he FBI has arrested an 18-year-old woman, Victoria Gabriela Rodríguez Morales, from Adjuntas, accusing her of issuing threats related to the May 2022 school shooting in Uvalde, Texas that resulted in the deaths of 19 children and two adults.

According to federal authorities and stateside media, the threats made by Rodríguez Morales targeted public institutions, officials, and private citizens in Texas. Consequently, she stands in violation of federal laws regarding the use of interstate communications. The threats, which commenced as early as 2020, continued even after the massacre and into the early months of 2023, authorities said. Rodríguez Morales allegedly used various means to convey her threats, including her mother’s phone.

Governor to extend gender violence state of emergency

ov. Pedro Pierluisi Urrutia said Wednesday he will extend the executive order declaring a state of emergency due to gender violence that was slated to expire in December.

“What happens is that I am inclined to extend it, because I don’t want to send the wrong message,” the governor said in response to questions from the press.

“The message I would like to send is that we still have a serious problem of gender violence to address and if I come and basically put an end to the emergency declaration, it may be that the message I am sending is that we have already done everything we had to do, and no, it’s not like that.”

“I am inclined to extend it because we continue to see shocking cases,” Pierluisi added. “A significant number of cases of gender violence. So it’s not like this issue has any less priority now. It has the same or greater priority that it had when I declared the emergency in the first place.”

Executive Order 2023-020 declared the continuation of the state of emergency that had been decreed

in Administrative Bulletin No. OE-2021-013 due to the high volume of cases of gender violence and orders the government to establish and continue working on measures aimed at Gender Violence Prevention, Support, Rescue and Education. The order is effective from July 1, 2022 to Dec. 31, 2023.

Senator proposes making Puerto Rico a haven for vets

ith the purpose of making Puerto Rico the ideal place for the nation’s veterans to retire, at-large Sen. Karen Riquelme Cabrera has announced the creation of a Volunteer Veterans Advisory Committee.

The group will work alongside the senator on the creation of proposals for public policy, education and services for veterans residing on the island.

“This is an effort to turn our island into the nation’s veterans’ retirement center, thereby improving the services our veterans receive, while at the same time injecting new revenue

streams that will result in the creation of new small and midsize businesses, as well as jobs,” Riquelme Cabrera said Wednesday.

Méndez Nuñez: PREPA pension system allocation is just a band-aid

ew Progressive Party Rep. Carlos “Johnny” Méndez Nuñez said a measure that Gov. Pedro Pierluisi Urrutia enacted into law to help extend the life of the Puerto Rico Electric Power Authority (PREPA) pension system is not enough.

Pierluisi signed House Joint Resolution 485 to allocate $900 million to the pension system, but Méndez said it would only put a band-aid on the debt situation of PREPA retirees.

“What this merely does is put the finger in the dike for a period of time, and if we do not take a step to recognize that we have to pay a debt that the government has with the retirement system, then we would simply continue applying band-aids, and we would not solve the problem,” the veteran lawmaker said in a radio interview.

Méndez insisted that the $900 million in the resolution should be put in a trust, due to the contribution of active PREPA employees who were transferred to government agencies.

PREPA Retirees Association President Johnny Rodríguez said retired PREPA employees are uncertain if they will continue to receive their pensions after the funds promised in the measure run out at the end of the fiscal year in June.

Those who are failing are the administrators,” Rodríguez said. “What is missing is will. Nothing else is missing.”

The PREPA Employee Retirement System (SREAEE by its Spanish initials) informed its members in February

that it may not have sufficient liquidity to pay retirement benefits starting as early as May of this year.

At the time, PREPA sought authorization from the Financial Oversight and Management Board to amend its budget to make an additional employer contribution from operating cash on hand. It is also seeking budget allocations to pay employer contributions to the SREAEE for former PREPA workers who were transferred to other agencies.

José R. Rivera Rivera, chairman of the SREAEE board of trustees, said in a statement in February that the system’s actuarial deficit as of June 2021 was over $3 billion. While in 2022 PREPA was supposed to contribute 166.38% of the total payroll, or $23.8 million per month, it has not made payments to the pension system.

As of December 2022, PREPA owed the SREAEE $895 million in delinquent pension payments.

Agencies that took former PREPA employees following the LUMA Energy takeover of the utility’s electricity transmission and distribution system owed the system over $8 million.

Governor denies amendments to AES contract will increase energy rates

ov. Pedro Pierluisi Urrutia denied Wednesday that the proposed amendments to the power purchase and operating agreement (PPOA) contract between the Puerto Rico Electric Power Authority (PREPA) and AES Puerto Rico constitute a financial rescue of the firm or will lead to a hike in utility rates.

However, language contained in the 23-page amendment appears to contradict the governor’s remarks. As reported by the STAR, the amendments note that the certified fiscal plan contains baseline rate projections for PREPA. Those projections may be impacted by, among other things, PREPA’s ability to identify sources of funding to satisfy its cost share funding obligations and AES PR’s liquidity challenges.

“If PREPA cannot identify sources of funding to satisfy its cost share funding obligations relating to the cost of the Federal Emergency Management Agency’s federal funding programs, PREPA may have to raise its rates to satisfy its obligations,” the partially redacted document said. “Pursuant to a power purchase and operating agreement with AES Puerto Rico, PREPA receives a portion of its energy supply from AES Puerto Rico’s coal generation facility. AES Puerto Rico is currently experiencing liquidity challenges. If

AES Puerto Rico is not able to cover its operating expenses, PREPA may have to accept amendments to this PPOA to ensure the continued production of energy from the AES coal facility, which is necessary for PREPA to meet all demands for power, and might need to raise rates to cover costs related to any such amendment.”

The amendments seek to replace the existing coalfired facility in Guayama with a renewable energy facility because AES PR must stop using coal after Jan. 1, 2028 under a new energy policy.

AES also defaulted on paying its bonds per a 2000 trust agreement with the Puerto Rico Industrial, Tourist, Educational, Medical and Environmental Control Facilities Financing Authority.

The governor insisted there is no such bailout. The amendments are under the review of the Puerto Rico Energy Bureau, which held a public hearing Monday on the subject.

“What is being done here is what was envisioned in Law 17 of 2019, which is the law that establishes the Public Energy Policy of Puerto Rico. That law requires that the AES plant cease operating, that is, be turned off, by the end of 2027. But that law also encourages AES to convert at least part of its generation to renewable energy,” the governor said. “In other words, stop burning coal by

2027 and use renewable energy instead of burning coal.

The amendment is aimed at accelerating this process, for this transition to occur, this conversion of energy source, in the hands of AES. [...] It does not lead to an increase in the electricity bill. But the last word at this given moment belongs to the Energy Bureau.”

The goal of the PPOA is to maintain the “economic stability and environmental compliance” of the facility pending its retirement and expedite the removal of combustion waste byproducts, as well as accelerate Puerto Rico’s transition to renewables, the amendment notes.

Police Members Assn. leader lauds seizure of fireworks

uerto Rico Police Members Association President José J. Taboada de Jesús publicly congratulated Puerto Rico Police Bureau Commissioner Antonio López Figueroa for the recent seizures of illegal fireworks material made by the commonwealth police and at the same time requested that the investigations be accelerated as a result of tips given to police involving a group of people who sell and distribute pyrotechnic materials.

“We are happy with the work that has been done this year 2023, specifically with the confiscations of pyrotechnic material that are planned to be sold for use indiscriminately

during the Christmas period, [a practice that] mostly harms the elderly population, children and pets,” Taboada de Jesús said. “In recent years, this country has experienced intense and dangerous episodes with the indiscriminate use of pyrotechnics… The island has practically become a battlefield at Christmas time, and especially on New Year’s Eve, when millions of explosive devices are thrown into the air that hurt the hearing abilities of our population.”

The law enforcement leader added that the illegal entry of fireworks into Puerto Rico is a serious problem of “criminal logistics.” It is estimated that last year Puerto Ricans invested about $20 to $25 million in explosive devices

that were set off inside 15 days, mostly in the minutes before the end of the year. The illegal merchandise enters through the docks managed by the Ports Authority in containers that come from as far away as Singapore, China, Japan and Taiwan, as well as India.

“We are already in the Christmas period and it is up to us to put in place all strategies and resources to minimize the negative effect of this criminal tradition,” Taboada de Jesús said, while calling on citizens or entities that know the location of warehouses, merchants or individuals who are distributing dangerous pyrotechnic material to immediately report the information to the police on the confidential phone line 787-343-2020.

Chamber of Commerce to host energy-water-telecom forum today

ne year after the creation of a team to modernize and recover the island’s electrical grid by the U.S. Department of Energy, the Puerto Rico Chamber of Commerce (CCPR) will discuss the state of the energy, water and telecommunications infrastructure, as well as its economic implications.

The event will take place today at the Caribe Hilton Hotel in San Juan, in conjunction with the Association of General Contractors of America, Puerto Rico chapter.

“Issues related to energy, telecommunications and water infrastructure have traditionally been discussed separately.

However, each of them is of vital importance for the private sector and economic development,” CCPR President Ramón Pérez Blanco said in a written statement. “Discussing them together allows us to analyze the problems that hinder each sector and promote serious discussion of potential solutions.”

The infrastructure forum’s agenda covers topics such as the 2024 and 2030 goals for the energy system and their impact on competitiveness, water infrastructure challenges, and an update on the use of funds from the Broadband Equity, Access and Deployment (BEAD) Program. The latter has allocated $42 billion to expand high-speed internet access through planning and building telecommunications infrastructure, and adopting it in all 50 states, Washington, D.C., and Puerto Rico.

Guaynabo students at all levels earn scholarships for performance

few weeks before the end of the current school semester, Guaynabo Mayor Edward O’Neill recognized the academic performance of 228 students who attend the municipality’s public schools. The students from the elementary, intermediate and high school levels were awarded for their dedication and academic excellence throughout the year.

The largest group of recipients of the “Mayor’s Scholarship” were from the elementary level, with 79 students, followed by 78 students at the high school level and 71 students at the intermediate level. The recognition, which has become a symbol of encouragement for academic effort, consists

of significant financial aid: $70 for the elementary group, $90 for intermediate level students and $120 for those in high school.

“The Guaynabo administration is proud to reward these students who put in the effort in their schoolwork during the 2022-2023 academic year,” O’Neill said. “They are being placed on the honor roll of the best public school averages within the jurisdiction of Guaynabo.”

As part of the mayor’s commitment to education and equity, the requirement to consider parents’ income for obtaining this scholarship was eliminated. The change reflects the recognition of the student’s individual effort and dedication to academic performance.

Biden navigates divisions over Gaza inside the White House and beyond

“It’s not as if, from the earliest days, that we didn’t know how this was going to end,” he said of the war in Gaza. “When the dust settles, and the tears dry, what we’re going to have is more dead bodies, more anger and more extremism.”

resident Joe Biden’s guests did not try to hide their anguish.

Just weeks after the start of the Israel-Hamas war, Biden had invited a small group of prominent Muslim Americans to the White House to discuss Islamophobia in America. The participants were blunt with him, according to four people who were in attendance.

They told him that his embrace of Israel after the Oct. 7 terrorist attacks was seen by many as permission for Israel’s bombing in the Gaza Strip. They said the president’s statement casting doubt on the death toll among Palestinians was insulting. And they said the fatal stabbing of a 6-year-old Muslim boy outside Chicago was just one devastating result of the dehumanization of their community.

The private meeting, which had been scheduled for 30 minutes, stretched to more than an hour, attendees said.

Biden waved off aides who tried to pull him out of the room as he listened to the criticism and shared his own experience with loss and grief.

“He recognized there may have been missteps on the rhetoric,” said Wa’el Alzayat, CEO of Emgage, a group that mobilizes Muslim voters, who attended the meeting in the Roosevelt Room on Oct 26. “He listened, he did show empathy and he promised to do better, particularly on humanizing Palestinians.”

Minnesota Attorney General Keith Ellison, who was also at the meeting, said the war had increased risks for Americans, as well.

“Muslim community leaders told President Biden that the suffering of innocent Gazans trying to survive in extremely difficult circumstances has actually increased the likelihood of Islamophobic attacks in the United States,” he said.

The gathering ended with Biden hugging a woman who had lost her brother in an anti-Muslim hate crime several years ago. But the group left without one thing that it had come for: a promise from Biden to call for a permanent cease-fire.

The meeting was a glimpse into a much larger task Biden faces as he tries to navigate deep anger among longtime supporters and even inside the White House, where some younger staff members, particularly those with Arab or Muslim backgrounds, have said they feel disenchanted with the president they serve.

Biden administration officials say the president’s support for Israel’s right to defend itself after Hamas’ deadly assault is only part of the story. Increasingly, Biden has paired his words of support with more forceful calls for caution and the protection of Palestinian civilians as the death toll reaches catastrophic levels.

They point to his Oval Office address on Oct. 20, when he denounced Islamophobia and the death of Wadea AlFayoume, the 6-year-old who was fatally stabbed in Illinois in what authorities have called a hate crime. Biden said he was “heartbroken” by the loss of Palestinian life in the war.

The officials, who spoke on the condition of anonymity to describe discussions in the White House, also say Biden’s solidarity with Israel has allowed him to wield influence with Prime Minister Benjamin Netanyahu on humanitarian aid and opening the Rafah crossing with Egypt.

Participants said they were aghast that just one day earlier, during a news conference with the Australian prime minister, Biden told reporters that he had “no notion that the Palestinians are telling the truth” about the number of their dead.

The innocent people who died, Biden said, were the “price of waging war.”

The comments inflamed concerns among those who felt Biden’s support for Israel was unconditional, even as the country’s assault on Gaza was killing thousands upon thousands of people, even by the United States’ own estimates.

His comments also sparked outrage inside the White House, including by some who felt messages of support for Jewish staff members could be perceived as insensitive to Arabs and Muslims on staff.

Biden’s senior aides, led by Jeff Zients, the White House chief of staff, have held multiple meetings with upset officials to hear their complaints. One such meeting was led recently

by Zients; Anita Dunn, the president’s senior adviser; Jon Finer, the deputy national security adviser; and Stephen Benjamin, the director of public engagement. The meeting allowed unhappy staff members to air their concerns about the president’s strategy and rhetoric.

(Biden has not attended the meetings, other than the one on Oct. 26.)

Zogby, who has advised several Democratic campaigns on their Palestinian platforms, including Biden’s in 2020, said he believed the repercussions of the war would span generations.

Memorial celebrates Rosalynn Carter’s life, a ‘public love story’

er journey took her from the smallest of small towns in rural Georgia to the majesty of the White House, from the campaign trails of Iowa and New Hampshire to refugee camps in Asia and impoverished villages in Africa.

But in the end, the final chapter of Rosalynn Carter’s story brought her back to Georgia, to a simple but elegant church for a simple but elegant memorial service where presidents and first ladies and governors and senators paid their respects but the only ones who spoke from the pulpit on her behalf were her pastors, her family and friends.

That was Rosalynn Carter. She could navigate the currents of big-time American politics and confront foreign dictators, but she never forgot her humble roots and wanted to be remembered not just as a trailblazing first lady but a caregiver for the world’s most vulnerable. What would have meant most to her, relatives agreed, was the presence of former President Jimmy Carter, who emerged from hospice care to bid farewell to his wife of three-quarters of a century.

“My grandmother doesn’t need a eulogy,” Jason Carter, one of her grandsons, told the mourners, quoting something he had been told beforehand. “Her life was a sermon. It was a mighty testament to the power of faith and the power of a deep and determined love. And she lived this public love story that we all know of, that has inspired the world including in these last days.”

Rosalynn Carter, who was suffering from dementia, died at 96 last week at the family’s modest ranch-style house in Plains, Georgia.

It was just four months after she and her husband celebrated their 77th wedding anniversary, making them the longest-lasting presidential couple in American history.

The former president, who turned 99 last month and has rarely been seen in public since entering hospice care in February, made the 140-mile journey from Plains to Atlanta to join President Joe Biden, former President Bill Clinton and all five living first ladies for the invitation-only service at Glenn Memorial United Methodist Church at Emory University.

Carter was brought into the church in a wheelchair as the crowd looked on with anticipation, catching their first glimpse of him in many months. He was dressed in a dark suit and tie with a Plains blanket with images of him and his wife wrapped over his legs. His face was pale, his mouth hung open and he did not make eye contact with many mourners. His daughter, Amy Carter,

The former president was unable to address the gathering and so left it to others to express his feelings. From the pulpit, family and friends honored Rosalynn Carter as her husband’s alter ego and most important confidant, with a strong will of her own sometimes disguised by a shy exterior.

“What a remarkable woman she was — wife, mother, business manager, political strategist, diplomat, advocate, author,” said Kathryn Cade, who served as Rosalynn Carter’s project director in the East Wing of the White House and worked with her for decades to follow. “Yet what I remember most about her was her tireless dedication to taking care of others.”

by Chip, said his mother got him the help he needed to fight addiction. “She saved my life,” he said. And he added that she had saved many more through her work both in the White House and afterward.

“She had met kings and queens, presidents, others in authority, powerful corporate leaders and celebrities,” he added. “She said the people that she felt the most comfortable with and the people she enjoyed being with the most were those that lived in absolute, abject poverty.”

Rosalynn Carter was central to her husband’s business and political careers, managing the books of his peanut farm and

crossing the country to campaign for him.

She pushed to improve mental health services and brought activism to the role of first lady.

After Carter lost reelection, the two returned to the small house in Plains that they had built in 1961 and focused on philanthropic activities for most of the past four decades.

“Without Rosalynn Carter, I don’t believe there would have been a President Carter,” Judy Woodruff, the former anchor of “PBS NewsHour” who first covered the Carters during a Georgia state Senate campaign in 1970, told the mourners.

Terry McAuliffe, the former governor of Virginia and a fundraiser for Jimmy Carter in 1980, recalled that the first lady hit the campaign trail that year alone while her husband remained at the White House to deal with the Iran hostage crisis.

“She was the chief campaigner, chief surrogate for the reelection” campaign, McAuliffe said in an interview. “She was tireless, indefatigable, would go to any event, any time and shake every hand.”

But there was another Rosalynn Carter presented Tuesday, the family matriarch who made sure to enclose a $20 bill in every birthday card, even to a 45-year-old grandson, and a cook with few recipes that did not involve mayonnaise. Jason Carter described a family trip when, at the back of a commercial plane, his grandmother suddenly pulled out a Tupperware container with bread and cheese to make everyone

sandwiches — including other passengers.

“People were sitting there like, ‘Rosalynn Carter just made me this sandwich!’” he recalled. “They couldn’t believe it. But she loved people. And she was a cool grandma.

She was cool — like, she did tai chi with this sword.”

She was an adventurer who traveled to 122 countries, learned to ski in her 60s, went trout fishing in Siberia and climbed Mount Kilimanjaro. In her final months, she said she was not using a cane. “It’s a trekking pole,” she said. Chip Carter said that not long ago she summoned memories of the family’s time in Hawaii and suddenly rose from the sofa, pushed away her walker and performed a hula dance. “That’s how you do it,” she said.

The Carters have outlived so many of their contemporaries that most Americans were not even alive when they were in the White House, so the service was a chance to reintroduce the 39th president and his wife.

Rosalynn Carter personally scripted the event, making a point of inviting those she actually knew. “The list is her list,” Paige Alexander, CEO of the Carter Center, said beforehand.

The former president was the most determined of the guests. Frail as he is, relatives said they were certain he has hung on through more than nine months of hospice care because he did not want his wife to be left alone.

“He’s coming to the end, and he’s very, very physically diminished,” Jason Carter, who is chair of the Carter Center board, said in an interview before the service. “But I think he was proud and happy that he was there for her till the very end, and he wasn’t going to miss this for anything.”

The ceremony reflected Rosalynn Carter’s taste for simple elegance over modern glitz.

It was that rare event where both Biden and Clinton, two of their generation’s most loquacious politicians, attended without speaking, and sat respectfully in the front row, uncharacteristically silent throughout.

They were joined byVice President Kamala Harris and her husband, Doug Emhoff; Jill Biden, the current first lady; former Secretary of State Hillary Clinton; three other former first ladies, Laura Bush, Michelle Obama and Melania Trump; and three presidential daughters, Lynda Johnson Robb, Luci Baines Johnson and Susan Ford Bales.

Rosalynn Carter was to be taken back to Plains, where after a private funeral service at Maranatha Baptist Church on Wednesday, she was to be buried at the Carter Home and Garden, part of the Jimmy Carter National Historical Park. Her husband plans to be laid to rest next to her.

Americans glimpse Jimmy Carter’s frailty and his resolve

is face was pale and gaunt, his legs were wrapped in a blanket, and his eyes never seemed to make contact with the family members huddled around him. But on Tuesday, Jimmy Carter was there, in the front row of a church in Atlanta, just a few feet from the coffin holding Rosalynn Carter, his wife of 77 years.

Carter, 99, was some 164 miles from his home in Plains, Georgia, where he had been in hospice care since February.

He was brought into the church in a wheelchair, as the crowd of mourners at the memorial service looked on, many of them catching their first glimpse of him in nine months.

That he would make such a trek in his condition was, to some, shocking — and, to his family, worrisome.

And yet, it was also very true to form: a display of the tenacity, bordering on stubbornness, that has been a defining characteristic of Carter, the longest-living president in U.S. history.

carefully perching on a stool in front of the congregation to offer a simple sermon about being a kind and loving neighbor.

Afterward, he and his wife stayed in their seats, as dozens of visitors from around the world lined up for pictures with them.

Jimmy Carter has rarely been seen in public since he entered hospice care, and in May, the Carter Center announced that Rosalynn, a longtime advocate for greater access to mental health care, had dementia. She died on Nov. 19, at age 96.

Carter’s family expressed concerns that attending Tuesday’s service could be taxing for the former president. But they also recognized the importance of his presence at the church, where he joined some of his successors and every living presidential spouse.

“He has been this moral rock for so many people, but she really was that rock for him,” his grandson, Jason Carter, said. “He’s glad he’s not going to miss it, but we’re all worried about him.”

The Carters’ daughter, Amy Carter, said at the service that her father was not able to speak to the attendees. So she read a love letter he wrote to his wife while he served in the Navy more than seven decades ago.

“My darling, every time I have ever been away from you, I have been thrilled when I returned to discover just how wonderful you are,” Carter wrote in the letter. “While I’m away, I try to convince myself that you really are not, could not be, as sweet and beautiful as I remember. But when I see you, I fall in love with you all over again.”

“Does that seem strange to you?” he went on. “It doesn’t to me. Goodbye, darling. Until tomorrow, Jimmy.”

A strain of determination has always been core to Carter’s identity, particularly when it came to Rosalynn, who rebuffed him when he first asked to marry her. But it has also evolved into a quiet intensity that has propelled him — and at times dismayed his family and aides — as he has repeatedly defied illness and infirmity.

“He is a man of enormous stamina and strength and will,” author Kai Bird, a Carter biographer, said on CNN, as the memorial service concluded Tuesday.

In 2019, after a fall left him with a black eye and stitches, he soon showed up to help build houses in Nashville, Tennessee, for Habitat for Humanity. “I had a No. 1 priority, and that was to come to Nashville to build houses,” Carter said at a gathering of volunteers, according to People magazine.

“One of the things Jesus taught was: If you have any talents, try to utilize them for the benefit of others,” Carter, then 95, told the magazine, which reported Effective November 1, 2021, that he had 14 stitches on Allstate Life Insurance Company his head. “That’s what Rosa changed its name to and I have both tried to do.”

T

he prediction was straightforward: A rapid rise in interest rates orchestrated by the Federal Reserve would confine consumer spending and corporate profits, sharply reducing hiring and cooling a red-hot economy.

But it hasn’t worked out quite the way forecasters expected. Inflation has eased, but the biggest companies in the country have avoided the damage of higher interest rates. With earnings picking up again, companies continue to hire, giving the economy and the stock market a boost that few predicted when the Fed began raising interest rates nearly two years ago.

There are two key reasons that big business has avoided the hammer of higher rates. In the same way that the average rate on existing household mortgages is still only 3.6% — reflecting the millions of owners who bought or refinanced homes at the low-cost terms that prevailed until early last year — leaders in corporate America locked in cheap funding in the bond market before rates began to rise.

Also, as the Fed pushed rates above 5%, from near zero at the start of 2022, chief financial officers at those businesses began to shuffle surplus cash into investments that generated a higher level of interest income.

The combination meant that net interest payments — the money owed on debt, less the income from interest-bearing investments — for American companies plunged to $136.8 billion by the end of September. It was a low not seen since the 1980s, data from the Bureau of Economic Analysis showed.

That could soon change.

While many small businesses and some risky corporate borrowers have already seen interest costs rise, the biggest companies will face a sharp rise in borrowing costs in the years ahead if interest rates don’t start to decline. That’s because a wave of debt is coming due in the corporate bond and loan markets over the next two years, and firms are likely to have to refinance that borrowing at higher rates.

The junk bond market faces a ‘refinancing wall.’

Roughly a third of the $1.3 trillion of debt issued by companies in the so-called junk bond market, where the riskiest borrowers finance their operations, comes due in the next three years, according to research from Bank of America.

The average “coupon,” or interest rate, on bonds sold by these borrowers is around 6%. But it would cost companies closer to 9% to borrow today, according to an index run by ICE Data Services.

Credit analysts and investors acknowledge that they are uncertain whether the eventual damage will be containable or enough to exacerbate a downturn in the economy. The severity of the impact will largely depend on how long interest rates remain elevated.

The good news is that debts coming due by the end of 2024 in the junk bond market constitute only about 8% of the outstanding market, according to data compiled by Bloom-

berg. In essence, less than one-tenth of the collective debt pile needs to be refinanced imminently. But borrowers might feel higher borrowing costs sooner than that: Junk-rated companies typically try to refinance early so they aren’t reliant on investors for financing at the last minute. Either way, the longer rates remain elevated, the more companies will have to absorb higher interest costs.

Among the firms most exposed to higher rates are “zombies” — those already unable to generate enough earnings to cover their interest payments. These companies were able to limp along when rates were low, but higher rates could push them into insolvency.

Even if the challenge is managed, it can have tangible effects on growth and employment, said Atsi Sheth, managing director of credit strategy at Moody’s.

Small businesses have a different set of problems.

Some of this potential effect is already evident elsewhere, among the vast majority of companies that do not fund themselves through the machinations of selling bonds or loans to investors in corporate credit markets. These companies — the small, private enterprises that are responsible for roughly half the private-sector employment in the country — are already having to pay much more for debt.

They fund their operations using cash from sales, business credit cards and private loans — all of which are generally more expensive options for financing payrolls and operations.

Small and medium-size companies with good credit ratings were paying 4% for a line of credit from their bankers a couple of years ago, according to the National Federation of Independent Business, a trade group. Now, they’re paying 10% interest on short-term loans.

Corporate buyouts are also being tested.

In addition to small businesses, some vulnerable privately held companies that do have access to corporate credit markets are already grappling with higher interest costs. Backed by private-equity investors, who typically buy out businesses and load them with debt to extract financial profits, these companies borrow in the leveraged loan market, where borrowing typically comes with a floating interest rate that rises and falls broadly in line with the Fed’s adjustments.

Moody’s maintains a list of companies rated B3 negative and below, a very low credit rating reserved for companies in financial distress. Almost 80% of the companies on this list are private-equity-backed leveraged buyouts.

Some of these borrowers have sought creative ways to extend the terms of their debt, or to avoid paying interest until the economic climate brightens.

The used-car seller Carvana — backed by the privateequity giant Apollo Global Management — renegotiated its debt this year to do just that, allowing its management to cut losses in the third quarter, not including the mounting interest costs that it is deferring.

Leaders of at-risk companies will be hoping that a serene mix of economic news is on the horizon — with inflation fading substantially as overall economic growth holds steady, allowing Fed officials to end the rate-increase cycle or even cut rates slightly.

Some recent research provides a bit of that hope.

In September, staff economists at the Federal Reserve Bank of Chicago published a model forecast indicating that “inflation will return to near the Fed’s target by mid-2024” without a major economic contraction. If that comes to pass, lower interest rates for companies in need of fresh funds could be coming to the rescue much sooner than previously expected.

JPMorgan Strategists See ‘Challenging’ Backdrop for US Stocks in 2024 J

.P. Morgan equity strategists on Wednesday issued a dour outlook for U.S. stocks for the year ahead, pointing to weak expected earnings growth, expensive valuations and high geopolitical risks.

The bank projected a 2024 price target for the benchmark S&P 500 of 4,200, or about 8% below current levels.

Absent rapid easing of monetary policy by the Federal Reserve, “we expect a more challenging macro backdrop for stocks next year,” J.P. Morgan’s Dubravko Lakos-Bujas and his team said in an outlook report on Wednesday.

The firm expects S&P 500 earnings growth of 2% to 3% in 2024 -- a rate that’s well below the consensus analyst estimate of 11.4% growth next year, according to LSEG data.

Consensus earnings-per-share estimates are in sync with assumptions of a “Goldilocks” environment that sees inflation cool without a significant hit to demand and pricing power, the firm said in its report.

“In contrast to this robust outlook, we expect lower sequential revenue growth, no margin expansion, and lower buyback executions,” the strategists wrote.

Current valuations are “rich,” J.P. Morgan said, “especially in light of the aging business cycle, restrictive monetary policy, and geopolitical risks.”

Those risks include two major wars and 40 countries holding national elections including the U.S., which the strategists expect will drive equity volatility to be generally higher in 2024 than in 2023.

Several policymakers this week have pushed back against rate cut expectations, with some stressing on a data-dependent approach to monetary policy.

Richmond Fed President Thomas Barkin on Thursday said that while there’s been “real progress” on inflation, it is yet unclear if the U.S. central bank will need to push its policy rate higher to finish the job “We have had rates roll over here a little bit and I think that’s one of the reasons we have seen this rally over the last couple of weeks,” said Chuck Carlson, chief executive officer at Horizon Investment Services in Hammond, Indiana. “If you think this rally has legs, yesterday gave you an opportunity to go buy some stocks today.”

Friday Moody’s lowered its outlook on the U.S. credit rating to “negative” from “stable”, citing large fiscal deficits and a decline in debt affordability.

This added to investor reluctance to make big decisions ahead of a weekend deadline that could result in a U.S. government shutdown, O’Rourke said.

U.S. House of Representatives Speaker Mike Johnson unveiled a Republican stopgap spending measure on Saturday aimed at averting a shutdown, but the measure quickly met opposition from lawmakers from both

parties in Congress.

The Dow Jones Industrial Average rose 52.18 points, or 0.15%, to 34,335.28, the S&P 500 lost 0.82 points, or 0.02%, to 4,414.42 and the Nasdaq Composite dropped 12.31 points, or 0.09%, to 13,785.80.

The major U.S. stock indexes had rebounded so far this month, fueled by a stronger-than-expected earnings season and hopes that U.S. interest rates are near their peak.

Traders have priced in a nearly 86% chance that the Fed will hold interest rates in December, according to the CME Group’s FedWatch tool.

Among the S&P 500’s 11 major sectors energy was the biggest gainer, up 0.7%, while utilities was the biggest loser, down more than 1%.

Medtech companies were rising with Dexcom adding 5%, Insulet climbing more than 6% and Abbott rising 2% as analysts commented on data about the cardiovascular benefits for Novo Nordisk’s weight-loss drug Wegovy.

Advancing issues outnumbered declining ones on the NYSE by a 1.08-to-1 ratio; on Nasdaq, a 1.02-to-1 ratio favored decliners.

These are the factors at play in Gaza as the pause in fighting continues

U

nder pressure from allies to ease the humanitarian crisis in the Gaza Strip as it welcomes Israeli hostages home under the terms of a fragile cease-fire, Israel faces an increasingly difficult set of decisions about the future of its war against Hamas.

Israeli leaders have vowed to eliminate Hamas, the group that has controlled Gaza since 2007 and that led devastating attacks on Israel on Oct. 7. They have also promised to recover all of the roughly 240 people who were kidnapped by Hamas and other Palestinian armed groups that day.

Prime Minister Benjamin Netanyahu has cited the recovery of hostages in justifying his support for the pause in Israel’s ground invasion — and has also said that Israel’s military is ready to resume fighting once the cease-fire arrangement ends.

But the deal also gives Hamas time to regroup and retrench, making Israel’s objective of rooting it out more difficult. And Israel’s release of Palestinians from imprisonment or detention under the arrangement has been accompanied by growing support for Hamas in the Israeli-occupied West Bank.

The extended cease-fire has also allowed aid to reach more of Gaza’s 2.2 million residents, most of whom have been displaced by the fighting and face dire shortages of food, medicine and fuel.

Israel and Hamas have extended their brief truce from four to six days, according to Qatar, which has been mediating their talks. The agreement has so far held, despite accusations by each side that the other had violated it.

Since Friday, Hamas has released at least 60 Israeli hostages and Israel has freed 180 imprisoned Palestinians. Nineteen other hostages in Gaza — 17 Thais, one Filipino and one Russian-Israeli dual citizen — have been released since Friday through separate negotiations.

Where does Israel’s military campaign stand?

Before the cease-fire agreement took hold Friday, Israel’s military had bombarded Gaza for weeks, saying it had struck over 15,000 targets. The bombardment included the use of very large weapons in dense ur-

The bombardment, the large number of deaths and the displacement of the majority of Gaza’s 2.2 million people have fueled international outcry over the scope of Israel’s campaign.

Israel has said it is targeting Hamas all over Gaza, including in places where its members are embedded among civilians, such as hospitals and shelters, and in an ex-

tensive tunnel network underground.

Early in the war, the Israeli military ordered the evacuation of northern Gaza, before a ground invasion. More than 1 million people fled south, and the invasion began in late October.

two halves, seeking to disrupt Hamas’ grip over the enclave and begin ousting it from its biggest city. But there appear to be parts of northern Gaza that the Israeli military does not control.

Israeli forces have also closed in on Gaza’s hospitals, seizing Shifa, Gaza’s largest and most modern. Israel said Hamas used tunnels beneath the hospital as a command center, accusations the group and hospital staff denied.

The Israeli military has since sought to show evidence of its assertions, releasing videos that show parts of a tunnel shaft on the grounds of the Shifa complex, and rooms within the tunnel. But Israeli troops have moved slowly, wary of explosives and traps.

The military has said it has destroyed some Hamas tunnels, but has not said that its troops have been fighting inside them.

Ron Dermer, a member of Israel’s war Cabinet, told Sky News on Nov. 7 that the Israeli military had killed “several thousand” Hamas fighters since the war began. He said that the total at that point was greater than 3,000 and “probably close to 4,000 already.” Israeli officials estimate that Hamas had numbered about 25,000 members before the war began.

More than 70 Israeli soldiers have been killed since the ground invasion began, according to the Israeli military.

What about Hamas’ leadership?

Hamas has acknowledged the deaths of several commanders in the war, including at least one senior figure. A number of other Hamas officials and commanders are believed to have been killed. Yahya Sinwar, the hard-line leader of Hamas in Gaza, remains a top target of Israeli forces.

Israeli leaders have said they do not want to reoccupy Gaza after the war, and it remains unclear how or whether they can eliminate Hamas completely from the strip.

And in the West Bank, which the Israeli military occupies, support for Hamas has grown amid the recent releases of Palestinians and mounting frustration with the Palestinian Authority, which oversees the West Bank.

The political leadership of Hamas is not within Israel’s reach. Qatar hosts Hamas’ political leaders in its capital, Doha, where Qatari officials have been mediating the talks between Israel and Hamas alongside Egypt and the United States.

They fled climate chaos. Asylum law made decades ago might not help.

Hundreds of other Miskito were alongside him in tiny tents, all hoping to claim asylum.

The story of the Miskito who have left their ancestral home to come 2,500 miles to the U.S.-Mexico border is in many ways familiar. Like others coming from Central and South America, they are fleeing failed states and street violence. But their lawyers also hope to test a novel idea: Extreme weather wrought by climate change can be grounds for asylum, a protection established more than seven decades ago in the aftermath of World War II and the Holocaust.

“Our asylum law was crafted when climate change wasn’t even being contemplated, and we are now very aware

irst came the hurricanes — two storms, two weeks apart in 2020 — that devastated Honduras and left the country’s most vulnerable in dire need. In distant villages inhabited by Indigenous people known as the Miskito, homes were leveled and growing fields were ravaged.

Then came the drug cartels, who stepped into the vacuum left by the Honduran government, ill-equipped to respond to the catastrophe. Violence soon followed.

“Everything changed after the hurricanes, and we need protection,” said Cosmi, 36, a father of two, adding that his uncle was killed after being ordered to abandon the family plot.

14 From page 13 this is going to be one of the biggest issues of the century,” said Ann Garcia, a lawyer at the National Immigration Project. It is working with the nonprofit Together and Free to assist the Miskito.

Asylum-seekers must demonstrate that they are unable to live in their home country as a result of past persecution or a well-founded fear of being persecuted in the future on the basis of race, religion, nationality, political opinion or membership of a targeted group (for instance, women who are subject to genital mutilation).

The Miskito face an uphill climb to win asylum on the basis of climate change, and their lawyers may seek to incorporate other factors to bolster the case.

They could argue for asylum based on the Miskitos’ membership in a social group, if they were neglected by the government or suffered discrimination on account of their ethnicity.

The Miskito might also assert inherent vulnerabilities, such as a reliance on natural resources that could be undermined by a catastrophic climate event if it were to lead to criminal violence that cut off their food supply.

However the Miskitos’ asylum claims take shape, resolving their cases could take several years, given the yearslong backlog.

While they await the outcome of their cases, asylum-seekers are allowed to remain in the United States, and they become eligible for employment authorization after six months.

This has created an incentive for people, particularly economic migrants, to submit asylum applications with weak claims — and has provoked a backlash against the long-standing practice of allowing anyone seeking asylum to enter the United States.

“The general public is becoming less accepting of asylum as a remedy because there are so many people being creative in applying for it,” said Stephen Yale-Loehr, a professor of immigration law at Cornell Law School.

The number of asylum cases pending in U.S. immigration courts has surpassed 1 million, up from about 750,000 in 2022, and from barely 110,000 a decade ago. Another 1 million cases being assessed by asylum officers are also pending, more than double the number two years ago.

As the number of claims swell, so do questions about the very meaning of asylum in the 21st century, for the United States and for the millions of people around the world seeking safe haven, increasingly because of the effects of extreme weather and climate change.

If almost any migrant can claim asylum, what will asylum come to mean? And how will an already dysfunctional U.S. immigration system decide who deserves sanctuary?

Recent polls have found that most Americans still support asylum. But only 1 in 6 Republicans and just 48% of Democrats said they believed that those seeking protection had actually fled persecution in their home countries, according to one survey.

at someone’s head,” Yale-Loehr said. “They don’t think of crop failures or sea levels rising because of climate change.”

No one tallies how many migrants arriving at the U.S.-Mexico border are fleeing the effects of extreme weather, but that number is likely to grow, according to experts.

Climate change will displace up to 143 million people in Central and South America, sub-Saharan Africa and South Asia by 2050, according to the U.N. Intergovernmental Panel on Climate Change.

As humans continue to burn fossil fuels, pumping greenhouse gases into the atmosphere and warming the planet, ocean temperatures are increasing. Over time, they have made Atlantic hurricanes stronger, wetter and slower-moving, making them greatly destructive once they touch land.

The plight of the Miskito underscores the climatic conditions driving migration around the globe, particularly to the United States.

For as long as he could remember, Cosmi had trudged up a mountain to help his Uncle Ilario farm beans, rice, maize, malanga and watermelon on the plot of land that had been passed down through generations.

Cosmi married and had two children, now 14 and 8. They subsisted on what the land produced, and they raised some livestock.

“There was the season for everything, and it was plentiful,” he recalled, until the 2020 hurricanes.

The earth was drenched. Then the soil dried, but drought followed, Cosmi recalled.

Corn stalks withered. During the harvest, he filled half as many sacks of rice as usual.

“We had worked that land for generations,” Cosmi said, “and we just kept trying.”

He borrowed a canoe and began shrimping in the estuaries. He traded some malanga, a root vegetable, for some catch from fishermen who went out to sea.

Then came the cartels. Cosmi’s uncle was killed. Soon, Cosmi and his family began receiving threats. He pulled his son and daughter out of school. Finally, they fled.

Doing odd jobs along the way, Cosmi and his wife were able to cobble together money for food and buses to the doorstep of the United States. They arrived in Matamoros in May, four months after they left their homeland.

Using the U.S. government app that has become one of the few ways to secure an asylum appointment, they scheduled an entry at the crossing in Brownsville, Texas.

On Aug. 3, U.S. border officers processed and released the family.

They traveled by bus to Waukegan, Illinois, a Chicago suburb, where they stayed with a friend. A team led by Garcia, the lawyer, plans to represent the family and other arriving Miskito in their asylum cases.

In late 2021, the White House issued a report recognizing that global warming was causing large-scale displacement. But, two years later, the administration has yet to adopt its own recommendation to establish an interagency working group to coordinate the U.S. response to climate-change migration.

How to kill a Palestinian state

o the people chanting “Free Palestine” and “From the river to the sea, Palestine will be free” have any idea of the irreparable harm they’re doing to any hope of Palestinian sovereignty?

For decades, the question of a Palestinian state has come down to two dates: 1948 and 1967. Most Western supporters of Palestinian statehood have argued that the key date is the Six-Day War of June 1967, when Israel, faced with open threats of annihilation, took possession of the Golan Heights, the West Bank, east Jerusalem, the Gaza Strip and the Sinai Peninsula.

According to this line of thinking, the way to peace rested on Arab diplomatic recognition of Israel in exchange for the return of these so-called occupied territories. That’s what happened between Egypt and Israel at Camp David in 1978, and what might have happened at Camp David in 2000 if Yasser Arafat had only accepted the offer of full statehood made to him by Prime Minister Ehud Barak of Israel.

Yet there has always been a second narrative, which dates “the occupation” not to 1967 but to 1948, when Israel came into being as a sovereign state. By this argument, it isn’t just east Jerusalem, the West Bank and the Golan

Heights that are occupied by Israel: It’s Haifa, Tel Aviv, Eilat and west Jerusalem, too. For Palestine to be “liberated,” Israel itself must end.

Starting in the 1970s, the 1948ers were known as the “rejectionist front.” More recently, they have become the “axis of resistance.” Membership includes Hamas, Hezbollah, the Houthis, Palestinian Islamic Jihad, the Assad regime in Syria and Iran’s Revolutionary Guard — a who’s who of designated terrorist groups and their state sponsors.

On Oct. 7, the axis of resistance became the face of the Palestinian movement. On Oct. 8, demonstrators around the world chose to embrace that axis. Sometimes they did so unwittingly, believing there was no contradiction between being pro-Palestinian and supporting Israel’s right to exist, or not understanding the implications of the slogans they were chanting.

But just as often they have done so wittingly. When Mohamed Khairullah, the mayor of Prospect Park, New Jersey, said “75 years of occupation is too long” at an October rally, he was embracing the 1948 narrative. When Rep. Rashida Tlaib, D-Mich., posted that “75 years later, the Nakba continues to this day” and declined to accept Israel as a Jewish state, she was embracing it. When Judith Butler, a Berkeley professor, told an interviewer that “the roots of the problem are in a state formation that depended on expulsions and land theft to establish its own ‘legitimacy’” and supported a binational state, she was embracing it. When the Los Angeles chapter of Black Lives Matter responded to the Oct. 7 massacres with a Facebook post claiming, “When a people have been subject to decades of apartheid and unimaginable violence, their resistance must not be condemned, but understood as a desperate act of self-defense,” it was embracing it. When the BBC Arabic service repeatedly described ordinary Israelis as “settlers,” it was embracing it.

Such embraces have consequences.

For one, they put a growing fraction of the progressive left objectively on the side of some of the worst people on Earth — and in radical contradiction with their selfprofessed values.

“A left that, rightly, demands absolute condemnation of white-nationalist supremacy refuses to dissociate itself from Islamist supremacy,” Susie Linfield, a professor of journalism at New York University, wrote in an important recent essay in the online journal Quillette. “A left that lauds intersectionality hasn’t noticed that Hamas’ axis of support consists of Iran, famous most recently for killing hundreds of protesters demanding women’s freedom.”

For another, they reinforce the central convictions and deepest fears of the Israeli right: that Palestinians have never reconciled themselves to the existence of Israel

When the left embraces the zero-sum politics of Palestinian resistance, it merely encourages the zero-sum politics of hard-core Israeli settlers and their supporters.

A third consequence is that it abandons the Palestinian people to their worst leaders. It’s bad enough that the West has long accepted, and funded, Mahmoud Abbas’ repressive kleptocracy based in the West Bank city of Ramallah. But what Hamas has given the people over whom it rules is infinitely worse: theocratic despotism, soaked in the blood of Palestinian “martyrs,” most of whom never signed themselves or their families up to serve as human shields in an endless — and in the long run, hopeless — battle with Israel.

It’s fine for Israel’s harshest critics to ask hard questions of Israel’s leaders. But when those same critics stop asking equally hard questions of Palestinian leaders, they are not advocating a cause. They are merely submitting to a regime.

The world, including Israel, has a common interest in an eventual Palestinian state that cares more about building itself up than tearing its neighbors down; that invests its energy in future prosperity, not past glory; that accepts compromise and rejects fanaticism. Since Oct. 7, the loudest self-professed champions of the Palestinian cause have advocated the precise opposite. It may be a recipe for smug self-satisfaction, but it’s also how to kill a Palestinian state.

This season, holiday movies are falling for Europe

hristmas is magical. Christmas is inescapable.

And, according to an increasing number of holiday movies, it’s in Europe.

Browse Hallmark and Lifetime’s channels, and you will find a Christmas in Rome. In Vienna. In Switzerland. In Scotland. In Notting Hill. We’re having a Belgian Chocolate Christmas. A jolly good Christmas. A merry Scottish Christmas and even a merry Swissmas. You can enjoy a Heidelberg holiday and a Joyeux Noel (that one’s in France).

Europe, with its cobblestoned streets (a nightmare in heels), old buildings (no central heating) and Christmas markets (those can be as good as they look onscreen), provides the perfect setting for a magical holiday adventure.

“Hallmark fans get to experience these incredible destinations through the eyes of our character,” said Ali Liebert, the director of one of the network’s 2023 offerings, “Christmas in Notting Hill.”

In many of these films, an American girl is undervalued at her big city job. She leaves the city and finds a rugged local, who embodies all the wholesome values of a small town. Sometimes her love interest is a widower. Sometimes he has an adorable child, or he may have a dog. (If he lives in Scotland, the dog’s name may be Hamish.)

Certain European spots have been deemed more appropriately Christmassy than others. (We’re yet to see “My Barcelona Christmas,” despite the December temperatures there being pretty similar to London.) In these films, Europe is awash with eligible princes from royal families presiding over countries with names such as Aldovia or Cordinia, which you would be hard pressed to find on a map.

And for those holiday movie fans expecting a white Christmas in England, it’s more likely you’ll get a drizzly one. The last time Britain saw a festive blanketing of snow for the holiday, the way Charles Dickens intended, was in 2010.

But none of that matters. Christmas movies let you vicariously live your best European Christmas, which may be significantly better than the holidays experi-

And as far as snow goes — there are visual effects for that.

Hallmark is releasing 42 new holiday movies this year, with a catalog of many more, and shooting some in European locations “gives us more cultural traditions to dig into,” said Lisa Hamilton Daly, the head of programming at Hallmark Media.

“Our audiences love to travel with us.”

Daly is already looking ahead to next year’s Christmas, she said, adding that Hallmark crews will probably be returning to Europe for the network’s 2024 holiday movie slate.

And for viewers, getting to Europe — whether it’s because of pandemic delays, high ticket prices or general travel stress during the holidays — has not gotten any easier.

“U.S. audiences may not always be able to go to these exotic foreign lands,” said Dustin Rikert, the director of the new Hallmark film “A Merry Scottish Christmas,” which centers on estranged siblings in a castle in Scotland.

American audiences seem to enjoy watching stories set in the beautiful Scottish countryside. In Netflix’s 2021 film “A Castle for Christmas,” a bestselling author (Brooke Shields) ends up in a Scottish village and falls in love with a local duke.

In Lifetime’s 2020 film “Christmas at the Castle,” a big city girl is sent to the Scottish Highlands to find a rare fragrance. She, too, falls in love with a local.

These stories and settings are pure escapism, according to David Lumsden and Toby Trueman, the director and an executive producer of “Christmas in Scotland,” a 2023 movie streaming on Plex and Xumo.

“We never have white Christmases, it’s always a gray Christmas,” said Trueman, who lives in Edinburgh. “This is not a realist film.”

Lumsden has also directed other genres, including horror, and he has enjoyed the switch to holiday content. “My family rarely gets to see the stuff I do,” he said, because it’s “too scary for my niece or nephew.” Christmas movies, he added, can be watched by everyone.

Movies set around the holidays have long been popular, and in the 2000s, festive romance films including “Love Actually” and “The Holiday” made big money at the box office, before joining films such as “It’s a Wonderful Life” and “Home Alone” in the rotation of classic holiday movies.

Over the past few years, Hallmark and Lifetime have bet big on cheesy, formulaic Christmas movies with a guaranteed happy ending, releasing dozens of new titles every year.

These movies’ predictable and cozy nature fuels their popularity. “The formula exists for a very good reason,” Daly said.

“It makes people happy.”

At the end of a Christmas movie, you know that the beautiful Scotsman (or Germanic prince or English soccer star) will end up with the ambitious American blonde (or brunette). They will kiss — and nothing else! Hands where I can see them! — at the exact moment soft snowflakes start falling.

Our American heroine may even make a permanent move to that drafty old castle without modern amenities. But I digress. What happens after the credits roll is not important.

‘Maestro’ review: Leonard Bernstein’s life of ecstasy and agony

“M

aestro,” Bradley Cooper’s intimate portrait of Leonard Bernstein, takes flight with a terrific whoosh of exuberance. The young Bernstein (played by Cooper) has just gotten the phone call that will change his life. He’s been asked to step in for an ailing guest conductor and lead the New York Philharmonic; it will be his conducting debut. Overjoyed, Lenny, as he’s often called, jumps up, throws open a curtain and then sprints out of his apartment to race, bathrobe flapping, into his dazzling, very public future as an American genius.

The real Bernstein was 25 and an assistant conductor with the Philharmonic when he took the Carnegie Hall stage on Nov. 14, 1943, to polite applause. The program opened with Robert Schumann, ended with Richard Wagner, and by the time it was over, the house, as Bernstein’s brother, Burton, put it, “roared like one giant animal in a zoo.” The next day, The New York Times ran a story about the concert on the front page. A few days later, the Times followed up on the concert with a small item that likened Bernstein’s debut to a young corporal taking charge of a platoon when the officers are down: “It’s a good American success story.”

In “Maestro,” Cooper explores the definition — and brutal toll — of that kind of success with deep sympathy, lushly beautiful wall-to-wall music and great narrative velocity. In outline, it’s a familiar story of a classic American striver. Bernstein was the son of Jewish Russian immigrants who escaped a dire fate in the family business (the Samuel J. Bernstein Hair Co.) to become a 20th-century cultural force.

He conducted and composed, wrote for the ballet, the opera and Broadway, and was a fixture on TV. He had gold and platinum albums, was on the cover of Time and Newsweek, and won slews of Grammys and Emmys.

It was a big juicy life, one that Cooper — who wrote the script with Josh Singer — has condensed into two eventful, visually expressive hours. “Maestro” is as ambitious as Cooper’s fine directorial debut, “A Star Is Born,” but the new movie is more self-consciously cinematic. Some of the choices — different aspect ratios as well as the use of both black-and-white and color film — nod at the look of movies from earlier eras. The visuals also convey interiority, swells of mood and feeling, as does Lenny’s explosive, at times ecstatic physicality, the full-bodied intensity of his conducting style and the orgasmic rivers of sweat that pour off him.

“Maestro” is a fast-paced chronicle of towering highs, crushing lows and artistic milestones, most delivered in a personal key. Cooper packs a lot in without overexplaining the era or its titans (Brian Klugman plays composer Aaron Copland, one of Bernstein’s closest friends); years pass in an eyeblink, events slip by obliquely or go unmentioned. Cooper is more interested in feelings than happenings, though part of what makes the movie pop and gives it currency is how he complicates the familiar Great Man of History template. Bernstein is rightly the main event in “Maestro,” but crucial to the film’s meaning is his relationship with his fam-

Theirs was a fraught, decadeslong relationship that begins in the 1940s when they meet at one of those fabulously glamorous New York parties that mostly exist in old Hollywood films or in biographies of very important dead people.

There, amid a boisterous crowd of revelers wreathed in cigarette smoke and bobbing together on an ocean of booze, Lenny and his pals Betty Comden and Adolph Green (Mallory Portnoy and Nick Blaemire) are lighting up the room.

Lenny and Felicia make their introductions, tuck into a quiet corner to flirt and laugh, their heads and bodies soon listing toward each other. By the time the night is over, they’re walking side by side, seemingly destined for a happily ever after.

It didn’t turn out exactly that way for assorted reasons, including Bernstein’s overshadowing brilliance. He was also gay, though maybe bisexual; the movie nimbly avoids labeling him. (In her memoir “Famous Father Girl,” his daughter Jamie refers to him as both.) Instead, with roundelays of teasing and desiring looks as well as in asides and conversations (including a faithful restaging of an Edward R. Murrow interview), “Maestro” expresses the complexities of Lenny’s private and public selves. After Lenny receives that call to conduct the Philharmonic, for one, he playfully taps drumlike on the discreetly covered rear of his lover, David Oppenheim (Matt Bomer). And then Lenny rushes out the door alone.

The opener introduces the idea of Lenny’s life as a performance, which becomes the film’s controlling metaphor.

Cooper underscores this idea repeatedly, including when Felicia takes Lenny to the empty theater where she’s an understudy and where they playfully act out a love scene they seal with a Hollywood kiss. Sometime later, in an energetic swerve into surrealism, Felicia grabs his hand, and they sprint from an outdoor meal with friends and into another theater where three dancers in white sailor uniforms are

waiting onstage. As with Lenny’s dash out of his bedroom and into Carnegie Hall, Cooper stages this sprint with the camera pointing down at the characters, as if it were running on an overhead catwalk.

As Felicia and Lenny race into the theater, they look like performers hitting their marks and a bit like dollhouse runaways. The dancers start performing “Fancy Free” — Bernstein and Jerome Robbins’ ballet about sailors on shore leave in New York — then move into its musical adaptation, “On the Town.” With Felicia and Lenny watching, the sailors begin moving to the infectiously alive, jazzy music, their snaky hips and tight uniforms emphasizing the choreography’s muscular eroticism; and then a sailor beckons Lenny to join in the fun.

Here and elsewhere, Cooper makes a point of showing Felicia watching Lenny first with what seems to be admiration, then love and later something darker, sadder and despairing.

He’s already a name when they meet and already taking up a lot of room; soon, he is the star around which everything and everyone orbits, including Felicia and the three children they have together. He’s a bigger-than-big personality (flamboyance is a favorite adjective of Bernstein biographers), with a buzzing, heady vitality that feels like a life force or a painfully addictive high. It’s easy to see why she’s pulled in, but the exhilaration that initially lifts the film is a harder sell once Felicia and Lenny begin to fall in love.

The movie makes the case that Lenny’s and Felicia’s love was genuine, even if Cooper and Mulligan never convincingly sync up. This disconnect doesn’t seem intentional, but it also serves the story and characters, including early on when Lenny’s and Felicia’s heightened emotions and smiles can feel forced, like an act of mutual will. Even so, you believe they love each other, however differently; and because Cooper spends a lot of time on Felicia, you grow to understand that she knows she’ll never be enough for Lenny. Yet in focusing so much on Felicia, whose light dims the brighter his blazes, stressing what it costs her to play a role in this performance of happy heterosexuality, Cooper also inadvertently shortchanges Lenny.

Although Cooper makes Felicia the linchpin of his Great Man revisionism, the film’s most deeply felt scenes involve Lenny with his children and his close male friends. One centers on an anguished encounter he has with David. The other unfolds at Lenny and Felicia’s country home after the birth of one of their children and finds him walking across the lawn, the newborn in his arms. Lenny drifts over to Aaron Copland, who’s sitting under a tree on a swing with a smile. Lenny joins him and gently holds the baby so that Aaron can see the baby’s face. Lenny nuzzles the infant, and the two men just sit quietly as the tenderness of the moment — and the overwhelming cruelty of this world and all its terrible lies — knocks you flat.

Unvaccinated and vulnerable: Children drive surge in deadly outbreaks

arge outbreaks of diseases that primarily kill children are spreading around the world, a grim legacy of disruptions to health systems during the COVID-19 pandemic that have left more than 60 million children without a single dose of standard childhood vaccines.

By midway through this year, 47 countries were reporting serious measles outbreaks, compared with 16 countries in June 2020. Nigeria is currently facing the largest diphtheria outbreak in its history, with more than 17,000 suspected cases and nearly 600 deaths so far. Twelve countries, from Afghanistan to Zimbabwe, are reporting circulating polio virus.

Many of the children who missed their shots have now aged out of routine immunization programs. So-called “zero-dose children” account for nearly half of all child deaths from vaccine-preventable illnesses, according to Gavi, the organization that helps fund vaccination in low- and middleincome countries.

An additional 85 million children are underimmunized as a result of the pandemic — that is, they received only part of the standard course of several shots required to be fully protected from a particular disease.

The cost of the failure to reach those children is swiftly becoming clear. Deaths from measles rose 43% (to 136,200) in 2022, compared with the previous year, according to a new report from the World Health Organization and the Centers for Disease Control and Prevention. The figures for 2023 indicate that the total could be twice as high again.

“The decline in vaccination coverage during the COVID-19 pandemic led us directly to this situation of rising diseases and child deaths,” said Ephrem Lemango, associate director of immunization for UNICEF, which supports delivery of vaccines to almost half the world’s children every year. “With each new outbreak, the toll on vulnerable communities rises. We need to move fast now and make the investment needed to catch up the children that were missed during the pandemic.”

One of the biggest challenges is that the children who missed their first shots between 2020 and 2022 are now older than the age group typically seen routinely at primary health care centers and in normal vaccination programs. Reaching and protecting

“If you were born within a certain period of time, you were missed, full stop, and you’re not going to get caught just by restoring normal services,” said Lily Caprani, UNICEF’s chief of global advocacy.

UNICEF is asking Gavi for $350 million to purchase vaccines to try to reach those children. Gavi’s governing board will consider the request next month.

UNICEF is urging countries to implement a catch-up vaccination blitz, an exceptional, one-time program to reach all the children between the ages of 1 and 4 who were missed.

Many developing countries have some experience of carrying out catch-up campaigns for measles, targeting children between 1 and 5 or even 1 and 15 in response to outbreaks. But now those countries also need to deliver the other vaccines and train personnel — typically, community health workers who are only accustomed to vaccinating babies — and to procure and distribute the actual vaccines.

Lemango said that despite the urgency of the situation, it had been a struggle to get plans for such campaigns in place and that he hoped most could come together in 2024.

“Coming out of the pandemic, there was this hangover; no one wanted to do campaigns,” he said. “Everyone wants to return to normalcy and do regular strengthening of immunization. But we already had unfinished business.”

In some countries, such as Brazil, Mexico and Indonesia, health systems have recovered from severe COVID disruption and have regained or even surpassed the levels of vaccination coverage they had reached before the pandemic. But others — mostly countries where vaccination rates were already considerably lower than the targets set by UNICEF — have not caught up to their previously lower levels.

The countries with the most zero-dose children include Nigeria, Ethiopia, India, Congo and Pakistan. Many with the lowest levels of coverage are facing compounding challenges, such as the civil conflicts in Syria, Ethiopia and Yemen; the growing population of climate refugees in Chad; and both of those problems in Sudan.

Ghana’s experience is representative of the challenges of many lower-income countries. Parents couldn’t take their children for routine shots when communities were locked down to protect against COVID, and when those restrictions were lifted, many parents still stayed away because of fear of infection, said Priscilla Obiri, a community health nurse in charge of vaccina-

tions in low-income fishing communities on the edge of the capital, Accra.

Of the children Obiri sees these days at a typical pop-up vaccination clinic, where she sets up a table and a few chairs in the shade at a crossroads, as many as one-third will have incomplete vaccinations or sometimes none at all, she said. She agrees on a plan with their mothers to make up the gap.

But some parents don’t or can’t bring their children to a clinic. “We must go out to the community and hunt for them,” she said.

As Obiri and her colleagues attempt to regain that lost ground, they face another challenge: Disinformation campaigns and hesitation about COVID vaccines have spilled over and eroded some of the traditional eagerness that parents had to get their children routine immunizations, according to the Vaccine Confidence Project, a longrunning research initiative at the London School of Hygiene and Tropical Medicine.

“In 55 countries, there was a precipitous drop between 2015 and 2022 in the number of people who said that routine immunization is important for children,” said the project’s director, Heidi Larson, whose team collected what she described as “robust global polling data” in more than 100 nationally representative surveys.

Even as people around the world were seeking information about vaccines, there was a surge in misinformation and disinformation, she said, and people with low trust in officials and official guidance were particularly vulnerable to believing alternative sources of information.

In 2015, 95% of Ghanaian parents said they believed vaccines were safe. That figure plunged to 67% of parents in 2022.

It had climbed back to 83% by October of this year.

Dr. Kwame Amponsah-Achiano, who oversees the childhood immunization program in Ghana, said he did not believe that confidence had fallen during the COVID pandemic. Demand remains high and has outstripped the program’s ability to supply in some areas, he said.

Caprani said UNICEF had found that both problems were occurring in parallel.

“You can have demand outstripping not just physical supply but also outstripping access — convenient, affordable, reachable access — and simultaneously see some declining confidence,” she said. “It’s not necessarily the same people.”

Scientists find first evidence that groups of apes cooperate

f a troop of baboons encounters another troop on the savanna, they may keep a respectful distance or they may get into a fight. But human groups often do something else: They cooperate.

Tribes of hunter-gatherers regularly come together for communal hunts or to form large-scale alliances. Villages and towns give rise to nations. Networks of trade span the planet.

Human cooperation is so striking that anthropologists have long considered it a hallmark of our species. They have speculated that it emerged thanks to the evolution of our powerful brains, which enable us to use language, establish cultural traditions and perform other complex behaviors.

But a new study, published in Science on Nov. 16, throws that uniqueness into doubt. It turns out that two groups of apes in Africa have regularly mingled and cooperated with each other for years.

“To have extended, friendly, cooperative relationships between members of other groups who have no kinship ties is really quite extraordinary,” said Joan Silk, a primatologist at Arizona State University who was not involved in the study.

The new research comes from longterm observations of bonobos, an ape species that lives in the forests of Congo. A century ago, primatologists thought bonobos were a slender subspecies of chimpanzee. But the two species are genetically distinct and behave in some remarkably different ways.

Among chimpanzees, males hold a dominant place in society. They can be extremely violent, even killing babies. In bonobo groups, however, females dominate, and males have never been observed to commit infanticide. Bonobos often defuse conflict with sex, a strategy that primatologists have not observed among chimpanzees.

Scientists made most of their early observations of bonobos in zoos. But in recent years, they’ve conducted long-term studies of the apes in the wild.

Martin Surbeck, a behavioral ecologist at Harvard, in 2016 set up a new observational site in the Kokolopori Bonobo Reserve in Congo. Working with the Mongandu people who live in neighboring villages, he set out on hikes through the forests in search of bonobos.

On their first scouting trip, Surbeck was shocked to see what happened when the bonobo group they were following encountered another one. After some excited hooting, the apes settled down into a friendly gathering.

The encounter couldn’t have been more different from what happens between chimpanzee groups. Male chimpanzees typically patrol the boundaries

of their ranges, ready to battle males from other groups. They will even climb hilltops to scan the horizon for other groups.

“I just felt very privileged to witness this encounter,” Surbeck recalled.

After that, Surbeck and his colleagues came to know the two groups of bonobos very well. They called one group, with 11 adults, Ekalakala. The other group, with 20 adults, came to be known as Kokoalongo.

He and his colleagues observed 95 encounters between the two groups over the course of two years. Some lasted less than an hour, but others lasted days. Once, the Ekalakala and Kokoalongo groups lingered for two weeks before parting ways.

During these mixers, the bonobos behaved much as they would in a single group. They groomed one another, shared food and cooperated to chase away snakes.

Yet, the two groups remained distinct.

The scientists found no evidence of any offspring from Ekalakala and Kokoalongo apes. The two groups even maintained their own cultures. Although their ranges overlapped, they hunted for different kinds of game. Ekalakala bonobos went after small deerlike mammals called duikers.

Liran Samuni, an expert on chimpanzees at the German Primate Center in Göttingen who joined the Kokolopori research, said the cooperation between the groups was not just the result of bonobos being friendly in general. “It’s not just random,” she said.

Samuni and her colleagues found that individual apes from the different groups gradually formed bonds as they offered favors and gifts back and forth. In some cases, two apes from the different groups even formed an alliance to harass a third bonobo.

Silk hoped that the new research would encourage similar studies elsewhere to see just how widespread this cooperation really is among bonobos. “You always want to see things happening over and over in different populations before you’re really convinced of how important this feature is,” she said.

Those observations may not come anytime soon. It’s hard to establish bonobo research sites, and not only because the apes live deep in rainforests. Scientists also have to contend with the internal conflicts in Congo. And bonobos, which may number only 15,000, are threatened by logging and poaching.

Samuni noted that chimpanzees, with their hostile encounters, are just as closely related to us as bonobos are. Our species resembles both lineages, in different respects. While human groups can cooperate in remarkable ways, they can also organize themselves to fight.

“I wouldn’t say it’s either/or,” Samuni said. “They are jointly teaching us about our past.”

New book explores Black cocktail history

hile many in the world of cocktails are familiar with Tom Bullock, renowned for his juleps and long considered the first African American bartender to publish a cocktail manual, fewer know the work of Atholene Peyton, a home economics teacher whose 1906 “Peytonia Cook Book” predated Bullock’s by a decade.

Peyton’s story is just one told in Toni Tipton-Martin’s new book, “Juke Joints, Jazz Clubs and Juice: Cocktails From Two Centuries of African American Cookbooks,” a chronicle of the ways Black people contributed to American cocktail culture.

“This is really a work of investigative journalism. It’s not just a book of cocktails,” said Tipton-Martin, a James Beard award-winning author of several cookbooks and the editor of Cook’s Country magazine, who pored through centuries’ worth of published recipes for her new work.

The book is a continuation of her 2015 book, “The Jemima Code: Two Centuries of African American Cookbooks,” which credited Black women for much of the country’s culinary history, and her 2019 follow-up, “Jubilee: Recipes From Two Centuries of African American Cooking.”

“What Toni has done here is essentially create a mixologist’s parallel to what she did in ‘Jubilee,’” said Jessica B. Harris, the author of “High on the Hog: A Culinary Journey From Africa to America,” which has been adapted as a Netflix series. “The two books become a diptych of the food of African Americans, as revealed through their cookbooks.”

Tipton-Martin owns a vast collection of old cookbooks by Black authors from as early as 1827, and has used that foundation to propel the research and historical context her books are famous for.

For her new book, she relied on cookbooks published by early Black bartenders like Bullock in 1917 and Julian Anderson in 1919. But she also uncovered the contributions of Peyton, a teacher born in Louisville, Kentucky, whose “Peytonia Cook Book” included a chapter on drinks, with recipes for juleps, gin fizzes, eggnog,

“I can hear the voice of the cook or bar master claiming their intellectual property,” Tipton-Martin said.

“Juke Joints, Jazz Clubs and Juice” is organized chronologically by craft, which gave Tipton-Martin the space to write about “all of that Black drink history.” She starts with teaching readers how to brew beer and ferment wine. Enslaved and free Black women made those drinks and built beverage enterprises during the antebellum era.

Other chapters are dedicated to the Black bartenders who made layered drinks at taverns in the late 18th century. She ends the book with a section on how some Black people today refer to liquor as a form of empowerment, especially in rap lyrics. Beverages like gin and juice — which Snoop Dogg immortalized in song in the 1990s — have deep roots. Similar concoctions appeared in the 1930s in books like “Burke’s Complete Cocktail and Drinking Recipes,” published in 1934. The drink’s origins begin in Africa, Tipton-Martin said, where people macerated oranges and allowed them to ferment.

The book goes far beyond cocktails in exploring African American history. Places

like juke joints, strategically located near agricultural communities, served as sites where African Americans could escape the daily indignities of segregation. But their clientele were often stereotyped as lazy gamblers, unlike white Americans, whose drinking was portrayed more favorably. This double standard led to a notable absence of writing about drinks by African American authors from the mid-20th century until the 1970s, Tipton-Martin said.

“It was surprising and fascinating to me to learn that as part of my ancestors’ desire to be respected, appreciated and valued by the larger society, they just stopped discussing alcohol consumption,” Tipton-Martin said, likening those stereotypes to the way Black female cooks were mocked with the mammy character.

She dug just as deep for her recipe research, combining elements from various books and testing the adapted recipes before completing them for publication. She explains how people served these drinks decades ago, which offers readers ideas for customizing the recipes.

Tipton-Martin came to her work with little cocktail experience, so she relied on two consultants: her son Brandon Tipton, a formally trained bartender, and Tiffanie Barriere, a master mixologist and educator in Atlanta. Barriere said she taught

Tipton-Martin essentials such as knowing how long to shake a drink. She also offered some modern alternatives to older methods like shaping ice with a pick and mallet (use pebbled ice cubes or an ice mold instead).

“The beverage community has been waiting for a book like this,” Barriere said, adding that Black people have long known that their ancestors made an impact on cocktails. “It’s just another ‘aha’ moment.”

En dicha demanda se tramita un procedimiento de cobro de dinero y ejecución de hipoteca bajo el número mencionado en el epígrafe. Se alega en dicho procedimiento que la parte Demandada incurrió en el incumplimiento del Contrato de Hipoteca, al no poder pagar las mensualidades vencidas correspondientes a los meses de marzo de 2023, hasta el presente, más los cargos por demora correspondientes.

Puerto Rico one step away from U23 World Cup after beating Argentina

he Puerto Rico Under 23 National Baseball Team moved closer to qualifying for the 2024 World Cup, by beating Argentina 10-6 earlier this week in the Pre-World Cup held at Roberto Clemente Stadium in Masaya, Nicaragua.

With the victory, Puerto Rico improved its record to 2-1 in the tournament, which grants four places for next year’s U23 World Cup. Argentina, on the other hand, was eliminated after suffering its fourth consecutive defeat.

The key to the Puerto Rican victory on Tuesday was a five-run rally in the sixth inning, which began with Argentina leading 6-5. Jankel Ortiz tied the game with a single, followed by a double by Luis González that drove in two runs. John Montes plated the 10th run with another single.

“When we were down we reached base, we had people hit in the clutch and we were able to drive in runs,” González said in a written statement.

Puerto Rico took the early lead in the top of the third inning thanks to a home run by Ortiz and an RBI single by Yan Contreras. But Argentina responded with five runs in the bottom half of the inning, taking advantage of errors and lack of control by the Puerto Rican pitchers. The score remained close until the sixth inning, when Puerto Rico sealed the win.

Jean Pabón notched the victory after pitching two innings in relief, while Franco Villasinti suffered the loss.

Puerto Rico was slated to play the Dominican Republic on Wednesday at 5 p.m.

Everybody’s ejected after an NHL fight

H

ockey is one of the most physical sports, and referees try to keep it in line by assessing penalties when a push or a trip goes too far. But earlier this week in Ottawa, Ontario, officials had enough.

After a fight broke out in the third period of a roughly played game between the Florida Panthers and the Ottawa Senators on Monday night, officials threw up their hands and kicked every skater on the ice out of the game.

Florida was leading 4-0 when Brady Tkachuk, the Senators captain, came off the bench and got a quick breakaway.

His shot was saved, he tried to score on the rebound, and then Dmitry Kulikov of the Panthers drove him into the boards with his stick. Both teams then rushed in, and fights broke out everywhere.

The officials at first seemed to get the situation under control, but a punch heated things up again.

When the ice had finally settled, Tkachuk got a two-minute penalty for goalie interference and two more minutes for roughing. Kulikov got two minutes for roughing. And then referee Garrett Rank made an unusual additional announcement: “Every player on the ice has a 10-minute misconduct.”

There were seven minutes left to play, so the 10-minute penalties were essentially ejections. The miscreants skated to the locker rooms, their games over.

Panthers coach Paul Maurice was seen chuckling on the

bench as he surveyed what was left of his team. With both sides undermanned for the rest of the game, there was one more goal, and the final score was 5-0 to the Panthers.

It had been a feisty game even before the incident. Earlier in the period, Zack MacEwen of the Senators had been ejected, and shortly afterward Tkachuk and his brother Matthew, who plays for the Panthers, exchanged words. Then Matthew Tkachuk dropped the gloves to fight Jake Sanderson of the Senators.

Geraldine Tkachuk, the players’ grandmother, was spotted in the stands looking less than impressed.

As remarkable as the 10-man ejection may have been, it barely seemed to faze the participants.

“I mean, I don’t think it’s bad to play with emotion,” Brady Tkachuk told The Associated Press. “I think when this group plays with emotion, we’re a tough team to beat, and I think we rely on our emotion and it shows that we care, shows that we care about what we’re doing here and about the guy next to us.”

Two more players got misconduct penalties later in the third period, bringing the total penalty minutes in the game to 167.

Still, this being hockey, that wasn’t close to a record. In 2004, a series of brawls late in a game between the Senators and the Philadelphia Flyers led to 419 penalty minutes.

Sixteen players were ejected from that game, but never more than seven at once.

The Ottawa Senators-Florida Panthers game got physical.

“It’s just a hockey game,” Maurice said dismissively to reporters Monday. “Both teams want to win, and you get a little snarly. It was fun, it was good.”

Asked where the game ranked in his career for physicality, Maurice said: “That’s mild. We only got to 160-some minutes.

It’s got to get into the 250s before it gets too squirrelly.”

How a North Korean soccer prodigy vanished, and reemerged

W

hen the North Korean men’s soccer team took the field for two 2026 World Cup qualifying matches this month, close observers noticed an important roster change.

Han Kwang Song, a high-profile striker, was back, more than three years after vanishing from public view for reasons beyond his control: United Nations-imposed sanctions on North Korean nationals over Pyongyang’s nuclear program.

Han’s story is a rare case in which sanctions on North Korea have reverberated through professional soccer. It also shows how enforcement of U.N. sanctions against individuals varies by country.

The government in Italy did not deport Han, now 25, while he was playing professional soccer there. But when he moved to Qatar, the Qatari government did.

“The basic story makes sense; the surprising part is that Qatar complied with the U.N. resolutions,” said Marcus Noland, an expert on North Korean sanctions and executive vice president of the Peterson Institute for International Economics in Washington.

A prodigy with ‘superhero’ status Han’s early success was partly a product of North Korea’s push to cultivate soccer talent. After attending a prestigious soccer school founded by the country’s leader, Kim Jong Un, Han trained in Spain before turning pro in Italy.

He quickly made an impression in Europe as a speedy forward with an eye for goal. Back home, North Korea’s official news agency praised him after a 2019 Asian Cup qualifier as “the player that experts and enthusiasts paid the most attention to.”

“In North Korea, he’s a superhero,” said Kim Heung-Tae, a professor of sports science at Daejin University in South Korea who follows the North’s soccer program.

But in 2017, as punishment for the North’s sixth nuclear weapons test, the U.N. Security Council ordered all North Korean nationals working abroad to be repatriated by December 2019 — a strat-

Han, one of several North Koreans playing overseas in professional soccer leagues at the time, was among the targets.

Sanctions meet reality But the Italian authorities did not repatriate Han by the 2019 deadline, U.N. Security Council reports show. Instead, Juventus, the Italian club where he had been earning more than 500,000 euros a year, struck a deal in early 2020 to send him to Al-Duhail, a soccer team in Qatar, on a five-year contract worth about 4.3 million euros (about $4.7 million).

Though a Security Council panel of experts on North Korea contacted Italy and Qatar immediately after that transfer, it was not canceled, and Juventus accepted a transfer fee from the Qatari club, according to the U.N. The panel said in a report that it later “reiterated to Qatar the relevant resolutions concerning the case.”

That summer, Han stopped appearing for Al-Duhail. In January 2021, Qatar’s mission to the United Nations said in a

letter to the U.N. panel that Han had left Qatar after his contract was “terminated” by the club — and that Qatar’s actions reflected its commitments to Security Council resolutions about North Korean nationals who earn income abroad.

At the time, the coronavirus pandemic was raging, and North Korea’s borders were sealed. Qatar said in its letter, a copy of which was included in a U.N. report, that Han had left the country on Qatar Airways Flight 131 — a nonstop flight to Rome.

‘He’s probably been training all along’ Details of Han’s movements since leaving Qatar, including the timing and circumstances of his return to North Korea, remain scarce. According to Transfermarkt, a website that tracks soccer players and their contracts, he has not played for a professional club since July 2021.

Also unclear is whether any of Han’s earnings ever made it back to the North Korean government.

Han signed an agreement in 2020 with

a Qatari bank, where he had an account at the time, pledging not to transfer any money to his home country, according to a U.N. report.

Still, Kim said, North Korean agents had most likely accompanied Han everywhere he went overseas and restricted the way he spent his earnings.

Neither FIFA, the governing body of soccer; nor the Italian or Qatari foreign ministries; nor North Korea’s soccer association; nor the Asian Football Confederation immediately responded to requests for comment. Nor did Al-Duhail, Juventus or Cagliari, another team that Han played for in Italy.

Han’s return to competition this month was reported earlier by CNN and the website NK News, among other outlets.

Kim said that the pandemic had probably curtailed many athletic events in North Korea, where an extended border closing crippled the nation’s economy. But soccer is the country’s most popular sport, and Kim said that domestic competitions had probably been held regularly in recent months.

As for Han, Kim said, “he’s probably been training all along.”

Rather than joining another professional league abroad, Han is likely to focus on preparing for the 2026 World Cup, Kim said. He added that North Korea was competitive in its region and had a good chance of qualifying, in part because FIFA has nearly doubled the number of slots for Asian countries at that tournament, which will be held in the United States, Canada and Mexico.

Max Canzi, who coached Han in Italy for Cagliari’s under-19 team, told CNN that he was “very happy” that the striker had returned to international competition for the World Cup qualifying match against Syria in Saudi Arabia on Nov. 16.

As Han resumes his career, Canzi added that he was “very curious about the level of his performance after being out for so much time.”

Han was substituted at halftime in the Saudi Arabia match, which North Korea lost 1-0. But five days later in Yangon, Myanmar, he contributed to a 6-1 win over the home country with a signature headed goal.
