LGBTQ community kicks off Pride Month with spirited march

The LGBTQ community turned out in force Sunday for the kickoff of Pride Month, which recognizes and encourages support for the rights of lesbian, gay, bisexual, transsexual and queer people.

Hundreds of colorfully festooned marchers walked behind floats blaring music -- everything from Cher (“Do You Believe in Life After Love”) to Cindy Lauper (“Girls Just Want to Have Fun”) -- some carrying clusters of balloons, some dancing in drag down Ashford Avenue, from Parque Indio to Escambrón Beach.

“We come out because we have to defend our rights,” said Gaffino García, 30.

Some represented groups that support the LGBTQ community, such as the True Self Foundations.

Around 70 marchers walked behind the Puerto Rico Cultural Center float. The center provides support for elderly members of the LGBTQ community.

The event had an array of sponsors, including Banco Popular. With the slogan “Hear Our Pride,” Delta Airlines sponsored one float. Another float was sponsored by JetBlue, with the slogan “Just Plane Pride.”

Caguas transportation app earns a pair of internat’l recognitions

The Autonomous Municipality of Caguas announced Sunday that the Muévete Libre application, which was developed by the team at the municipal Department of Citizen Mobility, obtained two important international recognitions that confirm the transformative impact of the initiative on urban mobility and citizen well-being.

Muévete Libre is a free municipal app -- the first of its kind in Puerto Rico -- that allows citizens to locate system vehicles in real time, see estimated arrival times, check active routes and plan their trips from any device with internet access.

first time Caguas had received the recognition. Last year, the municipality was recognized for the Green Classroom project. “That Caguas has once again occupied this international podium, this time with Muévete Libre, reaffirms the municipality’s sustained leadership in social and urban innovation at the Latin American level,” Caguas Mayor William Miranda Torres said in a written statement.

In May, the Foundation for the Development of Solidarity and Social Inclusion awarded the municipality the Latin American Prize for Economic and Social Development 2026 in the Urban Development category for the Muévete Libre app.

Mayor William Miranda Torres, right, said Caguas’ latest international recognition, “this time with [the transportation app] Muévete Libre, reaffirms the municipality’s sustained leadership in social and urban innovation at the Latin American level.”

The award will be presented to municipal staff this Saturday at a ceremony in Bogotá, Colombia.

Meanwhile, the app also was the winner in the Family Mobility Focused Innovation category of the 2026 Transportation Innovation Competition, known at the federal level as “Build a Better Mousetrap,” sponsored by the Federal Highway Administration and organized locally by the Transportation Technology Transfer Center of the University of Puerto Rico at Mayagüez.

As a result of placing first in Puerto Rico, the app qualifies to compete at the national level against the best ideas from all 50 states.

Gov’t broadens water distribution in San Juan metro area

The central government has intensified its emergency water distribution operation as thousands of customers of the Puerto Rico Aqueduct and Sewer Authority (PRASA) continue to face service interruptions, Gov. Jenniffer González Colón announced over the weekend.

Following a multi‑agency coordination meeting with PRASA, the Puerto Rico National Guard, and private‑sector representatives, officials identified additional resources to be deployed immediately to bolster water delivery in affected northern communities.

“We have been focused from the very beginning on ensuring that our people have access to potable water while system recovery work continues,” González Colón said. “We are mobilizing every available resource from the

government and the private sector to address this emergency with urgency.”

As part of the expanded response, the National Guard activated four 2,000‑gallon tanker trucks to serve communities in Guaynabo and Bayamón.

The Tourism Company has also added high‑capacity trucks each capable of transporting 12,800 gallons which will be filled at a dedicated site in Bayamón to avoid disrupting regular PRASA operations. The units will primarily supply condominium cisterns and sectors in Isla Verde, easing demand on the main distribution system and helping accelerate service restoration.

In addition, the Department of Agriculture coordinated with the island’s dairy industry to identify three milk‑transport trucks that will be inspected and certified by the Department of

Lawmaker proposes 90-day suspension of sales tax on prepared food

At large Rep. Ramón Torres Cruz called on Sunday for a 90‑day suspension of Puerto Rico’s 7 percent sales and use tax (IVU by its acronym in Spanish) on prepared foods, arguing that the measure would provide immediate economic relief to families facing rising living costs.

Torres Cruz said the proposal is supported by recently released data from Treasury Secretary Ángel Pantoja Rodríguez, who reported that net General Fund revenues collected between July 2025 and April 2026 exceeded projections by

roughly $590 million.

“The secretary himself confirmed that we have $590 million above what was projected,” Torres said in a written statement. “The IVU on prepared foods generates about $21.3 million per month. A 90‑day suspension would cost around $63 million, a fraction of the surplus the government already has on hand. There is no fiscal reason to deny this relief to Puerto Rican families.”

Torres Cruz argued that the temporary tax holiday would not only ease pressure on consumers but also stimulate commercial activity.

“This proposal gives families the chance

to save money on daily expenses, while merchants and restaurant owners see an increase in sales,” he added.

The lawmaker noted further that inflation, higher food prices, and rising service costs have significantly eroded household purchasing power in recent years, a concern shared by both consumers and the restaurant industry.

Health for potable water use. Once cleared, they will join the distribution fleet.

Altogether, the government expected on Sunday to add at least 10 additional trucks to the operation by afternoon, supplementing PRASA’s existing resources. The governor also requested that PRASA reassign tanker trucks from other regions to reinforce the northern response.

The measures follow Executive Order 2026‑028, signed Friday, which activated the National Guard to provide logistical, transportation and water distribution support.

“The message to our people is clear: we are taking action,” González Colón said. “All government agencies are working in coordination to deliver water to affected communities and speed up the restoration of service. We will continue monitoring the situation and taking any additional steps necessary.”

Residents are urged to stay informed through PRASA’s official channels for updates on water distribution sites, “oasis” locations and service restoration progress.

While acknowledging that any reduction in tax collections requires approval from the Financial Oversight and Management Board, Torres Cruz pointed to precedent: in September 2022, after Hurricane Fiona, the oversight board authorized a temporary suspension of the IVU on prepared foods, a measure then estimated to cost $16.5 million.

Fiscal board authorizes Housing Dept. to issue $14 million loan for Miramar hotel

The Financial Oversight and Management Board for Puerto Rico has approved, with observations, a $14 million loan agreement to help finance the construction of a new 10 story, 103‑room hotel in the Miramar sector of San Juan.

The loan, to be issued under the Department of Housing’s Economic Development Investment Portfolio for Growth Program (IPG Program), will support a project led by Drift‑Wind Inc., IFJ Corp., and ORC Miramar Corporation. The total development cost is estimated at $50.2 million.

In a June 1 letter to Housing Secretary Luis A. Martínez Román, the oversight board confirmed that the contract complies with the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, which requires that government contracts promote market competition and align with certified fiscal plans. The board emphasized that its review is limited to fiscal compliance and does not constitute a legal or procurement review.

According to the Housing Department, the loan will be fully funded with federal Community Development Block Grant Disaster Recovery (CDBG‑DR) dollars allocated to two

budget accounts totaling $14 million. The IPG Program, overseen by the U.S. Department of Housing and Urban Development, was created to stimulate large‑scale economic development in the aftermath of hurricanes Irma and Maria.

The loan will mature 20 years after its conversion date, which occurs upon the final disbursement no later than 36 months after closing.

While approving the contract, the oversight board issued one key observation: the Housing Department did not provide a complete record of the 114 applications submitted during the IPG Program’s 2021 intake period.

The board recommended that the agency

ensure full retention of all applications and maintain documentation demonstrating that the evaluation and selection process complied with federal requirements and program guidelines.

The oversight board noted that any material changes to the contract must be resubmitted for review and that the Housing Department must notify the board of any budgetary discrepancies that arise during the life of the agreement.

The hotel project is one of the largest CDBG‑DR‑funded hospitality developments proposed in San Juan and is expected to contribute to the ongoing economic recovery efforts tied to post‑hurricane reconstruction.

The Financial Oversight and Management Board has certified its own Revised 2021 Fiscal Plan for the University of Puerto Rico after determining that the government’s fiscal plan failed to meet the requirements of PROMESA.

The Financial Oversight and Management Board for Puerto Rico has certified its own Revised 2021 Fiscal Plan for the University of Puerto Rico (UPR) after determining that the government’s fiscal plan failed to meet the requirements of the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA).

The certified plan outlines a comprehensive set of corrective reforms to stabilize UPR’s finances, including tuition increases. Without corrective measures, UPR would face operating deficits approaching $420 million by fiscal year (FY) 2026, an inability to pay $600 million in bonded debt, continued pension underfunding, and erosion of academic quality and research capacity.

In a letter dated June 5, the oversight board informed Gov. Jenniffer González Colón and legislative leaders that the government’s proposal “did not satisfy PROMESA’s requirements,” prompting the board to “exercise its authority to develop and certify a compliant plan.”

A central component of the plan is a series of revenue-enhancing measures designed to reduce UPR’s reliance on commonwealth appropriations, which historically covered nearly 70% of its operating budget. The plan calls for continued adjustments to undergraduate and graduate tuition, reductions in tuition exemptions, and expansion of non-tuition revenues. These include higher fees, increased alumni donations, greater pursuit of federal research grants, and new service agreements with government agencies.

Despite tuition increases, the plan includes measures to protect

low-income students, including expanded institutional scholarships and continued alignment of tuition levels with Pell Grant eligibility.

The oversight board also urges UPR to strengthen its capacity to generate revenue from intellectual property, patents and auxiliary services such as continuing education and campus facilities.

To address persistent operational inefficiencies across UPR’s 11-campus system, the plan mandates a broad administrative transformation that includes consolidating duplicative functions, centralizing procurement and enforcing stronger financial controls. Workforce changes are also required by the plan: reductions in non-faculty positions through attrition, elimination of hundreds of trust and senior administrative roles, and targeted reinvestment in faculty to protect academic quality.

Benefit adjustments -- such as reduced employer health contributions and elimination of the Christmas bonus -- are included to bring personnel costs in line with fiscal capacity.

The oversight board highlights UPR’s deeply underfunded pension system as a critical risk, noting that the retirement plan is 57% unfunded with some $1.8 billion in unfunded liabilities. The plan presents two reform paths, both of which require closing the defined-benefit plan. The board signals that the option involving reductions to certain accrued benefits is the only one that fully stabilizes the system without imposing unsustainable annual contributions.

The certified plan also imposes strict governance and reporting obligations. UPR must provide regular updates on cash flow, enrollment, procurement savings, and pension contributions, and must strengthen internal controls across all campuses and component units.

San Juan & Bayamón to collaborate on security Oversight board certifies its own fiscal plan for UPR after rejecting gov’t proposal

San Juan Mayor Miguel Romero Lugo and Bayamón Mayor Ramón Luis Rivera Cruz signed a collaborative security agreement on Sunday that enables the exchange of technology, information and specialized resources between the two cities to strengthen crime prevention, support criminal investigations, expedite emergency responses and bolster public safety.

“The safety of our citizens requires municipal governments to identify new ways of working together,” Romero said in a written statement. “This agreement stems from the conviction that we can always do more to protect our communities and strengthen the tools available to combat crime and respond to emergencies. When we find opportunities to collaborate, we have a responsibility to seize them. That is exactly what we are doing today.”

Rivera added that “[t]echnological tools have transformed the way investigations are conducted and security incidents are handled. Integrating capabilities allows for faster access to information and better use of available resources.”

“Such coordination strengthens our teams’ daily work and improves operational response capacity,” the Bayamón mayor said. “That is one of the main benefits of this alliance.”

As part of the collaboration, the adjacent municipalities will be able to share images, recordings and data captured by their respective surveillance systems when incidents occur within their jurisdictions or impact both. They also will integrate spe-

cialized technology platforms to expedite access to information needed to support criminal investigations, security operations and emergency situations.

Currently, the Municipality of San Juan has nearly 1,200 surveillance cameras installed in strategic areas of the city, 22 license plate readers, artificial intelligence systems for vehicle identification, five autonomous solar surveillance towers, three mobile command centers, a fleet of four drones, and a Digital Evidence Laboratory that supports investigations and the analysis of technological evidence related to public safety matters.

Bayamón boasts the Advanced Technology Center for Security Systems (TASS), featuring 235 surveillance cameras strategically distributed throughout the city, 54 cameras with license plate recognition systems located on major roadways, and a Fusion Center for monitoring and criminal intelligence. Additionally, it operates nine real-time electronic surveillance towers equipped with high-definition cameras, thermal technology, gunshot detection and license plate recognition systems. Its technological infrastructure also includes a mobile command center, surveillance drones, a cargo drone, an underwater drone, and a municipal police force fully equipped with body-worn cameras.

The agreement also promotes training exchanges between municipal law enforcement agencies to strengthen operational capabilities, improve inter-municipal coordination, and share knowledge and experience in specialized areas of public safety.

In addition to information sharing, the agreement allows

a collaborative security agreement on Sunday for the exchange of technology, information and specialized resources between the two cities to strengthen crime prevention, support criminal investigations, expedite emergency responses and bolster public safety.

for the temporary loan of specialized surveillance equipment between the two municipalities to bolster security operations and special events, including five autonomous solar-powered surveillance towers and three mobile command centers. Furthermore, it enables the Municipality of San Juan to make its Digital Evidence Laboratory available to support the analysis, processing, and handling of technological evidence related to investigations and public safety matters. As part of the collaboration, San Juan may also provide specialized support using its fleet of four drones for surveillance, monitoring, search operations and emergency management, subject to applicable Federal Aviation Administration authorizations and regulations.

The agreement will remain in effect until Dec. 31, 2028.

As Trump pushes deportations, a skyrocketing caseload strains immigration courts

Federal officials have quietly begun fast-tracking cases through immigration courts, pushing dozens of additional cases onto the dockets on certain days in an effort to more quickly process asylum and other claims.

The fast-tracking, which is also intended to increase the pace of deportations, started without any formal notification or announcement from the Trump administration, according to immigration lawyers and court officials interviewed by The New York Times. But a surge of cases has been apparent in numerous courts around the country. Some judges have seen their caseloads double and triple, prompting worries that cases are being rushed through, violating due process rights.

At separate courthouses in Annandale and Sterling, Virginia, in recent days, Times reporters observed long lines and packed dockets. Some immigration judges saw their caseloads more than double, with as many as 100 adults waiting for their cases to be heard. In Annandale, the caseloads have included dozens of unaccompanied minors.

Lawyers say the tactic is causing errors and confusion. (Salwan Georges/The New York Times)

Lines were also evident at a courthouse in downtown Chicago on a recent weekday, with families spilling out of waiting areas and into hallways. Many cases were being processed in small groups, or in several instances with more than two dozen people appearing at once.

And in New Orleans, lawyers saw the number of cases increase to more than 200 this past Monday and Tuesday in one courtroom alone. The judges at that courthouse typically take only about 30 to 40 cases per day, lawyers said. The morning dockets were so packed and chaotic that lawyers wishing to observe or monitor the proceedings were not allowed in to watch.

Federal officials say that speeding through cases will help alleviate backlogs that have led some asylum and immigration relief claims to languish for years. The slow pace of the process, they contend, creates incentives for people to enter the United States to file claims that may be weak or invalid.

The Justice Department said in a statement that clearing the court backlog was a top priority for the administration and that it was hearing the cases fairly and in accordance with the law.

An official with the Executive Office for Immigration Review, which is part of the Justice Department and oversees the immigration court system, said the larger caseloads were a result of the court hiring new immigration judges, and described them as necessary to clear a backlog of upward of 3 million cases this year, according to federal figures.

But immigration lawyers and rights groups counter that the sudden acceleration of the process risks errors, denies immigrants due process and leaves people with little time to find lawyers.

“Everything related to these large dockets or mass

dockets is shrouded in such a strange secrecy,” said Gracie Willis, an attorney with the National Immigration Project, a nonprofit that provides legal services for immigrants. “Our confirmation that they were even happening really came from going to the court on Monday and seeing the large lines of people standing outside,” she added, referring to the proceedings she observed in New Orleans.

Unlike judges in criminal and civil courts, immigration judges are part of the executive branch, and the Trump administration has taken steps to align them with the president’s pledge to deport record numbers of people. The administration has fired judges seen as insufficiently supportive of the agenda and has narrowed the factors that qualify people for asylum.

The judges who remain have been under pressure to issue deportation orders and rule against asylum cases, a Times investigation found. The rate of asylum grants is the lowest since 2009, according to data analyzed by the Times.

Typical “master” calendar hearings are already crowded sessions where an immigration judge can handle dozens of cases at a time, all of which can be in different stages. They review claims, consider challenges and schedule court dates for people seeking asylum, humanitarian protections and an array of other forms of legal relief that can temporarily shield immigrants from deportation or set them on the path to legal permanent residency.

Many attorneys have taken to informally calling the new, heavily packed proceedings “mega master” calendar hearings.

In New Orleans, Willis said the dockets she watched included a mix of people: respondents who were appearing in immigration court for the

first time, along with immigrants who had trials already set for 2027 but were called in for minor updates on their cases, such as the verification of their addresses.

Some had received notices of their new court appearances the month before, but others had been called in only two weeks earlier or even more recently, she said.

Lawyers said that they had observed judges taking in groups of people at a time, despite their different pleadings and cases. In one instance, a judge saw 15 people at once, running through Arabic, Spanish and Creole interpretations, Willis said.

This past Monday and Tuesday, 89 people in one court alone were declared absent and were therefore deportable, she added. “And that is not because they were ‘the worst of the worst.’ It is because they had a hearing scheduled that they were not able to attend for a variety of reasons,” Willis said.

In Courtroom 11 in Chicago on May 26, Judge Peter A. Kim addressed a group of more than 20 immigrants, a reporter observed. He told them that they had 20 days to submit their cases in writing and warned that the next hearing would be their final opportunity to make the case to remain in the United States.

Alex, a maintenance worker from Honduras, and his adult son were among the immigrants who received the warning. Alex spoke to the Times on the condition that only his first name be used, because he fears government retaliation.

He and his son applied for asylum and obtained temporary humanitarian passage into the country in 2023, but the form of relief is set to expire in December, and their asylum petition remains pending.

He said that he worried that the government’s push to quickly close their case would leave them with no relief. “All we can have is hope and faith in God,” he said.

“It is not a bad thing to want to prioritize older cases,” Briana Carlson, an immigration lawyer who represents clients in Sterling, Virginia, said of the case dockets. “But when we are taking away the power of judges to have individualized hearings, that is problematic.”

Deluged with mail ballots, California takes its time counting votes again

Four days after the primary election in California, officials have tallied only about two-thirds of the votes cast, and the races for California governor and Los Angeles mayor remain unresolved.

It can be confounding to Americans elsewhere and has made the Democratic-run state vulnerable to unfounded Republican accusations of fraud.

The reasons for California’s slow count are explained after each election. California relies heavily on mail balloting, which slows the tally because of the work involved to check signatures, open envelopes and inspect ballots before counting them. The state’s leaders take pride in a deliberate process meant to make voting easy while keeping elections secure.

And when voters wait until the final days to submit or send their ballots, as was the case this year, they deluge elections offices with envelopes that must be handled with care.

“It creates what we call the ‘pig-in-thepython’ effect,” Kim Alexander, president of the nonpartisan California Voter Foundation, said of the huge volume of vote-by-mail ballots received on Election Day.

But other states that have a lot of mail voting, such as Colorado, Arizona and Washington, seem to have figured out how to securely process ballots and get faster results. Why can’t California count faster?

Different county offices work on different schedules, depending on their staffing or labor agreements. Only five of the 58 counties plan to update vote totals this weekend. Most offices lack the resources to keep staff members on constant rotation, Alexander said.

A Los Angeles County Sheriff’s Department dog checks incoming ballots for harmful substances at the Ballot Processing Center in the City of Industry, Calif., Nov. 4, 2025. Counting ballots in California is a complex and lengthy undertaking. In Los Angeles, the choreographed process includes canines, humans and machines. (Philip Cheung/The New York Times)

In California, each county decides how much to spend on election operations, creating major differences in their capacity to count ballots, said Ben Gips, who works on state voting policy for Protect Democracy.

Large counties such as Los Angeles and Orange have invested in equipment and staffing that typically allow them to finish counting more than 90% of ballots within a week of an election. Other counties can take three or four weeks.

“Basically, the counties have been trying to fill in for the sort of absent role of the state,” Gips said, “and some counties are more able to do that than others.”

The key areas that require funding are not only staffing and equipment but space to accommodate workers and observers and to securely store ballots. In Yolo County, California, west of Sacramento, election officials knocked out a wall in their building a few years ago to make space to process the growing number of ballots, said Jesse Salinas, the county’s registrar of voters.

“We are at capacity,” he said. “I don’t have any empty space.”

Salinas, who is also the president of the California Association of Clerks and Election Officials, said that more than 50% of the bal-

California to sacrifice accessibility for speed. He empathized with election officials who could face allegations of cutting corners if they counted too fast but suspicions of fraud if they counted too slowly.

California’s top elections official, Secretary of State Shirley Weber, has made it clear at each election that she wants counties to take the time to get it right.

“Accuracy comes before speed,” she said in a statement. “California is the nation’s largest voting state, with millions of ballots to process and count. Taking the time to do this work correctly protects voters’ rights and ensures the integrity of our elections.”

Richer, now a legal scholar with the Cato Institute and a senior fellow at the Harvard Kennedy School, said California’s commitment to making it easy and painless for Californians to vote was laudable. But in an environment where President Donald Trump and his supporters are questioning election integrity, state leaders should have better prepared to face questions.

lots in his county were either postmarked or dropped off in person on Election Day this year. He described a whirring processing center operated by 25 to 30 staff members, all of them scanning, opening and sorting ballots as quickly as possible.

The office has two envelope-sorting machines that cost $250,000 each.

“Local elected officials are doing everything they can,” he said. “If I had more space and more equipment and more staffing — it’s a resource issue — if I had all that stuff, then it could happen faster,” he said.

In Maricopa County, Arizona, one of the nation’s largest voting jurisdictions, roughly 762,000 mail-in ballots were returned in the August 2022 primary, according to Stephen Richer, who was the top elections official there at the time.

By 12:40 a.m. the day after election night, his office had counted about 82% of the votes. And as a rule, he said, the office tried to have counted 95% of the ballots within 72 hours after polls closed.

“Throwing money and space at it does help the problem, but it doesn’t solve all the problems,” Richer said.

Perhaps the biggest factor, he suggested, is a lack of will among leaders in states such as

“We saw this train barreling down on us for a while now, and the governor and the state Legislature did nothing about it,” he said. “If the only thing you care about is having 22 days to cure a signature on a mail-in ballot, these are the consequences you live with.”

Trump, who has a history of stoking unfounded election conspiracy theories, said this past week that the prolonged votecounting in California was proof that “they’re rigging the election.”

“They still aren’t even close to telling you who won,” he said Friday while speaking at an event in Wisconsin.

The federal Department of Justice sent an assistant U.S. attorney to a ballot processing center in Los Angeles on Friday to observe the counting. And Bill Essayli, the first assistant U.S. attorney in Los Angeles, said on social platform X that his office “has multiple election fraud investigations underway,” though he did not provide specifics.

Richer warned that the primary election was merely a preview of what was to come. It is not clear that much would change in California before the general election.

“If you think this is bad, just wait until control of the United States House is in play in November,” he said. “And it comes down to a number of competitive jurisdictions in California.”

An uncertain win for immigrants seeking to stay in US

Aday after a federal judge struck down Trump administration policies that had frozen applications for many immigrants seeking to stay in the country, there was renewed hope that a six-month logjam might be easing.

There are more than 1 million backlogged applications for citizenship, green cards, work permits and asylum. When those applications would move forward, however, was uncertain.

In a strongly worded opinion Friday, the judge, John J. McConnell Jr., wrote that the policies enacted by the Trump administration had effectively made it challenging for many immigrants to stay in the United States.

The policies, which were enacted by U.S. Citizenship and Immigration Services, which administers the legal immigration system and processes paperwork for immigrants already in the country, put a hold on asylum applications. The agency also paused decisions on applications filed by immigrants from 39 countries under a travel ban, many of them in Africa and the Middle East.

“When USCIS first enacted the policies at the center of this litigation, the agency did not simply place a hold on adjudications,” McConnell wrote. “More fundamentally, the challenged policies placed the lives of countless individuals on hold — solely by virtue of their countries of birth. Over six months later, many of those individuals remain without work, without legal status, and without any

meaningful ability to plan for their futures.”

The ruling was a victory for labor groups that had filed a lawsuit in March against the federal government over the policies. Among those groups was American Gateways, a nonprofit that provides legal services for immigrants.

Edna Yang, a co-executive director of American Gateways, said in a statement that the ruling “reinforces the integrity of our nation’s immigration system.”

“It allows people who have spent decades waiting for the legal system to work as promised to have certainty and a path forward for hard-fought permanent status and family reunification,” she said. “It is important that no administration excludes people based solely on their country of origin.”

Muzaffar Chishti, a senior fellow at the Migration Policy Institute, a nonpartisan think tank, said that this decision could allow those with immigration cases to move their applications forward.

But the relief may be short-lived. While it was unclear immediately after the ruling how the Trump administration planned to respond, it was expected that the judge’s order would be appealed.

The White House referred questions about the decision to the USCIS.

James Percival, the general counsel for the Department of Homeland Security, the parent agency of USCIS, said in an emailed statement Saturday that the ruling was “sabotage dressed in legal clothing.”

Chishti said the statement by Percival

signaled the Trump administration would push back on the judge’s ruling.

“It’s definitely not the end of this,” Chishti said, “and this case is definitely headed to the Supreme Court.”

It was unclear how soon Citizenship and Immigration Services would restart processing applications that had been affected.

Kevin Love Hubbard, a lawyer with the Lawyers’ Committee for Rhode Island, said that barring an appeal, USCIS could no longer rely on the policies enacted by the federal government to refuse processing cases.

“I think the decision is obviously new and complex, and it will take some time to filter down through the administrative system to individual people’s applications,” Hubbard said. “The hope and expectation is that, unless there is a different decision on appeal, that USCIS will start processing these applications for people who were illegally put in indefinite limbo.”

The policies that prompted the lawsuit were announced in November after officials said an Afghan national had shot two National Guard members in Washington.

Chishti said that if the case was further litigated, one key question would be whether blanket policies that affect people from certain countries could be put in place in the interest of national security.

“National security concerns are valid — no one can dispute that,” he said. “But it doesn’t merit a blanket ban on all applicants from those countries.”

The policies that were overturned by the court had blocked people from the 39 travel ban countries from receiving final decisions on completed asylum applications, and from receiving green cards through the adjustment of status process, which allows immigrants already in the country to apply for a green card without returning to their native land. It also blocked them from receiving status through employment authorization documents or becoming naturalized citizens.

In 2024, about 240,000 people from those 39 countries received green cards through the adjustment of status process, and about 840,000 became naturalized citizens. In fiscal year 2023, about 22,000 were granted asylum. The countries with the most people to receive green cards or to be naturalized were Cuba, Venezuela, Afghanistan, Nigeria and Haiti.

Jorge Loweree, managing director of programs at the American Immigration Council, a nonprofit advocacy organization for

immigrants, said that even before the policies had been enacted by the federal government, asylum cases were being processed slowly.

“It’s fair to anticipate that the administration isn’t going to do something like prioritize asylum adjudications because of this decision,” Loweree said. “But it should certainly open the door to having many more cases that move than have in the last six months.”

By putting applications on hold, Hubbard said, the federal government was creating challenges for immigrants who had been trying to follow the proper legal process toward green cards or U.S. citizenship.

“This is about people who tried to follow the process and still are being stymied,” Hubbard said.

Immigrants wait for their appointments at the Annandale Immigration Court in Annandale, Va., on May 26, 2026. A federal judge on Friday, June 5, 2026, invalidated policies the Trump administration enacted last year that halted asylum grants, as well as the processing of immigration benefits for people from 39 countries. (Salwan Georges/The New York Times)

The White House’s latest provocation is ‘grotesque and terrifying and juvenile’

“They walk among us.” The glowing green letters emerge ominously against a dark backdrop. Above them hover the words “aliens” and “declassified,” suggesting the release — long awaited in some corners of the internet — of secret government files concerning extraterrestrials. Slowly, tantalizingly, more text appears: “For 60 years, the U.S. government has kept a closely guarded secret.” Then the big reveal: It’s not the trailer for a horror film; it’s a White House web page, posted last Thursday. And the scary creatures in question aren’t extraterrestrials; they’re the other kind of aliens — the immigrant kind, the kind hunted by Immigration and Customs Enforcement.

“Aliens have been walking among us, living in our neighborhoods, and interacting with us in our daily lives,” the page announces. “They’ve shopped in the same stores, attended the same classes as our children, and lived seemingly normal human existences.” That’s the joke: Human beings are described as nonhuman invaders. Fascism, but make it a troll.

This web page, which invites users to look up the number of immigrants supposedly arrested on charges of criminal activity in American cities and towns, belongs to a subgenre of Trumpian gestures that are menacing and sophomoric at the same time. “Grotesque and terrifying and juvenile,” is how Ernesto Verdeja, a genocide-prevention expert at the University of Notre Dame, described it to me. These gestures are hard to write about: The ugliness is undisguised, so what is there to say? And yet, these statements, step by preposterous step, change the world we live in.

With phrases like, “They do not belong here” and, “Deport them all,” the page struck me as an incitement for Americans to commit acts of violence against immigrants. But Benjamin Valentino, a professor of government at Dartmouth College, thinks that the purpose of the page is not to get Americans to do anything: It’s to get them to do nothing, while the government commits its campaign of cruelty against millions of people just trying to live in peace. “They want a majority of the population to turn their backs,” he said. “That’s all that’s necessary.”

Valentino co-founded the Early Warning Project, which assesses the risk of mass atrocities around the world. To be sure, anti-immigrant violence in the United States does not approach the scale of the atrocities Valentino usually studies. But the dehumanizing language of the sort used by the Trump administration is, he said, “a pretty standard indicator” of risk, a necessary if insufficient condition of mass violence directed at a particular group.

“It’s not that it turns normal people into murderers,” Valentino said. “It’s that it turns them into bystanders.”

To the extent that the Trump administration has pulled back on its violent anti-immigrant campaign, it has done so because nonimmigrants have stepped up — in the courts and, especially, in the streets. The most dramatic confrontations

took place this past winter in Minneapolis, but in the months since the federal government ended its occupation of that city, resistance has continued. In Newark, New Jersey, demonstrators have been protesting the conditions at the Delaney Hall ICE detention facility. At least 63 people have been arrested in the past week alone. In New York City, a relatively new coalition called Hands Off NYC has, since January, trained more than 7,000 volunteers to peacefully resist ICE. The Aliens web page, Valentino thinks, is intended to discourage this kind of activity.

“The key is that you are supposed to see your city with a big red dot over it,” Valentino said, referring to a map on the website, then click to read, supposedly, the number of immigrants who have been charged with crimes. (For example, “Jamestown, New York: 10; larceny, obstructing the police; Ecuador, Guatemala, Mexico, Nigeria.”) “And you see the charges — do you want to risk your life for this kind of person?”

When the page went up, the American Immigration Council, a pro-immigration advocacy organization, happened to be hosting a gathering of data experts. Participants thought they saw something interesting. “The page is poorly coded, badly designed, and yet weirdly transparent about some things the administration hasn’t been transparent about before,” Aaron Reichlin-Melnick, a senior fellow at the council, told me. It appeared that the map was based on raw data of ICE arrests — information that the government had mostly kept secret since the beginning of President Donald Trump’s current term. The map is possibly the best document to date of the scale of the ICE campaign, which, it shows, has raged not only in big cities but in small towns, where it’s sometimes less visible.

As is usual for the Trump administration, the figures are decontextualized and misrepresented. In addition to the map, the page contains a supposed tally of “encounters,” a term that has one meaning in 1970s sci-fi and another in Customs and Border Protection-speak, where it typically refers to instances in which immigrants are apprehended. What struck me after spending too much time staring at the page was that it wants you to be afraid of all aliens: the space kind and the “illegal” kind, but also the “legal” kind, foreign-born people who have been living in this country for decades. As for the counter, it’s tracking nothing. The numbers just tick upward at a perfectly steady pace, one every second and a bit.

Underscoring the sophomoric aspect of this astonishing document is the fact that it’s shot through with references to “The X-Files.” I caught only one of them: The last lines say, “The truth is no longer out there. It’s right here. Right now” — a nod to the show’s tag line. Verdeja, the Notre Dame professor, grew up with the show, so he pointed out some other echoes, such as the combination of interplanetary warfare and a deep-state conspiracy. But superimposed on all that pop culture are the white supremacist tropes. The sentences about aliens “walking among us, living in our neighborhoods,” Verdeja said, read to him like invocations of the Great Replacement theory, which has become so familiar as to seem

almost mainstream. “It’s similar to the way Jews were talked about in Europe in the 1920s and ’30s,” Verdeja said.

He made the comparison gingerly, wary of falling into an alarmist cliché. But the ideologues of Trump’s immigration policies are taking no such pains. A couple of days after the “Aliens” page was published, Gregory Bovino, the former head of the U.S. Border Patrol who oversaw the federal immigration operation in Minneapolis, traveled to Portugal for a meeting of far-right politicians to discuss “remigration,” a concept that refers to the forcible displacement of millions of people on the basis of their ethnicity in the wake of World War I — what we now call ethnic cleansing.

Driven by the same nativist and xenophobic ideas, the United States adopted the Immigration Acts of 1921 and 1924, which ended mass immigration by introducing national-origin quotas designed to favor Northern and Western Europeans and exclude nonwhite immigrants almost entirely. These quotas stayed in place for four decades — until they were repealed just over 60 years ago, which is when the White House page claims the story of the aliens begins.

The point of making historical connections is not to say that any two actions, or any two eras, are exactly alike. Context always changes. But it’s important to see that this web page isn’t just a troll. It didn’t come out of nowhere. Provocations like this are part of an old and terrible story, and it’s still being written today.

Exalumnos University Gardens otorga beca

For Jennifer Lopez and Brett Goldstein, romance is everything

While working on the third season of “Ted Lasso” — a sports show with the heart of a romantic comedy — Brett Goldstein and one of the “Lasso” creators, Joe Kelly, spent a train ride home lamenting a perceived recent lack of quality rom-coms.

So, they began mapping out a movie script for “an old school rom-com but with ruder jokes” that could also serve as a “love letter to workaholics,” Goldstein said. “We were like, ‘Who’s the best actor to do that with?’ and we both went, ‘J.Lo, obviously.’”

Goldstein, 45, had long been an admirer of Jennifer Lopez and her work, which has included nearly a dozen romcoms ranging from “The Wedding Planner,” “Maid in Manhattan” and “Monster-in-Law” in the 2000s to more recent fare like “Second Act” and “Marry Me.”

“We sent the script to Jennifer with a note that said, ‘We wrote this for you. You’re at the top of our list. It’s a list of one. If you don’t do this, we’ll never make this film. No pressure,’” Goldstein recalled.

Fortunately, Lopez, 56, was also a “Ted Lasso” fan. “I was like, ‘Oh, my God, yes. I love Roy Kent,’” she said, referring to the gruff soccer captain turned coach played by Goldstein.

After initially passing because of scheduling conflicts, Lopez eventually signed on to “Office Romance” (streaming on Netflix), which follows Jackie Cruz (Lopez), the chief executive of an airline, and Daniel Blanchflower (Goldstein), a member of the company’s legal team. Sparks fly, but a corporate no-dating policy and a potentially career-ending lawsuit complicate their feelings.

On the surface, Lopez and Goldstein may seem an unconventional pairing.

Yet, inside a Netflix office building in Los Angeles in late May, their onscreen chemistry carried over into a casual offscreen rapport as they squished each other’s faces and playfully bantered during a New York Times photo shoot.

Sitting at a small table inside a cozy suite afterward, the duo discussed “Office Romance,” romantic comedies and romance, in general.

These are edited excerpts from the conversation.

Q: Brett, what gave you the confidence that Jennifer might say yes to this movie?

GOLDSTEIN: If I’m really honest about it, it’s insane that this happened. I accept that it is mad,

but I felt like the script was good, and I felt like we’d seen something in her. There’s a difference in this film compared to her other rom-coms, which is, in all her other rom-coms she’s aspirational, and she’s kind of an underdog. In this, she’s the boss. She has it all, technically, but there’s something missing.

LOPEZ: What I liked about it is that [the other characters] get her wrong. She is an intimidating, strong woman, but they mistake that for she’s a monster. The truth is, when you get to know her, as [Daniel] does, he’s like, “You’re the funniest, goofiest, most lovable person in the world.” I connected to that very much.

Q: The airline employees are either scared to breathe around Jackie or they agree with whatever she says. Is that how people default with you in real life?

LOPEZ: One hundred percent. It makes you crazy because you’re like, can you just relax? I’m fine. I don’t bite — until I know you better. That’s from “West

Side Story!” I quote it all the time. But I don’t bite, and I don’t yell, and I’m not an unkind person. People, just because they see you as this thing out there, it’s almost like you’re a two-dimensional character. Maybe he suspected that’s what my life was like. He didn’t know how I was going to be. He could have thought, well, maybe all these rumors are true.

GOLDSTEIN: It was all a gamble because you can’t audition her. You don’t get to go, can we check this before we commit to making a whole film with you? I knew you’d be brilliant, as in, a really nice person. I wasn’t really worried, but I knew instantly when we had our first Zoom, and we were laughing. It was easy. It was nice.

Q: Jennifer, having only known Brett as Roy Kent, how did your expectations line up with reality?

LOPEZ: You know, I thought he was going to be more like Roy Kent. [Laughs]

GOLDSTEIN: So disappointing, innit?

LOPEZ: No! It wasn’t, actually. It was lovely because he was, as you see, very kind and soft-spoken and gentle. Roy Kent is a very aggressive character who curses, and [Brett] curses like a sailor, which is good, because so do I. But there wasn’t that edge that can be attractive in the movies, but not as attractive in real life.

Q: Brett, did you always plan to play the love interest?

GOLDSTEIN: I wouldn’t have let anyone else do it. There was never anyone else.

LOPEZ: [Laughs] Why write the movie?

GOLDSTEIN: Yeah, then why the [expletive] am I doing this?

Q: How did you know that you would have good onscreen chemistry?

LOPEZ: You don’t know. You hope. And we have different ideas about this. I feel like you can create chemistry.

GOLDSTEIN: You could have chemistry with a bin because you’re that good, but I do think it’s sort of luck and magic.

LOPEZ: You don’t think you can create magic?

GOLDSTEIN: I could give you examples, which I won’t do, of very, very good actors who do a thing together, and they don’t have chemistry. It’s a lottery.

Q: Much of the tension in the film comes from the forbidden nature of the relationship. What are your thoughts on dating colleagues?

LOPEZ: I just feel like, how are you going to meet anybody, especially if you work a lot? It’s kind of ridiculous to think that people who work together would never hook up or find the person that they spend their life with there.

GOLDSTEIN: Yeah, and most people you meet who have been married forever met at work.

Q: Both of you have revisited romance frequently in your work. What excites you about seeing love in its different iterations onscreen?

LOPEZ: There’s nothing more important in life than love. I just think it’s what everybody wants at the end of the day. They want somebody to grow old with and to love them completely and to accept them completely, and that’s what romantic comedies provide is that happily ever after that everyone hopes for. Romance and comedy are really the cornerstones of life.

GOLDSTEIN: It’s the only thing I care about. The reason “Frasier” is a masterpiece was Niles and Daphne. That’s why you’re crying. That’s why you’re invested.

LOPEZ: Or “Cheers,” Sam and Diane. I don’t think it will ever go out of style because I look at my kids and what they like. I mean, look at this thing with “Off Campus” or “Heated Rivalry.” It’s all about — well, sex. But also the romances, and who’s going to get together and who’s not going to get together. That’s what humans want, and they love to see it happen.

Q: What was the first romantic comedy that resonated with you?

BOTH: “When Harry Met Sally.”

LOPEZ: Isn’t it for everybody? I mean, that really changed the game. “When Harry Met Sally” is just these two people going through their lives and finally realizing that best friends are the best lovers.

Q: What are your own versions of happily ever at this stage of life?

GOLDSTEIN: I saw the film “Eternity,” and I really, really loved it because the concept is first love or long love. I don’t want to spoil it, but I think it’s a really good message. I’d say, watch “Eternity” and that will give you the answer.

LOPEZ: For me, because I have had relationships, and I have been married a couple of times and it hasn’t worked out, I realized that my joy is about me becoming more self-aware and more comfortable with the fact that I make my own happiness. My life is fantastic. I have great kids, and I have this beautiful home, and I do what I want in work. That has to be the thing first, even as my kids go off to college now, which I cry every other day about — you can’t bring it up, we’re not going to talk about it — but because of that, it’s like, OK, what is my life now? The only constant in your life is you, so you have to have the greatest romance with yourself.

Q: Brett, is there a specific film of Jennifer’s that is your favorite?

GOLDSTEIN: “Out of Sight” is my favorite Jennifer Lopez film. No. 2: “Antz.”

Q: Really?

GOLDSTEIN: She’s a great ant in it.

LOPEZ: [Laughs]

GOLDSTEIN: When you watch “Antz,” you go, “That’s a fit ant. Who’s the hot ant?”

LOPEZ: What’s three? Don’t lie.

GOLDSTEIN: It’s “Hustlers.” It’s a seriously great film.

LOPEZ: I loved playing that character.

GOLDSTEIN: You’re very good at it.

Q: Have you two talked about future collaborations?

GOLDSTEIN: We’d love to, wouldn’t we?

LOPEZ: Waiting for the script.

GOLDSTEIN: We’d like to Adam Sandler-Drew Barrymore it.

LOPEZ: Come up with a few scenarios.

GOLDSTEIN: Tom Hanks-Meg Ryan. None of these are bad things.

LOPEZ: Not bad things at all.

After months of war, Iranians sink into disillusionment and despair

retaliation.

It has been a tumultuous year for Iranians. The United States and Israel struck Iran first in June 2025 in a short war and then attacked again starting in late February, hitting factories, airports, seaports, bridges, universities and densely populated residential neighborhoods. President Donald Trump said this latest war was meant to create conditions to displace the regime and to ensure Iran could never get a nuclear weapon.

Negotiations to end the conflict appear to be at a standstill, with one of the main sticking points being the Strait of Hormuz.

Iran shut down internet service to the general public from the start of the war until late May, saying it was for national security reasons. Now that more people are back on social media, many of them are able to communicate with the world and with one another. Their messages paint a dire picture.

the European Council on Foreign Relations. “Accepting the resilience of the regime despite all your hopes is a very bitter moment for those opposing the regime to digest. It has arguably left the regime more powerful than it was.”

Trump’s contradictory remarks about Iran have further inflamed confusion and fury, analysts and several people interviewed said. He initially said help was on the way to Iranian protesters, then threatened to annihilate Iran’s ancient civilization. On Thursday in comments to the media, Trump said that he would “be honored” to meet Iran’s new supreme leader, Ayatollah Mojtaba Khamenei, if a deal was reached with Tehran.

When Israel and the United States attacked Iran in late February, some Iranian opponents of the Islamic Republic hoped that it would bring an end to decades of theocratic rule they saw as oppressive.

Now, after devastating strikes and amid a teetering ceasefire, those hopes have been snuffed out. Feelings of disillusionment and despair have taken their place, driven by a reported death toll of 1,700 civilians, vast destruction and an economic implosion that has made daily life a struggle.

A ceasefire has provided some relief from bombs, but an economic war has sent the prices of basic goods skyrocketing. The crippling of critical industries and the effective closure of the Strait of Hormuz — a key trading route for Iran’s most precious export, oil — have tipped the already troubled economy into free fall.

And the on-again, off-again peace talks, along with U.S. proclamations that the war is over when it’s not, has left both supporters and opponents of the government confused and anxious, according to interviews using voice apps with more than 20 Iranians in Tehran, Isfahan, Ahvaz and

Mashhad in recent days.

“I’m angry. I feel alone,” Kimia, a 25-year-old designer, said in an interview from Tehran. “We don’t matter to the world at all; we’re only seen as tools for war and negotiation, while we are human beings.”

For some of those desperate for regime change, learning that Israel and the United States had initially planned to install a former hard-line president, Mahmoud Ahmadinejad, as the country’s new ruler was a painful indignity. In interviews and in social media posts, several said that the disclosure of the plan by The New York Times left them feeling like bystanders in a geopolitical game with direct impact on their lives.

Ayatollah Ali Khamenei, the country’s longtime supreme leader, was killed in strikes on the first day of the war in February and has since been replaced by his son.

“What was this all for?” asked Amirali, a 62-year-old engineer in Tehran, in an interview. “They bombed and destroyed our country, our airports, roads and factories in the name of regime change so they could bring Ahmadinejad? This shows the goal was never to make Iran better or free.”

Like all the Iranians interviewed, Kimia and Amirali asked to be identified only by their first names to avoid any possible

A retired professor in Tehran who was critical of the government said in an interview that people had simply given up on political change and were focused on surviving day to day. A manager of a plastic bottle factory near Mashhad said production was shut down and all employees furloughed because it lacked raw materials after Israeli airstrikes on Iran’s petrochemical industry. A doctor in Isfahan said pharmacies were rationing medicine, and that the Health Ministry had advised doctors to prescribe only essential medications because of shortages.

Many Iranians — even those who have opposed the theocratic regime — say they oppose the war and have suffered enough. They are increasingly looking at diplomatic negotiations as a means for stabilizing the country and the economy.

“I am definitely in favor of negotiations right now given the circumstances,” said Lida, a 44-year-old environmental expert in Tehran who has been opposed to the government. “We lost a lot of lives and lost a lot of our infrastructure. We lost a lot of human resources and, to be honest, I don’t think that war is in our best interest.”

Analysts say that the huge airstrikes led many Iranians who initially supported the war to change their minds.

“This is a moment of Iranians taking stock of the reality and calculating things that have worked and have not worked,” said Ellie Geranmayeh, a senior fellow at

That comment became an instant news headline in Iran, and people flooded social media with commentary and jokes, some referring to the fact that the ayatollah has not been seen in public since the war started. “Well, 90 million people in Iran want to see him too, but it’s a shame they don’t have that fortune. And now you’re arriving late and you want to get ahead of the line?” Ahmad Mosaddegh wrote on social media.

But as the war drags on, some government supporters are also losing patience with their leaders.

Mehdi, a 52-year-old government employee, said in an interview that he had attended pro-government rallies with his wife and children. But he said his salary runs out by the middle of the month, and he cannot afford to buy beef or chicken to feed his family.

And Hamed, a pro-government conservative, said in an interview that “the rising prices don’t distinguish between supporters and opponents of the government; it’s affecting us all.”

Iran’s official statistics center announced last week that inflation had spiked compared with this period last year. The report said the price of cooking oil had increased by 430%, eggs by 345%, rice by 287% and milk by 139%.

“Nobody is thinking of them or taking their opinions into consideration,” Sanam Vakil, the Middle East and North Africa director for Chatham House, said, adding that Iranians she reached inside the country kept asking her what would happen to them. “They are just a casualty in this conflict that is beyond their influence and grasp.”

A woman waves an Iranian flag near a new billboard in Enghelab Square in Tehran, May 24, 2026. After devastating strikes and amid a teetering ceasefire, hopes entertained by some Iranian opponents of the Islamic Republic that the war would bring an end to decades of theocratic rule have been snuffed out. Pope Leo, after taking on Trump and AI, prepares for new duels in Spain

Pope Francis never made a papal visit to Spain, one of the capitals of European Catholicism, preferring instead to draw attention to the world’s marginalized populations. He turned down invitations from Spain’s king, its prime ministers and even a Spanish reporter who enticed him with a gift of soil from every region of the country. Francis was not enticed. He would go “when there is peace,” he cryptically said.

Now, just over a year after succeeding Francis, Pope Leo XIV on Saturday began a weeklong visit to Spain, his first major European destination since he became pontiff in May 2025.

Francis never clarified what he meant by “peace,” whether it alluded to tensions in the country or the church, or just organizational chaos. But Leo has anyway decided to take the leap into one of Europe’s most politically polarized countries as war rages on several continents and his recent confrontations with President Donald Trump are still raw. The trip may invite further hostility from the White House by bringing together Leo and Prime Minister Pedro Sánchez of Spain, two of Trump’s biggest international critics on Iran and migration.

Speaking in Spain’s Royal Palace on Saturday, Pope Leo called for “a deeper reconciliation and collaboration” in Spain, but expressed gratitude for its “faithful adherence to international law and multilateralism, which is reflected in an active commitment to peace.”

The visit will showcase the balancing act of Leo’s young pontificate. On the one hand, he is a conciliator, extending an olive branch to conservatives — and countries — who felt Francis’ cold shoulder. He is expected to emphasize unity in the first-ever address by a pope to the Spanish parliament in Madrid, a capital with a history of dictatorship within living memory and a present torn apart by political polarization.

On the other hand, the visit gives Leo, the first American pope, another chance to present himself as a change agent and global figure. After recently finding his voice by standing up to the Trump administration and multinational

corporations developing artificial intelligence, Leo will be visiting a country crossed with political and historical tripwires, where a papal misstep could trigger harsh feelings and damage the fledgling papacy.

Spain is also an increasingly vibrant country that has emerged as a European outlier for liberal policies, including welcoming immigrants, which is in sync with Leo’s own vision. And by speaking fluently in Spanish, Leo, formerly a bishop in Peru who has Peruvian citizenship, will wield an international megaphone that will be heard far beyond the borders of both Spain and the Anglophone world.

“It’s a platform,” Cardinal José Cobo of Madrid said in an interview before Leo’s arrival.

Leo’s visit has plenty of the standard papal stuff. He met King Felipe VI and focused on how to nurture Catholicism in Spain, which, despite the country’s number of self-identifying Catholics plummeting over the past 15 years, is registering a rare uptick in spirituality.

Leo is also expected to draw attention to the church’s landmarks, this time blessing a newly completed tower at the Sagrada Familia basilica in Barcelona.

Thanks to the tower, it is now the world’s tallest church.

Spain also offers Leo a chance to soothe historical grievances with the Catholic Church.

In the past, the Spanish church acted as an essential ally of the Franco regime, which ruled Spain until the 1970s. Even in this century’s now-settled battles over issues including same-sex marriage, the church was a major element of polarization. Francis instead seeded the Spanish hierarchy with new bishops and cardinals who emphasized pastoral leadership over waging war on cultural issues, and Leo seems set to continue in his footsteps.

His address in parliament on Monday, then, will be a key moment for him “to reflect on how the relationship between church and state, church and politics” has been transformed in Spain, said Joseba Louzao, author of “A Brief History of the Catholic Church in Spain.”

After arriving on Saturday, Leo gave a taste of what might be to come, warning against “the temptation to gain popularity by fanning the flames of polarization.”

That unifying approach will probably give politicians from across the ideo-

logical spectrum the opportunity to interpret Leo how they see fit, Louzao said.

“There is a temptation there,” Louzao said, “for all political parties to try to use the words of Pope Leo.”

Yet Leo is still expected to offer plenty of ammunition to critics from all backgrounds. The pope is likely to discuss issues that infuriate the left, such as the church’s opposition to abortion, among other subjects that progressive Catholics have called the “pelvic issues” that the church long obsessed over. Some far-left lawmakers have even said they will boycott the pope’s address.

Separately, the church’s emphasis on social justice has put some Spanish right-wing leaders in a position of claiming to be more Catholic than the pope.

At the end of his visit, Leo will visit the Canary Islands to meet with migrants, foregrounding an issue that has enraged Spain’s right wing. While many European countries have closed their doors to immigrants, Spain has opened them.

Santiago Abascal, leader of the farright party Vox, once disparagingly referred to Francis by his surname, calling him “Citizen Bergoglio” to express opposition to his pro-migrant policies. That approach continued after Leo became pope, as Vox attacked Spanish bishops over their welcoming position toward migrants.

Abascal’s interpretation of Catholicism offers another potential flashpoint with Leo. Abascal has tried to appeal to Catholic voters by emphasizing opposition to abortion, gay rights and promoting traditional Spanish family values.

Privately, Leo has told Spanish bishops that he opposes people politicizing the faith. In a November meeting between top Spanish prelates and the pope at the Vatican, Leo expressed concern about ideological forces in Spain exploiting Catholic voters for their own political gain.

“It worries us that they want to approach the Catholic sphere to get votes,” said Cobo, who was at the meeting and was among several attendees who described it in an interview. He said he did not know if Leo was singling out Vox, though he added, “Whoever feels targeted is because they are the ones doing it.”

The world has learned from the last Ebola outbreak, but gaps remain

The response to the Ebola outbreak in East Africa, as troubled as it has been, offers signs that the world has learned key lessons from the last huge outbreak of the disease and from the COVID-19 pandemic, public health experts say.

Their conclusion comes despite the fact the Bundibugyo species of the virus spread unidentified in Congo and Uganda for months, and that hastily erected treatment centers continue to lack even rudimentary medical supplies.

“If the world earned an F on the response to the West Africa outbreak — then we’re at maybe a C+ now,” said Suerie Moon, a global health researcher who led an international forensic review of the response to the Ebola outbreak in West Africa, which lasted two years and killed more than 11,000 people.

Among the improvements, she and other experts say, are increased coordination and cooperation among governments and scientists, and more investment in the infrastructure to make fast science possible. Money has already been raised for research on potential vaccines and treatments for Bundibugyo.

“The fact that we’re even talking about clinical trials is a world away from where we were in 2014,” said Dr. Daniel Bausch, who has responded to more than a dozen different hemorrhagic fever outbreaks in Africa over a career in infectious disease. “We have to remember that it’s not all doom and gloom.”

But there are conspicuous gaps, notably in sustained funding for research into treatments and guarantees they will be available to anyone who needs help.

What has improved

— Transparency: Aid groups like Doctors Without Borders sounded the alarm in 2014 for months before the World Health Organization declared a public health emergency. WHO leadership was excessively deferential to West African governments that

did not want to face the economic fallout of declaring an outbreak, said Moon, the codirector of the Global Health Centre at the Geneva Graduate Institute. This time, the Congolese government and the WHO declared the outbreak within days of confirming that Bundibugyo was causing a rash of suspicious deaths.

— Leadership and coordination: Frustration with the mistakes of 2014 led to the creation of the Africa Centres for Disease Control and Prevention, which has led the response to Bundibugyo alongside the WHO. The two organizations work to ensure that scientists are not needlessly duplicating work. “There is a willingness to collaborate — we are all committed to avoiding having multiple research protocols, multiple initiatives that complicate things and bring no solution,” said Carmen Pérez Casas, the head of pandemic preparedness at global health

agency Unitaid, a WHO partner.

— Vaccine development: The failures in West Africa also spurred the creation of the Coalition for Epidemic Preparedness Innovation, which has international funding and a mission to develop effective and accessible vaccines within 100 days of identifying a new pandemic threat. CEPI has committed up to $61 million to get three vaccines against Bundibugyo into clinical trials, and is helping to pay for advance production of the experimental vaccines so that they can be deployed immediately if clinical trials show they work. “By the time we get to the end of the preclinical work there will be doses ready to go into trials,” said Dr. Nicole Lurie, CEPI’s executive director for preparedness and response.

— Fast clinical trials: The vaccine now used against the Zaire species of Ebola, which caused the West African outbreak, was an experimental product that sat for years on a Canadian laboratory shelf with no money or mechanism to move it into trials until more than a year into the crisis. Since then, researchers have done advance work to design clinical trials and have them approved by governments in countries in which outbreaks are likely, so that vaccines and treatments can be tested fast.

— African research at the core of the response: Laboratories across Africa can now perform molecular testing (though labs in northeastern Congo did not have a test for Bundibugyo early on). African researchers pioneered open access data sharing on genomic sequencing during the last Ebola outbreak, said Dr. Christian Happi, director of the Institute of Genomics and Global Health at Redeemer’s University in Ede, Nigeria. Since then his institute has helped to train scientists in 52 of 53 sub-Saharan countries on the process.

What

is still a problem

— The global leader is missing: The United States, under the Trump administration, has withdrawn from the WHO and no longer funds CEPI. The administration also disbanded the U.S. Agency for International Development, which funded local health organizations that did key disease surveillance work and were trusted locally.

— Lack of funding for prevention: The WHO said Friday that the Bundibugyo response will cost $518 million. That’s just emergency spending, on supplies and logistics. Researchers complain that there is typically a surge of funding for Ebola treatment during an outbreak, but that money dries up when the epidemic is over — and it isn’t enough to finish research that may help curb the next outbreak. Only one percent of global research and development spending goes to emerging infectious diseases.

— Access and equity: During the West Africa outbreak, healthcare workers from high income countries who contracted Ebola received experimental treatments, and they lived. Those same drugs were not offered to local medical workers, and several leading African infectious disease researchers died while trying to save their fellow citizens. Three American doctors have been evacuated from the current outbreak in East Africa to hospitals in Europe. Nevertheless, Moon said that the “access norm” — the idea that people in every country must have equal access to vaccines or other medical countermeasures — is now more firmly established.

— Punishment for honesty: Countries are still penalized for reporting outbreaks. The Trump administration slapped an economically damaging travel ban on several African countries after the current outbreak was declared, including some that have not recorded a single Bundibugyo case. “If you share information, you are a victim of your transparency,” Happi said.

Blockbuster SpaceX IPO set to test high-flying US stocks rally

The long-awaited, massive SpaceX initial public offering is expected this week, a major event for the U.S. stock market, with investors wary of possible overexuberance.

Stock indexes fell on Friday as strong jobs data ignited fears of hawkish monetary policy and semiconductor shares tumbled after a torrid run. The benchmark S&P 500 (.SPX), posted a weekly decline after nine straight weeks of gains.

The S&P 500 was still up about 8% in 2026, including a 16% rebound since its late-March low for the year.

“Nothing has stuck in terms of pessimism in the last two months,” said Mark Hackett, chief market strategist for Nationwide. “There is just this underpinning of momentum, this insatiable appetite for tech holdings and just the technical buying spree that is really dwarfing almost all other inputs.”

This week, investors will also assess fresh data on consumer and producer prices, after the jobs report fueled fears that the Federal Reserve would focus on calming inflation, potentially leading to interest rate hikes. The coming week also brings earnings reports from key companies in the technology sector, which has driven the market’s recent surge despite a sour end to the week.

Some investors have been bracing for a pause, if not a pullback, after the sharp rally. Risks include the U.S.-Israeli war with Iran and the potential for renewed spikes in energy prices if Middle East tensions flare.

Spacex in spotlight

Elon Musk’s SpaceX is aiming to raise $75 billion, the most ever for an IPO, in a deal that would value it at $1.75 trillion. Pricing is expected on June 11, with trading to begin on the Nasdaq the next day.

The company has an unusual and diverse set of businesses, including rockets, satellite communications and AI computing. Adding in the involvement of Musk — Tesla’s (TSLA.O), leader and the world’s wealthiest man — and SpaceX’s valuation is tricky to pin down, rising to exorbitant levels by some measures. The company posted a net loss of $4.94 billion in 2025, even as revenue rose 33% to $18.67 billion.

The IPO could lure significant attention from retail investors and provide another high-profile way to gain exposure to the AI trade.

The May Consumer Price Index, due on Wednesday, will show how surging oil and gasoline prices are influencing inflation. One concern is the extent to which higher energy prices might be affecting other CPI components, Pride said, ahead of the Federal Reserve’s meeting this month.

SpaceX’s debut is expected to be followed by other mega IPOs in the coming months from Anthropic and OpenAI, two of the AI leaders. Anthropic, which makes the Claude chatbot, said last week it has confidentially filed for a U.S. IPO.

The SpaceX IPO is “an important benchmark,” said Matt Wittmer, a portfolio manager at Allspring Global Investments, adding that “the company itself will be playing

“The Federal Reserve is going to be watching this like a hawk,” Pride said. “They’re going to want to see those pieces continue to remain stable and not increase as a pass-through from the energy and food prices.”

In the wake of the spike in energy prices, futures are factoring in a greater chance the Fed raises interest rates this year rather than cuts, after markets had anticipated equity-friendly rate decreases at the start of 2026.

Other economic data this week includes Thursday’s report on producer prices.

Quarterly reports from tech companies Oracle (ORCL.N), and Adobe (ADBE.O), will also be in focus. Tech has long dominated the U.S. stock

The results will test the strength of the tech trade and the rebound in the software industry, which was hit hard to start the year on concerns about AI disruptions. Shares of Oracle are up more than 9% this year, while Adobe is down 28%.

As Trump toughens rules on Cuba’s economy, hotel chains pull out

The Trump administration’s campaign to force Cuba’s economic unraveling achieved key gains last week, when three international hotel chains and a bank that processes Visa and Mastercard transactions withdrew business from the communist nation to avoid violating new U.S. regulations.

Foreign businesses had until Friday to pull out of any venture in Cuba run by the Cuban military conglomerate that controls about half the nation’s economy. On Thursday, the U.S. government announced it was imposing sanctions on another swath of Cuban officials and entities, including the armed forces.

Business leaders whose companies stay in Cuba risk losing their visa to travel to the United States and having their assets frozen. The companies themselves could also face sanctions, such as losing access to American banks.

The increasing exodus of businesses from Cuba will lead to increased unemployment and fewer financial resources for Cuba’s government, aggravating an increasingly untenable economic crisis.

(Jorge Luis Baños/The New York Times)

While the United States has long prohibited most American companies from trading with Cuba, these new regulations, called “secondary sanctions,” are a major escalation, because they target foreign companies and financial institutions.

Cuba’s Central Bank announced Wednesday that a bank that processes Visa and Mastercard transactions had withdrawn to comply with a recent executive order from the White House that threatened sanctions against foreign companies doing business in Cuba.

The Cuban government, which did not name the bank, called the decision part of President Donald Trump’s “strategy to strangle the Cuban people.”

Spanish hotel operator Iberostar said it would end its partnership to run 12 hotels for Gaviota, Cuba’s tourism company, which is part of the Business Administration Group, a military conglomerate known by its Spanish acronym, GAESA.

Another Spanish firm, Meliá, said it would withdraw from its partnership running 15 Cuban hotels. Blue Diamond,

a Canadian company that ran dozens of hotels in Cuba, also announced it was pulling out.

Citing an announcement from the company, news reports said Indonesian chain Archipelago International had also closed shop. The website for the company’s Aston Hotels in Cuba showed it was “no longer available for accommodation.”

The proposed U.S. sanctions are part of a series of stringent measures by the Trump administration designed to cripple Cuba’s economy and force economic and political change.

Trump on Thursday told reporters in Washington that Cuba had “sort of collapsed.”

Repeating a statement he had made in the past, he said he would “handle” Cuba as soon as his administration moves on from the conflict with Iran. “As soon as that’s done, on our way back, we’ll just make a little brief stop,” the president said without providing specific details.

Trump’s tightening vise on Cuba, including an effective oil blockade, is worsening a humanitarian crisis, leaving millions of people enduring extended power outages and struggling to find food and gasoline.

The U.S. State Department said on Thursday it was adding five more Cuban officials and five entities to a list of sanctioned people and companies, including President Miguel DíazCanel and his family.

Vast neighborhood groups organized by the government, called the Committees for the Defense of the Revolution and known for spying on local residents, were also targeted, as was Cuba’s gold mining venture.

“The entities and individuals designated today direct or fund the regime and its efforts to mobilize its radical revolutionary movements in the United States and around the world,” Secretary of State Marco Rubio said in a statement.

Two major shipping companies, one German and the other French, had already announced plans to cease operations in Cuba.

The United Nations’ World Food Program was forced to put off plans to purchase nearly 3,000 tons of food for Cuba “because we cannot find a shipping solution to bring it to Cuba,” said Etienne Labande, the agency’s Cuba country director.

The World Food Program, which was helping supply provisions for Cuba’s subsidized food rations, is also trying to find other ways to pay for fuel from Cuba’s national network because it can no longer pay with Visa or Mastercard, he said.

The Trump administration’s sanctions against foreign companies, announced in May, largely targeted GAESA, the military conglomerate that operates everything from retail businesses to the tourism industry.

Seth Eisen, a spokesperson for Mastercard, said the decision to withdraw had not been made by Mastercard.

The bank that had managed the company’s transactions decided to limit operations in Cuba, and without the foreign financial partner, Mastercards will not work to make purchases in Cuba, he said.

Visa, Iberostar and Blue Diamond did not respond to a request for comment. Meliá, in a statement, said its decision to leave Cuba “was made out of a deep sense of corporate responsibility,” but that the impact of its decision was limited because most of its hotels were already closed.

Cuba’s tourism sector has largely collapsed. In January, the Trump administration blocked fuel deliveries to Cuba, which limited the availability of jet fuel and led several airlines to cancel service.

“The reach of these sanctions was much wider and stronger, especially among the hotel chains,” said Paolo Spadoni, a political economist at Augusta University in Georgia who studies Cuba’s tourism industry.

The State Department acknowledged that the withdrawal of the hotel firms was precisely what the measures were intended to accomplish.

“Our sanctions are deliberately targeted to prevent the Cuban military and security services from profiting off international investment in Cuba to fund their continued oppression of the Cuban people and threat to U.S. national security,” the State Department said in a statement provided to the New York Times.

“Companies choosing to exit the Cuban market are making a prudent decision to comply with U.S. law and avoid enriching a regime that routinely violates fundamental human rights.”

By boat and bike, losing yourself in Dutch tulip country

In the Netherlands, each junction of the cycling paths that web the provinces of North and South Holland, has a number. On a sunny April morning, cycling south from the city of Haarlem to the tulip fields that patchwork the countryside in swaths of fuchsia, yellow and cardinal red, I set out via way points 23 and 90.

And yet, even with the backup of a GPS app, within two signposts I took a wrong turn, my cycling companions took a different wrong turn and it would be hours before we reunited.

“We give you maps and directions, you have the GPS and you have a brain,” said Ben Eijkelhof, a guide with Boat Bike Tours on the eight-day cycling trip primarily in South Holland. “That is the most important thing.”

A Dutch company, Boat Bike Tours, staged the trip from a river ship, a floating base camp that cyclists left each morning, carrying a sack lunch packed from the breakfast buffet, and returned to each afternoon for dinner and overnights.

Self-guided cycling trips are among the company’s most affordable (from 799 euros, or about $927) and least structured, offering opportunities to detour for those, like me, interested in navigating.

The route “is a great puzzle,” promised Lenneke Mommersteeg, another of the two guides overseeing the trip, during an orientation on the first day. “In one week, you are going to see everything on a postcard of the Netherlands: the tulips, the cheese, the windmills.”

Even more, it turns out, if you take a wrong turn.

Shipboard staging

The trip departed from Amsterdam, where pricier river cruise ships tie up close to the central train station in the frenzied heart of town. Six bus stops away, I found the 92-passenger Arkona docked at the quiet port of Minervahaven.

Arkona’s 47 cabins occupied two levels. On the main floor, a lounge at the bow and dining room at the stern bookended several cabins with floor-to-ceiling windows.

On a lower level, my comfortable twin berth had a smaller window just above water level, a pair of duvet-topped single beds and an efficiency-size bathroom. Generous storage cabinets contained bike panniers stocked with air pumps and emergency repair kits that we could clip to our bicycles for the week.

Bike racks filled half of the open-air observation deck atop the ship. I found my seven-speed Dutch Azor hybrid bike among the fleet of mostly e-bikes (my rental cost was 91 euros for the week; e-bikes cost 252 euros). A ramp from the deck swung down when the ship was moored, allowing cyclists to roll on and off.

Blooms and birdsong

The Netherlands famously expanded by claiming land from the sea, creating meadows of marshes — known as polders — drained by windmills in an intricate system of canals, locks and channels.

Our first day of cycling introduced the fertile countryside filled with small farms, spring blooms and birdsong.

I set out solo on canal paths lined in bushy yellow rape-

seed and over bridges to the village of Breukelen, the namesake of Brooklyn, New York. By the time I reached a series of lakes nearby, where bike paths on ribbonlike islands split the waterways, I linked up with the only other English-speaking riders who were not on e-bikes: a pair of women from western Canada. We formed a trio I nicknamed Team Real Bike.

In Utrecht, parked bicycles seemed to line every bridge and canal. We locked ours in an underground garage dedicated solely to bikes (free) to meander around the medieval center and eat lunch beside the soaring Gothic Dom Church.

Late that afternoon, the ship set a course southwest for Rotterdam via a lock that drew passengers to the top deck to watch massive iron gates close behind us and the chamber slowly fill with water before the front gates were opened, releasing us to a higher waterway.

‘Amsterdam without the crowds’

Cycling from Rotterdam the next day took us past some of Holland’s tallest windmills in the town of Schiedam, famous for its ginlike liquor, jenever, before continuing to Delft. Mommersteeg described Delft, the home of painter Johannes Vermeer and blue ceramics, as a “little Amsterdam, without the crowds.”

Despite navigational quandaries — we attributed an extra 3 miles a day to signpost errors — we reached Delft with time to picnic in the impressive main square, surrounded by gabled buildings and anchored by the very old Nieuwe Kerk or New Church. Around the corner, Oude Kerk or Old Church, leaned like the Tower of Pisa.

In town, Boat Bike cyclists met up for group admission (7 euros) to the Royal Delft porcelain factory, known for its signature blue-and-white designs on everything from collectible platters to souvenir Dutch clogs. I developed a new appreciation for the detailed work after watching an artist in a hushed room hand paint an intricate floral design on a vase.

Windmills and gouda cheese

Two evenings moored in Rotterdam offered time to explore the modern city, rebuilt after it was leveled during World

War II. The country’s second largest city provided a departure from the historic towns and pastoral countryside that filled the days.

“Today you will cycle through the real green heart of Holland,” announced Eijkelhof, outlining the day-four route from Rotterdam via a 35-minute water bus (5.60 euros with a bike) to the small town of Alblasserdam, gateway to Kinderdijk, a UNESCO World Heritage site of 19 preserved 18th-century windmills.

An island in Kinderdijk’s canals was just wide enough for a bike path, allowing us to ride beside the largest concentration of windmills in the country. Most of them, built around 1740, are inhabited and operational, still pumping water in the lowlands.

From Kinderdijk we cycled roughly 13 miles to Gouda, another canal-threaded charmer known for cheese — I bought an award-winning aged Gouda from Gouds Kaashuis on the main square — and stroopwafels, syrup-filled wafer cookies (free samples at Kamphuisen Siroopwafels).

Aiming to meet the ship in the quiet village of Nieuwpoort, we missed another turn in the polders and consoled ourselves for the extended ride with views of storks, Northern lapwings with curling head plumes and shaggy Highland cows.

Tulips and dunes

After a rural day five that included sampling cheeses at an organic cheese farm and frequent sightings of goat kids, lambs and ducklings, the ship relocated to Haarlem, northwest of Amsterdam, to position us to reach the tulip fields to its south on day six.

Tulip season is a brief and vibrant time to visit Holland. Droves of visitors, often on river cruises, travel to the popular Keukenhof garden, where a nearly 500-acre flower exhibition opens for about seven weeks each spring (next year, the garden is scheduled to open from March 18 to May 9).

I opted to ride the canal-side paths and park lanes that allow cyclists access to the agricultural fields in bloom.

After two hours, in a Dutch version of the adage “All roads lead to Rome,” I reunited with the lost members of Team Real Bike at the south end of the flower fields. There we turned west toward the sea, leaving Holland’s sown wonder for the grassy dunes of the Zuid-Kennemerland National Park that naturally buffered us from the North Sea winds.

As Ebola spreads, scientists race to find vaccines and treatments

As the Ebola outbreak spreads in Congo and Uganda, health workers are rushing to provide supportive care, hoping that some patients will recover on their own, while isolating the sick and tracing contacts of the infected.

Missing from the fight? Vaccines and drugs that might stop the virus. Dismayed by the scale of the burgeoning epidemic, scientists are scrambling to find them.

On June 1, two major nonprofit vaccine organizations announced tens of millions of dollars of funding to develop vaccines. Experts from the World Health Organization have also recommended testing a handful of monoclonal antibodies and other drugs as potential treatments.

Researchers said that it would take months find out whether these measures work. But the treatments will probably still be valuable at that point, because the outbreak is likely to continue raging.

(Arlette Bashizi/The New York Times)

“It’s going to take a long, committed response to bring this outbreak under control,” said Richard Hatchett, the chief executive of CEPI, a nonprofit that supports the development of vaccines and other pandemic countermeasures.

One reason that Ebola disease is so hard to fight is that it is not caused by a single kind of virus. When scientists refer to “Ebola virus,” they mean a species first discovered in 1976, in what was then Zaire.

Since then, researchers have identified five other species of viruses in the same genus, including one called Bundibugyo virus.

Like Ebola virus, Bundibugyo virus causes Ebola disease — producing symptoms such as sudden fevers, muscle pain and vomiting. The infection can lead to uncontrolled bleeding and rapid organ failure, killing a substantial fraction of patients.

Bundibugyo virus is responsible for the current outbreak of Ebola disease. Before now, it had caused only two small outbreaks since its emergence in 2007.

Most of the outbreaks of Ebola disease over the past 50 years have been caused by Ebola virus. As a result, there are two licensed treatments and one vaccine specifically for it, and nothing specifically for Bundibugyo virus.

These two species of viruses split from a common ancestor long ago — probably millions of years ago — and have been evolving in different directions ever since.

So maybe it’s no surprise that doctors were confused when patients started coming to clinics in Africa with symptoms of Ebola in April. Diagnostic tests were designed to recognize genetic sequences from the more common Ebola virus. Doctors are just now gaining access to tests that can detect Bundibugyo.

Evolution has altered the molecules, known as glycoproteins, that stud the surfaces of these two viruses. Both species use glycoproteins to latch onto cells and slip inside.

When people become infected with either virus, their immune systems start making antibodies that stick to these glycoproteins and block the viruses from infecting cells. If this immune response is strong enough, people can recover from Ebola disease.

To make a vaccine, scientists looked for a way to train the immune system to make those antibodies. Erbevo, the licensed vaccine, consists of a harmless virus, known as VSV, engineered to carry Ebola virus glycoproteins that prompt the production of protective antibodies. In 2014 trials, the vaccine provided 100% protection against Ebola virus.

But experts doubt that it will provide strong protection against the Bundibugyo virus. About a third of the building blocks in Bundibugyo glycoproteins differ from those carried by Ebola virus.

“It’s just different enough on the surface that your immune system finds it to be a different thing,” said Erica Ollmann Saphire, a virus expert at the La Jolla Institute for Immunology in San Diego.

To halt the current outbreak, doctors would need to give people a vaccine proven to work specifically against Bundibugyo virus. That doesn’t yet exist, even though scientists have been researching the species since it was first discovered.

That’s the gap that CEPI is hoping to help fill. The group will offer up to $61 million to prepare three candi-

date vaccines for clinical trials.

IAVI, a nonprofit organization that develops vaccines, will receive up to $3.2 million for a VSV-based vaccine. The group already has experience in creating these vaccines for other viruses, including Sudan virus, another species that has caused Ebola disease.

Another reason to try this approach is a 2014 study in which scientists tried out a VSV vaccine against Bundibugyo virus on monkeys. It provided 100% protection.

While VSV vaccines have a long track record, they have a downside: Scientists have to grow the carrier viruses to make the vaccines, a process that can take several months.

A second vaccine is being developed at the University of Oxford, based on a different viral vector called an adenovirus. In 2020, the Oxford team used these adenoviruses to create a COVID vaccine manufactured by AstraZeneca, which is estimated to have saved more than 6 million lives in the first year of their use.

The researchers have made vaccines for other pathogens, including Sudan virus. “In essence, we are building on what we have done before,” said Teresa Lambe, who is leading the Bundibugyo effort.

CEPI has awarded Lambe’s team up to $8.6 million to develop an adenovirus vaccine carrying Bundibugyo glycoproteins. The vaccine is already being manufactured by the Serum Institute of India.

Thanks to the institute’s manufacturing capacity and the speed at which adenoviruses grow, the researchers say they could have vaccines ready for clinical trials in humans in one to two months.

But the Oxford researchers have never tested an adenovirus vaccine against Bundibugyo virus in animals before. So they’ll also have to carry out those studies in the months to come.

CEPI is also awarding up to $50 million to Bostonbased Moderna to create an mRNA vaccine for Bundibugyo. Moderna produced one of the two authorized mRNA vaccines for COVID during the pandemic.

Gavi, another vaccine nonprofit, also announced Friday that it would provide $40 million to support the manufacture of leading Bundibugyo vaccine candidates.

The world would be better prepared for outbreaks of pathogens such as Bundibugyo if scientists could push forward research when there isn’t a public health emergency raging, Saphire said.

And rather than try to make vaccines and drugs that work only against the pathogen that’s suddenly killing people, researchers could look for treatments that are effective against many related species.

“It’s straightforward to do,” she said. “It just takes leadership, will, and the funding to do clinical studies.”

Sabana Grande sweeps Yauco to win Southwest Section title

The Petateros of Sabana Grande rallied for six runs in the ninth inning on Saturday to complete a series sweep and were crowned the new Southwest Section champions after defeating the Cafeteros of Yauco 11-8 as part of a slate of seven games in Superior Double-A Baseball League postseason play.

With the 4-0 sweep at Mario “Ñato” Ramírez Stadium in Yauco, Sabana Grande became the first team to qualify for the 2026 “Carnaval de Campeones” (Champions’ Tournament). The Petateros are undefeated in the postseason with a 7-0 record.

Although the Cafeteros led 8-5 in the ninth, the Petateros stormed back in the top of the inning to clinch their first sectional title since 2016. Juan Rodríguez pitched two scoreless innings in relief to earn the win for Sabana Grande, while Jesús Ramos worked the bottom of the ninth to record the save.

Ángel Lasalle drove in three runs with two hits for the Petateros. Steven Carrero, Joshua López and Jessy de la Cruz each scored two runs.
