he Citizen Commission for the Comprehensive Audit of Puerto Rico’s Public Credit published a report titled “Who Are the Vultures That Want to Increase the Electricity Bill?” exposing the nature of the investment strategies of the current Puerto Rico Electric Power Authority (PREPA) bondholders.

The report profiles some of the 15 financial investment companies that own more than $5 billion in PREPA bonds. The report also discusses the most recent division among the so-called “vulture funds” that resulted from the debt adjustment plan, between the “PREPA Ad Hoc Group” and the so-called “Majority Member PREPA Ad Hoc Group,” and how both groups struggle to protect and maximize their investments by increasing electricity rates and ignoring the urgency to rebuild Puerto Rico’s electrical grid.

The document, available at comisionauditoriapr.org, reveals that most of the “vulture funds,” valued at billions of dollars, bought PREPA’s debt in the secondary market after PREPA filed for bankruptcy and after the passage of Hurricane Maria in 2017 and the COVID pandemic in 2020.

The report adds that some of them continue to increase their investments, taking advantage of the drop in bond prices with the latest debt adjustment plan that cuts the debt by more than 70%.

Among the “vulture funds” that seek to increase the electricity bill in Puerto Rico are well-known financial giants such as BlackRock Financial Management, GoldenTree Asset Management, Taconic Capital Advisors, Nuveen Asset Management, Goldman Sachs and MacKay Shields, according to the report.

“As in other countries, these multimillion-dollar companies continue to benefit from the fiscal and social crisis in Puerto Rico to make their investments – when the bonds are sold well below the original price – now, during the debt restructuring process of the PREPA, the vulture funds seek a payment much greater than what they paid and generate million-dollar profits by demanding unfair increases in the electricity bill of Puerto Ricans,” noted Eva Prados Rodríguez, executive director of the Citizen Commission.

“The report demonstrates that the business model of these companies is one of pure financial speculation,” Prados Rodríguez added. “The vultures’ strategy is to buy debt instruments from severely indebted countries and corporations at discounted prices during times of crisis. Once they acquire these bonds, they hinder the

bankruptcy process by demanding maximum compensation for their investments, regardless of the impact on the local population.”

Blackrock, after several legal battles, finally supports the Financial Oversight and Management Board for Puerto Rico’s new debt adjustment plan for PREPA that reduces debt payments, but on the other hand, it took advantage of the drop in prices it caused and has just announced that it increased its investment by about $37.6. million.

For its part, Goldman Sachs recently announced that it has PREPA bonds, when they are sold at the lowest price and seeks to avoid confirmation of the new adjustment plan by demanding a more outstanding payment, Prados Rodríguez added.

In addition to exposing their extractive investment model, the report reveals other questionable business practices of the “vulture funds” in other countries. The companies are also known for accusations of anticompetitive practices, fraud, and false advertising, being prominent investors in oil companies that contribute to global warming, among other scandals.

Prados Rodríguez said none of the groups, those that support the debt adjustment plan and those that don’t, have Puerto Rico’s best interest in mind.

Prados Rodríguez added that the next court hearing where the legal representatives of the “vulture funds” will appear before Judge Laura Taylor Swain is next Tuesday, Nov. 14.

Cataño mayor reports $3.9 million budget surplus

ataño Mayor Julio Alicea Vasallo on Wednesday highlighted a million-dollar budget surplus among an extensive list of achievements as he marked a year and a half as mayor of the San Juan metro area municipality.

In his financial status report, Alicea Vasallo noted that the $3.9 million surplus in municipal coffers was achieved through the implementation of strict management and fiscal responsibility measures. Cataño’s budget for the 2022-2023 fiscal year was $40.9 million, while the municipality’s operating expenses amounted to $37 million, which resulted in the positive balance.

“In a year and a half of hard work, we have achieved a better Cataño,” the mayor said. “There isn’t a proposal or project that I promised that I haven’t fulfilled or that isn’t about to be completed. I am happy, although not completely satisfied because there are always needs to attend to and new plans to be made.”

“Since I began my duties as mayor, transparency in the way things are done has improved 100% due to good control

of expenditures, and administrative and fiscal excellence,” Alicea Vasallo added. “This surplus allows us to have reserves to use the money for reimbursable expenses for projects that require federal funds. Very few municipalities have the financial capacity to carry out their works.”

Meanwhile, income from the Municipal Revenue Collections Center (CRIM by its Spanish acronym) property tax showed collections of $14 million for 2022-2023. In the sales and use tax (IVU) line, Cataño reported revenues of $5.3 million. The report further details municipal tax (“patente”) revenues that reached $11.6 million, compared to the 2021-2022 year, when they were $10.3 million. Income from construction taxes totaled $552,639, compared to the previous fiscal year when it was only $46,385.

The city has also granted 46 new provisional patentes to new businesses and earned about $789,000 in revenue from delinquent patentes and CRIM. “For this year 2023-2024 we will work hard to invest almost $1 million in public and private works and improvements throughout Cataño to attract investment to the municipality,” the mayor said.

Fiscal board authorizes $30 million disbursement to 40 towns

he Financial Oversight and Management Board has authorized the distribution of $30 million among 40 island municipalities to support the financing of essential services and programs, according to a letter.

The proceeds come from the municipal essential services fund, according to the letter sent by the oversight board’s executive director, Robert Mujica, to Office of Management and Budget (OMB) Executive Director Juan C. Blanco.

The commonwealth budget for the current fiscal year (FY)

2024 (which began July 1) allocates $30 million to support essential services and programs for municipalities in need of greater financial support, including funds to be deployed for funding critical community needs, the letter says.

The FY24 budget resolution provides that these funds be directly distributed to municipalities by the oversight board, subject to the board’s review and approval.

Municipalities provide support for public works, social affairs, recreation and culture, health, environmental protection, economic development and public order and safety. In recognition of the important value provided by municipalities,

the oversight board authorized and funded the establishment of several new appropriations and investments in recent years, the letter reads.

The board added that it understands the greater challenges some municipalities face, which is why on Nov. 2, the board and the OMB agreed on the specific distribution of the $30 million to fund critical programs and services in 40 island towns. Accordingly, pursuant to the FY24 resolution, the oversight board has authorized and approved the distribution as agreed to by both parties, the fiscal control entity said.

Liberty acquires Dish spectrum assets in Puerto Rico, USVI

ommunications company Liberty Latin Media has entered into a definitive agreement with DISH Network (DISH) to acquire DISH spectrum assets in Puerto Rico and the U.S. Virgin Islands and about 120,000 prepaid mobile subscribers in those markets in exchange for cash and international roaming credits.

Vivek Khemka, senior vice president, Liberty Latin America, said in a statement that “this transaction reinforces our commitment to Puerto Rico and the United States Virgin Islands (USVI) and showcases our intention to optimize service for our mobile customers.”

“Upon completion of the spectrum acquisition, we will have valuable low, mid, and high band spectrum that will allow us to add more capacity, increase speeds, and further strengthen our leading 5G mobile network,” he added. “We are also pleased to bring approximately 120,000 wireless subscribers to our business, which will increase our scale in the prepaid market and expand our sales channels.”

Tom Cullen, executive vice president of corporate development for DISH Network, said the transaction “will enhance competition within the wireless market in Puerto Rico and the USVI, while providing DISH with additional capital to focus on our wireless business in

the United States.”

The transaction, which is expected to close next year, has an aggregate asset purchase price of $256 million that will be paid in four annual installments starting on the closing date. Liberty Latin America expects to fund the transaction through local liquidity sources, including cash on hand, cash generated from operations, cash generated from asset sales, and/or revolving credit facilities.

Liberty Latin America operates in more than 20 countries across Latin America and the Caribbean under the consumer brands BTC, Flow, Liberty and Más Móvil, and through ClaroVTR, its joint venture in Chile.

Puerto Rico Status Act filed in US Senate with 21 co-sponsors

ov. Pedro Pierluisi Urrutia and Puerto Rico Federal Affairs Administration (PRFAA) Executive Director Luis Dávila announced on Wednesday the filing of the Puerto Rico Status Act 2023 (Senate Bill 3231) in the U.S. Senate, which proposes a plebiscite with options for non-territorial, or non-colonial, status for the island.

“This is the upper chamber bill to resolve the problem of the status of Puerto Rico with the largest number of original co-sponsors in our history, with 21 senators, and that bodes well for our fight for equality,” Pierluisi said in a written statement.

The legislation, introduced by Sens. Martin Heinrich (D-N.M.), Alex Padilla (D-Calif.) and Catherine Cortez Mastos (D-Nev.), and with 21 co-sponsors, seeks to offer Puerto Rico a path to self-determination.

Pierluisi thanked the legislators and collaborators who support the bill, which he said is aligned with the United States Constitution.

“There is no better time than now to honor the contributions and sacrifices that the American citizens of Puerto Rico have made for our Nation,” he said in the statement. “There is no better time than now to set an example and ensure that we are united in defense of the principles of equality and democracy for which the Founding Fathers of this Nation passionately fought. There is no better time than now to respect the will of our people.”

“Puerto Rico’s current status is unworthy of America,” Pierluisi added. “Having disenfranchised American citizens goes against everything the United States stands for.”

The bill proposes a binding plebiscite for the island’s residents to decide between statehood, full independence and independence by free association, with the goal of resolving Puerto Rico’s colonial status.

The governor pointed out that since 2012, when he was

“We are grateful for the collaboration of federal lawmakers, and we are eager to see the democratic process unfold as Puerto Ricans decide their political future,” he said.

Meanwhile, New Progressive Party (NPP) Rep. José Aponte Hernández, along with Sen. Keren Riquelme Cabrera and Reps. José “Che” Pérez Cordero and Ángel Morey Noble described the bill as “historic.”

The lawmakers, who were also in Washington, D.C. this week seeking support for the bill, asked Sen. Joe Manchin (D-W.Va.), who chairs the Senate Energy and Natural Resources Committee, to hold a public hearing on the measure filed

by Sen. Martin Heinrich (D-N.M.) as a matter of “urgency.”

“Today, the fight for equal rights for U.S. citizens living in Puerto Rico takes a new direction with the filing of Bill 3231 in the U.S. Senate,” Aponte said. “This measure … does justice to our people, who have demanded the admission of Puerto Rico as a state of the union. The time to act is now and we are pushing for the approval of this bill during the current Congress, which ends its functions at the beginning of January 2025.”

The bill is companion legislation to House Bill 2757, a measure co-authored by Resident Commissioner Jenniffer González Colón that also seeks to hold a congressionally endorsed consultation on the status options of statehood, direct independence and independence through free association.

“I call on Senator Manchin to hold a public hearing on this bill,” said Riquelme, who was in the U.S. capital with a group of veterans. “His personal views on the issue of statehood for Puerto Rico should not obscure the reality that the 3.2 million U.S. citizens living in the territory of Puerto Rico deserve a just, non-colonial solution to the problem of political status. We are the oldest colony in the world and that must stop now.”

Pérez added that “[u]nlike other bills that the Popular Democratic Party [PDP] has brought to the Senate, [the latest of] which only has one signatory, this one has gained the support of 21 senators in less than 24 hours and I tell them that we are going to continue adding [co-sponsors] because that is why we are here, to knock on doors and convince.”

Morey asserted that “members of Congress are already realizing that they have to do something about the oldest colony in the world.”

“The fact that in a year that the presidential race is being outlined, we already have two status bills in Congress, House and Senate, is a clear sign that the issue of Puerto Rico is taken seriously in the federal capital and that, unlike what the PDP says, this is a priority issue,” he said.

Localized heavy rain causes more flooding on Wednesday

eavy rains in the northeast part of Puerto Rico on Wednesday morning caused flooding in Luquillo, Fajardo and Ceiba, according to the National Weather Service (NWS).

Similar heavy rains were forecast for late Wednesday afternoon with flooding expected in the area of Arecibo and Aguadilla, NWS forecaster Lianna Ingles said.

The NWS reported an elevated risk of flooding over most of the island except for the southwestern coastal fringe.

Senate Democrats challenge Biden on Israel, seeking assurances about aid

majority of the Senate Democratic caucus called on President Joe Biden on Wednesday to defend his request for $14.3 billion in emergency military assistance for Israel, seeking assurances that the Jewish state has a viable plan for defeating Hamas and that the United States will not be funding actions that run afoul of international and U.S. laws.

In a letter to the president, 24 Democrats and two independents who caucus with them asked for details on how the administration planned to guarantee that Israel was properly mitigating civilian casualties in Gaza. They also asked for Biden’s assessment of whether Israel’s plans to oust Hamas from the Gaza Strip were achievable militarily, whether those plans were taking the fate of hostages into account and whether the country’s plan for governing the territory after the war was viable.

The letter represents the first broad challenge that Biden has faced from members of his own party over his plans to help Israel wage a war against Hamas, through assaults on Gaza that commenced after the group brutally attacked civilians and soldiers in Israel on Oct. 7, killing more than 1,400 people and abducting about 240.

It was spearheaded by Sen. Chris Van Hollen of Maryland, who has been one of the most vocal senators urging administration officials to address the plight of Palestinian civilians. Signatories also include leading Democrats such as Sens.

Dick Durbin of Illinois, the party’s No. 2 in the chamber, and Jack Reed of Rhode Island, the chair of the Armed Services Committee, reflecting that concern about Israel’s actions — and Biden’s support for them — goes beyond the progressive left.

The lawmakers’ message comes as the Senate weighs Biden’s request for an emergency $105 billion national security spending package to provide military aid to Israel and Ukraine, as well as to address threats to the Indo-Pacific region and security at the U.S.-Mexico border.

The Republican-led House last week approved the money for Israel, but that bill is dead on arrival in the Senate because it includes domestic spending cuts and omits help for Ukraine. The Senate has not yet taken up an alternative.

The senators did not threaten to withhold their support for aid to Israel, but their pointed requests for more information and accountability over the weapons they will be asked to approve were further evidence of a shift in tone among Democrats on the

war. It has paralleled one by Biden himself, who has become more critical of Israel’s war campaign, which has brought on a humanitarian crisis. The Hamas-run health ministry in Gaza said more than 10,000 people have been killed.

The senators drew a distinction between defensive aid for Israel, for which they expressed unequivocal support, and military assistance that would go toward furthering Israel’s assault on the Gaza Strip, about which they raised significant questions.

“We believe the United States should immediately provide Israel with the funding it needs to replenish its defensive systems, including Iron Dome and other air defense capabilities,” the group wrote. “But to better understand the efficacy of U.S. funding that supports Israel’s operations inside Gaza, we respectfully ask your team to provide us with information relative to these two clear U.S. priorities: supporting an Israeli strategy that will effectively degrade and defeat the threat from Hamas and taking all possible measures to protect civilians in Gaza.”

The senators said that they were invested in Israel’s success and that their concerns were rooted in a desire to see Israel avoid the sort of strategic blunders that might worsen its long-term security.

“The attacks of Oct. 7 brought back chilling memories of the United States’ own confrontation with terror 22 years ago,” they wrote. They encouraged Israel to “learn from the mistakes the United States made in our fight against terrorism by focusing on realistic and achievable military goals, and abide by the laws of war, including the protection of civilians.”

The Senate Democrats’ letter also comes amid mounting pressure from the party’s left wing, where lawmakers and activists have been agitating for a cease-fire and condemning Biden for abetting what they charge is a genocide of Palestinians.

Genocide is defined under international law as a crime committed with the intent to destroy a national, ethnic, racial or religious group, whether in wartime or peacetime.

Israel’s leaders have said they are targeting Hamas, not Palestinian civilians.

The House on Tuesday night censured Rep. Rashida Tlaib, D-Mich. and the only Palestinian American in Congress, for her harsh criticism of Israel, her suggestion

that its policies prompted the Hamas attack and her embrace of a pro-Palestinian slogan that many regard as calling for the destruction of Israel. She used the debate of the resolution to plead for sympathy for the plight of the Palestinian people.

In the letter, Senate Democrats asked for information about “what specific mechanisms you are putting in place to ensure that Israeli military operations conducted inside Gaza are carried out in accordance with international humanitarian law and to ensure that any U.S.-provided equipment is used in a manner consistent with U.S. law.” They specifically requested an assessment of whether Israel’s military rules of engagement, particularly regarding mitigating civilian casualties, are in line with U.S. policy and practice.

White House officials did not immediately respond to requests for comment on the letter.

Biden and his top deputies have repeatedly stated that the United States stands shoulder to shoulder with Israel as it tries to eradicate the threat from Hamas. But in recent weeks, Biden and top administration officials have spent ample time stressing the importance of protecting Palestinian civilians caught in the crossfire, urging Israeli leaders to commit to humanitarian pauses in order to facilitate deliveries of food, water and fuel to beleaguered Gaza residents prohibited from leaving the Strip to escape the fighting.

Many of the letter’s signatories have been vocal about urging the administration to prioritize the protection of Palestinian civilians, both in Gaza and the West Bank, where dozens have been killed by settler violence since the start of the war. In the letter, they ask Biden to obtain public assurances from both Benjamin Netanyahu, Israel’s prime minister, and Mahmoud Abbas, the Palestinian president with authority over the West Bank, to quell violent attacks against each other’s people.

The signatories are a cross-section of Senate Democrats who have taken varying positions on the conflict in recent days.

Durbin is the only one who has endorsed calls for a cease-fire under certain conditions, including Hamas first agreeing to release all hostages in its custody. Also signing on to the letter were two independent senators, Bernie Sanders of Vermont and Angus King of Maine.

Cherelle Parker, a Democrat, elected mayor of Philadelphia

herelle Parker, a longtime state and local elected official who promised Philadelphia residents that she would aggressively tackle the city’s crime woes, was elected mayor Tuesday, according to The Associated Press, making her the first woman voted into the city’s highest office.

Viewed as more moderate than the other candidates in the Democratic primary in May, Parker, 51, pledged to hire hundreds more police officers and bring back what she called “constitutional” stop-and-frisk tactics. With registered Democrats vastly outnumbering Republicans in the city — the nation’s sixth most populous, with 1.6 million residents — Parker’s primary win gave her a significant advantage over the Republican nominee, David Oh, a former colleague of hers on the City Council.

No Republican has been elected mayor in Philadelphia since 1947, and recent nominees

have typically received less than 20% of the vote.

Parker, a lifelong Philadelphian, will be the city’s 100th mayor. She is a former English teacher, state legislator and member of the City Council. In talking about how to address the city’s high levels of illegal drug use and violent crime, she has been open to the idea of asking the National Guard to help tackle the open-air drug market in the Kensington neighborhood.

More than 500 people were killed in each of the past two years in Philadelphia, the highest number on record, though homicides, shootings and violent crimes have fallen this year.

Two-thirds of residents say the city is going in the wrong direction. And in her victory speech, Parker indicated she could identify with the struggles many Philadelphians face, emphasizing her background as the Black daughter of a single teenage mother who grew up on welfare benefits while being raised by her grandparents.

“My real life lived experience was closest to the people who are feeling the most pain right now in our city,” she said.

Parker’s emphasis on public safety resonated with voters such as Victor Gonzalez, 58, and his wife, Haydee Gonzalez, 59, who cast their ballots in the West Kensington neighborhood.

“I’m hoping that she will bring back a couple of things that were taken off the table like stop-and-frisk,” Gonzalez said. “You got a lot of young people out there walking with guns and police can’t stop them.”

Parker will succeed Mayor Jim Kenney, who was limited to two terms in office. He has become increasingly unpopular, and has been criticized for being less engaged and less visible than he was when he first took office.

Mother of Uvalde shooting victim loses mayor’s race to political veteran

imberly Mata-Rubio, whose daughter was killed last year in a mass shooting at an elementary school in Uvalde, Texas, lost a special election to become mayor of a city that has struggled with divisions in the aftermath of the tragedy, The Associated Press reported.

Cody Smith, a former mayor of Uvalde, will return to the office after running a campaign that called for honoring the lives of the 19 students and two teachers who died in the massacre, while focusing on moving the city forward.

Smith, a senior vice president at First State Bank of Uvalde, was first elected to the City Council in 1994, and then as mayor in 2008 and in 2010. In his campaign, he also called for better communications among police agencies and mobilizing volunteers from the community to help those in need.

During her campaign, many voters responded to MataRubio’s many tributes to the daughter she lost, Lexi Rubio, whose image and favorite color were enshrined on some of

her mother’s campaign materials. Mata-Rubio demanded more accountability for the slow police response to the shooting and advocated stronger gun laws, in addition to calling for more attention to fixing roads and adding stop signs.

In third place was an art teacher, Veronica Martinez, who did little campaigning.

Mata-Rubio and Martinez had been vying to become the first woman and the third Latino to lead the city of 15,000, where Hispanic residents are a majority.

The special election was called after the current mayor, Don McLaughlin, announced that he was leaving City Hall to run for a Texas House seat. Smith’s term will last one year; another election for a full four-year term will happen next year.

‘Morning in America’ eludes Biden, despite economic gains

P

resident Ronald Reagan rode a “Morning in America” message to a blowout reelection victory in 1984, based partly on warm feelings about his economic performance. Today’s economy is similar in many ways to Reagan’s as he entered that campaign, with one big difference: There is widespread voter angst over the incumbent’s economic stewardship.

A New York Times/Siena College poll shows President Joe Biden trailing his likely Republican opponent, former President Donald Trump, in key battleground states. Poll respondents rate the economy poorly and say they trust Trump more to fix it. That’s true even though the economy grew faster and added more jobs over the past year than forecasters expected, while inflation fell sharply from what had been a four-decade high.

In public and private conversations, and in consultation with outside economists and other experts, Biden’s economic team has been consumed with that disconnect: Why do Americans remain so down on the economy when economic data are trending up?

The answer is almost certainly some combination of how Americans process the economic moment and how Biden communicates about it.

In both cases, the contrast with Reagan — and with the economic environment of the early 1980s — is instructive.

In fall 1983, Reagan’s reelection was not assured. The nation was still emerging

Consumer prices had risen more than 15% since he took office — nearly as much as they have risen on Biden’s watch. Translated into today’s dollars, the price of a gallon of gasoline was about $3.80, about 40 cents higher than it is now. The typical American’s wages had not increased at all during Reagan’s tenure, after adjustment for higher prices, similar to Biden’s experience.

But public faith in the economy, and in Reagan’s handling of it, was significantly stronger than it is for Biden.

The University of Michigan’s Index of Consumer Sentiment was roughly 50% higher under Reagan in fall 1983 than it is now.

Polls showed his approval rating climbing, including sentiment on the economy, in a reversal from the start of the year.

A year later, Reagan would air “Prouder, Stronger, Better,” a television ad that began with the words “It’s morning again in America.” It highlighted falling inflation and lower interest rates allowing more Americans to buy homes.

Reagan’s appeals worked in part because Americans had just endured more than a decade of persistently high prices and high interest rates. Economists and his-

torians generally agree that voters came to see the progress under Reagan as relief from a long, difficult period.

Voter psychology is different under Biden. The 9% annual inflation rate that the country experienced last year was more than triple the average rate from the end of Reagan’s time in the White House to the start of Biden’s. Those mortgage rates Reagan trumpeted? They were around 14% in 1984. Right now, rates are just below 8%.

The difference is that under Reagan, rates fell, and under Biden, they’ve gone up.

For Biden and his economic team, “the problem is really in the way people think about and process economic information, rather than the economic fundamentals,” said Francesco D’Acunto, an economist at Georgetown University’s McDonough School of Business who recently briefed the White House Council of Economic Advisers.

D’Acunto presented slides at the White House highlighting work he and colleagues have done, drilling down into how consumers process price increases. They find that consumers’ attitudes are shaped most by the products they buy most often — like milk, gasoline, bread and beer — and not by the things they spend the most

money on.

They also find that unexpected price surges stick in shoppers’ minds, negatively.

They linger in a way that slower-building price increases, or even prolonged periods of high prices, do not.

That research helps explain why voters did not punish Reagan for inflation even though the price growth he oversaw never reversed itself: They were accustomed to rapid price growth and grateful for improvement.

But D’Acunto says his research suggests that Biden might be able to brighten voters’ moods by mounting a public persuasion campaign, focusing on prices that have begun to come down from recent highs.

That includes consumer electronics such as smartphones and computers, which are less expensive today than they were a year ago, on average, and which are often largedollar purchases.

Biden’s campaign recently spent $25 million on television ads to promote “Bidenomics” — a mix of the president’s bluecollar background and policy blueprint that is meant to resonate with the working class.

It includes an ad focusing on a provision in the Inflation Reduction Act, which Biden signed last year, that seeks to reduce the cost of prescription drugs through Medicare. Campaign aides say it is scoring well in surveys with viewers.

There is little evidence in polls that those efforts have broken through. Biden aides say they did not expect immediate results. They are testing messages, they say, including how best to talk about Biden’s economic record, as the president prepares to spend $1 billion or more in advertising before the election.

Aides also insist that continued economic improvement will eventually punch through to the public. They contend that continued wage growth will restore some of the buying power Americans lost to recent inflation, and that consumers will gradually acclimate to prices that are higher than what they were used to before the pandemic.

“What the president brings to the table is a deep and effective pro-worker agenda that’s maintaining a great job market, putting downward pressure on prices,” Jared Bernstein, chair of the Council of Economic Advisers, said in an interview. “I understand that hasn’t reached the sentiment indexes yet. But I’m confident it will.”

Wall St Slips as Investors Assess Cbank Comments W all Street’s main indexes slipped on Wednesday as investors parsed earnings reports and comments from Federal Reserve officials for clues on how long the U.S. central bank will keep interest rates high and eventually start cutting it.

Treasury yields have retreated sharply from their highs amid expectations that the Fed has reached the end of its ratehike campaign, helping the S&P 500 and the Nasdaq notch their longest streak of gains in two years on Tuesday.

Markets are now pricing in rate cuts as soon as in May, according to the CME Group’s FedWatch tool, with odds of a cut of at least 25 basis points having risen to nearly 49%, compared with about 41% a week earlier.

Still, cautious comments from several central bank officials over the past few days have kept investors on edge, with Fed Governor Michelle Bowman flagging the possibility of further rate hikes given the strength of the U.S. economy.

Meanwhile, Fed Chair Jerome Powell did not comment on monetary policy in opening remarks to the U.S central bank statistics conference. Powell is scheduled to speak at another conference on Thursday.

While investors have priced in an end to the Fed’s interest rate hiking cycle, concerns that the central bank will keep rates at their current level for longer have gripped markets following hawkish comments from some Fed officials.

Federal Reserve Bank of Minneapolis President Neel Kashkari doused hopes of early rate cuts, saying the central bank may have to do more to bring inflation back down to its 2% target.

Chicago Fed chief Austan Goolsbee acknowledged the downward trend in inflation but maintained price pressures are not yet over.

Megacap growth names such as Microsoft, Apple and Amazon.com rose between 1.1% and 2.2%, helping the techheavy Nasdaq outperform peers.

“Originally, higher rates placed concern on the multiples of these stocks (but) it’s shifting now to the idea that they may be a defensive place to be in this market. They have fairly bulletproof balance sheets,” said Rick Meckler, partner at Cherry Lane Investments, in New Vernon, New Jersey.

“It’s hard to see the Fed moving to actual rate cuts in the first half of next year,” said Liz Ann Sonders, chief investment strategist at Charles Schwab.

“Inflation is not at the Fed’s target (and) the labor market, although weaker in October, has not deteriorated significantly. The economy still seems to have some traction.”

The benchmark U.S. 10-year Treasury yield slipped to 4.5295%, coming further off the 5% level breached in October. The U.S. Treasury is set to auction $40 billion of 10-year notes later on Wednesday.

On the earnings front, Warner Bros Discovery slumped 15.7% after the company said Hollywood strikes and a weak advertising market could hurt next year’s earnings. The dour

outlook also dragged shares of Paramount Global down 6.7%.

Five of the 11 major S&P 500 sectors rose, with real estate and information technology leading gains.

While some analysts are cautiously optimistic about the prospects of a rally, others have highlighted recessionary concerns and tepid earnings forecasts keeping sentiment subdued.

At 11:27 a.m. ET, the Dow Jones Industrial Average was down 29.57 points, or 0.09%, at 34,123.03, the S&P 500 was

down 2.93 points, or 0.07%, at 4,375.45, and the Nasdaq Composite was down 20.44 points, or 0.15%, at 13,619.42.

Among other movers, Take-Two Interactive Software rose 6.7% after the company said it would release a trailer early next month for the latest installment in its best-selling “Grand Theft Auto” videogame franchise.

Electric vehicle maker Lucid Group fell 7.9% after trimming its production forecast.

Declining issues outnumbered advancers for a 1.36-to-1 ratio on the NYSE and for a 1.77-to-1 ratio on the Nasdaq.

The S&P index recorded 15 new 52-week highs and five new lows, while the Nasdaq recorded 36 new highs and 118 new lows.

Israel and Hamas nearly struck a deal to free up to 50 hostages

D

ays before Israel launched its ground invasion of the Gaza Strip, it was closing in on a deal for Hamas to release up to 50 hostages in exchange for pausing the bombardment unleashed in response to the militants’ Oct. 7 attacks in Israel, according to Arab and Western officials with knowledge of the talks.

But once Israel’s ground assault on Gaza got underway Oct. 27, the negotiations came to an abrupt halt, said the officials, who spoke on condition of anonymity to discuss sensitive negotiations. The talks resumed days later and are still underway.

Israel had delayed its ground attack to give some time for the hostage negotiations to be completed, according to two of the officials. But as the talks stalled, it decided to go forward, reckoning that Hamas, the armed Palestinian group that rules Gaza, would bow to military pressure.

“There will be no pause without the return of hostages and missing persons,” Israeli Defense Minister Yoav Gallant said in a written statement to The New York Times this week. “The only way of saving the hostages is if Israel continues its ground operation.”

On Oct. 7, Palestinian attackers penetrated towns and military bases in southern Israel and killed roughly 1,400 people. They also took about 240 captives back to Gaza, including civilians and Israeli soldiers.

Hamas leaders have since claimed that their group does not have control over all of those captives because other Gaza factions, including Palestinian Islamic Jihad, also entered Israel that day and took some hostages of their own.

So far, the negotiations have only focused on releasing civilian hostages, according to these officials. The Israeli soldiers held in Gaza may eventually be part of a separate track of negotiations, possibly to be exchanged for hundreds of Palestinian women and minors who are held without charge in Israeli prisons.

The deal was being worked out in the tiny Gulf emirate of Qatar, which has hosted the Hamas political leadership in exile for years. The United States and Israel have long used Qatar as an intermediary to get messages to Hamas and to coordinate aid efforts

The Qatari capital, Doha, is now the focal point of both the hostage negotiations and separate talks on getting aid into Gaza.

Over the past week, Hamas has added a new condition for releasing civilian hostages — the delivery of fuel to collapsing hospitals across the Gaza Strip.

Israel has prevented fuel deliveries into Gaza, claiming that Hamas uses it for its rocket attacks and that it has stockpiled fuel meant for civilians. But aid organizations have said that fuel is one of the biggest needs in Gaza, to keep everything from hospitals to bakeries running.

But from the outset, the hostage talks were stymied by logistical problems and a lack of trust on both sides.

The Qatar-based Hamas leadership had problems staying in close contact with Hamas’ military leaders in Gaza, the officials said. And the Israelis doubted whether the political leadership even had the authority to deliver on any deal, according to one European official.

Ismail Haniyeh, the Doha-based political leader of Hamas, and Yehia Sinwar, the Hamas chief in Gaza, were able to communicate, and the release of four hostages earlier in October showed that they could work together to clinch a deal, according to two of the officials with knowledge of the negotiations.

The issue, they said, was that communications were spotty — the Hamas leaders struggled to make quick, consistent contact between Qatar and Gaza — and worsened when Israel cut telecommunication networks as it launched its ground offensive.

And yet by Oct. 27, the day the Israeli ground invasion began, the two sides appeared ready to make the trade. The only hitch, apparently, was the timing.

Hamas said it needed five days to gather the hostages. Israel insisted the group do it in several hours and demanded, at the last minute, a detailed list of all those who would be released. Two of the officials with knowledge of the talks said these were among the main reasons the deal collapsed: The requests were difficult to meet amid the ongoing Israeli bombardment of Gaza.

After a brief pause in the talks following the ground invasion, negotiations resumed.

But the issues that plagued the talks from the outset, especially the logistical hurdles, have only intensified.

Hamas’ apparent lack of control over all the captives, coupled with the ground invasion, have made it more difficult for the group to round up those slated for release and to deliver them safely to Israel, according to three of the officials with knowledge of the matter.

The European official said questions arose about whether the Hamas leader-

ship in Gaza was willing to give up so many hostages at once without seeing any Palestinians released from Israeli prisons. In the weeks following the Oct. 7 attack, Hamas officials had made clear that freeing some of the roughly 6,700 Palestinian prisoners was one of the main motives behind their attack.

Israel dispatched David Barnea, the chief of its Mossad intelligence agency, to Qatar to negotiate the hostage deal with Hamas indirectly through Qatari mediators in the days before the ground invasion. The trip, and the negotiations, were first reported by Axios, which said the trip came after the Israeli invasion commenced.

Yet according to two officials, Barnea visited Qatar before the ground invasion.

He was set to return for a second push to wrap up the deal, but the trip was canceled right after Israeli troops went into Gaza, they said. Some days later, he did go back to show the Israelis were serious about the negotiations.

In the early phases of the negotiations, Hamas put forward another demand — to allow aid into the Gaza Strip and to release the women and minors held without charge, in what Israel calls administrative detention; many children are detained for relatively minor offenses, such as throwing rocks at Israeli forces.

However, Israel rejected those demands and Hamas agreed to scale back to a request for a pause in airstrikes.

Hamas is now trying to add to its demands some relief for Gaza hospitals, which are on the verge of total collapse.

Nearly half are not functioning because of damage from the fighting — including Israeli strikes — or because they have run out of fuel. Those that are working say they do not have enough electricity to function fully, with some doctors performing surgery with their cellphone flashlights.

Medical supplies are running low, with some major surgeries, including amputations and brain operations, being performed without anesthesia.

As a goodwill gesture to show the Israeli government that it was willing to broker a larger hostage deal in exchange for the release of aid into Gaza, Hamas released two American hostages on Oct. 20 and two Israeli women three days later.

‘Something was wrong’: Ukrainians lament deaths at medal ceremony

he family of Maj. Serhiy Kuznyev sensed something was wrong. He was not answering his phone. Officers in his unit refused to provide information on him.

It was only by scrolling on the internet that his daughter, Anna Kuznyeva, 19, found confirmation that her father had died, in a photograph of his body lying amid a dozen or so others in a village in southern Ukraine.

He had always told his family that he was deployed far from the front. “To us, he always said, ‘All is good,’” Kuznyeva said in a telephone interview. “He wanted to protect us from worrying.”

It took two days, she said, for Ukraine’s military to formally inform Kuznyev’s family that he had died in a Russian missile strike Friday, an episode that has provoked

Medal ceremonies have long been a traditional component of the Soviet and Russian system.

President Volodymyr Zelenskyy, in an address to the nation Sunday about the missile strike, suggested it signaled the need for reform within the military, lamenting the role played by lingering Soviet customs in Ukraine’s army.

“It is a tragedy that could have been avoided,” Zelenskyy said. Ukraine, he said, would seek changes to “the Soviet legacy and the terrible bureaucracy that prevents Ukraine and many in our defense forces from realizing their potential.”

The militaries of Russia and Ukraine are linked by ties that include their use of the same artillery and other weapons systems. And despite attempts by the government of Kyiv to adopt NATO standards, these ties persist in important ways, according to analysts.

Monuments in town squares in both countries commemorating the dead from the Soviet invasion of Afghanistan attest to relatively recent military experience of fighting for the same cause.

Up until 2014, when Russian-backed proxy forces occupied Crimea and parts of eastern Ukraine, troops on both sides were often friends. Both countries’ armies rely on railroads for logistics.

“They were all brothers in arms until the fall of the Soviet Union, and even afterward, they did remain pretty tight,” said Samantha de Bendern, an expert on Russia and Ukraine who is a fellow at Chatham House, a think tank based in London. Common traditions persisted.

It was unclear how the Russians identified the gathering as a target. The unit held the ceremony on a holdover Soviet military holiday, the Artillery and Missile Forces Day, that Ukrainians have continued to celebrate; that could have tipped off the Russians to watch for congregating soldiers.

A soldier familiar with the ceremony said word had circulated in the unit that a ceremony was planned, and that the best soldiers would receive medals, raising the possibility that a spy betrayed fellow soldiers.

Alternatively, Russian drones might have simply spotted the gathering.

With such a prominent event planned, the soldier said, it would have been hard for the Russians to miss it. He spoke on the condition of anonymity because he was not authorized to comment publicly on the strike.

Many Ukrainians, in online messages, echoed Zelenskyy’s lament about the Sovietera practices that contributed to the deaths.

“A small Soviet army will not defeat a big Soviet army,” Yuri Hudimenko, the head of a political party, Democratic Ax, and a soldier in the Ukrainian army, posted on Facebook.

“We don’t have a choice. We have to change or die.”

Another soldier who said he served in a unit in southern Ukraine posted a video of himself condemning the commanders of the 128th Brigade for recklessness, but said the problems of overly strict adherence to military regiment and tradition are broader.

“Such a trouble can come to every brigade,” the soldier said in the video, posted on Instagram under his nickname, Casper.

“I have a question for such officers,” the soldier said. “Do you have victory here already? Is the war over?”

The strike killed some of Ukraine’s most experienced soldiers, after so many have already been lost in fighting.

Kuznyev, for example, had fought in the war in eastern Ukraine for years and survived one of the fiercest engagements of that conflict, the encirclement of a Ukrainian unit in the battle for the town of Debaltseve in 2015.

Between stints serving in the military, his daughter said, he had worked in a nongovernmental group helping veterans, and was a published landscape photographer.

Kuznyev had volunteered Feb. 24, 2022, when Russia invaded. That morning, his wife had packed his medical kit and he left, Kuznyeva said.

He hadn’t told his family much about the war, often saying he was deployed in central Ukraine, far from the front, when in fact he had fought in pitched battles in the Kherson region last fall, and in Bakhmut last winter.

“I was even complaining to him about some small trouble in my life, without realizing he was in the Bakhmut trenches,” Kuznyeva said. “I was sending him pictures of our cat, and he was making fun of them.”

Kuznyev’s wife became worried through the day Friday because he was not answering his phone. “She felt that something was wrong,” Kuznyeva said. An officer the family reached said he would call back with information, but he never did. Both daughter and wife suspected the major had died.

The daughter eventually found the photograph on the internet of her father, with part of his head missing, she said. “It was clearly him,” she said. “I got all shaken up and started crying.

“He was full of life and very active, always searching for different scholarships and possibilities for me,” she said. Her father, she said, had been “big and tall.”

The one audience Trump can’t hoodwink

T

he witness stand in Justice Arthur Engoron’s courtroom at 60 Centre St., in lower Manhattan, is an ordinary wood-paneled box off to the side of the bench. But for Donald Trump, who is on trial for fraudulently overvaluing his New York real estate assets, it might as well be a cage of kryptonite.

When he was in it, as he was for much of the day Monday, the former president was deprived of what may be his most effective superpower: his ability to speak without consequence, without factual basis, without shame and, often, without end.

That signature rambling filibuster has propelled Trump through every venture of his life, from real estate to reality television to the American presidency. He relies on it to control the room, to manipulate the crowd and to avoid addressing any topic he doesn’t want to. He says it all, loudly and repeatedly, and never answers the real question.

That doesn’t work in court, where the judge is in charge, the rules of evidence are in effect and the witness has sworn to tell the whole truth. Engoron illustrated this over and over on Monday during Trump’s testimony, which deliberately meandered from the questions the

prosecution was asking in order to blunt their effect.

“This is not a political rally,” the judge said. “I don’t want editorializing. We’ll be here forever.”

At another point, as Trump was musing about Scotland’s oil reserves, the judge had enough.

“Irrelevant, irrelevant,” he said.

“Answer the question.”

Five words! That’s all it took to shut up Trump. Call it magic, or call it the rules of civil procedure.

The point is that every word you say in court matters, and they can also count against you if you’re not careful. This is serious business: People’s reputations, fortunes and even their lives are on the line. Specifically, the Trump Organization could lose its ability to do business in New York, and Trump faces a penalty of hundreds of millions of dollars.

Despite spending countless hours in and around courtrooms during his unusually litigious life, Trump still seems not to fully grasp this truth. Or, as with all other rules that bind the rest of us, he appears to think it doesn’t apply to him. On Monday he fought valiantly to control the narrative — claiming that he was being treated unfairly, that his net worth is far higher than anyone realizes and that New York Attorney General Letitia James, who brought the fraud case, is a “political hack.” Engoron thwarted him at nearly every turn, forcing him to answer, or at least respond to, the state lawyer’s direct questions.

But in the moments he was able to seize the floor, Trump could not help himself, compulsively admitting that he was involved in approving the fraudulent financial statements submitted to banks — something his lawyers were no doubt hoping he wouldn’t say. Engoron is not likely to forget those remarks when issuing his verdict.

The forgetting was done by Trump, whose excuse for not vetting his company’s financial statements more closely in 2021 was that he was busy “keeping our country safe” as president. “Just to clarify the record, you weren’t president in 2021, correct?” the state’s lawyer asked. Trump acknowledged that he was not.

Whatever the outcome of the trial (and the judge has already found as a matter of fact that the Trump properties were fraudulently overvalued), even this hint

of accountability — “answer the question” — comes as a breath of fresh air to a country that has endured the past eight years of Trump’s consequence-free romp through American government and society.

Outside the courtroom, Trump’s lawyers appeared flustered by their inability to help their fabulist client run the show or to manage him. “The only thing they want are facts that are bad for Trump,” one lawyer, Alina Habba, said to the assembled media.

Well, yes. That’s how litigation works: The state makes its best case using facts and arguments that are bad for the defendant, while the defendant’s lawyers do their best to poke holes in that case.

At one point, Trump called the trial “silly” because, he claimed, no victims were involved. He seems to feel it’s fine to break New York’s financial laws if the banks do not complain. In his mind, he is the only victim, the perennial quarry of a ruthless Democratic establishment.

Rather than interminably complain, Trump might consider using this trial as practice. Over the coming months, he is scheduled to face four more trials — and unlike the current one, the charges are not civil. If he thinks it’s unfair to be fined millions of dollars or barred from doing business, wait until he finds out how it feels to be a convicted criminal.

y reales, para desarrollar más unidades de vivienda para personas de escasos recursos económicos.

“El compromiso de esta administración municipal es ayudar, de manera directa, a nuestra gente. Sabemos de la necesidad que existe de viviendas accesibles y seguras en Vieques, por eso hemos estado trabajando de la mano del Departamento de la Vivienda, al igual que la Administración de Vivienda Pública, para identificar áreas que podamos actuar de forma rápida para desarrollar esas unidades”, comentó el Alcalde.

Por otra parte, el primer ejecutivo municipal resaltó la importancia de reclasificar unas 350 cuerdas de terrenos en la parte oeste de Vieques con el fin de desarrollar nuevos proyectos de viviendas para personas de escasos recursos económicos, así como aquellos que perdieron sus hogares tras el azote de los huracanes Irma y María en septiembre de 2017.

“El objetivo de la reclasificación de estos terrenos, que comprenden unas 350 cuerdas, es precisamente fomentar la inversión en proyectos de vivienda accesible para nuestra gente, así como hogares seguros para

aquellos que perdieron sus casas como consecuencia directa del impacto de Irma y María”, comentó Corcino.

La Marina de los Estados Unidos transfirió al Municipio en el 2003 unas 4,000 cuerdas en la zona oeste de la isla. Cuando se hizo el plan de área para 1,500 de esas cuerdas-mediante vistas públicas y reuniones comunitarias-se designó 350 cuerdas para impactar con proyectos de desarrollo, las otras se dejaron conservadas.

Esas son las cuerdas que el Alcalde solicita para el fin original.

Según el Alcalde viequense unas 110 personas se encuentran en lista de espera para una residencia bajo el plan federal de subsidio de vivienda conocido comúnmente como Sección 8, mientras otro centenar de viequenses esperan por casas a través de otros diversos programas.

“Tenemos una oportunidad única de desarrollar a Vieques a su máximo potencial, con las herramientas para que nuestros jóvenes se queden aquí, para que nuestros comerciantes alcancen su potencial y para que nuestra gente aumente su calidad de vida; para ello necesitamos tierras para el desarrollo de viviendas, eso es el fin de esta reclasificación de unas 350 cuerdas. No son más, son 350 cuerdas con un obje-

tivo concreto: vivienda y desarrollo económico para beneficio de todos los que residimos en esta amada isla municipio”, agregó el Alcalde de Vieques.

Según el Negociado de la Policía de Puerto Rico, el personal del Centro de Comando de Fajardo del buró informó sobre una manifestación pacífica de residentes de Vieques cerca del Palacio de Justicia de Fajardo el miércoles por la mañana.

Según información preliminar, un grupo de 25 residentes se manifestaba para exigir viviendas accesibles en el municipio insular frente a la costa.

AROLINA – Como parte de su compromiso con la recreación y deportes, la senadora por el Distrito de Carolina, Marissa ‘Marissita’ Jiménez, hizo entrega de alrededor de $3,000 para la compra de uniformes y equipo de seguridad, los cuales fueron utilizado por los miembros del club Judo Nuevo Horizonte de Fajardo, quienes ganaron 17 medallas, incluyendo cinco de oro durante la celebración de la primera edición del Dominican Cup de Judo.

“Siempre hemos apoyado el deporte y a nuestros jóvenes en este tipo de actividades. Por eso, cuando nos enteramos de esta competencia, asistimos

a los miembros del club de judo Nuevo Horizonte en Fajardo. Unos 18 judocas, en cuatro categorías, demostraron lo mejor de sus talentos ante competencia internacional”, comentó la Senadora.

En dos días de competencia, los judocas boricuas se alzaron con 17 medallas, incluyendo 5 de oro. Las preseas doradas fueron ganadas en las divisiones de 11 y 12 años, así como la de adultos.

En total, sobre 300 atletas de esta disciplina deportiva participaron del Dominican Cup celebrado este pasado fin de semana en el polideportivo Rebekah Colberg de San Juan.

Barry Manilow finally gets his wish: a Broadway show

B

arry Manilow is superstitious.

Such a statement may come as a surprise to anyone familiar with the 80-year-old pop legend’s career, with decades of hits, endless Las Vegas residencies and international fame as a still-smooth crooner who wrote the songs that made the whole world sing.

Yet, there is one thing Manilow has always pined for that now inspires some irrational fears: a Broadway show.

For nearly 30 years, that goal has proved tantalizingly out of reach despite a labor of love: “Harmony,” a musical he composed with his longtime collaborator Bruce Sussman, the lyricist who also wrote the show’s book.

“Harmony,” which follows the unlikely story of a sextet of 1930s singing and vaudevillian stars — the Comedian Harmonists, torn apart by the rise of Nazism and World War II — is now scheduled to open Monday at the Ethel Barrymore Theater. Barring, of course, some cosmic catastrophe that both Manilow and Sussman joke about.

Sort of.

“We keep thinking the theater is going to get hit by a tornado,” Manilow joked over lunch in midtown Manhattan in September after their first day of rehearsal.

Sussman, 74, laughed along: “It’s got to be something.”

Not to jinx the opening, both men offer a “kinahora” — a Yiddish locution meaning “no evil eye.” It’s a dash of dark humor that is not completely unfounded, considering the tortuous route that “Harmony” has taken from page to the Barrymore’s stage. Sussman first conceived of the show in the early 1990s after seeing Eberhard Fechner’s 1977 documentary about the Harmonists in New York.

“I came out of there and went to a phone booth on Lafayette Street, and I called him and I started babbling away,” Sussman recalled. “And he said, ‘I’m in.’”

Both men were immediately intrigued by the story of a popular singing group (they had played Carnegie Hall, for instance, in 1933) that was destroyed by — and lost to — history. Half of the group was of Jewish descent, and the Nazi takeover of Germany would eventually silence them.

But the urge to compose a musical was also deeply seated in Manilow, who says he

“It wasn’t interesting enough for me,” Manilow recalled, of pop. “I didn’t know what was on the Top 40. I was into jazz and Gerry Mulligan and Chet Baker. I was into classical music. And I was into Broadway scores.”

“You can either write, ‘I love you’ or ‘I miss you,’” Manilow said of his masterful Top 40 songcraft. “You go any further than that, you’re writing a Broadway song.”

Despite his superstardom — and yes, probably because of it — “Harmony” did debut at La Jolla Playhouse in San Diego in 1997, but got mixed reviews and failed to transfer. Still, interest in the show continued to percolate, including in 2003, when an out-of-town tryout in Philadelphia — before a planned Broadway run — suddenly evaporated when financial backing disintegrated.

More iterations followed: In 2013 and 2014, the show had runs in Atlanta and Los Angeles, where the Los Angeles Drama Critics Circle recognized the two men for their score. Again, producers expressed interest in Broadway, but deals fell apart, something Sussman seems remarkably measured about.

“The gantlet that a new musical goes through, every step can be the end,” he said.

“You do a reading, it’s over. You survive the

reading, you do a workshop, it’s over. You survive the reading and you go to a regional and it’s over. And we all know shows that I’ve done that have died at one of those steps. We never did.”

Manilow was a little less sanguine about the process. “I put it in the drawer many times,” he recalled. “It was so heartbreaking every time it didn’t make it.”

During the coronavirus pandemic, however, Sussman and Manilow started to “kick the tires” on the show again with Warren Carlyle, the British director and choreographer who won a Tony Award in 2014 for his work on “After Midnight” and was nominated for Tonys for his work on the revivals of “Hello, Dolly!” (2017) and “The Music Man” (2022).

One possible turning point in the show’s luck, Carlyle said, was the addition of a narrator character — an older rabbi played by Chip Zien — who walks the audience through the various eras of the show.

“It was massive,” he said. “For me as director, it unlocks the whole show because previously it was kind of a six-headed dragon. You know there were these six guys: They all have wonderful stories. They all have rich lives. And I just didn’t know who to follow and I didn’t know how to focus the show.”

To solve the problem, Sussman suggested splitting the existing role of one of the Harmonists in two. In addition to his younger self, the show would also include his older self, a rabbi, serving as a narrator. “And

suddenly for me, it was like, now the story has a point of view,” Carlyle said.

Following that work, the show was staged in 2022 at the Museum of Jewish Heritage — A Living Memorial to the Holocaust, where audiences — and critics — seemed to respond in ways that they hadn’t before.

Writing in The New York Times, Elisabeth Vincentelli praised the songs “crafted in a defiantly classic mold,” which steer the show back to “solid emotional ground.”

She also noted the creative team’s ability in “balancing the shifting moods, which is no easy feat because they must shuffle broad humor and, well, Nazis.”

Zalmen Mlotek, the artistic director of the National Yiddish Theater Folksbiene, which presented “Harmony” at the museum, said he had heard about “Harmony” after a recommendation from developer Bruce Ratner, the chair of the museum.

“When I heard that Manilow and Sussman had written a piece about the Holocaust, I looked at it, the idea of the Comedians, this singing group, had had their careers destroyed, it was just very compelling to me,” he said.

Most of the major cast members from the Folksbiene production have transferred to Broadway, though most are lesser-known performers, something that may make marketing the show difficult. And while Manilow knows he’s a draw — see all those years in Vegas — he’s also not performing, of course.

“I hope the show is strong enough to stand on its own,” he said.

How to know if you’re iron-deficient, and what to do about it

I

ron is an essential nutrient for many things our bodies do every day, and yet more than one-third of adult women of reproductive age in the United States are deficient.

Menstrual bleeding and pregnancy are the main drivers of the deficiency. Symptoms are often nonspecific and vague, like fatigue, brain fog, lightheadedness, sleep disturbances and a reduced ability to exercise. If left untreated in the long term, iron deficiency can deplete healthy red blood cells in the body, causing anemia. During pregnancy, iron deficiency and anemia can have an adverse effect on the mother and the fetus.

If you have heavy periods, eat a vegetarian diet or are planning to get pregnant, consider asking your doctor to test your ferritin levels, which measures how much iron is stored in your body, said Dr. Malcolm Munro, professor of obstetrics and gynecology at the David Geffen School of Medicine at the University of California, Los Angeles. In annual checkups, most doctors will test only for hemoglobin levels, he said, but that is an indicator of anemia, not iron deficiency. Getting your ferritin levels tested is usually covered by insurance, he added. “It’s not some fancy test.”

For women who are not pregnant, ferritin levels should be at least 15 micrograms per liter, and hemoglobin levels at least 12 grams per deciliter, according to the World Health Organization. But increasingly, researchers suggest that the cutoffs should be higher: for ferritin, between 30 and 50 micrograms per liter; and for hemoglobin, 13 grams per deciliter.

If you’ve determined that your iron levels are low, “we have this approach — we say we have to ‘stop the leak and fill up the tank,’” Munro said. Here’s what that might look like.

Keep menstrual bleeding in check Many women don’t know whether their menstrual bleeding might be considered heavy, said Dr. Angela Weyand,

“I see a lot of adolescents who have very heavy menstrual bleeding and end up having severe anemia where they have to be admitted to the hospital,” she said. “Oftentimes, these patients hadn’t even recognized that their bleeding was abnormal.”

Soaking through a pad or tampon every two hours, bleeding for more than seven days or needing double coverage (like a tampon and a pad) are all signs that your period is too heavy.

If you have heavy bleeding and are iron-deficient, talk to your gynecologist to first rule out factors that might be causing the excess bleeding, like endometriosis or fibroids, Munro suggested. From there you might consider approaches to reduce how much you bleed, such as birth control pills or the hormonal intrauterine device.

Taking naproxen (sold as Aleve) or ibuprofen can also help reduce blood loss if taken two days before your period starts and throughout it. Tranexamic acid, a prescription medication, is another option.

Supplement every two days There are many types of supplements, providing different amounts of iron, but a higher dose is not necessar-

ily better; it’s best to take no more than 100 milligrams per day, Munro said. Exceeding that amount can worsen side effects, like constipation or nausea, and the iron won’t be well absorbed. For example, the most common iron tablets contain 325 milligrams of ferrous sulfate, which provide 65 milligrams of iron, and one of those would be sufficient.

Studies suggest that taking your iron supplement every other day is just as effective as dosing more frequently and has fewer side effects.

Make smart nutritional choices According to federal recommendations, men of any age and women older than 50 should consume at least 8 milligrams of iron each day, while women ages 19-50 should aim for 18 milligrams. The requirement increases to 27 milligrams during pregnancy.

There are two types of iron found in foods: heme and non-heme. Heme iron is found in any animal-derived source, including meat, poultry and fish; nonheme iron is found in plant-based foods like lentils and beans, some vegetables, grains and nuts, said Elaine McCarthy, a nutrition researcher at the University College Cork in Ireland. Both types of iron can be valuable sources, but your body absorbs heme iron more efficient-

ly, McCarthy said.

That said, plant-based foods can still be great sources of iron. A cup of cooked lentils, for example, contains 6.6 milligrams of iron — more than is found in a serving of beef — but you’ll want to use a few tricks to help your body absorb it, said Diane DellaValle, an associate professor of nutrition science at King’s College in Wilkes-Barre, Pennsylvania.

Drawing up a personalized plan with a registered dietitian is worthwhile, but here are a few of her tips on getting more iron: — Pair plant-based iron with absorption enhancers: Including a bit of meat or a good source of vitamin C in the same meal will improve your absorption of non-heme iron, DellaValle said. You can add tomato or bell pepper to your lentils, for example, or have strawberries or an orange on the side.

— Avoid absorption blockers: Certain compounds found in tea and coffee can interfere with the absorption of non-heme iron from food and supplements, so avoid having those beverages at the same time as plant-based iron sources, DellaValle said.

— Look for enriched foods: Other good sources of iron include certain fortified foods, like breads and pastas that contain enriched wheat flour, DellaValle said. Enriched rice also contains extra iron, though you’ll lose some of it if you rinse the rice before cooking.

And many breakfast cereals are fortified with iron; just be aware that the iron will soak into the milk in your cereal bowl, so you’ll need to drink the milk to get the full dose.

— Cook with special tools: One of DellaValle’s favorite tips is to cook with a Lucky Iron Fish. Place it in your cooking pot along with a couple drops of lemon juice or vinegar, and the product releases 6 to 8 milligrams of iron into whatever you’re preparing, whether it’s rice, oatmeal or soup. Cooking in a cast iron pan can also add iron to your meal. DellaValle often recommends the Lucky Iron Fish to the college athletes she works with, and she gives it as a holiday gift.

Cooperativa de Seguros Múltiples establishes agreement to support Puerto Rican Paralympic sports

ooperativa de Seguros Múltiples de Puerto Rico (CSM) signed a sponsorship agreement with the Puerto Rico Paralympic Committee (COPAPUR by its Spanish initials) earlier this week.

“This sponsorship is a reflection of the spirit and essence of the cooperative movement: believing in the ability of each and every one of us to overcome obstacles and achieve excellence,” CSM President Luis Cordero Rivera said in a written statement on Tuesday. “At Cooperativa de Seguros Múltiples, we recognize that inclusion and mutual support are fundamental pillars for building a more just and equitable society. This initiative is a testament to our commitment to those ideals, and to the unwavering potential of our Puerto Rican para-athletes.”

The pact with the nonprofit brings together eight federations dedicated to high-performance sports for athletes diagnosed with a disability. COPAPUR is a member of the International Paralympic Committee (IPC), which represents more than 175 countries

This year’s matchup between the Rangers and the Arizona Diamondbacks notched the lowest viewership totals of any World Series since records have been kept, going back to the 1960s, according to Nielsen.

The five games averaged 9.1 million viewers, displacing the 2020 World Series, which averaged 9.8 million after a pandemic-shortened season. Also, the 2020 World Series was played at a neutral stadium, depriving the telecasts of the crowd energy that fuels a championship broadcast.

Game 3 on Oct. 30 had just 8.12 million viewers, making it the least-watched World Series game since records were kept.

Game 2 did only a bit better, with 8.15 million viewers. The previous low was Game 3 of the 2020 World Series — played between

the Los Angeles Dodgers and the Tampa Bay Rays — which was watched by 8.34 million.

The deciding fifth game on Nov. 1 had the biggest audience of the series — 11.5 million.

The low ratings did not go without notice in cities whose teams had been eliminated from the playoffs. More than a week after the Rangers defeated the Houston Astros in the American League Championship Series, The Houston Chronicle declared: “Miss us yet?

World Series ratings crater with Astros out of playoffs.”

Still, the World Series viewership totals were generally stronger than anything else on network television these days.

For instance, Halloween night’s Game 4 averaged 8.5 million viewers. The next-best performer on network television that night was an episode of “The Voice” on NBC, which averaged 5.3 million. The next night, the second-most-watched show was an episode of “Survivor,” which notched 4.9 million viewers, fewer than half the Game 5 audience.
