart loved the 1975 single so much that he licensed it to his record label, Casablanca, then played it one night in a haze of marijuana, cocaine and caviar during a hot-tub party in Los Angeles. The small crew of revelers got frustrated every time the four-minute single ended and somebody had to flip the record, Buck Reingold, head of the label’s promotions department, recalled in the 2014 Casablanca history “Going Platinum.” So Bogart commissioned the longer version. “That was the best idea Neil had,” said Giorgio Moroder, who co-produced the single at his Munich studio. “I was sleeping when he called, around 3 o’clock at night. It took us, I guess, two weeks to extend the song.” “Love to Love You Baby” became a No. 2 smash 50 years ago, transforming Summer into the Queen of Disco. But Summer, who died in 2012, spent her career frustrated that fans knew her only as the Queen of Disco. “No one in America had any real clue that I had an extensive and quite successful European background in live musical theater, or that I could actually sing other types of music,” she wrote in her 2003 memoir “Ordinary Girl: The Journey.” A new box set, “Donna Summer: The Casablanca Studio Albums,” released this month strives over seven CDs or 10 LPs to capture the musical breadth Summer spent much of her career trying to prove. During her four-year period on Bogart’s label, she of

course scored disco hits with “I Feel Love” and “Hot Stuff.” Also included in the compilation is Summer’s nearly 18-minute version of the much-recorded pop hit “MacArthur Park,” which exploded back onto the charts this year after Alysa Liu’s dynamic free skate to the song at the Olympics. But it also chronicles Summer’s detours into Broadway-style show tunes (“There Will Always Be a You”), new-wave synth-rock (“Journey to the Center of Your Heart”), the ’60s girl-group sound (“Love’s Unkind”) and torchy nightclub jazz (“I Remember Yesterday”). Along with Pete Bellotte, a co-producer, Summer and Moroder conceived “I Remember Yesterday” (1977), an album inspired by British novelist Anthony Powell’s 12-volume series “A Dance to the Music of Time,” as a chronological music lesson from the ’40s to the future. It was “the first of her albums for Casablanca where listeners began to see, ‘There’s really a range here,’” Christian John Wikane, who wrote the box set’s liner notes, said in an interview. “That album is a good place to start to understand she was not a one-dimensional vocalist.” Wikane added that 1979’s “Bad Girls” album is full of rock touches — “Hot Stuff,” one of the climactic hits of Summer’s disco career, contains a solo from prolific rock guitarist Jeff (Skunk) Baxter. In the “Casablanca Studio Albums” liner notes, Bellotte is quoted as saying, “I was desperate to get Donna away from pure disco. I loved rock bands and guitars and all that sort of stuff.” Casablanca, whose top artists also included Kiss and Parliament, had a reputation as a “regular fraternity house,” according to “Going Platinum,” where dealers accepted drug orders as if making lunch runs for sand-

Donna Summer performs at the taping of the VH1 special, “VH1 Divas 2000: A Tribute to Diana Ross” in New York, April 9, 2000. A new box set strives over seven CDs or 10 LPs to capture the musical breadth Summer spent much of her career trying to prove. (Ozier Muhammad/The New York Times) wiches. “Neil Bogart was a brilliant record man,” Bruce Sudano, Summer’s husband and co-writer, said of the label boss. “Casablanca gets a bad rap: ‘Oh, well, it was a disco label,’ and there are all these stories about drugs and limousines. But what gets overlooked is the quality of the work.” Sudano met Summer in 1977, at the Los Angeles home of a mutual friend, Susan Munao, a Casablanca executive who later became her manager; Summer had just moved to the city and Joyce Bogart, Neil’s wife, was giving her a stick-shift driving lesson when

they decided to drop by. “We started writing songs immediately and that was the beginning of our relationship,” Sudano said. Not long afterward, Bellotte added, he showed up at Summer’s house for a co-writing session and an apologetic Summer made him wait half an hour as she finished a phone call. It was with an astrologer, advising her on whether she should dump her boyfriend and take up with Sudano. Bellotte scribbled out the lyrics to “I Feel Love” while he waited. “It couldn’t have worked out better for Donna,” he said. “So here’s to the astrologer.” Summer’s time with Casablanca didn’t end well. She complained that Bogart denied her ambitions to record more rock music and criticized his “Svengali-like role” in overseeing her career. For that reason — as well as what she argued were inadequate royalty payments — she sued Casablanca after it released her “On the Radio: Greatest Hits Volumes I and II” compilation in 1979. The lawsuit ended in a settlement, and Summer left to sign with David Geffen’s namesake label. Sudano, who manages Summer’s estate with the couple’s three daughters, authorized the Casablanca box set from British label Demon Music Group, which put out a broader collection of her work, “Summer Time — The Singles Collection 1974-2010,” in January. Both collections emphasize Summer’s diversity: “Let’s face it, Donna could sing the phone book in one take,” said Michael Neidus, Demon’s global commercial manager. Still, Moroder, 86, widely known as the Father of Disco, related to Summer’s frustration. “I don’t think she ever said she was not happy,” he said. “Maybe she was not happy-happy. Which is a little bit my problem, too. I love to be called the electronic guy more than the disco guy.”

Paramount closes deal for Warner Bros. Discovery, creating media behemoth By BENJAMIN MULLIN

P

aramount closed its deal to acquire Warner Bros. Discovery earlier this week, putting tech scion David Ellison in control of a vast media empire that oversees many of Hollywood’s most valuable properties. The deal immediately catapults the combined company, now called Skydance, to the front rank of competitors alongside streaming titans like Netflix and YouTube, just behind giants like Disney and Amazon. “Today is a historic day, not just for Skydance but for our entire industry,” Ellison said in a statement Tuesday. “We couldn’t be more excited to get to work,” he added. There were signs that Ellison was moving at lightning speed to take control of his new empire. Warner Bros. employees who opened their laptops Tuesday morning saw them suddenly emblazoned with the new company’s logo over a field of stars. A link to a “global town hall” meeting, scheduled for 1 p.m., popped up. And an 1,705-word memo titled “Day 1” from Ellison and his co-CEO, Ynon Kreiz, landed in their inboxes. “We’re proud to write this next chapter with you,” they wrote. “Now the real work begins. Let’s go!” The new company is a hard-fought prize. Ellison wrested Warner Bros. Discovery from a rival bidder, Netflix, after a monthslong tug-of-war that prompted him to make nine offers for the company. A coalition of state attorneys general sued to block the deal on antitrust grounds but settled after extracting a series of concessions, including the establishment of an editorial independence board to safeguard the integrity of CNN and a promise from Ellison to spend an additional $1.5 billion on movies over the next five years. Hundreds of Hollywood insiders said the deal would sharply consolidate corporate power, leading to job losses and further stagnation in Hollywood. Skydance has argued the merger is a necessary counterweight to Big Tech. The new company, which owns two major movie studios in Warner Bros. and Paramount Pictures, news net-

The Warner Bros. Studio in Burbank, Calif., Feb. 27, 2026. (Mark Abramson/The New York Times) works including CNN and CBS News, and streaming services HBO Max and Paramount+, is making its debut in an industry navigating profound change. Cable television, one of the biggest cash cows in media, is still profitable but in terminal decline. Streaming still hasn’t replaced those profits. Trust in the news business is in the basement. And tech companies like Amazon and Apple are muscling in on movies, TV shows and sports rights, driving up content costs. Those challenges will pose a major test for Ellison, 43, who until last year had never run a public media company. He and his team must convince Wall Street that the new company can manage those challenges while it pays down $82 billion in debt, a staggering sum for a traditional media company. He must also rally tens of thousands of employees at Warner Bros. and Paramount; both companies have undergone nearly annual layoffs in recent years. There were some signs of early turbulence on the horizon. On Tuesday, ratings agency Fitch said it was downgrading the combined company to reflect increased debt as well as “significant execution and integration risks.” And Ellison and Kreiz alluded to the prospect of looming layoffs in their memo. They must deliver $6 billion

in cost-cutting over the next three years — a target they are likely to hit, in part by eliminating thousands of jobs. “Integrating two companies will bring change, including difficult decisions that affect our workforce,” they wrote. “We are committed to handling this process thoughtfully and respectfully.” Elsewhere at the company, corporate leaders sought to reassure employees amid the uncertainty caused by the deal. Bari Weiss, editor-in-chief of CBS News, reminded journalists on a call Tuesday morning that they had become accustomed to carrying out their duties despite “a lot of things going on in the press.” “Nothing right now is going to change,” Weiss said. “This is a process that’s going to unfold under time.” Further complicating the situation is Ellison’s relationship with President Donald Trump, which has unsettled some employees at CNN. This spring, Ellison held a dinner “honoring the Trump White House” before the annual White House Correspondents’ Association dinner and later joined Trump at an Ultimate Fighting Championship bout at the White House. (Paramount holds media rights for the UFC.) Ellison has assuaged some of those concerns by retaining Mark Thompson as chair of CNN. In a memo to employees Monday, Thompson said he had spoken to Ellison and came away convinced that executives at Skydance would support the “independent news that CNN has always stood for.” Ellison further addressed the anxieties about CNN’s independence during a town hall meeting Tuesday, where he and Kreiz were interviewed by CNN anchor Anderson Cooper. “We believe in complete editorial independence,” Ellison said. “We trust Mark, we trust the team.” “You’re pledging not to interfere with news coverage of CNN?” Cooper interjected. “Correct,” Ellison said. “We’ve been very clear.” During the interview, Ellison also affirmed that he supported CNN’s efforts to fight Trump’s White House press ban.

Is this the Dodgers’ last ride? Aging vets, new CBA could hasten the end of a dynasty. By KATIE WOO / THE ATHLETIC

M

ookie Betts does not view it as such, but in a way, this all started with him. This Los Angeles Dodgers dynasty began with Betts hoisting the 2020 World Series trophy high over his head, an exclamation point to his first season in Dodger Blue. The ride has since included two more rings and the acquisition of Shohei Ohtani, now a four-time MLB most valuable player. The Dodgers added several other superstars to the roster, fueling accusations that they are ruining baseball. And here they are again, after winning 100 games and a division title, primed to do something no National League team has ever done. But for several of the Dodgers’ oldest players, this could be their last ride. “When we strapped it on and said three-peat,” Betts added, “we all knew it’s the only chance we’re going to get at this.” Freddie Freeman said: “This window, we are going to try to keep open as long as we possibly can. But sports are sports; you never know when those windows will close.” On Tuesday, the Dodgers beat the Atlanta Braves 3-1 to take a 2-1 lead in their division series against the Atlanta Braves as they seek to become the first NL team to win three consecutive World Series. It is a goal the Dodgers set before the 2025 World Series parade concluded. It is what they have talked about since pitchers and catchers reported to spring training in February. Now they enter October as usual. They are the powerhouse, the front-runner, the Goliath. But this core is older now. Each of the six Dodgers interviewed for this article — Betts, Freeman, Miguel Rojas, Will Smith, Max Muncy and Kiké Hernández — is a husband and a father, as well as a face of this historic run. And they are not immune to the inevitable reality: Eventually, this will come to an end. “I don’t have that many years left of playing, so you take a step back and realize how special it is to come to the field every day for the chance to win a championship every year,” Freeman said. “You look around, you’ve been with certain guys for those multiple titles, and you do realize that.” Betts said: “Like, we’re 30-plus. Half of us ain’t even playing three more years, you know? As hard as it is, as hard as the game is becoming, with all the changes I’m sure that are about to come, stuff like this just doesn’t come around.” The Dodgers feature the oldest position-playing group in the majors. Muncy turned 36 in August, Freeman 37 a few weeks ago. Rojas, 37, is pondering a retirement that seems likely. Hernández, 35, is on an expiring contract. Though these Dodgers stars are still producing, their numbers this season fell short of their career norms. Freeman hit into more double plays (22) than he hit home runs (16) and posted the lowest slugging percentage of his career (.430). Betts finished September on a hot streak, but his 3.9 wins above replacement were his lowest over a full year since 2014, his rookie season. Hernández — who hit a tworun home run in Tuesday’s NLDS Game 3 win -- missed four months of the season because of two stints on the injured list on the way to a .671 on-base plus slugging percentage. Even Ohtani has shown he is mortal. His attempt at his first full season performing two-way duties since 2023 was thwarted. Multiple injuries knocked him off the mound and left him struggling at the plate, resulting in his first injured list stint as a Dodger. Now his health status is one of the biggest story lines. The uncertainty surrounding the expiring collective bargaining agreement, plus the federal investigation into Dodgers team owner Mark Walter, invites even more questions about the longevity of this run.

That has only increased the obligation these players feel to lock down one more title. What they have already accomplished no longer matters. “Us six, we’ve been together through so many times and so many opportunities where we’ve had our backs against the wall,” Rojas said. “I think we all have something in common, which is we’re not playing for ourselves. We’re playing for the team. We’re playing for the organization, and we’re playing to give others their first opportunity to win.” Hernández said: “What’s in the past is in the past. We can only focus on what’s ahead of us and what we can do here this year.” On the afternoon after the Dodgers clinched a firstround bye, Freeman smiled and pointed to the stands in foul territory in right field. It’s the section where the Dodgers memorialize their World Series championships. Instead of traditional banners, the Dodgers display large plaques decorated as baseballs to represent each of their nine World Series titles. “We’re trying to add another baseball,” said Freeman, who also homered on Tuesday. Before Ohtani and Yoshinobu Yamamoto, Blake Snell and Tyler Glasnow, Kyle Tucker and Edwin Díaz, there were Freeman and Betts. At the start of the 2020 season, it was impossible to picture Betts anywhere but Boston, and Freeman anything but a forever Atlanta Brave. Yet things changed fast. Betts was shipped over from the Red Sox before that season began in one of the most criticized trades this decade. Freeman joined two seasons later, when Atlanta let him walk in free agency after winning the World Series that year. Those two transactions laid the foundation for the Dodgers’ modern-day success. Betts and Freeman joined an emerging core of Smith and Muncy, both of whom had played critical roles in the Dodgers’ budding success but had not been able to win it all. The returns of Rojas and Hernández in 2023 rounded out the half-dozen responsible for instilling the standards vital to this era of Dodgers baseball. “Ultimately, why we’re so successful is the culture that we’ve created in the clubhouse,” Muncy said. The Dodgers’ spending, tactical use of deferred money and general indifference to tax penalties and lost draft picks obviously contribute mightily to their success. But these core players expressed an appreciation for the inner workings of their clubhouse, one that demands a specific work ethic. They attributed their winning ways to that commitment and to the respect they have for one another. “You show up, you get your work in, you do what you have to, to get better, and there’s no question about it. You just do it,” said Muncy, the longest-tenured Dodgers player. “It’s a really cool thing to see when new guys come in. They’re always wowed.” Perhaps the most meaningful thing this core can do is to ensure the next core keeps winning titles. Their careers are nearing an end. Their legacies aren’t. “We’re obviously in a massive open window of championship chances,” Freeman said. “We do understand Miguel’s probably retiring. Is Kiké going to re-sign? Like, there are so many different variables that have been going on each year. And us other four guys are getting older. “When you have that window, you try to extend it as long as you can.” MLB and a pending lockout might have a say in that. The current collective bargaining agreement between MLB and the players’ union expires on Dec. 1. A work stoppage is all but certain to follow. The Dodgers’ spending has put them in the center of salary-cap debates, the driving force behind what will most

likely be ugly negotiations. This dominant organization and its $432 million payroll (per Cot’s Baseball Contracts) will be used as the example for those in favor of a cap. Muncy said that line of reasoning insults the years of work the team has put in. “You can’t just spend money,” he said. “You have to spend money on the right guys. You have to have the right systems in place. You have to have the right culture, the right work ethic — and that’s what we’ve created here.”

Kiké Hernández hit a two-run home run in the Dodgers’ NLDS Game 3 win over the Braves.
